From YouTube: Special Council Meeting Airport 5 14 2019
Description
City Council Special Meeting agenda includes the recommendation to the United States Dept of Transportation to allow a change in Essential Air Service schedule of SkyWest Airlines.
C
D
A
E
A
Got
a
motion
by
Bueller
second,
by
manty
and
I,
think
we
should
probably
make
public
comment
number
two
and
you
thought
all
right
with
the
motion
maker
and
seconder
all
right,
any
others
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying,
nay
motion
carries
now
I'll.
Do
public
comment.
F
Sure,
thank
you.
Man.
May
the
Skywest
airlines
sent
us
an
email
last
week
and
proposed
this
route
change
due
to
the
fact
that
the
Pierre
Watertown
Watertown,
pier
legs
have
been
suffering.
So
they
thought
this
would
be
a
good
addition
to
the
city
of
Watertown.
This
would
provide
two
nonstop
flights,
one
being
to
Denver
one
being
to
Chicago
the
Chicago
flight.
That's
being
added
in
exchange
for
the
morning
out
early
morning
out
and
the
late
night
in
the
times
would
be
10:00
a.m.
F
F
F
Okay,
this
is
three
pages
worth
of
data,
but
the
left
column
is
the
arrivals
prior
to
the
10:00
a.m.
departure
from
Chicago
back
to
Watertown.
There's
a
hundred
thirty
nine
United
flights
that
come
into
Chicago
prior
to
so
you
could
make
a
connection
back
to
Watertown
on
the
right
column.
Is
the
departures
in
the
three
hour
window
that
we're
legally
supposed
to
look
at
so
there's
a
hundred
forty
of
those
that
go
to
destinations
all
across
the
United
States
and
internationally,
that
you
could
catch
after
you
land
in
Chicago
now
mind
you!
F
F
G
F
F
The
afternoon
flight
is
performing
twice
as
good
as
the
morning
flight,
which
was
odd
to
me,
but
when
I
pulled
the
data,
it
was
crazy
to
see
the
that
was
outbound.
Inbound
actually
was
was
a
whole
different
picture
that
I've
ever
seen
and
the
afternoon
inbound
flight
is
performing
three
times
as
good
as
the
the
late-night
inbound.
So
I
don't
know
if
just
the
times
aren't
quite
right,
but
that's
the
options
they
gave
us
and
I
believe
that
this
Chicago
flight
will
be
heavily
used.
F
F
As
long
as
with
the
fly
through
option
Chicago
is
there
fighting
with
Atlanta
for
the
busiest
airport
in
the
world
they're
number
one
or
two
right
now,
I
know
they
took
over
Atlanta
early
there
late
last
year,
so
I
don't
know
if
Atlanta
took
back
over
but
I
know
it's
it's
right
there,
one
two
there's
a
ton
of
direct
flights
out
of
Chicago
as
well,
so
great
opportunity
to
go
east
and
also
some
some
good
opportunity
to
go
back
West.
With
this
scenario,
you
could
fly
out
in
the
morning
on
Chicago
or
the
mid
day.
F
Instead
of
getting
back
to
Chicago.
For
that
ten
o'clock,
you
could
actually
fly
to
Denver
and
be
back
in
Watertown
by
4:16.
So
we
have
multiple
options
from
across
the
nation
where
you
could
find
a
cheaper
ticket
to
get
back
in.
You
can
do
multi-city
tickets.
Now,
because
we
do
have
the
united
co-chair
so
anywhere
United
flies.
You
could
do
a
multi
to
multi
city
ticket
and
you
wouldn't
have
to
necessarily
go
back
the
same
way.
You
came
so
you
could
potentially
leave
through
Denver.
You
come
back
to
Chicago
or
vice-versa.
G
F
A
H
A
F
F
F
C
Then
I'm
out
to
the
East
Coast
somewhere
yep
midday
doesn't
work
for
me
as
a
business
person
to
get
back.
I
want
to
get
back
later.
So
when
I'm
looking
my
flight,
my
return
flight
will
as
I
look
at
the
time
of
arrival
back
in
Watertown.
If
I
pick
the
late
one,
then
that
would
indicate
that
it's
through
Denver
back
to
Watertown
correct,
so
it
would
be
visible
to
people
in
their
booking.
I
C
F
F
C
F
F
Would
be
untied
from
Watertown,
so
Pierre
would
have
their
own
two
direct
flights
to
Denver.
Currently
right
now
is
what
they're
getting
offered,
so
they
will
have
the
remaining
overnight
aircraft
sitting
on
their
ramp
and
they
will
go
twice
a
day
to
Denver.
We
in
turn
will
get
rid
of
the
morning
in
the
night
flight
and
we
will
be
completely
separate
from
here
four
numbers
altogether.
Yes,.
I
H
Wanted
to
pick
up
on
Mike's
point,
because
this
came
up
in
the
airport
board
meeting
yesterday
and
that
you
know
we
were
really
in
lockstep
with
Pierre
Mayer,
Karen
and
Mayer
Harding,
and
you
and
your
counterpart,
everybody
and
the
boards
are
all
in
lockstep,
and
these
e
essential
air
service
contracts
are
relatively
short
term.
So
I
I
do
think
you
guys
have
been
sensitive
to
how
it
affects
Pierre
and
it
seems
like
it's
a
win-win
for
both
of
us
right.
A
I
did
speak
with
Mayor
Harding
from
Pierre,
and
he
told
me
that
Pierre
supportive
and
their
main
concern
was
that
it
doesn't
have
a
negative
effect
on
Pierre.
If
this
doesn't
work
out
for
us
and
then
they
try
to
move
it
back
and
that
makes
the
Pierre
schedule
have
to
change
in
some
way.
Those
kind
of
things
do
concern
them,
rightly
so,
but
we
don't
have
any
reason
to
believe
that
that
would
happen.
F
G
F
I
know
Michael
gormer's
called
me
this
morning,
actually
from
the
d-o-t
and-
and
he
was
he
was
happy
to
take
the
paperwork
and
get
this
changed.
He
said
he
needs
about
a
week
or
so
from
when
Mayer
sends
an
email.
Essentially
it'll
just
be
a
short
blip.
It
doesn't
have
to
be
anything
long,
just
real
short
clip
of
what
we're
doing.
He
had
already
talked
to
Greg
at
Caen,
with
Skywest
about
this
yesterday
and
Greg
briefed
him
on
all
of
the
discussion.
So
they
are,
they
are
for
the
change.
What.
G
Are
we
looking
at
as
far
as
a
timetable
if
it
does
get
approved
and
goes
forward
as
far
as
being
able
to
fly
out
of
Watertown
to
Chicago,
and
how
does
that
a
a
change
that
Denver
flight
wouldn't
well?
They
can
same
time
they'll
stop
the
morning
at
late
night
flight
and
switch
to
the
Chicago
flight
at
that
time.
So.
F
They
haven't
really
specified
a
time,
they're
thinking,
September
yeah.
They
want
to
get
it
done
early.
Fourth
quarter.
So
that's
what
they're
thinking
for
right
now
September's
their
timeline,
so
they're
going
to
preload
this
system
as
well
they're
going
to
want
to
sell
as
many
tickets
as
they
can
for
their
first
month
or
two
to
make
sure
it
performs
for
us
okay,
so
they
want
to
give
themselves
adequate
time
to
sell
tickets
as
well.
Okay,.
D
F
Different
hubs-
yeah:
it's
not
common,
no
and
just
a
geographic
point
that
water
towns
in
between
Denver
and
Chicago.
We
just
got
really
lucky
it's
about
the
same
same
amount
of
miles,
so
it
doesn't
cost
them
much
more,
just
to
set
up
fee,
of
course,
in
in
Chicago
to
kick
this
off.
But
the
the
one
thing
in
essential
air
service
is
is
mid
contract.
We
cannot
change
the
price
at
all,
so
Skywest
is
going
to
have
to,
and
they
know
this
do
this
for
the
same
amount
of
money.
F
So
the
rate
of
the
contract
saying
I
won't
say:
prices
are
the
same
because
there
are
for-profit
business.
So
if
this
thing
explodes
just
like
going
to
Denver
already,
we
found
and
Shannon
can
attest
to
this
because
he
had
to
buy
a
ticket.
But
as
that
plane
fills
up
the
plane,
the
tickets
are
gonna,
get
more
expensive
per
flight.
So
it's
just
the
business
model
of
airports,
councilman.
A
E
F
Correct
so
they've
stated
in
their
email
that
this
was
an
offer
to
Watertown.
We
have
a
very
short
window
to
get
this
back
to
them
and
I'm
guessing
that's
because
of
logistics.
They
have
a
plane,
probably
going
to
be
sitting
around,
that
September
timeframe,
that
they
need
to
put
to
work.
And
if
we
don't
accept
this,
we
can
stay
a
status
quo.
Nothing
will
change.
We
can
still
fly
through
here
in
Denver
a
couple
times
a
day
and
they
will
offer
this
to
another
community.
I
have.
E
E
F
So
they
will
get
notified
email
when
that
flight
stops
and
they
will
be
pushed
to
another
flight.
So
just
beware:
I've
had
a
couple
calls
already
on
this
this
morning
that
I
took
and
and
people
just
want
to
know,
what's
going
on
and
so
stay
tuned
make
sure
you're
putting
the
right
email
address
in
that
comes
to
your
cell
phone
or
something
you
can
get
ahold
of
right
away.
Make
sure
you
have
the
right
phone
number
in
there.
F
If
you're
using
a
travel
agent,
make
sure
your
travel
agent
puts
your
phone
number
in
there,
not
the
travel
agency's
phone
number.
We've
had
some
problems
with
that
in
the
past,
so
just
give
them
a
way
to
get
a
hold
of
you
for
these
flight
changes,
and
so
essentially
you
just
get
moved
one
way
or
another.
If
you
fly
out,
if
you
wanted
to
fly
out
the
day
earlier,
if
you
had
something
pressing
or
it's
the
same
day
later
in
the
day
is
fine,
they
will
go
ahead
and
accommodate
the
rest
of
the
ticket.
F
J
F
So
we
lose
the
Ron,
the
the
remaining
overnight
aircraft
in
this
option.
So
right
now
they
have
three
rooms
at
a
discounted
rate.
Of
course,
the
government
rate,
and
we
would
lose
that
due
to
the
fact
that
they
just
be-
we
just
be
a
one-stop.
Essentially
they
would
fly
in
turn
around
pick
up,
passengers
take
off
again
and
they're,
possibly
based
obviously
in
another
city.
F
That
is
a
con.
The
the
pro
side
to
that
is
is
it's
a
limited
option
for
people
to
get
here
right
for
a
meeting
for
a
day
meeting.
They
can't
fly
in
and
fly
back
out
or
it's
tough
to
so.
In
that
sense,
we
think
we'll
have
more
traffic
staying
here
when
they
come
for
a
night
meeting
you
know
or
overnight,
which
then
could
be
a
pro
the
fuel
as
far
as
the
jet
a
sale.
We
think
we'll
see
an
uptick
in
that
because
it's
a
it's
a
long
route
right
now.
F
They
have
options
in
Watertown
here
and
Denver.
Well,
then
they
are
getting
fuel
in
all
three
locations.
We
know
that,
right
now,
when
we
take
out
the
pure
leg,
they'll
be
finding
direct
here
and
back
and
so
depending
on
how
big
the
loads
are,
they
can't
put
as
much
fuel
as
they
would
need
to
turn
and
get
back,
so
they
will
be
feeling
more
here
in
in
the
full
logistics
program
of
it.
F
It
unties
the
city's.
You
know
right
now
we're
at
a
capacity
issue.
We
very
well
could
be
a
tap
at
capacity
issue
before
the
end
of
this
year.
If,
if
Watertown
and
pier
keep
growing
the
way,
they
are
with
just
the
first
20
days
of
data
that
we
had
so
pier
actually
broke
a
record
for
April's
numbers,
which
is
phenomenal
for
pier
that's
great,
but
with
that
causes
challenges
right,
so
they're
only
allotted
to
give
us
two
flights
a
day.
F
Well,
if
we're
tied
with
pier
and
pier
puts
on
35,
then
we're
definitely
limited
on
that
morning
flight.
So
the
capacity
issue
would
be
solved
for
for
that
aspect
of
it,
for
the
limitations
that
the
essential
air
service
puts
on
the
carrier
and
also
then
puts
on
the
city's
being
tied
together.
They.
C
Must
also
think
that
the
Chicago
route,
ultimately
by
separating
two
communities
just
going
to
give
them
the
greatest
for
success
right,
means
we're
successful,
then
I'm
guessing
that's
the
only
reason
they
would
otherwise
I
think
so
I.
My.
What
if
thing
is,
is
really
set
aside
with
the
confidence
that
they
obviously
know
what
they're
doing
so.
D
E
Know
if
you
mentioned
I
wasn't
paying
attention,
but
what
are
we
looking
at
for
additional
seats
opportunities
for
us
and
I
want
to
make
one
comment
to
beyond
that?
There
was
somebody
brought
it
up
yesterday
at
the
airport.
Warned
me
about
weather
I
mean
if
you
had
weather,
say
you
couldn't
get
into
Denver
or
you
couldn't
get
into
Chicago
you'd
still
have
an
alternative
to
get
where
you
need
to
go
correct.
F
And
that's
a
nice
thing
of
having
United
Airlines
back
in
this
thing
right.
So,
unlike
Adi,
Air
United
has
full
codeshare
full
baggage
agreements,
interline
agreements
with
multiple
carriers,
so
our
options
as
Bruce
stated
with
weather.
We
know
we
have
heavy
fog
here
in
the
fall
and
spring
these
times
a
lot
quite
a
bit
of
gap
between
when
the
fog
usually
breaks
about
that
noon.
You
know
11
o'clock
noon
timeframe.
It
gives
you
multiple
options
to
get
out
of
here.
F
Still
Denver
sometimes
gets
hit
with
crazy,
blizzards
Chicago
the
same
thing
so
having
multiple
directions
on
the
same
airline
and
not
having
to
worry
about
do
I
need
to
pay
for
another
ticket.
Do
I
need
to
pay
the
change
fee?
You
know
that
kind
of
stuff.
It's
gonna
be
more
stable,
with
multiple
hub
destinations
and.
I
I
think
the
beginning
of
your
question
was
capacity,
so
we
get
a
jet
and
a
half
roughly
I
mean
certainly
if
water
tonight's
get
out
and
booked
all
that
we
can
happen
to
jets
if
we
booked
them
everything
before
pure.
But
you
know
we
get
two
to
full
50
seat
jets
and
then
I
think
one
other
thing
with
the
weather.
Just
as
an
aside
how
great
of
a
partner
Sky
West
has
been
we've
never
seen,
at
least
in
in
my
rent
memory.
I
If
we've
lost
a
jet
due
to
weather
in
the
morning
or
mechanic,
mechanical
I
guess
would
be
more
likely.
They
have
already
launched
a
recovery
jet
to
come
and
pick
up
those
wheels.
So
it's
not
in
the
old
one
we
just
had
to
kind
of
suck
it
up
and
and
and
people
had
to
just
hit.
You
fill
up
jets
until
we
got
the
capacity
removed
from
the
airport,
whereas
Skywest
has
actually
launched
a
recovery
at
the
moment
they
know
they
have
a
mechanical
issue
and
gets
us
gets
everyone
right
back
on
track.
A
E
Bueller
I,
just
one
more
comment:
I
think
this
is
gonna,
give
us
an
opportunity,
I
think
for
more
inbound
traffic
from
the
East
I
think
that's
gonna
help
a
great
deal
versus
going
to
Sioux
Falls.
Having
that
opportunity
to
go
to
Chicago
to
the
hub
and
come
right
into
a
water
tank.
That's
I
think
I
did.
F
A
J
F
J
A
F
Thing
to
note
is
they
want
to
do
this
seven
days
a
week
that
is
more
than
the
essential
air
service
contract,
a
lots
for
so
they're
flying
at
risk.
Two
flights,
a
two
flights
a
week
on
their
own
dime,
hoping
this
thing
works.
So
that
says
something
for
Sky
West
for
me
right
out
the
gate
they
came
and
gave
us
13
weekly
round
trips
with
the
schedule
we
have.
Currently
they
fly
six
days
week
right
now,
two
flights
a
day,
so
they
added
a
flight
before
we
even
started
at
risk.
F
So
if
the
capacity
does
become
an
issue
in
the
future,
say
we
do
you
guys
do
vote
this
in
today,
or
for
this
and
and
the
Chicago
flight
is
filling
up
or
the
Denver
flight
is
filling
up
I,
don't
think
they
have
any
qualms
at
all
about
adding
another
flight.
So
just
keep
that
in
the
back
your
head,
they've
already
done
it
to
prove
that
they
couldn't,
they
can
fly
it
at
risk
and
I.
Don't
think
they're
scared
to
add
more
flights
if
the
capacity
cut
becomes
an
issue
Thank.

There
any
other
old
business
is
there
any
new
business
I,
don't
see
any
on
any
liaison
memory,
ports,
none.
We
have
no
reason
to
go
into
executive
sessions,
so
I
would
look
for
a
motion
to
adjourn
move
by
l'olam.
Second,
by
y,
all
those
in
favor
signify
by
saying
I
was
a
posting
in
favor,
say
nay.
We
are
adjourned.
