Description
Board of Adjustment Meeting 6-24-2021
A
All
right
I'd
like
to
call
to
order
the
june
24th
2021
board
of
a
adjustment
meeting.
Can
I
get
a
roll
call?
Please.
C
B
C
B
And
hanson
sp,
spire
and
dargis
johnson
are
absent.
We
have
a
quorum.
A
All
right,
thank
you.
Third
item
on
the
agenda
is
the
approval
of
the
minutes
from
the
june
10th
2021
meeting.
Could
I
get
a
motion,
a
second
for
approval.
A
C
A
A
C
B
C
B
C
B
C
A
Motion
is
approved.
Fourth
item
on
the
agenda
is
our
regular
agenda.
4A
is
board
consideration
of
a
conditional
use
request
to
establish
a
residential
apartment,
I'm
in
the
c1
district
brandy.
Would
you
take
that
over
please.
B
Yes,
you
bet
thank
you
jeff,
so
this
is
for
the
property
at
12,
south
broadway,
in
downtown
watertown
here,
and
the
owners
are
adam
and
chris
bernier-
and
this
was
the
former
sassy's
bar
and
what
they're
planning
on
doing
so.
Their
the
bar
and
tavern
was
on
the
the
entire
main
floor,
and
then
there
was
an
apartment
that
was
constructed
in
2011,
and
so
the
new
owners
are
planning
on
having
the
front
so
that
faces
broadway
the
front.
B
A
D
As
staff
and
the
fire
marshal
looked
at
this
and
everything's
okay
with
him,
yep.
A
A
Did
you
get
any
anything
back
from
any
of
the
adjacent
landowners.
E
We
actually
had
one
phone
call,
but
there
was
no
opposition.
It
was
more
of
talking
about
the
city
parking
lot
next
door,
so
but
no
opposition
to
this.
F
This
is
adam
bernier's,
on
the
line
here
as
well.
I
was
listening
in
and
I
just
wanted
to
clarify
something
that
brandi
had
said.
It
was
it's
it's
opposite
of
what
she
said.
As
far
as
the
amount
that's
going
to
be
designated
for
the
business,
it's
the
front,
one-third
of
the
building
that
would
be
commercial
and
the
back
approximately
the
back
two-thirds
would
be
the
residential
unit.
G
E
A
Blake
all
right,
so
I
do
have
a.
I
have
a
motion
from
blake
and
the
second
from
bonnie
and
a
second
from
bonnie.
Is
there
any
further
discussion
from
any
board
members.
B
No
because
this
is
specifically
the
conditional
use
for
a
residential
unit
in
the
on
the
main
floor
of
the
rear
in
the
rear
of
the
building.
So
if
they
did
come
back
and
they
decided
to
get
a
permit
for
an
audition
or
the
remodel
for
an
apartment
in
the
front,
they
wouldn't
be
able
to
and
or
yeah
it's
not
even
a
conditional
use.
So
because
we
want
to
make
sure
that
we're
upholding
the
integrity
of
downtown
and
and
making
that
for
commercial
spaces.
B
C
G
B
G
B
No
because
the
use
he
would
need
the
property
would
need
a
primary
use
and
so
he's
planning
on
doing
office
and
retail.
That
particular
structure,
I
believe,
that's
a
conditional
use
to
be
storage
units
of
some
sort,
so
it
really
that
was
nice,
though,
because
then
it
gives
it.
It
gives
that
facade
where
it's
not
just
a
storage
unit
garage
situation
just
for
aesthetics.
I.
C
Do
believe
that
was
part
of
the
condition
when
that
went
through
that
that
it
had
to
have
a
facade,
something
like
that.
B
G
H
Nice
yeah
well
overall,
sounds
really
neat
and
thank
you,
mr
and
mrs
bernier,
for
your
investment
in
our
downtown
yeah.
F
A
Thank
you
all
right.
Well,
we
have
a
motion
and
a
second
is
there
any
other
discussion
from
the
board
hearing?
None.
Let's
do
a
roll
call
vote.
B
C
C
C
A
B
Yes,
thank
you
jeff,
so
this
is
at
the
address
of
1129
third
avenue,
northeast
and
1125
third
avenue
northeast.
This
is
the
applicant
here.
Applicant
and
owner
is
lake
area.
Technical
college
latc
as
I'll
refer
to
it,
are
looking
to
expand
the
existing
parking
lot
that
did
acquire
the
conditional
use
when
that
came
forward
as
a
parking
lot
is
a
conditional
use
in
the
r2
single-family
attached
residential
district
kind
of
side.
Note
there
this
this
would
be
nice,
these
types
of
uses.
B
If,
if
someday,
we
were
able
to
incorporate
them
in
a
campus
district,
so
they
are
just
kind
of
making
it
work
with
what
we
have
in
our
ordinance
today,
and
so
that
is
why
they're
before
you
today,
as
the
parking
lot
is
being
requested,
they
are
looking
to
add
about
100
more
spaces.
They
will
plan
on
expanding
it
throughout
the
entire
area.
B
These
two
existing
structures
have
been
demoed
with
the
required
permits
that
was
last
fall,
and
then
we
will
work
with
the
applicant
on
receiving
the
site
plan
information
and
give
that
a
review
to
make
sure
drainage
requirements
are
being
met
and
then
also
the
fencing
screening.
That's
a
requirement,
an
ordinance
landscaping.
B
Yep
there
there
is
a
requirement
for
15
feet
on
the
back
side
of
the
boulevard
and
then
well
or
the
back
side
of
the
sidewalk
actually,
and
then
they
are
planning
and
because
it's
not
very
convenient
right
now
or
conducive
for
the
students.
They
are
planning
to
expand
this
five-foot
sidewalk
all
the
way
across
here,
and
they
want
to
implement
trees
and
and
make
this
connection
to
their
multi
district,
which
will
be
really
nice
and
then,
but
they
will
meet
they'll
they're
planning
on
meeting
ordinance
requirements.
B
Yep
one
tree
per
50
foot
of
frontage.
B
That,
okay
yeah,
no,
I
I
did
not
elaborate
there,
so
thank
you.
They
they
will.
C
Will
there
be
additional
sidewalks
to
the
north
along
those
residential
properties?
I
believe
one
of
them
does
have
a
an
in-lot
connected
sidewalk.
B
C
Yeah,
this
is
shane
from
lake
area
tech.
We
I've
actually
spoken
to
the
the
owners
to
the
properties
to
the
north.
We've
talked
about
leaving
sections
of
the
fence
out
for
access,
because
a
lot
of
the
students
our
students
are
living
in
those
apartments
to
the
north,
so
access
for
them
will
be
much
easier
than
it
is
now.
H
H
A
H
C
C
A
Yes,
motion
carries
moving
on
on
the
agenda,
is
item
five
open
public
comment:
did
the
staff
receive
any.
B
A
C
B
D
My
recommendation
blake
would
be
that
we,
we
could
have
a
standalone
district,
but
then
you
just
have
to
be
very
inclusive
in
the
uses
that
you're
putting
in
that
district
and
if
you
use
it
as
an
overlay,
you've
got
the
underlying
districts
already
in
place.
It's
just
it's
a
lot
cleaner
approach
in
my
opinion,
but.
D
B
E
A
A
D
And,
at
the
same
time,
too,
depending
on
how
you
apply
that
canvas
district
to
what
types
of
campuses,
whether
they
be
medical,
educational,
governmental
and
those
types
of
things,
you
might
have
all-inclusive
more
flexibility
with
an
overlay.
E
Yeah,
I
definitely
agree
with
that,
for
you
know
the
growth
and
then
also
looking
at
it
as
a
campus,
and
you
know,
institutional
type
uses
as
well
so
great
ideas
and
for
the.
B
H
A
E
Actually,
we
do
have
some
new
business
we'd
like
to
introduce
amanda
mack.
She
just
joined
us
here
and
now
we
just
wanted
to
introduce
her.
I
believe
her
first
day
was
monday,
so
it's
our
first
week
and
we
wanted
to
extend
a
warm
welcome
to
her.
E
B
A
Well,
welcome
and
thank
you
for
joining
us.
So
do
we
have
any
other
new
business.
G
I
I
drove
by
these
lots
just
yesterday.
I
guess
and
I'm
glad
to
hear
that
you're
getting
better
signs,
because
I
saw
one
green
sign
that
was
not
erect
any
longer.
It
was
laying
down
in
the
in
the
dirt
so
and
also
there
was
only
one
sign
for
two
addresses
and
I
wasn't
sure,
did
you
put
two
signs
out
or
just
one
sign.
B
It
was
you
know
brent,
our
code
enforcement
officer
does
place
those
and
he
is
he's
diligent
about
it,
but
it's
actually
per
parcel.
It's
not
really
per
address.
It's
just
that
yeah,
so
that
was
sufficient
in
meeting
ordinance,
but
yeah
those
those
signs
have
kind
of
had
a
rough
time.
So
we
are,
we
are
looking
to
make
them
more
professional.
We're
re-engineering.
G
B
E
Will
they
be
in
or
ready?
You
know,
I
don't
have
an
estimated
time
frame
for
it,
but
I
would
guess
it
wouldn't
take
more
than
a
few
weeks
to
a
month
to
get
those
printed
up
so
hopefully
very
soon.
That'd
be
great.
A
Yeah,
thank
you.
Do
we
have
any
other
old
business
hearing?
None
we'll
move
on
to
motion
to
adjourn
gonna
get
a
motion
in
a
second,
so
moved.
