Have a number of items of civic businesses evening first and most importantly, members will be aware of the tragic death of mr. Barry Dodd CBE Lord Lieutenant of North Yorkshire in a helicopter crash on the 30th of May I will be attending his memorial service at York Minster. Tomorrow.

Secondly, I'd like to remind members that two of our corporate directors, Johnstone Nelson Martin Ferran, are leaving the council to take up new rules elsewhere. So this will be their last meeting council meeting at York, I'm sure you'll join me in thanking them for their dedication and commitment over the last few years and wishing them well and all the best in their new roles.

One of the many engagements a zoo party's undertaken included a reception in the mansion house for the yacht, Munster Association. When I received a book about Munster from the visitors from our twin city, this is available for you to view this evening. I believe these visits from our twin cities, and indeed from other cities, are very important.

I'd also like to thank members who invited the Civic party to events in their awards. We've all thoroughly enjoyed them and finally, the sheriff has asked me to remind members, the public here tonight and those listening listening that on August 4th. She carries out a very important tradition: testing the air in the pubs around the city call the Assizes Oh.

The sheriff is aware of the great responsibility this carries, but is determined to do our duty and invites you all to join her Thank You Wilma, now move to public participation session, just like to remind everyone of how I deal with this session today. Now call on our first speaker, mr. Peter Richardson, who wishes to speak about motion to at item eight on the agenda on the police and fire services in Europe. Mr. Richardson.

Good evening, I'm here in response to an article in the press on Monday regarding North Yorkshire police, a response to the article in the press and emotion proposed by the councillor I am obliged to say, reject the motion and to pass it back to the police and crime panel.

The reason being they have not done the job they are elected to do and the reason why North Yorkshire Police has the second highest precept of the 43 police forces, their only second to the surrey player of Surrey Police Force wealth, 1,900, place offices, where there's no future either on the thirteen-hundred, which is a quite recent.

The force has been reduced from 1700 to 1300, but the preset has never been reduced in all the time.

F

40 offices save about 12 million a year and it no feel to have been saving that 12 million, but some considerable time since the end of 2013, though, all new police officers pay 4000 pound a year less than they established police force and North Yorkshire Police as an employer. They say two thousand pound, in effect Norfolk police, say six thousand pound a year on every new police officer.

But nothing is said about that.

Got the artful dodger, Mikkel gate, but I'm also the secretary or the Mikkel get business initiative. This proposal has been discussed with the MBI in the traders for a lot of years now, and we have recently discussed it at the main meetings where this probably got 20 the main members were there and it was pretty much obviously unanimous in favor of it being one way of strongly supporting it. There's a couple of people will a little bit wary, but don't you but nobody, nobody had anything major to say against it. At the meeting.

The other didn't say specifically, we did. We did a pause, the fall closure of it one way into town was what everybody seemed to be quite happy with and and since then, in future discussions, we have spoken to a lot of the businesses around there and nobody's got any major concerns about it whatsoever. The main reason for that is that the outbound route itself isn't very useful at all.

So you could be waiting 20 minutes to turn left onto a clear Road, because the because of the congestion we've come up with a few ideas as to what the kind of things we'd like to be able to do with it, a bit more space on there with things such as more build outs for three cafes, because it's quite a few exceptional cafes and restaurants up there. Now, if we could put a few more benches and tables and seats out there, that will be fantastic.

We potentially like some planters out and trees, and things like that out there we've would like some more benches. We've we've had suggestions about street art statues and potentially increased parking down there for cars and bicycles, with all the extra space there's narrowing the narrow it down to one way, it would allow you to have more parking bays the full length of it, which couldn't improve the the finance for the council as well, and because you don't need enough space or two cars to pass each other.

It could also affect the traffic by diverse net weight and bridge street, so the inner ring road could be a little bit busier, but that would get it get the traffic away from the city centre going off the bridges. But to do this we do need to make sure the refacing of growth blossom street lights is it's accomplished to gain these benefits? Cyclists might need to dismount, or have affairs specifically included to go around. None relent, okay thanks, but it should help help move free of the movement there's.

You citizens who engage with the democratic process and speak at meetings are entitled to be treated properly and not be constantly threatened as a troublesome nuisance, as if we were common criminals, we are not. We are law-abiding citizens exercising our democratic rights to have our say and to be heard in any organization. You know that despots are in charge when they don't like the message and try to shoot the messenger.

The latest manifestation of this at your council is an attempt to ban people speaking up meetings like this by falsely accusing them of being abusive or vexatious. It is not abusive or vexatious to pursue genuine complaints against Aran's officers.

Everyone on the payroll at York, Council from the lowest worker right up to and including the chief executive, is a paid employee. Nothing more. This authority is no one's personal fiefdom and no one is immune from criticism, no matter how important they may think they are. There are serious failings within this Authority that are not being dealt with. This is despite enormous salaries at top management.

Whenever we question massive remuneration packages, we are told they are necessary to attract the right caliber of people and to reflect the responsibilities those people carry, but in practice the authority is not run efficiently and when things go badly wrong, no senior executive is ever held accountable. They typically leave with a handsome payoff to take up another lucrative public sector job, no one in the top echelon of management at York, Council ever gets sacked or even faces disciplinary action. The truth is that, despite astronomical salaries, no one is ever held responsible for anything.

This must change. I have an outstanding complaint about unwarranted threats made against me. Before speaking, the audit and governance meeting on the 30th of April, a spokesperson for the chief executive stated to your press quote. We will be contacting mr. lebryk about his concerns, but in fact, I never even received the courtesy of an acknowledgement to my complaints. Here we are months later and I have still heard absolutely nothing.

There can only be one of two reasons for this: either it was a false statement to the press and the executive had no intention of contacting me or, alternatively, it was a true statement, but the executive was he was incapable of delivering its stated intention. Clearly, this failure to contact me was either mendacity or incompetence. It has got to be one or the other. My comments today may be unwelcome and Bert and embarrassing to certain individuals, but they are neither abusive nor vexatious.

They are a legitimate expression of dissatisfaction from a citizen who was every right to raise these issues. Thank you.

They get all their. That is correct. Yes, it was a slight mistake in my submission I think you save relation or something come on. Oh yeah, well, they're in in March this year the council passed a resolution proposed by councilor Danny Meyer's, which committed the council to action on community wealth building. I, wonder Lord Mayor. What if anything's been done on this towards implementing the resolution?

I recently sat through a presentation by from a council officer on the council's economic development policy and having worked as a consultant and academic consultant on regeneration and development schemes throughout the UK London Manchester, South Yorkshire and then the northeast in the 70s and through to the 90s at a growing feeling of deja vu. The the speech was full of deference to the whims of private large corporations and to the action of markets. It was a neoliberal treatise.

It was full of development buzzwords a bit like trickle-down, and there was literally no reference at all to social value bit like the council's procurement strategy and forward planning for just a couple of years.

I

Wealth trickling down, didn't work in the 70s. It doesn't work now and it won't work in the future. Wealth doesn't settle down from massive multinationals or offshore tax havens. Wealth hasn't trickled down to most of us over the last 40 years and it won't for the next 40 unless we do something different. It's time for new thinking.

I

Community wealth building is a powerful alternative, intentional place-based strategy that uses local assets to build local wealth through social value. It starts with anchor institutions such as this council and our hospitals, universities and other organizations who spend millions of pounds on you on goods and services that re-examine the way our out sourcing and procurement strategies are run well. We should identify the leakage from the local economy and add social value into it into our calculations, for both out sourcing and procurement.

It may sound difficult and it may be, and in against European legislation and UK legislation, but difficult is not a mere local wealth building could transform York's economy Eric. Thank you, sir. Are anchor institutions buying goods and services locally mean local SMEs. Social enterprises in cooperatives and thriving Road money remains longer in the local economy, where it generates a multiplier effect and new local employment opportunities. The models already being applied with success in Manchester, Birmingham, Preston, Islington, Swindon, Newcastle and many other places. Let's look beyond lowest costs to social outcomes. Lord Mayor.

This is a principle of everyone that can become this council made it a privilege- and we were proud of that. Sadly, don't quite work today, because the present system, if I, can explain it points are awarded to each political group for the amount of councils they have on each year.

That's all very good, indeed quite comes when you've become an independent. You get one point that means that it's gonna take you put in relationship to be an older man. You've got to be there 20 years to be a lot man, it's gotta, be there another 27.

Now that's inequality, the name. What I am saying is that all the points that are awarded to one independent should be amalgamated to make a total of oh four, seven. Well, we're amount with independence there each year that wave will bring about some equality, and we've got to look at it sensibly, an hour because we're progressing to a time of the independence and as more people realize, but you don't have to put any money to becoming independent. More people will take that job on and that will give people a chance to be noticed in discussion.

We have seen just recently how dedicated one independent has been to this city and I I have made for that sense, and our dishes aside, I, have not spoken to any independence, whether they're of an independent group which get cool points, incidentally, or just purely incidental independence, I'm speaking for a matter of principle that they be recognized for the duty they do to this city and its residents.

Finally, I call upon our sixth speaker miss Gwen Swinburne, who would like to speak in relation to the annual report, the oldest and Governance Committee at item 12 on the agenda. Thank.

You, lord now, since 2012, when the public participation protocols were first presented to the auditing Governance Committee and roundly rejected by members, there have been some ongoing problems. The intervening years have seen the unlawful removal of a citizen from the council chamber. Citizens have been wrongfully accused of defamation, precious taxpayer. Resources have been spent on legal advice to try and silence US citizens who put, but their heads above the parapet, are blocked, intimidated, vilified, and/or, put in some form of special measures by management without due process.

Repeated external reports continue to point to culture failures, especially member officer relations, move on seven years, and we have a repeat, but rather a more insidious development. This time it is about social media policy again that pesky audit and governance committee was presented with a draft policy which had so many problems for them. They could not approve it again, as in 2012, it wasn't returned back to that committee. Nor does it seem to be this time or to any committee.

This time it appears, according to decision records, that the chief executive not only signed off a version of the social media policy, but also a new process that process runs counter to the Constitution is contrary to natural justice as well as being unlawful.

Unsurprisingly, this final version was not presented to the audit and Governance Committee, for it is clear what the result would have been. No staffer or member can ban citizens from attending meetings. It's simply unlawful. According to records.

The social media decision policy and process process was decided by the chief executive in April published in May, but inexplicably, her decision remains marked to be determined, yet the policy is uploaded elsewhere on the website, it seems far too often counselors are being ignored, overruled or being boxed into a corner by top staff who prefer not to be held to account or prefer to have things their way. The shenanigans that led to the burying of the report covering chief officers conduct was yet another example of what seems to US citizens as democratically.

John Street, calling for one-way traffic system and narrower bollard on the street counsel.

This petition, signed by 43 residents of st. John Street, the vast majority of households on the streets, they're.

Calling for action to prevent the very frequent damage to their cars parked on both sides of the street by heavy goods vehicles traveling down the narrow central carriageway, despite access restrictions, this isn't just an occasional wing mirror here, and there were many hundreds since hundreds of pounds worth of damage on a regular basis. Thank you Lord a slightly unusual position that I find myself in, but an I'll start off by, on behalf of the executive, welcoming new counselor oral into the chair, the first time and as the Lord Mayor's mentioned, I've been asked to cover this section on behalf the leader whom we all wish well with his recovery on his behalf and representing the executive I, did attend a meeting for the launch of the HS to report realizing the potential this morning with a specific meeting with some of the Lacy's region leaders in chief executives, along with our chief executive with David Higgins, who was about to leave as chairman, so that there is a very exciting report on AHS to treat and whilst in specific it wasn't about the.

Why coming to York the economic driver for this large scale investment and how it impacts on the need for investment on East Coast Main Line is something that is very pertinent and given the attention the rail industry has been receiving not always favorably. Recently, it is important for York, representing its case as part of the northern powerhouse rail hs2 and as a continuing hub on the East Coast Main Line, with very interesting conjecture of the seeing the improvements not just emanating from London, but from Edinburgh down and working with partners.

I'd like to add, on behalf of the executive, our thanks to Martin, Farrell and John storehouse for the work they have done for the authority at their senior level, and we have the executive respect to their experience. I wish them the best when they do leave your there is in the latest report mention of the regional devolution agenda and, as the Lord Mayor has mentioned, I think of being appropriate to record the sadness of the executive at the death of Mary Todd.

It was a very keen applicant for our area and someone whom he always met at those large-scale economic meetings and always taken an interest and encouraging people at all levels from large, small, medium businesses. He was genuine and it will be a tremendous loss and so, like many councils, I'll be there at the memorial service tomorrow.

I'm sure it will come up later before seen as I was in this driving seat, I would put on record the work. That's been done with officers to respond to the situation, with a shortage of HDV drivers, with a national position being, according to the Traffic Commissioner, a shortage of 45,000 in the report in December, 2017 and I'd like to apologise to those residents, who've missed out on a green bin collection and for those who've experienced delayed collections.

We appreciate that this is a service that people expect from the council, so there has been additional work undertaken by staff at the weekends to catch up and by whole range of people. In the meantime, in the face of very high temperatures, steps are being taken to improve the attraction of the jobs within the city.

There have been, as previously with meetings with staff and unions, so we are looking at different ways of recruiting and have supported internal staff with training to become drivers themselves. There has been investment in frontline services by the executive and pleased that the leader was able to attend the launch of the new cleaning machines. Yesterday morning with me as an example of the tangible work, that's that's been done with last year's under spend amounting to one percent of the budget and therefore move his report and will answer questions as well as I an angel.

First of all, welcome to You, Lord, Matt and I hope you have not only a very successful meeting tonight, but that you enjoy the rest of your year in office and I am sorry.

It is a shame we haven't got the leader here tonight, but I do appreciate, he's had rather a nasty accident, and it's probably right and proper that he should take some time off and I hope this makes it enables him to get a speedy recovery, I notice, meeting new channel 4 and his active discussions to try and represent your interest in the possible relocation of a part of channel 4.

But according to the BBC early last month, the two creative hubs will be located in two of six towns or cities from a short list that does not seem to blued York, so I'm a little baffled as to why we'd still be attending meetings. If this is the case, but hopefully perhaps the BBC have got it wrong and York is still in there with a fighting chance.

Plans for devolution continued to be painfully slow and I do hope. We start to make some progress in the second half of 2018 I, don't know if there is any truth in counselor gillies notion that transport to the north is more focused on Manchester and Liverpool mayors of the expense of Yorkshire, but it is one more reason why it is imperative that we join with our fellow councils and colleagues and that we work hard to get started.

The one Yorkshire proposal that this council voted for just a short while ago, I note that Rachael, maskel and others are continuing to push for a future for Booth and park and I know. This is something again that all members and offices would want to see a really significant and in ative solution to this I hope it doesn't revolve around selling off to the highest bidder, possibly for expensive hotels or a luxury apartments.

We have got expensive hotels, we have got luxury apartments and even parked, and its environs is a unique opportunity for us to resolve an awful lot of issues around health well-being and even possibly some key worker housing. Also on the housing scheme theme, there are some aspects of the reports that comes from the executive that we do support.

O

It was fascinating to read a report that I would have said two years ago would have been written by the cabinet, because it was saying all the things we have been arguing for some time now about the housing crisis, about the need for better developments within the city, about the need for social housing and genuinely affordable housing.

O

We want to see key workers being provided with opportunities to buy their own homes, but given the mixed ten-year nature of the plans, we feel there is a potential that a percentage of affordable will end up being lost through white fur buy. So what starts as 45 homes each year for five years could drop to a lower figure, and we are actually very truly concerned about the earth draw of investing in a housing development company.

We feel that this would have been a really long-term way of looking at the housing needs for the city, but for the short term, this will enable the council to get started, and we hope that we can look forward to some genuine, affordable new build coming forward. I would have prepared to address this directly to the leader I'm, addressing it to his empty chair. I am sure that he is actually tuned in to the webcast this evening. He is not watching reality, television or hum cricket, or anything like that.

He is fixated on what we are doing here this evening. So councillor gillies I speak to you directly. You have talked about some very significant buildings. New buildings I have been built or longer-term plans for new buildings, and these are very important, but they are not the only measure of success and they are not the only frontline services that this council should be interested in. There are some very serious public health challenges facing the Kliq City.

We have real problems with children and young people's mental health, and when we talk about frontline services, don't let us forget that those are frontline services for the people who need them just as much as a green bin is to somebody with a large garden. We have problems with deaths in treatment of those with drug and alcohol addiction, addiction, and these all merit the counts as attention and a way in which the council uses its resources.

Perhaps in future leaders reports we could see some different measures of success, some of different patterns and outcomes that will really chart our support in our work for people whose needs are very real and perhaps don't always get to the front of the queue can.

It's not actually, and certainly it is frustrating that the unfortunately named James, broken Shire seems to continue the government's bias against evolution for our region, yet again, we're being urged on looking at use control but losing control without any spending hours being passed down to the local levels on the transport.

For the North comments, the timetable chaos we experienced recently across the whole country is emblematic of the franchising chaos on our railways, with railway companies like northern, making it more difficult to take a bicycle and East Coast services being taken back off Richard Branson's and with ticket prices far in excess of the equivalent domestic flights. Is it any wonder our transport goes from bad to worse? It's ideologically driven management of our public services.

It's a crux of the issue which has been referred to on public in what happens to urban Park hospital bill toomey centuries ago by the equivalent of local crowdfunding and handed over to a public NHS is now being put on the market instead of being retained. Thank You Lord Mayor I'm pleased to propose this motion on green waste collection. On behalf of the conservative group and I'm happy to accept the amendment, inclusion from the council read read as part of emotion.

Our motion seeks to keeping residents first green garden, waste bin free of charge in the face of rising council expenditure, I used the term free, in inverted commas, of course, as residents already paid for the service provision in their council tax, the orc conservative group recognizes the importance of priorities nor more vital than social care, and health services, of course, will always seek to protect and enhance these. Above all else. Indeed, the joint administration have seen council tax, which increments introduced over recent years for this specific purpose.

It is right, though, that priorities extend to other areas of basic service provision, and certainly residents I speak to do not expect to pay additional charges for their first green bin over and above their council tax for green waste collection. In my view, this is a basic core council service and attempts by some authorities to introduce additional stealth charges have rightly met with angry resistance from our citizens for this provision. In the only event, the first free green bin also makes sound environmental sense and has a well-established role.

It helps the avoidance of it being included with ordinary refuse and the counterproductive. Wasteful extra landfill charges is what caused, or indeed adding, to the potential burden. The fly-tipping, the subject of a previous conservative group motion, which sought for the administration to focus council efforts to the utmost, took on but I'm pleased counselor at Reid, acknowledges with her proposed amendment, which I support that there have been some issues with green waste collections and I support calls for a report to the executive on this.

We're happy to support this motion and delighted that the conservative group has seen the light and supports the retention for the first green bin first free green bin. As a group in 2015, we campaigned extensively in order to rule out further cuts and charges for waste collections. For us it was a manifesto commitment.

When we came into administration, we supported what was, at the time a struggling waste and recycling service by providing an immediate 1 million pound cash injection into the service, and it's important for council to note that, since the joint administration took over the running of the council in 2015, there have been no savings in the waste and recycling service. However, why stop there? Why simply reaffirm our commitment to what we are already doing?

There is an opportunity tonight to look at further options to help support the service, particularly against the backdrop of the ongoing national HGV driver shortage, as we've heard I'm pleased that the move that the mayor canceled out, he has accepted our amendment that asks for in sorry and I'll set in response to the recently missed green waste collections. A report is prepared for the executive to identify well, we can build further resilience into the service and ensure the collections are not missed in the future.

Given the questions to the to the executive member tonight, I'm sure the labor group would support this I'd also like to thank residents for their patience over the recent weeks as some waited over 10 days for their bins to be emptied, which gave them little time to refill them for the next scheduled collection and, as has been mentioned, we have also we're also asking our officers examine further options for the delivery of a new green waste spring site in order to bolster and expand our current provision in the city.

Even after four years, I still get complaints from residents who bemoaned the fact that the red filled way lay site, closed, they'll, feel uncomfortable, adding to congestion and pollution driving across the city to hazel court when they are trying to be green and recycled and for many residents they feel that the way service is one of the few council services that they benefit from, and it's important that we continue to offer one free green bin and do our best to improve the service that we provide.

Thank you, as we just said, no completely green green waste services are very important issue, but, let's be clear, this motion has very little about genuine care for green waste services. This is a cynical election designed emotional to try and track the labor group and the smiles and rice miles from the Conservatives underline the point that I'm trying to make during the last election.

Both the Tories and the Lib Dems made great play of Labor's plan to charge for green waste during the course of the election, and they hope that tonight we will give them the up more ammunition so that they can do the same thing again in the next election.

The problem is that it was completely wrong in 2015 and it would be completely wrong in 2019, the last Labour administration did not propose charges for green waste collection, despite the focus leaflets and the conservative leavers that, whether out saying something to the country and throughout that campaign and in meetings around it, I challenged members of both of those parties to say where are the minutes? Where are the emails? Where are the public statements? Where was the manifesto commitment?

Where was there any evidence other than the assertions that they made, that there was no other way to pay for savings than by doing that that the labor, who proposed it simple truth? Was there wasn't any, because we did not having had some limited success with that at the last elections, which is why I'm sitting over here?

They are going to do that again in this motion. So we are not going to fall into that trap um and we're not going to fall into it because we are not proposing. As we didn't before, to charge for green waste collections, we will be supporting the motion this evening. It's just a shame. The Tories have wasted to their motion with a cynical election gesture.

Thanks a lot mayor, at least I, don't have to say the beginning of my common peak now as councillor Williams already set the context of local election looming in next May, so we're getting the topics out and bring them back into the public. I said several times here before I'm, not against green bin collections. Green waste has a place in our waste strategy and it is reducing landfill it.

It is not the question in general that it's a useful service, but it is the question if the green bin, how we are deploying it at the moment, is the right policy for the city and the right policy for the future, because, if you think about reduce reuse, recycle reuse is still in front of recycle and and the free bin is not really encouraging. Residents was larger properties to compost on-site, which is better for the services better for the budget and better for the environment they as well.

It is also not addressing that this administration has done nothing to increase the amount of green bean collections in the city because we're still facing in the city center, particularly properties which have no access to that and I have, for example, of residents and Clements of who is driving her clippings from her courtyard garden to her resident Emily in Woodstock, because they have a green bin and it's more convenient than driving, and these amounts to hazel court.

So it is also the question: what is the purpose on the end of this, because either this motion is ultra virus and is pledging for eternity this council to never touch the green bin budget, or it is just infertile and window dressings exercise and therefore I, don't see the point in this. You can do all your money, the festival pledges and you can all say that green bin is more important than any other policies and any other spending in social care or in health or whatever.

I do represent the city as a director of your waste and ensuring that the residents view is taken and I've had a lot of residence views in recent weeks. That's something that it would be appropriate to examine the resilience of the service. Yes, it has been a battle for the last couple of years.

When you labor took the administration in 2011, you had the benefit of blueprints the savings that we put into that budget that you inherited had detailed blueprints. Where were the blueprints for the savings that you put in in 2015 February? If we hadn't put in the million pounds in the emergency budget in July, then the service would be even worse.

We've managed to deliver this at a time when the city has grown, there are more houses and therefore it is necessary to look at how, in years to come, that can be serviced for all the westerns.

Okay, I really wanted to say that, whatever, whatever reports follow from this motion- and it's amendment going through- which it sounds like it's going to- I- really hope that that they take a broader perspective on how we can improve our approach to waste reduction, reuse, recycling and disposal in York. There is considerable room for improvement still with overall recycling rates in York still hovering under fifty percent compared to 65 percent in neighboring East Riding potential.

We youth initiatives seem to be fading away, largely there's a lack of a proper system to help residents better understand how to sort and present their ways to prevent contaminated recycling boxes.

Funding for education and waste minimization work is very limited and has been reduced and the strong desire from many residents to recycle more at the curbside, including plastics and food waste, still remains unmet. Many residents are confused and unhappy with the curbside options available to them. I hope that the reviewer, a review of the options for a new garden waste spring site, should weigh up all the pros and cons regarding climate emissions. Finances impacts on fly-tipping.

The current lack of a green bin service, some residents who want it because it isn't a service for all residents. There are many Muslims who would like access to agreed most service who, who are not allowed to have it at the moment and, together with other options for improving the disposal of garden waste, such as more action to increase levels of home and community composting, which could be a far better option for many people.

Often if the police are stretched. The first thing that is affected is community policing and that small relationship-building element gets pulled.

Our police are continuing to be stretched, and this year's Home Office Graham, with the real term freeze, means that North Yorkshire Police is underfunded this year by one point, two seven million to put into context. Thank you, Lord Mayor residents in the memory area of Nicol Gatewood are feeling the sharp end of policing cuts. There's a fire on Dale Street. A couple of weeks ago. It was the culmination of years of growing, anti-social, behavior and drug abuse. I spent yesterday evening, listening to residents speaking about what has been going on in what was previously a safe, secure community I heard about children who sleep in their moms bed, because they're too scared to sleep alone due to the shouting screaming and brawling. That goes on day and night.

I spoke to parents who are trying to work out how to explain to their primary age. Children the sight of a woman openly injecting drugs on their doorstep. I spoke to residents who called 999 and the police took 30 minutes to arrive, not because they were being slack, but because they were all out on other jobs and unavailable. This is what happens when you take thousands of police officers off the streets and it's not just a nunnery area.

In the past month, I've held public meetings, discussing anti-social, be on the little names, Meyer and Scowcroft allotments about the difficulties in policing, race, goers through South Bank, and at each meeting the police have said to me as diplomatic Lee as they possibly can that they are deploying all available resources.

Both the police and fire service are hugely valuable residents in York, and it's quite right that we as a council, look to do what we can to protect these faithful services. Given the topic of our motion, I felt impelled to speak tonight to underline the importance of neighborhood policing.

The motion talks about the need to strengthen the working relationship between the police and local communities, and this is absolutely vital, so that residents can feel safer and any issues can be quickly addressed. I'd like to share a recent example from my current ward walk, which demonstrates us many residents of expressed concerns to me about mopeds been driven irresponsibly, not just in the roads, but on paths through housing estates and even in parks. I took the opportunity to recess with sergeant Danny leach and the local policing team at a community event. Earlier this month.

As a result, I was able to set up a neighborhood meeting. Residents in the street. Most affected were invited to join me and some fellow ward councillors to meet with Danny and his colleague Andy Pearson. It was a chance for information to be shared, for example, and how to go about reporting problems, and importantly, it was a chance for residents to have their see. The police also agreed to attend more meetings down the line and residents responded. Well to this.

It became clear from the discussion that was a very small number of officers covering such a large area, that police are limited and what they can do in the ground. Danny and his team do a terrific job, but a lack of resources makes it harder to spot problems at an early stage and to work with the community to resolve them now. This is just one example of where effective neighbourhood policing has watched to benefit local residents and, in my view, truly demonstrates the value of the service.

Any force in the country will tell you that, in order to successfully crease any area, they need strong roots and the community if the police are to be continued solely if the police are continually required to find savings. Thank you very much, I feel very fortunate to live in the lovely Ward of mickle gates, but about there 12 days ago, I'd like to echo the thoughts that Johnny Crawshaw councillor Crawshaw made earlier. There was a very serious fire in Dale Street under very dubious circumstances and I had the fortune or misfortune to be there.

The following day, listening to residents, concerns about this and it really brought home to me the reality that is actually on the street at the moment in those particular areas, and it's quite apparent that a major part of that problem is the fact that they're in there not the number of community police patrolling as there were, that there is a shortage and that there is that this shortage is having a dramatic impact. So I felt that higher than that I had a bit of a revelation.

I realized that my ward wasn't quite as sweet as I thought. It was, and it was a rare shock and it was a shock that I feel that we owe a lot to think about, because it doesn't take a lot for a rash of activity to actually undermine a very strong and good community. We've got to get the community police the police onto the streets, and we need to support them and the fire services as well, because critter that, incidentally, involved both parties. So it is absolutely crucial that we support this motion.

However, when we come to this motion, we have oh great police and fire services in York.

Not the obstacle is fast, not the option. Fire service in difficult times then goes on to the police. If state's about a loss of 1.2 million, 1.7 million- surely is responsible. The request is being asked for the fire service at this particular time or I am led to believe that the PCC is doing that. Your turnaround in rhetoric is welcome, but I, don't almost are by your words, the total number of North Yorkshire police officers lost since 2010 is 166. When the Tory Lib Dem coalition formed the government, they came straight for the police, as well as other large parts of Britain's public services. Trimming like a salami slicer and fingers crossed hoping that it wouldn't have an effect.

Since then, the number of police officers lost in North Yorkshire is on average 17 per year and, whilst the motion says 58 fewer in six months, the proposal will know that using a six-month figure without mention of historical annual figures is misleading slightly. So he should also know that the number of police officers lost in the last year today is 28 28 many I agree.

However, the largest fall came during the 2010 to 20 years 2010 to 2012, when the coalition government had sole control before the establishment of police and crime. Commissioners, when North Yorkshire police lost nearly 100 police officers in those first two years, 94 gone. This trajectory is the one that you are responsible for. You signed and voted those budgets in 2010 and 2011.

Turning to fire, there are more than 11,000 fewer staff in the fire service. Now, since 2010, my colleague, councillor crusher, has mentioned the point about austerity I'll whip through that, but I'll leave it out, actually he's already done in North Yorkshire fire cover review. However, in 2015, which saw crews reduced from four to three on engine and then with a scope to cut to this was not about risk. It was about cuts and labor immediately called for the reversal after the 30.

Around York I once worked out that over the course of two summers, I'd done well over 1500 tours of the city and part of the route took us up the Mount along blossom Street and down towards nickel gate bar.

It was always a fun part of the tour because I could wax lyrical about the beautiful gateway ahead and there was such a rich history that it didn't really matter if we got held up in traffic on our approach, because it was always so much to say. Mikkel gate bar has historically been considered the most important to the for medieval entrances to the city.

The bottom part of the Gateway was built in the 12th century and contains a recycled sarcophagus as well as stones from a late, 2nd or early 3rd century Roman arch, possibly from the very first structure on that site. The upper storeys were added in the 14th century and variously remodeled. As the city developed heads of traitors, proper traitors, not just people who oppose brexit were displayed on the top of the Gateway, and it was the ceremonial entrance when monarchs visited the city.

York's walls are amongst the most complete in the country and they've never been breached in battle. We are rightly proud of them, but as I was giving it chapter and verse about the Gateway to my undoubtedly enthralled audience, they would be watching vehicles going in and out of the Gateway and even then 20 odd years ago, that asquith intrude in credulity. How on earth the cars allowed to drive through such an important Monument and that's the shameful truth.

Mikkel gate bastards for 800 years, undamaged through the siege of York in 1644, but it's being damaged now for the sake of our convenience. If you go and look at the bottom part of the Gateway, the oldest part, we'll see scrapes and scratches gars from a century's worth of motor vehicle collisions further up the structure. The museum staff have told me that new crafts have opened up since the century closure was listed lifted last autumn and John Oxley.

The city's archaeologist says that there are clear signs of vehicle impacts on nickel gate bar which are causing physical damage to this nationally important structure and just to be clear. Nickel gay bar is a nationally important structure. A scheduled ancient monument grade 1 listed the building that lies at the entrance to York's historical core conservation area, and yet we let cars, vans and small lorries pass beneath the everyday in the full, indisputable knowledge that this is putting the fabric of the Gateway at risk and that's the nub of this motion.

Yes, there are wider questions about how we manage traffic in the city, which I'm sure others will want to speak to, and yes, there are some potentially exciting impacts of fewer cars on nickel gate itself, which, as we heard earlier, traders are very much in support, but at the heart of this motion is the most important of our four gateways, an 800 year old monument to the importance and status of our city, a monument that we know is being damaged.

Firstly, the conservation reasons that council Akash was referred to, but there are a whole series of other reasons why it should be. It should be supported. Thank you. We all know that York is a relatively wealthy city, but we also all.

Know that low household income and inequality are serious problems with both pockets of deprivation and individuals and families living in poverty across our city. Official statistics show that around eleven point, seven percent of York's children are living in poverty. That's more than four thousand children in York living in families were have to be made on a daily basis between paying bills, eating or finding money for other items that support a healthy childhood, such as clothing, outings and play.

We also know that food banks have generally been experiencing an increase in their use, with the Trussell Trust alone reporting a 13% increase last year, and your food bank distributing nearly three and a half thousand food parcels. Most worryingly, a United Nations report suggests that as many as 17 times, the number of people who actually get to a food bank are living with food insecurity, unsure on how they can afford to pay for their next meal or provide food for their children.

But at the moment we're not collecting these figures for the UK at the national level, and we don't have clear local statistics either. So this motion is asking you to do two things: firstly, to write a letter as a council to both your campaigns, urging them to support the campaign in Parliament for the government to measure food poverty in the UK and, secondly, to investigate what additional actions we might take in York. In response to this growing crisis. The motion acknowledges the work of good food, York and York food poverty alliance.

The latter is providing a programme of lunches around the city this summer aimed at reducing holiday hunger when school meals are not available and is largely run by volunteers, with small amounts of Ward funding. It is an example of an excellent initiative that will hopefully also bring people together, but as a new scheme set up by volunteers in a short period of time, it is only one day a week in most locations with travelling further afield, a challenge in itself for families on incomes. So clearly there is a great deal more to be done.

More is needed. Please support this motion to bring about a focus on how the council can take a lead working with other organizations in the city, voluntary sector partners and others to take more action on this issue.

Thank a lot ma'am I'm very happy to second, this motion, which is putting the spotlight on a growing crisis for a significant number of people, including many children and families in our city. The obvious growth in food bank use the continuing school attainment gap, existing indicators on poverty and the direct experience of offices and members all made it clear that there is a growing concern here in York, as elsewhere in the county, the country.

It is a disgrace that in the six richest nation on earth, Oxfam find it necessary to head up and end hunger UK campaign. Clearly, specific statistics on the numbers of people in our country, struggling to put their next meal on the table should be provided and would help to inform future politics.

But we don't have to wait for these statistics to be produced to look at what further actions we can take here in York. This motion suggests that by looking at what is already happening and working with partners, we can identify options for improvement. For example, the end hunger UK campaign also highlights a recent report by the children society and the Church of England. That concludes that across the country, local welfare schemes are falling to reach people in crisis in York. Whilst we found some exit why we found some excellent projects by the Financial Inclusion fund.

Do we have measures of the extent to which we are reaching people in crisis and the extent to which the financial assistant fund is actually reaching the people who need it most other ways? We could improve this in another example. The health and well-being board has been considered how we can reduce levels of childhood obesity in Europe, paradox, Lee, but understandably, really childhood obesity has links to food poverty, chips and such lights and obvious cheap solution to fill hungry tummies other ways. We can make healthier food a more realistic option for people on low incomes.

Thank you, Lord man. Obviously I support this motion and concerned that calls on food banks have reached record levels, not helped by benefit delays, low wage and insecure employment. They reach a critical time during school holidays. When children can't access school meals. Our food banks are struggling to meet the need in Mary Ward Clifton, like many other wards across the town with working to alleviate this we've got Luke's kitchen at st. Luke's. It opens its doors and volunteers from the ward, help make sure children and their families receive the nourishment they need and deserve.

Families begin queuing long before the doors open, similar projects that work side by side with loose Chinn include: clipton children, sunset Clifton, Green, School, Vale of York school and the ox City Football Foundation, to name but a few I welcome. All their work and I wholeheartedly support it, but we're living in 2018, not the Victorian era and Families shouldn't be reliant on food parcels. Children should not be going hungry. We have a problem here in York and we can no longer ignore it. We need to work out how we can work to alleviate it.

If you listen to what they were saying, they were saying that what little food they had initially was given to the boys and the coach didn't take any, and it was said that he was weaker because of that that will be happening in York today, where people give food to the children and don't have enough themselves and to have to make that choice is a terrible choice. We will go on supporting things like food banks and I'm pleased that a lot of all committees do that and I'm pleased, also that there are lots of generous people who do support the food banks in the floods. Couple years ago, I helped to move food from a storage point in my ward and then back again afterwards and I was amazed at the generosity of people who gave food, but that's all tinned food and you can survive on tinned food up to a point.

But we need people to have sufficient funding to get fresh food as well and as I say, it affects not only that their children, but it affects the adults. Universal Credit is a particular worry of mine, and recent changes have made a difference. But the fact you've got to apply individually, you've got to apply online. There will be delay before you get it that people don't have the resources to go over that period of time and the food banks have to help, and sometimes I can tell you, because I asked the food banks will go over the three days because they have to they're not going to send anybody away with nothing. Was wondering I've spoken before about child poverty in the city and I will continue to do so. Every opportunity that I get the motion talks about one in ten children in the city being in poverty, but actually in some parts of our city, it can be as high as one in three children.

Just this week, I visited Westfield primary school to spend a morning with their children's champions.

That's three members of staff, whose sole focus is to help children to be ready to learn when they actually get into the classroom, and these wonderful women were telling me about how they often give up what is an unpaid lunch break for in order to provide a meal paid for out of their own pockets for some of those pupils who fall through the gap between not quite being eligible for a free school meal, but also having families who, for various reasons and not able to provide them with an adequate lunchtime meal.

These children's champions went on to then tell me about the anxiety that has been expressed at a moment by some parents and many children as they're going into the summer holidays. Tomorrow, for my children, six weeks, half is something that they're really excited about, but for too many children in this city, it's a six-week break from which they'll have very little respite from often chaotic home lives and six weeks in which they'll lose weight due to a lack of available food at home, you don't get free school meal at home.

The Children's champs told me that some of these children, quite understandably, actually fear the end of term. They fear going on this summer holidays and I think that that's something that none of us should be accepting of, and so therefore I'm very happy to support this motion. Counselor.

I'm encouraged to hear of Ward funding being used to support itself food poverty project, but what an indictment on our city I'm very familiar with the work of food banks, I chaired the group that set up their network in the city. I have food banks across York, and that was five years ago. I thought then it would be a very temporary measure.

I hoped it would be a very temporary measure, but I speaking only last week with number of those involved with our food banks here in York and we're sorry to hear not only the increased numbers who are using the food banks, but the increased numbers who are returning to use the food banks. Discussed the possibility of making it just for local, private hire and taxis, and, as we know, we have an ongoing problem, was out of town and private hire companies operating here, even if they have been refused to license locally. Think there we're talking about national legislation, the deregulation that means that if you have a taxi license in Leeds Kirklees any way you like you can apply for hire anywhere you like. And yes, if it's a private hire over, then it's got to be via telephone call or whatever else rather be held in the street. But there's nothing that the City Council can do to stop those people working in York, because national legislation says that they can.
