happier
note
I'd
like
to
formally
acknowledge
the
Christmas
opening
of
the
mansion
house,
which
took
place
on
the
second
and
third
of
December
for
those
who
came
along
and
enjoyed
seeing
the
house
open
for

first
time
decorated
for
Christmas.
It
was
a
wonderful
experience
and
the
house
will
remain
open
to
the
public
from
Wednesday
to
Sunday
until
the
23rd
of
December.

then
after
then,
it
will
close
until
the
grand
reopening
on
the
27th
of
January
2018.

elect
and
to
nominate
my
colleague,
councillor
Keith,
all

become
Lord
Mayor
elect.
There
is
no
doubt
in
my
mind
when
I
say
that
counselor
will
make
an
exceptional
Lord
Mayor
and
represent
in
this
council,
and
all
of
us
with
great
prize
and
I
know,
there's
an
opportunity
later
in
the
year
where
we
all
get
to
speak
for
much
much
longer.
So
I
shall
be
brief
at
this
point,
and
but
Kieffer
is
an
exceptionally
experienced
counselor
and
puts
many
of
us
to
shame.

previously
served
on
South
Tyneside
Council
for
eight
years
prior
to
being
elected
in
a
very
good
year
in
2003
in
in
York,
there's
a
few
of
us
left
elected
and
it
can
be
said
that
councilor
oil
and
his
Lady
Mayoress
elect
Judith,
have
already
trained
to
become
law,
bear
and
Lady
wear
s
and
keep
and
Judith
served
as
the
city
sheriff
and
sheriff's
lady
in
2003
2004
to
a
good
apprenticeship
for
the
role
they
are
about
to
take
on.
As
we
approach
2018
I,
very
much
look
forward
to
keep
taking
up
the
reins.

dealing
with
this
session.
Today,
all
the
public
speakers
are
currently
seated
at
the
side

the

the

then
return

their

they're

who

got
five
speakers

evening

each
will
have
a
maximum

three

two
addresses

ask
a
question

any
matter
directly
relevant
to
our
business.
So
please
I'd
now
like
to
call
upon
our
first
speaker,
Gwen
Swinburne,
who
would
like
to
speak
about
the
reports
of
the
leader
and
deputy
leader
going
to.

The
leader
and
deputy
leaders
reports
didn't
address
the
elephant
in
the
room,
so
I
will
2017
started
with
such
great
expectations.
The
Public
Interest
report
recommendations
were
apparently
being
implemented.
Major
procurement
problems
were
being
investigated.
Another
chief
executive
committed
to
transparency
was
in
post
auditors,
the
LGA
ICO
police,
all
supporting
this
challenged
council,
our
councilors
ramping
up
webcasting,
strengthening
transparency
and
reducing
officer
delegations.

Even
the
long-awaited
Constitution
rewrite
was
in
reach,
it
all
looked
so
promising,
but
in
one
short
year
as
far
as
democracy
and
natural
justice
is
concerned,
things
could
hardly
have
gone
more
wrong.
A
stable,
sensible,
constructive
Coalition
has
as
good
as
founded
fractions,
fractious,
miss
volatility,
uncertainty
and
visible
tensions
now
combined
to
form
a
perfect
storm
that
undermines
the
council
and
everything
it
does.
The
lowest
point
of
many
was
the
council
leaders
very
public
precipitous
deeply
prejudicial
unjust
and
unprecedented
action,
sucking
councilors,
Aspen
and
air.
Four
months
later,
we
are
no
further
on
these.
L
Councilors
are
vilified
in
public
with
no
chance
to
respond
contrast
this
with
the
actions
to
discipline
top
staff,
whose
behavior
is
on
record
for
all
to
see.
Nine
months
later
we
hear
on
the
grapevine
after
a
mysterious,
no
agenda.
Staffing
committee
called
to
discuss
staffing
matters
that
the
top
staff
will,
after
all,
not
be
held
accountable
for
their
actions,
all
behind
tightly
closed
doors.
If
true,
they
are
once
again
off
the
hook.

We
have
been
here
before
how
absurd
and
perverse
that
counselors,
who
work
most
closely
and
rely
entirely
on
these
very
officers,
are
the
ones
who
decide
their
fate.
This
cannot
be
allowed
to
happen
for
a
third
time.
Many
counselors
told
me
this
outcome
was
inevitable.
I
didn't
believe
them
I
apologized
to
you,
so
we
start
2018
in
a
truly
perilous
Democratic
position,
the
Coalition
in
tatters,
respect
30
seconds.
Please
respect
trust
and
confidence
in
top
management
at
an
all-time
low
secrecy
and
mistrust
pervades
citizens
who
speak
out
are
threatened,
vilified
and
silenced.

M
Law
mayor
members
of
council,
there's
and
gentlemen,
firstly,
can
I
make
it
clear
that
I'm
speaking
here
as
a
private,
individual
I'm,
not
in
any
way
on
behalf
of
the
parish
council,
which
I
serve
as
chairman
last
February
I
watched
the
meeting
of
the
audit
and
Governance
Committee
with
what
I
can
only
regard
as
utter
disbelief.
I've
served
on
three
different
councils
and
attended
hundreds
of
meetings
over
the
last
30
years.
Never
before
have
I
seen
anything
like
the
events
of
that
meeting,
with
repeated
votes
encountered
officer
challenging
councilors.

However,
it
is
my
understanding
has
only
been
seen
by
the
leader
and
some
officers,
leaving
aside
that
this
is
a
joint
administration,
but,
as
I
would
have
expected,
the
leader
of
the
other
political
group
on
the
executive
to
have
at
least
been
accorded
the
same
privilege
of
the
leader
of
the
council
in
seeing
it
and
concerned
that
all
members
of
council
have
not
been
able
to
see
it
as
I'm
certain
they
have
the
right
to
do
so.
At
the
very
least,
the
members
of
the
audit
and
Governance
Committee
should
have
been
able
to
see
it.

Even
if
there's
a
restricted
document,
not
for
public
view,
I
understand
they
have
written
to
request
that
it
be
released
to
them,
but
without
success.
Now,
given
that
the
very
purpose
of
the
audit
and
Governance
Committee
is
to
oversee
defective
financial,
running
and
reporting
of
the
council,
is
he
surely
paramount
that
the
members
of
that
committee
should
see
this
report
at
the
very
earliest
opportunity?
Counsel,
not
mushrooms,
to
be
kept
in
the
dark
and
have
an
occasional
shovel
full
of
manure
thrown
at
them?
They
are
elected
representatives
and
should
not
be
treating
this
dismissive
fashion.

If
it
is
the
hope
of
the
leader
in
senior
officers,
the
matter
will
quietly
go
away.
If
they
deal
with
it
privately
well,
he
will
eat
just
won't.
What
I
saw
showed
a
fundamental
breakdown,
the
correct
office,
correct
officer,
member,
a
member
member
relationship
on
the
council,
and
that
needs
to
be
addressed.
The
councillors
to
be
effective
officers
and
members
must
have
a
clear
and
respectful
working
relationship.
That
was
the
case
at
my
former
council.
What
I
saw
and
that
meeting
was
not
indicative
about
councilís.
M
What
councils
will
only
gain
trust
if
issues
are
dealt
with
openly
and
honestly,
not
in
closed
rooms?
It's
been
suggested
to
me
that
the
duvet
is
to
allow
officers
and
members
who
were
the
subject
of
that
report
to
prepare
response
response
before
the
matter
is
considered
by
council.
If
their
rights
are
so
paramount,
it
seems
wholly
inconsistent
with
the
recent
treatment
of
two
of
the
members
of
this
council.

Council
need
to
be
self-reflective,
better
analyze
their
performance.
This
is
a
case
where
that
is
vitally
important.
I
urged
the
lead.
It's
urgently
authorized.
The
release
of
the
report
into
the
conduct
of
the
ordinary
Guardian
Governance
Committee
of
February
2,
at
least
the
members
of
the
catback
committee,
and
preferably
to
all
members
it
is
not
prepared
to
do
so,
continues
to
withhold
it
from
them.
Perhaps
they
could
should
consider
whether
he's
acting
in
the
best
interest
of
the
council.

members
of
the
council-

I'm
here,
to
talk
about
the
the
woeful
effects
of
the
Conservative
government's
new
funding
formula
for
children
in
York.
We
are
going
to
be
the
worst
funded
city
in
the
country,
and
now
we
were
the
third
worst
and
he's
got
worse
still,
so
it's
not
really
brilliant
I'm.
Speaking
as
a
school
teacher
here
in
York
I've
been
teaching
since
2009
and
I've
seen.
Basically,
it's
got
worse.
N
Every
year,
real
terms,
funding
has
gone
down
teachers
and
school
leaders
here
in
York
I
tell
you
now
I
promise
you
now
we'll
do
the
best
that
they
can
for
kids
here
in
this
city.
Well,
every
year
is
gain
harder
and
harder,
as
we
have
to
deal
with
less
and
less
money.
So
if
there's
a
reduction
in
school
funding,
then
school
has
to
find
a
way
to
stay
afloat.
One
of
the
simplest
things
that
we
can
do
is
try
and
get
more
students
into
our
classrooms.
N
Now
this
leads
to
some
obvious,
quite
difficult
issues.
One
thing
I've
seen
in
my
classroom
is
a
lack
of
cheers.
If
we've
got
32
students
in
a
class,
then
that
means
if
I
teach
them
for
an
hour,
but
it's
less
than
two
minutes
each,
and
actually
it's
getting
worse
and
worse
in
primary
school
I'm,
a
secondary
teacher
in
primary
schools.
There
are
bigger
than
30
to
35,
36
isn't
uncommon.
N
One
thing
that
all
teachers
will
recognize,
sadly,
is
the
rationing
of
glue
sticks,
it's
the
21st
century
and
we
have
to
ration
glue
sticks
because
there
isn't
enough
money
for
education.
This
obviously
increases
the
workload
for
teachers.
It's
just
not
good
enough,
because
it
means
that
we
can't
do
the
things
that
we
need
to
do
to
teach
the
children
more
children
in
a
class
is
a
problem,
and
it's
not
like
we're
gonna
get
any
new
teachers.

There
certainly
isn't
money
for
that
as
well
as
that,
the
lack
of
funding
leads
to
a
narrowing
of
the
curriculum,
essentially
there's
less
practical
equipment
available
and
also
again,
there's
more
children
for
it
to
go
around.
There's
less
support
staff,
less
extracurricular
activities,
and
if
you
combine
this
with
an
increasing
a
narrow
group
of
subjects
that
schools
can
sport
can
score
points
on
from
off.

You're
really
going
to
make
tech
teachers
have
to
make
incredibly
hard
decisions
and
have
to
cut
creative
subjects
and
really
due
to
a
lack
of
money,
the
teachers
that
go
with
those
subjects
in
York.
We
want
a
broad
and
balanced
curriculum
and
we
really
should
be
treating
our
kids
properly.
We
can't
do
that
without
funding
and,
quite
frankly,
the
Conservative
government
haven't
showed
that
they
care
about
the
kids
in
this
city.

Speak
to
councillor
Mason's
motion
funding
for
children
and
young
people
in
York,
and
the
amendment
put
forward
by
Council
sure
I
am
the
chair
of
trustees
of
big
futures
foundation,
a
charity
working
in
York
schools
to
close
the
Cat
Cat.
They
make
attainment
gap
between
disadvantaged
non
disadvantaged
children.
The
fact
that
York's
per
pupil
funding
is
the
worst
in
the
country
is
a
travesty
and
councillor.
Mason
is
right
to
propose
that
counsel
writes
to
the
Secretary
of
State
for
Education
to
ask
she
reconsider
her
decision
on
York's
national
funding
formula
deal.
O
The
impact
on
our
children's
education
is
real
and
will
continue
to
grow.
This
can't
be
allowed
to
continue.
We
cannot
underestimate
the
importance
of
education
in
our
schools
and
the
education
they
provide
in
setting
our
children
up
for
adult
life,
and
it
shouldn't
be
forgotten
that
inadequate
and
falling
funding
is
not
the
only
immediate
and
growing
challenge
York
schools
facing.
If
we
want
our
children
to
succeed
in
that
path
to
an
engaged
and
satisfying
adult
life,
we
must
think
and
act
more
widely
on
the
factors
affecting
their
ability
to
come
to
school,
ready
to
learn.

Mental
health
issues
are
on
the
rise,
both
in
children
at
all
age
levels
and
the
adults
in
their
families
and
childhood
poverty
is
on
the
increase
standing
at
30%
in
2015-16.
York
schools
are
dealing
with
these
issues
on
a
daily
basis,
working
hard
to
overcome
the
inequalities
of
outcome
that
these
debilitating
problems
caused.
Closing
the
attainment
gap
for
our
disadvantaged
children
will
remain
a
challenge
while
these
issues
affects
so
many.
We
must
accept
a
collective
responsibility
to
take
action
to
alleviate
these
pressures
on
our
schools.
O
If
we
want
them
to
do
the
job
of
educating
our
children
and
preparing
them
for
a
Content
adult
life,
the
disproportionate
amounts
of
time
and
effort
put
seems
closing
the
attainment
gap
providing
staggeringly
high
levels
of
social
service
to
families
and
dealing
with
unacceptably
high
levels
of
poor
mental
health
in
our
young
people
are
all
a
drain
on
your
school's
budgets.
If
we
in
the
collective
community
gathered
here,
wants
the
let
best
life
outcome
for
all
your
children,
we
must
look
to
strengthening
other
parts
of
our
social
and
welfare
systems
as
a
matter
of
urgency.

After
all,
the
years
hanging
to
be
very
rusty
and
at
least
covered
in
a
bit
more
hook
with
regard
to
the
leaders
reference
to
the
delivery
of
the
community
stadium,
he
may
well
wonder
why
this
has
not
been
greeted
with
wild
enthusiasm
from
supporters
in
the
local
press.
For
the
answer
is
quite
absolutely
simple:
there
are
no
err
of
the
attitude
of.
We
will
believe
it
when
we
see
it
for
far
too
long.

We
have
had
promise
after
promise
and
nothing
as
ever,
materialized
from
under
the
shroud
of
secrecy
that
has
covered
this
project
from
day.
One
and
nobody's
questions
have
been
answered
when
s
one
officer
said
to
me,
because
we
don't
listen
to
it,
but
I
would
like
to
ask
one
more.
We
read
in
the
local
press
that
an
insurance
firm
is
pouring
third
family
impound
into
the
stadium
project.
I
understand
at
the
last
count
the
council
it
rates
about
forty
five
million.
That
seems
to
indicate
that
eight
eight
million
has
gone
into
this
80
million.

Now,
while
the
council
getting
35
million
back,
are
you
prepared
to
explain
where
that
money
has
gone?
And
why,
thankfully
Redbridge
have
said
now,
we
will
turn
our
attention
for
delivery.
What
kind
of
statement
is
that?
What
were
they
doing
before?
One
wonders?
What
control
or
influence
the
councilors
had
in
this
saga
that
nearly
drove
one
club
into
extinction
and
I've
seen
the
other
one
dropping
almost
into
preferably
bein?

You
Lord
Mayor
and
more
than
am
pleased
to
present
this
petition
from
residents
in
Osborn
week.
It's
largely
just
to
set
the
ball
rolling
for
the
removal
of
the
ugly,
pointless
and
unenforceable
20
mile-an-hour
signs
in
Oz
boy,
whilst
they
absolutely
detest
street
clutter
and
the
way
in
which
local
authorities
litter
the
streets
with
pointless
Road
sounds
and
I
look
forward
to
contributing
to
removal
of
this
particular
blaze.
It's
also
a
question
of
road
safety
as
well.

Wasted:
half
a
million
pound
on
the
twenty
mile,
an
hour
nonsense
for
the
benefits
of
one
councillors,
crusade,
the
20
mile,
an
hour
signs
standards
testament
to
that
vacuous
money,
wasted
administration,
and
it's
time
that
the
whole
scheme
was
appraised
and
by
all
means
to
start
with.
My
ward
as
I've
offered
before
I
would
quite
happily
take
the
signs
down
free
of
charge.

I've
noticed
since
writing.
It
was
that
I
didn't
give
due
prominence
and
thanks
to
councilor
Hayes,
who
has
been
a
driving
force
behind
in
New
York,
so
I
do
extend
my
congratulations
to
him
on
that,
but
other
than
that
I
had
nothing
to
add
to
what
he's
already
written
down
there.

I
note
with
interest
the
many
activities
of
the
leader
since
we
last
met,
including
his
get
together
with
the
Transport
Minister
investment
in
the
TransPennine
route
and
improved
connectivity
is
overdue
and
absolutely
vital
to
the
success
of
York's
economy,
with
a
verbal
commitment
from
the
Chancellor,
but
no
detailed
plans
for
hs3.
It
makes
improve
transparent
in
the
years
to
come,
and
we
note
that
one
thing
mr.
B
grayling
wouldn't
commit
to
its
funding
for
dueling
the
Outer
Ring
Road,
which
continues
to
be
a
frustration
given
the
problems
it
causes
those
travelling
on
the
northern
Ring
Road,
as
well
as
its
impact
on
businesses.
I
do
hope.
The
feasibility
study
on
dueling
can
help
to
make
the
case
and
I
am
sure.
My
colleague
counts
on
the
Derbyshire
parliamentary
candidate
for
labor.
In
your
counter
at
the
next
election,
we'll
make
an
extremely
strong
case
to
government
to
get
some
important
movement
on
this
issue.

The
Gigabyte
city
or
the
gigabit
I'm.
Never
quite
sure,
gigabit
city
initiative
is
another
positive
step
forward
for
the
York
economy
and
I
think
we
should
all
pay
tribute
to
my
former
colleague
James
Alexander,
for
his
vision
and
his
embracing
of
the
opportunities
to
improve
digital
connectivity
in
the
city.
I
know
he
didn't
have
legions
of
supporters
on
the
opposition's
benches,
but
he
worked
very
closely
with
Roy
grant
our
head
of
IT
in
exploiting
the
opportunities
for
better
internet
connectivity
both
for
the
council,
the
city
centre,
businesses
and
for
homes.

So
it
is
therefore
welcome
to
see
this
work
continued
to
be
built
on
and
advanced
for,
the
benefit
of
everyone
in
the
city
and
I
will
say
looking
at
this
wonderful
speed,
which
does
look
rather
clean,
I
must
admit.
Then,
over
the
past
few
years
there
have
been
times
when
I
think
all
of
us
were
not
sure
whether
the
stadium
would
actually
go
ahead.

Finally,
on
york
central,
I
hope
the
council
is
over
the
first
hurdle
in
terms
of
the
access
road,
but
there
are
many
more
hurdles
to
come
and
myself
and
our
group
will
be
scrutinizing
the
master
plan
very
closely
in
2018,
when
what
we
anticipate
will
be
geared
towards
the
objectives
of
government
agencies
and
not
necessarily
the
needs
or
wants
of
the
people
of
the
city.
So
I
think
that
particular
issue
is
like
so
many
others
is
going
to
run
and
run.
But

million
tons
of
plastic
is
going
into
the
seas
around
Britain's
Shores.
When
you
think
about
how
light
plastic
is
that's
frightening.
In
the
UK
alone,
we
use
5
million
plastic
straws
a
day.
How
many
are
ending
up
in
verges,
rivers
and
sea.

All
this
is
produced
from
fossil
fuels
responsible
for
climate
change
in
eos
are
developing
fracking,
largely
to
secure
gas,
not
to
heat
our
homes,
but
it's
using
manufacture
of
plastics.
Our
amendment
is
to
support
concern
about
disposable
plastic,
but
also
focus
on
cutting
predominance
of
oil
base
to
take
away
containers
in
York.

My
examples
perhaps
lead
need
a
little
bit
of
explaining
a
Fryeburg
carp
from
it's
available
in
over
100
outlets,
for
a
one-year-old
apposite
and
can
be
returned
to
any
other
outlet

sterilizing

cleaning

reuse,

get
lost
to
the
system,
often

souvenirs,
but
then

a
great
marketing
for
a
sustainable

biodegradable
and

reusing

such
materials
in
our

cafe

encourage
schools,
old

stalls

our
partners
to
roll

minimization

try

funding
book
is
the
second
best
out
of
all
the
authorities,

actually
doesn't
recognize
the
huge
deficit
that
we've
suffered
in
York
for
a
long
long
time.

need

steps
here,
and
we
need
to
be
urging
the
Secretary
of
State
to
review
York's
position
and
to
really
take
a
hold
of
that
historic
position.

engagement

teachers
across
York
was
so
concerned
that
they
felt
compelled
to
address
parents
directly
in
order
to
highlight
the
funding
that
schools
would
receive.

there

enough
money

spite
of
poor
funding,
schools
and
pupils
in
New,
York
have
achieved
high
levels
of
attainment
and
I'm
sure
everybody
in
this
room
will
join
us
in
recognizing

efforts
of
school
staff
and
pupils
across
the
city.

our
high
levels
of
attainment,
schools
in
York
should
not
be
financially
punished
for
this
work.

Mason,
but
I
think
it's
crucial
that
we
underline
the
multiple
difficulties
facing
York
schools,
which
is
why
I've
put
forward
this
amendment.
Since
2010,
our
schools
and
teachers
have
come
under
sustained
pressure
from
a
toxic
mix
of
frozen
funding,
rising
costs,
unrealistic
expectations
and
punitive
oversight.
Everyone
here
knows
that
York's
pupils
are
the
lowest
funded
in
the
country.
Z
Council
will
no
doubt
hear
members
championing
the
number
of
good
and
outstanding
schools
in
the
city
and
the
good
GCSE
results
as
if
this
proves
everything
is
fine
as
it
is.
It
is
welcome.
Obviously,
but
I
would
caution
against
using
this
as
a
yardstick.
Some
of
our
outstanding
schools
have
not
had
an
Ofsted
inspection
in
almost
a
decade.
The
attainment
gap
for
York's
disadvantaged
pupils
remains
high
and
there
are
many
varied
things
that
make
a
good
school,
not
all
of
which
are
captured
by
Ofsted
inspections
or
exam
performance
for
many
teachers.

reality
is
a
constant
struggle
to
maintain
a
varied
and
engaging
curriculum.
Whilst
pupils
are
expected
to
reach
arbitrary
bars
that
sometimes
seem
to
pay
as
much
respect
to
child
development.
As
mandating
that
every
child
should
grow
5
centimeters
every
year,
staff
find
themselves
trying
to
protect
you,
children
as
young
as
six
and
seven
from
exam
stress,
whilst
their
workload
makes
maintaining
a
reasonable
work-life
balance.

This
is
what's
happening
here
in
York,
where
we
see
an
above
average
number
of
admissions
through
a
any
four
self-harm
and
high
levels
of
anxiety
had
teachers
have
told
me
that
they
would
intervene
before
problems
became
acute,
if
only
they
had
the
resources
to
do
so,
and
whilst
the
introduction
of
well-being
workers
is
welcome,
there
are
not
nearly
enough
of
them
to
go
around.
Our
teachers
are
reaching
the
end
of
their
tether.
Experienced
staff
are
leaving
the
profession
early
and
40%
of
newly
qualified
teachers,
don't
make
it
through
their
first
five
years.

Last
year
nationally,
a
hundred
and
fifty
thousand
teachers
took
leave
or
left
the
profession
early
due
to
work-related
stress.
It's
no
wonder
when
school
leaders
at
every
level
are
only
ever
one
bad
set
of
results
away
from
losing
their
jobs.
This
is
no
way
to
run
an
education
system,
I'm
sure
that
everyone
in
this
room
wants
the
same
thing
for
York's
children
and
young
people.
We
want
an
education
system
that
inspires
them.

Our
children
and
young
people
need
better
access
to
mental
health
services.
They
need
time
and
space
to
develop.
They
need
places
to
hang
out
and
just
be
teenagers.
They
need
families
who
have
enough
money
to
put
food
on
the
table,
and
they
need
hope
that
there's
something
for
them
at
the
end,
at
the
end
of
it
all
now,
I
know.

lot
of
this
is
out
with
of
our
control
in
local
government,
but
at
least
we
can
show
the
staff
and
pupils
of
York
that
we
are
on
their
side
that
we
and
the
difficulties
they
are
facing.

need
to
send
a
clear
message
from
this
council
that
the
teachers,
the
children
and
the
young
people
of
our
city
deserve
better
and
I,
therefore
urge
members
to
support
this
amendment.

Maintaining
york's
high
standards
of
education
is
indeed
crucial
for
the
future
of
our
young
people

to
happen.

may
be
due
to
many
different
pressures
causes,
but
the
pressure
and
anxiety
caused
by
a
system
that
doesn't
allow
teachers
to

the
primary
benefit
of
the
children
in
their
care
but
insists
on

tests,
exams
and
leads.
Labels
must
have
a
significant
part
to
play
in
this.
So
I
do
particularly
welcome
the
parts
of
this
amendment
that
refer
to
putting
tests
and
exams
in
their
proper
place
in
schools
and
according
the
respect
to
teachers
that
they
deserve
and
need
to
give
the
best
education
to
our
children.

include
the
necessary
levels
of
per
pupil
funding
to
make
it
possible
to
give
every
child
whatever
their

appropriate
attention
and
learning
opportunities

each
and
every
one
of
them
deserves

postcode

command
all
the
comments
of
both
public
speakers
class
sizes
of
the
numbers
they
referred
to
are

outrage,

whilst
money
isn't
everything,
it
really
is
really
important
that
we
stand
up
for
sufficient
funding
for
all

York's

decline
in
some

the
aspirations
that
some

us

of

back

school

almost

still
in
their
preschool
stage,

deemed

are

good

clever
and
they
know
it
at
four
years

he
thinks

Democrats

support

Council
I
would
beg
him
to
think
again
because
he's
fundamentally
wrong.

want

raise
is
there
are
specific
issues
relating
to
support
for
students
which
have
within
their
catchment
area,
disadvantaged
communities.
The
three
schools
in
Westfield
have
significant
issues
and
they
work
hard
to
provide
an
inclusive
education
responsible,
responsive
to
the
local
community.
However,
the
increases
are
lower
than
the
average
New
York.
This
difference
cumulatively
amounts.
Seventy
three
thousand
pounds
across
the
three
schools.
Whilst
the
net
increase
is
welcomed,
this
could
be
wiped
out
by
pay
award
not
funded
through
now.
The
poem
that's
quite
complex.

But
think
the
the
impact,
the
uncertainty
this
has
on
the
provision
of
those
additional
services
that
enable
intervention
to
vulnerable
pupils
is
causing
concern.
It
was
a
very
straightforward
local
formula
before
this
makes
a
degree
of
concern
and
with
the
future
of
people
premium,
initiative
in
government
will.

And
thus
the
additional
support
will
be
lost
if
there's
those
the
impact
of
universe.
Credit
on
that.
So
there
has
been
over
many
decades
an
attempt.
Numerous
attempts
to
identify
an
indicator
for
additional
support
to
replace
free
school
meals,
because
but
no
one
has
yet
come
up
with
a
a
robust
way
of
replacing
that.
Therefore,
it
has
lasted
as
an
indicator.
So
I
just
want
to
put
on
record
that
the
three
walls
counselors
for
Westfield
will
be
writing
directly
to
the
Secretary
of
State.

I
I
think
the
residents
of
Heuer,
who
sent
me
here
to
speak
on
their
behalf
would
expect
me
to
walk
across
hot
coals
if
that
was
necessary
in
order
to
stand
up
for
better
education
funding
for
the
pupils
of
our
city
and
that's
exactly
what
this
motion
does.
It
speaks
to
the
fundamental
role
that
we
are
all
sent
here
to
do,
which
is
to
stand
up
for
better
deals
for
York.
That's
our
role
and
I
hope
this
motion
will
pass
as
a
result
of
them.
I
Surely,
by
now
we
should
all
accept
that
education
is
one
of
the
best
tools
to
social
mobility.
Surely,
by
now
we
should
also
all
accept
that
education
is
one
of
the
best
ways
of
ensuring
better
and
life
chances
for
our
young
people,
and
that
should
not
be
put
at
risk
because
of
poor
funding.
We
have
a
role
here
to
say
that
York
deserves
better
as
a
result
of
them.
All
too
often,
like
many
other
parents
across
the
city,
I
receive
the
innovative
ways
that
schools
are
now
having
to
find
techniques
to
raise
funds.
I
Virtually
every
school
in
the
city
is
having
to
go
through
that
exercise
to
fundraise
not
to
fund
lavish
school
trips
or
to
buy
some
fantastic
bespoke
bit
of
equipment,
but
to
underpin
the
core
services
that
they
provide.
Schools
should
not
be
faced
to
be
in
a
position
where
they
have
to
get
out
begging
poles
in
order
to
provide
basic
education
to
the
kids
that
we
have
in
our
city.
Schools
should
be
cathedrals
that
are
rolling
in
mud
funding
and
should
not
have
to
wait
for
additional
resources.
I
We
say
that
there's
a
problem
technically
in
the
formula,
because
there
are
things
that
are
going
on
a
fundamental
to
York
schools,
which
are
not
being
recognized
and
valued
in
the
formula
that
allocates
funding
that
could
be
changed
and
we,
as
counselors
here
in
York,
have
a
duty
to
ask
the
government
to
change
that
and
I
hope.
Everyone
in
this
chamber
will
vote
for
this
motion.

Sadly,
it
doesn't
talk
about
the
good
things
to
do
with
the
funding
formula
and
the
way
that
your
has
been
treated
in
there.

NOT
trying
to
argue
that
we
come
out
well.
It
is
a
fact
that

next
year

be
the

funded
in
the
country,
but

will
be
for
one

year

will
move
off

start

league
tables
also
I'd
like

highlight
the
fact
that
we
do
indeed
get
the
second
highest
increase
as
the
gap
and
the
spread
of
funding
starts
to
be
now,
whilst
protecting

increase
to
all
local
authorities

country.

schools
in
our
area
will
be
getting
20%
increase
over
the
next
two
years.
Some
will
be
more
challenging
in
position
I'm.
The
comment
in
the
motion
about
high-needs.
Well,
it
doesn't
go
on
to
say
that
actually,
we
will
be
in
the
middle
of
that
league
table
in
the
high
link
structure.

Lord
Mayor
York
has
been
in
a
challenging
position
with
funding
and
has
been
one
of
the
lowest
funded
authorities
for
decades.
Indeed,
local
management
of
schools
introduced
in
the
90s
was
just
a
transfer
of
poor
funding
from
York
to
performing
for
schools
and
successive
governments,
including
a
long
spell
of
labor
administration's,
have
failed
to
address
that.

So
I
think
we
need
to
understand
what
the
funding
formula
days
it
does
and
I
think
there's
some
level
of
confusion
here
and
I
think
we
need
to
split
the
funding
formula
from
the
level
of
funding
a
great
operation
for
the
attendance
at
last
to
address
the
funding
formula
and
start
to
consider
what's
needed
in
each
area.
Loti,
retainment,
deprivation,
mobility,
sparsity
and
the
cost
of
living
are
the
main
factors
that
councilor
walla
was
pulling
out.
Fortunately,
we
get
fantastic
results.

the
best
in
the
north
of
England,
and
therefore
we
do
badly
out
the
formula.
Fortunately,
we
also
have
a
relatively
low
deprivation
and
low
classroom
churn
that
leads
us
to
be
poorly
funded,
but
I
will
let
the
administration
know
that
we
have
already
brought
up
these
issues
with
central
government
I've
already
addressed
for
an
increase
in
the
size
of
the
pot
and
to
address
issues
such
as
sparsity
and
cost
of
living.

Council

workers

here
in
our
city

homelessness

about
homelessness

sleeping

an
interim
update
report
on
first
of
all,
the
current
situation
in
York
we've
just
done
the
latest
yearly
headcount
as
council
Flinders
rightly
says
that
those
numbers
have
increased.
That's
obviously
not
something
that
we
welcome,
always
is
a
good
thing.
You
can
obviously
speculate
widely
about
the
reasons
why
this
this
might
be.

could
be
for
a
large
variety
of
different
reasons.
I
think.
The
thing
that
we
need
to
focus
on
most
is
the
work
that
the
council
does
at
the
moment.
We
know
very
much
about
the
preventive
work
that
we
do.
We
have

high
number
of
individuals
who
we
actually
stopped
getting
to

point
of
which
they're
sleeping
rough.

key
point
about
promotion
at

to

in
our
officers

number

rough
sleepers
in
York
now

your
thoughts
on
what
the
reasons
are
for
the
exponential
increase.

was
the
report

committee

not
sure
on
that

The
number
that
in
York
that
was
counted
in
early
November
was
29.

obviously
a
disappointing
figure.
Anecdotally,
we
carried
out
an
additional
count
only
on
Monday
of
this
week
and
the
number
there
is
and
who
was
reported
to
that
committee
was
12.
So
it's
a
number
that
fluctuates.
It
depends
on
on
weather
conditions
as
well
as
I
said
before.

interim
report
to
scrutiny
that
you
mentioned
highlighted
that
we
don't
have
sufficient
emergency
accommodation
in
Europe
and
we
don't
have
sufficient
supported
accommodation
in
New,
York
and
housing.

that

to
how

what
else
they
can
do
to
prevent
these
numbers
increasing
in
line
with
national
trends
and
perhaps

bit
above

libraries
