Public
Works
for
Friday
November
4th
item,
one
of
our
on
our
agendas.
Discussion
of
possible
action
on
work
change,
directives,
16
with
Myron
construction
for
the
drinking
water
treatment
facility,
I
might
have
I,
usually
don't
do
a
lot
of
statements,
but
I'd
like
to
read
a
statement
and
then
I
will
go
over
the
work
change
directive.

The
new
drinking
water
treatment
facility
project
is
nearing
completion
and
is
a
culmination
of
effort
from
City
staff,
Engineers
rate
payers,
elected
officials
that
began
over
six
years
ago.
Byron
construction
contractor
hired
to
complete
construction
and
is
again
not
meeting
contract
deadlines.
I
will
say
once
again.
This
is
beyond
frustrating
to
have
a
contractor
that
is
not
capable
of
meeting
construction
timelines.
The
new
treatment
facility
is
a
critical
piece
of
infrastructure
that
will
improve
Public
Health
with
a
higher
quality
water
and
reduce
potential
health
risk
to
the
public.

The
city
extended
the
previous
contract
deadline
from
August
16
to
October
4th,
and
the
proposal
today
is
again
to
extend
the
contract
date
due
to
Myron's
inability
to
manage
their
contract
with
the
city
and
complete
the
work.
To
date,
the
city
has
assessed
over
250
thousand
dollars
in
liquidated
damages
to
Myron,
which
is
being
used
to
offset
the
city's
additional
costs
for
the
project.

The
work
change
directive
in
front
of
us
has
been
discussed
in
detail
with
Myron
engineers
and
City
staff.
This
is
the
fastest
schedule
to
meet
substantial
completion
and
provide
treated
water
to
the
public
before
year
end.
This
also
ensures
the
city's
legal
options
remain
intact
through
the
remainder
of
the
Project,
establishes
Specific
deadlines
and
establishes
escalating
liquidated
damages
beyond
the
completion
dates.

work
change
directive
is
authorizing
the
contractor
to
complete
the
additional
work
that
is
not
currently
in
the
contract
and
to
establish
an
approximate
value
and
timeline
for
the
work.
That's
what
this
work
change
directive
16
in
front
of
us
today,
will
do
the
actual
contract,
Amendment
and
or
change
order
will
be
done
through
a
change
order
that
will
typically
further
clarify
details.
The
work
change
directive
is
what
is
before
us
today
to
keep
the
project
moving
forward.

where
are
we
with
the
facility?
Today?
Disagreed
upon
schedule
starts
running
the
new
facility
once
again
beginning
November
11th
of
this
year.
What
this
means
is
the
facility
will
run
24
7
to
fine-tune
treatment
processes,
work
out
any
mechanical
issues
and
ensure
automation
is
working
properly.

From
this
we
will
move
into
system
demonstration,
meaning
we
will
run
the
new
facility
for
seven
days
straight
without
any
significant
issues
and
will
also
be
training,
City
staff
on
operations.
This
system
demonstration
is
set
to
be
completed,
December
9,
at
which
time
the
final
water
main
connections
will
be
completed
and
final
change
order
of
the
wells
and
all
Communications
will
be
brought
to
the
new
facility
with
dnr's
concurrence.
The
new
facility
will
begin
providing
water
to
the
community
before
year.

work
towards

change
order,
which
is
different
than
this
is
which
would
actually
change
the
contract
and
amend
the
contract.
We
believe
that
that
is
something
that
will
be
coming
in
the
near
future,
provided
that
the
contractor
continues
forward
with
the
work
at
this
time.

through
time
and
materials
and
adjusted
as
appropriate
if
that
entire
amount,
because
that
includes
gas
electric
costs.
So
if
that
plant
is
turned
over
on
substantial
completion
prior
to
everything
that
they
need,

costs

come
back

the
city.

since
the
city
council
and
the
public
has
really
received
no
details
on
this
matter
or
some
other
prior
matters
related
to
the
new
facility.
I
heard
there
would
be
a
release
later
today
regarding
this
matter,
could
these
documents
please
be
included
in
the
release
so
that
the
city
council
and
the
general
public
can
review
them
because
to
my
knowledge,
they're
not
on
the
City
website,.

We
also
have
an
addendum
discussion
of
possible
action
on
an
amendment
to
the
agreement
with
Becker
Hoppe
regarding
the
drinking
water
treatment
facility.
This
is
an
agreement
which
reduces
their
contract
amount
by
what
staff
has
discussed
with
the
engineers
related
to
the
chemical
feed
tubing
costs
associated
with
those
replacements.

didn't
know
if
you
just
wanted
to
point
out
for
the
record
in
the
listening
public,
that
of
the
description
of
the
additional
services
and
the
fact
that
Donnie,
who
is
providing
these
consulting
services
at
no
cost
to
the
city
and
there's
a
deduction
of
the
contract
amount
for
Becker
Hoppe.
So
I
point
out
some
of
those
facts.

deduction
in
the
contract
amount
is
twenty.
Three
thousand
two
hundred
seventy
three
dollars
and
fifteen
cents
and
Donahue
has
agreed
to
waive
any
future
costs
through
12-9,
with
an
estimated
cost
of
112
051.50
cents.

as

they
