we're
currently
in
a
design
contract
with
HDR
for
the
design
services
for
the
administration
building
out
the
wastewater
treatment
facility
through
recent
investigations,
I
guess
to
back
up
one
step
further.
The
the
plan
initially
was
to
also
have
to
do
some
design
work
for
some
repairs
to
the
primary
clarifier
number
two
out
of
the
wastewater
treatment
plant.

So
in
gearing
up
for
that
design
work,
while
HDR
was
on
site
for
the
admin
building
design,
they
did
some
a
little
bit
of
a
brief
investigation
to
that
structure
with
wastewater
staff
and
with
the
superintendent
out
there
what
they
found
was.
It
looks
a
little
more
concerning
than
they
in
the
2011
facility
evaluation
showed
and
instead
of
doing
design
for
repair
work.

What
this
contract
would
do
is
allow
them
to
do
a
structural
assessment
of
that
primary
clarifier
and
determine
whether
repairs
are
going
to
be
sufficient
or
whether
the
we
need
to
do
a
lot
more
structural
reconstruction
of
that
part
of
the
facility.
So
in
lieu
of
a
design
contract
for
repairs,
we're
proposing
an
analysis
of
that
primary
clarifier
to
decide.

know
the
exact
age
of
this
part

facility,

we're

status

things

estimate.
This
is
probably
one
of
the
older
parts
of
the
facility
that
hasn't
been
touched
in
a
while
I

reference
back
to
the
2011
facility
evaluation
that
was
done
at
that
time.

stable
at

flooding
to

this
clarifier
up
and
running,
they
really
struggle
with
their
processes
when
this

they
struggled
this
spring

really
worried
about
next

thought

overview
highlight
some
of
the
points
that
might

have
questions

let

the

the

animal
control
board
members
talk
about
anything
that
they
have
concerns
about,
but
basically
this

a
overview
in
anticipation
of
the
first
reading,
which
will
be
next
council
meeting,
and
then
the
action
would
be
the
meeting.
After
that.
My
credit,
that's
how
we
have
it
plan.

this
gives
you
a
lot
of
time

read
through
it
to
digest
it
maybe
come
up
with
some
other
questions,
or
hopefully,
I'll
do
a
good
enough

anyway,
I'm
gonna

the
members
of
the
animal
control
board
that
are
here
today
introduce
themselves
and
around
control
officer.

so
let's

This
was
a
fairly
complicated
process,
so
we're
looking
to
amend
the
ordinance-
and
this
is
also
known
as
my
dog-
never
bites,
because
that's
what
we
hear
all
the
time.
Oh
my
dog,
never
bites.
So
that's
what
we've
decided
to
subtitle
it
anyway.
So,
as
you
can
see
briefly,
this,
the
purpose
and
intent
is
to
protect
the
public
and
protect
other
animals,
and
so
that
was
the
mission
that
we
sent
out
to
achieve.

super
instrumental
in
helping
us
get
a
lot
of
the
legal
aspects
of
it,
making
sure
that
we
weren't
going
to
break
the
law
or
violate
citizens
rights.
Things
like
that,
so
our
goal
was
to
take
a
look
at
a
section
of
the
ordinance
that
probably
hasn't
been
reviewed
for
ten
or
more
years
at
least
ten
years,
so
it
was
way
overdue.

so
this
was
just
a
quote
that
we
took
from
the
National
Animal
Care
and
Control
Association
that
dangerous
and
vicious
animals
should
be
labeled
by
their
actions
and
not
because
of
their
breed
a
lot
of
times.
We
hear
about
breed
bans
and
things
like
that,
and
they
say.
Oh,
that
will
solve
all
the
problems.
Well,
it
just
makes
things
worse.
It
doesn't
solve
any
problems
at
all,
and
so
in
South
Dakota.
It
is
illegal
for
any
municipality
to
actually
enact
a
breed
ban,
ordinance,
I
kind
of
stuck
that
at
the
bottom
there.

all
right,
we
went
out
fixing
what
was
broken.
We
used
I
was
exhausting,
we
used
the
model
or
you
know,
ordinances
from
you,
miss
a
lawyer
Journal.
The
virginia
state
law
that
was
referenced
in
the
veterinary
journal
and
Rapid
City
had
some
ordinances
that
were
also
helpful
to
us
and
Matt.
If
you
ever
want
to
kick
in
with
any
other
things
that
we've
you
know
done
with
developing
this
I
would
welcome
that.

so
our
objectives
strengthing
in
the
ordinance,
so
we
needed
an
ordinance.
Let
me
just
back
up
a
little
bit
our
current
ordinance,
the
most
the
highest
level
of
dogmas,
behavior,
is
classified
as
a
vicious
dog
and
within
that
there
is
very
little
wiggle
room
for
I,
believe
and
I.
Think
the
rest
of
the
animal
comport
Control
Board
believes
for
law
enforcement
now
and
control
to
do
their
job.

So
I
know
that
it
was
once
said
that
leaving
some
of
the
dogs
behind
that
they
could
not
seize,
that
were
dangerous,
would
be
like
leaving
a
weapon
on
the
table.
You
know,
and
so
we've
never
had
that
ability
before.
So
basically,
we
wanted
law
enforcement,
which
includes
you,
know,
Chris
and
all
the
other
law
enforcement
to
be
able
to
remove
that
dog
immediately
and
then
also
this
ordinance
will
clarify
what
that
means,
and
then
we
wanted
to
make
sure
that
our
repeat
offenders,
which
are
many,
were
not
able
to
continue
to
cause
injury.

So
we've
had
a
couple
now
that
had
they
been
removed
in
the
first
incident,
they
would
not
have
been
able
to
charm
harm
the
child.
For
a
second
time,
then
we
wanted
to
make
sure
that
we
protected
pets
and
owners
rights.
So
if
you
look
at
the
Orden
idea
of
an
ordinance
providing
protection
for
domestic
animals,
we've
never
had
that
before.
That
has
never
been
in
our
ordinances,
so
any
dog
who
attacks
or
kills
or
maims
another
dog
or
another
person's
dog
you're
walking
your
dog
and
a
dog,
is
on
on
loose
running
around
tax.

Your
dog
there
has
been
no
recourse
or
remedy
because
our
incident,
our
ordinances,
have
always
been
related
to
people
and
dogs,
and
we
felt
that
this
was
long
overdue.
We
also
really
took
our
time
to
make
sure
that
owners
understood
their
rights
and
their.
You
know
their
appeal
so
that
they
didn't
feel
like.
We
were
just
gonna
walk
around
town,
take
away
dogs,
and
that
was
it
so
there's
a
lot
of
remedy
available
to
dog
owners
throughout
this
entire
process.

So
what
is
a
dangerous
dog?
So
dangerous
dog
is
essentially
a
dog
category
that
we
plugged
in
in
order
to
give
us
the
opportunity
to
get
those
really
vicious
dogs.
This
is
essentially
the
equivalent
of
what
we
have
now
as
a
vicious
dog.
So
you
can
read
that
yourself,
but
these
are
more
minor
injuries
scratches
and
abrasions.
Maybe
you
know
we
do
include
here:
killing
a
companion
animal,
but
bad
is
a
different
situation.

We've
even
had
situations
where
a
little
dog
has
taken
on
a
big
dog,
because
dogs
really
don't
realize
how
big
they
are
and
has
lost
by
no
fault
of
the
other
dog
so
and
other
times.
It's
just
been,
but
in
each
case,
if
no
serious
injury
you
know
occurred
from
any
of
these,
then
the
dog
is
not
a
dangerous
dog,
so
a
vicious
dog.

This
is
a
dog
that
has
killed
a
person
inflicted
serious
injury
to
a
person,
continue
to
exhibit
behaviors
that
resulted
in
a
previous,
dangerous
dog
I'm
sure
many
of
you
been
around
long
enough
to
remember
those
four
dogs
that
attacked
that
woman
in
the
trailer
park
and
severely,
you
know,
damaged
her
face
and
her
arm
and
some
of
those
kind
of
things
and
she'll
be
having
plastic
surgery
for
the
rest
life.
In
that
instance,
we
were
unable
to
seize
all
of
those
dogs.

You
know
we
took
some
to
the
main
society
because
of
lack
of
records
and
it
was
just
kind
of
a
mess
overall,
and
so
eventually
we
were
able
to
deal
with
that
a
little
bit,
but
it
we
didn't
have
the
tools
at
the
time
that
we
would
have
liked
to
serious
injury
so
going
back
to
the
dangerous.
That
is
an
injury.
You
know
Kutcher
that
could
cause
death,
disfigurement
impairment
of
bodily
health.
You
know
break
or
crush
an
arm
things
like
that,
so
anything
requiring
significant
metalic
medical
attention
would
also
be
classified
a
serious
injury.

So
initiating
investigations,
our
animal
control
officer
Chris,
can
see
a
dog
that
he
observes
to
be
potentially
dangerous
or
vicious
and
initiated
an
investigation
on
his
own.
Any
adult
may
request
an
investigation
of
a
dog
by
writing
a
complaint
to
the
Watertown,
Police
Department
and
then
at
any
time,
during
the
investigation,
if
the
person
being
or
the
person
investigating
whether
that
be
Chris
or
any
other
law
enforcement
officer
may
seize
the
dog
if
he
feels
that
there's
a
public
safety
risk.
These
are
all
things.
We've
never
had
the
ability
to
do
before.

That
is
kind
of
the
purpose
of
why
I
did
this,
because
it
gives
you
an
opportunity,
ask
some
questions,
you
know
and
maybe
have
those
resolved
before
we

first
reading.
That
was
always
my
understanding
was
that
at
any
time,
during
the
investigation,
if
the
dog
has
been
seized
or
impounded,
that
is
where
the
dog
remains.
Until
the
conclusion
of
the
hearing,
yeah
I've
got
a
lot
of
head
nodding
back
there,
okay,
so
dangerous
er
vicious.

The
dog
is
dangerous
and
the
owner
will
have
to
comply
with
requirements
for
keeping
dangerous
dogs
which
we'll
go
through
briefly
later,
and
then,
if
they
find
the
dog
is
vicious,
they
may
order
the
dog
humanely
euthanized.
Now
that
doesn't
mean
that
the
dog
will
immediately
be
walked
down
to
wherever
it
needs
to
go
to
be
euthanized.
This
is
where
the
process
comes
in,
where
people
have
remedy
so
anyway,.

so
we've
got
this
vicious
or
dangerous
declaration.
The
animal
control
officer
notifies
the
owner
of
the
dogs
designation,
and
this
will
be
done
in
writing.
I'm
just
kind
of
paraphrasing
for
you
here
and
the
city
attorney
and
the
assistant
Chief
of
Police
will
also
be
notified
of
any
dog
that
has
been
designated
as
dangerous.

is
something
that
we
need
to
do.
Sometimes
it
get
not
done.
Sometimes
it
didn't
we're
making
it
part
of
the
process
so
that
any
legal
issues
that
may
be
arising
from
it
Matt

of
and
the
law-enforcement
end

those
people
are
aware
of
it.
Now,
at
this
point,
after
being
notified
of
the
finding,
the
owner
may
request
in
writing
a
hearing
to
contest
that
finding
or
designation

they've

decide
to
have
a
hearing
because

he
disagrees
with
our
declaration,
so
we
will
hold
a
hearing
after
receiving
that
owners.
Written
request
now.
I
didn't
put
all
the
little
detail
in
here,
but
we
have
some
timelines
on
ourselves
where
we
don't
just
let
that
linger
and
wait
around.
We
will
hear
we
will
hold
that
hearing
within
10
days.
So
it's
not
something
that
we
will
leave
the
owner
hanging
out
there
and
I
think
that
that's
really
important
for
people
to
know,
because
you
know
there
is
a
timeline
of
you
know.

the
hearing,
we
will
give
anybody
there,
whether
it's
somebody
who
wants
to
speak
against
the
dog
or,
on
behalf
of
the
dog,
just
kind
of
like
our
you
know
what
ordinances
they
will
have
the
opportunity

address
these
things
was:
how
was
it
provoked?
Was
there
a
severity
previous
aggressive,
a
history?
You
know
what
were
the
circumstances
of
the
incident,
so
anybody
who
come
anybody
is
allowed
to
come
to
this
hearing.

It's
an
open
meeting,
of
course,
just
like
any
other
City
meeting,
and
so
it
would
be
something
that
would
be
held
for
the
animal
control
board
to
make
its
decision
okay.
So
what
determination
is
made?
The
animal
is,
let's
see
where
we
go.
If
the
dog
is
dangerous,
subject
to
the
provisions
of
keeping
a
dangerous
dog,
if
the
dog
is
vicious,
it
was
shall
revile
result
in
humane
euthanization.
If
the
owner
fails
to
request
a
hearing,
the
animal
control's
officers
determination
shall
be
final.

is
where
they
can
go
if
they
don't
like
what
we
say:
okay,
the
Animal
Control
Board,
says
dog,
dangerous
or
vicious
conducted.
The
hearing
heard
all
of
the
evidence
within
10
business
days.
The
owner
also
can
appeal
to
the
circuit
court.
Third
Judicial
Court
for
any
remedies
that
may
still
be
available.

just
want

point
out
that
the
complainant,
the
original
complainant,
also
has
the
ability
to
appeal
as
it's
currently
written.
So
if
I'm,
the
one
that's
reported,
a
dog
that
I
believed
to
be
dangerous
and
I
disagree
with

animal
control
officers.
Finding
I
also
have
the
ability
to
appeal
that
decision.

so
that's
basically
what
this
is
is
saying.
You
know,
I,
don't
agree
with
the
board.
I,
don't
agree
with
anything.
That's
happened
so
going
higher
up
in
the
food
chain.
So
again,
I
want
to
stress
that
we
made
sure
that
there
are
remedies
for
people
and
their
dogs
all
right.
So
this
is
the
kind
of
an
interesting
part
we've
never
had
before,
either
in
the
past,
a
dog
who
bit
or
was
vicious
or
created
an
injury
period.
That
was
it
they
were
judged
based
upon
their
actions.

So
we
thought
well
wait
a
minute
what
if
a
dog
is
just
being
a
dog.
So
if
that
damage
is
inflicted
on
a
person
who
was
in
that
person's
home,
committing
a
crime
or
a
willful
trespass
and
the
dog
is
just
being
a
dog,
the
dog
will
not
have
a
designation
of
dangerous
or
vicious
same
thing
about
a
dog
that
has
been
a
person
that
has
been
constantly
provoking
tormenting
physical
abusing
on
the
animal,
but
is
also
shown
to
have
repeatedly
done
so
in
the
past
again
the
human
got
off
the
dog
suffered.

You
know
this
is
the
problem
in
you
know
it's
always
the
dog
we're
always
looking
at
the
wrong
end
of
the
of
the
leash
as
it
were.
If
the
dog
was
responding
to
pain
or
injury,
it
was
protecting
itself.
Its
kennel
may
be
a
litter
of
puppies,
a
child,
a
person
owners
property
again,
if
somebody's
there,
that's
not
supposed
to
be
there.

The
dog
is
in
is
okay,
and
the
animal
control
board
also
has
the
opportunity
to
determine
that
the
dog
is
not
a
threat
to
the
community,
so
any
questions
or
anything
on
that
was
really
important.
This
has
never
really
been
in
our
ordinance
before
either.
So
we
want
to
make
sure
that
this
is
what
dogs
do.
You
know
they
protect
their
people.
You
read
about
it
all
the
time
the
dog
protects
baby
from
a
snake,
those
kinds
of
things.
So
so
here
we
go.

If,
if
your
dog
is
declared
vicious,
it
is
unlawful
to
possess
it.
In
the
city
limits
it's
a
class
2
misdemeanor,
then
the
dogs
determined
to
be
vicious
either
by
declaration
or
an
unsuccessful
appeal
shall
be
humanely
euthanized.
Unless
the
determination
of
Animal
Control
Board
is
appealed
to
the
South
Dakota
Circuit
Court
and
again,
we're
not
immediately
marching
the
dog
down
to
be
euthanized.
We're
waiting
for
the
appeal
process
to
go
through.
It's
probably
it's
channels
right,
yeah,
it's
not
in
good
I
like
when
he
nods.
Okay,
now.

Also
pay
for
all
of
the
impoundment
fees
or
anything
other
other
fees,
occluded
or
crewed
by
that
dog.
So
just
because
the
dog
is
off
the
hook
and
or
the
dog
is
going
to
be
euthanized
that
doesn't
resolve
the
owner
of
any
of
the
other
fees.
So
so
the
city
isn't
stuck
with
all
the
impounding
these
and
anything
else.
That
needs
to
be
done.
That's
the
responsibility
of
the
owner.

so
you
can
keep
a
dangerous
dog
remember.
This
is
our
current
equivalent
of
a
vicious
dog,
but
there
are
conditions
required.
We
felt
that
we
needed
to
strengthen
these
requirements
a
little
bit,
so
some
of
them
are
very
similar
and
very
familiar
leash,
not
more
than
four
feet
in
length
whenever
it's
outside
of
an
enclosure
a
muzzle
in
a
way,
that's
humanely
applied
to
keep
it
from
biting
animals
or
no
other
humans.
And
then
we
have
required
insurance
for
liability,
death
and
bodily
injury
property
damage.

can
read
in
your
copy
of
the
ordinance
amendments
as
to
what
the
amounts
are,
but
we
felt
this
was
really
important,
because
this
is
where
situations
have
occurred,
where
a
person
was
injured
by
a
dog,
and
it
was
the
person
whose
dog
owned
the
dog
had
no
money
to
help
the
person
who
was
injured
by
their
animals.
So
they,
if
they
want
to
keep
the
dog
they
are
required
to
have
insurance
for
those
issues
right
there.

somebody
says
hey,
I'm
gonna
go
out
to
my
cousin's
farm
I
think
our
intention
would
be
to
euthanize
that
animal
now,
if
we
investigation,
proceeded
without
the
dog
being
retained
at
the
Humane
Society
and
it
was
determined
to
be
vicious
and
they
up
and
moved
to
Minneapolis
and
they're
in
the
process,
I
mean
at
that
point:
there's
probably
nothing.
We
can
do
about
that
animal,
but
I,
don't
think
we
would
release
it
on
somebody
promising
us
to
take
it
out
to
their
cousins.

I
feel
like
didn't
that
happen.
Several.

Times
and
they
were
also
brought
up,
act
2,
the
city
limits
trying
to
insist.
It
was
a
different
dog.
Well
I'm.
Sorry,
but
I've
been
around
long
enough
to
know
what
a
different
dog
is.
You
could
even
paint
its
eye
like
you
know,
though,
but
anyway,
so
the
insurance
there
again
protects
the
person
who
was
injured
by
the
dog.
Again,
we've
never
had
that.
We've
never
had
that
before
either,
and
so
people
ended
up
with
lawsuits
and
lots
of
things
that
probably
caused
additional
stress
to
the
person
who
was
injured.

so
notification
if
the
dog
escapes
from
that
enclosure
or
wherever
they
are
or
if
they
bite
or
attacked
a
person,
domestic,
animal
or
livestock.
This
dangerous
dog
must
be
immediately
reported
to
the
police
department.
If
not
they're
going
to
be
a
whole
bunch
of
serious
problems
going
down
the
line,
the
it's
a
class
2
misdemeanor,
actually
again,
failure
to
comply,
so
any
owner
of
a
dangerous
dog
has
to
comply
to
those
requirements.
If
he
does
not,
and
there
are
more
citations
issued,
the
dog
will
be
seized
and
he
meant
and
euthanized.

So
it's
it's
kind
of
on
you,
dangerous
dog.
You
have
to
be
very
vigilant.
I'm
gonna
make
a
personal
political
statement
right
now
and
say
that
there
are
so
many
good
dogs
out
there
and
there's
so
many
dogs
at
the
Humane
Society
that
would
love
to
have
a
home.
Sometimes
it
baffles
me
that
people
will
work
so
hard
to
keep
one,
that's
so
dangerous,
and-
and
that's
just
my
own
personal
opinion
but
I
know,
dogs
are
very
part
of
much
part
of
our
families.

So
I
think
that
that
is
as
a
decision,
but
we
wanted
to
make
sure
all
those
things
were
or
addressed.

we
beefed
up
a
little
bit
the
requirements
of
a
confined
area.
You
know
a
chain-link
fence
is
not
going
to
do
it
cement
block.
Will
you
can't
have
something
that
people
can
stick
their
hands
in
crawl
over
little
kids
can
get
in.
So
it
has
to
provide
light,
shelter,
adequate
exercise,
all
the
things
you
would
expect
for
a
humane
enclosure.

bottom

to
be
permanently
attached
to
the
sides
and
it
has
to
have
a
top,
and
then
it
has
to
be
constructed
of
solid
material
and
closed
or
locked
in
that
the
animal
cannot
escape.

there
any

not

kept
on
a
porch
patio.

Any
part

a
house
where
a
dog
can
go
straight
through
the
screen
window
and
escape
that's.
We

dogs

dog
found
out
on
a
porch.

house

structure

screen
windows
or
doors

only
obstacle
preventing

dog

escaping?

allowed

you

we
never
stated

dog

be
kept
when
it
was
in
the
house
and
not
in
its
kennel,
and
we
also
did
not
have
really
specific
rules
about
the
conclusion
we
did
have.

required

transferring
ownership

a
dangerous
dog

decided
to
sell
it
to
Matt

the
police
department
his
name
address
and
phone
number
and
then
I
also
give
Matt
the
declaration
that
I've
received
classifying

dog
as
dangerous.

the
new
owner
shall
furnish
written
acknowledgement
upon
request
of
that
and
you
know
receiving
that
notice
to

owning

dangerous
dog,

new
owner,
must
have
those
things
particularly
the
enclosure
prior
to
acquiring
that
dog

bringing
it

can't

it
on
the
porch
or
wherever
in
the
garage
and
just
wait,
because
we
need
them
to
have
those
things
in
place.
They
also
will
be
required
to
comply
with
all
the
other
conditions.

ordinance

again
this
is
an
opportunity

of
the
things
we
felt

needed

a
dog
that
has
been
declared
dangerous,
will
remain
so
for
life
because
you
have
to
remember
a
vicious
dog,
that's
exhausted
all
of
its
appeals
or
has
been
declared
vicious.
It
has
been
destroyed.

You
know
humanely
destroyed
and
is
not
allowed
to
be
owned,
so
dangerous
for
life.
Now,
if
the
owner
of
the
dangerous
dog
has
had
it
for
three
years
and
that
owner
has
received
no
additional
violations
in
regards
to
that
dog
after
that
three
years,
the
owner
can
petition
the
animal
control
board
for
a
hearing
to
remove
that
dangerous
declaration,
and
so
they
will
review
the
dog,
the
behavior,
the
last
three
years
why?
The
declaration
was
made
in
the
first
place
and
if
the
dog
is
determined
no
longer
dangerous,
the
designation
will
be
removed.

However,
we
can
place
conditions
upon
the
removal
of
that
designation.
We
can
require
the
dog
to
be
neutered.
For
example,
we
can
require
them
to
attend
obedience
classes.
There
are
several
options
we
have
that
we
can
tie
in
with
the
release
of
the
dangerous
designation
and
failure
to
do
so
would
put
the
dangerous
declaration
back
on
so
so
I
think
that
again
we're
giving
people
opportunity
to
say
my
dog's
been
a
really
good
dog
for
three
years,
and
things
have
gone
really
well
and
I've
trained
it
and
things
like
that.
They
have
it.

have
a
right
and
should
have
an
opportunity
to
look.
Have
us
look
at
that
now
we're
looking
at
an
ordinance
that
has
yet
to
be
codified.
So
anything
that's
going
on
right
now
can't
be
declared
dangerous
or
vicious
before
this
is
codified,
but
all
of
this
activity
can
be
considered
during
a
current
investigation.

People
understand
where
they
are,
people
don't
have
to
be
afraid

a
vicious
dog
attacking
their

People
understand
that,
as
you

each

those
pictures,
dog

next

drafting
a
reckless
owner
ordinance
amendment,
which
is
something
that
we've
talked
about
in
conjunction
with
this
ordinance-
and
this
is
a
dog
that
has
multiple
declarations
of
being
a
reckless
owner.
They're
they've,
kept
dogs

mean
I.
Mat
can
probably
explain
a
little
bit
better.

it
is
something
that
many
other
communities
have
enacted.
The
municipal
law
journal
recommends
reckless
owner
ordinance,
so
we
think
that's
something
we
might
want
to
do
going
down.
How
many
is
too
many?
We've
talked
at
many
times
about
adult
animals
per
householder
residents
and
right
now
we
have
code
that
says
no
person
shall
keep
any
animals
on
a
lot.

think
mark
and
I
tried
to
do
this
once
before,
and
this
is
what
we
ended
up
with
in
2008
or
something
no
person
shall
keep
any
animal
on
any
lot
on
a
scale
or
biz
basis,
creating
a
nuisance.
How
much
subjective
wide-open
for
the
interpretation
is
that
so
we
need
to
sit
down
and
talk
about
a
realistic
number
of
dogs,
adult
dogs-
still,
you
know
not
talking
about
puppies
or
litter
of
puppies
per
household
or
residents,
and
it's
interesting
fact
that
a
commercial
kennel
is
designated
so
after
three
dogs.

So
we
have
a
kennel
designated
after
three
dogs,
but
we
have
no
limit
on
the
number
of
dogs
a
person
can
have
in
their
householder
residence
unless
they
start
barking
or
creating
nuisance
or
running
into
other
people's
yards.
But
that
may
not
happen,
so
we
just
need
to
take
a
look
at
that.

something
that's
been
coming
up
more
and
more
okay,
some
defining
some
standards
of
care,
cruelty
and
neglect
by
the
way,
all
three

those
pictures

taken

thing
about
chained
dogs
several
years
ago,
and
this
is
because
you
can
take
a
picture
if
you're
standing
on
the
sidewalk
or
not
trespassing
right
now
so
they're,
even
worse,
I
just
put
those
up
there,

right
now
again,
the
only
definition
we
have
right
now
is
no
person
shall
willfully
or
negligently
maltreat
or
abuse
or
neglect
in
a
cruel
or
inhumane
manner,
any
animal
or
foul.
That's
it
there's
nothing
about
neglect,
those
kinds
of
things.

Neglected
dog
is
one
that's
not
been
fed
or
water
right
now,
if
a
dog
can
lay
under
a
pickup
truck
during
the
day,
that's
considered
shelter,
okay,
and
you
have
to
realize
that
any
of
those
dogs
tied
up
could
have
food
and
water
put
out
before
the
owner
leaves
in
the
morning.
They
could
tip
both
of
them
over
and
then
they'd
be
done
for
the
rest
of
the
day
in
terms
of
having
access
to
water.
So
we
need
to
actually
add
some
things
about
care:
food,
water,
veterinary
care,
shell.

the
pictures
of
what
the
incidents
itself
were
disturbing
was
also
disturbing
is
that
there
was
never
reported
anywhere
and
I
know
there
was
you
had
spent
some
time
as
a
board
talking
about
that
as
far
as

reporting
process

or
what
kind
of?
How
do
we
monitor
when
something
like
this
does
happen,
because
in
this
particular
case,
these
pictures
were
resolved
of
a
lawsuit
that
was
being
brought

dog

something

offset
the
inevitable
growth
around
the
Terrax
facility.
That's
going
to

lot
of
strain
on

freeway
on-ramp
and
off-ramp
and
the
traffic
on
highway
212.

this

safety

Works

take

moment
to
remind
people
about
the
212
detours
that
are
running
through
a
lot
of
residential
neighborhoods
right
now.
We've
had
issues
and
I've
had
issues,
particularly
because
the
current
detour
runs
through
my
ward,
that
cars
are
going
in
excess
of
35
or
40
miles
an
hour.
The
police
department
has
done
a
great
job,
getting
those
cars
slowed
down
for
the
exceptional.

If
somebody
owns
a
white
suburban
that
comes
through
at
noon,
but
anyway
seriously
but
they've
been
patrolling
they've
been
having
places
where
they're
sitting
with
the
radar,
but
this
is
something
that's
going
to
be
going
on
for
a
long
time,
and
ours
is
not
the
only
neighborhood
it's
going
to
go
through.
There
will
be
other
residential
detours.
All
of
these
streets
in
all
of
these
detours
are
25
miles
an
hour
and
not
that
long
of
a
period
of
time
we're
going
to
have
children
right
now.

section
of
the
detour
is
all
houses
with
children.
Almost
all
houses
with
children,
so
I
just
want
to
remind
the
public
that
that,

we're
going
through
these
detours
and
things
like

when

residential

and
according
to
engineering
types,
I
believe
that
one
of
the
things
that
contributes
to
that
factors
there's
no
parking
anymore,

it's
been
proven
that
the
wider

street

the
faster
people
want
to

go
fast.
