it

review
of
our
2017
stats.

This
is
our
chance
to
kind
of
brag
about
our
year.
It
was
definitely
a
busy
busy
year
at
the
police
department,
so
I
just
threw
it
together.
This
prezzi,
it's
a
prezi,
so
it's
a
little
different
than
a
PowerPoint
but
I'm
going
to
cruise
through
this
really
quick
I
know
you
guys
have
a
very
full
agenda
so
cruises
through
this
and
then
answer
any
questions
that
you
guys
might
have.

All

so
our
2017
annual
report
I
just
wanted
to
make
sure
that
you
guys
read
our
mission,
a
statement
and
we'd
like
to
declare
that
mission
accomplished
for
this
year.
We
definitely
are
providing
a
safe
place
to
visit,
live
work
and
raise
a
family,
so
all
is
well
in
Watertown.
Let's
view
the
highlights
we
had
20
2316
calls:
that's
Watertown
only
it's
about
a
two
percent
increase
from
last
year.
It's
a
write
about
the
average
of
our
five-year
average.
So
let's
take
a
quick
look
at
those
records.

But,
as
you
can
see,
we
score
well
above
it
well,
not
well,
above
but
above
the
national
average,
on
all
our
AMD
calls,
which
is
a
we're
pretty
proud
of
that.
Our
dispatchers
are
working
really
really
hard.
That
bottom
number,
you
can
see.
They've
answered,
44,000
691
calls
for
service,
and
those
are
calls
that
are
just
creating
a
report,
so
we
estimate
that
they
probably
take
about
70,000
calls
per
year
in
the
911
center.

The
folks
are
working
really
really
hard
and
they're
they're,
pretty
proud
of
the
work
they
do
and
and
we're
kind
of
a
beacon
of
excellence
across
the
state.
Even
to
the
point
where
Rapid
City
is
where
one
of
their
backup
but
901
centers
for
Rapid
City.
So
we're
pretty
proud
of
that
calls
for
service,
like
I
said,
were
right
about
the
the
NESH
or
the
year
five-year
average.

One
of
the
one
of
our
product
complements
is
since
first
time
since
1973
that
we
are
below
700
accidents,
we've
been
working
really
really
hard
on
accident
reduction.
We
formed
our
traffic
safety
team.
We've
been
getting
Highway
Safety
grants
to
reduce
the
speeds
in
Watertown.
It
was
a
really
really
good
year
and
since
first
time
since
1973,
you
know
there's
weather
conditions
and
other
conditions
that
that
can
be
attributed
to
that,
but
our
Patrol
staff
that
have
been
working
really
really
hard
and
we
got
that
number
down.
So
we're
pretty
proud
of
that.

That's
what
happens
when
you
play
with
technology
messes
up
close
your
eyes.
If
you
get
dizzy,
okay,
now
we're
back
on
track.
Speeding,
citations
were
down
from
2016.
That
doesn't
mean
we
are
working
less,
as
you
can
see
by
our
next
slide.
Our
warning
citations
are
up
quite
a
bit,
so
we're
up
42%
in
warning
citations,
so
our
guys
are
actively
making
those
traffic
stops,
asking
the
public
to
slow
down
and
make
our
roadways
safer.
We
really
commend
them
for
using
that
discretion.

This
is
where
it
gets
a
little
daunting.
We
were
really
really
busy.
This
year,
our
Dalt
arrests
were
up
18%,
it's
up
16%
from
the
five-year
average,
and
we
just
see
that
continually
climbing
drugs
is
always
has
been
a
really
big
dilemma
for
not
only
us
but
South
Dakota
and
the
nation.
The
drug
epidemic
is
getting
worse.
The
meth
epidemic
in
South
Dakota
is
getting
worse.
We
saw
a
33
percent
increase
in
controlled
substance,
arrests,
that's
a
huge
jump
and
I'll
just
go
into
that
a
little
deeper.

You
can
see
at
the
bottom
here
at
the
bottom
of
the
screen.
No
I
can't
zoom
in,
but
we
had
a
total
of
800
drug
arrests
in
2017
because
of
that
number,
we've
done
a
lot
of
proactive
stuff.
We've
met
with
all
the
stakeholders,
including
DCI
anybody,
that's
involved
in
the
investigation
of
narcotics
and
we're
trying
different
strategies
we're
you
know
we
keep
doing
things
the
same
way
and
not
getting
any
results,
so
we're
going
to
shake
things
up
a
little
bit
and
and
start
using
different
investigator
strategies
and
different
techniques
to
reduce
that
number.

There's
a
lot
of
work
to
do
these
are
the
narcotics
detective
is
one
of
the
busiest
guys
in
the
department,
and
we
need
about
ten
more
of
them
to
get
this
thing.
It's
it's
really
a
problem,
but
we're
getting
out
of
it:
the
underage
consumption
18
to
21
year
olds.
That
is
another
an
alarming
statistic.
We
started
seeing
that
tick
up
in
our
monthly
reports.

Lake
Erie,
a
tech
has
really
partnered
up
with
us
they're,
taking
a
leadership
role
in
this
and
and
educating
that
age
group
on
the
dangers
of
underage
drinking.
You
know
we
just
don't
need
another
tragedy
like
we
had
last
year,
so
it
went
up
quite
a
bit:
22
percent
from
2016
and
40%
over
five-year
average.
That's
the
canary
in
the
mine.
That's
telling
you
there's
a
problem
that
needs
to
be
addressed
and
we
need
to
address
it
before
bad
things
start
to
happen.

It's
definitely
a
combination
of
it.
You
know
we
were
definitely
enforcing
it
harder
because
we
know
it's
a
problem
and
with
that
comes
more
at
rest,
but
it's
definitely
prevalent
across
the
whole
state
across
the
little
nation.
So
it's
not
a
watertown
problem
control
substance.
You
can
I
think
that's
my
math
I
didn't
figure
out
the
percentage,
but
it
looks
like
about
a
40%
increase.
I
would
say
109
to
152,
controlled
substance,
arrests,
and
that
is
mainly
methamphetamines
and
here's
the
underage
consumption.
You
can
see
that
this
is
a
was
alarming.

This
numbers,
starting
to
tick
up,
so
we
had
308
underage
drinking
arrests,
I,
think
we're
we're
still
ticking
way
up
on
them.
The
last
two
months,
I
I
just
got
the
stats
and
I
can't
remember,
but
it's
it's
up
there.
It's
like
54
already
for
this
for
the
last
two
months
from
January
in
February.
So
we
have
a
lot
of
work
to
do
on
the
underage
drinking
thing.
It's
a
it's
a
definitely
preventable.
We
want
to
teach
responsible
drinking
as
well.
As
you
know,
what's
legal.

All
right,
adult
arrests,
just
some
more
figures
that
we
wanted
to
point
out.
Our
assaults
are
up
slightly
and
you
can
see
these
parallel
with
drugs
and
alcohol,
but
these
types
of
crimes,
but
they're
up
slightly
nothing
too
alarming,
but
we
have
responded
to
many
more
more
family
disturbances
and
assaults.

And
if
you
have

did
have
six
controlled
substance
for
children
18
under
18.
That's
that's
an
alarming,
especially
when
we're
talking
methamphetamine,
that
we
have
six
arrests
in
that
area.

don't
know
for
a
fact
that
they're
all
methamphetamine
they
could
be.
You
know,
prescription
pills
as
well.

Our
animals
control
is
really
really
really
busy.
I
wanted
to
zoom
in
here,
but
I.
For
some
reason,
I
can't
I
came
here
earlier
and
tried
it
and
it
worked,
but
where
you
can
see
at
the
bottom
here
you
get.
If
you
have
it
in
front
of
you,
these
are
all
the
animal
control
type
calls
that
all
personnel,
including
Humane
Society
or
animal
control
officer
and
our
patrol
officers,
have
responded
to
dog.
Bites
continue
to
be
an
issue.

dog

dog
at
large
is
also
another
problem.

One
good
litmus
test,
I
guess
of
the
department
is,
is
turnover
and
in
2017
we
actually
had
nobody
leave
our
department,
which
is
an
incredible
statistic
because
since
I
since
I've
been
here,
we've
had
what's
the
average
t-33
per
year,
leave
so
I
believe
it
shows
the
morale
and
the
the
willingness
to
work
hard
at
our
department,
so
I'm
pretty
proud
of
that,
but
the
training
amongst
the
whole
department.
We
stay
right
up
to
date
with
all
the
current
training
and
current
trends,
so
we're
doing
well
internal
affairs.

As
you
remember,
we
answered
about
twenty
three
or
twenty
two
thousand
three
hundred
calls.
We
had
eight
complaints,
formal
complaints
made
out
of
those
twenty
two
thousand
calls,
and
only
for
them
sustained
policy
violation,
no
criminal
allegations
very
minor
policy
violations,
so
that
number
alone
tells
speaks
volumes
for
the
ethical
soundness
of
our
department
and
just
some
other
quick
ones.
Our
school
resource
officers
are
working
hard.
It's
it's
incredible.
The
work
they
do.

We've
had
a
lot
of
questions
about
school
safety
and
those
types
of
things
I'm
here
to
tell
you
that
our
schools
are
very,
very
safe.
They
do
a
tremendous
job
with.
If
you
see
something
say
something.
The
rapport
that
our
sorrows
have
with
our
kids
are
is
amazing.
They
they
feel
comfortable
coming
in
and
talking
to
our
officers
and
and
things
get
reported
in
an
early
stage
and
they
get
dealt
with
in
an
early
stage.

has
Safe
Schools
if
you're
interested
in
your
district
there
that
breaks
it
up
into
district
on
how
many
calls
for
service
we
had
in
each
one
of
your
district.
So

you

lacking

officers,

this
year,
we'll
probably
put
together
package

bringing

budget
time
and
look
for
it
a
couple
officers,
but
we
understand
that
the
cities
have
numbers
to
work
with
and
if
we
can
do
that,
we
can't
do
it,
but
we're
gonna
bring
it
before
you
and
put
the
numbers
out
there.

we
do,

contingency
account
is
for
its
for
our
unbudgeted
items
that
are
needed
and
that's
up
to

council
to
decide

they

take
the
contingency

So
at
this
time,
I
don't

to
speak

the
departments
for
the
need
of

that
I
know
that
both
of
them
had
equipment,

one
cannot
be
repaired.

our
total
station,

we
use
extensively
and
surveying
and
places
that
our
GPS
equipment
can't
reach.
We
use
that
exclusively
and
that
piece
of
equipment
is
past

replacement
cycle

our
system.
So
we
we've
been
nursing
it
along
trying
to
delay
having
to
replace
it.
But
what
happened?

was
in
October
when
we
went
to
use
it
it
quit
functioning,
so
we
sent
it
out
to
be
fixed
and
sub-continent

repaired,
so
we're
looking
at
looking
at
either
having
to
borrow
pieces
of
equipment
from
other
departments
or
something
or
replacing
it
at
the
cost
of
5500,
and
this
is
in
our
five-year
capital
plan.
So
if
we
bought
it
now,
just
falls
out
of
that
plan
as
we
go
forward.
So
any

as
the
$72,000
request
for
the
golf
course,
more
I
may
need
Todd
to
come
up
and
speak
to
the

condition
of
it,
but
this
this
is
more
person
in
2013
a
wide-area

We
have

acres,

the
history
with
our
department.
It's
actually
the
second
mower.
It
was
under
warranty
and
replaced.
They
brought
back
another
one
to
no
avail.

not
quite
meet
specs
from
the
original
purchase,
but
we
still
went
with
this

mower
and
what
happens
is
the
hydraulic
system
is
just
on
it
does
not
perform.
It's
got
one
hydraulic
motor
that

pump,
hydraulic
state
is
under
sized.
We
keep
burning
up
the
motors.
What
happens
we
replace
them?

one
then
replaced
another,
and
what
happens?
Is
the
new
one
spins
I'm
going
to
use
these

thousand

and
the
bad
motor
turns
out

hundreds?
So
your
cut

completely
different.

discussed
between
warranty
work
and
city
dollars
were
figured
and
we've
got
about

we
were
pursuing
the
lemon
law

about
that

departed

city
as
employment.

it
would
not

warranty
work,
and
we
have
battled
this
more.

since

in
the
tens
of
thousands
of
dollars,
repair
towards
the
end
of
the
last
fall,
it
basically
completely
was
non-functional
to
get
it
to
the
point
of
functionality.
We're
talking
almost
seventy

thousand
dollars
again
with
a
piece
of
equipment
that
still
doesn't
perform
based
on
not
meeting
our
specifications
on
on
hydraulics
ty
can
speak
better
on
the
jargon
of
mowers.
Bottom
line
is
it's
completely
shot?
It's
not
functioning.

have

only

we

in
in
tight
areas

as,

you're
familiar

with

the

budget

replacement

did

work

vendor

piece
of
equipment

of

has
balance
of
forty
seven
thousand
dollars
that
we

willing
to
to
reimburse
the
contingency
fund

would

no
cost

city.

it's
imperative
to
operate

course
next
year

new
piece
of
equipment.

these
cost,

they

offered
us

$3,800
trade-in,
just
as

have

use
for

legal

with

we
need

be
able

that

probably
looking
over

at

businessperson,

certainly
don't
want
to
spend

thousand

want

spend
$8,000
fix
in
it
and
then
have
to
buy

new
one
next
year.

would

be
putting
good
money
towards
bad

that

we

need
to
do
is
to
move
forward

it,

would
certainly
be
based
on
my
experience
and
based
on
what
I'm
hearing
and
seeing
and
having
been
through
what
these
gentlemen,
my
recommendation
would
be
that
we
go
forward
with
that.

flexible
desk
deck
is
independent

one
another.
If
you
remember
the
old-school
mowers
or
just
one
big
piece
of
steel

what
happens
is

these
decks

float

contour

land,
and
it
has
one
independent
hydraulic
motor
that'll
give
even
even
cut
to
each
one
of
the
blades.
So
this
would
be
the
piece
of
equipment.
That's
twelve
foot
five
cuts,
so
it
does
save
substantial
man-hours,

us

vendor

PA
is
approved,

differences
they
don't
specify
an
actual
product.

Controls
has
proved
through
an
RFP
process,
a
very
strenuous
process.

go
through
to
verify
it
they're
a
worthy
company
for
government
entities
to
to
enter
into
agreements
for
in
no
way
are
we
locked
into
any
pricing.
We
still
negotiate
pricing.
We
get
other
prices
from
other
vendors.
If
we
feel
it's
a
fair
price,
a
good
price,
we
can
basically
skip
the
governmental
bidding
process.
The
notice
the
advertisement
for
bids
that
type
of
thing-
and
it
gives
us
just
like
a
state
bid
that
they're
pre-approved
with
Johnson
Controls,
is
typically
our
department
would
always
want
to
go
to
bed.

want

competitive
pricing
as
we
can
get
in
this
situation.
Johnson
Controls
I
got
pricing
for
preliminary
budget
concerns
to
find
out
a
number.
Their
price
is
very
competitive
and
the
reason
we
want
to
proceed
Johnson
is
the
armory
or
the
field
house
has
been
at
Johnson
Controls
service
building
since
day
one,
and
what
we
are
doing
is
a
retrofit
of
our
boiler.
We're
not
doing
a
complete
replacement
of
steam
pipes,
water
pipes,
compressor
air
units.
We
are
just
simply
replacing
the
boiler
and
the
expertise
and
the
service
that
we've
got
from
Johnson
Controls.
