I'd
like
to
welcome
Amanda

council
as
our
new
corporate
director
of
children,
education
and
communities,
and
the
third
Civic
announcement
is
that
councilor
cannon
recently
celebrated
her
50th
wedding,
wedding
anniversary.
So
congratulations.

I
would
just
like
to
remind
everyone
of
how
I
would
deal
with
this
session
today.
All
of
the
public
speakers
are
currently
seated
at
the
side
of
the
room.
I
will
invite
each
speaker
in
turn
to
come
to
the
microphone
and
speak
each
will
then
return
to
their
seat
when
they're
finished.
Once
all
the
speakers
have
finished.
Those
who
wish
to
stay
for
the
remainder
of
the
meeting

We
have
five
speakers
this
evening.

Seventy
percent
of
young
people
in
2017
with
mental
health
issues
did
not
receive
appropriate
and
timely
interventions,
I
think.
As
a
city,
we
put
a
lot
of
time
and
effort
into
means
of
prevention.
We
have
mental
health
champions,
a
scheme
I'm
currently
engaging
with
and
I
think,
is
a
great
way
to
start
conversation
about
mental
health
and
teach
students
how
to
maintain
a
healthy
mindset
in
order
to
prevent
issues
from
occurring
the
problem
with
the
assistance
of
preventionists
that
they
treat
people
with
mental
health
health
issues
as
if
they
are
a
choice.

A
vast
majority
of
students
haven't
engaged
with
these
schemes.
It
leads
me
to
question
why,
at
the
age
of
16,
I'm
forced
June
our
of

despite
having
a
grade
to
see
in
it

hour

spend

mental
health.

optional,

think

If
schools
are
given
a
compulsory
hour
to
keep
their
students

need
to
stop
just
seeing

reacting
for
physical
problems
and
treating
the
mental
health
crisis
in
young
people,
as
we
would
treat
other
more
physical
dangers.
In
the
autumn
budget,
the
government
pledged
an
extra
two
billion
pounds
to
mental
health
services
with
focus
on
young
people.
We
must
ensure,
as
a
city,
that
this
funding
is
used
effectively
and
not
just
on
optional
workshops
that
might
just
prevent
mental
health
problems,
but
compulsory
systems
that
are
involved
in
the
curriculum
and
the
running
of
schools.

That
will
allow
young
people
like
me
to
have
an
enriching
education
as
the
barriers
and
Happiness
is
made
as
small
as
possible.
We
also
need
to
tackle
root
causes
of
mental
health
issues.
We
need
to
stop
treating
young
people
as
exam
statistics,
categorizing
them
into
smart
and
stupid,
based
on
how
many
parts
of
a
cell
they
can
label
with
the
added
pressures
from
harder
exams
progress.

mass
reduction
of
course
work
on
unrealistic,
SATs
determine
grades.

It
is
no
surprise
that
the
young
people
of
York
prioritize
mental
health
as
the
most
important
issue
in
the
make
your
mark
campaign.
Sometimes
you
must
take
a
step
back
and
realize
that
so
much
is
being
asked
of
children
and
not
enough
is
being
done
to
relieve
to
put
these
pressures
that
cause
mental
health
problems.
As
more
pressures
are
introduced
for
our
young
people,
we
must
introduce
better
mental
health
services
to
suit
them
as
an
overachiever
in
primary
school.
My
search
results
got
me
target
grades
of
a
nine
in
all
ten
of
my
GCC's.

That
meant
I
had
to
be
in
the
top
2%
of
all
of
my
thirty-one
jesusí
exams.
In
order
to
be
in
the
successful
category,
I
got
no
nines.
Looking
at
that
piece
of
paper
full
of
eight
seven,
six
s
and
a
four
I
felt
like
a
failure,
because
that
is
what
I
have
been
conditioned
to
think
below
target
grade
above
average,
not
good
enough.
I
come
from
a
low-income
background.
Single-Parent
family
I
suffered
trauma
at
Manchester
Arena
a
year
before
my
exams
and
was
I.

Are
thousands
of
students,
just
like
me,
reliant
on
their
school
after
the
NHS,
told
them
that
there
was
six-month
wait
period
after
trauma
before
they
can
get
help
mental
well-being,
general
happiness
and
effective
trauma
response
should
be
a
priority
when
trying
to
improve
York
schools
and
Ives
of
young
people
growing
up
here,
it
is
necessary
for
a
valuable
in
Ricci
education.

children

heart

everything
you

daughter
was
referred
to
Camden
York
in
June
2016,
due
to
anxiety,
depression,
low
self-esteem
and
self
harm
she
wanted
to
die.
She
was
8
and
the
two-and-a-half
year
since
that
referral
I've
dealt
with
countless
agencies
and
I've
heard
one
phrase
more
than
any
other
you're
on
a
waiting
list.
You
run
away
to
English
for
assessment.
You
want
to
wait
till
s
with
school
and
so
you're
on
a
waiting
list
for
a
psychiatrist
you're
on
a
waiting
list
for
a
follow-up
appointment
that
one
was
10
months.
That.

K
Unfortunately,
mental
illness
doesn't
wait
patiently
to
get
to
the
top
of
the
waiting
list
it
grows
and
it
deepens,
and
by
the
time
you
get
to
the
top
of
one
waiting
list,
things
have
changed.
They've
deteriorated
to
the
point
that
the
health
care
provider
you've
been
referred
to
is
not
qualified
to
manage
your
child's
condition
and
they
refer
you
on
to
another
waiting
list.

Mental
health
provision
needs
to
be
properly
funded,
to
be
properly
resourced,
to
be
seamless
easier
to
navigate
and
to
provide
appropriate
support
when
it
is
needed.
That
was
where
I
was
gonna
finish,
but
I
want
to
add
that
today
we
spent
the
whole
afternoon
at
lime-trees.
We
had
two
appointments
with
a
set
of
very
experienced,
very
helpful,
very
caring.

Community
center
I
hear
the
concerns
and
see
and
deal
with
the
daily
experiences
and
impacts
on
residents
across
our
communities
in
hereís
the
cuts
of
136
police
officers,
since
2010
has
put
huge
pressure
on
policing
in
our
city.
The
critical
work
of
PCSOs
in
our
communities
outside
the
city
center
is
severely
under
strain.
There
are
three
PCSO
is
covering
the
Hewitt's
and
to
earth
without
area
two
miles
from
top
to
bottom,
two
miles
across
with
approximately
8,000
households.
We
constantly
lose
PCSOs
to
the
acute
need
in
the
same
set
city
center.

In
the
meantime,
police
visibility.
There
are
awareness
of
what

going
on
in
our
communities,
the
early
intervention
and
preventative
work.
The
PCs.

therefore
is
pushed
to
the
backburner
and
what
happens?
The
incidence
of

severity

crime
and
anti-social
behavior
in
our
outlying
communities
increases
people
feel
less
safe
in
their
communities
and
in
their
home
I'm,
going
to
tell
you
about
the
real
experience
of
our
residents
from
Tang,
Hall,
East,
Parade,
dodsworth,
Avenue
area
and
Belle
farm.

The
incidence
of
theft,
burglary
and
attempted
burglaries
on
the
increase
graffiti
and
damage
to
private
and
public
property
is
commonplace.
The
use
in
dealing
of
drugs
and
the
reality
of
knife
and
gun
violence
is
happening
in
full
view
and
broad
daylight
in
our
residential
streets
and
in
our
parks.
Intimidation
of
residents
by
their
drug
dealer.
Neighbors
has
led
to
a
culture
of
silence
that
feeling
that
being
a
grass
isn't
worth
it,
because
nothing
will
change.
It's
not
worth
it.
Nothing
changes
I
have
to
live
here.
County
lines.

Drugs
have
arrived
in
our
communities
and
outs
of
New
York
drug
gangs,
targeting
vulnerable
residents
taking
over
their
homes
and
selling
as
much
gear
as
they
can
into
our
communities
in
a
short
period
of
time.
In
the
meantime,
our
young
people,
in
all
areas
of
the
city
are
being
enticed,
dragged
and
bullied
into
this
hugely
damaging
underworld.

times
have
I
heard
it
said
in
York
that
doesn't
happen
in
York
it
does.
You
need
to
get
your
heads
out
of
the
sand
and
take
the
actions
to
put
an
end
to
it,
and
communities
have
had
enough
this
story.

administration

stood
by
and
watched
while
their
Westminster
colleagues
have
put
in
place
that
cuts
that
have
allowed
this
to
happen
to
our
neighbors
and
fellow
residents.

licensing
gambling

regulatory
committee
at
agenda
item

the
York
hackney
carriage
Association.

QC

been
a
five-page
document,
explained
in
detail
the
exact
law
that
the
company
uber
and
its
drivers
are
breaking
on
a
daily
basis
in
York
it
is
a
local
government,
miscellaneous
provisions,
Act
1976,
section
46
won't
date
precisely
the
law
has
never
been
superseded.
The
breaking
of
this
law
is
a
criminal
act.

It
appears
that
we
have
an
officer
led
counsel
here
in
York
this
became
apparent
when
licensing
staff
overruled
elected
members
trying
not
to
cancel
this
Monday's
gala
committee
meeting.
This
was
followed
by
a
director
bragging
about
his
cancellation
in
the
media.
The
further
concerning
aspect
was
that
this
director
sought
the
approval
of
the
political
leader
of
the
council
to
counsel
the
leader
that
already
has
a
clear
conflict
with
over
on
record.
The
trade
cannot
believe
the
entire
licensing
committee
was
overruled
by
officers.

It
seems
that
some
council
offices
don't
want
the
trade
to
interact
with
the
councilors,
so
they
found
a
way
to
go
goes.
Why
do
these
officers
not
want
the
trade
to
interact
with
our
licensing
councillors?
Is
it
our
elected
members
of
the
licensing
committee?
I've
always
been
cautious,
we're
over
our
concerned,
and
rightly
so,
is
it
because
they
dare
to
listen
to
the
trade
rather
than
follow
the
orders
of
those
officers?
Is
it
because
they
often
act
against
officer
advice,
because
our
GLA
counsel
listen
and
interact.

elected
members
have
every
right
to
their
power
and
their
decisions
because
we
voted
them
in
and
place
them
in
these
positions.
To
take
care
of
us,
we
did
not
put
them
there
to
do
the
council
officers
bidding.
So
even
though
there
was
extremely
important
business
to
discuss
due
to
overs
criminal
activities.
You
know
the
GLA
meeting
was
cancelled
against
the
chair
and
the
committee
committees
direct
instructions.

Everyone
now
knows
that
uber
know

they
are
regularly
breaking
the
law
in
York,
because
Oberer
have
not
responded
with
their
usual
fudging.
To
calls
for
comments
from
the
press
and
Minster
fm,
their
silence
speaks
volumes.
An
unprecedented
number
of
local
authorities
across
the
UK
have
requested
copies
from
York
of
Gerald's
documents.
Suruc
is
one
of
these.

Uber
does
not
hold
a
licence
there,
so
their
association
commissioned
their
own
copy
from
Gerald.
Their
council
are
acting
on
this
now,
with
a
motion
for
geofencing,
when
thorough
at
newspapers
asked
uber
to
comment
again.
They
declined.
However,
when
asked
by
the
BBC
uber
confirmed
that
its
Greater
London
region
included
thorak.
What
uber
are
trying
to
do
here
is
to
introduce
a
new
normal
that
is
not
lawful,
but
is
linguistically
convincing.

are
referring
to
their
mythical
regions
as
if
they
actually
are
licensing
regions.
Ubers
Greater
London
region
is
as
imaginary
as
its
Yorkshire
region.
There
are
no
such
regions.
The
whole
country
needs
to
remember
this.
There

local
licensing
authorities
controlled
by
local
councillors,
not
mythical
regions
controlled,
like
uber.

uber
said,
while
its
drivers
were
free
to
choose
where
they
want
to
drive,
they
would
still
need
to
be
licensed
by
an
authority
within
the
region
where
they
wanted
to

not
within
a
region
where
they
wanted

drive

own
Licensing
Authority.
Only
and
yes,
drivers
are
free
to
choose
to
drive
wherever
they
want,
but
that
is
only
when
they
are
on
a
job
given
to
them

their
own
real
licensing

a
petition

behalf

87
residents
from
the
climate
door
barrier
of
my
ward,
who
were
affected
by
the
terrible
flooding
on
Boxing
Day
2015.
The
petitioners
are
fast
losing
confidence
in
the
Environment
Agency
to
deliver
the
flood
defense
scheme
in
anything
like
a
timely
manner.
It
has
already
been
three
years
and
there
is
little
visible
progress.
They
are
also
very
frustrated
by
the
council's
apparent
inability
to
hold
the
EA
to
account
for
their
lack
of
progress.

all
the

every

everyone
can
see,
the
text

the
petitions
in
their
council
papers,
I
would
just
like
to
highlight
that
over
250
residents,
I
did
their
name
to
the
petition,
calling
on
TalkTalk

repair
footpaths

verges
in
our
ward,
like
in
light
of
all
the
street
works
and
development.

happened
in
the
world.
It
is
important
that
the
so
recognizes
the
work
it
will
have
to
do
in
maintaining
functioning
world
networks
and
the
quality
of
books
in
our
area.

councillor

suffering
with

bad
back
with

In
wishing

welcome
the
new
director
Children's
Services
Amanda
Hudson
welcome
working
with
you
and
now
for
the
leaders
report,
York
Central
was
was
front
and
center
in
this
report
and
I
would
stress.
The
labor
group
wholeheartedly
supports
in
York
central
redeveloped,
but
not
at
any
cost.

We
recognize
the
huge
potential
for
the
creation
of
jobs
on
the
site
and
the
associated
business
rate
returns
in
future.
This
enthusiasm
must
be
balanced
against
what
we
fear
will
be
a
development
which
sacrifices
space
that
could
be
used
for
job
creation
and
instead
seeks
to
shoehorn
large
volumes
of
housing
into
the
site.
What's
more,
is
that
so
few
of
these
homes
will
that
are
going
to
be
developed
will
be
sold
at
prices
which
are
in
any
way
affordable
to
local
York
residents.

We
completely
disregard,
as
welcome
note,
there's
no
surprise
the
government's
definition
of
affordable
housing,
a
20%
discount
that
still
leaves
those
homes
way
beyond
the
reach
of
those.
Your
president
is
desperate
to
access
the
housing.
Rather,
if
a
housing
infrastructure
funds
top
seven
to
seventeen,
seventy
seven
million
of
the
projected
budget
for
the
site's
preparation,
then
we
can
certainly
say
that
homes
England
is
doing
its
bit,
but
will
that
necessarily
being
York's
best
long-term
interest?
Homes?
H
Take
note
of
the
leaders
remarks
about
discussions
being
ongoing
with
the
police
and
other
organisations,
but
this
is
a
repetitive
cycle
in
which
we
seem
to
discuss
the
problem
and
rarely
find
solutions
I'm
not
suggesting
for
a
moment
that
this
is
an
easy
issue,
but
we
perhaps
need
to
be
upfront
and
say
that
we
know
that
you
offers
a
popular
destination
for
certain
groups.
Thankfully
they
are
allowed
to
move
around
freely.
The
question
is:
what
happens
when
people's
behavior
tips
over
into
be
unacceptable?
Have
we
got
our
licensing
policy
right?
H
We
must
recognize
that
the
vast
majority
of
people
visiting
Europe
support
the
livelihoods
of
hotels,
guesthouses
cafes,
pubs,
shops
and
restaurants,
and
they
visit
York
because
it's
a
special
city.
We
therefore
look
forward
to
hearing
more
from
the
leader
about
what
he
intends
to
do
about
the
problem.
The
left
and
its
merger
between
the
two,
the
West
Yorkshire
and
the
North
Yorkshire
and
York
lap
is
also
mentioned
in
the
report.

The
structure
of
the
new
lap,
of
which
York
will
be
part,
is
going
to
be
critical,
of
course,
to
the
future
of
York's
interests
and
its
local
industrial
strategy.
It
indicates
that
lips
are
becoming
more
convenience
for
government,
with
authorities
forced
to
choose
between
them,
rather
than
something
which
is
locally
led,
and
it
seems
to
be
a
nod
back
to
the
days
of
regional
development
agencies
and
I
hope.
Another
time.
What's
critical,
though,
is
the
position
that
York
will
play
in
the
development
of
the
new
lap,
its
structures
and.

To
burn-
and
we
hope
that
York
will
not
take
a
backseat
in
those
negotiations
as
it
has
with
so
many
in
recent
times.
We
of
course
welcome
the
reference
to
the
excellent
work
of
Rachel
Maskull
in
seeking
to
drive
an
outcome
for
Bhuvan
which
yacht
residents
can
be
proud
of,
and
we
hope
that
the
council
will
live
up
to
those
expectations.

As
for
the
local
plan,
I'm
short
of
time,
I
would
say
there
isn't
a
cat
in
house
chance
that
this
administration
will
pass
a
local
plan
in
its
four
years
and
I
guess
invite
the
leader
to
comment.
And
finally,
we
of
course
welcome
the
potential
for
York
to
host
would
be
League,
World
Cup
games
and
await
further
news.

The
brexit,
with
27
20th
century
building
standards,
car
dominated
setting
gridlocked
every
morning
with
people
driving
to
the
station
or
to
work
I,
would
question
why
we
should
be
enabling
the
construction
of
multi-storey
car
parks
to
provide
an
income
stream
for
Network
Rail,
and
we
have
Park
and
Ride
services
that
other
other
people
are
encouraged
to
use
the
station
frontage
promises
to
be
a
big
improvement,
especially
with
a
walking
route
through
to
West
offices
and
vehicle
gate.
It
does,
however,
fall
short
on
planning
for
bus
passenger
growth
has
been
projected
and
also
increased
cycle
use.
I
I
welcome
the
leaders,
support
for
action
on
city
center,
behavior,
I
hope
this
will
be
reflected
in
support
for
our
amendment
and
the
labor
motion
in
later
debate.
I'm
disappointed
that
by
stating
in
this
report
that
safety
must
remain
our
biggest
concern,
there's
no
time
scale
or
strategy
set
out
for
phase
two
and
three
of
the
urgent
anti-terror
measures
that
these
security
services
have
recommended.
I
I'd
welcome
cross-party,
I,
welcome
for
the
cross
poverty
action
on
Bourbon
Hospital
to
retain
its
benefits
for
health
provision
in
the
city,
as
well
as
to
focus
on
opportunities
to
enhance
walking
in
cycling
access
across
the
site,
especially
in
the
light
of
the
very
welcomed
progress
on
the
Scarborough
bridge,
upgrade
at
last
it
winter.
We
hope
that
the
local
plan
could
soon
be
adopted
and
we
have
challenged
all
parties
on
city
or
council
to
commit
to

I
know
that
there
are
a
number
of
people
in
this
room
who
take
a
keen
interest
in
mental
health
issues,
but
even
for
us,
I
think.
The
figures
published
by
NHS
digital
in
November
were
truly
sobering
for
anyone
who
may
have
missed
them.
O
It's
the
first
authoritative
national
prevalence
study
to
have
been
published
since
2004,
and
it
shows
a
rising
mental
health
problems
particularly
marked
by
a
rise
in
a
emotional
problems
which
largely
comprised
of
forms
of
anxiety
and
depression.
I
think
it's
also
important
to
say
that
this
survey
is
only
reporting
on
the
most
severe
difficulties,
those
that
fit
the
criteria
for
psychiatric
disorders
according
to
the
International
classification
of
disease.
Now
what
that
means
in
lay
person's
language
is
that
it
is
inevitably
an
underestimate
of
the
amount
of
distress
that
children
in
young
people
are
experiencing.

These
troubling
national
statistics
are
reflected
in
a
worrying
local
figures
which
show
that
York's
young
people
are
self
harming
more
than
their
peers
elsewhere.
They're
also
experiencing
high
levels
of
anxiety,
eating
disorders
and
rising
levels
of
substance,
misuse
now
personally,
I
feel
a
little
bit
uncomfortable,
referring
only
to
mental
health
disorders,
because
I
think
that
that
can
be
stigmatizing
or
other
ring.
Likewise,
we've
got
to
be
wary
of
overly
medicalizing
these
issues,
not
least
because
everything
is
on
a
spectrum.

Isn't
it
you,
don't
just
generally
sort
of
wake
up
one
morning
with
a
disorder
having
been
perfectly
fine
the
day
before
so,
what's
causing
these
problems,
and
what
can
we
do
about
it?
Well,
some
of
it
isn't
rocket
science
if
your
home
is
damp
and
cold
and
you
have
antisocial
neighbors
if
your
mom
or
dad
or
another
significant
adult
has
got
substance,
misuse
issues
or
your
witness
to
domestic
violence.

So
neurodevelopmental
conditions
such
as
autistic
spectrum
disorder
from
actually
continuing
in
mainstream
education
at
all.
The
association
of
school
and
college
leaders,
not
really
known
for
its
radicalism,
found
that
nine
in
ten
head
teachers
thought
that
the
new
GCSE
curriculum
had
harmed
pupils.

Mental
health
triggering
panic,
attacks,
sleepless
nights,
self-harm
and
suicidal
thoughts,
see
I'm
very
much
persuaded
by
the
argument
put
forward
by
a
number
of
psychologists
that
when
we
look
at
the
challenging
behaviors
and
distress
of
some
young
people
in
education
settings
where
sometimes
in
danger
of
pathologizing
normal
reactions
to
being
cooped
up
in
classrooms,
trying
to
force
children
through
hoops
that
don't
always
fit
them.
Which
is
why,
for
me,
one
of
the
key
lines
of
this
motion
is
our
recognition
that
signs
of
poor
mental
health
and
distress
can
be
viewed
as
an
understandable
and
reasonable.

if
we
accept
that
that
we
need
to
find
ways
of
not
only
helping
young
people
to
cope
with
the
stress,
but
if
we're
gonna
make
a
general
difference,
we
also
need
to
look
at
what
interventions
there
are
that
we
can
tackle
the
root
causes
of
poor
mental
health,
I'm,
afraid
I'm
going
to
run
way
of
the
tongue.
So
I've
got
a
ton
of
stuff
that
I
want
to
say
enough
to
just
cut
through
it,
but
I
speak
to
loads
and
loads
of
parents
and.

spoke

most

of
circumstances,

like

suggest
that
there's
no
need
for
debate,

support
for
this

a
few
words

give
my
simply

speak.
The
conservative
group
thank
miss
councillor
cross
Shaw
for
submitting
this
important
after
decades
of
being
a
topic
of
fear,
stigma
and
shame.
Mental
health
is
now,
quite
rightly,
a
high
priority,
not
only
for
the
public
sector
in
health
services,
but
also
for
the
residents
who
rightly
demand
greater
action
and
better
services.
This
change
in
attitude
hasn't
just
happened
in
isolation.

We
agree
with
the
Youth
Parliament
in
its
request
for
improvements
to
mental
health,
support
in
schools
and
encouraged
by
both
last
year's
green
paper
on
children
and
young
people's
mental
health,
and
the
specific
plans
brought
forward
by
the
government
to
put
mental
health
leads
into
every
school
and
introduce
new
education,
a
mental
health
practitioner
roles
and
schools
and
colleges.
The
rollout
for
this
being
consulted
upon,
although
this
is
a
welcome
development
that
will
change
the
support
young
people
receive
in
future.
We
know
there
are
children
and
young
people
who
need
more
help.

Now,
as
we've
heard
earlier,
we
offer
our
support,
therefore,
to
counselors
there
cronshaw's
first
bullet
point.
Indeed,
as
mental
health
services
are
frequently
reviewed
at
health
scrutiny
in
this
chair.
I
would
personally
welcome
the
Youth
Council
attending
to
help
members
scrutinize
the
work
of
both
the
council
and
NHS
providers,
whilst
was
full
support
of
council
quash
or
second
bullet
point
I'm,
always
a
little
bit
cautious
about
simple
blanket
calls
for
more
funding.
It
isn't
always
the
answer,
which
is
why
I
submitted
the
amendment.

all
know
budgets
are
finite
and
the
financial
pressure
the
Vale
of
York
CCG,
is
under
in
order
to
meet
its
financial
plan
in
reducing
its
considerable
budget
deficit.
If
we're
to
ask
them
to
allocate
more
funding
from
a
fixed
spot,
Perkins
services,
we
might
expect
this
to
be
taken
from
other
areas
of
their
work
or
services.
Both
the
clinical
chair
chief
nurse
of
the
CCG
were
health
scrutiny.
Yesterday

talk
about
elective
surgery

the

highlight
Cam's

a
priority
area.

also
be

that
why
the
society
stops

from

schools

better
for
young
people.

pressures
in
people's
home
lives
need
to
be
lifted
sincerely.

the
CCG

are
financial
savings
to
be
delivered

doing
this

nearly

crisis

only
intervene
when
they're

most
vulnerable,
and
that
is
not
the
best
way

things
above
the

also

expensive

people

police
cells
instead
of

support,
supported
hospitals
and
getting
what
they
need.

same
reason
we
see
people
turning
off
accident

emergency

support

too
long
the
health
economy
has
been
acute,
focus
and
target
driven.

concerned
couldn't
have
anything
more
important
than
this
one,
and
certainly
our
group
will
be
supporting
the
motion
because
we
are-
and
we
always
have
been
very
strong
advocates
for
mental
health
support.
We've
campaigned
locally
and
we've
campaign
nationally
for
a
number
of
years
now
to
give
mental
health
the
same
parity
and
funding
as
physical
illness
in
Health
Service
having
good
mental
health
is
just
as
important
as
maintaining
good
physical
health
and
the
two
are
inextricably
linked.

particular,
it
provides
young
people
with
the
resilience
to
cope
with
setbacks
and
difficult
emotions.
The
consequences
of
not
tackling
such
problems
and
tackling
them
early
enough
can
be
lifelong
early
intervention
is
the
key
to
better
mental
health
outcomes,
particularly
for
young
people,
and
a
significant
amount
of
council
funding
and
effort
has
been
invested
in
York's
mental
health
services.

intervention
has
been
prioritized,
particularly
since
2015
I'm,
particularly
proud
of
the
services
we've
helped
to
establish
at
30
Clarence
Street,
just
over
the
road
which
currently
provides
young
people
16
to
25,
going
over
the
child,
adults
break
in
York
with
a
wide
range
of
important
services.
These
include
face-to-face
support,
drop-in
sessions,
work
advisers,
telephone
support
and
texting
an
email
service,
I
hope
everyone
will
join
me
in
acknowledging
and
giving
thanks
to
the
work
the
staff
do
there.

However,
despite
the
investments
we
have
made
locally
cuts
in
government
funding
are
hindering
the
local
authority,
early
intervention
work
and
in
York
we
have
been
historically
underfunded
in
this
area.

this
reason,
I
feel
it's
very
important
indeed,
that
the
city's
political
leaders
request
the
release
of
funding
from
both
the
CCG
and
the
government.

them
at

lived

seven-year-old

it's
a
subordinate

will
you
and

look
at

say
what

you
mean
well
we're
doing

lot
of
stuff
on

at
school
at
the
moment

talk
about

but
there's

concentration
on
academic
activity
in
schools.

the

government

plea

to
just
acknowledge
some
of
the
points
in
the
motion,
particularly
around
schools
and
colleges,
because
I
think
that
schools
and
colleges
are

really
important
place

deliver
early
help

support
that
the
schools
and
the
colleges
cannot
do
it
on
their
own
and
I
think
that
we
need
to
be
really
clear
that
we
are
supporting
colleges
but
we're
doing
certain
schools,
but
we're
doing
so

some
resource
behind
it.

looking
at
expanding
it,
not
just
keeping
it
at

level
of
is
so
I
just
want

kind
of
put
that
plea
out
there
when
we're
thinking
about
budgets

and
we
all
want
schools
to
improve,

we
all
want

children

young
people

city

well

possibly

But
we
have
to
be
mindful

impact

some
of
that
is
on
their
emotional
health
and
well-being.

when
we're
looking
at
that
school
improvement,
we're
looking
at
those
headline,
GCSE
figures
and
how
great
we
do
in
the
region,
we
do
just
need
to
think
about
the
cost.
That
sometimes
is
behind
that,
and
we
want
young
people
to
turn
out
with
great
results.
But
we
also
want
them
to
be
happy,
well-rounded
and
fulfilled
individuals.

like
to
move
the
motion
number
of
areas
in
all
our
wards,
which
could
for
very
little
money,
be
utilized
to
form
walking
paths.
Fundamentally,
this
could
help
with
issues
that
we've
recently
debated
with
the
cluster
motion:
social
isolation,
mental
health.
All
of
these
issues,
which
we
new
know,
is
a
major
challenge
for
our
society,
just
a
couple
of
benches
and
a
waste
bin.
Maybe
a
couple
of
trees
is
all
that's
needed
to
the
smallest
pocket.

communities
are
benefiting
from
their
work,
I'm
sure
they're
doing
some
good
work,
but
I
just
like
to
emphasize
that
this
is
really
important.
I've
mentioned
in
my
motion,
the
bough
wall,
where
for
a
number
of
years,
proposals
for
park,
allotments
and
benches
have
come
and
gone
to
no
avail.
However,
a
couple
of
years
ago,
the
red
tower,
on
top,
you
may
know,
install
the
community
raised
bed
where
they
successfully
grew
veg
for
their
residents
to
pick
when
ripe,
a
fantastic
initiative
and
it
really
works
well.

members
to
think
about
when
they're
putting
a
pocket
park
proposal
forward
for
the
officers
to
look
at
about
considering
a
potted
history.

important
to
show
future
generations
actually
what
has
happened

park

before

houses
and
streets
were
built,
I
think

really

How
history
and
heritage
is

talked

lead
group
of
the
current
administration,
we
were
well
aware
that
the
money
is
tight.
We're
also
recognized
that
not
all
open
land
can
be
preserved.

amendment
is
a
supportive
amendment.
The
main
motion
is
very
welcome.
Green
Party
councils
have
been
raising
the
issue
of
the
need
to
protect
interconnected
green
spaces
in
all
parts
of
the
city,
including
the
city
center.
For
some
time
now,
and
it's
really
welcoming
to
see
this
motion
coming
forward
from
the
conservative
group,
this
amendment
is
simply
to
strengthen
the
notion
and
make
it
clear
that
if
we
pass
this
motion,
they
are
not
only
more
fine
words
but
can
intend
to
actually
get
on
and
make
a
start
and
doing
something
about
it.

It
is
interesting
to
note
that
the
motion
makes
reference
to
a
lack
of
systematic
support
for
local
residents
and
groups
trying
to
take
care
of
local
green
spaces,
and
we
would
agree
with
this.
Volunteers
can
and
do
achieve
a
great
deal,
but
we
have
to
be
realistic
about
this
and
ensure
that
there's
enough,
organizing
accordingly,
the
capacity
in
the
council
to
give
them
the
support
they
need
and
that
the
most
practical
options
for
maintenance
explored
and
agreed,
including
the
possibility
of
maintenance
by
the
council,
where
this
is
the
most
common-sense
approach.

Any
additional
costs
to
council
budget
should
be
weighed
against
the
benefits
and
social
value
of
improving
and
maintaining
a
specific
green
space,
possibly
with
a
specific
fund
provided
in
the
revenue
budget.
We
have
seen
too
many
sites
many
examples
on
the
oven,
thus
improved
ones
that
have
received
improvements
and
then
fall
back
and
stay
tuned,
because
there
was
no
sort
of
the
ongoing
management.
It
is
also
interesting
that
the
motion
makes
reference
to
the
possibility
of
acquiring
land
to
protect
or
create
green
spaces.
Again.
This
is
very
welcome.

we
can
afford
to
invest
millions
in
acquiring
property
portfolios,
then
surely
we
should
also
be
considering
the
social
value
of
actively
protecting
green
spaces,
not
to
mention
the
potential
long-term
financial
savings
via
the
preventative
health
agenda.
Sadly,
in
the
city
centre,
in
recent
times,
the
trend
has
been
for
the
administration
to
dispose
of
small
areas
of
public
open
space
to
private,
develop
developers,
despite
protests
from
local
residents
and
councillors,
but
hopefully
the
tide
is
now
turning
in
that
respect,
and
this
motion
indicates
that
more
careful
consideration
will
be
given
to
this
in
the
future.

that
the
motion

Given
events
elsewhere
recently,
I
did
wonder
whether
it
might
have
been
withdrawn
for
fear
that
it
may
not
have
been
successful,
but,
unlike
brexit
I
guess,
the
debate
has
very
little
there's
controversial
and.

We
must
look
to
protect
and
increase
our
public
open
spaces
for
the
benefits
of
residents,
and
this
is
an
area
we've
looked
to
take
action
with
particularly
the
Forgotten
corners
fund,
led
by
my
colleague,
councillor
Waller,
with
the
support
of
council
officers
to
fund
the
already
already
awarded
grants
to
some
25
organizations
to
improve
neglected
and
unloved
green
spaces
in
New
York.
Now
the
guidelines
for
these
are
quite
simple.

The
garden
corners
need
to
clear
an
error
of
vegetation
or
debris
and
attractive
and
low
maintenance
landscaping
and
provide
better
access
for
residents
and
by
way
of
examples,
some
of
these
projects
proposal
to
create
a
mural
on
the
first
islands
pathway
in
order
to
create
a
new
community
gardens
at
Dundas
Church
and
the
third
installing
a
footpath
at
day's
Midwood,
all
these
in
the
very
near
future
already
accomplished.
It's
incredibly
importantly,
continue
to
build
on
such
work
and
therefore,
as
a
group,
the
Liberal
Democrats
will
be
supporting
this
motion.

planning
committee
councillors
of
all
political
persuasions,
perhaps
from
I,
think
myself
and
councilor
design
that
voted
against
what
was
subsequently
approved
for
lawful
school.
So
the
council
have
got
the
perfect
example
coming
up
shortly
with
the
man
of
skill
development.
So
let's
say
whether
actions
don't
speak
louder
than
words
in
the
future.

proposing
this
motion
tonight
so
that
we
as
a
local
authority
working
with
partners,
can
start
preparing
in
earnest
for
a
time
when
petrol
and
diesel
vehicles
available
20

is
a
date.
That's
been
set
by
the
government.
As
councillor
de
gorn's
helpful
amendment
alludes
to
there
is
pressure
for
even
even
greater
progress
in
Norway,
for
example,
the
date
has
been
set
of
2025
and
in
the
Netherlands
2030,
but
it's
not
just
a
date
being
set
by
government
that
should
prompt
us
to
act.

The
orc,
along
with
many
other
towns
and
cities,
has
air
quality
issues
which
give
rise
to
which
give
rise
to
poor
health
figures
taken
from
the
government's
own
air
pollution,
health
cost
tool
suggested
in
2017
illness
caused
by
particulate
matter,
and
nitrogen
dioxide
cost
the
NHS
and
adult
social
care
over
40
million
pounds.
This
was
a
figure
based
on
data
where
there
was
robust
evidence,
so
it's
likely
to
be
in
under
estimates
at
a
time
of
unprecedented
demand
on
Health
and
Care
Services.

It
is
even
more
important
that
we
take
action
to
prevent
and
reduce
factors
that
lead
to
it
ill
health.
A
key
to
that
in
York
is
proceeding
with
the
introduction
of
a
clean
air
zone.
I
know
that
this
is
not
without
its
logistical
and
other
challenges,
the
by
working
in
partnership
with
both
us
operators
and
others,
and
with
the
necessary
financial
backing,
I'm,
confident
that
we
can
achieve
this.

The
motion
calls
for
action
to
make
sure
that
our
local
policies
and
infrastructure
are
ready
to
support
a
step
change
and
help
motorists
feel
more
confident
about
making
the
switch
to
electric
vehicles.
So
what
does
that
mean?
It
means
looking
at
how
our
planning
policies
can
better
support
the
delivery
of
adequate
charging
points
in
new
housing
and
commercial
developments.

means
working
with
public
and
private
sector
partners
to
increase
the
provision
of
points
across
the
city
in
me,
taking
advantage
of
opportunities
to
promote
the
adoption
of
low
or
no
emission
vehicles
locally
I
mentioned
was
made
earlier
about
a
recent
trial
of
an
electric
bill
wagon
and,
as
councillor
Rawlings
suggests,
in
his
helpful
amendments,
it
means
looking
at
how
we
can
make
the
most
efficient
and
effective
use
of
charging
points
in
council
car
parks.
I
hope
that
this
is
an
issue
of
which
there
there
can
be
a
broad
consensus
for
action.

speak

I'm
very
pleased
to
second
this
motion
tonight
and
support
the
reasons
that
councillor
at
Fenton
has
outlined.
We
are
all
aware
of
the
challenge
facing
us
here
in
York
in
the
UK
and,
of
course,
across
the
globe
to
tackle
climate
change.
Only
last
week,
414
internationally
significant
investors
join
calls
to
limit
global
temperature
increases
to
well
below
two
degrees
Celsius.

We
are
also
increasingly
aware
of
the
impact
caused
by
air
pollution
on
our
health
services.
New
and
recent
studies
now
suggest
direct
correlations
between
air
pollution
and
heart
diseases,
not
just
lung
problems.
According
to
the
Royal
College
of
Physicians
outdoor
air
pollution
is
contributing
to
roughly
40,000
early
deaths
a
year.
So
how
can
we,
as
a
council,
begin
to
address
such
a
massive
issue?
It's
important
that
we
take
whatever
action
we
can,
because
all
the
small
things
do
add
up.

The
council
is
already
doing
excellent
work
by
the
air
quality
management
areas
and
introduction
of
electric
buses
on
our
Park
&
Ride.
However,
we
can
do
more
to
encourage
the
use
of
low-vision
vehicles
and
help
provide
the
green
infrastructure
needed
to
support
such
vehicles.
We're
ahead
of
the
game
in
providing
public
charging
points
in
car
parks,
and
we
need
to
accelerate
the
rollout
of
electric
charging
points
to
ensure
that
York
continues
to
be
proactive.

With
my
planning
hat
on
I'm
sure
many
other
councillors
will
agree
with
me
that
our
planning
policies
sometimes
do
not
meet
our
expectations.
It
can
be
frustrating
at
planning
committee
to
ask
developers
for
more
electric
charging
points
only
to
be
told
that
what
what
they
propose
meets
our
policies.
This
is
particularly
in
a
case
with
flat
developments
where
the
park
you
might
not
be
adjacent
to
the
flats.

If
we
also
require
sufficient
charging
points
on
commercial
developments,
this
should
encourage
local
businesses
to
switch
to
greener
fleets,
and
there
are
employees
to
recharge
at
work
and
increasing
the
number
of
electric
charging
bays
in
our
own
car
parks
and
encouraging
provision
in
shopping
areas
will
give
residents
for
confidence
that
they
will
always
be
able
to
recharge
before
people
commit
to
electric
vehicles.

will
need
to
be
confident
that
they're
able
to
recharge
wherever
they
are
and
we
need
to
ensure
that
your
can
provide
those
facilities,
Lord

We're
probably

acknowledge
just
reflect
a
lot
of
the
arguments
that
councillor
Flinders
and
I
have
been
repeatedly
making.
At
the
last
view,
area
planning
subcommittee
meetings.
It
might
also
be
pertinent
to
note
that
the
current
standard
planning
conditions
which
require
all
new
single
dwellings
to
include
an
electric
vehicle
charging
points,
are
underpinned
by
the
last
Labor
Administration's
low
emissions
strategy
from
2012.

You
were
pleased
to
know
that
the
development
manager
is
currently
drafting
some
appropriate
wording
that
we
might
be
able
to
use
going
forward.
But
what
he
did
also
say
to
me
was
he
explained
that
to
be
able
to
make
this
an
enforceable
condition,
it
needs
to
refer
back
to
supplementary
planning
documents
or
an
SPD.
Now
some
of
the
SPD's
are
up
for
review
at
the
moment,
but
there
are
only
resources
to
review
the
top
two
priorities
which
were
green
infrastructure
and
affordable
housing.

It
may
be
something
that
could
be
included
within
the
green
infrastructure
SPD,
but
that
isn't
where
it
currently
sits
at
the
moment.
So
the
only
note
of
caution
that
I'm
going
to
offer,
which
is
perhaps
a
reflection
of
what
councilor
do
sometimes
so,
certainly
in
terms
of
the
careful
wouldn't
wish
for
it
would
just
be
that
we
need
to
be
just
be
mindful
of
not
undermining
other
work.
That's
going
on
elsewhere
by
jumping
the
priorities
view,
but,
broadly
speaking,
we're
very
sporting
with
emotion,.

Given
the
recent
IPCC
statements
about
the
urgency
of
action
to
try
and
avert
runaway
climate
change,
provision
for
electric
cars
has
to
be
just
one
element
of
behavior
change
with
walking
in
cycling
the
norm
for
shorter
journeys
and
a
lot
an
attractive
public
transport
for
most
longer
distance
urban
trips.
Even
according
to
the
government's
Committee
on
climate
change,
they
project
that
70%
of
a
reduction
in
emissions
needed
by
23.
It
could
be
achieved
through
cleaner
vehicles,
but
an
additional
10%
through
modal
shift.
I
I
would
argue
that
in
the
case
of
York,
we
could
have
much
higher
aspirations.
Given
our
compact
flats
nature
of
the
terrain,
electric
electrification
of
transport
could
certainly
be
helped
help
to
reduce
carbon
emissions,
but
only
if
our
power
infrastructure
is
upgraded,
as
we
recently
witnessed
the
vulnerability
where
one
single
act
could
knock
out
5000
houses.
We
need
to
have
a
more
robust
and
resilient
infrastructure
to
enable
us
to
have
that
network
that
is
required
for
electric
charging.

All
of
these
have
been
agreed
in
principle,
but
we
need
the
practical
implementation
to
be
on
the
ground,
not
a
wait,
another
five
years
for
these
to
be
in
place,
so
it
urge
you
to
support
this
motion,
but
also
recognize.
This
is
only
one
part
of
the
solution.
We
need
to
urgently
move
forward
on
all
aspects
of
reducing
carbon
emissions
and
cleaning
up
the
air
for
citizens
of
this
city.

I
feel
that
more
electric
charging
points
are
needed
in
York
and
that
we
should
lead
the
way
in
delivery,
green
infrastructure
for
preferably
zero
emission
vehicles.
Only
a
few
months
ago,
the
business
energy
and
industrial
strategy,
Select
Committee,
published
a
report
on
electric
vehicles,
evey,
so
I'm,
going
to
call
them
pointing
out
that
the
ambition
to
create
my
charging
infrastructure
is
being
hampered.

The
government's
road
to
zero
strategy
is
focused
on
to
find
approaches
for
recharging,
something
known
as
wireless
charging.
It
is
actually
wireless.
It's
inductive,
it's
like
in
electric
toothbrushes
and
the
provision
of
public
charging
solutions,
but
because
of
the
way
that
wireless
charging
works,
it
can
only
really
be
used
on
motorways
and
possibly
some
drone
roads.
Yet
public
charging
will
still
be
needed
in
public
or
private
car
parks
at
on
street
parking
places,
as
well
as
at
home
or
business
charging
points
permanently.

There
are
some
10,000
public
child
charging
points
across
the
UK
and
the
biggest
group
is
concentrated
very
much
on
London
than
the
southeast,
yet
many
more
are
needed
and
they
need
to
be
available
consistently
across
the
country
if
this
strategy
is
going
to
work.
Currently
we
have
only
about
60,000
V's
out
of
about
32
million
cars
on
UK
roads.
That's
approximately
one-fifth
of
one
percent
of
UK
cars.
So
it's
a
very
small
fraction
compared
to
the
current
demand
for
petrol
and
diesel
vehicles.

But
given
the
government's
to
2014
target
of
eliminating
petrol
and
diesel
vehicles
that
has
to
change
has
to
change
big-time
because
they're
only
expecting
about
4
million
V's
by
2030.
The
sums
don't
quite
add
up
soon,
measures
as
outlined
by
councillor
dick
gone,
do
need
to
be
taken.
So
there
is
a
real
opportunity
here
for
York
to
deliver
such
a
charging
infrastructure
and
to
help
support
local
people
to
make
the
switch

visa.

it's
expensive
and
I
believe
that
the
government
should
subsidize
the
delivery
of
this
infrastructure,
including
to
rural
areas,
so
that
they
don't
get
get
cut
off
as
a
result
of
the
anticipated
pickup
in
demand.

We
need
to
stand
up
for
the
damaging
pollution
levels
and
we
need
to
be
more
aware
of
the
environmental
issues
that

affecting
our
city.

car

commend

I
think
I'm,
the
only
councillor

drives

fully
electric
vehicle
and
there's
a
difference.

can't
charge

car,

can't

bone
or
to
word
that
if
you
can't
charge
an
electric
car,
you
leave
it
at
home
and
don't
use
it
at
all.

like
a
growing
number
of
households,
run
two
cars
are
diesel
targeting
a
long-distance
out-of-town
trips
and
an
electric,
hopefully
for
city
center
driving.

work,
we
need
to
consider
how
we
use
our
infrastructure
and
how
to
ensure
that
electric
city
driving
is
indeed
an
option.
As
such
I'd
like
to
give
you
three
examples
of
why
I
think
York
is
falling
behind
the
line.
First,
when
I
come
down
for
council
meeting
I

make
a
park,
we
currently
have
no
facilities
to
charge.
Two
cars
in
a
car
park
as
a
result
are
traveling
in
my
diesel.

Secondly,
when
I
have
time

plaque
at
booths
them
that
there
are
four
charging
points
of
Bhuvan,
however,
they
are
often
taken
over
by
long-term
parking,
and
so
when
I
look
on
the
app
and
see
that
they're
in
use,
I
can't
music
I,
therefore
Drive
the
diesel.
And
finally,
when
I
came
here
this
evening,
I
found
that
the
charging
points
at
Union
Terrace
car
park,
just
next
door,
are
out
of
use
and
helping
out
of
use
of
the
last
week's
Bob.
We're
going
to
take
this
seriously.
We
need
to
look
at
the
future.

are

couple
of
things
missing
and
one
is
the
retrofitting
of
the
current
infrastructure
and
how
we
enable
residents
who
want
to
have
a
charging
point

their
own
house
to
get
one

house
in
my
ward
and
it's
a
month,
long
discussion
already
with
the
council
to
somehow
enable

to
charge

vehicle
outside
the

that
is
something
I
think
we
still
need

find
solutions

implement
the

thing.

best

council

stress

not

bullet

problems

just
replace

liquid

one

on
the
road,
we
still
have
the
same
projection
problem
in

city
center,
just
that
everybody's
sitting,

electric
car
rather
than
in
it.
These
are
calm
and
we
need
to
really
think
when
we
implementing
the
strategy.
What
is
our
main
goal?

want
people
to
travel
and
where
is
the
electric
car
as
an
integrated
tool,
useful
like
on
the
last
mile
for
people
living
in
more
remote
areas,
people
with
special
mobility
needs.
There
are
different
reasons
and
every
time
we
have
the
discussion
here
about
public
transport
or
cycling
there
people
can
cycle.
There
are
people
who
living
very
far
away
from
any
public
transport
and,
of
course
they
need
to
have
some
sort
of
transport,
and
that
is
where
the
electric
vehicle
comes
in,
but
it
is
not
a
silver
bullet.

is
just
one
tool
in
the
box
and
before
we're
now,
starting
to
just
randomly
create
everywhere
charging
points,
we
really
need
to
think
through
where
we
want
to
have
them
that
they
are
useful
tool
for
the
people
of
York.
That
need
to
use
that
and
we
don't
need
to
all
come
here-
buy
electric
vehicles.
Some
people
prefer
to
cycling.
Some
people
are
just
hitching
it
right
for
somebody
else
for
their
other
or
if
there's
a
bus
still
going
to
your
location.

is
also
a
valid
travel.

crime

anti-social
behavior
in
this
council.
In
fact,
discounting
the
time
that
I
was
leader
of
the
council,
I've
only
ever
moved
three
motions
at
this.
If
this
council
and
all
three
have
been
on
issues
to
do
with
crime
and
anti-social
behavior,
the
reason
why
I
take
such
an
interest
in
such
matters
is
because
crime
and
anti-social
behavior
are
a
blight
on
the
lives
of
many
people
in
our
communities.
Many
individuals,
whether
they
be
rich
or
poor.
But,
let's
be
clear.

The
people
who
are
most
adversely
affected
are
those
people
in
our
poorer
communities
and
the
most
vulnerable
in
our
communities,
and
it
is
something
that
we
must
do
more
to
tackle.
The
reason
I
started
taking
interest
in
this
particular
motion,
because
in
common
with
the
public
speaker
that
we
heard
earlier
for
the
excellence
beach
by
Claire
Douglas,
there
are
a
number
of
particular
issues
in
my
ward
in
Hewitt
that
we
are
facing
particularly
to
do
with
with
drug
gangs,
which
are
a
great
concern,
but
also
the
general
raising
of
concerns
by
residents
day-in
day-out.

Definitely,
austerity
is
part
of
that,
and
I
will
come
back
to
that
in
a
moment,
but
actually
here
in
New
York,
there
is
a
subtle
nuance
around
that
when
you
look
at
the
crime
figures
for
York
over
recent
years.
Absolutely
certainly
true.
The
crime
began
to
rise
around
the
time
that
that
austerity
was
first
introduced
by
the
coalition
government,
then
between
the
periods
of
2011
and
2015,
crying
in
this
city,
bucked
the
national
trend
of
rising
crime
and
began
to
fall
for
quite
significantly
at
one
point
and
then
in
2015.

It
began
to
start
rising
again,
and
we
reached
a
point
in
this
year
that
the
anticipated
unexpected
figures
are
for
a
record
year
in
crime,
the
highest
that
we've
had
since
2010.
Now,
what
is
the
coincidence
of
2011
to
2015?
Yes,
of
course,
there
was
a
labor
council
you're
going
to
say
that,
but
actually
there
was
another
significant
difference
that
labor
administration
throughout
that
time
had
a
cabinet
member
whose
specific
responsibility
was
crime
and
anti-social
behavior.
That
was
their
only
remix.

In
fact,
I
was
one
of
the
people
who
held
that
post
now,
I'm,
not
making
the
case
to
say
that
those
people
went
out
and
as
some
kind
of
caped
crusaders
to
go
out
and
fight
crime
themselves,
because,
frankly,
my
Batman
costume
is
only
for
private
use,
but
what
they
did
do
was
bring
a
focus
for
council
services
and
a
work
with
our
partners,
who
were
all
involved
in
various
agencies
across
the
city
in
bringing
a
focus
to
tackling
crime,
antisocial
behavior,
and
it's
borne
out
by
the
figures.
So
it
is
clearly
the
case.

Although
there
is
a
national
issue
about
crime
and
anti-social
behavior
and
crime
rising,
it
is
clearly
the
case
that
this
administration
have
taken
their
high
off
the
ball
when
it
comes
to
issues
of
this
kind
because
they
mean
they
made
a
political
choice
not
to
make
this
a
priority.
Now,
while
I'm
on
the
subject
of
political
choices,
that
brings
me
back
to
austerity,
because
austerity
absolutely
has
been
a
political
choice
taken
by
the
Conservatives
and
liberal
Democrats
together.

I
first
have
carried
on
by
the
Conservatives
in
government
to
cut
left
right,
the
center
public
funding
for
public
services,
and
it's
inevitable
that
if
you
cut
services
for
crime
prevention,
if
you
cut
probation
services,
if
you
cut
the
services
for
mental
health,
if
you
cut
the
services
for
youth
areas
and
various
other
things,
of
course,
you
will
see
a
rising
crime.
Of
course.

Also,
if
you
cut
the
funding
for
a
number
of
police
officers
that
we
have
on
the
beat
again,
you
will
see
a
rise
in
crime
and,
despite
the
conservative,
police
and
crime
commissioners
pledged
not
to
cut
police
numbers,
a
hundred
and
thirty
six
police,
a
fewer
police
officers
now
patrol
our
beat
across
North
Yorkshire
and
York
and
North
Yorkshire
than
we
had
previously.
Those
kind
of
cuts
will
inevitably
lead
to
a
rise
in
crane,
so
this
motion
seeks
to
put
a
stop
to
that.

To
start
to
try
to
reverse
that
trend,
it
specifically
calls
for
more
frontline
policing
on
our
streets
here
in
New
York.
It
calls
for
more
support
for
the
support
services
that
go
to
underpin
and
help
those
people
who
re
are
either
repeat
criminals
or
those
are
in
danger
of
becoming
criminals,
to
try
and
change
their
behaviors
and
get
their
life
back
into
some
kind
of
order,
so
they're
not
committing
crimes.

hugely
important
because,
as
I
said
it
at
the
start,

behavior
proposed
by
my
colleague,
counselor
williams,
as
both
a
resident
of
the
city
center
and
this
council
of
guilt
or
ward
I,
regularly
hear
from
residents
who
are
concerned
about
what
the
impact
that
crying
at
crime
and
on
social
behavior
is
having
on
their
lives.
But
whilst
these
are
both
big
issues
in
the
sixth
Center
they're
also
problem
to
effects
residents
in
just
about
every
community
of
our
city.

These
curves
combined
cuts
made
by
the
City
Council
to
substance
misuse
services
mean
that
individuals
are
not
being
and
the
support
they
require
to
turn
their
lives
around
when
crime
and
social
behavior
do
occur.
Residents
feel
that
there
are
not
enough
police
officers
on
our
streets
to
deal
with
those
responsible
if
the
police
are
able
to
attend
an
incident
due
to
the
pressures
that
they're
under,
which
are
many
they're,
often
not
able
to
act
attending
after
the
instance
is
over
when
there's
very
little
that
they
can
do
resident
from
across.

Our
city
tell
us
that
they
avoid
york
city
center
in
the
evenings
and
on
weekends.
In
order
to
avoid
this
on
social
behavior.
This
is
a
real
shame,
given
the
fantastic
shops.
Cafes
bars,
restaurants,
museums,
theaters
tourist
attractions
that
they
missing
out
on
this
motion
calls
on
the
executive
to
work
with
the
police
and
fire
commissioner
and
with
other
partners
to
improve
our
city,
so
that
every
community
is
a
place
where
residents
feel
safe
and
secure
communities
that
everyone
can
feel
proud
of.

I'm
pleased
to
be
able
to
speak
in
the
debate
on
this
motion
tonight,
because
a
topic
of
crime
and
anti-social
behavior
is
one
I
have
focused
on
over
recent
months.
Working
with
residents
in
Westfield,
first
and
foremost,
the
Liberal
Democrats
will
be
supporting
this
motion
and
I
wanted
to
speak.
Regarding
my
own
experience
of
supporting
residents
in
my
ward,
who
have
experienced
crime
and
anti-social
behavior
in
the
city
over
the
summer
and
in
recent
months,
a
number
of
antisocial
behavior
incidents
occurred
in
Westfield,
ranging
from
vandalism
to
moped
related
crime.

Residents
were
obviously
concerned
about
this,
so
together
with
my
fellow
ward
councillors
and
neighboring
colleagues
and
ring
houses
and
width,
or
we
looked
into
how
we
could
address
the
issue.
Initially,
we
use
Ward
committee
funding
to
develop
an
activity
program
for
young
people
in
both
wards.
These
activities
were
well
attended
but
attracted
the
younger
demographic
rather
than
the
young
people
who
are
slightly
older.
We
have
also
started
a
consultation
to
try
and
understand
who
would
truly
be
useful
for
young
people.

In
our
ward,
of
course,
the
issue
of
crime
and
anti-social
behavior
depends
heavily
on
police
intervention
and
in
Westfield
we
have
held
numerous
meetings
with
the
police,
particularly
sorry,
particularly
relating
to
moped
enabled
crime.
The
most
common
feedback
I
often
hear
from
residents,
is
that
they
feel
they
no
longer
have
a
connection
with
their
local
police
team
and
that,
when
they're
trying
to
deport
low-level
crime,
they
are
frustrated
when
they
are
made
to
wait
for
long
periods.
In
order
to
speak
to
someone
on
101,
let
me
be
clear:
the
police
need
additional
funding.

the
wrong

Well,
every
bit
clearer,
I,
please
do
an
excellent
job,
particularly
given
the
fact
that
they
are
doing
the
job
with
less
resources,
and
this
is
a
point.
The
police
need
additional
funding
and
more
resources
to
help
ease
pressures
on
their
services.
As
emotion
highlights,
recorded,
crime
is
steadily
increasing
and
the
effort
pressures
on
North
Yorkshire
Police
are
now
likely
to
increase,
and
my
residence
concerns
will
continue
to
grow.

councillor
Williams
for
accepting
my
amendment.
We
certainly
do
support
this
motion
as
a
whole
and
agree
that,
whilst
York
is
generally
still
one
of
the
safest
cities
in
the
UK
crime
and
anti-social
behavior
of
various
kinds
is
a
very
serious
issue
for
many
residents
and
that
rising
crime
figures
should
certainly
be
a
cause
for
further
investigation.

Everyone,
sorry
residents
in
parts
of
my
waters,
counselor
funder,
says,
do
experience
similar
issues
to
those
described
by
the
speaker
from
Town
Hall
that
we
heard
at
the
beginning
and
I
think
everyone
would
certainly
like
to
see
more
community
police
officers
on
our
streets
on
a
regular
basis.
I'd
certainly
agree
with
that.
I
just
like
to
say
a
little
bit
about
what
the
amendment
adds
to
the
motion
in
terms
of
a
focus
on
anti-social
behavior
in
the
city
center,
which
has
also
been,
and
continues
to
be,
a
matter
of
considerable
public
discussion
and
concern.

The
motion
itself
already
said
that
significant
numbers
of
local
residents
say
they
avoid
the
city
center
in
the
evenings
and
weekends
due
to
the
extent
of
drunken
behavior,
and
this.
This
new
part
of
the
motion
now
calls
on
the
council
to
take
the
lead
in
organizing
some
special
meetings
or
city
summits.
They're
bring
all
the
relevant
organizations
together
to
focus
on
this
issue.
I'm
aware
that
some
Joint
Working
already
goes
on
between
organizations
and
that's,
of
course,
very
positive
works
underwear.

He
also
via
scrutiny
on
the
future
of
the
city
center
in
the
face
of
a
changing
retail
environment,
and
we've
recently
also
had
a
bit
of
discussion
about
the
rolls
of
the
Christmas
market,
the
roll
of
the
Christmas
markets
and
festivals
in
the
city.
All
of
these
things
are
connected
and
relevant
to
issues
around
anti-social
behavior,
but
what
I'm
hoping
this
part
of
the
motion
will
do
is
to
bring
an
urgent
focus.
That
brings
everyone
together
to
look
at
what
we
can
do
now.

Situation
as
a
council
in
the
cities
I
find
that
sometimes
the
lack
of
communication
between
the
different
agencies
involved.
A
series
of
special
meetings
on
this
issue
should
allow
us
to
take
a
problem-solving
approach
that
listens
to
those
experiencing
these
issues
on
the
ground,
such
as
residents,
traders
and
frontline
officers,
and
identifies
in
practical
ways
of
improving
the
situation.
So
please
do
support
this.
This
whole
motion
as
amended,
so
we
can
move
forward
with
some
real
actions
on
this
issue.

A
violent
crime
and,
in
particular,
violence
against
a
person
has
increased,
but
this
is
due
to
a
change
in
national
crime.
According
these
categories
now
include
a
range
of
offenses
such
as
harassment,
which
counts
for
a
high
proportion
of
the
increase,
and
they
also
include
verbal
abuse,
which
gain
counts
for
high
proportion
of
offenses
and
York's
increases
tend
to
be
at
the
lower
level
of
severity
of
crime
and
not
the
serious
most
serious
crime
offenses.

Blandly
must
know
why
some
of
them
have
increased
and
the
increase
in
reported
domestic
abuse,
and
this
is
due
to
is
a
number
of
factors,
and
one
of
these
is
that
people
now
have
greater
confidence
in
reporting
it
and
that
that
should
be
welcomed
and
there
have
been
targeted
awareness
campaigns
promoted
through
social
media
to
encourage
people
to
report,
and
there
have
been
earlier
interventions
by
agencies
dealing
with
incidents
again,
I,
don't
think
any
a
little
domestic
abuse.
But
you
know
there
are,
if
you
like,
good
reasons
in
pop,
why
there's
an
increase
in
figures?

obviously
we
will
be
supporting
this,
but
we
need
to
note
some
of
those
I
would
like
to
just
point
out
that
we've
been
asked
to
lobby
the
police,
fire
and
crime
Commissioner
to
increase
the
number
of
frontline
officers.
Well,
you
know,
perhaps
the
true
property
knows
that
she
has
a
recruitment
campaign
on
and
that
by
early
next
year,
numbers
will
be
up
will
be
higher
than
they
were
in
2012.
However,
the
disposition
of
those
officers
within
the
area
of
York
and
North
Yorkshire
is
at
the
discretion
of
the
chief
constable.

I
spent
many
years
in
the
police
force
and
one
of
the
things
when
I
went
to
training
school
in
Hendon.
The
first
thing
I
was
taught
was
prevention
and
I
was
pointed
out
to
me
that
a
policeman
in
uniform
walking
down
the
street.
You
will
never
know
what
that
person.
What
policewoman
you
never
know
what
they
are
preventing
just
by
being
there
and
I
think
there's
a
lot
of
truth
in
that
again.

The
police,
commissioner,
doesn't
agree
with
me
and
I
think
this
commissioners
were
not
our
greatest
achievement,
quite
frankly,
and
when
I
was
in
the
police
force
when
I
was
in
the
police
force
in
New
York
in
York,
and
this
was
before
your
cut,
the
outer
villages
so
effectively
within
the
within
the
Ring
Road,
and
there
was
two
hundred
four
officers
just
serving
York
City
police.
That
was
the
strength
of
York,
City
Police
and
in
those
days,
was
a
police
force.

It's
now
become
a
police
service
and
I've
had
discussions
with
the
chief
constable
and
the
area
of
commander
in
particularly
about
the
ESB
hope
that
we
have
in
West
offices
and
I
think
first,
it
was
a
good
idea
at
the
time.
It
certainly
needs
refreshing
and
it
needs
sorting
out
to
actually
get
sorted.
What
were
the
problems
we
have
in
this
city?

Think
a
lot
of
the
stuff
that
happens
in
the
city
is
perception
to
be
fair
and
the
figures
don't
and
when
you
come
in
on
a
Saturday
in
particular,
you
think
it's
well.

You
know
what
it's
like,
but
there's
not
an
awful
lot
of
people
locked
up
now.
Either
the
police
aren't
doing
the
job
or
or
it's
there's
no
crimes
being
committed,
but
it's
the
perception
of
those
people
in
the
city
centre.
That's
not
doing
our
city
any
favours
and
I
know.
When
councilor
car
was
leader,
I
think
you
had
a
had
a
talk
with
the
Toria
with
the
British
Transport
Police
that
people
coming
into
the
city
if
they
were
drunk,
they
won't
even
be
allowed
in
the
city.

don't
think
people
are
reporting
crimes
as
much
as
they
probably
could
have
done,
because
they're
not
sure
that
they're
going
to
get
what
they
want
other
than
a
number
for
a
crime
report.

you
can
put
it

the
officers
serving
at
the
moment

think
they
need
help
and

Having
spent
most
of
my
working
life
trying
to
rehabilitate
offenders,
there
are
some
features
that
crop
up
time
and
again:
troubled
childhoods,
lack
of
positive
role,
models
and
economic
and
social
deprivation,
create
the
backdrop
for
offending
and
drug
and
alcohol
misuse,
mental
health
issues
and
lack
of
settled
accommodation,
the
environment
for
poor
decision
making
when
the
police
are
telling
us
that
22
percent
of
all
people
arrested
in
York
are
self
declaring
a
dependency
on
drugs
or
alcohol.

When
we
have
4,500
alcohol-related
crimes
and
1500
drug-related
crimes
in
Europe
last
year,
we
need
two
more
to
do
more
than
just
wring
our
hands
and
say
what
can
we
do?
People
make
the
decision
to
offend
and
we
should
never
get
away
from
that,
but
the
factors
that
influence
those
decisions
need
to
be
addressed
to
enable
people
to
change.

I
understand
from
experts
in
the
field
that
the
council
is
making
good
progress
through
the
local
area
teams
in
identifying
vulnerable
children
to
help
steer
them
away
from
crime,
but
that
this
administration
has
also
made
some
very
concerning
decisions
to
the
decision
to
take
almost
500
thousand
pounds
over
the
next
two
years
from
the
contract
for
substance.
Misuse
will
have
far-reaching
consequences
for
the
individuals
or
themselves
for
our
public
services,
such
as
police
and
health,
and
for
the
people
of
York
longer
waiting
times
to
access
services.

Fewer
sessions
for
those
in
treatment
from
one
week
to
one
a
month
and
raising
the
thresholds
to
be
able
to
receive
a
service
at
all
are
the
consequences
of
these
costs,
particularly
in
alcohol
treatment.
It
will
mean
more
people
dropping
out
of
treatment,
increased
relapse
rates,
more
crime
and
anti-social
behavior
on
the
streets
in
the
shops
and
in
the
houses
of
York.
Can
we
really
afford,
as
a
society,
to
take
such
a
short
term
approach
to
a
long-term
societal
problem?

fact
that
police
officers
resign
and
it
takes
at
short
notice
the
issue
behind
all
this
is
cuts.
That's
what
lies
behind
this
and
the
reason
why
we're
doing
some
Lib
Dem
entire
bashing
is
because
it's
your
choices
that
have
led
to
some
of
the
stresses.
As
councillor
Pavlovic
said.
Some
of
this
administration's
choices
to
cut
funding
have
absolutely
and
will
absolutely
lead
to
rise
in
crime
and
absolutely
was
not
treated
it
as
a
priority.

Just
today,
the
chair
of
the
Police
Federation
said
that
the
announcement
around
police
funding
is
this
is
nothing
more
than
a
sticking
plaster
over
a
broken
bone.
We
have
a
fundamental
issue
with
lack
of
funding
in
all
of
the
support
services,
including
the
police,
and
that
has
to
be
addressed
at
a
national
level
but
locally.
We
can
do
something
about
it
too.
If
we
choose
to.

that
the
deadlines
on
the

it's
something
that
you
feel
strongly
about

the
council
can.

could

officers
to
prepare
a
response

decide

it

why
can
it
be
done
for
three
consultation
responses

fracking
and
very
short
notice,
which
we
welcome,

it
can't
be
done
in
this
instance.

we

the

plan
at
your

and

breach,

management
and
process

in
place
where

response

my

I
recognized

one

York
is
something
with
which
is

interesting
senior
deputy
leaders
report
citing
RNs
figures
on
job
growth
in
York,
however,
wages
in
York
Maine
stubbornly
below
the
national
average
City
experiencing
high
cost
of
living
high
levels
of
insecure
employment
and
a
huge
gender
pay
gap.
Does
he
recognize
the
q1
performance
figures
from
our
own
Council
papers
this
year,
stating
that
weekly
earnings
adjusted
for
inflation
had
actually
decreased
by
0.4
percent
compared
with
2016?
And
is
he
happy
with
this
coalition's
record
on
wage
growth.
