it

have
helped

decision
taken
by
our
gambling
license
in

regulatory
committee

December

they

against

multi-billion
dollar
corporation
and
said
no,
we
are
still
seeing
this
company
around
York
because
they
are
telling
their
drivers
to
come
here
and
work,
not
just
unsafely
but
illegally
that
every
job
they
do
in
York
is
illegal

in
the
video

Nearly
all
of
you
yesterday.
If
the
insurance
companies
decide
that
these
jobs
aren't
legal,
they
may
decide
that
they
aren't
required
to
pay
out,
and
this,
along
with
the
other,
continued
behavior
by
out-of-town.
Drivers
continues
to
lower
the
safety
for
road
users
in
York.
I
sent
the
video
to
the

time
ago
and
councillor
Lyle
was
quick
to
forward
it
to
the
legal
department
for
clarification.

legal
are
looking
at
the
video
and
the
case
law
to
support
it.
North
Yorkshire
Police
are
doing
the
same
if
and
when
it
comes
to
pass
that
uber
are
acting
illegally,
along
with
the
other
companies
from
Leeds
and
Middlesbrough
Selby
and
her
ago,
who
have
jumped
on
this
bandwagon,
the
whole
country
should
be
able
to
once
again
look
to
York
as
a
forerunner
in
keeping
cab
standards.

one
company
has
pulled
the
wool
over
so
many
eyes
that
it
had
become

free-for-all
where

law
is
being
ignored
to
the
point
that
it
takes
months
to
even
remind
ourselves
of
it.
It
would
be
remiss
to
rush
through
such
an
important
decision,
but
waiting
so
long
for
an
answer
feels
like
there
is
something
halt
in
the
process
and
that
it
is
unnecessarily
bogged
down.
Can
you,
our
elected
representatives,
ensure
that
this
matter
is
being
processed
appropriately
by
asking
about
it?

company
knows

they

area
trade.
For

years
we
have
studied
the
1976
act
and
all

case
law

easy-to-understand

were

directional
judgment
from
a

court
case,
innsbruck
versus

cab.
This
case
was
lost

QC
uber
retained,
to
represent
him
in
the
yuba
versus
the
City
of
York
Council
appeal,
the
appeal
that
they
dropped.
The
same
QC
bar
said
uber
of
the
right
to
run
is
wrong.
There
is
no
right
to
roam.

We
are
proof.
The
obits
operating
model
is
illegal,
it
is
still
the
driver
that
is
accepting
the
booking,
not
the
operator,
even
if
they
can
prove
that
they
are
taking
the
booking
the
driver,
and
this
car
would
still
have
to
accept
the
job
inside
his
license
area
to
do
the
job
not
sat
waiting
here
in
Europe,
so
every
job
has
been
done
by
these
out-of-town
cars.
Working
here
has
been
illegal.

deregulation
act
never
allowed
private
hire
vehicles,

ability

allowed

operate

outside

districts

to

the
new
stadium,
which
is
much
needed
as

club

to
plan,
I

bring
in
some
equality
and
get
permission

Knights

our
permanent

according
to
Lloyds,
Bank
York
is
the
least
affordable
city
in
the
north
of
England
from
a
housing
point
of
view.
And
thirdly,
the
provision
of
social
housing
in
York
has
fallen
to
historic,
low
levels
and
looking
at
the
estimates
of
shortage
of
affordable
supply
in
city,
we
are
talking
about
possibly
450
homes,
a
year
shortfall
and
as
virtually
no
supply
to
replace
that
this
situation
has
very
wide
consequences.

It
is
condemning
many
households
to
live
in
unacceptable
conditions,
especially
in
the
private
rented
sector,
and
even
today,
the
front-page
article
in
The
Guardian
deals
with
the
poor
conditions
in
the
in
the
private
rented
sector
in
the
country,
and
also
many
more
households
are
having
to
leave
York
because
they
are
unable
to
find
affordable
homes
to
the
benefit
of
North
and
West
Yorkshire.
Our
loss
is
Selby's
gain.

To
increase
the
proportion
of
social
housing
and
affordable
housing
on
our
own
sides
would
be
a
major
step
forward
to
achieving
that
goal.
What
has
struck
me
about
recent
proposals
and
policies
put
forward
by
the
current
administration
is
not
only
a
lack
of
urgency
to
redress
this
situation.
There
is
also
a
failure
to
explore
thoroughly
the
housing
option,
options
which
now
exist.

Evening
and
thank
you
for
allowing
me
to
speak
I'm,
the
chair
of
your
Green
Party
as
a
motion
this
evening
on
the
government's
proposal
to
change
the
planning
rules
for
fracking.
The
motion
is
really
about
local
democracy
and
not
allowing
the
government
to
say
get
more
control
from
the
councils.
There
are
actually
two
consultations
at
the
moment.
The
government
is
running
the
first
on
exploratory
and
test
drilling
would
mean
they
no
longer
require
planning
permission
as
explore.

Exploratory
drilling
would
be
deemed
permitted
development
the
same
as
might
be
used
for
garden
shed
or
roof
light
where
the
impact
is
minimal
and
full
planning
permission
be
overkill.
The
second
consultation
is
for
production.
Moving
from
requiring
planning
permission
at
council
level
to
national
infrastructure
like
a
new
airport,
a
motorway
or
HS
to
the
effective
ease
is
to
remove
any
local
say
in
the
planning
process
for
frankly
at
either
the
exploratory
or
the
production
stage,
suggesting
that
fracking
should
be
both
permitted.

Development
and
national
infrastructure
clearly
shows
the
contradiction
in
the
government
thinking
and
their
desire
to
ride
roughshod
over
local
communities.
It
demonstrates
a
determined
to
push
fracking
on
communities
that
don't
want
it
at
a
time
when
only
18
percent
of
the
population
and
falling
support.

Frankly,
for
those
of
you
who
have
not
visited
a
fracking
site,
even
at
the
exploratory
stage,
they
are
not
the
same
scale
as
I've
permitted
to
development,
even
at
that
stage
they
are
more
than
100
meters
by
200
meters
and
include
a
30
meter,
high
drilling
rig
and
literally
hundreds
of
containers
on
the
site
to
deal
with
waste
and
so
forth.
That
is
a
major
industrial
site
and
not
appropriate
for
permitted
development.

Fracking
requires
that
the
even
of
the
exploratory
stage,
thousands
of
Lorri
movements
and
many
many
more
if
it
goes
into
production.
If
the
current
government
proposal
goes
ahead,
then
the
council
will
have
no
say
on
where
on
whether
the
relocation
is
suitable,
perhaps
requiring
or
is
to
pass
close
by
a
school
or
nursery
or
along
Mary's
route.
Narrow
roads
not
designed
to
take
HGVs
fracking
sites
will
be
put
anywhere
regardless
of
what
the
minerals
and
waste
policy
that
we
worked
on
might
say.

Most
of
York
is
in
one
of
two
peddle
areas:
146
and
282,
and
companies
are
already
looking
at
undertaking
fracking
within
you
within
York,
including
places
like
strength,
salt.
This
is
not
an
academic
exercise
in
York
the
results
will
affect
us.
Many
councils
have
already
passed
motions
opposing
these
changes
depending
regulations
and
include
councils
run
by
all
parties.
The
very
first
was
conserved,
controlled,
Lancashire,
County
Council,
which
unanimously
opposed
the
change
planning
regulations,
others
that
are
passed.
Simulations
include
Bath,
North,
East,
Somerset,
very
next
Bolton
Council
and
the
Isle
of
Wight.

the

petitions

presented

members

residents
calling
for
rest
parks,
keen

of
York
Council,

look

suitable
collection
arrangements
for
green
waste
and
eastbound
road
to
provide
the
service
paid
for
by
council
text
to
all
council
tax
payers.

individuals
and
represented
80
percent
of
eligible
households
in
the
streets.

pleased

this
petition
to
Council,
with
over
two
thousand
people's
signatures

north

the
city,
who've
taken
the
time
to
add
their
names
and
to
outline
their
staunch
opposition
to
fracking
I'll
speak
a
great
length
about
the
problems
and
concerns
of
fracking
during
the
debate
on
our
motion
later
but
with
particular
regard
to
the
Conservative
government's
proposals
to
fast-track
fracking,
okay,
I
hope.

And
my
apologies
for
my
voice.
I
hope
it
holds
out
for
the
rest
of
the
evening,
but
maybe
some
of
you
hope
it
doesn't
and
I'm
happy
to
move.
My
report
I
have
one
update
on
the
report,
and
that
is
that
today
the
council
has
become
aware
that
a
canvas
roof
has
been
erected
at
york's
park
site.
This
does
not
have
consent
from
the
council
either
as
landlord
building
control
or
the
planning
authority.

The
council
has
acted
quickly
and
written
to
the
tenons
requesting
that
the
site
should
not
be
open
to
the
public
until
the
Building
Control
sign-off
is
confirmed,
and
sparkly
oak
has
voluntarily
agreed
with
the
City
Council
Building
Control
Officer,
not
to
open
to
the
public.
Until
the
structural
engineering
approvals
are
in
place
separately.
The
council
has
issued
a
formal
notice
on
spa
York
under
the
lam
Laurent
an
intact
as
they're,
in
breach
of
the
terms
of
their
lease
as
the
roof
does
not
have
planning
or
landlord
consent.

The
council
will
continue
to
take
any
necessary
action
is
required
to
safeguard
the
council's
position,
which
could
include
applying
to
the
court
for
an
injunction
should
they
open.
Without
sin
certificates,
that
is
just
an
update
on
my
report.
I
think
my
report
is
fairly
clear,
concise
and
any
comments
on
any.

But
it's
a
good
form.
I
will
comment
just
on
some
of
the
issues
that
that
are
raised
in
the
report.
The
local
enterprise
partnership
situation
seems
to
mirror
perhaps,
to
a
slightly
lesser
extent
the
ongoing
devolution
discussion
at
regional
level,
which
feels
regularly
as
if
we
are
wading
through
treacle
I
feel.
The
coalition
here
has
gradually
warmed
to
the
benefits
of
looking
West
with
any
future
devolved
of
his
decision-making
and
funding,
and
the
leaders
report
tonight
refers
to
at
least
two
examples
of
Leeds
City
Region
funding
cultural
activities
in
York
I.
N
Don't
wish
to
suggest
that
the
money
that's
being
used
isn't
York's
money
anyway,
it
is
but
I
feel
the
opportunities
provided
by
maintaining
the
link
with
Leeds
City
region
should
not
be
wasted,
and
nor
willingly
give
up.
We
on
this
side
could
not
support
this
council
remaining
only
New,
York,
North
and
East
Yorkshire
lab
for
that
reason.
N
Much
of
the
preliminary
work
on
York
central
we
welcome,
such
as
the
access
road
and
housing
infrastructure
fund
bid,
but
I
think
where
we
depart
from
the
leaders
assessment
is
in
his
remarks
about
it
being
a
well
designed
addition
to
our
proud
city.
The
outline
planning
permission
application
shows
some
positive
features
such
as
the
great
linear
park,
but
otherwise
there
is
little
to
distinguish
it
from
your
average
made
to
high-rise
Urban
Development
anywhere
across
the
country.
N
We're
pleased
to
see
progress
being
made
on
booth
and
Park
and
note
and
welcome
the
very
active
role
rachel
maskala
york.
Central
MP
has
played
in
getting
ministers
and
NHS
property
services
to
sit
up
and
think
about
the
potential
benefits
this
site
could
bring
to
York
people.
If
it's
used
in
the
right
way,
we
want
to
see
it
used
for
all
the
things
listed
in
the
leaders
report,
including
intermediate
accommodation
for
those
leaving
hospital.

Some
public
open
space,
key
worker
accommodation
for
health
workers,
and
if
the
government's
one
public
estate
is
to
mean
anything
at
all,
this
site
should
be
put
to
beneficial
use
for
the
public
good,
as
we'd
expect
with
any
future
disposals
of
public
land
in
the
city
that
might
come
forward
in
the
years
ahead.
Again
is
a
huge
opportunity
and
we
have
to
be
ready
to
take
it
on
the
city
center
of
which
more
later,
I
acknowledge
the
challenges
facing
not
just
York,
but
all
city
centers
as
online
and
out-of-town
shopping
continue
to
grow.

But
recent
shop
vacancies
have
brought
this
issue
into
sharper
focus
which
unfortunate
there
it
is
means.
We
must
begin
to
think
more
about
how
the
city
center
will
be
used
in
the
future.
No
doubt
the
investment
funds
and
others
who
perhaps
hold
the
three
holes
won't
be
willing
to
budge
just
yet,
but
it
will
go
one
of
two
ways
occupancy
may
pick
up
and
we
weather
the
difficult
cuts
in
conditions
which
York
is
well
placed
to
do,
or
vacancy
rates
increase
and
those
investors
start
to
think
about
protecting
their
investments.

I'm,
conscious
that
we
have
a
proliferation
of
group
leaders,
though
not
yet
one
from
people's
front,
so
I
will
try
and
keep
this
bit
short
unusual
and
progress
on
York
Central
after
all.
These
years
is
certainly
welcome,
but
I
do
worry
that
the
last-minute
decision
to
delay
the
planning
application
for
the
access
road
by
at
least
three
months
or
more
could
present
an
added
risk
to
the
project.

The
castle
Gateway
project
really
does
now
offer
the
opportunity
for
a
more
holistic
probing
of
our
area,
bringing
together
the
visitor
center
needs
for
both
tipping
tower
and
the
castle
museum
and
making
plans
to
maximize
the
benefit
of
vibrant
public
space
to
replace
a
scummy
pothole
car
park.
But
it
is
reference
to
the
local
plan.
Just
seem
to
be
ominously,
taking
on
shades
of
brexit
I,
wonder
where
we
get
a
deal
before
next
May
or
will
we
crash
out
of
the
latest
version?
We've
owned
the
whc?

Oh
sorry,
the
MPP
F
to
guide
our
planning
decisions
yet
another
four
years,
the
new
administration.
Finally,
on
the
increased
risks
of
a
No
Deal
brexit,
most
of
these
projects
could
be
jeopardized
in
five
months.

hope
that
the
current
detailed
proposals
don't
end
up
like
minutes
of
the
council
meeting
from
1938,
overtaken
by
far
bigger
external
events
over
which
the
council
has
no
control.

it's

The
only
deal
on
the
table.
Quite
frankly,
is
the
one
for
your
Knopf
Yorkshire
to
join
with
West
Joe.
There
is
no
other
deal
on

table.

think
it's
a
question
of
governance
to
make
sure
that
we're
not
you
know,
but
we're
not
a
small
cog
in
of
in
a
bigger
wheel
and
I
think
that
can
be
dealt
with
very
much
at
the
beginning
of
the
whole
scenario.

that
is

priority
at
the
moment

East
Riding
is
actually
going

go
with
the
longer
side
leg,

not
an

away

it

got
a
long
way

go
in
York

it's

important
for
the
Central
Europe

partnership
to
get
to

developer

quickly

company

would
have

disappointing

Walter

this
problem

duelling
must
happen,

support

investments
that
comes
in
order
to
bring
that
about.

amendment
makes

simply
getting
on
a
government
list
is
not
something
that
guarantees
that
dueling
of
the
Ring
Road.

fact,
that
list,

it
says
in
this
amendment,
is
beset
by
considerable
problems.

three
billion
pounds
in
debt
spent,
and
the
program
has
slipped
so
substantially
that
we
must
make
sure,
as
a
council
and
as
an
authority
that
we
hold
both
the
government's
feet
to
the
fire
and
this
administration's
feet
to
the
fire
in
making
sure
that
the
scheme
doesn't
just
sit
on
a
list
but
actually
gets
delivered.

amendment
also
seeks
to
do
is
to
put
this
in
a
wider
context,
when
this
administration
took
office,
councillor
gillies
now,
council,
leader,
of
course,
but
was
at
the
time
executive
member
for
Transport,
scrapped
the
then

Labor
administration's
plans
for
a
congestion
Commission.
Of
course,
that
was
also
spotted
by
a
by
the
Green
Party,
who
had
foresight
on
this
issue.

he
scrapped

congestion

He
did
so
on

basis
that
we
didn't
need
outside
experts
coming
in

telling
us
what
we
do.

knew
the
solutions
to
tackling
congestion

pressing

answers

solutions

are
none

wiser

stressing
the
need

deliver

modal
shift
in
York

all
very
well
building
new
roads
and,
under
certain
circumstances,
such
as
this
one
I
think
we
can
see
the
benefits
of
doing
so.

We've
got
to
take
action
on
climate
change
now
now
we
might
not
have
a
lot
of
pollution
from
heavy
industry
here
in
York,
but
we
do
have
a
lot
of
cars,
a
lot
of
congestion
and
a
significant
problem
with
it,
with
poor
air
quality
as
a
result,
and
that
means
that
we,
as
the
council's
of
this
city,
have
a
choice.
We
can
carry
on
as
we
are
trying
to
accommodate
more
and
more
cars
tinkering
around
the
edges,
or
we
can
take
some
bold
steps
to
deliver
real
and
meaningful
change.

But
just
as
we've
got
to
be
realistic
about
our
responsibilities
on
climate
change,
we
also
have
to
be
realistic
about
the
likelihood
of
this
fuelling
actually
being
delivered,
and
the
problem
is
the
money
that
we
need
for
it
is
dependent
on
the
will
of
central
government
and,
as
we
all
know,
their
minds
are
elsewhere
at
the
moment,
but
we
can,
as
a
council,
deliver
on
that
modal
shift
in
public
travel
behaviors.

we
put
our
minds
to
it,
so
what
is
it
that
we
mean
by
modal
shift?

mean
getting
people
out
of
cars
onto
public
transport
onto
bikes,
onto
foot,
not
for
every
journey,
of
course
not,
but

short
journeys
or
journeys
where
better
options
are
available.
The
car
should
no
longer
be
the
default
option,
and
in
doing
so,
we
can
deliver
not
only
clearer,
more
accessible
roads
for
the
people
who
genuinely
need
to
make
journeys
by
car,
but
we
also
contribute
towards
improving
the
climate.
Improving
the
quality
of
air
that
we
breathe
include
improving
our
health
and
well-being,
improving
a
public
realm.

to
be
out
in
our
beautiful
streets
where
they

actually
get
around
freely
easily
and
cheaply,
plenty

places
have
done
this

we

have

for

of
the
budget
next

think
is
important
in
the
amendment
that
the
group
is
putting
forward
is
that
it
says
yes,
there
is
and
I
think
we
do
reluctantly
perhaps,
but
we
do
reluctantly
accept
that
there
is
some
need
to
increase
and
improve
the
use
of
the
outer
ring
road
by
motorists,
but
it
won't
work
unless
you
at
the
same
time
address
some
of
the
issues
about
people
coming
in
to
the
city,
because
too
many
people
at
the
moment.
We
were
very
conscious
of
this.

It
may
be
anecdotal,
but
I,
don't
think
it
is
entirely
too
many
people
nip
off
the
outer
ring
road
and
cut
through
the
city
center
because
they
think
it
will
be
a
nice
shortcut
now,
if
you
don't
create
some
of
those
difficulties,
make
some
of
those
barriers
to
taking
those
shortcuts
through
the
city.
Then
yes,
I,
don't
think
the
just
yelling
the
outer
ring
road
will
be
effective,
but
I
think
that's
why
we
have
put
forward
our
amendment.

is
to
strengthen
the
amendment
to
give
it
more
teeth.

because
if
we
can
do
that,
then
some
of
the
modal
shift
happen

expression,

something

worth
fighting

surprised
to
hear
that
the
the
greens
do
not
support
dueling,
because
they're
very
much
against
road
users
in
general.
We
believe
that
everyone
has
circumstances
and
we
need
to
support
the
whole
community.
The
neighbor
group
focused
largely
on
the
on
the
northern
Ring
Road.
Actually,
this
this
motion
is
very
much
about
rallying
support
for
the
864
dueling
as
well.

I've
already
made
the
point
about
the
cost-benefit
ratios,
which
is
one
of
the
measures
that
has
to
be
brought
into
play
to
determine
whether
or
not
a
scheme
is
value-for-money
by
the
government.
I
would
like
to
point
out
that
the
Highways
Agency
or
highways
England,
as
it's
now
called,
has
spent
already
spent
ten
million
pounds
upgrading
hot
grove
roundabouts
a
few
years
ago,
which
is
where
we're
now
saying
that
there's
clearly
congestion
that
needs
something
else
doing
to
resolve
the
problem.

According
to
their
feasibility
study
in
2017,
the
National
Road
traffic
forecast
still
shows
growth
of
up
to
28
percent
by
2035,
so
we're
talking
about
building
and
providing
for
a
quarter
increase
on
the
levels
of
traffic
that
we
already
experienced,
and
this
is
at
a
time,
as
has
already
been
pointed
out
by
one
of
the
previous
speakers.
Recent
IPCC
report
highlighted
our
urgent
need
to
cut
drastically
cut
our
co2
emissions
in
the
next
12
years
to
keep
within
one
and
a
half
degrees.

in
global
temperatures,
transport
accounts
for
over
20
percent
of
UK
emissions,
road
traffic,
92%
of
that
and
half
of
that
comes
from
car.
So
what
we
propose
in
here
is
not
until
2022,
with
proposing
building
a
scheme

increase
by
a
quarter
the
numbers
of
cars
on
our
roads,
and
you
can't
tell
me
that
they're
all
going
to
be
electric
vehicles,
where's
all
the
electricity
going
to
come
from
to
provide
and
all
the
cables
that
are
going
to
be
running
the
roads
of
charge
all
these
cars.

just
in
terms
of
the
actual
proposals
for
the
a64
and
this
report
said
that
present
congestion
starts
when
flows
of
each
of
thousand
vehicles
per
hour,
which
occurs
mostly
at
weekends
and
holiday
periods.
So
basically,

councillors,
you're
being
asked
to
lobby
to
support
a
scheme
which
hasn't
yet
been
assessed
in
terms
of
its
cost-benefit
ratio.
So
we
don't
know
whether
it's
going
to
meet
the
criteria,
but

estimated
cost
between
hundred
and
seventy
and
two
hundred
and
fifty
million
pounds
to
deal
with
weekend
and
holidays
congestion.

alternatives

what
this
money
might

spent

million
pounds
to
deal

years
time
the
level
of
traffic
would
have
increased
to
the
extent
that
we
are
back
where
you've
started.

we
know

many
academic
studies

you
build
more
roads,
you
get
more
traffic.

nothing

it's

absolute
nonsense.
I
think
what
you
have
to
remember
is
the
hot
Grove.
Roundabout
changes
were
not
designed
to
solve
the
eastbound
problem.
They
were
designed
to
solve
the
westbound
problem
and
there's
somebody
who's
Ward
borders.

On
that
you
now
find
that
as
you
leave
at
those
peak
times,
you
can
get
on
the
a
60-40
leads
now
in
a
reasonably
quick
time,
because
the
traffic
going
eastbound
across
they're
no
longer
blocks
it
and
it
gives
you
sort
of
a
30
to
40
minute,
so
it
did
achieve
that
it
was
never
designed
to
solve
the
eastbound
problem.
The
eastbound
problem
is
caused
by
two
lanes
going
to
one
and
that
cannot
be
solved
by
a
roundabout.
The
roundabout
stops
at
that
juncture,
sock,
Junction
being
clocked
at
those
periods.

only
way
to
deal
with
the
eastbound
issue
was
actually
the
dueling
of
the
road.
The
other
things
I'll
touch

which
haven't

mentioned.

think

impact

the

become
increased
important

many
people
within
this
county

able
to
get

Scarborough
Hospital
to
York
Hospital

reasonable
amount
of
time
will
become
a
matter
of
life
and
death.

that
the
threat
of
fracking
is
a
real
and
ever-growing
concern
for
many
local
residents,
because
the
licenses
covering
this
part
of
York
allow
for
exploratory
drilling
to
take
place
from
now
for
York
fracking
would
lead
to
the
industrialization
of
our
local
environment
and
caused
irreversible
damage
to
the
special
character
of
our
city
globally,
the
damages
both
our
environment
and
our
climate
to
UK
flatland.
We
started
only
recently
with
god
Willis
three
months.

You
know
it's
flying
explore
occasion,
process
in
Lancashire,
yet
tremors
were
almost
immediately
recorded
at
the
frac
site
and
the
process
had
to
be
stopped
more
than
a
hundred
development
licenses
which
allow
firms
to
pursue
a
range
of
oil
and
gas
exploration
activities
in
areas
across
the
country.
We've
been
awarded
by
the
Conservative
government
and
despite
the
controversy
with
their
the
government's
current
proposals
to
define
fracking
as
permitted
development
and
by
plus
local
decision
making
process
fracking
will
be
dramatically
accelerated.

Fracking,
isn't
the
solution
to
York's
or
to
the
UK's
future
energy
problems.
As
the
motion
states,
the
potential
for
clean
energy
from
renewables
is
vast,
provided
its
development
and
uptake
continues.
According
to
a
recent
report
from
UN
scientists,
we
need
to
invest
nearly
two
trillion
pounds
per
annum:
clean
energy
up
to
2035,
to
avoid
catastrophic
damage
from
climate
change.
Yet
our
government
continues
to
push
its
money
in
the
other
direction
and
it's
tracking
proposals
can
only
exacerbate
that
damage.

hope
that
everyone
will
agree
with
me,
then,
when
I
say
that
this
is
unacceptable
and
I
hope
that
the
conservative
members
here
tonight
will
join
in
condemning
the
government
approach
and
actively
lobbying
against
it.
This
motion
also
notes
council
support
for
the
draft
minerals
of
wasteland,
which
is
undergoing
inspection
water.
Should
the
government
plow
ahead
with
its
proposals
and
impose
fracking
on
our
city,
the
minerals
and
waste
plant,
if
approved,
would
help
protect
residents
on
the
local
environment
from
fracking
development.

Liberal
Democrat
group
for
this
cross
party
initiative.
It
is
clearly
showing
that
we
came
a
long
way
since
2011
when
the
Green
Party
was
the
only
national
party
fully
committed
to
oppose
fracking
in
the
UK.
The
motion
is
also
mentioning
the
500-meter
buffer
zone
in
the
joint
mineral
and
waste
plant
for
North,
Yorkshire
and
I
want
to
publicly
issue
a
well-deserved
thank-you,
two
counts
of
Waller
for
his
support
here,
thrown
behind
this
proposal.

I
remember
when
I
first
brought
up
a
buffer
zone
at
a
local
plan,
working
group
I
was
still
rebuffed
by
officers
that
it
would
be
legally
impossible,
even
if
were
a
bit
short
of
the
original
one-mile
proposal.
Together
with
all
the
residents
who
signed
my
petition,
we
managed
to
get
an
agreement
on,
firstly,
400
metre
and
later
500
meter
without
council
Waller,
keeping
it
in
play
and
keeping
an
eye
on
the
lead
legal
justifications
at
meetings
that
no
green
councillor
could
have
reached.
Yet
we
would
not
have
been
so
successful.

Why
is
it
important
for
the
council
to
lobby
against
our
government's
fracking
proposals?
The
recent
plans
to
change
in
national
planning
legislation
clearly
shows
that
this
government
is
willing
to
write
rock
shot
over
local
residents
and
their
representatives
in
the
pursuit
of
environmentally
destructive
fracking.
This
is
not
the
promise
devolution
of
powers
to
the
people.
This
is
just
anti-democratic.
It
is
shameful
enough
that
the
government,
in
a
bid
to
fast-track
fracking,
have
already
done
this
in
place
of
such
language
as
Lancashire,
but
now
the
government
is
making
a
total
sham
of
any
patterns
of
localism.

The
government's
claim
that
there
are
potentially
substantial
benefits
from
the
safe
and
sustainable
exploration
and
development
of
our
unsure
shale
gas
resources
needs
challenging,
and
we
might
all
have
different
reasons
for
this,
like
climate
change,
air
quality,
industrialization
of
the
countryside,
diversion
of
resources
available
from
renewables,
etc,
etc.
Just
last
week,
climate
scientists
from
across
the
globe
pleaded
with
world
leaders
to
take
unprecedented
action
to
divest
from
fossil
fuels
and
decarbonize
their
economies
to
avert
the
worst
effects
of
climate
breakdown.
That
is
already
in
process.
Therefore,
also
Council's
must
act
because
Britain
under
30.

Terrifying
place,
the
ignorance
of
evidence
and
the
pursue
of
climate
destructive
policies
that
at
any
cost
imperiled
any
future.

hope
for
building

future
generations.

to
support

not

residents

under

in
the

people

prepared

get
out
week

week

their
local

oppose
fracking
and

angle

reached
with
them

Yorkshire,
County
Council,
when
fracking
was
allowed

some
part
of
North
Yorkshire.
So
we
know
the
people
of
this
city
and
of
this
county
are
with
us
whether
they
come
from
a
rural
area
or
whether
they
come
from
a
city
centre.

this
amendment
is
asking
us
to
put
our
efforts
into
the
lobbying
the
negotiations,
the
discussions
to
actually
achieve
something
very
practical,
and
it
is
quite
interesting
that
the
young

some
of
the
fossil
fuel
companies

BP,
are
waking
up
to
the
fact
that
there
is
going
to
be
divestment.

is
going
to
become
much
more

problem

have
to
address
that

welcome

pension
fund
that
he
speaks
of
doesn't
directly
invest
in

companies.

investment
strategy
and
an
investment
target,

its
duty
is
to
actually
maximize
returns
within
the
strategy
that
it

But
its
investments
are
made
on
its
behalf
by
managers
who
are
aiming
for
that
certain
level
of
return
for
the
pension
fund
committee
to
actually
interfere
in
the
management
they
might
just
as
well.
Do
it
itself
and
of
course,
that
it's
not
what
they're
there
to
do.

Equally,
the
council
doesn't
directly
invest
in
companies
or
stocks.
It
is
the
counselors
policy
to
invest
in
money,
market
funds
or
directly
with
banks
and
building
societies,
with

aim
of
making
a
short-term
return
that
will
bolster

finances,
but
the
council
does
have
minimal
control
over
where
those
counterparties
place
their
funds.

just
want
to
say
a
word
about
the
pension
fund.

Councillor
Barnes,
with
his
intimate
knowledge
of
the
North
Yorkshire
pension
fund,
will
know
that
seven
years
ago
it
was
71
percent
funded.
There
was
a
1.1
billion
hole
in
its
finances
in
the
last
seven
years.
The
strategy
that
is
true
it
would
followed
with
its
managers.
It's
brought
it
up
to
being
fully
funded.
Now
the
question
about
why
those
investments
took
place
has
it's
some
consideration
and
I
know
that
the
council
is
sorry.

committee
is
reviewing,
where
is
investments
the
place,
but
that
does
depend
on
how
the
pooling
Arrangements,
which
the
government
has
required
into
partaking,
actually
operate
on,
where
the

pooled
funds
are
actually
placed
by

company

to
get

complicated
and
it
would
have
helped
if
councillor
Barnes
recognizes
that
his
party
could
have

those

points

leaflets

and

into
the

energy
choices

we

government

undermined
all
attempts
to
try

promote
renewables.

is
removed.

lot
of
subsidies
existed
for
solar.

difficult
for
us
to
have
onshore
wind
and
we
also
had
the
farce
of
the
Green
Deal,
which
was
going
to
provide
everyone
with
better
insulation,
so
they
could
reduce
the
heat
loss
and
the
expense
they
were
giving
over
to
the
energy
companies.

Of
course
that
was
a
complete
flop
and
we
have
still
many
thousands,
perhaps
millions
of
households
which
still
don't
meet
the
standards
of
new
buildings
which
are
not
going
to
be
insulated
because
we
don't
have
the
funding,
but
we've
got
plenty
of
money
to
give
to
the
oil
and
gas
industry
to
support
them
in
make
sure
that
they
have
the
opportunity
to
extract
gas
which
they
are
trying
to
do
and
it
started
in
Lancashire
we
seen
the
experience
of
what's
happened
there.
After
seven,

years,
they've
started
again
and
all
of
a
sudden
there's
earthquakes.

you

are

ban
on
single-use

point
in
us

developing
new

again

could
be
looked
at,
but
I
don't
pretend
that
that
problems
easy
to
solve.

result
in

least
some
lobbying
at
least

firm
position,

action
by
our
two
MPs
to
pray
against
the
placing
of
a
statutory
instrument
on
the
table
of
the
house,
which
is

government
has
its
way
and
I
also
think
that
we
should
start
establish
an
ethical
investment
policy,
although,
as
I
said
I'm,
not
clear
toward

we've
chosen
to
bring
this
motion
to
Council.
You
don't
have
a
recent
history
of
developing
of
delivering
affordable
housing
here
in
York.
In
the
last
six
years
there
were
only
around
700,
affordable
homes
that
have
been
completed.
Last
year
the
figure
was
90
I
expect
the
majority
of
members
have
come
across
more
than
90
families
in
their
Ward
that
only
lead
at
the
fordable
house.
So
when
we
discuss
this
motion,
I'd
like
you
to
bear
in
mind
the
number
of
affordable
homes
we
have
delivered
and
asked,
is
it
enough?

was
brought
up
in
us,
wrecking
a
village
that
had
a
worldwide
reputation
for
Cort
housing.
The
housing
Stein
in
us
Lake
was
based
on
a
housing
model
developed
by
our
accounts
or
in
town
hall.
So
good
was
this
model
that
it
was
used
nationwide
as
the
template
after
the
wall
for
the
homes
for
Heroes
housing
schemes.
How
amazing
is
that
and
how
proud
should
we
all
feel
about
that
legacy?
My
generation
were
lucky.

We
were
able
to
get
onto
the
housing
ladder
at
a
time
when
ordinary
people
could
afford
to
save
for
mortgage
and
buy
a
home
at
an
affordable
price.
Others
were
able
to
get
council
housing
again
at
affordable
prices.
We
now
have
homes
in
York
being
sold
at
well
over
half
a
million
pounds
and
nobody
bats,
an
eyelid
when
I
was
young
few
years
ago,
that
was
the
sort
of
price
rocked
stars
were
paying
mountains
with
acres
of
land.

Every
month,
I
heard
the
other
week
about
a
probation
officer
who
couldn't
have
brought
her
out
in
New
York,
so
he
moved
to
Selby
and
commuted
until
he
realized
there
was
more
to
lying
and
pouring
money
into
a
petrol
tank
waiting
in
queues
of
traffic,
polluting
the
atmosphere
and
never
spending
quality
time
with
his
family.
He
left
the
career
he
loved
because
of
York's
housing
and
all
teachers
in
similar
positions
for
commuting
hundreds
of
miles.
How
long
were
they
similar
decisions
and
leave
teaching
in
Europe?

We
already
know
the
how
the
hospital
pays
a
fortune
on
agency
staff
because
they
can't
recruit
the
nursing
staff.
Here
we
walk
care
homes
and
agencies
are
struggling
to
find
care
workers
and
lack
of
affordable
housing
is
a
key
factor.
Council
owned
sites
are
precious.
They
belong
to
the
people
of
York.
Once
they've
been
sold,
the
gone
future
councils
can't
capitalize
on
them.
We
need
to
be
sure
we
are
putting
them
to
the
best
use
for
the
people
of
York.
Up
until
now,
we
were
making
40%
of
housing
and
council
and
affordable.

other
sixty
would
be
sold
at
full
market
price.
This
was
because
of
the
cap
on
how
much
we
could
borrow
to
houses,
but
the
government
has
belatedly
seen
the
chronic
need
for
housing
and
lifted
that
cap,
so
we
can
now
borrow
to
build
homes
for
the
people
that
need
them.
This
isn't
about
signing
blank
borrowing
checks.
We
all
borrow
money
to
buy
our
homes
and
we
call
it
a
mortgage
rather
than
a
debts.
We
see
it
as
an
investment
for
the
future.

motion
is
about
us
as
a
council
investing
in
a
bigger
mortgage
to
get
the
homes
our
city
needs
a
mortgage
that
will
be
paid
back,
so
the
question
is:
should
we
be
looking
again
at
the
percentage
of
housing
we're
selling
to
people
at
market
prices,
people
who
could
just
as
easily
buy
properties
directly
from
a
developer
or
should
be
providing
more
homes
for
people
that
don't
have
that
option?
Our
emotion
looks
at
helping
the
very
people
we're
not
talking
about
using
the
one
to
create
huge
council
housing
estates,
thirty-seconds.

give
us
the
homes
that
people
can
afford,
but
also
homes,
to
get
ordinary
people
off
the
house
onto
the
housing
ladder
and
make
them
feel
welcome
in
a
city
that
increasingly
seems
to
want
them
placed

spoke
earlier
about
resilience,
heroes
in
the
Potala
council
play,
but
we
now
have
a
different
group
of
heroes
or
crying
out
for
help
without
housing,
our
nurses,
our
teachers,
our
co-workers,
the
very
people
we
rely
on
to
provide
the
service.

We
don't
yet
know
how
many
houses
over
all
the
local
plan
will
say.
York
needs,
but
we
do
know
some
things
about
housing.
We
know
we
have
too
many
homeless.
We
know
we
have
too
many
people
and
families
on
our
housing
waiting
list.
We
know
we
have
too
many
women
with
families
were
able
to
get
out
of
abusive
relationships
because
they
have
nowhere
to
go.
We
know
we
have
too
many
nurses
coming
off
a
heavy
night
shift
having
to
drive
miles
because
they
can't
afford
to
live
here.

We
were
all
elected
to
this
council
because
we
wanted
to
make
things
better
for
the
people
of
York.
Yet
we've
constantly
let
down
those
most
in
need
of
good,
genuinely
affordable
housing.
No
party
has
done
enough
to
meet
the
need.
We
blame
austerity.
The
debt
cap,
that
government
won't
support
councils
to
build
and
we
justify
our
inaction
to
ourselves,
and
yet
sometimes
we
can't
keep
explaining
away
all
of
them
our
unwillingness
to
make
a
real
difference.

should
we
we
have
a
chance
here
to
do
the
right
thing
to
make
a
real
difference
to
York
social
housing
is
no
longer
something.
Council
should
be
hiding
or
expect
others
to
deliver.

she's
made
a
commitment
to
support
councils
to
deliver
social
housing
at
scale.

green
paper,
a
new
deal
for
social
housing
and

announcing

the

she

homes

on
individuals
needs,
rather
than

their
ability
to
pay
social
housing
helps

diverse
and
integrated,
and
it
provides
the
stability
people
need
to

have
the
means
and

opportunity

ambitious

start

process
of
creating

we
agree
with
the
overall
thrust
of
the
motion,
we
filled
his
field
that
is
fraud
and
will
not
actually
deliver
increased,
affordable,
housing
overall
and
could
slow
down
the
rate
at
which
they
are
built.
I'm
proposing
this
amendment
tonight
for
one
very
simple
reason,
so
that
we
can
can
continue
to
tackle
these
housing
pressures
by
allowing
the
council
to
continue
its
program
to
deliver
quality
and
affordable
homes
at
pace
as
a
result
of
decisions
by
this
administrator.

The
council
has
taken
this
strategically
to
deliver
Mick's
tenure,
housing
on
sites
across
the
city,
accelerating
housing,
delivery
and
providing
much-needed,
affordable
homes.
The
housing
delivery
program
will
utilize
funds
from
the
council's
housing
revenue
account
to
directly
deliver
approximately
550
houses
on
six
sites,
of
which
40
percent
will
be
affordable,
which
is
20
percent
above
a
local
plan
policy.

In
order
to
increase
that
forty
percent,
we
will
need
to
utilize
a
greater
proportion
of
our
investment
fund
on
the
first
site
that
is
developed
the
higher
the
proportion
of
affordable,
the
fewer
marker
houses
we
have
to
sell
and
therefore
less
income
to
invest
in
subsequent
sites.
We
will
still
have
to
pay
for
council
well
that
Wells
is
mortgage,
for
example,
if
you
increase
the
percentage
to
80
percent.
Not
only
would
you
exhaust
your
investment
fund,
but
you
would
only
receive
income
from
the
remaining
20%
of
market
value
homes
to
reinvest
in
the
next
site.

family
afford
development
on
the
next
and
subsequent
site?
Eighty
percent
of
nothing
is
still
is

nothing
increasing.
The
proportion
of
affordable
homes
will
affect
the
speed
at
which
the
site's
can
be
delivered,

most
significantly,
it
will
destroy
the
principle
of
developing
sustainable
communities
as
market
housing
will
be
pepper,
potted
amongst

affordable
units,
rather
than
it
being
a
truly
sustainable
community
offering
a
mix
of
tenures.
