A
B
B
The
first
item
on
the
agenda
is
approval
of
the
agenda.
Is
there
motion
move
by
a
Councilwoman,
manty
and
second
by
Councilman,
Ville
Hauer,
any
discussion,
all
those
in
favor
signify
by
saying
aye?
Those
opposed
signify
by
saying,
nay,
motion
carries
the
second
item
on
agenda
on
the
agenda.
Is
the
essential
air
service
bid
recommendation
and
I
will
say
there
was
just
a
special
airport
board
meeting
in
which
a
TI's
option
to
what
the
reverse
path
was
recommended
to
the
City,
Council
and
I?
Will
let
Todd
explain
what
that
means?
Ray.
E
E
Watertown
to
Pier
1022,
11,
pier
to
Denver
11:20,
you
be
in
Denver
at
11:40,
Denver
time.
These
are
all
local
times,
so
2:16
we're
out
Denver
to
pier
12,
4255,
pier
to
Watertown
3:15
to
3:30,
I'm,
sorry,
358,
ey
to
Minneapolis
410
you'll,
arrive
in
me,
a
bus
at
505,
Minneapolis
back
to
Watertown
at
6
o'clock
to
7
o'clock
and
then
7:00
to
8:00
or
so
back
in
Pierre,
and
these
are
all
within
about
a
half
an
hour,
20
minutes
to
a
half
an
hour
times,
depending
on
how
the
block
times
set
up.
B
B
Even
though
Great
Lakes
Airlines
has
ceased
their
operations.
The
city
of
Watertown
has
serviced
with
Adi
right
now
and
Adi
was
utilizing.
The
interline
agreements
that
Great
Lakes
Airlines
had
with
the
majors
to
get
bags
checked
through
to
final
destinations
from
Watertown
and
Great.
Lakes
ceased
their
flights.
They
intended
to
keep
their
other
services
going,
including
the
reservation
system
and
the
interline
agreements,
but
the
airline's
severed
those.
So
we
no
longer
at
this
point
in
time
have
the
interline
agreements
in
place.
We
don't
have
anything
in
place
with
Adi.
B
So
if
you
fly
beyond
Denver
right
now,
if
you
have
a
checked
bag,
you
have
to
go,
collect
it
in
Denver
and
go
back
through
security
with
it.
If
you're,
just
using
a
carry-on
nothing's
changed,
except
that
you
have
to
book
separate
tickets
to
go
beyond
Denver
anywhere
else,
and
you
got
to
have
both
those
tickets,
but
if
you're
carrying
luggage
on
it's
not
going
to
affect
you
for
your
your
travel
when
Great
Lakes
ceased
their
operations
and
we
rescinded
our
our
the
airport
board
rescinded
its
approval
or
recommendation.
B
Negotiations
started
right
away
with
with
adi
and
also
boutique
came
and
gave
a
presentation
to
the
airport
board
and
they
have
a
very
compelling
presentation.
They've
been
growing,
it's
a
small
airline
small
planes,
but
it
looks
to
me
like
we
have
a
couple
of
really
good
options
to
choose
from
which
is
a
nice
position
to
be
in,
since
the
airport
board
made
a
recommendation
already.
You
should
use
that.
E
Boutique
for
boutique
and
sure
interline
agreements
sure
Thank
You,
mayor
boutique
has
since
sent
us
back.
Actually
it
was
to
the
mayor,
an
email
stating
their
alternate
for
Watertown
as
well,
so
with
boutiques
alternate
Watertown
would
have
to
accept
an
offer
from
boutique
to
go
to
Minneapolis
five
or
six
round
trips
and
Pierre
would
also
have
to
accept
boutique
to
go
to
Denver
five
or
six
round
trips
a
day
in
doing
that
on
their
own
dime
boutiques
own
dime.
E
They
would
put
six
to
twelve
round
trips
per
week
between
Watertown
and
Pierre
to
connect
the
two
cities,
so
we
would
essentially
have
flow
through
to
Minneapolis
and
Denver.
Those
options
were
with
an
eight-seat
Pilatus
pc-12
one.
One
thing
I'll
note
is:
if
you
have
60
days
continuous
service
with
an
eight-seat
single-engine
aircraft,
the
federal
do
T
does
not
have
to
give
you
anything
more
than
that
going
forward,
so
essentially
you're
giving
up
your
jet
or
your
turboprop
rights.
E
B
And
that
airline
agreement
with
United
is
questionable
how
valuable
that
would
be
in
Minneapolis,
because
it's
more
of
a
delta
hub
right
does
anyone
have
any
questions
of
Todd?
We
need
to
make
this
recommendation
by
Monday
and
that's
why
we're
having
this
special
council
meeting
today,
because
the
council
meeting
will
be
at
the
end
of
the
business
day,
Monday
so
I.
E
Is
just
an
alternate,
so
we're
not
really
sure
how
this
is
gonna
go
with
the
d-o-t.
Do
the
fact
that
this
was
not
on
the
original
proposal?
This
is
an
alternate
that
they
gave
us
after
the
bids
were
closed.
So
essentially,
the
d-o-t
has
stated
that
we
could
Pierre
and
Watertown
could
accept
this
and
recommend
it
to
the
d-o-t.
The
d-o-t
would
have
210,
take
a
look
at
it
and
open
it
up
for
petit
and
for
Great
Lakes
to
change
their
bid,
usually.
F
E
F
That
was
my
second
question
was:
are
we
going
to
fall
into
a
situation
where
we're
just
gonna
drop
off
and
have
a
gap
of
airline
service?
No.
A
B
H
E
Status
quo
adi
option:
1.
If
we
were
to
recommend
that
to
the
to
the
d-o-t
likely
scenario
would
be
they
would
reject
all
and
go
out
for
rebid
to
tie
the
two
cities
together
or
they
could
separate
us
at
that
point
and
have
standalone
bids
for
each
city.
That's
an
option
they
could
also,
and
their
standing
history
in
the
last
six
months
has
been
to
accept
low
bid,
no
matter
what
the
community
says.
So
they
could
indeed
come
back.
E
Even
if
we
both
recommended
this,
they
could
come
back
and
say:
there's
too
much
money
going
out,
it's
1
point:
1
million
dollars
more
for
Watertown
and
in
a
more
subsidy
for
peer,
we're
going
to
stay
with
option
1
because
of
the
price.
Essentially,
we
give
you
12
weekly
round
trips.
We
meet
all
of
the
criteria
for
essential
air
service
with
option
1,
so
that
could
be
an
option
for
them
as
well.
At
any
time,
councilman.
I
I
I
E
So
the
another
thing
I'll
note
about
the
the
8c
to
the
nine
seat
is
they're
both
really
expensive
to
operate
comparatively
to
the
50
seat,
jet,
where
you
can
spread
the
price
out,
250
seats,
that
being
said,
boutique's,
nine
seat,
option,
I,
don't
think,
is
valid
for
Watertown.
Due
to
the
fact
that
it's
so
expensive,
we
would
need
over
13,000
implements
for
our
$200
per
passenger
subsidy
cap.
E
B
D
Todd
is
there
any
capability
differences
with
the
ADI
jet
versus
the
8
passenger
plane
as
there
anything
that
would
be
more
restrictive
to
the
to
the
smaller
plane
versus
the
jet
and
the
ability
to
land
under
certain
conditions
or
whatever?
Are
there
anything
from
that
ass?
That's
a
benefit
to
the
jet.
E
No
not
really
actually
in
the
pilots
industry
actually
turboprops
are
safer
because
they
can
feather
the
props.
They
can
actually
twist
and
turn
the
props
in
icy
conditions
and,
and
mainly
it's
it's
landings
and
takeoffs.
When
they're
on
the
surface,
they
can
also
crab
walk
in
much
easier
than
jet.
So
to
answer
your
question,
actually,
a
turboprop
is
a
safer
aircraft
to
fly
than
a
jet.
B
Johnsonville
Todd.
H
E
Stated
in
the
emails
that
it
would
be
99
dollars
each
way
still
to
Minneapolis
and
to
Denver
they
would
try
and
lessen
them
fares
due
to
the
interline
agreements
being
gone.
Now
we
did
request
that
the
ticket
price
go
down,
maybe
to
89
or
79
and
they're
looking
into
that,
but
currently
it
will
be
99
dollars
to
Minneapolis
and
to
Denver
what.
K
First
of
all,
thanks
for
your
work
on
this
to
get
us
up
and
running
with
something
again
I
know
that's
been
difficult.
Secondly,
can
you
walk
me
through?
Let's
just
say
that
we've
got
50
people
on
the
airplane
Kenneth
want
to
go
to
United
10
M
want
to
go.
They
want
to
go
to
different
airlines
in
Denver
is
a
big
airline.
So
now
you
land
and
walk
me
through.
How
does
the
luggage
get
where
cuz
there's
a
lot
of
different
places
out
there
yep.
E
Behind
the
scenes,
there's
a
lot
that
goes
on
at
airports.
They
have
color
codes,
they
have
number
systems
and
they
have
you
know
when
you
look
out
the
window,
you
see
all
the
baggage
carts
flying
by
and
the
people
driving
the
tugs
and-
and
there
is
a
system
actually
that
works
very,
very
well
with
getting
your
baggage
to
where
it
goes,
and
it's
all
on
the
tag
system
so
that
they
put
on
your
bags.
That
indicates
what
color
or
been
essentially
they
put
it
into.
So
will.
A
K
E
Or
negative,
no,
you
go
to
the
baggage
claim
area,
and
so
the
aircraft
will
have
a
baggage
claim
area
designated
to
it
when
it
arrives
due
to
the
fact
that
you
know
we
don't
know
if
people
are
staying
in
Denver
or
traveling
through,
but
the
people
who
are
staying
in
Denver
there
is
a
number
or
a
color
code
for
that
and
those
bags
just
go
onto
that
cart
and
it
goes
down
to
carousel
X
yeah.
That's.
H
Okay,
what
what
do
we
have
any
sense
of
what
I'm
excited
about
the
idea
pick
up
to
service
to
Minneapolis,
but
do
we
have
any
kind
of
sense
as
to
what
the
demand
is
out
of
here?
What
question
being
what
the
flights
originating
in
Pierre?
Let's
say
they
fill
up
heading
to
Minneapolis.
Where
does
that
leave
us
as
far
as
will
the
plane
lands
and
in
Watertown,
but
it's
already
full
go
into
Minneapolis
we've.
E
Had
that
scenario
happen
before,
as
people
recall
2011
before
the
originated
Watertown,
we
had
smaller
aircraft
at
that
time.
So
to
answer
your
question
in
full,
I,
don't
know
what
I
can
tell
you
is
statistics
in
the
past
appear
when
they
had
dual
service
and
they
were
flowing
through
Watertown
to
go
to
Minneapolis.
They
also
had
a
route
to
go
to
Denver.
They
did
ten
thousand
roughly
employment.
It
was
over
ten
thousand,
but
under
eleven
thousand
going
to
Minneapolis
and
five
thousand
going
to
Denver.
E
A
E
E
Do
have
flights
in
both
locations
correct,
but
Delta
told
adi.
They
need
to
stand
up
their
own
reservation
system
which
they
are
currently
in
the
process
of
doing
they
signed
a
contract
last
week
to
purchase
their
own
reservation
system.
It's
being
stood
up
as
we
speak,
that'll
take.
The
initial
time
will
be
10
to
14
days
to
stand
that
up
and
after
that
14-day
window,
they
will
be
able
to
accommodate
Watertown
Pier
Denver
flights,
nothing
beyond,
of
course,
because
they
don't
have
any
other
end
Alliance,
but
to
get
it
into
the
GDS
system.
E
D
D
E
D
The
comment
that
you
also
made
on
the
numbers
that
at
face
value,
there's
a
lot
that
could
change
here,
but
the
fact
that
peer-
because
they
just
finished
just
over
10,000
or
11,000,
also
right.
The
fact
that
their
previous
numbers,
when
they
had
both
the
Minneapolis
and
the
Denver
flights,
which
is
what
we're
considering
that's
very
encouraging
to
me
that
they
were
at
15,
almost
16,000
15,000,
something
right
with
Minneapolis
being
the
greater
number.
D
That
tells
me
that,
at
least
at
face
value,
there's
a
reasonable
probability
that
both
of
us
would
be
more
successful,
with
what's
being
proposed
or
recommended
by
the
airport
board,
for
the
ADI
option
to
or
alternate
whatever.
It
seems
like.
If
I
take
the
logic
of
that,
it
would
seem
like
we
stand
to
probably
gain
more
with
having
the
dual
path
of
of
Denver
in
Minneapolis
than
strictly
staying
with
Denver.
E
Great
point
all
I
can
tell
you:
is
we
lose?
You
know
we
lose
the
the
morning,
departure
to
Denver
we're
going
to
Minneapolis
and
I.
Can't
state
I,
don't
know
the
future,
so
I
can't
state
how
many
passengers
we
will
pick
up
to
go
to
Minneapolis.
We
have
heard
good
things,
though,
from
the
community
about
wanting
to
go
to
Minneapolis.
We've
also
had
people
show
up
for
meetings
stating
they
love
Denver.
E
So
to
answer
your
question,
I
really
don't
know
if
this
will
help
us
or
hurt
us
to
cut
down
the
the
one
flight
a
day
to
Denver
in
two
to
Minneapolis
I
would
suspect
from
the
business
travel
with
the
businesses
in
town
that
it
would
be
a
good
idea
that
we
would.
We
would
end
up
roughly
the
same
as
we
were
last
year,
we'll.
B
Be
able
to
obviously
make
a
better
judgment
with
some
experience
under
our
belt,
but
I
have
received
a
lot
of
requests
to
go
to
Minneapolis
that
people
like
going
to
Denver
we've
been
very
successful
going
to
Denver
and
you
hate
to
mess
with
a
good
thing,
because
we
know
Denver
works
and
so
that
is
kind
of
risky
to
go
beyond
what
we're
doing
and
go
for
a
different
option.
But
that
is
encouraging
to
see
those
kind
of
numbers.
Councilman
Roby,
just.
I
I
would
be
hard-pressed
in
any
case,
but
in
specific,
in
this
case,
to
not
take
the
recommendation
of
the
board.
I
know
you
guys
have
vetted
that
out
and
I
really
want
to
rely
on
our
boards
and
I'm
very
confident
that
this
board
in
particular,
is
Rudy.
I
think
done
their
homework.
So
I
don't
want
a
stifle
discussion.
We'll
continue
discussion,
but
I
am
going
to
put
a
motion
on
the
table
that
we
take
the
recommendation
of
the
airport
board
that.
E
A
E
A
E
Would
guarantee
you
that
by
the
time
we
go
to
them
and
they
already
know
you
know
they
know
they're
there?
They
know
their
schedules
for
flights
as
far
as
passenger
loads
and
demand,
so
I
mean
if
they
keep
seeing
full
flights
going
out
of
Watertown
to
Denver.
On
this
on
this
option
we
have
now.
You
know
they're.
A
C
E
E
Could
affect
the
FEL
also
fuelling?
You
know
we
were
the
originators,
so
we
fuel
it.
In
the
morning
we
were
doing
about
1,500
gallons
a
day
of
fuel
which
the
airport
and
the
city
receive
four
cents
a
gallon
on.
So
it's
a
lot
of
fuel.
You
know
we're
looking
at
six
hundred
thousand
gallons
a
year
so
pure
with
they
fly
through
I,
don't
know
how
much
this
has
been
a
question
from
the
FBO
actually
as
well.
Even
this
morning
you
know
was
wondering
if
ad
I
was
was
fueling
here.
E
You
know
what
their
options
were
and
I
don't
know
any
of
those
answers,
that's
strictly
between
the
airline
and
the
FBL
if
they
want
to
continue
maintenance
here
or
continue
feeling
here
on
the
turn
as
they
go
to
Minneapolis
or
to
here
those
would
all
be
questions
between
the
the
airline
and
the
FBO,
but
I
would
I
would
assume
they
would
affect
us
in
some
way.
Yes,.
B
J
Just
want
to
clear
a
just
want
I
want
you
to
know
that
I
support
this
option,
I
on
the
airport
board,
I
said
through
the
meeting
this
morning.
I
absolutely
think
this
is
the
route
to
go,
and
I
do
believe
there
is,
will
be
and
is
a
demand
for
the
Minneapolis
leg
of
this
thing.
I
think
that's
important
to
us
and
I
think
that
will
help
our
boardings
quite
a
bit
most
of
the
option
to
go
the
other
direction.
J
I
do
want
to
clarify
just
because
we're
on
TV,
with
this
thing,
I
think
and
just
so
the
public-
and
we
talked
about
this
at
the
board
meeting
this
morning.
It's
going
to
take
some
education
for
the
public,
because
things
have
changed,
I
mean
not
just
our
flight
schedules.
Change
but
what's
changing
is
how
we
handle
our
bags.
How
we
handle
ticketing
because
we
are
gonna,
have
that.
So
everyone's
aware,
we've
got
if
you're
gonna
go
on
from
Denver
you're
gonna
go
on
from
Minneapolis.
J
You
gotta
buy
a
separate
ticket
and
you're
probably
wise
to
carry
on
in
most
instances,
because
then
you
can
just
go
to
the
gate
with
the
second
ticket.
If
you're
going
on
to
Chicago,
say
from
Minneapolis
and
then
you
can
travel
out
from
that
gate.
But
people
need
to
know
that
if
you
do,
if
there
is
a
an
issue
with
your
your
first
leg
of
the
flight,
if
there's
a
problem,
it
gets
cancelled,
you're
kind
of
out
of
luck
on
the
second
leg,
because
you're
a
no-show
for
that
flight.
J
Just
so
folks
are
aware
of
that.
We
really
don't
have
a
choice
in
that
I.
Don't
think
until
we
get
this
interline
agreement
and
to
me
that's
paramount
to
try
to
you
know,
get
somebody
and
to
do
that
for
us.
Hopefully
somebody
like
a
delta.
That's
got
a
hub
and
in
the
cities-
or
you
know,
somebody
that's
got
hub
and
and
the
more
the
better.
But
just
so
folks
are
aware
of
that.
It's
going
to
change
it.
I
mean
it's.
It's
gonna
be
a
little
bit
different,
Thanks
and.
F
E
So
let
me
clarify
the
reservation
system
will
take
90
days
to
accept
interline
agreements.
It
has
nothing
to
do
with
adi,
actually
getting
an
interline
agreement.
This
is
just
the
the
platform
for
the
ticketing
to
be
allowable
for
interline
agreements
to
work.
That's
all
that
is
adi
is
in
negotiations
with
American
and
Delta,
currently
and
Delta
told
adi
that
if
they
have
their
own
reservation
system,
which
that's
what
they're
working
on
and
if
they
fly
into
a
delta
hub,
the
negotiations
they'll
get
a
lot
tighter.
B
D
B
Those
opposed
signify
by
saying,
nay
motion
carries.
Is
there
any
old
business
any
new
business?
Any
liaison
member
reports
there's
no
reason
to
go
into
executive
session
and
so
I'll
look
for
a
motion
to
adjourn
Mumbai
councilman,
why
ii
by
councilman
l'olam
all
those
in
favor
signify
by
saying
aye
those
opposed
signify
by
saying,
nay,
we
are
adjourned.
