Now I move on to public participation, as usual. I would remind everyone of how I will deal with this session today. I will invite each speaker in turn to come up to the microphone and speak each will then return to their seat when they're finished. Once all the speakers have finished. Those who wish to stay for the remainder of the meeting will be directed to the public seating area.

We have 11 speakers this evening. Each will have a maximum of three minutes to address it or to ask a question on any matter directly relevant to our business and now column on our first speaker, John Carson, a representative from extinction rebellion who would like to speak on motion number four on the list of motions at agenda item eight relating to declaring a climate emergency. Mr. Carson thank.

You thank you for having me I'm speaking in support of the City of York Council, declaring a climate emergency. It's very clear that humans and many other species are facing a bleak future due to increasing levels of greenhouse gases, altering ecosystems and the climate I've tried to help and persuade York to adopt a more sustainable approach. Since the late 1980s through the 90s I was involved in local agenda 21 following the Rio Earth Summit, and helps get a local agenda.

21 officer installed in the council, the job title changed and Lynn Seanie became our first sustainability officer. Several more people followed suit and I hope that soon the job will be re instated. As climate emergency officer, York has had several other attempts to cut carbon, do things more efficiently and with less waste and less pollution. Most recently one planet York, which has been a positive few steps in the right direction.

However, the scale of the problem has become clearer and the threat of a climate catastrophe has become more accepted. It is obvious we have a long way declaring a climate emergency will entail a huge challenge, but opportunities to for green jobs, technical innovation and different approaches to living. Well, the challenge is a global one.

On, although the UK and York only emits a fraction of the total, we have to play our part and work with other local authorities, businesses, organizations, universities, the NHS bus and rail companies, unions, house, builders, everyone, the council, will face criticism and opposition for doing this, but you'll also have a lot of help and support. Maybe to make the process fairer and deflect negativity away from elected members.

You could set up the citizen's assembly to help make the more difficult decisions mirroring what extinction rebellion is asking national government declaring a climate emergency is not going to guarantee a green and prosperous future as some climate change impacts are already inevitable. But if we all work together and are serious about it, we may have a better outcome than if we carry on with those usual future generations. Whatever the environment is throwing at them will. Thank us for trying being a responsible ancestor is the highest accolade that we can aspire to. I.

Greetings to the council. My name is Amy Elliott and I'm here in favor of City of York Council, declaring a climate emergency in York I consult with you today, not only as a concerned citizen, not only as a yacht as a young person of 16 years of age, but as a but as a human. Being.

This in the end, is an issue of humanity caused by humanity and if we act now solved by humanity as you all, as you all know, under as you'll probably be told several times this evening, we have but 12 years till those catastrophic and irreversible effects on our environment. But this is not some faraway problem that future generations have to worry about. This is happening now on a global scale. We can see the death. We can see the death of half of our Great Barrier Reef, more breach soon dead, even on a local scale.

We can see the prominent effects of climate change with increased flooding flooding in Nebraska with 14 billion pounds of damage. It is my firm belief that we need to act now and in a big way. We can't continue carrying on as if nothing's happening, oblivious to the pain and suffering happening now and yet to come.

If the impacts are severe now, what will they be like in 10 years time, 30 years, 50 years, I want a future for myself and for you for my children, for Greta and for all those men and women in Bangladesh who are already facing a consequences of an environment that we contributed to so I asked you here today: when will it stop cities all over the country of already past for motion to declare a climate emergency?

So can we together we can stand in unity against one of the biggest threats to mankind that we may ever face. The truth is daunting our futures on a knife-edge, but it is not impossible. There is still hope.

Lord Mayor councillors, thank you for allowing me to speak I'm, chair of your Green Party and speaking that capacity when I was growing up when Eve us was seriously worried that there will be nuclear war and that would annihilate all of us. Many of us worked hard to reduce those risks and we had international treaties have to start one and start two. We knew that it was totally within the control of politicians whether or not we were killed. Climate change has many similarities and some differences.

Climate change will kill literally billions of people if we don't prevent it, but the real difference is this time we can all act. Current climate change, we're not just dependent on governments to act, but if we don't we'll be equally culpable for the disaster that ensues, climate change is an entirely preventable human created disaster. We have the information to understand the problem and we know what to do the UN Intergovernmental Panel on Climate Change recently said we have just 12 years to prevent a catastrophe.

We are in a climate emergency and we must all act now, as the children of York nel swear, shouted out last week before and will continue to do so. City of York Council must take leadership locally by declaring an emergency and then following through on that by taking bold action to make York carbon neutral by 2030.

Some of the actions that we need to take will be difficult and may not be popular, but leadership is about taking people with you. Even when the decisions are unpopular, we need to support projects that will reduce carbon usage and cut projects that will increase carbon production. It will be as important to produce a carbon budget as a financial one.

We can no longer afford developments on the Ring Road that are not properly supported by public transport so that people drive to them new developments in the local plan, speakin echt, the city by zero-carbon transport, including excellent, active transport facilities and zero carbon public transport. All new developments must show how they're contributing to achieve zero carbon by 2030. Otherwise they are not sustainable developments. Time is short. The time to act is now before it is too late. Please vote for the climate emergency motion. Thank you.

My mother is from Brazil when I was younger. She said tell me a story. They once tried to build a highway through the rainforest. They would cut down countless trees, pave the road and lay down the concrete once they finished a stretch. They do the same with the next one, but soon they realized the problem by the time. They'd finish a second stretch of road. The first had already been destroyed when new trees growing through the road so to go back and repave.

The first stretch only to find the second stretch of grown over the moral of the story is nietzsche, will fight back, and that is today. Why urge you to declare a climber emergency we're starting to see nature's destructive power? Now our river is rebelling with some of the biggest floods I've ever seen being a recent memory. I do not wish to explain to my children that I let my home city get flooded. Additionally, air pollution in York is the highest.

It's ever been the City of York slow emission strategy, estimating that between 94 and 163 people die prematurely each year from traffic pollution. We know what this is: we've known for a long time and we continue to brush it off as a temporary issue. Climate changes, the biggest issue we face today. Last week, I helped joined and organized hundreds of young people marching city center to call for action to be taken. Adults have failed my generation with years of inaction, the fact that children forced of being taking matters into her own hands.

Quite frankly in embarrassment we should be learning and enjoying life, not fighting for our very existence. Today, I speak to you in the hope that you do not become a nevado that failed, my generation, we are running out of time. We only have 12 years to half our carbon emissions to prevent overmantel collapse. Nature is a key aspect of our way of life. It's our duty to preserve it for future generations, just as the Vikings Romans, Normans and Saxons all did there's our moral responsibility to deal with this.

Now radical change must be taken urgently, and time is working against us. An individual action is nowhere near enough governmental and political change is required. More than ever, cars must be reduced. Plastic band and coals replaced. We need stronger, cycling, walking, electric car and public transport infrastructure, as well as huge, huge reductions in polluting materials. Just as our ancestors led an industrial revolution in Yorkshire many years ago today we must lead a very different type of revolution.

The climate revolution I do not wish to explain to my children that you were just another adult that failed them. Thank you.

Everyone, my name, is Mary I'm, one of the coordinators of extension and body in York and I, say one of the student union officers for environment effects, the University of York, but mostly I'm here today, as a young person, who's concerned about that future and the future of everyone in this planet. Climate breakdown is currently the biggest issue we face as humanity, and we have come here today to demand the council. The Council of York recognizes this and does everything within its power to address this and protect its citizens.

People all around the world have been rising up and demanding meaningful action, meaningful climate action. You can see this from indigenous people fighting off extractive industries on their land. You can see this from the anti-fracking community. That's constantly on the front lines. You can see it from the student strikes where students are rising up and protecting their futures and from people all walks of life who are coming together to say that this is our planet and this is our lives and it deserves to be protected.

It's an issue which takes all levels of society and local council has a really big role to play in this. So we've seen all around the country, the differing outsourcers and declaring climate emergencies in committing to getting carbon neutral at various states. You can see that in Bristol, Scarborough Natyam even leads our neighbor is about to do so. We're calling on York to do the same, to be bold and to lead the way in efforts to mitigate climate breakdown. Extinction value, New, York decided to begin this campaign.

As we believed councils have a duty to do everything within their power to protect their citizens and one of the main ways we've decided to do. This is through a petition a which, as of today, we have one thousand two hundred and ninety eight signatures. We also have a visual representation of the petition, which we can show you with people putting their handprints and it's just a very small section of the population who support and believe in this motion.

So when getting signatures for this, for this petition, I was lucky enough to speak to many people about climate breakdown, many of them families and young people. These people are genuinely concerned for their future, and rightly so. They should be it's terrifying. When having these conversations, it also became clear that people cannot believe that our government and governments all around the world are still treating this as an issue of the future. This is an issue of right now and we have to act like it.

There are many different people we met doing when doing outreach for the petition and many weren't aware of the extent of the emergency that we are living in, but once they were again, the questions came up. Why aren't we doing more? Why are we still continuing it's business as usual as if there aren't people suffering all around the world already? So this is why I believe that councillors have an important role to play. We we're still wanting national government to do things, of course, but you can take the lead.

You can be bold and you can be strong and you can say no we're going to change your actions. We're going to stand up and protect the future of everyone on the planet. York is already, as we've heard, very vulnerable to effects from climate breakdown. It's already suffered.

Only going to get worse by passing a motion declaring Clym emergency and committing to getting carbon neutral by 2030, you have a chance to stand up and protect those that you elected you to serve and protect them. We no longer have the time for small incremental changes. Thank you, Miss Dickinson. Your comment will be taken into account when the motion is debated and I call upon our sixth speaker and care representing your Labor Women's Forum, who would like to speak on the living wage petition submitted by Council? Well.

H

I'm speaking in support of your Labor Women's Forum petition calling on the City of York Council to pay the living wage to all their service suppliers workers. The recent Center for cities report found that 32 cities, so the weekly salaries decreased between 2017 and 2018, and York recorded the largest fall that makes York one of ten cities with the lowest weekly workplace earnings in the UK. Now conservatives and liberals emma-crats don't like it when we mention these unhelpful statistics. Instead, they tell us that we should focus on the positives.

Well, if more people in York could earn a living wage above 9 pounds an hour. That would be positive, wouldn't it I'd like to focus on five of these positives to coin a phrase. First, the council is already an accredited living wage employer and that's down to the previous labour administration. The next step is for the council to come up with a plan to make sure all of its service suppliers. Workers are paid the living wage two seconds. A living wage would help left working families out of poverty.

It would improve families, health and well-being in the mean that they don't have to rely on food banks and that they wouldn't get further into debt. Third, when people get paid more, these fans more and they spend that money in the local economy, they help businesses to grow and communities to thrive. Fourth, it's not that difficult, don't listen to people putting councils down and seeing that they can't make this next step. Lots of councils have done it. Employers like Aviva and Nestle inspark York, have done it.

Lots of universities and hospitals elsewhere in the country managed to pay the living wage to their staff to the server suppliers. V now I know, conservatives and liberals emma-crats do sometimes feel doom and gloom. Despite all of the talk about being positive, you might be thinking how our business is going to pay for all of this given brexit uncertainties, but let's be positive, there's lots of evidence that a living wage doesn't just benefit employees and communities. It also benefits that employer it improves their reputation.

It makes the workers happier every juice is sickness absence and it helps the staff retention, so it reduces recruitment costs. Let's remember that many of our lowest paid workers are the people that we trust to care for.

And provide a healthy meal to our children. They play a vital role in our communities and they deserve more than a wage. That's barely enough to feed their own families. You can't make a difference. I'm speaking in support a petition, that's going to be presented by councilor Margit wells calling on the council to ensure that everybody employed to provide counsel services as paid at least the real living wage. The real living wage is higher than the national living wage or the national minimum wage, but it's the absolute minimum that anybody should be paid every everybody deserves a fair, fair pay for Fair Work and anything less than the real living wage is poverty wages.

I

Yet there are many people working to provide council services who have paid less than the real living wage. The last labour administration Council acknowledged that everybody should be paid at least the real living wage and registered the City of York Council as a living wage employer. Pledging that the council would set in motion a plan to ensure that everybody and played by the employed by the council or employed in council services would be paid a fair wage.

I

But after four years of the conservator LibDem coalition council, there are still many people being paid less than the living wage. This, so this council are letting down their lowest paid employees. A report just last month showed that food bank use in your increased by twenty five percent last year and that increase is higher than the national average.

I

A lot of people having to use local food banks have jobs that are experiencing in work, poverty, so they're not paid enough they're not paid a living wage and they don't earn enough to be able to afford basic necessities. Even some people, working in local schools have had to rely on food banks. The City of York Council needs to stop being part of the problem and start being part of the solution. The easiest way to lift people out of in work poverty is to pay the living wage.

This petition was started by the York Labor Women's Forum, because these low wages and council service jobs disproportionately affect women. The majority of cleaners, women, many of the people came for our elderly and disabled citizens. Women most of the people serving meals for schoolchildren are women and a larger portion of people ensuring that children can cross the road safely as they leave school and women, but many of these people were doing essential jobs that paid for know the real living wage.

I

So it's no surprise that, according to report to the council's economic committee, the gender pay gap in York is increasing, while the country as a whole is closing the gender pay gap and moving closer to equality. The pay disparity between men and women in York is increasing again. The council could be part of the solution by ensuring that everyone providing council services is paid at least the real living wage, lifting hard-working people out of poverty, regardless of their gender.

Although this campaign was started by women, it has had a huge amount of support from people of all genders. The petition that will be presented to you late this evening has well over a thousand signatures in a short time, and while we've been out campaigning, we've had unanimous support the idea that the council should be doing more to guarantee that he's.

Living wage has really resonated with local people. I hope that the council will lead by example, and do what they can to ensure that everybody working to provide counter services and working for council suppliers is paid. A fair wage. York is a low pay high cross city, but the council can do their part and pay people fairly.

You Lord now I'm speaking to an item that is hidden in plain sight, tucked in just before the variant of the agenda. The report innocuously entitled pay policy is in fact far more than that without rationale or explanation. In a couple of short paragraphs, you are told another layer of management.

A new director level is to be imposed upon us, so let there be no mistake: you will be agreeing to having and paying for now four layers of management, the chief executive, corporate directors now directors, as well as the many assistant directors, all sitting above what I call the workhorse head of services.

The financial assurance that was given at the staffing committee is notable by its absence. They were assured. There is no expectation that this there will be any extra costs to this pay bill. Well, I find this assertion implausible almost to the point of being unbelievable. So, in the absence of any rationale, any management chart any numbers. Any financial with assurance to staffing committee, that assistant directors won't be eligible for these director posts and with the cost neutral assurance. One really has to wonder how this will be achieved.

It's clearly focused but focused on discounting the increasingly malfunctioning corporate services Directorate, which is long overdue, but rather than be honest and open on this significant management and corporate restructure members are expected to agree this with no rationale.

You may, however, get some small comfort that a cut-and-paste equality's impact assessment has been provided. Considering none wasn't produced for any component of the budget last month. We should be grateful that officers keep to the law when it comes to their own pay. Lord Mayor, I, note elsewhere on the agenda officers report to this place, as required under 2015 regulations, that one of our three statutory officers is to be dismissed. They give assures that they have legal justification, for this may I just say with things as they stand. I do hope.

Just when you're beginning to think that everything may be going fairly smoothly for the community stadium along comes someone with another daft idea. I refer, of course, to the ludicrous ridiculous idea of charging ten pound to park in the parking garage site on match days, a scheme which will not only determine fans and opposition fans from traveling but will also affect every other facility in this extremely expensive project.

Given the retail units will be looking over their shoulder as the week's go by plus the resident savant in themselves, surely the idea should buta to attract people to the matches not prevent them attending?

Would it not be better to provide straight links to the ground from all Parker sites and something like a charge of say, 250, foot, first, two and a half hours, but the adjacent park?

The 8th of year should be able to help both clubs succeed, the saying of build it and they will come, belongs to a fictitious story in real life. It doesn't work like that. So please go back and think again as an aside to that I hope. You are absolutely certain. That's a situation like the one at Rockdale, where one club managed to prevent the other plane because it thought it could damage their games doesn't occur. Please don't say it once go out and make sure that it can't.

You I just like to raise a few points regarding the plans, hyper hubs and I'm fully supportive of plans to install these are out Jacque and I hope the couch so supports their installation with the solar array, my only slight concern with their setting and the setting of them in the park-and-ride site so that these are closed in the evening and overnight, which would mean that their facilities weren't able to be used at that time. I know what people might be returning from work, particularly on a Sunday when they close at 6:00 p.m.

also causes issues for taxi drivers. Hopefully this can be overcome by carefully considering where the barriers are placed and to ensure that the parking right car parks are separate from the hyper hubs. Mainly. However, I'm concerned that the council appears to view these hyper hubs is the solution to enable an electric car ownership in areas without off street parking. I currently live in a house without off street parking. I have been in contact with the council for two and a half years about how I can charge an electric vehicle.

I was spoken previously at meetings for the executive member there for the environment and for the executive member for Transport and planning. Unfortunately, I still don't have a into charging an electric car I'm, desperately trying to make charging an electric vehicle in my current situation, viable with our off street parking. The first problem with the hyper hubs is that you cannot rapid charge the vast majority of plug-in hybrid vehicles as they don't support the high charging race, even if they were capable they have a very short range of around 20 to 25 miles.

The six mile return journey to the hyper hubs would use up a quarter of their electric range plug-in hybrids, make up 75% of the evie fleet on the road at the moment, and they made particular sense to inner city residents because they already begin their journeys in the city and they do much shorter journeys, so they can achieve more electric journeys on electric charge.

However, despite my attempts, there are still no on street charging points in York fully. Electric cars are able to use these hyper hops, so inner city residents will be able to buy these. Instead right well, in the main note, currently, the only vehicles able to charge faster than 100 kilowatts, which is only 2/3 of the max speed of these chargers, are over the 70,000 pound, od e-tron and the Tesla Model 3, which is expected to start at 35,000 pounds. A non-scientific poll with the cars part of my street last night.

Sure the only one was newer than 3 years old and only 2 would have cost more than 30,000 pounds when they were new. My street is probably on the slightly more affluent side of the streets without off street parking in New York. This is really important because it shows that residents without off street parking are unlikely to be buying the types of vehicle that can make full use of these hyper hubs.

However, with standards on street charging, a much wider field of electric vehicles would be on offer and many more residents would be able to make the switch to a zero emissions vehicle. The government currently provides a 75% grant for on street traffic.

Cost is around 3,600 pounds leaving the council with a bill of a 900 pound per charger for the same price as the 800,000 pounds to be spent on these 24 chargers, which would only be able to be fully utilized by a tiny number of expensive vehicles. The council could install nearly 1,800 charging points on streets all over the city that allow any electric vehicle to use them can.

Hi there I'm Sam I was born in New, York and I love our city I love it because I spent my formative years here, formative years, that I now remember with a bit of a sour tinge as they were spent living in an area with one of the worst air quality records going I, remember, being flooded out of our home in River --is-- in River Street in the year 2006 and I can now link that with climate change, some people see York for its history.

Some see it for the University, the racers or the rail museum. Virtually nobody sees it as a hotbed for youthful activism or fresh radical ideas, but the young have so much to teachers about the issues that matter to them, and we should listen to them first and foremost on matters concerning their future. We have seen this most poignantly in the youth climate strikes. Recently. We see it again today and who has come out to support this motion. This motion is entirely feasible, entirely achievable and entirely realistic.

Bristol Manchester and parts of London have declared their aims to be carbon neutral by 2030 and they have airports in their jurisdiction. The least you can do is declare the same with our comparatively low industrial areas and comparatively high Green Belt, we've been scientifically sure of climate change for over 50 years, but despite this, it wasn't until the Intergovernmental Panel on Climate Change report last year that this movement, this global movement of climate emergencies, began to happen.

According to the report, the difference between 1.5 degrees of warming and 2 degrees of warming means the difference between losing 90 percent of our coral reefs and a hundred percent. That's already disastrous, but were predicted to rates three or four degrees of climate warming to achieve a goal of only keeping it to 1.5 degrees would require rapid, far-reaching and unprecedented changes in all levels of society, according to the wording of the report. So let's lead the way here in York. The zeitgeist is this: this is a global movement in the u.s.

This petition was founded by the University of York Students Union and has gained support from residents, employees and service providers across the city with over 2,000 signatures. It's calling for a public inquiry into York's, failing public transport system, to establish a clean and sustainable service that will work for all York's residents and visitors.

But my responsibility lies solely with my residents with my community and I earn, along with my ward colleagues, firmly believe that fans traveling to the stadium will seek alternative or cheaper parking in Huntington, increasing local traffic and on street parking during match days.

You Lord Mayor, the Labour Women's Forum asked me to present this petition, which I'm very pleased to do. The forum has been looking at fairness and equality and realized that, although the council recognizes the living wage and pays its staff accordingly, there is no expectation for council contractors to do the same. It doesn't seem right for a council that prides itself is a living wage employer to be satisfied that the contractors they use in our schools or providing care, cleaning and other essential services don't pay the living wage.

Indeed, as an accredited living wage provider, cyc has committed itself to implement a plan to ensure all its service providers pay their workers the living wage, but this hasn't happened. We know that many of the people employed in these areas are women, and so they are disproportionately affected. The Labor Women's Forum collected over a thousand signatures from residents across the city who share their concerns and want the council to start to implement the change that will help so many York working families, Thank.

But on this side we are extremely grateful for all the work they have done and they will be greatly missed on the leps review and regional deep devolution.

The frustration continues with seemingly inconsistencies approach when we will see a significant net footprint and potentially, if our smaller devolution footprint, given that both were conceived as being about economic growth, more local decision-making. This could create problems with their different geographies. That are entirely avoidable. I hope the leader will be able to give some detail on the expected time frame for the length reviews. We note the leaders, comments on York Central and reaffirmed Labour's commitment to seeing York Central developed at the earliest possibility.

We see the priorities and always have done for the site as providing space for businesses of all sizes, better page jobs, green space and low-carbon transport. We also believe the site should provide a reasonable number of ohms and although the clock is desperately ticking, this is a once-in-a-lifetime opportunity to make the development work for future generations, and we ought to be taking our time to make sure that it is the right one.

I will comment briefly there on the issue of housing, affordability and although a significant than their homes earmarked as affordable on the site, may not be that national labor policy is to abolish this useless 80% of market great definition of affordable, which, particularly in a city like York, is anything but affordable, which brings me affect the snake to the local plan, and we observed with incredulity some time ago, as cancer's car and Aston rubbished.

You don't pay expensive consultants to assess the evidence and then say you don't like the look of it, and this is an example of the absence of leadership we have had under this administration at times, as well as being a huge waste of public money from law, and the cumulation is all we haven't got of the local plan for York in the four years. Part of this reason has been that unwilling to follow the evidence at times and to deliver the homes. A great many people in York desperately needs.

The leader report leaders report gives us a valuable insight into machination of regional government in these uncertain times when our national government seems to be tearing itself apart of grappling with brexit. Whatever the outcome is strong, coherent, local and regional economy will be all the more important.

If our motion calling for climate emergencies passed later this evening, there should be a renewed focus on the green economy and coordinated action to reduce emissions built into every strategic decision by the local economic partnership.

Progress on york central is also a case in point: more homes and jobs in a sin, a sustainable location prior for a change in mindset fit for low-carbon living. We cannot allow short term financial drivers dictate provision of parking levels which will inflict congestion and pollution for years to come on the rest of the city. In a similar vein, the creative solution arrived at with a castle gateway through listening to local people, is going to unlock a vision that many of us had 20 years ago.

The green public space around Clifford's Tower, a flood resilient car Parkinson Georg's feels linked by new direct walking and cycling. Access to Castle, Museum and Piccadilly is an exciting development, but it should also give us the opportunity to remove the torturous extension of the inner ring road which currently brings pollution to one of the primary schools in my world.

Removal of this could also provide direct walking, cycling links between the city centre, Fisher gate bar and my off-site off-road Riverside routes, which are very popular in not under water planning. On the local plan, which does at what must appear to be within reach of adoption, an environmental capacity study would have demonstrated the folly of including strengths or barracks in the submission.

European directive, ironically, is protecting the environment and now forcing us to adopt a precautionary approach and exclude this site from housing. Development I'd also want to put on record our opposition to the tacit acceptance of losing employment, land and military jobs in our barracks, which even labor representatives signed up to, despite their name-calling of Tory and lib dems, for not opposing the closure.

It doesn't have a bus gate that has far too much parking near the station and and will not be a sustainable development, is still basically a car based development.

Think we need to get the York central application into perspective. This is about opening up the site. It's about a new road, it's about the bridge over the railway line. Once that is done, then the individual things can be actually agreed now. The point is that we now have something like 155 million pounds of public money to open this site. Up.

We've been talking about it for 40 years plus the hip bid is 70 odd million pounds who have already got 30 odd million pounds or 12 million pounds of that is for the front of the station from West Yorkshire. The money depends: I'm Abbas got the enterprise zone, funding the all that depends on it having Planning Commission. Quite frankly, if it doesn't get planning permission on the Monday, then it is time limited all that money speaking to the chairmen of homes England.

The state of local road networks, not just in Europe but nationally too, are getting worse and the damage is telling, according to quick-fit vehicle damage from potholes in 2017 cost a total of 915 million, and that was up by an entire third. On the previous year now, beyond cars, research from cycling to UK last year said that 390 cyclists were killed or seriously injured since 2017 due to potholes over this time period, these numbers increased almost year-on-year and quite alarmingly, far outstripped the increase in the nation. Cycling habits within that same period, looking more positively.

If the country addressed this, we could well be lucky in our multiple win scenario. Further work from cycling UK suggests that 56 percent more people would cycle more if the UK Israel to win better state now. We're under no illusions that this motion will not see your sorrow to end up like Silverstone, but if we want to reassure residents that the council gets the problem, then I hope and expect members to support it and set their next executive of.

Anybody who walks stripes or cycles down York Street knows about the abysmal state of the roads, with the cracks holes and uneven surfaces causing significant hazards for all road users.

Quite why they call potholes I'm, not sure, but I did hear a rumor that when York was part of the Roman Empire, they had lovely smooth roads made out of clay which was very attractive to local potters, who dug chunks out to make pots with the pedestrians and chariot drivers knew who made these holes and hence them becoming known as potholes.

However, that may be a tall tale. However, the reality for 21st century citizens in in the city recently named as the best place to live in the UK, is travelling on roads, which are the worst in the country. According to the Department of Transport, the deterioration appears to have accelerated since 2015.

However, we've been assured by the executive member that they have some kind of pioneering new technology which allows more accurate assessment of world condition to be done. This means that they haven't all actually got worse. They were dreadful already, it's just that their condition wasn't noticing before this appears to be another tall tale as the pothole spotter cameras installed on vehicles such as bikes and refuse wagons has also been used in a few other local authorities, with no significant increase in the number of poor roads detected.

If you ride a bike or a motorbike, you could be involved in a nasty accident. If you have an unexpected encounter with a pothole motor vehicles can sustain considerable damage and pedestrians, including yours, truly on one occasion, can end up with limbs in plaster after a nasty trip.

The answer to this awful situation isn't being endlessly photographed pointing at a pothole, as some members of the administration seem to enjoy doing. It needs commitments, investments and determination.

Local authorities are advised that prevention is better than cure, intervene at the right time to reduce the number of potholes forming and prevent later problems. Group to review how it can improve you services in York. The first is to look at how the council can best use its own resources and, together with the help of our partners for parents and other volunteers, help our youth offer to work well. In an era of limited resources.

Our motion mentions a few of the administration's successes to demonstrate the breadth of what is, or will shortly be, on offer in your new playing fields like those at Moscone bar and youth teams like Hamilton Panthers, car Vikings. They can pretty club York, City, Football, Foundation I, quite frankly, some of the real stars of our youth program, but not all young people, are keen on organized score.

That's why we need to celebrate with the new burn home centers, planned weight and gymnastic training room and the plans they explore is developing to attract young people to our now securely funded libraries. We also mention YouTube now. I know this is somewhat of an old-fashioned image, but people are organizing great things there and they can have a really effective role in helping young people interact with others. In the same environment.

I've asked some young people for some ideas of what would get this to go to youth, but one was gaming, okay that doesn't exactly get them off their screen, but there's a competitive gaming and gaming teams now, and don't ask me to explain these I'm not exactly sure what it's all about.

Two other suggestions are film nights and book clubs, which are more attuned with chosen by young people than fellas I. Think it's important that we involved with young children as much as possible. I won't go on, but isn't this a good time of what will be the beginning of a new council to have a good across the board review and ask how we can facilitate these disparate activities without breaking the bank.

Our second reason for bringing the motion is to ask for part of our proposed review disparity between the funding of rural and city center youth clubs. These should be addressed.

It's a fact not lost on youth club in our outsourced, rural villages that money to run that clubs must be found from Ward funding, post or parish council funds, whilst those in central wards are funded directly by the council.

Whatever the historic reasons for this anomaly, it's unfair and doesn't reflect the way users operate now, most young people who go through you to go to the one, that's the closest or perhaps why the friends go to. Obviously it doesn't have to be in their same Ward or where they live. For example, many young people in a camco to the Poppleton you Club because they go to mana school. The club in Poppleton is not funded by the council, and this is not at all ecuator piñon.

We think there should be funding parity for all the youth of the cross, the cities to help them thrive regardless for the benefit whoever attends them. To conclude, the council has just completed a survey which shows that at last year's volunteers in York gave over 3400 hours of their time to support young people in the city. This is a fantastic achievement by so many, and we owe it to them and our young people to help our assets work as hard as possible. We have that already said limited resources.

We know that and I know our opposition councillors will be more than happy to elaborate on why but I think that's a waste of time. Quite frankly, we've done a good job on updating and providing more facilities for the young people of York over the past four years. So we could do more and help what we have to work smarter as they say, and this is what we need to do. Work smarter I would like to see a task group looking after and after the second of Maine. Thank you, Lord Mayor I'm, not actually, for my experience, I'm really passionate about this particular motion, because I think youth provision is something that is lacking in the city generally, and it's something that council, Douglas and myself have been keen to try to do something about in our own Ward.

Now, over the years, I've lived in in various parts of the city, I've lived in Westfield I've lived in Clifton I've lived in Huntington and the last 12 years in strength, oh and actually in all those four locations, our struggle to think of a regular youth service across the period of times that I lived there and I think it's something that we we do need to address to try and encourage young people to be engaging in good community activities that will will help help them their their own futures, developed and and be good community citizens.

Citizens I'm, particularly keen that we see this developed so a couple of years ago, Helen and I asked for help through the warden involvement officer, because we identify this as a priority, of course in strength. But we needed to do something about this and before outter tender or initially we tried to get some volunteer groups involved and, as you could probably imagine, I thought people have busy lives and it's difficult to get people to commit to the same evening every week. So we needed we needed to go and have a more broader aspect to it.

So we've got out attend deficit for assistance from other groups and we were contacted by the oxygen Football Club Foundation and from that we developed a really good scheme and part of what we wanted to do was to address some actually some low level. Thirty.

Make it briefly I'm confused by this motion, because labor for the last two years has brought forward amendments to council tax budgets seeking to increase funding for youth services and on every occasion it's been voted down by the current mud administration. All that you're proposing in this motion is a scrutiny review. We had children in their education scrutiny. Last week you could have come in requests to the scrutiny review. There would have been very happy to take it. It's great that you've, belatedly recognizing the need for youth services in the city.

We absolutely desperately need them, not just in the outer worlds, in the city centers as well, and it's true that some of those youth services are being funded by Ward funding. But one of the problems that they have is that the word funding is dependent on multiple different Ward's, all agreeing and if one pulls out, then the whole thing scuppered.

Likewise, if you're only getting funding for six months, how are you supposed to plan for a year or two years or five years, which is what youth services need to develop to be properly useful to the young people that they're supposed to serve so very much welcome this belated recognition of the need for some development around youth services, but why is it taking you four years to get to this point, Thank.

I've really enjoyed my 32 years as a councillor for most of it, and it's been a pleasure to represent the residents entering houses and would thought I'm looking forward to having more time to myself, and although there are some things that I will miss. Full council won't be one of them like every counselor.

Here I spend a great deal of time on the doorstep, speaking to residents about the condition of our roads and yes and sometimes I, do point for couples, because, as councillor Taylor outlined in his motion, residents and the commute and communities truly value having well-maintained roads and footpaths. But we believe that the previous labour administration often did forget about this important basic service and council. Terror is clearly not aware of the drop in funding during the last Labour administration.

For the eight years, I was an executive member. I was responsible for highway maintenance and I'm pleased to say that we spent over 20 2.25 million in the four years from 2003 to 2007, rising to twenty four point: seven five million in the years 2007 to 2011.

In contrast, labour spend in the four years to 2015, dropped to sixteen and a half million. But since this administration took control, we've increased the spending again and over seven million more has been invested in our highways, increasing the scale of road or footpath repairs in the city. However, we fully recognize there's more to do. Government investment in the North's transport infrastructure would be laughable if it weren't the local authority that has to pick up the billing. In their absence.

The last year IPPR north highlighted that planned spending in Transport for London is almost five times more per capita in a New, York and Humber, where the lowest of all the region's I'm sure many will agree. This is unacceptable and a testament to why York needs a fair deal for our public services, in addition to the chronic underfunding of our region.

The appropriately named beast from the east hit our city just over a year ago, bringing unprecedented wintry weather to the UK and, as the president of the AAA described it a tragic toll on our roads with such adverse weather and deterioration in our roads, investment and improvements in our highways must be maintained. We must also be creative and explore new methods of improving our roads, footpaths and cycleways.

That's why this motion not only asked the council to lobby for more investment, but also asked offices how we can best improve the conditions of our roads, encourage sustainable transport and explore options for citywide reconstruction and enhancement programs, which could reduce future costs on reactive repair. With this in mind, Lord Mayor I hope that colleagues support the motion tonight. Lord Mayor can I finish by thanking colleagues across all political parties and none and officers for mutual support, help and advice over the years.

The importance of highways infrastructure cannot be underestimated and there's a key area of concern for our communities and part of the city's economic growth as a Liberal Democrat, we've always remained committed to investing in and improving our highway network, and this is exactly what the motion aims to do. It will not be surprised to learn once again. The city of York propeller to the north of England as a whole is underfunded in this area by central government, for example, if the north of England had received the same levels of funding per capita as London did in the 1617, it would have received an estimated nine billion pounds more in regional transport infrastructure.

Recently, an additional 30 million pounds was secured for highways investment in the 1920 council budget, but when compared to the gap in funding provision from government, the council cannot provide investment alone with the current state of local government finances. We must, as a council, continue to make the case for more investment in our region, our region's transport infrastructure, Karait, highlighting highlighting the disparity and funding between the north and south.

As a council, we may have met the early targets, but our wider actions have had the opposite effect.

Right I'd like to welcome the engagement by the public in this issue to see so many speaking at full council meeting demonstrates the interest amongst generations who recognize the men, young people. The concepts here are not new. The first motion passed missing to come. Thank you for that question and the ward grant money is secure and in place and I've asked officers to look with regard to the pride in York funding, as that would be incredibly important to continue all of those environmental projects and initiatives. The community care funding did drop out last year, because that was a two-year project that was funded through a different stream of money.

If you look back at the various executive ports, that would be quite clear and and set out, but I'd be more than happy before or after the length of the election, obviously to to set out Alma. The different wards will be very general in the coming ward. But of course, is incredibly important. Is that the Labour Party who reduce all committees and war funding seventy five thousand across the entire city?

We increased it to a million in coming into office, which has enabled all of those projects, some of which I just talked about the councillor Stewart. That's not filibustering their project to make significant differences to communities, indeed your own, when you want to support them. What I think is really interesting is that some wards have not spent all of their money. Indeed, how Road ward, for example, has not spent half of its highways capital now there are a whole variety of issues that need to be looked at in terms of working through.

But what, but what's important is that councillors get early involved and engaged in that system and make the better mess the best of it for their community. But I am very pleased to to the level of chatter from the labor group that you presumably commit and finally recognize the importance of all committees in the way that working with communities about.

It says that many of these jobs are well paid roles in high-value sectors, but also many are in retail and tourism industry, meaning the average pay is decreased. It would seem that the many are low paid jobs in retail and tourism and the few our high paid jobs in our height in a high-value target sectors. Do you have some statistics, some percentages of how many jobs were actually high paid roles in high-value sectors.

But I do put in a plea, since this is the last time that I will speak in this chamber around the culture of scrutiny in this Authority I spoke with exec on the same issue earlier in the week. um Scrutiny is a very, very powerful tool if done effectively in enhancing the lives of the people of this city. It too often in the past, through administrations.

This one and past the fenestrations that I've been part of and beyond scrutiny, has not been viewed in the way that it could be so I have a final plea, I suppose it is one of my last things that I will say here is that I hope future administrations will engage early with the scrutiny process, because by doing so they give people who are not members of the executive, an opportunity to engage in the policy development of the council, and that can only be to the betterment of everyone in the City of York.

Just not endorsing the recommendation. First of all, the scrapping of the pre decision, Hollens from all of the people who probably have done free decision calls- and we know that the current two is not really working, which is not a problem of are not the fold of the tool, but that the processes are not adapted to the tool and instead of scrapping the tube, we should maybe look into adapting the process and the support for this tool. Secondly, I agree with counsel Williams that the scrutiny process is not completely well working.

One of the problem is also not sufficient funding that we had in the last year so supported scrutiny. On the one side, we were encouraged to do more member left scrutiny and where'd a couple of tasks needs working with that, but on the other side we have also been stopped in doing that, because there was no coordination support possible and last but not least, rather than fiddling with this system, which is not really working in a lot of different ways. Why not scrap it completely and go to a proper committee system.

All the scrutiny chairs and members of school produce the reports, particularly those that came to executive, the other night. There's a lot of work goes into it and one thing I would say we did when we set off on this adventure. Shall we say four years ago we did want to promote, shall I say, pre decision scrutiny and it hasn't quite worked. I think that is a really important thing to do, but can I make one plea to the new administration, whoever it is that comes in I.

Think one of the most underplayed and items in the council is the actual forward plan and if members could engage with the forward plan to see what was coming up, that's going to be discussed in the future. That could then make comments to either the officers or the executive members who were responsible for that forward plan which could then take form part of the decision-making process and I think that we can, by doing that, it would engage people far more than it's been done at the moment.

So please don't just forget about the forward plan and finally, Lord Mayor I know I've got to move a couple of other things. Everybody else who seems to say well done kind of. Few years I've had the privilege, it's not entirely being the pleasure for the privilege of chairing economic policy development economy, a place policy development committee. I do think it's a it's a fundamentally important role in the sense that policy.

If you like preliminary discussion between others officers and rank-and-file members, don't read too much into the words rank-and-file, but all all dinner remembers non-executive members that actually that discussion taking place as policy comes and he's going to appear in due course as a detail about to when the forward plan actually comes into fruition in terms of an executive meeting. I think that's very important.

I must say that there's been some difficulties in engaging both members and officers in the work of the policy development committee, but it's no good thing that scrutiny ought to pay more attention to it and I think there's a two pronged approach, that's needed here and that needs to come officers engaging with members when something goes on the forward plan, as well as members engage in with officers and taking more notice of what's on the forward plan and I do think those points are important.

I, don't think we necessarily need a policy development committee for actually this business of actually getting the rough shape of policy in some kind of suitable form before it goes forward to the actual executive meeting or a decision session. Whatever. That's absolutely fundamentally important on this business of actually raising objections at the last minute doesn't do any good for the development of a fully-formed policy on its delivery. Alpha Popovich has in chair to a recent month. We also did one VM at the both of them engaged with a lot of people got a lot of answers and, as the leader of the council, the executive agreed, they are good pieces of work, hard work and I thought that people will learn from that, and it was a cross-party thing that we can, when we put our heads down, look at things and take them forward by all that.

That will be an example for whoever comes in, but also the point about offices that they also look at that information and understand what we're trying to do and actually cover than engage with us. So thank you.

I had absolutely no intention of speaking this evening, but I decided that I really have to say something about that scrutiny, and that really is about the way that the members are divvied up as an independent I've not been on this committee and the way that those places on those committees have devalued up is a very, very politically determined calculation. But we now look around the chain room.

We've actually got quite a few independents and I think that we need to look at the way that independents are represented on a range of committees, because I think it is important to get a cross-section. It should not necessarily be the main four parties you need to have that independent voice. I think that the people of the city like an independent voice, and that I would like to met that point for Democratic services to look at that in future. Thank.

It's all grateful for it nonetheless, anyway, just to address the the points that councillor Fran made in terms of pre decision scrutiny, I understand what he's saying I think um actually I did disagree, though I think there is a problem with the structure of that.

The problem, with the way that it was a very well-intentioned decision to bring in pre-decision Collins I think it was a good move, but it hasn't worked in practice because of its adversarial nature Collins, when you bring something in you're, dragging someone to come and answer questions, and there is a clear that a cross-examination, but that puts people on the defensive and actually scrutiny shouldn't be about that. If executive and if officers engage early in the process, there really is no need for an adversarial knock about.

Actually it should be something that is that is co-produced and and looked forward in terms of councillor Hays point I. Think lots of other councils managed to get round that point around independence because independence former group, the problem that you've got here, is that there's so many different versions of splitters and independence in there that it's there's no coherent message that comes from it.

But I do think scrutiny when it's at its best is delivered on a cross-party basis and actually the vast majority of us cessful reviews that have been done over the last few years have been done on the basis of cross-party working and that's actually, one of the great advances in scrutiny delivers Thank.

In the same way, this will be an interim role. We've needed to go through this procedure to recognize that when the interim monitoring officers start, they can actually be the monitoring officer.
