Description
City Council Meeting 02-01-2021
A
A
We
have
a
little
bit
of
feedback.
Is
that
good,
all
right,
we'll
start
with
a
prayer
from
pastor,
hank,
rosso
midwest
bible
camp?
Please
rise.
B
Please
join
me
in
prayer,
our
god
in
heaven.
We
thank
you
for
this
opportunity
to
gather
together
as
we
come
together.
Oh
god,
we
recognize
that
we're
so
blessed
by
you
in
this
covet
environment
as
we
endure
it.
We're
so
thankful
that
you've
blessed
us
with
a
community.
That's
patient
and
understanding
and
cooperative
we're
so
thankful
that
you've
provided
leadership.
B
Lord
nobody's
ever
dealt
with
anything
like
this
before
and
so
we're
thankful
that
every
effort
that's
being
made
is
done
with
compassion
and
and
a
desire
for
a
better
world
to
come.
I
thank
you,
lord
god,
for
those
on
the
front
lines,
our
medical
personnel
and
the
hospitals
and
clinics
and
various
areas
lord,
and
we
thank
you
for
protecting
them,
as
they
willingly
go
at
above,
and
up
go
above
and
beyond
to
help
us.
We
thank
lord
also
of
our
first
responders
with
the
firefighters
and
the
police,
the
paramedics,
oh
god.
B
Where
would
we
we
be
without
them,
because
we
each
one
know
that
a
tragedy
is
often
just
a
phone
call
away?
I'm
so
glad
we
have
services
like
that.
We're
thankful
for
our
streets,
we're
thankful
for
the
lights.
We're
thankful
for
so
many
things
we
take
for
granted,
for
I
thank
you
for
these
people
here
and
their
gifts,
their
compassion
for
the
community
and
lord.
I
thank
you
that
you
would
bring
them
together.
Lord,
as
we
have
this
common
vision,
is
that
our
love
for
our
community?
We
want
to
make
it
a
better
place.
A
A
C
A
Anyone
post
signify
by
saying,
nay
motion
carries
item.
Six
is
the
public
comment
period
and
this
is
the
time
set
aside
for
anyone
to
who
would
like
you
to
make
a
public
comment.
You
can
step
forward
and
do
so
or
if
you're
online,
please
simply
say,
request
permission
to
speak,
followed
by
your
name.
A
D
Hi,
my
name
is
danielle
elizabeth
lewis,
I'm
a
local
resident.
I've
lived
here,
my
entire
life.
I
just
want
to
give
you
a
stroll
down
memory
lane
real
quick,
so
you
can
get
an
understanding
of
where
I'm
coming
from.
D
Four
years
ago
I
enrolled
in
school
at
lake
area
technical
institute
or
formerly
known
as
the
lake
area
technical
institute,
and
it
had
been
20
years
since
I
had
been
in
college
now,
I'm
fulfilling
a
dream
of
mine
in
the
human
services
department.
I've
been
advocating
for
people
for
my
whole
life,
I'm
I'm
a
domestic
abuse
survivor.
D
D
They
don't
recognize
my
last
name.
They
don't
realize
I'm
not
some
ignoramus
coming
off
the
street,
I'm
a
very
intelligent
woman.
The
pictures
that
are
in
there
right
now,
that's
my
school.
Every
single
first
instructor
at
that
school
has
had
a
part
of
my
life.
My
father,
mr
aaron
t
lewis,
was
your
drafting
instructor.
D
D
So
no
one
can
tell
me
that
watertown
isn't
me
jan
and
ray
wormers
part
of
my
life,
jim
and
bonnie
morgan's
part
of
my
life
jill
arbogast.
I
remember
her
with
my
sister.
Everybody
knows
who
my
sisters
are
debbie
and
darcy
lewis
they're
cheerleaders
they're
popular
their
school
was
not
the
school
I
went
to.
I
was
harassed
by
my
instructors
consistently.
D
D
D
We
were
shocked
when
you
start
using
hate
in
a
educational
institution.
You
are
violating
the
huge
higher
education
opportunity
act,
the
civil
rights
act,
the
human
rights
act
and
there's
a
couple
more
now
in
this
process
two
years
ago,
while
I'm
doing
that,
I
found
out
my
mother-in-law
had
passed
away.
So
the
the
he's
not
that
old,
my
uncle
was
kind
of
lost.
D
I'm
married
to
his
his
nephew
brian
crawford
after
florinda
died,
his
sister
more
people
in
our
little
group,
our
community
started
dying
and
that's
when
I
started
getting
involved
more
with
rodney
to
make
sure
he
was
safe
to
make
sure
he
was
eating
and
convincing
him
not
convincing
him.
That's
the
wrong
word
to
use
just
talking
with
him
about
the
benefits
of
sober
for
one
day
just
one
day.
That's
all
I'm
asking
two
hours:
I
don't
care
just
just
give
it
a
whirl
and
he
kept
drinking
cops,
are
still
harassing
him
in
the
park.
D
All
this
time
he's
working
for
mike
cole,
the
englishman,
you
know
the
guy
that
owns
all
these
buildings
down
here
downtown
and
I'm
thinking
in
my
mind
this
guy's
his
friend
and
he's
taking
care
of
him.
Well.
All
this
stuff
is
going
on
because
I
didn't
have
a
place
for
him
at
the
moment,
but
I
told
him
I'll
help
you
get
housing.
D
I
will
go
and
get
these
applications
I'll
help
pay
the
application
fees.
We
will
get
you
help
we'll
get
you
safe.
First
of
all,
that's
the
only
way
anyone's
ever
going
to
sober
up
from
anything
is
to
have
a
safe,
comfortable
place.
To
begin
from,
you
can't
just
stick
them
someplace
and
say
here
you
go!
No,
you
have
to
be
safe
and
know
you're
going
to
be
safe
when
you're
getting
back
out
of
your
treatment
center.
D
D
D
D
D
D
So
in
that
process
I
find
that
all
out.
So
now
it's
an
emergency
and
I
got
to
get
them
out
of
there.
I
get
a
gofundme
going
on
facebook.
My
friends
donated,
I
didn't
go.
I
could
have
gone
down
to
make
peace
to
talk
to
jill.
I
could
have
gone
to
foley's.
I
went
to
school
at
those
that
whole
family
too.
D
D
D
D
He
should
not
even
be
functioning,
but
yet
here
he
is
so
they
get
him
there,
and
I
start
talking
to
dr
singh
the
same
man
I
normally
have
hair
cleared
on
here.
That
man
told
me
when
I
went
to
the
emergency
room
when
he
found
out.
I
got
ihs
indian
health
services
to
leave
and
not
come
back,
we're
not
going
to
serve
you.
D
D
D
D
D
Oh,
we
can
kick
you
out
of
the
hotels
at
the
guest
house.
Why
that
place
is
still
open,
I've
reported
it
other
people
have
reported.
I
have
no
idea,
that's
where
the
drugs
are.
That's
where
the
people
on
fixed
incomes
are
paying
six
hundred
dollars
a
month
for
a
room
with
no
phone,
no
fire
extinguishers,
black
mold
on
the
inside
of
the
walls
and
the
walls
are
buckling,
but
no
one
will
do
anything
about
it,
but
this
girl's
living
there
and
she's
locked
out.
So
we
have
to
hustle
and
find
her
a
place.
D
So,
thank
god.
I
have
friends
that
own
businesses
and
know
who
I
am
and
know
I'm
trustworthy
and
what
I
mean
as
what
I
mean
and
they
loaned
me
money.
I
used
my
stimulus
checks
to
pay
back
my
loans,
so
I
can
help
another
person
because
I
believe
they're
worth
it,
no
matter
how
horrible
they're
looking
or
how
drug-out
it
is.
There's
still
that
little
piece
of
a
person
in
there.
A
D
D
D
B
A
B
D
A
A
E
I'm
gonna
recuse
myself
from
items
a
b,
c
and
d.
Thank
you.
A
B
A
And
you
want
to
post
signify
by
saying,
nay,
motion
carries
okay
item
a
is
application
for
a
transfer
of
ownership,
of
a
retail
on
off
sale,
malt
beverage
and
south
dakota
farm
wine
license
and
video
lottery
license
from
four
holdings:
llc
doing
business
as
river
card
casino,
7,
8th
street
southwest
to
rodney
and
shirley
parent,
doing
business
as
river
card
casino
at
the
same
location,
a
motion
by
lollum
and
a
second
by
holine
and
I'd.
Ask
the
finance
officer,
kristen
bobsien,
to
give
us
any
insight
on
this
one.
Please.
B
Okay,
thank
you
mayor.
This
application
is
for
the
transfer,
the
ownership
and
location.
It's
a
straightforward
transfer,
really
not
much
to
add
to
this
one.
A
Okay,
thank
you
I'll,
go
ahead
and
open
the
public
hearing
at
this
time.
If
there's
anyone
here
that
wants
to
speak
about
this
item,
please
state
your
name
for
the
record.
If
you're
online
just
say
permission
to
speak,
see
knowing
I'll
close
the
public
hearing
and
look
for
some
discussion,
any
discussion
counsel
see
none
will
look
for
action.
All
those
in
favor
signify
by
saying
aye.
G
A
B
You
mir
there
is
a
little
bit
of
a
difference
with
items
b,
c
and
d
if
you'll
notice,
it's
actually
the
same
owner
for
all
three
of
these,
this
was
foxy's
old
location.
B
So
what
happened
with
this
is
that
this
owner
wanted
to
carry
multiple
video
lottery
and
with
that
there
can
only
be
one
video
lottery
license
per
location.
So
the
applicant
worked
with
the
finance
office.
They
also
worked
with
building
services.
I
know
the
attorney
matt
roby
helped
with
this
as
well,
and
we
did
contact
the
state,
so
it
was
determined
that
what
we
needed
to
do
to
set
this
up
was
to
on
the
property,
essentially
create
three
different
suites,
so
b
c
and
d.
B
All
do
that,
so
then
they
will
be
able
to
hold.
Essentially
each
license
is
up
to
10
video
lottery
machines.
So
if
there's
any
questions,
I
can
try
to
answer
them.
Okay,.
A
A
E
A
All
those
opposed
signify
was
say,
nay,
motion
carries
item
c,
is
application
for
a
transfer
of
location
of
a
retail
on
off
sale,
malt
beverage
and
south
dakota
farm
wine
and
video
lottery
license
from
commonwealth
gaming
and
holdings
inc,
doing
business
as
deuces
casino,
12.5,
137
5th
street
northeast
to
commonwealth
gaming
and
holdings
inc,
doing
business
as
deuces
casino,
12.5,
137
5th
street
northeast
suite
101.,
sir
motion
by
holleen
and
second
by
lalum
and
kristen.
Anything
you
want
to
add
nothing
to
add.
A
A
A
I
have
a
motion
by
helene
and
a
second
by
vilhauer
and
kristen.
Did
you
want
to
add
anything
on
this
one?
Nothing
on
this
one,
either
mayor?
Okay,
thank
you.
I
will
open
the
public
hearing
at
this
time
if
there's
anyone
that
wants
to
speak
about
this
item,
please
come
forward
if
you
wish
state
your
name
for
the
record.
B
A
E
B
A
A
Okay,
that,
I
think
he's
a
little
nervous
about
that.
So,
mr
scott,
if
you
want
us
to
postpone
you,
let
the
council
know
if
you
want
to
move
forward
with
the
action
you.
Let
us
know
how
you'd
like
to
proceed.
H
G
Well,
I
mean
it's
ultimately
up
to
the
council.
I
was
just
gonna.
I
was
just
gonna
say
that
the
action
that
you
you
may
take
would
be
to
postpone,
but
the
action
is
before
you
to
take.
You
can
take
into
account
the
comments
you've
heard
from
both
parties
here
and
take
action
accordingly.
B
B
H
We
don't
need
to
get
into
a
discussion
between
their
business
dealings
on
that
aspect
if
the
current
owner
doesn't
want
to,
I
mean
whoever
made
the
motion
can
make
that
motion
to
postpone
until
the
next
meeting
right.
B
A
A
J
Absolutely
thank
you
mayor.
I
have
my
gis
map
pulled
up
here,
just
for
location
reference
on
the
property
that
is
in
question
here
this
evening,
straightforward,
a
fairly
straightforward
annexation
and
zoning
application.
J
J
Tonight,
for
both
annexation
and
zoning,
I
have
a
another
map
here
in
relation
to
the
current
zoning
district
that
that's
adjacent
to
this
land.
First,
action
item
being
annexation:
it's
approximately
40
acres
proposed
to
be
annexed
and
then
would
be
subsequently
platted
before
any
building
permits
could
be
issued
and
would
help
clean
up
some
work.
A
K
K
K
The
residents
excuse
me
along
that
south
east
portion
of
the
property
there
was
their
way
prior
to
either
the
rail
spur
or
the
city
future
planning.
You
know
hey
future
plans.
This
could
possibly
be
i2
heavy
industrial.
If
need
be,
you
know
if
somebody
would
want
it
and
in
the
ordinances
it
says
that
if
that
the
city
has
to
be,
you
know
cordial
with
the
neighbors.
You
know
as
far
as
noise
and
whatnot-
and
I
guess
I
was
coming
here
to
see
if
there's
anything
that
we
can
do
about
the
noise.
K
K
A
A
Counsel,
are
there
questions
or
comments
to
be
made?
Councilman
hoyer.
F
A
Okay,
the
what
I
think
what
he
said
is
true
and
I'll.
Ask
mr
von
nai
to
verify
that
there
there
wasn't
a
conditional
use
permit
ever
issued
for
anything
on
the
site.
Is
that
true.
J
B
Yes,
thank
you,
heath
and
good
evening,
members
of
the
council
and
mayor.
Yes,
that
is
correct.
We
do
not
have
conditional
uses
on
the
property,
so
the
board
of
adjustment
does
have
scheduled
on
their
agenda
for
february
4th.
So
just
in
a
few
days
and
they'll
be
looking
at
three
different
conditional
uses,
the
first
one
being
trained
loading
and
unloading,
fertilizer
manufacturing
and
salvage
for
wind
turbine,
blades
and
storage.
So
so
there's
going
to
be
three
different
conditional
uses.
B
Two
of
them
are
already
on
the
property,
the
train,
loading
and
unloading
and
the
fertilizer
manufacturing.
However,
the
board
still
can
review
these,
as
well
as
the
salvage
storage
for
those
wind
turbine
blades.
There
also
was
a
community
meeting
that
was
conducted
by
urban
planner
brandy,
hanton,
and
she
spoke
with
the
neighbors
and
kind
of
tried
to
brainstorm
some
solutions
that
can
be
presented
to
the
board
of
adjustment
as
their.
B
There
is
the
opportunity
to
place
some
conditions
at
the
conditional
use
stage.
A
Okay,
very
good,
thank
you
for
that,
so
any
use
in
an
i2
zone
should
have
a
public
hearing
and
a
conditional
use
permit
issued
and
what
happened
here
was
building
permits
were
issued,
but
they
were
not
given
public
hearings
and
there
was
no
conditional
use
permit
granted.
So
that's
what
we're
doing
kind
of
retroactively
for
the
existing
facility.
That's
there
and
then
forward
for
the
proposed
use
on
the
land.
That's
currently
outside
the
city
limits,
councilman
lawlin.
H
J
Correct
on
the
fourth
meeting
here
this
this
thursday
evening,
there
will
be
public
hearings
for
those
conditional
uses,
and
the
residents
adjacent
to
this
property
can
certainly
show
up
that
the
property
has
been
posted
and
the
proper
notices
have
been
put
out
for
these
conditional
uses,
and
I
would
just
add
for
context
for
the
council's
information.
I
believe
it
was
the
unloading
of
the
the
recent
unloading
of
the
wind
turbine
blades.
J
That
kind
of
started
this
discussion
and
where
staff
and
neighbors
came
to
the
realization
that
there
were
a
lot
of
a
few
loose
ends.
Here.
We
needed
to
tie
up,
including
this
annexation
and
zoning
so
again
before
the
council.
Tonight
is
just
that
the
annexation
and
zoning
and
then
we'll
carry
forward
with
the
boa
on
thursday,
and
they
will
consider
the
conditional
uses
with
all
the
appropriate
public
hearings
for
those
each
of
those
three
conditional
uses
that
are
being
applied
for.
H
Hello,
what
are
the
options
for
either
party
depending
on
what
they,
what
the
voa
determines?
So
if
they
grant
the
conditional
uses
does
do
the
homeowners
have
any
options,
or
vice
versa,.
J
That's
a
good
question.
I'd
maybe
refer
to
our
legal
advisor.
For
that
I
can't
say
that
if
conditional
use
is
granted,
the
board
can
put
stipulations
on
it,
such
as
screening
or
things
that
would
maybe
help
minimize
some
of
the
concerns
of
the
residents,
whether
it
be
through
fencing
or
vegetative
barriers
or
things
of
that
nature.
That
can
help
with
the
sound
and
act
as
a
buffer
from
those
uses.
G
Yeah,
whereas
with
any
decision,
variance
or
conditional
use
of
the
board
of
adjustment
that
can
be
appealed
to
a
certain
court.
A
I
Thank
you
mayor
since
I
was
the
one
who
made
the
motion
correct.
I
just
want
to
make
clear,
because
I
get
nervous
when
there's
questions
that
arise
in
this
case.
It
seems
to
me,
though,
that
the
course
might
be
to
proceed
with
the
annexation,
so
that
then
we
at
least
have
power
over
it
at
the
board
of
adjustment.
Would
you
concur
with
that
or
no.
J
Yeah,
you
know
as
far
as
operationally
from
administrative
standpoint.
Yes,
it
makes
perfect
sense
to
annex
and
zone
this
portion
of
property
similar
to
what
the
adjacent
property
the
north
is
and
then
follow
through
with
those
procedures
for
approval
of
the
conditional
uses
through
the
boa,
through
the
board
of
adjustment.
I
A
You
you're
welcome
I'm
glad
to
hear
that
there
was
a
neighborhood
meeting.
That's
very
nice,
councilman
hoyer.
F
A
F
A
All
right,
thank
you.
Everyone
I'll
look
for
action,
all
those
in
favor
signify
by
saying
aye
hi,
and
you
want
to
post
signify
by
saying,
nay,
motion
carries,
and
the
second
part
of
this
is
the
second
reading
of
ordinance
number
21-02,
establishing
the
zoning
designation
of
i2,
heavy
industrial
district
promotion
by
lollum
and
a
second
by
holding
and
heath
anything
you
want
to
add.
J
J
Yes,
you
are
correct
mayor
and
in
our
summary
here,
when
the
northern
170
acres
was
annexed
and
zoned,
I
was
approved
in
2011.
J
The
property
was
required
to
be
platted
within
three
years
and
prior
to
building
permit
issuance
as
a
condition
of
the
annexation
and
zoning
approval
that
the
plat,
the
watertown
crop
nutrients
llc
edition
was
recorded
in
2013,
but
the
south
40
acres
was
not
annexed
and
I
believe
it
said
somewhere
in
the
summer
here
that
that
was
a
requirement
that
that
would
also
be
annexed
and
zoned
stacey.
Could
you
also
help
confirm
that.
B
Yes,
that
is
my
understanding
as
well.
We
were
looking
to
have
that
southern
piece
annexed
and
zone
planted
and
that
didn't
didn't
happen.
A
K
My
name
is
evan
brandley
and
in
the
notes
here
it
does
say
three
years,
but
from
the
clerk
of
courts
from
the
county.
In
here
it
says
two
years
of
effective
date
of
resolution
11-02,
and
this
was
signed
21
march
of
2011..
K
Annexed
implanted-
and
in
here
it
says
so
it
be
further
result
that
the
resolution
shall
be
deemed
to
have
no
force
or
effect
and
shall
be
deemed
rescinded
and
no
further
action
taken
by
government
body.
If,
for
any
reason,
planning
upset
property
has
not
been
recorded
at
the
register
of
deeds
within
two
years
of
the
effective
date
of
resolution,
11-02.
A
K
It
shouldn't
be
annexed
or
i2
heavy
industrial
at
this
point
in
time,
because
of
it
was
not
plotted.
A
A
C
I
I
hope
the
board
of
adjustment
can
can
help
out
here
when
they
discuss
this
again,
to
give
some
relief
to
the
landowners
out
there.
I've
got
a
question
I
mean.
I
know
the
comprehensive
land
use
plan
recommended
this
as
a
you
know:
the
annexation
zoning,
as
I
too
do
do.
We
have
other
examples
of
I
mean
the
residents.
That's
still
in
the
county.
Correct.
Do
we
have
other
examples
of
i2
next
to
a
residential?
You
know,
zoning
within
the
city.
I
realize
it's
a
county,
I'm
not
sure.
C
A
Really,
when
you
give
that
zoning
designation
of
i2,
that's
where
we
put
the
loud
stinky
dirty
uses
that
are
offensive
in
any
way
to
any
of
this,
you
know,
for
any
reason,
that's
where
it
belongs,
is
in
an
i2
zone
and
to
put
that
right
next
to
single-family.
Homes
is
a
very
serious
thing
to
do,
and
hopefully
that
the
property
owners
will
be
taken
into
consideration
adequately.
H
K
H
A
Don't
I'm
just?
I
don't
think
that
that
what
they're
the
building
permit
would
have
had
a
very
explicit
location
for
whatever's
built
out
there.
The
activity
that
they're
doing
doesn't
require
a
a
building
permit
per
se.
So,
but
it
does
require
conditional
use
and
that's
where
they
didn't
get
a
conditional
use.
They
didn't
need
a
building
permit,
so
they
just
started
doing
their
business
and
it
didn't
come
to
the
city's
attention
that
that
was
happening
until
the
property
owners
adjacent
complained,
because
we
don't
know
if
nobody
tells
us.
A
A
A
But
it
would
require
grading
permit
and
it's
not
a
structure
per
se
ever
correct
me
if
I'm
wrong,
but.
J
Yeah,
no,
it's
a
unique
one.
Obviously
we
don't
issue
a
lot
of
permits
for
so
I
could
see
at
a
minimum
a
grading
permit
being
appropriate
for
something
like
that,
but
there's
no
vertical
construction
to
or
even
foundations
or
peers,
or
anything
like
that.
Going.
I
Thank
you
mayor.
I
understand
that
there's
some
logic
to
possibly
going
through
with
this,
but
at
this
point
I'm
reluctant
to
do
so.
I
understand
that
there
were
mistakes
made
and
I
don't
want
to
exacerbate
or
compound
those
mistakes
by
proceeding
at
this
point,
so
I
guess
I'm
curious
what
would
happen
if
we
voted
this
down
tonight
because
then
we'd
leave
the
property
in
question
kind
of
half
city,
half
county,
correct
or
yeah
it'd
still
be
annex
sorry,
but.
A
G
F
A
A
That's
a
question
for
the
attorney:
can
the
zoning
designation
be
changed
from
what
it
was
advertised
this
it's
a
lesser
zone?
Matt?
No,
can
I
no?
It
cannot.
Okay!
Thank
you.
Councilman
hoyer.
F
A
I
know
I'm
sorry
matt.
This
is
highly
unusual
and
I
think
that
we
thought
we
were
doing
things
correctly
back
when
and
it
was
you
know
a
couple
mayors
ago
when
this
was
going
through.
I
think
mayor
thorson
had
just
started,
but
this
whole
application
process
started
under
mayor
williams
of
different
people.
I
don't
know
what
happened
and
I
don't
know
how
what
good
it
does
to
try
to
figure
that
out
other
than
can
we
try
and
make
it
right
well,.
F
It's
the
question
of:
do
they
cease
railroad
operations
until
this
is
resolved
and
that
gets
it
moving
or
because
realistically,
it
feels
like
the
land
owners
have
grounds
for
recourse
to
it,
because
they
shouldn't
be
doing
it
technically,
and
so
it's
this
weird
gray
area
right
now,
just
because
we
haven't
seen.
A
F
F
I
guess
kind
of
the
legality
of
operations
right
now
without
actually
having
the
permitted
or
the
conditional
use
on
this.
I
guess
for
me
I
kind
of
sit
there
looking
to
the
land
owners
next
to
it
going.
You
shouldn't,
be
dealing
with
rail
cars
right
now,
because
they're
technically
not
supposed
to
be
in
operation,
but
you
know
if
there
was
reasonable
assumption
here
that
these
things
would
be
happening
because
we
knew
there
was
a
rail
road
kind
of
going
in
here
to
set
a
track.
G
C
I
feel
I
feel
to
the
landowners
have
to
have
some
recourse
out
there,
but
don't
we
as
a
city
I
mean,
aren't
we
helping
the
process
by
annexing
it
and
zoning
it
and
then
having
our
board
of
adjustment
weigh
in
to
place
conditions
on
it.
Then,
if
that
still
is
not
satisfactory,
I
mean
there's
still
the
the
option
of
taking
it
to
court.
As
far
as
you
know,
whatever,
whatever
options
they
make,
the
landlords
may
have
so.
C
F
J
A
F
Real
quick,
sorry
to
pull
you
up
here,
one
more
time:
evan
the
landowners
when
you
guys
spoke
in
your
meeting,
you're,
really
just
seeking
some
sound
barriers
and
some
proofing
just
to
address
the
view
and
then,
of
course,
the.
F
K
It's
I
mean
it's
there.
It's
going
to
continue
to
grow
and
become
more
of
a
rail
yard
and
more
noise.
So
it's
like
now
it's
like
if
we
can
get
those
barriers
built
or
whatnot.
You
know
when
the
conditional
use
is
talked
about
on
thursday.
That's
what
we're
looking
forward
to
I
mean.
Am
I
trying
to
stop
the
i2?
No,
I
wish
I
would
have
paid
more
attention
back
in
2011,
but
here
we
are.
B
A
Anyone
opposed
signify
by
saying,
nay,
motion
carries.
Thank
you.
Okay
item
f
is
the
second
reading
of
ordinance
21-0-1,
an
ordinance
repealing
section,
19.0108
and
amending
section
19.0132
of
the
revised
ordinances
of
the
city
of
watertown,
clarifying
the
permissibility
of
u-turns
promotion
by
foyer
and
a
second
by
whole
lean
and
matt.
Will
you
please
tell
us
about
this?
One.
G
Sure,
thank
you
mayor
this,
as
we
as
I
described
it
last
time.
Basically
what's
happened
here
is
the
police
department
actually
came
forward
identified
a
a
spot
in
our
ordinance
that
was
contradicting
itself,
and
so
what
we
did
was
propose
this
solution,
which
would
essentially
allow
for
u-turns
only
at
uncontrolled
intersections
so
intersections
without
a
stop
light
or
without
a
stop
sign
and
even
at
those
uncontrolled
intersections.
G
A
A
A
A
G
Yes,
I
can
do
that
so
as
we
discuss
at
the
last
meeting,
the
downtown
park
committee,
as
well
as
the
adjacent
developer,
are
just
kind
of
looking
for
some
direction:
firm
direction
from
the
city
as
to
what
our
intentions
are
with
the
senior
center
property
adjacent
to
the
feature,
location
of
the
park
and
adjacent
to
the
the
future
development
next
to
the
park.
G
G
A
Okay,
so
the
council
has
some
options
and
chris,
if
you
could
tell
us
a
little
bit
about
those.
L
Yeah,
you
bet
chris
shelkin
water,
televelma
company,
thanks
mayor
thanks
matt,
for
the
recap
there
so
tonight
just
want
to
essentially
we're
looking
for,
based
on
the
options
presented
at
the
last
meeting
is
at
least
move
forward
with
option
four,
so
jesse
and
his
team
can
finish
up
the
design
for
the
ruins
project
and
kind
of
start.
Moving
down
that
road.
There
were
other
options
listed
out
that
were
discussed.
L
Those
can
be
figured
out
at
a
later
time
if
the
ice
or
if
the
downtown
park
committee
and
the
council
chooses
to
do
so.
But
I
think
tonight
at
the
minimum,
would
just
need
some
commitment
to
item
four
in
that
last
proposal
that
was
sent
out
during
the
last
council
meeting
and
that
we
discussed
at
the
prior
council
meeting
so
with
that
jessie's
here
ellen
from
the
senior
center
is
here
as
well.
A
So,
just
to
be
clear
option
four
involves
the
city
giving
some
of
the
land
that
is
currently
owned
by
the
city
and
keep
has
the
senior
center
on
it.
The
some
of
that
land
would
be
given
in
exchange
for
some
services
provided
by
the
developer.
The
developer
would
encroach
onto
the
property
the
park's
going
to
be
on
part
of
the
property
correct
and
the
developers
adjacent
project
could
be
expanded
into
what's
now.
City
property.
L
Yeah
on
the
alley
and
different
things,
so
thanks
for
bringing
that
up
on
the
map
there,
so,
as
you
can
see,
there
is
some
incorporation
of
the
current
park.
That's
there
to
the
south
of
the
senior
center
kind
of
gets
incorporated
into
a
park
like
setting
as
well
on
watch
the
design
proposal.
What
it's
it's
heading
for
is
the
favored
one
which
is
up
on
the
screen
right
now,
and
this
shows
the
larger
development
with
the
space
which
have
been
option
one,
but
that
obviously
would
be
scaled
back.
L
If
it,
you
know
what
we're
asking
for
is
option
four
at
a
minimum
tonight,
just
so
that
we're
clear
moving
forward
on
that.
A
Okay
and
the
details
of
the
option
four
haven't
been
worked
out,
but
I
think
that
the
council
can
weigh
in
on
this
and
matt.
I
asked
matt
to
come
up
with
a
emotion
that
would
reflect
the
council's
desire,
so
he'll
be
at
your
service
if
you're
ready
to
make
a
motion,
but
do
we
want
to
invite
anybody
else
if
jesse?
If
you
want
to
speak
or
ellen.
L
A
L
All
the
council
members
should
have
that
invited
ellen
if
she
wants
to
provide
any
feedback.
If
there's
questions
for
you
know
their
excitement
for
the
new
senior
center,
yes
and
things
like
that,
so
definitely
would
turn
the
mic
over
to
ellen.
If
she
wants
to
say
a
few
words,
if
you
guys
have
questions.
C
A
Okay,
but
obviously
not
until
the
seniors
have
a
new
place,
we
aren't
booting
you
and
the
the
the
city
is
excited
about
the
possibility
that
this
presents
and
the
other
project
is
amazing.
That
is
proposed
to
have
the
the
senior
center
in
it.
But
we
want
to
make
sure
that
the
seniors
have
a
secure
lease
similar
to
the
lease
that
the
city
has
before.
A
We
cancel
our
lease
with
the
seniors,
because
there's
some
assurance
that
that
the
senior
citizens
get
from
having
a
long
term
lease
with
the
city
that
we're
gonna
provide
that
facility
for
you
and
and
we
won't
move
without
your
insurance.
L
Correct
and-
and
that's
was
the
reason
to
invite
alan
then
also,
I
believe,
jesse
sent
there
signed
lease
jesse
hasn't
signed
up
because
based
on
all
the
factors
tonight
or
in
the
coming
weeks,
so
I
believe
matt
roby
has
a
copy
of
oh.
A
A
B
Activities
center-
and
we
are
absolutely
ecstatic
about
the
new
possibility,
the
room,
the
space
everything
is
just.
I
can't
find
words
for
it.
A
A
A
B
A
look
at
the
the
the
activities
of
meals
on
wheels
and
senior
nutrition
and
taking
care
of
our
our
elderly
in
our
community
is
something
that
that's
changing
with
the
changing
generations
and
and-
and
we
see
struggles
with
how
to
keep
up
with
that
from
year
to
year,
and
I
think
I
think
the
forward
thinking
on
this,
I
think
the
new
facility
will
bring
more
people
into
this.
I
think
I'm
very
excited
about
what
what
we
can
do
there
in
watertown,
I'm
so
proud
of
watertown.
B
With
with
the
project
that's
going
on
and
with
this
facility
I
was
I'm
a
native
of
watertown.
I
grew
up
there.
I
graduated
there
and
again,
I'm
very,
very
proud
to
work
with
this
project.
I'm
also
very
proud
of
the
support
that
the
community
has
as
a
whole.
I
think
it's
it's
one
of
the
the
best
communities
for
for
their
their
overall
support,
not
not
just
financial
support,
but
their
support
of
the
meals
and
wheels
program
of
going
out
and
truly
helping
people.
B
So
I've
been
working
with
jesse
and
jesse's,
been
great
to
work
with
he's
been
very,
very
helpful.
We've
got
a,
I
think,
a
great
design
for
the
kitchen
there.
I
think
we
can
provide
a
great
service
for
the
community
right
now.
Currently,
60s
plus
dining
is
providing
between
four
to
five
thousand
meals
a
month
in
the
watertown
area.
It's
a
combination
of
our
our
catered
meals
from
some
of
our
restaurants
in
town
and
our
hot
meals
that
we
provide
there
for
our
congregate.
B
We
were
providing
about
200
home,
delivered
meals
a
day,
our
frozen
meal
program
we
developed
as
soon
as
covet
hit,
and
it
has
been
fantastic
for
a
program.
There's
been
a
fantastic
support
in
the
community
and
and
the
amount
of
people
who
who
are
utilizing
that
service.
It's
just
it's
been
a
great
tool.
I
believe
this
new
facility
will
allow
us
to
do
a
better
job
and
provide
more
meals
and
more
services
for
the
people
in
the
community.
A
Excellent,
thank
you,
mr
anderson
and,
and
I
see
janda
berg
with
the
community
foundation
here.
Would
you
like
to
say
something
or
just
providing
your
general
support
by
coming?
Okay,
we
appreciate
it.
This
is
foundation
plaza
due
to
a
grant
from
the
community
foundation
that
this
park
will
be
named.
So
it's
all
good
jesse
did
you
want
to
speak?
H
Thank
you
mayor.
The
members
that
were
on
that
park
board
are
they?
Would
they
be
willing
to
speak
on
what
they're
in
favor
of
on
this.
F
I
mean
it's
been
pretty
overwhelmingly
in
support
of
it,
the
biggest
thing
that
I
guess
we're
kind
of
wondering
too,
because
it's
it
realistically
looks
like
we're
talking
mainly
between
four
and
one.
If
we
did
one
that
opens
up
some
more
opportunities
for,
of
course,
storage,
but
it
would
also
open
up
opportunities.
F
I
know
it
had
been
mentioned
a
little
bit,
an
indoor
play
space
even
for
warming,
because
then,
if
it
were
utilized
in
the
winter
or
something
it
still
gives
you
an
option
to
come
inside
and
do
something
so
it
could
be
utilized
even
better
for
all
season
use.
But
that
is
another
financial
commitment.
If
we
go
with
four
that
just
keeps
it,
as
is.
F
K
Yeah,
absolutely
I
mean
you
know
this
was
all
kind
of
started
with
the
idea
that
we
wanted
to
make
this
the
best
possible
park
that
we
could,
and
so
that's
where
the
conversation
started
coming
with
the
current
senior
center
and
the
palace
of
course.
So
you
know
taking
down
the
palace.
That'll
start
starting
today.
It'll
really
hit
hit
stride
tomorrow,
but
you
know
I
was
sent
on
a
mission
to
kind
of
find
a
new
home,
a
better
home
for
the
senior
center.
K
That's
how
generations
came
into
play
so
that
was
the
whole
common
denominator
of
you
know
the
the
cycle
or
steps
that
were
taken
in
this,
but
as
far
as
your
answer
from
four
to
one
four
would
be
the
minimal
the
minimum.
You
know
the
minimal
that
we
would
do
and
then
we
look
for
direction
from
the
steering
committee,
john
from
confluence,
the
commissioners,
the
citizens
of
watertown
as
to
how
they
want
to
transform
that
there's
always
going
to
be
the
ability
to
add
on
additional
public
space,
but
at
minimum.
K
I
want
to
stick
to
kind
of
you
know
what
I
had
promised
when
this
whole
thing
started
with
the
1200
square
feet
in
the
warming
house
and
the
public
bathrooms,
because
those
were
a
requirement.
You
know
from
everyone
that
I
had
spoke
to,
but
if
the
commission
doesn't,
I
mean
it's
really
hard
to
make
number
one
and
make
a
kind
of
open-ended
blanket
blank
check.
K
If
you
will
commitment
on
that,
so
I
would
see
number
four
being
the
the
easiest
conversation
right
now
with,
like
I
said,
input
coming
as
we
progress
on
the
downtown
park
and
then
the
city
commissioners
mayor
could
make
a
commitment
as
to
the
price
point
of
putting
additional
public
space
in
whether
it
be
through
bids,
or
you
know
again,
my
whole
plan
with
number
one
is.
I
would
build
that
for
what
it
would
cost
me,
I'm
not
trying
to
make
a
profit
on
it,
but
it
would
add
to
that
park.
K
A
So
the
city
would
the
bathrooms
and
the
storage
is
coming
at
no
cost,
but
the
additional
space
that
we
would
get
a
piece
of
in
that
building
would
be
at
a
cost
of
around
a
million
dollars.
Well.
A
A
C
K
You
guys
would
be
paying
to
for
me
to
build
a
space,
but
then
you
would
have
the
space
you
would
have
control
of
the
space,
whether
it
be
the
city
or
wdc
or
the
foundation,
or
anything
like
that.
Whoever
is
putting
the
money
in
to
to
build
that
out.
Would
then
own
it
same
with
the
public
space,
although
I'm
paying
for
that
for
the
the
warming
house
or,
however,
they
utilize
the
1200
square
feet
in
public
bathrooms.
K
Anything
that's
built
beyond
that
scope
at
90
dollars
a
square
foot
would
then
they
would
own
that
and
control
it?
Okay,
so
they
would,
you
know,
have
control
over
the
design,
how
big
the
spaces
are
again
if
that
could
be
utilized
and
leased
out
for
wedding
venues
or
play
areas,
or
things
like
that.
That
would
be
a
revenue
stream
in
my
eyes
for
the
for
the
ownership,
not
me.
B
B
A
B
A
A
B
B
Right:
okay,
that's
where
I
got
confused:
okay,
so
chris
shulkin,
are
you
still
there.
L
B
We
need
an
old
camera
in
the
current
council
chambers
anyway,
from
your
development
perspective
on
this
and
I'm
thinking
about
it
in
terms
of
land.
That's
not
tax
generated,
turning
it
into
tax
generating
land
and
some
of
those
other
things.
How
are
you
feeling
from
a
development
point
of
view
on
option?
Four,
so
experience.
L
E
L
That
so
I
don't
think
it
made
its
way
yeah.
It
didn't
really
make
its
way
into
confluence
as
planned,
because
they
had
a
bigger.
You
know:
bigger
vision
for
the
public
space,
so
in
visiting
with
some
people
you
know
as
far
as
development
goes
for
jesse
in
their
timeline.
They
need
to
know
an
option
for
so
they
can
finish
their
design
for
the
original
project,
which
is
going
to
be
a
great
project
to
complement
the
park
from
a
development
standpoint.
L
L
So
from
that
standpoint,
if
you
were
to
just
do
nothing
and
just
get
rid
of
the
senior
center
and
have
the
project
span
over
that,
that's
that's
a
win
right
there
for
the
city.
In
the
long
term,
it
addresses
more
apartments
which
we,
which
we
need
and
then
also
provides
a
taxing
building
in
the
future.
B
Okay,
so
that
now
I'm
straight
in
my
mind,
because
I
was
going
back
to
number
four
as
being
the
one
that
I
originally
remembered
as
how
we
progressed
with
this,
and
so
I
guess
just
from
my
point
of
view,
we
should
most
definitely
do
that
one.
But
I
guess
the
rest
of
the
council
has
to
get
it
on
board
as
well
and
as
far
as
number
one
goes.
B
That's
a
big
chunk
of
change.
So
I
guess
I
would
have
to
take
that
into
consideration
too.
L
E
G
Oh,
I
was
just
going
to
just
kind
of
summarize
where
the
decision
lied
tonight,
specifically
that
whatever
the
council
decides
to
do
tonight
all
needs
to
be
carried
out
in
a
series
of
smaller
actions
that
will
all
end
up
back
in
front
of
the
council.
So
really
what
the
council
is
approving
tonight
is
just
kind
of
giving
staff
direction
on
yay
or
nay
on
releasing
that
senior
center
land
conveying
half
of
the
alley
once
it's
vacated
authorizing
the
mayor.
G
I
think
that's
coming
back
actually
in
a
separate
action,
but
to
authorize
the
mayor
to
sign
that
petition
and
then
proceeding
with
the
vacation.
So
there's
about
four
or
five
or
six
separate
little
actions
that
still
need
to
be
taken
by
the
council,
but
this
kind
of
just
gives
us
the
forceful
direction.
Forceful
push
to
move
in
that
direction
to
take
to
initiate
those
actions.
A
Oh
okay,
sorry
dan.
I
didn't
see
your
hand
councilman
albertson,.
E
Thanks
mayor,
I've
liked
number
four
all
along
personally.
I
think
that
it
does
a
couple
of
things
number
one:
it
gets
that
land
into
jesse's
hands
and
he
can
do
something
with
it,
but
it
puts
it
on
the
tax
rolls
and
two.
I
can't
imagine
that
we
want
any
more
property
to
take
care
of
you
know,
and
this
takes
care
of
that
and
we're
going
to
get
a
nice
building
out
of
it.
That's
going
to
match
the
rest
of
it
and
fit
in
very
well
with
the
new
plaza.
B
That
that's,
why
my
hand
was
up
too
so
if
dan
wants
to
make
the
motion,
if
matt
can
help
us
formulate
it,
that
would
be
great.
Okay,.
A
Okay,
so
we
got
lots
of
echoes
matt.
Do
you
want
to
state
what
the
motion
could
be
to
reflect
that.
G
Sure
this,
in
my
estimation,
this
is
essentially
what
the
motion
should
state.
It
would
a
motion
to
give
staff
directions
to
direction,
to
bring
forward
to
the
council
the
required
documents
to
facilitate
a
transfer
of
a
portion
of
the
senior
center
land
to
the
wdc
in
exchange
for
the
public
use
of
the
new
development
adjacent
to
the
park,
as
well
as
authorization
for
the
mayor
to
sign
a
vacation
petition
for
the
alley.
G
C
A
K
A
G
Our
guest
this
evening
is
eliza
donabauer
of
dda
human
resources,
who
is
here
to
discuss
with
the
council
the
proposed
community
and
position
profile
for
our
city
manager,
search
and
as
well
as
some
potential
tweaks
to
the
city
manager,
job
description
and
I
do
think
it
would
be
appropriate
for
the
council
to
entertain
a
motion
if
the
desired
tweaks
are
made.
The
ultimate
motion
to
approve
that
profile
prior
to
the
end
of
this
discussion.
C
A
A
M
Oh
there
we
go
good
evening
again.
Well,
it's
wonderful
to
be
here
with
you
tonight,
we'll
walk
through
a
few
items
tonight
to
move
us
one
step
forward
in
the
recruitment
of
the
city's
first
city
manager,
so
we'll
have
four
items
that
will
review
and
ultimately
approve
by
the
end
of
tonight.
So
the
community
and
position
profile
the
job
description,
the
salary
range,
as
well
as
the
schedule
so
just
to
provide
a
little
bit
of
background.
M
I
want
to
make
sure
that
it's
an
accurate
reflection
of
the
community
and
the
organization
and
position.
So
that's
why
I'm
asking
for
your
input
and
feedback.
I
brought
my
red
pen,
just
as
I
promised
I
did
receive
a
few
changes
from
council
member
bill
hauer
earlier
this
week
and
so
we'll
go
ahead
and
make
those
changes
and
it
was
items
for
turning
into
just
kind
of
cleaning
up
how
we
labeled
a
few
items
in
there.
M
A
A
And
I
I
know
I
had
I
had
to
do
some
research
based
on
what
I
read.
D
A
Yep,
okay,
are
there
other
comments
on
that?
First
page
council.
C
Is
it
going
to
ask
you
how
did
the
the
sale,
how
where'd
the
salary
range?
I
know
what
we
budgeted
for
2021.?
Where
did
the
salary
range
come
from.
M
Sure-
and
we
can
do
address
that
as
after
we
review
the
profile,
but
that
okay.
A
A
A
M
Is
in
the
profile
it's
on
the
page,
labeled,
the
organization.
A
M
A
I
think
our
thursday
night
lives
aren't
mentioned
and
that
that
draws
a
crowd
every
week,
all
summer,
there's
activities
downtown.
M
A
A
A
M
M
J
Yes,
I
noticed
the
airport
board
or
the
upper
big
sioux
watershed
board
are
not
listed.
I
don't
know
if
both
should
be,
but
I
thought
I'd
point
that
out.
A
M
M
M
M
A
M
C
A
So
the
if
we
downgrade
it
we've
already
had
this
position
rated
by
our
every
position
has
points
assigned.
A
M
A
Okay,
I
had
a
question
about
item
number
23
and
I
know
you
didn't
write
this.
It
was
the
the
original
job
description
I
believe
was
written
by
our
wage
study,
consultant
and
item
23
is
promotes
and
creates
opportunities
for
economic
development,
and
I
know
some
towns
don't
have
an
economic
development
director,
but
we
have
a
professional
development
company
with
a
very
professional
staff
that
does
do
the
creation
of
opportunities
for
economic
development.
M
Correct,
I
thought,
if
anything,
this
position
should
be
supporting
or
finding
opportunities
to
support
any
economic
development
that
activities
that
are
in
play,
so
yeah,
maybe
creates,
could
be
changed.
But
I
think,
as
long
as
we
make
sure
that
that
that
we
keep
the
spirit
of
the
sentence.
A
B
C
You've
answered
the
question
sarah,
but
I
I
guess
so
our
our
okay,
who
drafted
the
original
job
description.
A
A
H
M
I
mean
you
could
have
a
candidate
with
many
years
of
experience,
but
maybe
they
didn't
get
their
masters.
So
then,
then,
you're
already
saying
well,
nope
you
don't
qualify
and
vice
versa.
You
may
have
somebody
has
a
master's
is
extremely
talented
in
what
they
do,
but
maybe
they
only
have
seven
or
eight
years.
Well
then,
you're
not
going
to
be
looking
at
them,
so
my
just
recommendation
would
be
to
at
least
allow
for
it
could
be
a
desired
attribute
or
a
preferred,
but
a
requirement.
C
Liza
as
I
look
at
okay,
looking
at
the
qualifications
you're
talking
about
public
administration,
business,
finance
or
related
field,
what
would
be
a
related?
I
mean
I'm
a
cpa,
for
example:
would
that
be
related
field
or
would
an
engineer
would
engineering
be
being
a
related
field?.
M
C
And
then,
when
you
say,
if
I
get
the
wording
right
here,
executive
level,
experience
is
at
an
executive
level,
inclusive,
executive
level,
financial
responsibilities.
Can
you
I'm
not
quite
sure
what
that
necessarily
mean.
M
M
Okay,
so
final
is
just
getting
some
feedback
on
the
salary
which
I
understand,
you'll
submit
that
to
your
consultant
to
take
a
look
at
the
job
description,
but
the
final
piece
would
then
be
the
search
schedule.
So
there
was
a
schedule.
It
was
the
same
as
you
would
have
approved
it
as
an
amendment
to
the
agreement,
our
service
agreement
with
you.
M
There
are
three
dates
that
are
highlighted
in
yellow
those
require
your
participation,
so
I
just
want
to
make
sure
that
those
dates
drive
in
your
calendar
because
it
once
you
approve
that
these
dates
are
going
to
go
into
the
the
profile
and
the
advertisement,
and
these
are
the
dates
that
your
finalists
can
look
forward
to
setting
aside
in
their
calendar
when
they
can
come
back
for
interviews
when
they
can
expect
a
phone
call
from
me
on
the
evening
of
april
5th.
After
you
select
your
semi-finalists
and
and
the
like.
H
M
No,
so
that
information
is
considered
private
information,
so
you'll
receive
that
information.
It's
not
for
public
information
and
then,
when
we
are
here
at
the
meeting,
you'll
refer
to
the
candidates
by
the
number
that's
been
assigned
to
them.
So
it's
a
very
simple
process,
but
it
works.
M
It
is
out
in
the
open
and
and
it's
okay
to
be
that
way,
because
you're
not
going
to
be
talking
about
the
candidates
where
they're,
currently
working
or
living
we're
not
going
to
be
identifying
the
candidates.
You'll
just
simply
come
to
the
meeting
after
you've
reviewed
the
information,
and
let
me
know
which
numbered
candidates
you're
interested
in
in
meeting
in
an
interview
stage
and
then
together,
we'll
we'll
tally
the
the
numbers
and
determine
who
will
be
those
that'll.
Who
will
be
the
candidates
that
will
receive
invitations.
M
So
one
week,
prior
to
april
5th,
I
will
submit
information
to
city
attorney
roby
to
forward
and
on
to
you
and
in
there
will
be
a
clickable
link.
You'll.
Do
it
in
the
comfort
of
your
home,
you'll
review,
resumes
cover
letters,
video
interview
responses
and
work,
personality,
strengths
and
just
based
on
that
information.
You'll
come
to
this
meeting
with
your
own
individual
thoughts
and
ideas
and
I'll.
M
Ask
you
at
that
time
to
again
provide
your
individual
thoughts
to
me
and
then
that
information
will
be
we'll
talk
about
it
publicly,
just
as
I
mentioned,
as
in
the
form
of
a
number
and
we'll
tally
the
votes.
Essentially.
So
if
five
people
are
really
excited
about
candidate
number,
one
well,
that'll
probably
be
the
person
that
will
be
invited
for
interviews
at
the
end
of
the
process.
M
M
Also
as
for
discussion,
I
don't
know
if
you're
interested
in
just
providing
some
feedback,
but
in
the
memo
that
I
provided,
you
gave
some
ideas
on
what
your
interview
day
or
days
could
look
like
and
in
preparation
for
that
meeting
on
april
5th.
If
you
provide
some
must-haves
some
things
that
you
want
to
make
sure
that
we
do
for
interviews,
I
will
come
back
with
a
draft
interview
schedule
for
your
approval
on
april
5th.
E
Tours,
I
I
think,
are
you
know
we
we're
interviewing
them,
but
they're
interviewing
us
as
well,
so
processes
I've
been
involved
in
the
past.
A
tour
is,
can
help
you
or
hurt
you
and
I
think
in
our
cur
our
case.
It
can
really
help
us.
So
the
problem
is
they're
time
consuming.
M
M
So
I
do
typically
see
a
city
tour
being
conducted
and
it's
usually
done
early
on
in
the
process
kind
of
a
great
kind
of
an
informal
get
to
know
you.
It
also
helps
the
candidates
be
able
to
have
some
perspective
when
they're,
having
conversations
throughout
the
interview
process,
whether
it's
with
the
leadership
or
with
the
stakeholders
or
you
as
a
council,
it's
easy
for
them
to.
Oh,
I
remember
seeing
that
specific
project
that
I'd
read
about
in
the
profile
so
having
it.
M
Maybe
as
one
of
your
first
activities
pre-covet,
I
mean
we're
conducting
city
tours
through
a
bus
and
having
a
couple
of
your
community
cheerleaders
on
the
bus
and
having
a
little
bit
of
back
and
forth
pointing
out
some
items.
Sometimes
there's
a
get
off.
Let's
go
and
take
a
look
at
the
public
works
building,
some
of
those
types
of
things
and
then
bring
them
back,
and
then
we
can
start
the
rest
of
the
formal
process,
whether
it's
formal
interviews
or
informal,
meet
and
greets.
M
E
I
think
we
should
do
that
when
lake
erie
tech,
we
were
doing
that
tonight.
The
two
things
happen
on
that
one
is
like
I
said,
they're
interviewing
us
just
as
much
as
we're
interviewing
them,
but
there's
an
enthusiasm
for
the
for
the
community
and
I
can
think
of
one
candidate,
particularly.
I
could
just
tell
that
he
wasn't
enthused
about.
E
It
may
not
have
been
the
community,
but
when
you're
in
that
environment
I
just
didn't,
I
didn't
see
it
and
that
came
through
in
the
rest
of
the
interviewing
process,
but
and
that's
a
two-way
street.
I
I
think
it's
very
effective
and
I
think
we
would
do
some
things
not
so
much
public
stuff,
but
just
some
of
the
amenities
that
we've
gotten
all
the
stuff
we've
got
going
on
downtown
and
that
kind
of
thing
I
it's
that
that's
a
it's
a
great
selling
point
for
us
right.
H
Councilman
lalum
eliza.
Would
you
look
at
that
as
being
like
a
couple
of
candidates,
together
with
some
of
the
members
or
just
one-on-one?
How
would
you
envision
that
to
go
down.
M
You
can
do
it
either
way.
I
mean
this.
Is
your
your
process,
but
generally
see
where
everybody's
on
the
bus
together,
and
that
way
you
can
kind
of
see
how
the
candidates
interact
with
each
other
and
and
how
they
interact
with
in
a
group
setting
altogether,
if
they're,
more
standoffish,
if
they're
outgoing,
you
know
all
of
that
kind
of,
tells
you
a
lot
about
the
candidate.
H
M
I've
set
aside
both
dates.
If
you
decide
that
you
just
want
a
full
council
interview
process,
you
just
want
the
one
day,
then
we'll
go
with
that.
But
at
least
then
we'll
have
the
two
days
set
aside
reserved
the
candidates
can
plan
on
those
two
days
and
then
we
can
get
down
to
the
the
details
as
we
get
closer.
Okay.
F
I
guess
like
I
do
think
it's
extremely
important
that
we
see
them
in
those
settings
where
they're
interacting
with
others
their
interviewing
process.
It
would
be
great
if
we
could
do
individual
contact
like
that,
but
I
just
don't
think
it's
realistic.
Since
there's
10
of
us,
I,
like
that
idea
of
a
full
council
interview.
I
think
that
probably
be
the
most
efficient
when
it
comes
to
that
aspect
of
it,
but
again
any
opportunities
where
we
can
see
informal
interaction,
I
think,
tells
you
a.
H
Just
just
to
follow
up
to
michael's
point
there
I
mean
you
could
always
do
the
interview
and
then
do
you
know
once
you're
through
those
interview
processes,
so
you
get
a
chance
at
least
know
kind
of
who
they
are.
Then
you
could
go
out
and
do
your
drive
in
the
community
and
to
don's
point
pointing
out
to
you
know
the
items
that
have
been
going
on
and
things
of
that
nature,
because
I
mean
we're
going
to
only
be
allowed
so
many
questions
that
we're
going
to
be
able
to
ask
them.
C
H
Interview
and
then
at
least
at
that
point,
you'll
have
that
interaction.
If
we
have
full
council,
I
mean
we
have
to
follow
open
meeting
laws
as
well.
I
mean,
obviously
you
could
do
it
in
executive
session,
because
it's
you
know
we're
essentially
looking
at
hiring
somebody,
but
there's
always
those
considerations
that
go
with
that
as
well.
M
B
A
B
Just
thinking
about
the
tour
and
interview-
and
I
I
guess
I
just
put
a
plug
in
for
doing
the
tour
first-
I
don't
know
how
every
anybody
else
feels
about
that.
Give
them
that
chance
to
get
enthusiastic
about
the
city,
see
the
things
in
the
city
gives
them
an
opportunity
to
comment
on
that
or
speak
from
a
point
of
knowledge.
B
If
you
want
to
when
we're
asking
them
questions
about
well,
how
do
you
feel
about
the
development
that
kind
of
thing
if
they've
seen
it
and
we've
watched
them
either
get
excited
or
not
excited?
I
think
that
would
be
how
I
would
do
it,
I'm
just
I'm
not
speaking
for
anybody
else,
but
personally
myself.
That's
how
I
would
conduct
it,
but
I'm
okay
with
either
one
just
putting
in
my
plug
that
I
think
a
tour
is
essential,
but
I
kind
of
like
the
tour
first
and
then
the
interviews
if
we
can
work
that
out.
B
A
M
M
It's
another
tool
for
you
as
well,
in
your
decision
making
process.
So
if
you
do
decide
to
involve
your
leadership,
whether
it's
in
a
formal
or
informal
setting
a
public
meet
and
greet,
I
will
ask
for
feedback
from
each
of
those
groups
and
then
that
feedback
is
then
shared
with
you
before
you
make
your
decision.
M
M
A
A
H
Eliza,
just
one
one
thing
just
kind
of
follow
up
on
that
I
mean:
would
you
do
that
after
interviewing,
like
at
a
separate
date
or
the
same
same
time,
frame.
M
So,
just
depending
on
the
number
of
activities
it
probably
will
creep
over
onto
two
days
and
so
I'll
just
make
sure
that
it
works.
You
know
in
a
I
don't
know
in
a
comfortable
free-flowing
manner.
I
guess
so.
M
No
and
it's
fairly
standard
in
this
type
of
position,
and
also
too
I
mean
now
that
this
might
have
your
wheels
turning
so
by
the
time
I
come
back
on
april
5th,
maybe
you'll
be
excited.
Well,
hey.
We
should
somehow
get
the
chamber
involved,
or
you
know
some
of
our
our
board
chairs.
We
should
have
them
involved
as
well,
so
this
at
least
just
gets
me
started
on
something
and
then
we'll
get
into
the
weeds.
On
april
5th,
great.
A
Yeah,
okay,
so
we've
made
some
changes.
Have
we
gotten
through
everything?
Are
you
ready
for
us
to
take
action?
Anything
else
before
we
take
action,
because
we've
got
a
motion
to
written
out,
move
to
approve
the
community
and
position
profile
for
the
city
manager,
recruitment
and
the
revised
city,
dot,
job
description,
incorporating
the
changes
discussed.
H
Quick
thing
that'll
be
posted
with
those
changes
so
that
everyone
can
see
them
correct
onto
the
website
under
our
minutes
or
afterwards,
I
should
say,
will
be
posted
right
away
so
that
the
community
can
see
them,
because
that
would
be
something
if
I'm
in
the
community.
I'm
looking
to
see
what
the
city
manager,
roles
and
requirements
are
I'd
like
to
see
that
posted
as
soon
as
possible.
H
B
A
M
M
So
the
day
that
we
go
live
I'll,
send
an
update
which
can
be
shared
with
you
all,
just
kind
of
showing
all
the
sites
where
we're
advertising.
It
also
include
a
copy
of
the
profile
and
the
position
announcement
that,
yes,
you
can
put
on
your
website.
You
can
share
with
all
of
your
area
partners
and
ask
them
to
share
it
too,
and
we'll
have
as
many
postings
as
we
possibly
can
have
out
there.
And
yes,
all
inquiries
should
be
directed
to
me.
A
L
Thank
you,
mayor
just
wanted
to
provide
an
outline
of
what
we're
looking
at.
As
far
as
you
know,
we've
been
doing
a
really
good
job
as
a
community
addressing
apartment
style
living,
which
you
know
based
on
latest
studies.
We
were
certainly
short
on
and
with
things
that
are
in
the
hopper
now
will
continue
to
be
short
on
for
a
while,
as
as
local
manufacturers
are
expanding,
new
ones
are
looking
and
latc
is
continuing
to
grow
switching
gears
a
little
bit.
L
L
L
So
we
gave
the
same
presentation
to
watertown,
mississippi
utilities
and
are
asking
both
organizations
to
partner
with
development
company
more
than
likely
in
a
form
of
a
loan
to
the
development
company
to
go
purchase.
20
lots
at
a
time
offer
those
to
single
family
housing
developers
to
build
spec
houses.
L
In
our
housing
study
we
addressed
the
apartment
need
because
those
are
usually
a
bit
quicker.
You
can
get
more
traction
as
you
build.
You
know,
20
30
40.
At
a
time
of
course,
we
we
are
getting
really
close
to
the
project
up
north,
which
is
216
units,
so
that'll
really
help
take
some
pressure
off
the
apartments
but
single
family.
As
far
as
wealth
building
getting
people
to
commit
to
watertown
and
stay
here
long
term,
we
certainly
need
some
more
inventory.
L
Our
lot
inventory
is
extremely
low
and,
with
our
current,
existing
single
family
inventories
low
as
well.
So
just
want
this
to
be
discussion
only
I
do
have
a
follow
up
at
the
next
municipal
utilities
board
meeting.
Then
I
would
see
coming
back
probably
that
first
meeting
in
march
back
to
the
city
to
see
where
you
guys
would,
if
you're
able
to
participate,
knowing
what
utility's
decision
would
be
too.
So
we
kind
of
know
what
what
dollars
we
have
to
use
to
kick
this
program
off
so
I'll,
take
any
questions
or
comments
and
go
from
there.
L
Correct
so
the
original
plan
was
that
we
would
just
set
it
up
as
a
donation
of
dollars
or
contribution
from
each
organization
received
some
slight
pushback
and
they
thought
it
should
be
alone.
Utilities
would
like
it
to
be
alone,
which
I
am
in
favor
of
is
at
least
getting
the
program
started.
I
think
we'd
probably
have
like
a
five
year
term
that
we
would
loan
the
money
out,
so
we
can
keep
revolving
rather
than
coming
every
time
we
need
want
to
recycle
that
money
to
come
back
and
ask
for
it
again.
L
You
know
our
goal
is
not
to
be
in
the
housing
development
industry,
but
when
you
look
at
economic
development
or
our
situation
here,
locally
housing
is
really
hindering
our
ability
to
grow
and
we
can
recruit
all
the
people
we
want,
but
until
I
have
a
spot
to
live,
we're
just
not
going
to
get
over
the
hump.
So
yes,
so
we
would
like
to
use
that
money
over
and
over
again
to
buy
lots
and
keep
them
keep
doing
this
until
we.
We
feel
that
it's.
C
Do
you
envision
those
being
being
interest-free
loans
or
will
be
an
interest
component
added
on
at
some
point.
L
No,
I
envision
it
being
interest-free
to
keep
the
overall
cost
down.
I
also
want
to
make
one
thing
clear:
is
this
isn't
affordable
housing?
This
is
just
straight
inventory,
the
developers
that
we've
been
talking
to
they.
They
think
the
house
has
all
fallen
under
300,
but
certainly
over
250.
I
don't
think
to
get
what
we
need
for
inventory
in
that
market,
that
we
need
you're,
going
to
get
much
less
than
250
right
now
on
this
program.
So.
E
Thanks
mayor
chris,
what
kind
of
dollars
are
you
thinking
all
right?
Do
you
have
it
in
mind?
Yet
what
you're
going
to
ask
the
city
and
the
utilities?
I
think
it's
a
good
idea,
so
I
just
was
curious
as
to
what
you
might
be
thinking.
L
So
we
visited
with
some
realtors
and
and
some
developers,
and
we
identified
land
and
valley
view.
They
have
20
lots
that
are
available,
so
we
think
a
total
of
900
000
split,
you
know,
450
from
each
organization
would
get
us
ability
to
buy
20
lots
and
we've
been
talking
to
single-family
housing
builders
that
would
commit
to
a
combination
of
more
than
one
would
commit
to
building
20
20
houses
this
next
year.
If
we
can
get
this
going.
F
I
really
like
the
idea
of
this.
I
have
a
little
hesitation
with
the
demographic
that
it's
shooting
for
it
being
250
000,
300
000.
I
guess
kind
of
gives
me
the
question
mark
on
it
right
now
in
watertown
with
families
that
buy
up
homes,
it's
anything
under
200
000.
If
you
have
a
three
stall
garage,
it's
gonna
go
a
lot
faster,
but
basically
anything
that
went
on
the
market
this
year
under
200
000
just
went
like
that
yeah.
F
So
I'm
wondering
is
that
more
and
I
know
we
avoid
the
term
affordable
housing
a
lot,
but
is
that
where
the
shortage
is
versus
people,
that
would
probably
because
I
look
at
250
to
300
000
and
I'm
thinking.
That's
the
person
that
wants
to
build
a
home
they'd
be
looking
at
something
like
that.
Maybe
not
something!
That's
just
I'm
going
to
move
into
it,
but
you
know
I'm
not
the
expert
here
I
haven't
done
the
research
on
that.
I
just
know
what
I've.
L
Seen
certainly
not
expert
here,
there's
gonna
we're
working
with
another
developer
on
bringing
kind
of
what
you're
saying
that
around
200
and
lower
range,
so
that
that's
what
we're
working
on
too,
because
I
mean
all
of
it's
needed
for
sure
so
visiting
with
some
lenders
too,
with
the
interest
rates
where
they're
at
right
now
and
first-time
home
buyers,
the
maximum
loan
amount
you
can
get
is
275
000,
but
the
income
limits
with
just
a
two-person
household
is
only
77
000
combined,
so
you
start
playing
around
with
that.
L
It
can
limit
both
ways,
so
we
just
thought.
Well,
we
do
know
that
just
inventory
speaking
that
that
range
is
really
tight
and
I
agree
that
they
just
fly
right
off
the
market.
I
mean
I
saw
one
just
here
tonight
that
was
posted
and
under
contract
in
three
hours,
so
it
hopefully
takes
some
pressure
off
but
yeah.
I
don't
disagree
that
that
overall,
we
need
all
the
ranges,
but
this
one,
the
covenants
too,
will
drive
some
of
the
costs
in
these
houses.
L
So
covenants
up
in
valley
view
are
1200
square
feet
and
two
style
garage,
so
even
just
by
that
you're
you're.
Looking
at
that,
200
plus
range
for
sure,
without
even
the
lot
those.
L
I
believe
they're
listed
at
48
000
right
now
and
if
we
buy,
if
we
buy
in
quantity
like
we're
talking
that
we
get
a
discounted
price,
not
not
determined
yet,
but
just
based
on
conversation.
I
think
we
can
get
them
a
little
bit
cheaper.
E
Councilman
roby,
I
agree
with
what
michael
said
my
parents
house
sold
within
one
hour
yeah
we
sold
that
right,
but
I
need
to
digest
this
before
I
can
say
I
can
vote
for
it,
but
I
like
the
idea
we
have
very
simply
put
a
supply
problem,
so
whatever
the
price
range
is
we
have
a
supply
problem.
E
If
we
fill
in
the
middle
market,
some
of
that
will
spread
out
a
little
bit,
but
it
is,
it
is,
if
you
we
all
have
friends
in
the
real
estate,
business
and
they'll
all
tell
them
the
same
stories.
There
is
no
inventory
so
point
we'll
take
what
michael
said
about
that
price
range,
but
I
think
it
just
strictly.
It's
a
supply
problem,
yep.
L
And
and
that's
why
we
brought
it
is
just
a
discussion,
so
certainly
we've
been
thinking
about
it
and
open
to
any
feedback
just
trying
to
get
creative
on
priming
the
pump,
for
you
know
more
single-family
houses
to
get
built
that
we
that
we've
had
in
the
past
and
that's
not
to
discredit
that
people
have
been
building
because
they've
been
doing
a
great
job
with
what
their
business
plan
calls
for
and
have
been
very
successful
at
that.
L
We
just
need
to
get
some
more
out
there,
a
little
quicker
because
it's,
I
can
see
a
big
issue
coming
if,
if
some
of
the
things
we're
working
on
happen.
L
Yep,
so
we
would,
we
would
purchase
20
right
and
then
we
would
work
with
housing.
Builders
and
they'd
have
to
commit
to
five,
but
no
more
than
10..
So
we
can
try
to
get
as
many
builders
in
as
possible
with
the
goal
of
trying
to
get
20
built.
So
if
you
can,
if
you
commit
to
five,
you
know
you
could
partner
with
another
builder
and
you
build
three
and
you
build
two,
but
it's
five
that
you're
committing
to
up
front.
L
Somebody
could
take
ten,
yes,
but
then,
with
the
revolving
to
glenn's
point
was
you
know?
As
soon
as
we
sell
five,
we
could
go,
buy
five
more.
This
does
help
in
this
case
jamie's
development
get
into
a
third
phase
and
provide
more
inventory
as
well.
So
it's
kind
of
a
you
know,
a
double
whammy
there,
where
we
can
get
houses,
buy
the
lots
and
then
he
could
expand
into
his
third
phase,
which
would
bring
on
more
lots
as
well.
So.
H
L
Yeah
we're
trying
to
spur
it
on
so
you
know
some
builders
can
just
do
it
and
build
their
three
or
four
for
the
year
that
they
want
to
build
this
one.
If
you
know
you
commit
to
five
we're
carrying
200
plus
thousand
dollars
of
lock
costs.
So
does
that
allow
you,
if
you're
gonna,
build
four?
Does
that
allow
you
to
build
five
or
if
you're,
building
six
or
seven?
L
Can
you
get
to
ten
with
us,
carrying
that
lock
costs
up
front
so
certainly
not
a
silver
bullet,
but
I
think,
as
it
gets
the
conversation
going,
that
we're
at
least
looking
at
addressing
or
helping
address
the
inventory
problem.
Yeah
yeah.
L
H
L
L
So
if
you're
living
in
a
suburb
of
we'll
say
minneapolis-
and
you
got
a
three
bed
triple
garage,
you
know
house,
and
you
want
to
look
at
watertown
you're,
going
to
be
not
very
excited
about
what
you're
finding
on
the
market
right
now
so
trying
to
get
some
of
that
inventory.
But
it's
just
a
trickle
down
then
open
up
some
other
inventory
and
then
the
other
project
that
we're
working
on.
Hopefully,
we
can
bring
that
to
you
guys
too
and
that'll
be
more
of
that
starter
home
type,
workforce
housing
as
we.
E
E
B
B
F
F
F
F
You
can
get
a
first-time
home
loan
for
like
135
to
140,
sometimes
a
little
bit
more.
It
just
depends
on
what
your
debt
is.
So
that's
a
lot
of
like
so
I
am
a
millennial,
so
I'm
going
to
speak
for
a
millennial,
but
that's
where
a
lot
of
that
struggle
is
right.
This
will
open
up
and
hopefully
like
people
move
up
in
their
careers
and
they
have
that
opportunity.
L
Yeah
well,
that
brings
up
a
good
point
and
I
agree
with
you.
The
one
thing
that
you
would
find
now
is
there
would
be
no
place
currently
to
my
knowledge,
where
you
could
go
build
r1c
type,
housing
that
we
have.
I
don't
think
there's
any
lots
available
that
are
set
aside
for
that
could
be
wrong,
but
I
have
not
seen
anything
so
totally
agree
with
you.
L
That's
the
next
piece
of
the
puzzle
and
and
to
do
that
you
have
to
bring
in
land
and
get
a
developer,
that's
willing
to
to
develop
the
r1c
lots
and
that's
what
we're
working
on
as
a
next
step.
So.
F
Right,
I
guess
my
point
with
it
is:
I
think
this
will
work
great
to
recruit
people
from
out
of
town
and
open
up
some
stuff
for
them.
I
don't
know
that
it's
going
to
be
necessarily
a
ton
of
that
group.
That's
millennial,
first-time
homeowners,
going
up
that's
kind
of
a
struggle
for
that
group,
but
assuming
this
other
stuff
is
on
the
horizon,
I
think
both
can
be
really
wonderful.
L
L
Feel
free
to
call
email
if
you
want
to
go
through
individually,
you
can
give
us
a
call,
but
open
for
feedback
is
discussion
only
and
we
still
have
our
board
discussion
at
the
development
company
we
pitch.
This
idea
at
our
last
board
meeting
certainly
has
some
more
feedback
that
we
need
across
the
board
so
appreciate
it
looks
good.
Thank
you.
Thank
you.
A
Appreciate
it
all
right.
Moving
on
item,
I
is
approval
of
a
quote
for
64-month
barracuda
total
email
protection
quote:
number
zero;
seven,
nine,
nine
three
four
to
marco
in
the
amount
of
sixty
one
thousand
nine
hundred
sixteen
dollars,
eighty
cents
and
authorization
for
it
director
to
sign
all
relevant
documents,
question.
G
Yep,
that's
right
thanks
for
having
me,
so
this
was
just
an
opportunity
to
possibly
save
on
the
cost
of
something
that
we
renew
every
year,
basically
a
little
more
basically
by
a
five-year
contract,
or
about
five-year
of
this
we
can
save
at
least
26
000
over
the
course
of
five
years.
G
So
just
bringing
it
forward
to
see
if
you
guys
are
interested
in
that
or
if
we
should
just
continue
doing
our
renewal
at
one
year
at
a
time.
One
side
note
is
this
year:
renewals
are
are
17
640
dollars,
but
I
would
expect
it
to
go
up
every
year
for
sure.
Next
year
it's
going
to
be
closer
to
19
000,
so
the
cost
savings
will
go
up
every
year,
since
we
can
negotiate
a
longer
term.
E
G
Well,
we've
basically
we'd
be
buying
this
all
up
front,
so
the
penalty
for
getting
out
early
is
that
we
have
already
spent
the
dollars
and
the
likelihood
of
us
changing
are
very
low.
We've
been
using
this
product
for
about
10
years.
I
would
say
I
wasn't
here
the
entire
time
so,
but
I
would
say
about
10
years
and
it's
a
good
product,
and
this
just
so
you
know
this
is
our
spam
filter.
It's
also
how
we
back
up
things
like
teams
and
onedrive.
G
G
One
of
the
new
features
here
is:
it's
gonna
allow
us
to
prevent
name
spoofing.
I
know
some
of
you
guys
have
probably
got
emails
from
the
mayor
asking
to
buy
gift
cards.
That's
something
that
we
currently
can't
protect
against.
A
E
H
B
A
A
E
A
Thank
you,
okay.
So
this
is
an
opportunity.
If
anyone
would
like
to
propose
a
change
to
our
emergency
resolution
for
covered
protections,
anyone
want
to
discuss
it.
Councilman.
C
C
My
wife
goes
up
there
regularly,
but
notice
any
changes.
I
know
there's
more
signage
up
there,
now
more
mass
available
at
the
wellness
center,
I
mean
any
any
appreciable
increase
in
the
use
of
wearing
a
mask
up
there.
Anybody.
B
Yeah,
I'm
here,
no
honestly,
I
I
wish
I
had
better
news
for
you,
but
nothing
noticeable.
There
may
be
an
increase
in
usage,
but
nothing
stands
out
so
unfortunate.
A
I
I
would
have
to
say
I've
been
up
there
a
couple
times
in
the
last
couple
weeks
and
I
try
to
go
during
times
that
I
know
it's
not
going
to
be
busy
and
there's
been
no
problem
whatsoever
being
six
feet
away
from
everybody
else.
That's
not
a
problem,
and
I
did
notice
too.
When
I
went
there,
I
wore
a
mask.
A
Nobody
was
wearing
a
mask,
but
new
people
when
they
came
in
were
masks,
and
I
don't
know
if
it's
because
they
saw
me
masks
are
being
used.
I
I
saw
some
mass
put
on
the
table.
I
saw
somebody
wearing
one
of
the
free
masks
that
we
put
out.
So
I
think
they're
being
utilized
and
people
are,
if
nothing
else,
trying
to
stay
away
from
one
another
when
they're
working
out-
and
I
I
think
that's
an
improvement.
A
I've
noticed
they're,
not
clumping,
together
with
the
the
new
signs
do
say
if
you're
team
walking
you
gotta,
wear,
masks
and
I
didn't
see
anybody
walking
in
a
group
that
wasn't
wearing
masks.
So,
of
course,
there's
a
you
know
getting
the
volleyball
players
to
wear
masks,
that's
a
different
story.
I
don't
think
they're
going
to
do
it
unless
we
really
push
it.
A
I
I
I
The
donations
continue
to
come
in
at
least
pledges
from
people
in
the
community,
so
there's
a
lot
of
interest.
I've
also
had
two
lawyers
reach
out
to
me,
willing
to
form
a
501c3
pro
bono,
so
that's
also
something
good
so
that
people
have
a
place
where
we
can
start
donating
money
as
of
right
now,
because
we
want
to
capitalize,
while
the
momentum
is
still
there.
So
I
want
to
say
that
we
are
making
some
movement
there
on
a
downward
turn.
I
I
continue
to
be
in
conversation
with
the
junior
professional
team
and
we
are
going
to
be
facing
some
serious
obstacles
bringing
them
into
town
because
they
want
to
come
in
as
soon
as
possible
because
they
realize
this
is
a
very
ripe
market.
The
problem
that
we
have
is,
with
the
current
facility
that
we
have.
We
don't
have
the
practice
time
or
more
specifically,
the
game
time
available
to
give
them
the
practice
time
we
can
work
around
the
game
times
would
be
extremely
hard
to
do.
So.
I
I
also
want
to
say
that
there
is
a
lot
of
continuing
momentum
behind
the
scenes
on
this.
The
reason
why
no
one
on
the
ice
committee
has
brought
something
specifically
forward
for
public
perusal
is
because
abstractly
everyone-
or,
I
would
say
most
of
the
people
in
the
community-
are
in
favor
of
a
multi-purpose
ice
facility.
The
problem
that
you
get
with
any
big
budget
item
is
when
you
bring
forward
an
actual
proposal
is
when
people
can
start
nitpicking
it.
So
what
we
want
to
do
as
a
committee
is
bring
forward.
I
The
most
well
thought
out
the
most
bulletproof
possible
proposal
that
we
can.
So
that's
why
we
continue
to
work
work
behind
the
scenes
so
that
when
we
bring
something
forward,
it
is
a
well
thought
out
cohesive
plan
that
the
council
can
then
vet
and
the
public
can
look
at
it
and
consider
so
we're
trying
to
just
do
the
best
job
possible
as
a
committee,
and
we
ask
for
further
input
from
the
community
for
their
help
and
we
will
continue
to
do
our
job.
I
Are
I
would
just
say
that
we're
we're
doing
well
better
than
I
thought
in
many
ways,
because
I
know
that
there
was
some
contention
as
to
how
much
we
were
going
to
get,
but
there
continue
to
be
people
stepping
forward
and
the
obstacle
that
we
have
had
was
they
want
to
know
who
to
write
the
check
out
to,
and
we
also
I've
still
counseled
the
associations
not
to
not
to
move
forward
too
much,
because
we
don't
want
to
double
ask
people.
We
don't
want
to
replicate
our
going
out
to
talk
to
people.
A
I
So
yes,
and
actually
we
might
have
something
by
next
council
meeting.
Okay
there
there
is
there.
Is
that
possibility.
I
just
don't
want
to
get
people's
hopes
up
and
then
have
it
not
happen,
but
there
is
that
possibility.
A
A
Else,
yeah
waiting
to
hear
what
we
do
with
the
ice.
Yes
right
and
I
think,
there's
a
lot
of
support
in
the
community,
so
I
support
it.
I
I
am
concerned
about
the
o
m
and
I
I
really
would
like
to
promote
having
it
managed
externally,
and
I
don't
know
if
that's
been
in
any
of
your
conversations,
because
that
would
be
the
professional
way
to
go.
Okay,
all
right,
councilman
albertson
did
you
want
to
ask.
E
That
reid
did
hit
it,
in
fact
that
I
was
going
to
ask
about
it
and
knowing
that
he'd
had
other
things
going
on,
I
didn't
know
exactly
exactly
what
to
expect,
but
I
think
the
community
is
going
to
be
extremely
pleased
with
his
report
tonight.
There's
a
new
excitement
after
the
skaters
marcy
cole
and
eric
scott
came
in
last
two
weeks
ago,
and
I'm
pretty
excited
about
what's
happening
so
good
job.
Reading
your
committee.
C
At
our
last
meeting,
we
had
formed
a
kind
of
a
subcommittee
of
to
review
mayoral
job
duties.
I
took
it
upon
myself
in
light
of
what
the
councilman
reed
holin
had
going
on.
Personally
we're
gonna
act
as
a
convener
of
that
committee,
and
we
are
gonna
be
meeting
tomorrow
afternoon
to
kind
of
just
get
together
and
see
where
we
go
with
this
with
our
committee
and
and
our
hr
director
is
going
to
meet
with
the
goal
of
whatever
we
do
to
have.
A
report
back.
C
A
Councilman
vilhar,
I
I.
C
My
report
of
the
municipal
utility
board
meeting
at
our
committee
meeting
earlier
this
afternoon,
so
I
won't
say
anything
more
than
that
at
our
upper
big
zoo
meeting
here
recently.
The
council
may
remember
that
we
approved
a
phosphorous
study
report
put
together
by
a
company
called
clearas.
I
think
they're
getting
close
to
having
a
report
ready
to
present
to
us
you're
kind
of
nodding
over
there
heath
because
roger's
under
your
purview.
So
I
think
we're
looking
at
a
report
being
given
to
us
sometime
near
future
at
this
at
this
body.
I
H
Lalum,
thank
you
mayor
this
past
weekend.
Just
say:
if
we're
going
to
really
touch
base
on
what
hockey
did
the
hockey
association
ran
a
stick
of
the
cancer
event?
This
past
saturday,
they
raised
just
under
6
500
for
coyote
county
care.
So
so,
just
as
a
thing
to
you
know,
point
out
that
the
hockey
association
gave
gives
back
as
well.
They
did
for
county
cares.
It
was
a
very
neat
event.
H
The
brookings
players
came
the
peer
players,
the
girls
and
boys
varsity
both
played
the
girls
varsity
from
pure,
pink
jerseys
as
well.
So
it's
kind
of
a
neat
deal
that
the
different
associations
are
going
through
and
and
doing
it
as
a
kind
of
a
way
to
give
back
to
their
communities.
So
a
little
shout
out
to
them
very.
