Thank
you.
The
next
item
is
public
input,
and
this
is
the
time
reserved
for
anyone
who
would
like
to
make
a
public
comment
to
do
so.
So
I
see
there's
no
one
in
the
council
chambers,
but
if
there's
someone
online,
who
would
like
to
make
a
public
comment,
please
just
state
your
name
and
say
permission
to
speak
and
we'll
go
from
there.
Is
there
anyone
that
would
like
to.

A
E
Yes,
absolutely
thank
you
mayor
good
afternoon,
council
members.
This
is
a
somewhat
of
a
housekeeping
item
for
the
recent
bid
award
that
we
made
with
our
annual
petroleum
products
contract,
where
we
bid
out
several
miscellaneous
materials
that
we
utilize
throughout
the
year,
not
only
in
public
works
in
the
street
division,
but
also
throughout
the
city.
E
It's
our
annual
field
bid
award
as
well
there's
one
particular
vendor
that
reached
out
to
us
and
let
us
know
that
they
had
made
an
error
on
their
bid.
Mills
and
miller
mistakenly
bid
sodium
chloride
as
a
material,
and
we
had
specified
a
need
to
have
calcium
chloride
provided
to
us.
They
do
not
even
provide
calcium
chloride,
so
the
cleanest
thing
to
do
to
do
here
would
be
to
rescind
that
bit
of
ward
to
them,
because
they
were
the
low
bidder
for
what
we
anticipated
to
be
calcium
chloride,
but
turned
out.
E
E
The
overall
amount
that
he
would
procure
throughout
the
season
would
not
trigger
any
any
bid
regulations
or
any
bid
rules
for
us
to
have
to
follow
so
we
he
and
I
were
okay,
proceeding
in
that
manner
by
rescinding
this
bid
and
that
is
buying
on
an
as
needed
basis
with
the
next
little
bitter
I'd
be
glad
to
help
answer
any
questions.
Anybody
has
thank.

Thank

item
b.
Is
approval
of
construction
change
order
number
four
final,
with
donek
inc
for
the
2018
park
and
rec
improvements,
project
project
number
one,
eight,
one:
nine
for
a
decrease
of
forty
one
dollars:
seventy
two
cents
bringing
the
total
contract
cost
to
one
hundred
sixty
three
thousand
eight
hundred
sixty
three
dollars.
Eight
cents
have
a
motion
by
helene
and
a
second
by
rademski,
and
I
will
ask
the
city
engineer
heath
von
night
to
tell
us
about
this
again.
E
Yes,
thank
you
good
mayor.
This
is
a
somewhat
of
a
lingering
project
from
the
initiated
back
in
2018.
This
not
only
included
the
21st
street
bike
trail,
but
also
some
other
improvements
at
mount
hope,
cemetery
and
some
work
that
we
had
anticipated
for
the
city
park,
campground
road
as
well.
E
The
original
bid
award
was
in
the
amount
of
a
hundred
and
seventy
two
thousand
sixty
six
dollars
and
twenty
25
cents
to
donek.
The
contractor
worked
well
with
us
through
these
last
two
years
to
postpone
the
21st
street
pathway
improvements
after
the
removal
of
that
pathway.
It
took
some
time
to
get
the
final,
okay
and
check-offs
from
the
faa
on
a
pending
plat
that
we
had
to
proceed
with
on
the
airport
property
before
we
could
reconstruct
that
pathway
next
to
or
closer
to
that
airport
fence.
E
E
D
E
Yes,
let
me
verify
that
with
either
marcy
or
justin
who
are
on
the
line,
but
I
believe
we've
got
a
couple
different
projects
going
on
mount
hope
cemetery,
so
I
don't
want
to
misspeak
here.
I'd
rather
refer
to
one
of
them
to
chime.
In
on
that.
For
me,.
C
This
is
justin
peterson.
I
that
mount
hope
project
was
for
the
2020
parks
improvement
project.
The
improvements
that
keith
was
referring
to
as
part
of
this
project
was
a
different
term.
D
D
A
C
B
C
C
B
C
A
E
Sorry
there
and
I'm
unmuted,
I
believe
I've
shared
my
screen
if
you
can
see
that
for
references
to
the
development
that
we're
referring
to
here
this
evening,
willow,
creek
village.
Fourth
edition
includes
land
in
this
yellow,
highlighted
area.
E
This
red
line
indicates
the
two
streets
that
we
are
issuing
a
certificate
of
completion
for
that's
before
the
council
for
action
tonight
and
staff
has
gone
out
and
done
the
review
of
the
improvements
for
this
phase
of
this
subdivision
and
have
found
that
all
the
improvements
that
were
shown
on
the
approved
plans
and
included
in
the
development
agreement
are
in
fact
completed
and
is
why
staff
is
now
recommending
a
certificate
of
completion
which
will
trigger
the
one-year
warranty
period
and
then,
at
the
end
of
that
one-year
warranty
period,
we
will
issue
bring
forward
to
council
a
resolution
of
acceptance.
E
I
will
note
on
this
particular
certificate
of
completion.
If
you
can
see
my
cursor
here,
there
was
one
ada
ramp
for
sidewalks
that
we
found
it
was
not
included
on
the
original
plans,
but
it
is
apparent
that
it
is
needed
to
convey
pedestrian
traffic
across
this.
E
This
curve
or
corner
of
2nd
avenue
and
22nd
street,
and
so
what
staff
and
I
are
proposing
to
do
is
simply
add
that
one
remaining
sidewalk
curb
ramp
to
the
punch
list
of
items
that
the
developer
would
have
to
have
complete
before
the
one-year
warranty
is
up
and
before
we
would
issue
a
resolution
of
acceptance
and
again
the
reason
we're
proposing.
E
That
is
because
that
one
ramp
was
not
shown
on
the
original
approved
plans,
but
it
is
apparent
that
it's
needed
and
we
found
that
through
our
inspection
of
the
the
finished
improvements,
any
questions
on
that
marcy's
on
the
line
with
us
tonight.
She's
helped
pick
up
the
ball
on
a
lot
of
these
development
projects
is
doing
a
great
job
on
the
inspection
and
reviews
and
checking
them
off
against
the
development
agreements.
So
her
eye
can
certainly
help
answer
any
questions.
E
Marcy,
could
you
speak
to
that?
Have
you
specifically
explained
the
need
for
that
additional
ramp
to
the.
F
Okay,
sorry
so
I
have
talked
to
justin
wells
with
imeg
clark
and
he
is
letting
shane
waterman
know
he's
the
engineer
that
signed
off
from
clark
on
the
certificate.
So
I've
been
in
contact
with
them
on
the
ramp
missing
and
it's
going
to
be
added
to
the
punch
list.
A
D
Just
a
comment
I
want
to
commend
heath,
you
and
your
staff.
I
really
like
the
way
that
these
are
being
brought
forward
to
us.
So
we
know
where,
where
things
stand
on,
projects
is
and
then
obviously
trickles
back
down
to
the
developers.
So
they
know
where
they
stand.
So
I
really
like
the
process
that's
been
put
in
place
recently.
C
B
C
A
E
Yes,
I
will
thank
you
mayor.
This
is
a
pretty
straightforward
item.
We
just
received
this
on
short
notice,
but
there
was
a,
I
believe
december
10th
turnaround
time
on
our
end,
so
we
went
ahead
and
got
it
on
the
agenda
for
tonight.
What
this
is
is
codington
county
is
looking
to
update
their
pre-disaster
mitigation
plan,
they're
required
to
do
so
every
five
years
and
every
city
or
town
that
wishes
to
be
eligible
for
federal
mitigation.
Grant
funds
must
agree
to
participate
in
this
planning
process
and
then
ultimately
adopt
the
revised
plan
through
official
resolution.
E
E
The
other
thing
I
know
too,
I
believe,
is
in
the
council
right
up
is
that
the
county
was
responsible
to
get
all
the
municipality
signatures
for
participation
before
they
could
receive
the
grant
funding
for
the
pre-disaster
mitigation
plan
update.
So
this
would
be
our
step
and
contribution
of
the
process.
There
is
no
monetary
commitment
from
the
city
for
this
work.
That's
just
signing
on
to
state
that
we
will
participate.
E
The
let
me
read
my
notes
here
because
it
goes
through
2022
it.
It
does.
E
Connington
county's
plan
will
expire
in
april
of
23,
so
the
current
plan.
They
must
this
my
first
time
participating
in
this
process
here
in
in
south
dakota
and
for
codington
county,
so
they
must
get
this
process
rolling
plenty
early
and
plenty
far
in
advance.
E
Obviously,
if
the
current
plan
will
expire
in
23,
you
know,
but
they
anticipate
kicking
that
off.
I
believe
from
the
documents
we
received
in
the
fall
of
2021
is
what
the
letter
states.
A
A
C
C
B
C
C
C
A
A
All
right,
seeing
none
is
there
any
new
business,
not
seeing
any
all
right.
Then.
The
next
item
on
the
agenda
is
executive
session.
Pursuant
to
sdcl
1-25-2,
we
will
have
an
executive
session
in
order
to
discuss
and
consult
with
legal
counsel
on
contractual
matters,
pending
litigation
and
personnel
matters,
and
we
do
not
expect
to
take
action
upon
coming
out.
So
I'll
need
a
motion
motion
by
vilhauer
in
a
second
by
lollum
any
discussion,
all
those
in
favor
signify
by
saying
aye.
