They
basically
have
three
options:
they
can
do
nothing
which
will
let
the
ordinance
expire
at
midnight
or
they
can
fall
back
and
that
will
cause
it
to
fall
back
on
the
governor's
executive
order
or
they
can
extend
the
ordinance
out
for
a
longer
period
of
time
or
the
third
option
would
be
to
modify
the
ordinance
in
some
way.
They
can
either
tighten
the
restrictions
or
loosen
the
restrictions.

This
is
a
very
difficult
decision
for
the
City
Council
and
they
want
to
do
the
right
thing
for
the
community
and
it's
it's
basing
the
business
interests
against
the
health
interests
of
the
community
and
it's
a
tough
spot
they're
in
they
want
input
and
I
want
input
too,
and
so
please,
reach
out
to
your
council
member.
If
you
have
a
strong
opinion,
one
way
or
the
other
so
that
they
know
how
you
feel
they
again,
I'll
say
they
want
to
do
what's
best
for
the
community
as
a
whole.

So
the
the
health
care
community
is
telling
us
that
we
are
now
prepared
and
we've
gotten
this
extra
time
adopting
that
ordinance
gave
us
extra
time
and
that's
been
really
good
for
us.
So
now
we
are
prepared,
except
for
the
fact
that
we
don't
have
ample
testing
resources.
So
we
can't
test
everybody
that
wants
to
have
a
test.
You
have
to
meet
certain
criteria
in
order
to
qualify
for
a
test,
so
we
aren't
doing
widespread
testing
and
the
chances
of
being
able
to
do
widespread
testing
are
well.
We
don't
know
what
they
are.

We
may
never
be
able
to
do
that.
So
that's
kind
of
the
the
point
that
we're
stuck
at
is:
do
we
move
forward?
How
do
we
move
forward?
When
do
we
move
forward?
So
the
council
really
wants
your
input.
That
council
meeting
will
be
Monday
night
at
5:30
p.m.
and
it
will
be
just
like
any
other
council
meeting.
You
can
watch
it
on
our
website
or
on
gov
TV,
and
it
will
be
recorded
for
watching
later,
and
the
public
will
have
the
opportunity
to
call
in
the
meetings
are
now
mostly
virtual
or
by
electronic
means.

The
council
doesn't
all
come
together
in
a
room.
Just
a
couple
of
people
come
into
the
actual
council
chambers
and
everybody
else
connects
via
an
application
called
teams
and
that's
how
we
meet
and
the
public
is
invited
to
participate
in
that
way
as
well.
Another
thing
I
want
to
point
out
is
today
is
Thursday,
and
so
the
normal
Thursday
food
giveaway
by
Watertown
community
cares
is
happening
at
four
o'clock
at
the
Boys
and
Girls
Club.
But
then,
tomorrow,
all
day,
there's
going
to
be
a
food
drive
because
the
the
coffers
are
getting
low.

When
it
comes
to
what
they've
got
stored
up
for
food,
they
need
more
food.
The
South
feeding,
South
Dakota,
has
been
the
source
of
a
lot
of
the
food
and
there
are
a
lot
more
demands
on
that
food.
So
if
you
have
food
to
spare
and
you're
willing
to
donate
it
to
Watertown
community
cares,
you
can
do
that
all
day
tomorrow.

Friday
April
24th
at
the
Boys
and
Girls
Club,
and
they
specifically
are
looking
for
food
with
protein
in
it.
So
that
would
be
peanut
butter,
canned
meat,
like
tuna,
you
can
do
macaroni
and
cheese
or
canned
SpaghettiOs
or
ravioli.
That
kind
of
thing.
So
whatever
you
have
non-perishable
can
things
or
boxed
foods
are
what
they're
looking
for
monetary
donations
are
also
accepted
and
those
can
be
mailed
to
the
Salvation
Army.
If
you
send
them
a
check.

Just
write

cares
in
the
memo
line
or
you
can
go
online
and
give
some
money
via
GoFundMe
and
look
for
Watertown
community
cares.
So
that's
a
good
thing.
So

the
food
distribution.

Good
afternoon,
thank
you
for
inviting
me
to
participate
in
this
press
conference.
My
name
is
Stephanie
Leonard's
and
I'm.
A
physical
therapist
employed
out
of
arrow
therapy
physical
therapy
clinic
here
in
Watertown.
My
purpose
here
today
is
to
share
on
three
topics
within
the
realm
of
physical
therapy,
as
it
relates
to
this
time
of
social
isolation
and
the
corona
virus
pandemic.
These
topics
are
exercise
and
options
to
do
from
home
number
two
body:
organ
AMEX
for
people
who
have
transitioned
to
or
are
working
from
home,
including
students
and
number
three
breathing
techniques.

The
first
topic
of
exercising
from
home
is
not
new
to
us.
In
fact,
I've
seen
many
people
out
for
bike
rides
or
walks
and
runs,
especially
since
our
weather
has
been
warming
up.
I
want
to
encourage
people
to
get
outside
and
enjoy
physical
activity
with
safe
distance
from
other
people.
This
not
only
helps
our
hearts
lungs
muscles
and
bone
density,
but
it
also
helps
our
sense
of
well-being
and
emotional
health.
It
is
important
to
find
an
activity
that
you
enjoy
so
that
you
will
be
encouraged
to
continue
with
the
exercise.

It
is
also
important
to
start
slowly
if
you
are
new
to
the
activity
and
to
reach
out
and
ask
questions
to
your
health
care,
professional
or
any
physical
therapist.
If
you
have
concerns,
please
remember
to
stretch
before
and
after
you
do,
the
activity,
if
you
have
questions,
are
looking
for
specific
exercise
options
that
are
best
for
you.
You
are
able
to
contact
your
local
physical
therapist
and
ask
physical
therapists,
understand
the
bodies
and
the
muscle
systems,
but
we
need
to
know
your
personal
medical
and
physical
history
in
order
to
provide
the
best
program
for
you.

Therefore,
we
ask
to
speak
with
you
personally,
but
we
can
do
this
over
the
phone
via
telehealth
or
in-person
to
prescribe
the
best
option
for
you.
The
physical
therapy
clinics
in
Watertown
are
open
and
are
willing
to
help
people.
We
want
to
prevent
pain,
but
you
want
to
optimize
function,
we're
following
strict
guidelines
with
protecting
ourselves
with
masks.
Goggles
gloves
assessing
temperatures,
health
travel,
history
of
all
the
patients,
so
that
we
can
be
safe,
we're
taking
precautions
to
treat
people
individually
or
in
separate
areas
in
our
exercise
gym
areas
as
individuals.

We
may
be
socially
isolated
and
limiting
what
we
do
in
our
community,
but
we
may
end
up
being
more
physically
fit
because
we
actually
have
the
time
right
now.
Secondly,
I
want
to
speak
about
body
economics
or
how
to
align
yourself
as
you
work
or
study
so
that
we
can
prevent
pain
or
dysfunction
in
your
body.
The
idea
came
to
me
when
my
sister-in-law
posted
a
photo
of
my
brother
who
transitioned
his
office
to
home
from
his
work
site.
C
C
You
could
adjust
your
chair
height
so
that
your
hips
are
at
90
degrees
and
your
knees
are
at
90
degrees,
with
your
feet,
supported
either
on
the
floor
or
sometimes,
if
we're
having
to
raise
seat
heights
up
or
down,
they
could
even
be
supported
on
boxes,
stacks
of
papers,
magazines,
different
items
that
we
can
come
up
with
from
home.
Our
neck
should
always
be
in
a
neutral
position
and
not
positioned
downward
for
an
extended
period
of
time,
and
you
want
your
wrists
to
be
positioned
at
a
neutral
position.
C
So
when
I
say
neutral,
it's
not
bent
too
far
forward
or
too
far
backward,
but
right
in
the
middle.
Otherwise,
people
can
develop
neck
pain,
shoulder
pain,
back
pain,
pain
in
their
elbow
from
typing,
and
we're
wanting
to
prevent
that
since
people
are
working
from
home
and
we're
studying
from
home
more
often.
C
Thirdly,
and
finally,
I
would
like
to
talk
to
you
about
breathing
breathing
is
something
we
do,
and
most
of
us
don't
even
think
about
it,
but
there's
a
correct
way
and
an
inefficient
way
to
breathe
many
times,
I
find
that
people
are
using
only
the
upper
part
of
their
lungs
they're,
taking
shallow
breaths
and
their
shoulders
may
be
coming
up
and
down.
This
is
an
inefficient
way
of
breathing
due
to
the
Cova
19:00
virus
and
its
potential
of
affecting
our
respiratory
systems.
C
I
wanted
to
talk
to
you
about
diaphragmatic,
breathing
or
deep
breathing
using
your
diaphragm.
This
is
best
learned
and
practiced
by
laying
on
your
back
and
placing
one
hand
on
your
tummy
and
one
hand
on
your
chest
as
you
take
a
breath
in,
you
want
your
tummy,
but
the
hand
on
your
tummy
to
come
upward
or
outward,
and
you
want
the
other
hand
to
stay
still.
C
In
other
words,
as
you
take
your
breath
in,
you
want
your
tummy
to
come
out
or
outwards,
and,
as
you
take
your
breath
out,
you
want
your
tummy
to
drop
inward.
What
that
is
doing
is
allowing
your
diaphragm
to
drop
down
move
out
of
the
way
so
that
your
lungs
can
fully
expand
and
filling
up
allowing
the
filling
up
of
all
of
the
lobes
in
the
lungs
and
not
just
the
top
portions.
C
It
is
important
to
practice
this
regularly
as
it
can
help
you
to
relax,
reduce
stress
and
even
fall
asleep
at
night
when
our
lungs
learn
to
breathe
the
right
and
correct
way.
You
are
opening
up
more
of
the
Airways
and
therefore
allowing
more
oxygen
into
your
body.
This
is
important
in
preventing
pneumonia
or
other
respiratory
conditions
or
abnormalities.

We
know
that
this
is
a
stressful
time
for
all
of
us.
Hopefully,
these
tips
for
exercising
setting
up
your
home,
desk
and
breathing
will
help
you
into
becoming
a
more
healthy
person
in
these
abnormal
times
that
we're
living
in.

First
off,
you've
all
probably
noticed
that
it's
getting
nice
outside
and
with
that
nice
weather
comes
a
change
in
our
severe
weather
that
we
might
experience
so
starting
tomorrow
at
noon.
We're
going
to
start
hearing
those
County
and
City
tornado
siren
tests.

They're
gonna
be
happening
every
Friday
at
noon
and
this
week
is
actually
severe
weather
preparedness
week
here
in
South
Dakota,
and
with
that
what
I
would
encourage
everyone
to
do
is
sit
down
with
yourself
and
your
family
and
figure
out.
If
you
have
a
plan
in
the
event
of
severe
weather,
what
would
you
do?
Where
would
you
go
as
far
as
a
shelter?
Does
your
family
have
a
plan
where
you
would
meet
up
and
have
you
practice
that
plan
so
starting
tomorrow?

really
take
that
to
heart
and
when
you
hear
those
sirens
every
Friday
at
noon,
it's
a
good
reminder
for
you
to
sit
back
and
think.
Do
we
have
a
plan
on
what
we
would
do
in
the
event
of
severe
weather,
we're
gonna
be
start
looking
at
thunderstorms
and
tornadoes,
and
things
of
that
nature
hail
and
so
really
sit
and
think
about
that
again.

prepare

that
severe
weather

coming

some
point
this
summer

and

community
cares

forces

food
to
the
families
that
are
in
need
there
and
that's
gonna
start
right
at
four
o'clock

that

start
lining
up
on
