A
B
A
D
D
On
how
the
facility
is
doing
since
we
opened
up
March
20th
and
through
through
the
first
basically
nine
months,
December
31st
so
just
put
together
mr.
short
presentation,
mostly
numbers
a
few
stories,
a
few
pictures,
but
we'll
go
from
here
so
first
off
memberships
from
March
20
through
December
31st,
the
Wellness
Center
signed
up
about
921,
new
memberships
and
that's
individuals.
Families
couples
wide
range
and
beginning
back
in
March
of
January
of
17th
entering
2017,
I
shouldn't,
say
March,
but
January
17th.
D
F
D
Would
say
a
little
bit
less
just
because
of
the
new
building?
Okay
and
some
of
them.
We
lost
memberships
because
of
we
changed
our
our
type
of
membership
policy,
where,
before
we
had
a
policy
where
you
had
to
be
married
to
get
a
membership
in
and
we
went
away
with
that
and
then
some
people
combine
memberships
and
that's
all,
and
so
far
through
the
first
15
days
of
this
year,
we've
through
yesterday.
D
Actually
we
had
50
new
memberships,
just
57
join
and
we
really
didn't
know
what
to
expect,
because,
after
having
900
through
the
first
eight
nine
months,
we
didn't
know
if
anybody
out
there
is
left
to
join.
But
obviously
there
is
so
it's
going
well.
So
far
this
year,
attendance
just
give
you
a
little
history,
total
of
tenants
that
we
had
at
the
rec
center
back
in
2016
that
people
checked
in
to
the
front
desk.
We
had
slightly
over
2100
22,000
for
the
full
year
of
January
through
December.
D
We
had
to
their
new
facility,
we
had
200
26,000,
and
these
numbers
include
numbers
from
January
February
in
the
first
three
weeks
in
March
of
the
old
facility.
If
we
were
opened
back
in
January
417,
we
would
have
probably
had
another
25,000,
so
so
it's
just
it
is
well
used
and
that
Thursdays
we
have
over
a
thousand
people.
D
Birthday
party
Ameen
just
some
numbers
here:
birthday
parties
March
through
through
we
have
a
community
room
and
and
which
slash
birthday,
party,
room
right
off
the
pool
and
just
from
March
through
December
we
had
153
birthday
parties,
some
some
weekends.
We
would
have
4
8
10
parties,
two
on
Friday
night,
four
and
Saturday
4
and
Sunday.
So
it's
system,
that's
not
every
weekend
but
down.
There
was
a
few
that
we
had
a
acceleration
program
that
we
would
we've
had
the
last
20
years
at
the
Rec
Center.
D
Now
the
Wellness
Center,
it's
a
summer
program
for
high
school
and
college
athletes.
We
would
get
35
to
40
kids
sign
up
for
the
participate
in
the
six-week
program.
This
year
we
had
85
for
the
summer
and
now
we're
able
to
run
this
program
year-round
because
we
just
have
the
room
and
we
have
a
six-week
session,
the
fall
and
to
be
one
in
the
in
the
spring
strongest
program
that
we
have
at
the
facility.
D
Right
now
is
our
group
fitness
program
and
we're
able
to
provide
56
classes
per
week
of
land
classes
and
16
water
classes,
and
it's
and
the
majority
of
these
classes
are
very
well
attended
and,
and
then
we're
even
looking
at
needing
because
of
waiting
lists,
and
some
of
them
are
looking
of
adding
on
you
know,
classes
or,
and
we
always
have
new
ones.
You
know
we
want
to
add
to
so
do
type
of
classes.
Our
senior
classes
is
have
really
gone
up
to
and
we
have
the
old
facility
we
had.
D
We
had
they
had
to
go
down
about
12
steps
for
14
steps
to
go.
Our
group,
fitness
room
and
and
a
lot
of
people
didn't
participate
because
of
that.
But
now
with
the
elevator
we
just,
we
have
sometimes
4550
participant
participants
in
the
in
the
you
know,
group
fitness
room
in
the
mornings
gymnasium
use
between
our
auxilary
gym
the
single
gym,
as
well
as
the
forecourt
Park
and
Rec
Geum
pickleball
has
become
very
huge.
D
This
all
whole
fall
and
money,
Wednesdays
and
Fridays
we'd
get
over
20
individuals
playing
pickleball
and
it's
gone
down
a
little
bit
now
because
of
the
snowbirds.
But
it's
it's
very
popular.
We
even
had
a
tournament
early
November
and
had
36
participants,
and
they
came
as
far
as
Rapid
City,
Sioux,
Falls,
Alexandria
Minnesota.
Other
communities
appear
water
and
as
well
as
a
water,
town
and
participants,
soul
and
we'll
have
that
on
an
annual
basis,
and
then
the
auxilary
gym
the
single
gym.
D
That
is
what
we
manage
a
day-to-day
basis
and
my
goal
at
the
time
when
we
built
it
was
just
to
keep
it
open
and
have
very
little
activities
scheduled
in
there.
We
do
have
the
pickleball
in
the
mornings,
but
schools
of
sessions,
so
that's
okay,
but
otherwise
it's
it's
open
and
we
have
as
early
as
6
o'clock
in
the
morning
till
10:00
at
night.
There's
somebody
seems
to
be
in
there
all
the
time
if
it's
three
and
a
half
three-year-olds
with
their
parents
or
seniors
or
just
anybody
shooting
around
playing
pickleball
other
activities.
D
And
so
it's
it's
to
me.
It's
just
a
place
where
a
lot
of
the
families
are
able
to
come
in
and
take
their
kids
and
and
run
off
steam.
We
our
old
facility,
with
Sharon
with
the
Boys
and
Girls
Club.
We
just
had
a
very
little
opportunity
to
have
open
gym
and
that
soul.
If
this
was
a
it's
a
big
plus
for
us
and
for
our
members
budget
revenue
wise.
D
We
projected
for
the
2017
to
bring
in
1
million
three
hundred
seventy-one
thousand
six
hundred
dollars
actual
budget
of
what
we
brought
in
was
1
million
three
hundred
twelve
seven.
Ninety,
so
about
58
thousand
dollars
less
than
what
we
anticipated
expense.
We
projected
budget
for
the
17
was
at
1
million.
D
Insurance
was
a
big
factor
to
the
premiums
for
them,
for
the
insurance
and
getting
back
to
the
utilities.
Also,
we
are
still
paying
for
our
old
rec
center
utilities
until
things
get
settled
with
the
Boys
and
Girls
Club
in
the
city,
so
we
spent
about
20
thousand
dollars
from
April
through
through
the
end
of
the
year
on
our
old
facilities,
utilities
and
insurance.
Also,
besides,
our
facility
were
still
paying
for
the
premium
insurance
for
for
the
rec
center
and
then
part-time
wages
that
coming
into
it,
we
anticipated
what
we're
going
to
need.
D
We
were
short
in
some
areas.
Probably
the
biggest
things
I'll
mention
later
to
is
is
the
is
cleaning
lifeguarding
and
front
desk
receptionist,
so
so
that
was
a
spent
more
than
we
need
to
spend
more
than
what
we
actually
budgeted
and
that
so
so,
at
the
end
of
2017,
we
probably
we're
going
to
show
it.
This
is
not
an
accurate
number.
D
The
park
and
rec
has
the
control
over
the
scheduling
and
that,
but
we
work
with
them
on
a
daily
or
weekly
basis
and
whenever
we
have
some
programs
that
we
schedule
in
there
for
activities
for
our
members.
But
then,
when
there's
open
courts,
we
are
it's
open
for
our
members
to
come
in
and
pick
up
basketball
or
volleyball.
We
always
try
to
leave
a
volleyball
net
up
and,
and
so
the
courts
and
I
have
not
used
to
hear
the
complaints.
D
All
the
time
they'll
facili
about
accessibility,
but
we
have
not
had
well
I,
have
not
heard
any
young,
maybe
there's
a
few
that
hasn't
got
to
me,
but
we're
be
able
we're
able
to
take
care
of
our
members
as
far
as
I,
just
day-to-day
you
using
of
the
gymnasiums
the
park
and
rec
Court
rentals.
They
are
getting
busier
each
month.
I
mean
the
weekend.
Events
November,
we
had
two
weekends
of
activities,
volleyball
and
I
think
was
basketball
December.
D
We
had
two
weekends
that
were
we
had
activities
going
on,
January,
3
went
three
weekends
would
be
tied
up,
February
of
all
four
weekends
March,
three
and
April
two
so,
and
these
majority's
activities
are
tournaments
events,
swimming
soccer,
basketball,
volleyball
and
wrestling,
and
that
and
I
ain't.
Just
we
anticipate
this
will
grow.
I
mean
this
is
our
first
first
full
winter
and
we
have
some
outside
people
coming
in
renting
the
gym
for
tournaments
and
we
planted
between
the
park
and
rec
and
the
Wellness
Center.
D
We
plan
on
doing
more
of
ourselves
too,
and,
as
I
mentioned,
the
auxiliary
gym
is
controlled
by
the
Wellness
Center
and
very
little
scheduled
activities,
and,
as
I
mentioned
earlier,
it's
just
it's
being
used
all
day
long
and
that's
all.
These
are
just
a
couple
pictures
of
faith.
Just
this
is
a
here's.
A
couple
of
weeks
a
week
before
Christmas
we
had
a
gentleman,
they
had
put
on
a
basketball
tournament
and
you
can
see
how
how
many
people
are
there.
D
They
had
like
I,
think
40
teams,
fifth
and
sixth
graders
boys
and
girls,
and
it
was
it-
was
very
doable.
I
know
when
we
had
a
tournament
last
March.
It
was
very
crowded
and
lack
of
seating,
but
we
were
able
to
buy
purchase
more
portable
bleachers
and
it
can
accommodate
every
enough
for
the
people
and
you
see
them.
The
bleach
is
a
little
bit
on
there
on
the
right
hand
picture.
D
D
They
had
their
candy
cane,
meet
the
swim
team
and
when
they
have
a
meet,
they
need
to
have
a
court
to
I
call
it
as
a
holding
tank
just
house,
the
parents
and
the
swimmers
when
they
are
not
participating
because
the
can't
handle
the
cannot
handle
everybody
and
that's
so
they
we
have
a
court
and
so
that's
kind
of
what
it
looks
like.
D
Okay,
positive
main
attractions
that
the
prairie
lakes
Wellness
Center,
the
things
that
I
feel
that
have
really
stood
out
is
the
Leisure
Pool.
Obviously,
the
three
lane
swim
at
your
own
risk.
We
have
the
eight
lane
competitive
pool,
which
is
three
and
a
half
feet
to
nine
feet
and
we're
when
we
have
a
lap
swim,
its
lifeguard
ik.
We
have
somebody
a
certified
lifeguard
on
on
guarding
and
that.
D
But
there
are
three
lane
we
have
three
lanes
as
with
the
leisure
pool,
and
we
will
that's
only
three
and
half
feet
to
5
feet
and
our
members
sign
a
waiver
and
they
can
swim
pretty
much
whenever
the
rec
center.
The
Huelva
Center
is
open,
actually
the
facilities
open
17
hours
a
day
and
we
they
are
able
to
lap
swim,
13
a
half
of
those
hours.
So,
of
course,
they
wish
they
had
more
and
that.
But
it's
just
way
beyond
what
we
had
in
the
old
facility.
The
family,
lock
rooms
are
a
huge
hit.
D
D
But
what
we're
finding
out
a
lot
of
our
members
during
the
daytime
are
using
it
and
they
have
their
own
privacy
and
they
just
hang
their
stuff
and
lock
and
go
work
out
or
use
a
pool
whichever,
but
but
they
are
using
it
and
it's
a
god-sent
right
now
because
we're
having
some
doing
some
floors
in
our
women's
locker
room
this
week,
and
so
we
closed
that
off.
But
everybody
can
use
all
the
ladies
and
kids.
D
Girls
can
use
the
family
locker
rooms,
so
we
have
an
option
which
is
it's
been
a
big
help,
the
walking
track.
We
are
up
there
in
that
area
today
and
there's
just
it
was
not
full,
but
there's
lots
of
people.
It's
probably
it's,
probably
the
one
of
the
most
popular,
especially
this
two
obviously
this
of
the
year,
but
all
all
ages
are
using
that
walking
track.
It's
just
great
and
there's
our
mind
body,
which
is
yoga
room
yoga.
D
We
started
out
pretty
shaky
the
first
couple
months
because
we
just
had
a
lot
of
issues
with
the
heating
system
and
the
humidity,
but
we
have
those
that
worked
out
and
it's
very
very
popular
and
that
and
then
the
Wellness
Center
gymnasium,
as
I
mentioned
our
single
court,
you
gets
heavily
used
throughout
the
day
and
just
overall
the
facility
is
huge
and
it
can
accommodate
a
lot
of
members.
You
know
everybody
I
think
goes
by
the
facility,
especially
right,
right
now
or
from
five
o'clock
out.
D
First,
we
thought
it
was
this:
the
roof
leaking,
but
there's
days
that
are
just
nothing,
no
snow,
this
fall
and
and
and
cold,
but
but
nothing,
nothing
to
melt
and
we're
still
getting
leaks
and
there's
issues
where
there's
frost
being
accumulating
in
the
ceiling
and
then
when
it
gets
somewhat
warm
or
the
building
warms
up,
then
it
starts
leaking
and
we
had
our
architect.
Our
might
help
me
here.
Mike's
too,
from
Western
our
heating
and
cooling
guy
from
Sioux
Falls
came
up.
D
Our
act
of
heating,
protec,
roofing
and
Pro
and
Pitt's
construction
came
up
in
and
we
were
all
going
through
everything
and
seeing
what
the
issue
was
and-
and
they
have
a
few
ideas,
I
feel
that,
right
now
the
facility
has
too
much
pressure
in
the
building
to
force
the
air
out
supposed
to
be
at
1%,
and
right
now
is
that
5%
and
they
feel
that
has
a
effect
and
then
also
they
might
have
to
do
some
shooting
shooting
some
foam
in
certain
areas
to
help
block
some
things.
So
I
don't
know
it's
frustrating.
D
Know
they
know
that
what
we're
dealing
with
in
that,
but
a
few
three
or
four
waste
paper
baskets
around
upstairs
and
that
but
we'll
get
it
figured
out
getting
back
up
to
the
second
one
water
slide.
D
We
we
came
out
and
that
and
then-
and
now
we
have
that
issue,
but
we're
I'm
talking
with
global
out
of
Minneapolis
that
built
the
pool
and
some
other
facilities
that
have
the
outdoor
slide
and
are
the
final
outdoors
and
we're
coming
up
with
some
idea.
So
it's
will
probably
have
some
issues
this
winter,
but
we'll
get
it
taken
care
of
this
summer
in
for
next.
C
D
D
Us
that's
like
talked
to
Lake
area.
I
talked
to
other
a
lot
of
the
people
and
means
the
school
system,
and
that
is
just
hard
to
define
and
keep
good
a
good
people.
We
have
a
good
crew,
but
we're
just
not
full
staff
and
that,
but
if
that's
again
ongoing
and
then
at
the
end
janitorial
our
staffing
I
should
say
in
janitorial
lifeguards
and
programming
we're
just
the
lifeguards.
We
have
plenty
we.
D
That
was
a
concern
we
have,
but
we
have
plenty,
but
they
just
they're
busy
two
of
their
school,
their
activities
nets,
so
we're
always
getting
subs
for
other
ones,
and
Jody
spent
a
lot
of
time
on
their
cell
phone
nights
and
weekends.
Just
trying
to
to
keep
you
know,
but
we've
always
had
the
proper
amount
of
staff
in
there
and
that,
but
programming
is
just
hard
for
us
to.
B
F
D
D
D
Dread,
yes,
we
we
had
to
we.
We
were
very
surprised
and
very
taken
back.
They
candle
almost
ran
us
over
the
first
month
and
a
half,
but
we
changed
some
policies
and
enforced
them
in
that
and
now
it
so
far
has
it
have
been
an
issue.
You
know
wasn't
an
issue
this
summer
because
of
summer
activities,
but
coming
into
the
fall
and
in
the
winter
now,
especially
now,
January.
No,
it's
been
good.
Okay,.
F
D
Yes,
not
counting
the
tax
sales
tax
about
sixty
one
thousand,
approximately
okay,
based
on
the
numbers
that
we
anticipate.
F
D
Well,
for
one
thing:
we're
tweaking
things:
you
know
we
we're
keeping
things
as
cool
as
we
can
and
as
warm
as
we
can
and
as
far
as
you
know,
the
temperature
and
working
with
just
today,
Western
I,
can't
think
the
proper
name,
the
full
name
but
they're
out
of
Sioux
Falls.
It
did
the
heating
and
cooling
they
designed
it
Stewart.
D
The
gentleman
that
came
up,
we
don't
I,
told
him
what
we
spent
and
he
figured
came
out
to
about
a
dollar
ninety
per
square
foot
and
he
says
that's
a
little
high,
but
it's
not
out
of
line
and
that's
all
it's
just
continue
tweaking
and
in
it
this
might
have
been
what
it
was
supposed
to
be.
We
don't
know,
can.
B
G
D
D
A
E
I
just
want
to
say
that
you
know
one
of
our
objectives.
This
was
a
quality
of
life
that
this
construction
and
I
and
I
think
it
has
done
that
I
think
we're
having
tremendous
success.
This
is
great.
We
knew
all
along
there'd,
be
some
tweaks.
You
know,
there'd
be
some
things.
We'd
have
to
fix
and
moving
forward
we've
been
doing
that,
there's
been
other
things
that
we've
dealt
with
and
and
I
just
think.
It's
been
a
really
great
success
for
Watertown
and
I.
E
Think
it's
a
it's
going
to
help
us
moving
forward
in
a
development
of
our
community
as
well,
but
I
do
want
to
share
one
thing
that
idea:
I'm
just
gonna
relay
this
this
in
regards
to
a
swimming.
We
just
had
this
last
weekend.
Apparently
there's
a
disconnect
or
something
going
on
about
the
gym.
They
said
they
were
and
I'm
just
I'm
telling
from
one
of
the
officials
that
worked
at
the
swim
meet
old
me
that
they
were.
D
E
D
They
they
have
this
the
swim
team,
as
I
showed
that
picture
they.
They
need
a
court
to
hold
her
and
before
they
got
it
very
inexpensive
at
the
old
facility.
Well
now
the
Park
and
Rec
their
policy
is
$25
per
court
per
hour
and
that
because
this
might
seem
high,
but
here
again
we
got
to
pay
for
this
facility
on
that
and
they
didn't
this
to
my
understanding.
Swim
team
didn't
want
to
ran
it
the
whole
day,
just
through
one
o'clock.
E
C
D
Well,
for
one
thing
we
anticipated
bringing
in
more
revenue
than
what
we're
going
to
spend.
If
you
see
Mike,
we
were
projected
to
spend
1
million
1
or
92,
and
we
projected
to
bring
in
one
point
three
seven
and
that
so
I
know
it
doesn't
look
right.
But
but
the
bottom
line
of
the
by
that
I
received
a
couple
weeks
ago,
showed
that
we
were.
We
were
flags
yeah
about
20,000
from
oh,
you.
C
C
I
would
guess
is
when
it
was
by
an
individual,
and
they
said
you
realize
that
that
the
school
system
is
not
using
the
before
Jim's
up
there
and
I
said
well,
I
wasn't
aware
of
that,
and
that
was
certainly
one
of
our
hopes
originally.
Is
that
would
that
would
alleviate
some
of
their
gym
space
problems
and
then
bring
in
their
practices?
I
have
not
talked
to
Terry
or
Jay
about
this
or
or
to
you
about
it,
but
is
that
the
case
that
the
school
is
not
using.
C
C
C
I'm,
just
relaying
what
and
then
the
second
thing
was
is,
is
I've
gotten
a
couple.
Calls
from
these
parent
ran
teams,
these
travel
teams
and
I,
you
know.
Historically,
they
haven't
had
to
pay
for
anything
to
use
a
gym
if
it
was
available,
and
now
there
is
a
rental
charge
and
I
I
do
know
that
there
are
some
concerns
with
that,
because
I'm
just
throwing
that
at
you
guys
and
and
I
get
it
I
understand
it
yeah,
but
I
just
told
them
that
I
would
relay
those
concerns
as
they
as
it
comes
up.
So.
B
Mean
what
we
did
this
is
the
first
year
Josh
that
we
actually
are
contracting
a
financial
commitment
from
the
school.
They
always
had
the
city
auditorium,
and
that
was
a
gratis
school
city
agreement,
not
in
writing
just
a
verbal
long
standing.
When
we
approach
this
new
facility.
We
knew
the
bottom
dollar
amount
is
going
to
take
two
to
get
to
that.
Roughly
twenty
thousand
dollar
loss,
which
we
were
hoping
it
was
a
break-even.
B
We
approached
them
for
a
very.
What
we
feel
is
a
very
fair
number
we
gave
max
is
still
the
city
auditorium
at
no
expense,
so
they
really
get
three
cords.
The
contract
is
for
two,
but
if
we're
not
using
the
third,
which
we
don't
because
our
kids,
you
know,
we
rely
on
parent,
volunteer
coaches
things
like
that
they're
not
available
till
roughly
6:00
p.m.
so
schools,
typically
in
there
for
3:45
5:45
three
chords.
Sometimes
it's
two.
B
If
we
do
have
an
after-school
program,
we
take
priority
and
then
they
still
have
access
to
city
auditorium
so
really
they're
getting
five
chords
Monday
through
Friday
from
school
start
till
I.
Don't
think
you'll
see
a
use
in
the
spring
season.
You
know.
Obviously
they
can
go
outdoors,
but
nowhere
as
far
as
revenue,
I,
can't
think
of
the
contracted
amount.
I
want
to
see
us
right
around
$6,000
for
the
year
and
that
just
helps
pay
some
of
the
cost.
You
know
we
going
in
janitorial
clean
up
after
them.
B
That's
in
place
we
signed
into
it
two
payments
of
fall
payment
of
winter
payment
and
we
worked
with
the
new
superintendent
dr.
Danielson
and
worked
through
their
rec
hone
and
every
everybody
was
happy
at
the
end
of
the
Grima
I.
Think
the
mayor
is
part
of
the
those
talks
if
I
remember
correctly,
so
everybody
came
away,
feeling
good
feeling,
fair
I
think
they
understand
that
it's
not
the
city
auditorium,
there's
higher
expenses
that
we
need
to
just.
We
need
assistance
on
and
then
going
back
to
Holland
and
floors
comment
on
travel
team.
B
B
A
Prairie
lakes,
Wellness
Center,
really
is
a
source
of
pride
for
our
community.
Alright
moving
on.
Is
there
any
old
business
any
new
business
there's
no
need
for
executive
session
pursuant
to
SDC,
l1
25,
and
so
look
for
a
motion
to
adjourn
moved
by
Solem
second
by
albertson,
all
in
favor
signify
by
saying
aye.
Those
opposed
motion
carries
we're
going
to
adjourn
and
take
a
five
minute
break
and
come
back
for
the
council
meeting.
