Steve
rehearsed
one
of
the
public
information
officers
with
the
water,
Tom
and
Ariana
task
force.
We
have
a
couple
speakers
today.
First
of
all,
mayor
Karen,
with
a
community
update,
followed
by
prairie
lakes,
health
care
system,
infection
control,
nurse
Shannon
Britt
after
her
well,
the
Cottington
County,
Treasurer,
Carol
Maloney
and
then
we'll
have
Lois
camp
filled
with
a
Watertown
Boys
and
Girls
Club,
followed
up
by
the
human
service
agency,
CEO
Carrie
Johnston,
so
up
first,
is
mayor
Karen
with
the
community
update.
Thank

Good
afternoon
today
it's
Tuesday
May
12
2020
in
South
Dakota.
We
now
have
three
thousand
six
hundred
sixty
three
cases
and
39
deaths.
Coddington
County
had
no
new
cases
and
of
our
15
cases,
so
far
all
are
recovered.
So
that's
really
good
news
for
us.
Our
governor
has
directed
communities
to
follow
her
back
to
normal
plan.
It's
simple,
there's
no
reference
to
the
CDC,
it's
just
common
sense
and
personal
responsibility.
B
It's
not
back
to
what
we
used
to
be,
though
we
will
have
a
new
normal,
and
if
we
all
follow
the
plan
by
practicing
good
hygiene
and
reasonable
social
distance,
we
will
be
able
to
handle
the
cases
that
will
undoubtedly
come
our
way.
So,
with
this
in
mind,
the
Park
Board
held
a
special
meeting
playgrounds
are
now
open.
The
CDC
guidelines
say
that
people
should
not
use
playgrounds
in
South
Dakota.
This
is
a
matter
of
personal
responsibility.

We're
not
going
to
legislate
you
from
using
the
playgrounds
if
you
use
or
allow
a
child
to
use
playground
equipment.
It's
your
responsibility
to
see
that
the
proper
precautions
are
used.
The
Park
Board
made
numerous
other
recommendations
at
their
meeting
last
night.
Regarding
bathrooms,
rental
buildings
and
ball
complexes,
those
will
all
be
considered
by
the
City
Council
this
coming
Monday
night
now,
I
would
like
to
introduce
shannon
Britt.

So,
besides
the
cough
or
shortness
of
breath,
you
may
experience
fever
chills,
repeated
shaking
with
chills,
muscle,
pain,
headache
sore
throat
and
a
new
loss
of
taste
or
smell
if
you're
experiencing
any
of
those
again,
please
contact
your
physician
or
the
emergency
department
prior
to
coming.
In
so
they're
aware
of
your
arrival
so
that
they
can
mask
you
and
treat
you
appropriately,
but
they've
added
symptoms
to
what
Kovach
could
be
exacerbating
for
people.
As
the
mayor
said,
we're
going
trained
to
go
back
to
normal,
but
it'll
be
our
different
normal.

So
when
it
comes
to
face
masks,
we
ask
that
you
not
get
a
face
mask
that's
healthcare
grade,
because
we
still
have
a
PPE
concern,
and
these
are
a
lot
of
the
homemade
face.
Masks
as
you
put
them
on,
be
careful.
The
inside
is
where
you've
been
breathing.
Those
viruses,
if
you've
had
this
on
before,
simply
over
your
face,
make
sure
you
have
everything
covered.

This
is
not
real
helpful
because
you
can
still
send
the
virus
out
of
your
nose,
so
be
sure
everything's
covered
and
then,
as
you're
doing
the
shopping,
your
whatever
use
you're
out
and
about
in
the
community
and
remove
them.
Please
be
careful
the
inside
of
the
mask
not
to
touch
here,
because
you've
just
got
your
germs
all
over
that
so
fold
it
the
inside
on
itself,
place
it
wherever
you
do.
I
keep
a
hand
sanitizer
in
my
car,
not
surprising
to
anybody.

That
knows
me
make
sure
you
rub
it
until
it's
completely
dry,
so
you
get
rid
of
anything
on
your
hands.
I've,
also
done
that
when
I've
left
the
store,
if
I've
run
in
without
a
mask,
keeping
in
mind
I'm
keeping
my
six
foot
social
distancing
for
less
than
five
minutes
but
a
hand
sanitizing
case,
there
was
something
on
my
carts
or
the
packaging
that
I've
had
hand-washing
is
our
best
friend
in
the
time
of
kovat
and
washing
has
also
been
our
best
friend
for
a
lot
of
things.

So
just
bringing
more
it's
a
light,
also
coming
from
CDC
this
week
and
and
reminding
is
unwearying
gloves,
I've
seen
a
lot
of
people
in
the
community
wearing
them
still
at
this
time,
gloves
are
encouraged
for
cleaning
and
disinfecting
to
keep
you
safe,
but
gloves
are
not
needed
in
instances
such
as
using
a
shopping,
cart
or
using
an
ATM.
They
might
give
people
false
reassurance
that
they're
actually
protecting
them,
and
then
you
go
on
touching
everything
with
your
gloves
and
they're
now,
just
a
covering
to
your
skin.

So
when
you
remove
your
gloves,
you
need
to
wash
your
hands,
so
it's
just
best
is
you
can
leave
the
gloves
aside,
go
about
doing
what
you're
doing
and
then
wash
your
hands
with
hand
sanitizer
or
soap
and
water
when
you're
finished,
going
to
an
ATM
using
your
debit
card
shopping
handling
your
mail
also
for
people
there's
been
some
new
guidelines
that
released
by
CDC
on
when
you
can
come
out
of
isolation.
It
had
been
10
days
after
onset
of
symptoms
or
diagnosis.

It
is
now
10
days
is
the
minimum,
and
also
that
we
need
to
have
at
least
three
days
without
a
fever
without
taking
any
medications
to
reduce
your
fever,
as
well
as
an
improvement
of
your
shortness
of
breath
of
your
cough
or
any
of
those
other
symptoms
that
we
discussed
is
that
they
had
the
headache
or
you
may
have
lost
your
sense
of
taste
and
smell
as
those
have
improved.
But
a
minimum
of
10
days
in
isolation
will
happen
for
someone
with
colvett
and
that's
when
we're
finding
them
out
for
shedding
of
the
virus.

As
mayor
said,
we
need
to
be
be
smart,
make
good
decisions
as
we
go
back
to
our
new
normal
I
know
it's
getting
nice
out.
Hopefully
the
the
cold
spell
has
snapped
on
us
and
I:
don't
have
to
tuck
my
plants
in
at
night
anymore.
Please
be
responsible
in
the
masking.
We
can
still
see
our
friends
invite
them
over
set
out
on
your
driveway
with
distance
between
you,
it's
nice
to
see
each
other,
but
we
to
be
responsible
with
our
social
distancing
for
our
farmers
that
go
out
in
the
field.

It
is
hard
to
wash
your
hands
and
the
hand.
Sanitizer
is
awful
when
you
have
dirt
on
your
hands,
so
bring
a
jug
of
water
with
you
and
take
a
hand
soap
with
you
wash
your
hands
and
can
use
that
jug
of
water
to
to
clean
your
hands.
Also,
I
we've
been
an
experience
of.
If
you
lose
someone
or
you
haven't
seen
someone
one,
you
want
to
give
them
a
quick
hug,
make
it
quick
and
back
up
it's
less
than
six
feet
for
five
minutes,
so
keep
the
close
contacts
at
a
minimum.

it

we're
doing
over
at
the
courthouse
to
try
and
be
as
close
to
normal
as
we
possibly
can.
Our
offices
are
closed.
So
we
cannot
allow
a
walk-in
traffic
but
we're
making
every
effort
to
get
things
done
either
through
the
mail.

Profile
is
that
people
were
so
busy
and
so
caught
up
with
everything
that's
been
going
on.
A
lot
of
them
have
forgotten
the
deadline,
so
what
we're
asking
them
to
do
is
either
give
our
office
a
call
at
either
eight

or
at
eight
eight
to
fifty
to
ten
and
we'll
be
able
to
give
them
some
payoff
amounts,
because
there
is
interest
for
the
month
of
May
started
on
the

of

the
governor's
order?
What
they're
looking
at
is
there
as
long
as
the
governor's
order
stays
in
place,
they're
going
to
be
allowing
they're
not
going
to
be
having
an
issue
with
the
fact
that
your
tags
expired
in
March.

they're
going
to
do
is
give
you,
60
days
after
the
governor
ascends,
that
order
that,
in
that
60-day
window,
you'll
need
to
make
sure
that
you
come
in,
get
your
titling
done
and
get
your
renewals
done,
but
we're
still
open
for
business,
we're
still
taking
care
of
people.
If
you
want
to
just
do
it
the
old-fashioned
way
online
Dropbox,
we
can
take
care
of
you.
One
thing
I
do
want
to
make
sure
I
mention
is
with
that
Dropbox
the
auditor's
office
is
still
is
currently
conducting

primary
election.

accepting
ballot
requests

either

or
in
that

sure

is
locked,
it's
not

anybody

can't
go

Everything
is
pretty
well
secured.

anybody

Operations,

the
Boys
&
Girls
Club
of
Watertown.
Obviously,
safety
is
our
number
one.
Priority.
We've
been
closely
monitoring
the
evolving
Kovan
19
situation.
We
have
hopes
to
open
to
a
new
normal
as
soon
as
we
can,
but
before
we
can
do
that,
the
club
wants
to
ensure
that
we
have
all
the
appropriate
safety
measures
and
operational
phases
in
place.
We're
working
to
be
as
flexible
and
responsive
as
possible
to
the
community
needs
during
this
pandemic.

Starting
this
week
on
Monday,
our
first
phase
of
service
did
begin
providing
childcare
for
healthcare
and
emergency
workers.
Only
the
hours
of
operation
for
that
program
are
Monday
through
Friday
5:45
a.m.
until
6
o'clock
p.m.
this
service
is
provided
to
youth
that
are
in
kindergarten
through
sixth
grade
things
have
changed
dramatically.
We
do
health
screenings
for
youth
and
staff,
additional
temperature
checks
throughout
the
day.
The
ratios
are
not
what
we're
accustomed
to
we're
doing:
an
8
to
2
ratio,
8
youth,
the
two
staff
currently
leading
a
very
structured
plan
throughout
the
day.

Of
course,
heightened
sanitation
procedures
are
taking
place
throughout
the
day
as
well.
It's
very
non-traditional,
Boys
and
Girls
Club
Program,
it's
very
structured.
It's
not
a
drop-in
facility
that
we're
accustomed
to
or
our
community's
accustomed
to,
at
least
not
at
this
time.
Right
now
we're
asking
that
those
enrolled
are
providing
weekly
schedules
that
are
required
in
advance.

If
anyone
is
interested
in
learning
more
about
this,
we
just
ask
that
you

us
a
call

eight

upcoming
is
something
we're
quite
excited
about
something
that's
new
for
us

Summer
Food
Service
Program

school
districts

wonderful

lunch

breakfast
for
the
following
morning.
We
would
like
to
take
over
one
school.
That's
out,
so
our
plan
is
on
May
26th
Tuesday.

The
club
will
offer
a
summer
food
service
program
for
all
youth
ages
1
to
18
years.
This
is
free
for
everybody
and
its
will
provide
similar
to
what
the
school
is
doing,
we'll
provide
a
lunch
and
then
a
breakfast
for
the
following
day
serving
times
will
be
from
11
o'clock
a.m.
to
1
o'clock
p.m.
every
Monday
through
Friday
it'll.
Be
a
no
contact
method,
you'll
simply
pull
up
to
the
Boys
and
Girls
Club
will
radio
your
needs
and
we'll
bring
out
the
meals
for
you
again.

It
doesn't
matter
on
whether
you're
a
Boys
and
Girls
Club
member
at
all.
If
you
can
get
to
our
facility-
and
you
are
between
the
ages
of
1
to
18
years
old,
we
will
provide
a
meal.
Youth
do
not
need
to
be
present
at
the
time.
So,
just
again,
someone
needs
to
get
there
and
pick
it
up,
and
we
will
we
look
forward
to
serving
that
that
program.

addition
to
these
programs,
we
want
to
remind
everyone
that
we're
still
offering
some
fun
virtual
programs
for
kids
and
families.

We
provide
daily
activity
ideas,
physical
fitness

reading

interaction

the
kids
we're
still
providing

p.m.

this
point
we
speculate
the
plans
for
phase
2
will
be
to
open
the
main
club
site
in
early
summer
with
a
very
limited
scope
of
services.
Following
gathering
and
social
distancing
guidelines,
it's
going
to
include
a
reduction
of
the
usual
numbers
of
youth.
We
serve
in
the
facility
at
one
time,
staff
and
board
members
are
working
diligently
to
create
and
implement
new
standards
and
policies
and
procedures
based
on
health
lines,
a
CDC
in
the
public
health
department.

Finally,
while
our
services
delivery
model
has
changed,
supporting
families
will
continue,
and
now
more
than
ever,
the
community
needs
the
organization
like
the
Boys
and
Girls
Club
to
provide
stability
during
these
unstable
times.

today
I've
been
asked
to
speak
about
something,
inspirational
and
uplifting,
and,
given
that
we're
living
in
unprecedented
times,
I
have
to
admit
this
has
been
a
little
bit
of
a
challenge.
The
last
time
I
spoke,
I
talked
a
little
bit
about
the
grieving
process
and
all
of
us
are
experiencing
as
we
cope
with
giving
up
life's
most
memorable
moments,
including
some
of
our
freedoms
in
the
therapy
world.
We
talk
about
stages
of
grief.
F
We
probably
can
each
identify
how
we've
coped
with
each
of
these.
In
the
South
several
past
weeks,
denial
bargaining,
anger,
depression
and
acceptance.
These
phases
come
and
go
in
differing
situations.
Today,
I
want
to
talk
about
the
anger
phase,
because
this
is
so
negatively
impacts
on
our
mental
health.
I
think
we
are
all
stuck
Lee's
stuck
squarely
in
this
phase,
we're
short
with
our
families,
we're
short
with
people
in
public
or
maybe
even
short
with
ourselves.
We're
bored
and
frustrated.
F
We've
run
out
of
things
to
even
talk
about
we're
confused
about
what's
going
on
and
where
this
is
going
to
end,
and
it
makes
us
quite
irritable,
irritable
the
thing
about
anger
is
we
usually
want
to
do
something
with
it?
It's
hard
on
our
mental
health
and
our
physical
health,
because
it
produces
adrenaline,
and
if
we
don't
do
something
productive
with
that
adrenaline,
it
makes
us
behave
in
ways
that
are
not
behaving
waves.
The
ways
that
are
not
helpful.
We
end
up
taking
it
out
on
someone
we
yell,
we
scream.
F
Sometimes
we
might
even
hit
someone
because
anger
does
weird
things
to
us
and
we
end
up
wanting
to
make
others
pay
for
our
misery,
and
we
expect
some
some
form
of
satisfaction.
So
here
we
are
all
stuck
in
this
uncontrollable
situation
and
we
find
ourselves
angry,
and
so
what
do
we
all
seem
to
do?
We
turn
to
social
media
and
we
vent
harshly
and
without
a
filter.
We
often
start
with
our
elected
leaders.
F
We
unleash
how
angry
we
are
at
their
decision-making
and
we
pick
up
our
phones
and
behind
the
safety
of
absolutely
no
eye
contact
or
accountability.
We
let
them
know
how
angry
we
are
and
what
we
think
should
be
done,
but
this
rarely
makes
us
feel
better.
Instead,
it
creates
bigger
issues,
because
now
everyone
is
commenting
on
your
angry
post.
It
becomes
a
war
of
words
between
us
and
often
total
strangers
about
our
opinions.

Soon,
people
start
sharing
articles
or
memes
that
provoke
deeper
anger
and
more
arguments
and
in
the
end
no
one
feels
better
and
nothing
changes.
Instead,
it
makes
us
more
angry
and
irritable
than
ever,
because
now,
not
only
are
we
stuck
in
this
uncontrollable
pandemic.
We
hate
everyone
who
has
disagreed
with
our
opinion
about
how
it
should
be
handled
and
it
never
impacts
the
decisions.
Our
elected
leaders
are
chosen
to
make
here's
what
I
would
want
to
remind
people
today.
Social
media
was
originally
designed
for
just
that,
being
social
use
it
for
that.
F
F
Just
stop
it
stop
using
social
media
platforms,
to
invite
fights,
argue
back
and
be
the
ugliest
version
of
ourselves
that
we
ever
thought
we
could
be
I'd
like
to
consider
a
few
social
media
pandemic
tips
number
one
consider
walking
away
before
we
sharing
something
that
is
controversial,
go
for
a
walk,
talk
it
over
with
a
family
member.
Take
a
shower,
simply
burn
some
time
before
you
repost
something
or
comment
on
something.
Perhaps
by
the
time
you
return,
you
will
feel
less
of
an
impulse
to
make
that
statement
or
create
that
argument
number
two.

If
your
first
instinct
is
to
hit
the
all-caps
button,
think
again
and
just
don't
do
it,
no
one
feels
persuaded
by
anything
written
in
all
caps.
They
just
feel
yelled
at
and
number
three
ask
yourself.
What
am
I
gaining
by
posting
this?
Am
I
helping
a
cause,
or
am
I
creating
an
argument?
Number
four
consider
sending
whatever
you
are
about
to
post
in
a
group
message
with
like-minded
friends
instead
of
posting
it
for
the
social
world?
F
To
argue
with
you
there's
a
reason:
support
groups
work
because
we
share
an
opinion
and
we
get
support
from
like-minded
individuals.
I
encourage
you
to
consider
venting
and
sharing
your
frustrations
in
this
format
that
results
in
no
arguments
and
only
support
number
five
clean
up
your
feeds,
unfollow
people
who
frequently
post
things
that
irritate
or
trigger
you.
You
don't
need
to
unfriend
them
on
social
media
or
in
real
life.
Nor
do
you
need
to
dislike
them
or
disown
them.
You
just
don't
need
to
read
they're
off
their
differing
opinion.

Every
single
hour
I'm
following
someone
keeps
you
from
responding
in
anger,
so
that
you
have
nothing
later
to
regret.
Number
six
accept
that
other
people
are
doing
what
is
best
for
them
in
a
difficult
time.
We
can
argue
all
day
long
and
what
we
think
is
best
health
vs.
economy
versus
how
we
behave
in
public,
but
none
of
the
arguing
is
going
to
change
anything
about
the
situation
or
the
outcome.
What
you
can
do
is
acknowledge
that
you
don't
know
what
you
don't
know
and
you
don't
judge
then
don't
judge
other
people
for
their
choices.

You
might
not
know
what
it's
like
to
live
with
an
underlying
health
condition
or
own
a
business
or
be
close
with
an
elderly
parent.
You
have
not
seen
or
what
it's
like
to
send
a
spouse
to
work
in
an
emergency
room
around
the
front
lines.
Remember
when
you
post
your
article
or
your
meme,
that
experience
is
just
that.
Your
experience.
In
your
opinion,
we
are
all
uncomfortable
bored,
scared
and
living
in
a
time
of
uncertainty.

If
you
want
to
truly
make
a
difference,
run
for
office,
send
private
emails
about
your
ideas
to
elected
officials
that
are
respectful,
read
reliable
news
outlets,
stand
formed
and
have
conversations
with
people
you
respect
in
a
private
platform
and
then
make
the
best
decision
for
you
and
your
family
bring
that
adrenaline
by
walking,
running
or
being
active
and
when
in
doubt,
be
mindful
that
in
a
pandemic
really
returns
us
all
to
kindergarten,
be
kind
treat
others
as
you
would
like
to
be
treated
and
wash
your
hands.
