From YouTube: Public Works Finance & Safety Meeting 11 05 2018
Description
Public Works / Finance / Safety Committee agenda for 11-5-18
A
Good
afternoon
I'd
like
to
call
to
order
the
Public,
Works
Finance
and
Safety
Committee
meeting
of
Monday
November
5th
2018.
The
first
item
on
the
agenda
is
approval
of
the
consent
agenda.
Is
there
a
motion?
Second
for
approval
by
Buehler?
Second,
by
manty
any
discussion,
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying,
nay
motion
carries
item.
2
is
public
input.
This
is
the
time
set
aside
for
anyone
to
come
talk
about
something
not
on
the
agenda.
I,
don't
see
anyone
so
we'll
move
on
to
item
3
approval
of
the
agenda.
A
I
look
for
a
motion,
second,
for
approval
by
bill
Hauer.
Second,
by
y,
any
discussion,
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying
nay
motion
carries
item.
4
is
consideration
of
change
order,
number
2
final
for
the
uptown
alley,
reconstruction
project
number
1807,
with
crest
owned,
Builders
Inc
in
the
amount
of
2,500
$25.00
21
cents,
bringing
the
new
contract
amount
to
198
thousand
seven
hundred
fifty
three
dollars.
Twenty
four
cents.
A
B
You,
madam
mayor,
the
change
order
for
this
particular
project
tonight
is
a
pretty
straightforward
one.
It's
a
final
change
order
for
this
project
is
all
the
work
has
been
completed,
and
this
will
be
balancing
out
the
quantities
in
the
contract
to
the
as
constructed
quantities.
The
total
net
effect
on
this
change
order
being
two
thousand
five
hundred
twenty-five
dollars
and
twenty
one
cents.
A
Right
are
there
any
questions
or
comments,
see
not
only
look
for
action,
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying,
nay
motion
carries
item
number
five
is
consideration
of
change
order
number
one
for
the
Park
and
Rec
improvements,
project
number
1819,
with
donek
Inc
in
the
amount
of
9700
$2.75,
bringing
the
new
contract
amount
to
180,
one
thousand,
eight
hundred
fifty
nine
dollars
for
a
motion,
and
second
for
approval,
move
by
Ville
Hauer
second
by
Thorson
any
discussion.
Well,
what
he'd
tell
us
about
this?
Thank.
B
You,
madam
mayor,
this
particular
project,
is
still
in
progress.
This
has
changed
order.
Number
one
for
the
project
is
reasonably
sizeable
of
a
$9,700
change
order
and
I
could
defer
to
Colin
for
any
specifics
on
this.
One
I
know
that
we've
had
some
additional
quantities
in
base
course
and
asphalt
required
for
this
work.
Colin.
If
you
could
expand
on
that
a
little
bit,
then
we
could
help
answer
any
questions
you
guys
might
have.
Yes,.
C
Thank
you.
This
change
orders
just
there's
a
slight
adjustment
in
quantities
during
the
project
process.
So
what
you're
seeing
right
now
is
a
$9,700,
because
we
decided
to
change
it
a
little
bit
and
what
you're
not
seeing
is
the
deduction
for
the
work
that's
not
being
completed
yet
so
you'll
see
that
on
the
next
change
order,
so
there
won't
be
a
full
increase
of
97
92
in
the
final
version
of
this,
but
to
pay
them
for
the
work
that
they've
done.
That's
how
we're
handling
this
for,
for
nothing
all.
D
Probably
answered
my
question
column
because
when
I
look
at
the
the
page,
where
the
the
amount
comes
from
the
estimated
quantity
is
you
know,
I
would
have
thought
that
we
see
an
estimate
versus
actual
we're
just
seeing
the
estimate
and
at
the
at
the
price,
that's
what
we're
paying
as
the
change
order.
So
it
was
that
really
what
you're,
explaining
to
us
Colin?
Yes,.
A
A
Any
other
questions
or
comments
all
right,
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying
nay
motion
carries
item.
Six
is
consideration
of
change
order
number
one
for
the
milling
and
AC
Matt
construction
project
number
1814,
with
donek
Inc
in
the
amount
of
one
hundred
eighty
two
thousand
eight
hundred
fifty
nine
dollars.
Eighty
four
cents
bringing
the
new
contract
amount
to
nine
hundred.
Ninety
five
thousand
two
hundred
seventy
seven
dollars:
thirty
four
cents.
So
look
for
a
motion,
second,
for
approval
moved
by
man
T
second,
by
Roby,
all
right
Heath.
F
It
was
the
contractor
we
did
have
dollars
carryover
dollars
from
last
year
from
if
I
remember
right,
it
was
from
part
of
the
parking
lot
projects
downtown,
but
those
dollars
Denix
would
they
agreed
to
actually
pave
more
streets
at
the
low
cost
or
the
low
bid
price
that
we
got.
So
we
took
advantage
that
and
we
we
had
more
work
done
this
year.
So
that's
where
the
extra
comes
in,
but
there
is
budget
dollars
that
cover
this
completely.
So.
F
C
B
A
Did
talk
I
think
we
did
talk
a
little
bit
about
it.
The
fact
that
we
had
two
bidders.
We
usually
only
get
one
bidder
and
we
had
two,
and
so
the
prices
were
excellent,
and
so
we
were
adding
more
work
as
we
could
afford
within
the
original
bid.
Quantities
and
Matt
did
a
little
bit
of
research
to
make
sure
we
were
within
our
legal
rights
to
do
that
up
to
the
budget
amount
and.
F
F
G
F
A
A
I
E
A
A
All
right.
Look
for
action,
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying
nay
motion
carries
item.
7
is
consideration
of
change
order,
number
1
for
the
26th
Street
southeast
project
number
1801
d,
with
J&J
earthworks
for
an
extension
of
contract
time;
I,
look
for
a
motion
and
second
for
approval
and
then
we'll
talk
about
it
by
Bueller,
second,
by
l'olam
Heath.
Would
you
like
to
explain
this?
Yes,.
B
B
A
D
A
Signify

nay
motion

8
is
consideration
of
change
order

1
for
the
13th
Avenue
South

sanitary
sewer
improvements,
project
number
1821,
with
AP
&
sons'
construction
Inc
in
the
amount
of
2300
$21
bringing
the
new
contract
amount
to
140,000
201
dollars
for
a
motion
in
second
for
approval.
J
B
Madam
mayor,
so
we're
going
to
change
order
for
one
of
our
sanitary
sewer
improvement
projects
here
for
this
year.
This
one
is
related
to
some
additional
electrical
equipment
that
was
needed
at
the
lift
station.
That
was
unfortunately
missed
in
the
final
plans
and
as
a
critical
part
of
the
list
station
functionality
that
needed
to
be
required
installed
and
Mike
here
is
available
to
to
talk
about
this
I
defer
to
him
for
any
more
specifics,
you'd
like
to
share
sure.
K
A
C
C
A
Opposed
signify
by
saying,
nay
motion
carries
item.
9
is
consideration
of
change
order
number
2
for
the
third
Avenue
Southwest
reconstruction
project
number
1806,
with
donek
Inc
in
the
amount
of
five
thousand
four
hundred
thirteen
dollars.
Seventy
six
cents,
bringing
the
new
contract
amount
to
147
thousand
six
hundred
$12.83.
So
look
for
a
motion
and
second
for
approval,
move
by
row,
B
second,
by
Albertson
Heath.
B
You,
madam
mayor,
this
particular
change
orders
for
third
Avenue
south,
and
it
is
a
final
change
order.
Another
final
change
order
before
you
this
evening,
which
essentially
means
it's
fairly
routine
and
an
adjustment
of
quantities
to
the
as-built
quantities
for
the
overall
contract
bid
items
and
in
the
total
amount
of
five
thousand
four
hundred
thirteen
dollars
and
seventy
six
cents
glad
to
help
answer
any
questions.
Alright,.
E
A
I
A
Alright,
any
other
questions
or
comments.
All
those
in
favor
signify
by
saying
aye
I
was
opposed
signify
by
saying,
nay,
motion
carries
item.
10
is
consideration
of
change
order.
Number
six
final
amended
for
the
sanitary
sewer
replacements
project
number
1808,
with
donek
Inc
in
the
amount
of
nine
thousand
forty
eight
dollars,
15
cents
bringing
the
new
contract
amount
to
five
hundred
twenty-nine
thousand
two
hundred
fifty
eight
dollars
six
cents.
Look
for
a
motion,
second,
for
approval,
move
by
Bueller
second,
by
manty
Heath
go
ahead!
Thank.
B
The
general
contractor
on
this
project
came
to
us
after
the
last
final
change,
order
was
already
processed
and
one
of
their
subcontractors
had
inadvertently
left
out
some
way
tickets
and
some
requests
for
payment
on
some
items.
That
is
due
to
them
for
the
work
that
they've
done
on
this
project.
This
was
the
best
way
we
saw
fit
to
address
that
situation
and
do
a
final,
amended
change
order
for
that
amount,
which
is
just
over
$9,000
for
those
materials
that
were
hauled
by
the
subcontractor
and
glad
to
help
answer
your
questions
on
this
one.
A
Anyone
have
questions,
see
not
a
look
for
action.
All
those
in
favor
signify
by
saying
I
was
opposed
signify
by
saying,
nay,
motion
carries
hi
to
me.
11
is
consideration
of
change
order.
Number
one
for
the
wastewater
treatment
facility,
bio
solids,
dewatering
improvements,
project
number
1715
was
Swanberg
construction
in
the
amount
of
two
thousand
two
hundred
twenty
dollars,
bringing
the
new
contract
amount
to
1
million.
Sixty-Five
thousand
two
hundred
twenty
dollars,
I'll
look
for
a
motion
and
second
for
approval
well
by
Roby.
Second,
by
Ville,
Howard
Heath
wanna
tell
us
about
this.
Yeah.
K
K
Change
order
was
prepared
to
add
to
glass
line,
pipe
fittings
that
reduce
the
pipe
diameter
from
six
inches
to
three
inches
to
accommodate
the
three-inch
meter,
that's
being
provided
by
swing
by
oh
set
the
equipment
manufacturer.
It
was
necessary
to
reduce
the
meter
to
have
sufficient
velocity
through
the
meter
so
that
it
would
be
accurate
in
addition,
swing
BIOS
that
revise
their
polymer
injection
ring,
and
this
requires
the
reaction
tank
to
be
raised
higher
off
the
floor,
so
that
the
polymer
ring
will
fit
above
the
floor.
K
A
Could
visualize
that
anybody
have
any
questions
all
right,
I
look
for
action,
all
those
in
favor
signify
by
saying
I
was
opposed
signify
by
saying
they
motion
carries
thanks.
Mike
item
12
is
consideration
of
contract
amendment
number
2
for
the
landfill
stormwater
improvements
project
number
1818,
with
Houston
engineering
in
the
amount
of
three
thousand
seven
hundred
twenty
dollars,
bringing
the
total
contract
amount
to
one
hundred
six
thousand
twenty
dollars.
Look
for
a
motion
and
second
for
approval.
L
K
Yeah,
this
amendment
is
for
additional
engineering
services
provided
by
Houston
engineering.
It
does
a
couple
of
things
and
the
first
one
is
Houston
received
comments
from
the
Department
of
Environment
and
Natural
Resources
on
the
day
of
the
bid,
opening
that
South
Dakota
codified
law
required
one
copy
of
plans
to
be
provided
free
of
charge
to
each
of
the
South
Dakota
resident
contractors
ever
being
in
this
project
and
the
digital
plan
house
that
enable
the
builders
to
receive
these
documents
electronically
electronically
charged
a
nominal
fee
of
$20
to
every
contractor
that
downloaded
the
plans.
K
So
Houston
provided
$20
reimbursement
to
11
South
Dakota
based
contractors
that
got
a
copies
of
the
plans,
and
then
they
forwarded
the
documentation
to
the
state
to
verify
that
there
had
occurred.
The
cost
for
this
was
two
hundred
and
twenty
dollars
and
Houston
did
not
charge
for
their
time
their
efforts
in
that
process.
The
second
part
of
this
would
be
it.
It
provides
payment
of
$3,500
to
Houston
engineering
for
additional
engineering
services
related
to
change
order.
Number
two,
and
so
here,
Houston
provided
the
survey,
the
plan
and
development
in
the
process.
K
The
change
order
to
relocate
one
of
the
storm
sewer
pipes
that
had
to
be
relocated
because
they
encountered
buried
waste
from
the
pre
subtitle
date,
pre
subtitle,
D
era
in
the
path
of
the
pipe
where
it
was
expected
to
be
located.
So
we
had
to
relocate
it
and
that
so
the
two
combined
is
three
thousand
seven
hundred
twenty
dollars
with
the
services
in
reimbursements.
All.
A
Right,
thank
you.
Any
questions
or
comments
all
right.
All
those
in
favor
signify
by
saying
I
was
opposed
signify
by
saying
nay.
Motion
carries
thanks
again
Mike
item
13
is
consideration
of
the
annual
joint
funding
agreement
with
United
States
Geological
Survey
for
operation
and
maintenance
of
the
Upper
Big
Sioux
River
flood
forecasting
system
for
the
period
of
October,
1st
2018
through
September
30th
2019
I,
look
for
a
motion
and
second
for
approval,
move
by
law,
I'm
second,
by
Mantee
and
Heath.
Will
you
please
explain
this
to
us
absolutely.
B
E
B
That
being
said,
this
particular
year's
cost
for
the
city
of
Watertown
is
twenty-three
thousand
three
hundred
and
thirty
dollars
in
recent
past
years,
for
example,
the
cost
for
the
city
Watertown
in
2017
was
twenty
two
thousand
five
hundred
and
sixty
two
thousand
sixteen.
It
was
twenty
one
thousand
nine
hundred,
so
they
have
adjusted
them
a
nominal
amount
each
year
as
their
cost
go
up,
but
not
nothing
significantly.
As
far
as
this
year's
contract
compares
to
previous
years
and
I'd
be
glad
to
help
answer
your
questions
on
this
I,
don't
all.
G
A
Still
collect
data
and
if
we
don't
have
a
flood
year,
that's
still
important
information
to
know
what
stream
levels
were
and
they
have
to
rate
the
waterway
to
make
sure
that
when
they
measure
the
depth
that
they're
getting
an
accurate
flow
rate
for
that
depth,
because
that
changes
over
time
streams
change
because
they
erode
and
material
travels
downstream.
So
the
bottom
changes
the
sides
change
some
times
and
it's
a
constant
process
of
keeping
all
of
the
various
stream
gauges
accurate
and
calibrated.
They
go
out
and
check
on
make
sure
they're
still
working
properly
test
them.
A
That
sort
of
thing
and
they
have
the
different
gauges-
have
different
functions.
So
you
can
see.
Some
of
them
are
a
lot
more
expensive
and
they
do
more.
Some
of
them
are
only
active
in
a
flood
situation.
Others
are
collecting
rain
information
and
drought
information
so
there
it
really
varies
on
the
the
gauge
that
you're
talking
about
each
one's
unique
councilman
feel
hard
I've.
D
A
D
A
Okay-
and
none
of
this
is
water
quality
I
should
add
that
this
is
all
water
quantity
measuring
any
other
questions
or
comments.
I'll
look
for
action,
all
those
in
favor
signify
by
saying
aye
opposed
signify
by
saying,
nay
motion
carries
item.
14
is
floodplain
ordinance.
Amendment
discussion
and
I
am
going
to
wait
on
a
motion.
Until
we
have
a
little
bit
of
discussion
and
Heath,
you
want
to
introduce
it
or
how
would
you
like
to
handle
that
yeah.
B
B
First
reading,
yes,
this
evening
for
an
ordinance
amendment
for
chapter
5,
so
within
chapter
5
of
our
city
code,
is
the
floodplain
regulations
and
there's
a
particular
section
in
there
that
relates
to
the
elevation
that's
referred
to
when
considering
the
building
finished
floor,
elevation
in
relation
to
the
base,
flood
elevation
and
per
city
code,
we
have
gone
more
conservatively.
It
depends
on
how
you
look
at
that,
but
we've
we
required
our
code
more
strict
and
more
protected
elevation
than
what
the
standard
nationwide
FEMA
regulation
is.
B
B
But
we
are
proposing
a
little
bit
of
a
correction
in
reference
to
where
that
finished
floor
elevation
is
taken
from
and
what
that
correction
will
do
is
make
our
terms
being
applied
uniformly
with
all
the
terms
are
applied
through
FEMA
and
otherwise
applied
nationwide
and
reference
to
a
finished
floor,
elevation
and
brandi's
here
and
available
to
help
answer
any
questions
as
well
and
I.
Guess
in
a
nutshell,
what
we're
proposing
in
one
of
these
sections
is
to
eliminate
how
the
finished
floor
elevation
is
referenced
at
the
bottom
of
a
floor
structure.
B
A
And
there
the
FEMA
forms
that
everyone
has
to
fill
out
for
elevation
certificates
and
four
letters
of
map
change.
That
sort
of
thing
they
all
refer
to
the
lowest
finished
floor
elevation
and
we
refer
to
the
foundation
upon
which
the
structure
supporting
the
lowest
finished
floor
rests,
which
is
very
confusing,
and
you
cannot
measure
that,
with
survey
equipment,
you
have
to
take
something
close
go
inside
the
house
measure
down.
A
If
it's
a
built
house,
if
it's
under
construction,
it's
easy
enough
to
shoot
on
the
top
of
the
foundation,
but
people
go
in
later
and
with
built
houses.
It's
it's
challenging
and
it's
also
confusing
to
have
a
double
standard.
So
what
we're
doing
is
making
it
the
same
point
of
reference,
regardless
of
the
type
of
construction
of
the
house.
So
Brandi.
Do
you
want
to
add
anything
to
that?
No.
M
I
think
you
guys
summed
it
up.
Well,
we
did
check
with
our
FEMA
contacts
and
then
also
we're
enrolled
in
the
CRS
program,
and
this
will
not
affect
any
of
that.
It
will
just
make
our
language
consistent,
so
we're
regulating
and
we
are
still
as
Heath
and
the
mayor
have
said,
we're
still,
including
the
freeboard.
So
we're
we're
still
going
to
be
good
there
with
our
regulations,
just
it'll
make
it
can
assistant
for
referring
to
the
lowest
floor
right.
A
A
We
have
a
rating
which
enables
everyone
in
watertown
to
get
lower
insurance
premiums
for
flood
insurance,
and
we
didn't
want
to
jeopardize
that
with
any
change
that
we
would
make,
and
so
brandy
did
run
this
by
FEMA
and
the
ISO
for
clarification,
though
it
wasn't
going
to
reduce
our
rating
and-
and
it
isn't
it
just-
is
mainly
an
informational
or
a
clarification
of
communication,
of
what
we're
looking
for.
We
still
will
recommend
that
people
elevate
as
high
as
they
can
and
we
aren't
backing
off
on
that.
A
A
minimum
is
a
foot
above
the
base,
flood
elevation,
and
if
people
have
the
ability
to
elevate
more
than
that,
we
recommend
it
because
FEMA
sometimes
changes
their
base,
flood
elevation
numbers
and
then
you're
in
in
a
problem
zone
if
you've
just
barely
met
the
requirement.
So
this
should
be
a
good
change
for
clarity.
Does
anybody
have
any
questions?
Councilman
Danforth
are.
G
A
Yes,
okay,
absolutely
and
and
FEMA
strongly
recommends
that,
because
they
they
have
flood
ways
for
waterways
that
have
moving
water
and
the
flood
way
is
defined.
Based
upon
how
much
filling
you
would
do
before
you
raise
the
water
surface
elevation
one
foot
and
they
allow
that
much
Phil
to
go
on
in
a
floodplain.
They
stop
it
at
a
foot.
A
So
if
you
have
required
everyone
to
elevate
at
least
a
foot
above
everybody's
safe,
but
if
you're
just
at
the
base,
flood
elevation
and
then
filling
occurs,
every
fill
activity
makes
a
very
slight
increase
in
the
base.
Flood
elevation,
which
endangers
your
structure,
so
FEMA's
very
strongly,
urges
people
to
do
that.
One
foot
and
many
communities
do
even
more
now,
but
we're
at
one
foot
above.
H
A
H
A
That
is
a
pretty
important
basic
protection
to
elevate
the
more
you
elevate,
the
more
protected
you
are
and
I
think
there's.
There
are
probably
50
or
more
ways
to
get
points
and
that's
one
of
the
most
important
ways
to
get
points
in
the
CRS
system.
So
I,
don't
know,
I,
don't
know
if
you
know
either
brandy
how
many
points
we
get
for
each
little
increment
of
elevation
that
you
do
but
I'm
sure
it's
substantial
to
go
and
change.
It
is
difficult
like
for
us
to.
A
M
A
A
A
Yes,
so
it
is,
it
was
a
different
standard
for
different
construction,
which
is
confusing.
Fema
doesn't
talk
about
that
in
any
of
their
training.
They
refer
everything
and
all
their
forms
are
referred
to
the
lowest
floor.
I,
don't
know
if
this
was
old
language
from
what
they
used
to
do
or
where
we
came
up
with
that,
but
because.
M
A
B
Is
also
a
critical
point
to
make
when
referring
to
the
elevation
certificates
that
the
land
surveyors
establish
for
structure,
that's
in
the
floodplain
and
I
think
the
mayor
alluded
this
earlier
on
this
particular
reference
point
is
a
lot
easier,
a
lot
more
readily
accessible
to
the
surveyors
to
establish
that
elevation
certificate
at
finished
floor
elevation
not
having
to
worry
about
the
flooring
structure
and
where
that
falls
within
relation
to
the
foundation.
This
really
helps
simplify
it
from
that
perspective
as
well
right.
M
Had
at
the
council
meeting
yeah
that
will
amend
the
agenda
and
then
I
have
the
printouts
it's
just.
It
was
just
clarification
of
the
language
to
say
that
it
should
be
elevated
to
a
minimum
of
one
foot
above
the
base.
Flood
elevation,
as
opposed
to
saying,
elevated
to
or
above
one
foot
above
the
base
flood
elevation,
so
that
we
are
being
firm
on
the
freeboard,
including
that
right.
A
N
N
We
determined
that
Rob's
Street
Department
charges
don't
really
follow
so
much
into
the
fee,
because
a
lot
of
times
the
stuff
that
his
Department
would
be
doing
is
kind
of
maybe
a
combination
of
a
bunch
of
different
things,
and
so
once
we
have
the
discussion
on
the
rates
that
were
provided
in
this
at
the
next
council
meeting,
not
tonight,
but
the
following
one
you'll
see
these
charges
come
back
for
approval,
but
we
wanted
to
kind
of
leave
it
open
for
the
discussion
so
that
we
were
able
to
do
that
and
bring
it
back.
So
so.
F
I
guess
basically
what
we're
charging
right
now
for
Moyne
rates
when
we
get
a
Moyne
order
from
code
enforcement
right
now,
it's
$100
per
man
per
hour
minimum
with
the
more
the
tools
that
we
dieter
that
type
of
thing.
So
we
have
our
two
guys
there,
with
with
the
zero
turn
mowers
out
working
on
city
property,
that
type
of
thing.
F
But
if
a
morning
order
comes
in
we'll
we'll
have
the
guys
during
their
day
bust
over
to
that
run
through
it
take
care
of
it
wherever
the
location
is,
and
then
in
that
case
it
would
be
a
two
hundred
dollar
minimum
charge.
So
we
do
charge
$100
per
more
minimum
per
hour
after
that
first
hour,
then
it's
to
the
nearest
quarter
hour
so.
F
F
There's
two
guys
that
I
send
when
we're
out
mowing
these
areas
with
a
with
zero
turn
mowers
with
a
car
trailer,
two
motors
on
it
and
two
guys
that
going.
Oh,
we
got
all
these
locations
so
they'll
stop
over
at
whatever
property.
We
got
the
mowing
order
on
and
and
work
on
that
until
they're
done
and
then
they'll
go
to
the
next
one.
So.
E
F
There's
there's
a
property
that
comes
to
mind
that
I
think
we've
been
working
on
three
years
straight
now:
North
Broadway,
but
but
yeah
there's
a
lot
of
properties.
We
see
it's
the
same
properties
over
and
over,
and
it
seems
like
in
the
summit
this
summer,
especially
it
seems
like
we've
had
a
lot
of
them
this
summer,
councilman.
F
F
E
A
I
F
You
know,
as
as
we've
been
I,
haven't,
put
more
thought
into
it
since
the
last
time
it's
been
several
months.
We
discussed
this
I
think
briefly
at
one
of
the
meetings,
and
you
know
at
that
time
actually
I
locked
in
to
make
sure
that
we
charged
one
hour
minimum
charge
prior
to
that
we
we
were
not
charging
that
one
hour
minimum.
You
know
if
it
took
two
guys
a
half
hour
than
we
charge
that
hundred
dollars
for
the
two
guys,
but
since
that
discussion
we
have
locked
in
at
that
minimum
charge.
F
A
Yes,
it
was
really
struggle
to
get
anybody
to
give
us
a
bid
on
doing
that,
so
it
might
be
different.
If
it,
you
know
he
was
calling
for
it
midsummer
instead
of
getting
a
list
prepared
over
the
winter,
so
that
it's
ready
to
go
the
first
time
we
need
it.
Then
you
call
out
and
like
with
the
tow
trucks.
A
If
you
don't
get
a
response
from
the
next
one
in
line,
then
you
call
the
next
one,
but
that
probably
wouldn't
work
with
mowing,
because
unless
we
were
paying
them
better,
but
if
we're
paying
them
better,
you
know
we'll
have
to
find
what
that
point
is
I
think
that
Ken
was
saying
you
can
charge
whatever
you
need
to
charge.
I
need
someone
out
here
and
they
still
can
get
a
bid.
O
P
Typically,
the
users
don't
want
to
do
it
because
you
don't
know
what
you're
gonna
run
into
when
you
get
to
that
property
I
mean
there
could
be
rocks
there
could
be.
You
know
if
you
have
a
machine,
go
down
because
you're
doing
frankly,
you're
doing
the
mowing
or
mowing
for
the
city.
I
mean
Nero
thousands
of
dollars,
so
they're
not
gonna
want
to
take
on
that
responsibility
like
a
tow
truck.
They
know
what
they're
getting
into
and
they
chopped
that's
a
good
point.
We.
F
Did
have
a
property
this
summer
that
we
actually
had
to
have
three
guys
go
down
to
cuz.
The
backyard
was
plumbed
full
of
thistle
real
thick
thistle,
that's
tall,
and
we
had
to
go
through
it
with
a
weed
eater,
with
a
steel
blade
on
it.
First
to
get
it
knocked
down
enough
to
actually
mow
it.
It
was
that
bad,
so
we
had
three
guys
go
down
there
and
work
that
they
they
worked.
I
want
to
say
it
was
well
over
an
hour
three
of
them
on
that
backyard.
F
G
G
G
A
E
N
Not
a
fine
per
se.
What
does
happen
is
when
the
service
is
completed.
It
is
invoiced
out
a
lot
of
times.
That's
when
the
council
see
it
again
in
September
when
we
assess
it
and
a
lot
of
these
I
will
say,
don't
usually
get
paid
by
invoice.
So
then
they're
getting
hit
with
the
10%
interest
on
top
of
it,
which
is
then
turned
over.
So
there
is
no
fine,
it
is
a
bill
for
service,
but,
like
I
said
normally,
these
are
turned
over
through
the
assessment,
which
then
has
not
paid
their.
Q
Q
A
J
Would
be
a
pretty
good
deal
for
the
owner
if
the
city
have
come
in
for
$100
and
more
their
yard,
but
these
individuals
that
more
charge,
150
and
they'd
be
back
every
10
days
or
something
and
the
city
comes
back
what
once
every
six
weeks
when
they
get
a
complaint
again
so
for
a
hundred
bucks?
Normally
it
cost
him
seconds.
Oh
yeah,.
F
In
a
I
think
like
I
was
saying,
I
I,
probably
wasn't
very
clear
on
that,
but
the
vendor
or
the
contractor
we
talked
with,
is
charging
less
than
a
hundred
dollars
an
hour.
He
thinks
that
we
should
be
charging
and
least
a
haunted
up.
He
thought
was
more
appropriate
up
to
150,
but
so
still,
even
at
that
you
know,
maybe
our
prices
are
too
cheap
and
you
know.
G
E
G
G
I
E
G
A
G
Noticing
and
there's
come
back
and
check
yeah
yeah,
I
I.
Think
I
would
like
to
to
see
us
establish
progressive,
fine
approach
in
addition
to
the
costs
and
if
we
have
to,
if
we
have
to
increase
those
costs
from
Rob's
standpoint,
I
would
certainly
do
that
and
I
would
rather
have
a
complaint
from
somebody
saying.
L
Q
The
the
PD
issues
citations
and
we
put
the
other
that
fine
and
bond
schedule
that
we
just
approved
I
think
at
the
last
meeting,
and
so
we
could
add
that
to
the
fine
and
bond
schedule
right
now.
If
we
ask
you
to
issued
a
citation
for
a
violation
of
that
eighthinch
rule,
it
would
be
a
court
appearance
required
and
then
the
judge
would
set
a
a
fine
based
on
up
to
$200.
Essentially.
D
Rather
than
even
calling
it,
a
fine
kumys
have
a
progressive
server
recive
fee
for
the
mowing,
charges
that,
if
it's,
if
it's
the
second
time
around,
it's
gonna,
be
$200
per
per
man
per
hour,
rather
than
even
messed
around
with
a
fine
I
mean
still
assess
the
fine,
but
but
it
catch
it
through
the.
What
we're
assessing
through
our
service
charge,
I
think.
G
Q
L
N
These
are
not
handled
the
same
way
that
the
other
special
assessments
are
were
there
for
the
the
10
year.
No,
these
are
then
assessed
just
on
the
first
I
think
it's
April
and
October
is
when
you
pay
these
go
straight
on
top
April's
payment,
so
it's
no
they're,
not
drug
out
for
the
10
years,
like
the
the
street
assessments,
would
be
so.
