To my first council meeting of Lord Mayor and a very warm welcome to to our new councillors, Jonny Kershaw and Michael Pavlovic and you'll also notice that we've got a new democracy officer at the control center for votes and speech times tonight and I'd also like to welcome our new civic officer, John Wedgwood, who joins us for the first time tonight. So we've got a lot of new people, so please be considerate.

As usual, our meeting is being filmed for live broadcast by the internet so that more people get a chance to see our proceedings live. It's therefore particularly important that everyone inside this chamber behaves respectfully and appropriately I want us to have a good productive debate with as many members as possible getting the opportunity to have their say.

Also, everybody please note that this is our last full council meeting in the council chamber before the Guildhall closes for renovation from our October meeting and for the next 18 months, or so our meetings will be held at the Citadel angelee gate.

Can I say that on a personal note, this is probably my very last meeting in this council chamber, because I shan't be joining you again. You see in 29 not because I should you've lost the vote. That's outrageous, but because I'm not standing again so I'm feeling particularly sentimental tonight. Write Civic announcements, but a few tonight you can see displayed on the table, I think because I'm so sure I can hardly see from this to civic plaques, which have recently received. One of them was presented by a councilors Trish Minton, the deputy mayor of format on the 3rd of October last to the former Lord Mayor councillor Taylor, and the other one was presented by me to me by the mayor of Douglas on the Isle of Man. When she visited us on the 22nd of June 2017.

Today, I went I've been to the waste transfer station at harewood, Winn recycling center and the observance amongst you may have noticed that I am wearing, perhaps suitable footwear for exploring waste disposal. So bearing in mind that there seems to be a public interest in what lord mares wear well, this seems to be be. I.

I was tramping around the mud on a tip, but indeed I did receive a rather unusual gift which I couldn't put on the table: a bag of homemade compost.

A

There we now come to the public participation session. We've got four speakers this evening and each will have a maximum of three minutes to address us or ask a question on any muster directly relevant to our business. So I'd like to call upon our first speaker, miss Ann, assembling a local resident who would like to speak in relation to the road safety petition to be presented shortly by councillor croushore.

You lord mayor councillors, 2024 York, is presenting our petition for a better Road Safety on Bishop thought Road in the Colgate ward, we're calling for a push-button crossing on the junction between butcher, Terrace and South Bank Avenue. There are currently two crossing islands, my view and that's have over a hundred and ninety-four. Others is that this is not enough. Given the high volume of vulnerable youth road users there, it doesn't and cannot be enough to ensure the safety of people walking or cycling to use a key crossing to access the Millennium Bridge.

I

This is a key link in York's cycle Network. The bridge cost 4.2 million to build, and my view is that not enough respect to ensure that access links to it was safe. Why do I care? It's because my 16 year old daughter cross is there to all saints for school Rosa? Goes there it's a key route to other schools like Mill, Thorp names, Maya, York, Steiner, school and gains made as well, and, let's not forget that it's used to get to and from York College unto the University notice.

My only child I love her and, like any parent I want her to be safe. She was legally applied to go to school. We live in Fisher gate, I asked her to walk cycle or walk across bishop thought road, as this is safer than going along, Fulford Road and skilled a Gate Bridge with its 30 mile. She often tells me of near, misses and being frightened to cross there, though Bishop Thor Road is 20 miles. Now it's not enforced well and traffic is probably going at least 25 miles per hour.

Another petition on enforcing the limit will be going to the police. Some people think that teaching children to cross safely with the Green Cross Road advice is enough to keep them safe. But research says it's not. Children make risky crossing choices because their eyesight can't cope with fast traffic. According to vision, scientists in Iowa, in their simulations 12 year olds would be hit, took two percent of the time when crossing a single lane of traffic at 25 miles per hour. Children cannot cope with the roads, danger that is presented to them about crossing and I.

Believe there's been 15 Road casualties on that stretch of road. This is why a push-button crossing is needed, in my view, I don't think it's suitable for a zebra crossing as it's a four-way Junction I've asked the Mikkel gate counselors to refer this crossed into highways for costings and ask the cabinet member for Transport to set aside money to pay for the upgrades suggested. Please support the quality of road safety that we need to get ourselves and our children to school safely. Thank you. Thank.

I've now like to call upon our second speaker, miss Andrea, Gooding unison, lead convener and branch secretary who would like to speak in relation to councillor Danny Meyer's motion on unisons ethical care charter.

You Lord Mayor counselor unison, really welcomes the notion that councillor Myers has put forward on unisons ethical care charter, a charter that fixes the minimum standards for those who work delivering care to some of our most vulnerable citizens.

Let's start off by saying that the first of these minimum standards, the real living wage, is already there in our procurement rules and I'm, proud that my employer, the council, continues to lead the way in this city by paying its staff that minimum rates of pay. But you know as well as I, do that some in what some employers do to their employees. First of all, they practice what Professor, Steve Kien calls gutless capitalism gutless because they passed the risks onto their staff by offering zero hours contracts.

Those contracts where you don't know what you're doing shift to shift waiting for the rotor by text having visits added honor, to win worrying about putting food on the table and paying the rent or heating and lighting, because you may not get enough hours, not daring to challenge poor health and safety standards or ask for your rights, because you won't get any hours next week, not being paid for traveling time you need between clients or, if you're, lucky getting three minutes between visits.

These are just some of the core practices we hear about in unison and I'm, proud. It's, my union unison with a million willing women members is standing up for care workers. If you watch Unison's film in the email I sent to all counselors on monday, you see the iniquity and degradation of a 15-minute curve. Is it on the person being careful for those watching online visits they care now or you K, for more information?

Why did we ever think that public service should be sacrificed on the altar of profit, or that outsourcing means more efficiency in better standards? When we know that the opposite is true, we know that those so-called efficiencies come from poorer terms and conditions of employment and poverty pay, or that people become gradually become a contract to be commissioned and managed when there are family who may need help and support.

We know that a better way is possible, and this charter gives a clearer route map to what councils can do both for those cared for and those who provide the care. Please support this motion and I look forward to your being one of the next councils to sign up state the units and ethical care to assess. Thank you.

I'd now like to call upon our third speaker, Miss Claire Douglas, a local resident in my ward, who would like to speak in relation to councillor Stewart Barnes's motion on universal credit, Citizens, Advice, York and York financial assistance scheme.

I'm, tired of lists hugh s resident and trustee of tangled community center. I speak in favor of council barnes motion concerning the rollout of Universal Credit in York and the associated need for increased capacity at Citizens Advice York, given my contacts across the city, I speak of the personal stories from a most deprived, neighborhoods, Bel farm pottery, lane Tang, Hall, Aiken, Clifton and Westfield. The rollouts of you see is already biting we're.

Eight days in you see, is a complex benefit with requirement for claimants to apply and administer accounts or journals online on an almost daily basis.

Sanctions to failure, extremely punitive payments, are made with a waiting period of week paid in arrears, leading to a six to ten week, wait for the first payment and then made on a monthly basis. There are a number of things that worry me greatly. The waiting period and delay in first payment is a disaster for people with no financial reserves.

Savings to cover two to three months of family expenses are not there to young mums in the pottery lane. Faust way area told me they are petrified of what the future brings for their young families. There's nothing in the cupboard. How were they managed until money comes through a bell? Farm resident says we're scared. My daughter's friends has been left without anything for four weeks. People need more than the odd boot food bag to keep their heads above water, this household bills, school meals, food rents that may already be in arrears.

Waiting for payment will push them over the edge, we're expecting a rise in evictions, computers, scanners and Internet thesa needed to evidence of the weekly 35 hours of job search. A claimant must do these are rarely found in homes and affected communities, library's, job centers and divested social and communities things to not have the IT capacity. The IT knowledge and skills claimants need to administer. There you see, accounts without substantial help is generally missing. Gaps or errors in journals can lead to prolonged withdrawal of payment.

Was very interested to read in the local press that the council were congratulated on their consultation process for the castle of Gateway project, but whilst it was based around the fact that fish' gate had a presentation to their Ward committee, I can't understand why the councillor was so enthused about this to one such a statement, I had been present at to kill Lord Ward meetings, spread over a few months where this was part of the agenda and a both of them are suggested that the presentation should be given to all Ward committees.

After all, this is a major development in our city, not just single in our Ward. At both meetings, the response from the project manager and the rest of the presentation team was one of full agreement.

To my dismay, this has never happened, and now we are faced with a master plan, Putin's a firm from Manchester to be presented to the cabinet's in November.

This is an indication that Ward committees will not have a presentation before the stage or even ever, may I just remind you of some phrases in the document sent to all councillors and I believe officers that have some bearing on what they have said.

We share information and knowledge we care about and respect each other's views we support and enable individuals and our communities we change what we do and now we can do it better. We learn from our experience, feedback and mistakes.

We are honest about what we achieve and we communicate openly. I hope these are extended to public relations are not just within office walls. Thank you loud man,.

That concludes the public participation session and there are now two petitions to be submitted by members this evening may I remind members that you have just one minute to present your petition to council. So could I invite councilor Williams to present the first petition on behalf of residents calling for the installation of permanent basketball nets on Glen, Gardens basketball, court I.

Will be brief, I'm not generally a great user of petitions that I only would use them when the normal channels failed. There have been several attempts to try and gain permanent, better basketball facilities in van Gardens usual channels through the council, but they haven't been successful. Hence the need for this petition for members who aren't aware growing gardens is a very, very much loved and very well used local park in the center of the earth.

Ward I want, with a very active volunteer group, which is a shining example of everything that you can have from local volunteering residents. The bit that lets Blaine Gardens down at the moment is the basketball courts. They have been without nets for quite some time, and this petition simply calls for the implement or of the putting in place for new facilities that are of a more permanent nature, putting in fabric ones or the other standing ones and open.

This is calling for a safe crossing to be installed on Bishop thought, Road close to its junction with butcher Terrace, where significant safety concerns exist around pedestrian and cyclist safety.

From there, I've got a petition here that I'd like to present on behalf of the twenties plenty for your campaign, who were heard from earlier 195 signatories and I would just really like to reinforce an assemblance comments. We all know that the 20 mile-an-hour limits on Bishop thought road are not routinely adhered to, nor sufficiently enforced safety of people crossing. The road is extremely important, as I'm sure we'd all agree. So I would like to support this petition as I presented.

You Lord Mayor before I start I, just want to say you've been very gracious to welcome the two new counselors this evening may I on behalf of all members. Welcome you as the first chair of this first full Council. Thank you you. That is.

I have very little to say on my report, apart from the fact that it is short and to the point- and it's also fairly the big emphasis on culture, this time I'll be happy to answer questions on it. Thank you.

Thank you, Lord Mayor and I offer you from behalf of the blade the group. A very warm welcome. I am rejoiced to hand members sitting behind me, Charlie kroschel I understand, has now beaten, counselor Reid's record of the highest number of votes cast in their favor at any election, so but I do also want to add a further third welcome. That is perhaps slightly less expected. I want to welcome Jodie Whittaker as the first woman dr. whom and for me, that is great. Absolutely great and I have lived a long time to wait for that.

So on behalf of the City Council of York, City Council I offer them our congratulations.

I've heard to the the leaders report. As he said, brevity is the soul of wait. The consultation style exposed, forecastle gateway, is I, think receiving warm support and I know that.

C

Certainly, a number of wards have taken advantage of the offers proposed and I believe any ward councillor who wants to have a presentation at their ward committee or any of their residence meetings can certainly ask the team to give one it's vital that whatever plans are taken forward, that they strike the right balance between respecting and protecting our heritage and breathing new life economically into a part of the city that has suffered a very long period of decline.

We recognize that the city walls require investment. It's not many councils then complain many evil, if not Roman city walls as part of their asset portfolio, though I challenge anybody to try and sell them off as a quick, quick fix, the only question I would ask is that taken how many centuries it has taken to press those dents into these steps at monk bar? Are we actually losing a little bit of our heritage in trying to make them somewhat safer, I I think perhaps they David?

You recognize something that that's quite special about those steps, so I also was delighted to meet with the Munster oberbürgermeister on his visit to York last month and I attended the planet York one planet York, where he gave a presentation about Munsters livability, the ward I would love our city to receive a livability award and were you to achieve your council plan ambitions of protecting frontline services and creating a prosperous economic City.

Then I think we on this bench would be the first to congratulate you, but, alas, frontline services we see in each annual budget are being cut and the housing affordability problem that blinds this city is largely disregarded, meaning that the wonderful of York City is. It remains very much unlivable for the many.

It's absolutely delightful for the few Lord Mayor I would imagine following on that, that being part of a livable city would be finding some way to balance the low wages that this city has against the cost of housing and get them to try and come to meet each other match up in some logical way. As long as the affordability crisis this city faces is dismissed by this coalition, then it cannot claim to be making this city prosperous for all.

Nor is it liveable for all and to preamble any response about talking about the challenges the city faces is not talking the city down. It is walking the walk, rather than simply talking the talk in hoping and helping to create a prosperous City for all our residents, which brings me very briefly to the local plan, which was taken by the executive.

Although it is not specifically referred to in the leaders report, we wait to see what happens to a report that seems to ignore the advice of the specialist specialist agency that it's actually employed and, finally, on replay.

Not very long Lord Mayer, but um your bare with me I, finally own regional working I'm, pleased to see counts in the car, taking a more proactive role, and perhaps he could give us some more detail, because we are feeling rather pessimistic about the devolution commitment. Now the government is up to its eyes in brexit. So thank you.

Mayor and we welcome the law, new Lord Mayor yourself, the two new counselors and indeed the thirteenth doctor, who Jodie Whittaker, as well as the leaders report, as far as it goes castle gateway. We certainly very much hope this part if in person, okay, participative approach or creates precedent for other major developments such as York Central and dare I say at the community stadium. The proof of the pudding, of course, will be in the extent to which local residents and stakeholders work together to shape the detail of a plans on the city walls.

We certainly welcome this long-standing capital plan to invest in the long-term, ongoing upkeep and repair of this unique community, complete city walls. On Munster, we having been one of the four all party leaders attending the one planet, York University event addressed by the mayor, monster our twin city for the past 60 years. I sincerely hope we can all benefit from their experience. There certainly appears to be stark contrasting the approach taken by them to their former army bases with lessons for us. We might also look at their zero carbon strategy.

Their 15 year vision, green spaces ordinance and the some something like forty percent of their population that get to work by bicycle. Considering these aspects in our own local plan, I hope the leader will agree that the one Planning Council framework I think it should read it's a promising start, but officers and members need to learn how to use it to influence decisions. Not just have it as a small prince tick. Boxing exercise, as it appears to be so far on regional working.

It's disappointing to read: Minister Jake, berry dictating to this region that city-based the devolution deals apparently of the only option when the clear preference and interests of his cities for a more regional approach, as is exemplified by the work of the transport for the North. Recently we're in West offices, I, hope a leader will continue to push for this more holistic, integrated approach to our economic development for the region and, whilst not part of his portfolio I'm disappointed, would have expected.

The leader to mention were reassurances that we have been giving to tenants about their safety following the Granville Tower tragedy. The challenge for many residents following introduction of universal benefits system, which I want to speak to referred to, and the financial crisis being experienced by our local healthsome system, I hope, a leader or deputy leader, can provide us with some reassurances that these are major. Concerns to this administration is equally fundamental elements of a livable city.

Keep it short, Lord Mayor, mostly I, think those comments were quite positive and constructive and I welcome them just to pick out one or two items as a group and as an administration we're all for pragmatism and I mentioned under that section, on regional working that we have pragmatic discussions with other local authorities around areas we can collaborate on regardless of any governance. Changes through devolution, particularly on tourism, culture and I, would add about infrastructure as well. So it's what happens on the ground, not what happens in the council chamber.

That's important to us, Cal said had gone, talked about the major concerns around now. The tragic circumstances at Granville tower in London and I will defer to my colleague, councillor Lyell, to give you detail, but it is fire. Safety is something we treat very seriously indeed and a number of communications and a number of initiatives are being made by this administration to ensure that we have absolute perfection in that in that area. I'm very reassured to hear the leader refer to an emphasis on what happens on the ground while he referred to devolution in his report, something we criticized him for previously. The one thing he failed to mention was the local plan very much something on the ground. If the leader is so confident that what he is doing is right, why is he so afraid to talk about it?.

The local plan is not part of my report. Councillor Derbyshire tonight I think it's included in the deputy leaders report, but just on the whole issue of devolution and regional working, we do have a yorkshire leaders meeting of all the local authorities in Yorkshire next Friday and I'll be happy to update council following that meeting.

The speech of the oberbürgermeister of Muenster I'm lining the great strides that that city is made in terms of its sustainability, its livability. As you mentioned, this council look a mention, I mean and in engaging the public in decisions on planning. It would be great to have the leaders thoughts on how York might emulate monster in these respects. That's if you haven't got all night to answer that question. I will ask you a particular question, which is: how is York planning to commemorate the 60th anniversary about swinging with monster?

Yoke was one of the first British cities to twin with a German city after the war.

Thank You councillor Taylor I'm, happy to confirm, though on the 27th I think it is of September I, together with the chief executive and the civic party, will be flying to Germany to meet their labor to discuss areas of mutual concern and I. Think that will be a very big step in cementing what is already a very good and close relationship.

Just to say, it would be nice to see something happening in York, I hope the council will be able to supports individuals or groups, or maybe it's organized something for people in York as well. I.

Thank you very much. Love met gives me an opportunity to come back to the regional working and the evil. Eps I we've noted that we've received very significant financial contributions to some of our transport infrastructure from the West Yorkshire area and I wonder if we had equal discussions with the North Yorkshire and East Riding, let on any support they may be giving towards dueling at the northern section of the Outer Ring Road and what contributes contribution they might be able to make to that I.

Think both laps are extremely desirous of making sure that connectivity and infrastructure projects around York are given priority. You may have read or heard recently that we started the a 64 dueling initiative. North Yorkshire letter and local MPs have been instrumental in moving that along we've got West Yorkshire Transport funding for the roundabouts on the Outer, Ring, Road and I think taken in the round. We get tremendous support from the lefts they're already committed to investing in York central. So, given all that I think the lips do supporters in a very large way.

Yes, I think so I mean I was talking hard cash and we know exactly how much hard cash the West Yorkshire yep is putting into York's transport infrastructure and to York Central significant and to scarper bridge. There is some very sick, very, very significant money coming through what I was asking was have we asked, have North Yorkshire and East Riding, let put their money where their mouth is.

We are opposed to this proposal, not because we don't share the frustration of thousands of motorists, but because there aren't, we believer had not more cost-effective ways to spend 34 million pounds to tackle our transport needs and congestion problems. Someone has to be honest enough to tell the motoring public, but this is this proposal is actually a fraud.

The long-term vision of a free-flowing, Ring Road is a mirage, a confidence trick being proposed by vested interests, who are happy to see more people locked into debt paying for cars which they need to get to work because of inadequate public transport and intimidating roads for walking in cycling. All the evidence shows, apart from construction jobs which might argue for the five years of roadworks, are benefit. There will be little lasting benefits with traffic levels, increasing, as evidenced here in York, with a 59 roundabouts upgrade completed in 2014.

The report before you on the executive paragraph 16 states that, before and after studies show average peak delays following the works to that roundabouts, were there were cuts from 15 minutes to 12 to 13 minutes the saving of two to three minutes, but the traffic levels are now 30 to 40 percent higher than before the work started. What are the implications of this extra traffic on the rest of our highway network? That is not being upgraded?

Thank you, lord man, so I welcome the chance for this motion for council today. The overriding objective of the ethical care Charter is establish minimum standard for the safety and quality of care. This is by ensuring employment conditions, do not routinely shortchange people needing care and also ensure that recruitment and retention of a more stable workforce through better pay and training.

The Charter states a set of commitments that councils make, which fix minimum standards to protect the dignity and quality of life for vulnerable people and the workers who care for them councils are the largest commissioners of care and City of York Council commissioned almost 4.8 million pounds.

Worth of homecare.

Last year, this is three hundred and forty thousand hours of home care provided by so of 18 different companies. This motion aims to improve our quality of home care, whilst also reducing the on the NHS, reduce by reducing any admissions and reducing hospital bed blocking according to research by unison, home care has one of the highest levels of staff turnover rates in the whole economy with around the third of staff leaving the profession every year. Improving the treatment of home care workers will increase the retention of skilled and experienced staff in 2013.

When the HMRC investigated the homecare sector, it was discovered that around half of all homecare employers were paying employees below the minimum wage by making illegal deductions from pay such as uniform costs not paying for the time spent training or for traveling between care jobs, charges for living accommodation and incorrect hourly pay rates, as well as the incorrect use of it apprenticeship rates. A legal ruling has stated that travel time must count towards a care workers hours. He as an 18 months ago, 90% of councils did not make this a contractual obligation.

The latest data that I have for your home care workers, despite the procurement or agent Arrangements talking about real living wages. The average pay level was 8 pound 25 this year, whereas the living wage is currently at 8, pound 45, ensuring dignity, quality and choice for older and disabled people using home care is possible if their care workers also are also being treated fairly. Caring for vulnerable people is a difficult and demanding job. The people who do it should be paid adequately.

As someone who cares for my husband I have some understanding of what it means to care for someone over a number of years. It is because I am the carer. We do not have own carers, but if our circumstance has changed, I needed and I needed more support. I would absolutely want carers.

I would not want many different homecare as visiting I would want to have continuity and consistency and be assured that they were paid the living wage and were trained and, given the necessary time to undertake the important tasks they are expected to do, care needs. Different needs needs differ greatly, so it isn't possible to be prescriptive in saying how long a care visit should take, but we do know that there are instances where carers are rushing appointments through no fault of their own. This could be due to staff shortage.

It could be due to insufficient time being allocated for the number of appointments they need to carry out across their shift. There may be other reasons. What this motion seeks to do is acknowledge that we can improve care services being provided by firstly, saying that the way staff are employed and trained has a direct impact on recruitment and retention and consequently on standards of care and the dignity in which those receiving care are treated. How we treat those receiving care reflects the kind of society we are.

That andrea, has said I'm sure we all recognize the important job done by carers, especially when many of our residents are living longer and won't stay in their own homes, for as long as they can, with the support that they need the UK Home Care Association recommends a rate of 16 pounds 60 per hour, which city of York Council meets. We are the only local authority in Yorkshire and Humber to do so. That is above the living wage.

We need to maximize choice for both the service user and the employee and sure they costs are equitable. The reason for this amendment is that, before adopting the Charter, the cost implications of doing so must be clear. The point at debate could be payment for travel time and how that would be costed and funded if that cost would be attributable to the local authority or another homecare agency, and other issues may be highlighted, as the report is prepared.

This is why the liberal Democrat group would wish a report to be prepared first and the cost implications made clear before any plan is made to adopt the Charter.

In doing so, a site's close to yacht railway station will enable visiting companies to reach channel 4 from London in less than two hours, and clearly we can also reach Edinburgh in 2020 minutes. Only that's a short distance away. Channel 4 would be a significant tankard sentence to encourage further inward investments, to supports science, city yachts, creative cluster of industries and with further supports from the guild of media ass.

People have worked hard to improve lives for others, as well as themselves fill in important roles, but ones which sadly, are poorly paid.

To give the young people of York the best opportunity to start their new life and to move on. We need to match our skills now workforce with these new growing industries and bring higher value jobs to York. The employment market itself has always been fluid. Jobs do come and go. An industry is in fact grow and then decline over the centuries. We shouldn't be scared of this, but we should ensure that York is always at the front of the queue York.

Is there the cutting edge of new industries and developments, and we make sure we make the most of the opportunities that arise, and we have so much more to offer. You, lord man, mental health matters. For a long time, it's been something of a Cinderella taking a back seat to physical health within the health services. Fortunately, this has begun to change and we all welcomed end. The year 2010 2015 government, thanks in large parts and Liberal Democrats Minister Norman lamb, began to realize that mental health services needed to be given the same level of attention as physical health, but there's still a way to go.

That's why we as a council have to ensure that we're doing everything we can to make sure the mental health services receive their fair share of attention and funding. But the pressure on the NHS nationally is enormous, and sadly this is nowhere more true than here in York, whereas we know York has been placed under a capita expenditure program by NHS, England and NHS Improvement. We know this puts health services in York under particular pressure and strain, and we don't know yet just exactly what this will mean.

We assume that will mean longer waiting times for many treatments. You'll needs better funding a better deal for health funding. That's unarguable, but that's not at the heart of this motion. If physical health services I'll be put under further strain, what can we expect of mental health? The future does not look good, so we must do everything we can to ensure that the issue is taken seriously and it's important.

The government's own figures showed that in any one year, some 5000 people across the Yorkshire and Humber region will be affected by mental health issues at some point in their lives. One in four of us will be so affected. To put it in context. That's about 12 members of this council. A mental health is inextricably linked with physical health and with life expectancy. Some mental health issues are found to shorten life expectancy even by 15 to 20 years.

There are also significant links and relationships between mental health and problems with housing, unemployment and debts, and so, whilst I welcome the growing consensus, the mental health which has been ignored far too long, is beginning to enjoy some parity of esteem with physical wealth. There is a long way to go before that. Parity is real.

If I'd like us to see doom like us to see us do more we're doing some already we're doing something in the funding that has been set aside in this year's budget of two hundred thousand pounds specifically to address issues such as a facility for young people.

We've also seen funding to address that link between mental health and getting into work and into work program. I also welcome the work that has began in terms of a mental health strategy, a suicide prevention program in the city working with partners, but we need to do more, and that is why I'm proposing this motion I would like the council to ask the health and well-being board to work with the Clinical Commissioning group, Mental, Health Trust and the voluntary sector to support the mental health concordance.

The Concordat is a national agreement between parties involved in health and policing in social care, in housing, in local government and the third sector, setting out organizations how organizations can work together to ensure people get the help they need at a mental cyber mental health crisis.

The council should also giver is our hearted support to the executive member for health and adult social care council Runciman to champion mental health on our behalf and let her know that she has full backing in doing so.

And finally, I'm asking that the council write to the secretary of states for health tell him that we support demands for parity of esteem, for mental health, to ask him to ensure that this happens even that health services.

This motion I believe it is important that this council makes a strong statement of commitment to improving mental health services in York. The 200 thousand extra invested by the council this year in two schemes to improve specific areas of mental health is very welcome, but we all know that far more than that is needed to improve services for everyone across the board in York working with partners in the North Yorkshire New York mental health crisis care.

Concord us is very important, but it is noteworthy that the vast majority of actions in the Concord are currently classed as Amba limited progress may slip behind the target.

Parity of esteem for mental health services is very important objective, but in the midst of a wider health system, as councillor Kovac referred to in financial crisis and organizational turmoil is a rather less value than it really ought to be.

The intention of my amendment was to recognize that we are making some important and tangible steps in the right direction, with the first draft of a mental health strategy for York having been tabled, but also to emphasize that a great deal more work and a strong citywide approach is needed to make a very real difference to the quality of mental health care for everyone in York. At the moment, too, many people are still falling through the net one of the latest to be reported in the local.

It's the local man who committed suicide after having begged to be sectioned to no avail. It was then reported that his records had not been passed on from one provider to another which it was claimed, influence the response to his repeated requests for help.

Another example of a system that isn't working is the indefinite closure of the man's forensic ward at WestEd ion house in raw turf, where the provider has been unable to recruit enough staff to keep the service running we're looking at a future in which a new mental health hospital has still to be provided for your while there's a clear aspiration to much improve community services and minimize the need for impatient care where the availability, but were the availability of sufficient funding to do this in an effective and consistent way, is an entirely different question and where there are serious concerns in the city about student, mental health and the man 30 seconds.

Our children I would hope that the developing mental health strategy will map existing provision across all sectors, including the voluntary sector, and really focus on where the gaps are and how we can fill them and as the body responsible for the health and well-being of York's residents, I hope. The council, through its scrutiny, function as well as actively through its partnership working, will be most closely monitoring and actively participating in progress. So please support this motion.

You dog man- this should be the type of motion the council as a whole can support, which is gratifying when we can party allegiances and work together as it's so much more beneficial than the part of politics that we sometimes see with council motions in this respect. I also take note of the work started during the coalition government's the announcements of mental health issues and, not least, my particular respect to the work of Norman lamb, while Care Services, Minister he's so publicly and passionately championed the cause of mental health.

There were positive, announced announcements from the Prime Minister earlier this year and the work of our city's MPs with the CCG and service providers have been welcome. Julian studies specifically highlighted needed improvements to waiting times for children's mental health services at Prime, Minister's, Questions and Parliament's, and with our local providers. Hearing dog with this focus I'm hopeful mental health will have the priority it deserves, and indeed the parity of steam. We all ask for in York.

This is all the more important after our residents were so badly let down by the terrible failings over booth and Park and I. Now look forward to the new hospital opening during that 2019 as a nation, the transformation has taken place in our attitude towards mental health.

Ill health over the last decade has been critical in not only reducing the stigma and discrimination faced by so many people, but also ensuring mental health care is a priority across all government departments, health and local authorities, whilst Amin under no illusion about how much ground still needs to take place. Support, yes, we are all enormous leap, supportive of the sentiments and the practical in this motion. I want to focus on two bits. The first is the word championship and exhorting the executive, health and adult social care to to champion mental health. I had a very wonderful experience when I was some executive member for education and children's services of being totally unofficially and totally self nominated. The champion for young people's mental health in in York and I was in touch with huge networks of like-minded people.

I attended at least two compresses, which was hugely helpful in framing one's thinking and getting ideas about how to support mental health, particularly with young people and I, would warmly recommend that I know we don't have official champions, but unofficially there are all sorts of networks that the executive member could join and I think she'd, find them hugely helpful and useful and Yorkshire was I hate to say very bad represented among those champions. It was quite significant.

The other issue- I I just wanted to highlight, of course, and is the issue that we have with our very high numbers of students with the two universities, because that does bring to York are very particularly pressure. Young people attending university coming up leaving home coming away from home for the first time are often very vulnerable to mental health disturbances.

Some things that may be in abeyance, while they are at home or in a sort of secure environment, come to the surface and I think both our universities acknowledge the pressure that they have for mental health needs by its students and I. Think again, that has to be a focus of the work we do, because we have a significant number of those students and quite a significant number of them will have at one time or another mental health issues, so I hope that's an dimension.

You Lord Mayor, Bob May, if I'm being honest I, can feel some kind of step change at last and I say at last, because I honestly think that, for hundreds of years, consideration given to mental health has almost been a joke for hundreds of years, we've locked away the issue out of sight and certainly out debate, and finally, we seem to be at a stage where were happy to talk about it and consider it hopefully on a par with physical issues.

That's a step change, what's more I'm convinced now that treating physical and mental illness will, at some level soon be on a par. It's only a matter of time when or when dignity in both issues will prevail. What I'm more concerned about, though, is how long it now takes us to get to that place and how many more lives will be affected. In the meantime, this motion, as we've heard, may see clear that warning for people will suffer for mental issue.

Issues during their life and up to 20 years will be lost off their life expectancy. What it doesn't I think, unfortunately talked about is the growth of mental issues in our society. The increase in mental health issues should be of everybody's great concern. Are we getting better understanding and diagnosing these illnesses, or is society putting undue pressure on the young people out there?

There's the impact of social media and the speed of today's society, and indeed deep peer pressure getting too much I feel it's probably a mix of all of that Lord Mary members will be aware that this administration is intent on early intervention and listening to residents needs and I'm, particularly my portfolio, where we've recently introduced the local area teams to focus on the health, the children as they start their life.

Lord may I work closely already with the executive member for health and I'm courage to hear of the 200,000 pounds additional spend this year, which, of course, almost half of that has been directed at Children's Services, particularly at the peer mental health support, which was an area which was sadly missing.

Gosh Lord man. Thank you, bye, counselor, look. We are also working closely with the university's critical issue. However, York's hospital admissions for mental health services is slightly above average and self-harming rates are also above the national average. This motion and I welcome as working closely with health colleagues and the Volunteer Center sector. So we can move this forward.

As a former probation officer, I have experience of working with individuals experiencing a range of mental health conditions and I want to put on record that, although many positive changes have taken place, there is still much to do, particularly with individuals in crisis.

I've sat for hours in crowded A&E waiting rooms with agitated distressed and often to delusional people waiting to be see you when there's been no available mental health professional to see them, and it's not an experience. I want to repeat their having recently spoken to a staff. Member of the housing provider, I'm informed that these waits to be seen are still occurring. In the case they described the person waited for several hours and distressed and agitated left without being seen, which required police involvement to subsequently find them.

I, don't use this example to criticize hard-working NHS staff, but want to highlight some of the issues of accessing crisis care experienced by those suffering from or trying to work with mental illness.

So, in supporting this motion, I want to see the council support and facilitate York, delivering a world-class multi-agency approach to those with enduring mental health conditions and those needing immediate help when in crisis and I just want to say one thing on a personal level today marks the 9th anniversary of my best friend and my best man taking his life.

You Lord Mayor. All members will be well aware that York's Citizens Advice service has recently had to take the decisions and coordinates regular drop-in sessions from four days a week to two days a week. Members may not be aware that the cost indicative to reverse this and return to a four day service would be in the region of 20,000 I. Have it on good authority.

This is only possible because of the amazing work of the large number of volunteers who run the service the central support they received from CA B, nationally, leaving only supervisory costs that required to review case notes at the end of each day and to provide support where needed on on rare occasions as the cost, which would be required, as I said, to return to a four day service CA. Why is an established and trusted brand and an organization which delivers an exceptional service? The stats speak for themselves.

Cost-Benefit figures from Citizens Advice nationally show that for every one pounds spent on CA services, one pound fifty is returning fiscal benefits to a reduced demand on health service, homelessness services and other local authority delivered services. Eight pounds is delivered for every pound in public value through improvements in participation and productivity of citizens. An 11-pound benefit is delivered to individuals through increased income via correct benefit, identification and the write-off of debts and resolution of consumer problems in terms of the issues that CA, why locally can advise on they Rangers?

As many members will know, from employment to consumer rights, education, health, many others, the top three on which they advised and supported clients. Last year, 21% housing, 25% debt, 37% benefits and tax credits all delivered from one place at one time, with expert supervision, on-site to intervene with any inquiry.

Citizens Advice York in 2016-17 financially year delivered 1.75 million of additional income, and 1.25 million of deaths were written off as a result of direct client work, so who was helped in York? Five, five and a half thousand clients were assisted four thousand one hundred and twenty of these resulted in full inquiries, 92 percent of which were carried out face to face.

Geographically people were assisted right across the city. Every single one of our wards had double figures, if not more specifically akin more than 400 people assisted more than 900 in Clifton 1200 in he worth and significantly westfield, with more than 1600 people assisted in the last year of.

61 percent were women, 62 percent were under the age of 50, 50 percent were either disabled or had a long-term health condition and 445 of the people, assisted by Citizens Advice York last year, had a mental health condition.

The halving of this service couldn't be happening at a worse time. Earlier this month we saw the advent of universal credit full service in York.

Experience from other areas of the country suggest that areas where this has already happened have witnessed significant problems, including claimants, waiting for up to 12 weeks for their first payment, resulting in significant hardship and distress, as we've heard from Claire Douglas this evening on behalf of people, she has worked with vulnerable claimants, have struggled to adapt to receiving a single monthly payment like it or not.

The reality is the people going from a weekly or fortnightly payments are struggling to manage budgets, claimants having to wait 7 days before making a claim, during which time they receive no benefit. Renter is arising amongst claimants, increases in evictions from both private sector and social sector, reticence of private sector landlords to accept UC tenants, understandably, in some cases, I guess, given that direct payments, that landlords that are no longer the routine and increased borrowing from payday lenders and other sources of expensive credit. These are not my views. These are the views of national.

Seconds please thank you master. In closing, we have a perfect storm brewing in Europe we see falling wages, rising housing costs and the introduction of universal credit. At the same time as a cutting by half of the universal Citizens Advice service, we must act immediately and stand up for York residents to support them at this time. Cuts to the service may not have been the fault of this council. I admit the funding cuts have not come from the administration.

Nevertheless, it is entirely in the ability of this council, where it minded so to do to get that service back up and running within a fortnight and that's my challenge at this time of crisis. Let's make that happen. Let's put aside the political divisions, just as as Paul said, the big bang, because I doubt she said earlier, this issue is far too important to play politics: let's find a solution.

I'm delighted to second this motion to focus a little bit further on some of the references that councillor Barnes made. This is going to have an impact on tenancies in New York. It is going to increase debt in this city and that impacts on all of us as councillor Barnes, as elucidated fall out across the country has already evidenced huge delays to people receiving universal credit. Welfare reform in this instance has resulted in little but detriment to those need and creating rent arrears.

Evictions hanging over tenants and exacerbating in your potentially are already existing housing crisis. A guardian investigation recently highlighted that eight in ten social housing, tenants on University credit, are falling into arrears or increasing pre-existing arrears. York already has arrears on its tenancy base. It's not going to get any better under this problem. Anecdotal reports of Shoney's and private rows and Lords as councillor Bosworth said, are now reluctant to let so we're not going to be able to give this problem way.

Evictions represent failure for all of us. They have a cost and surely city of York Council should be supporting.

Okay, at a time when we need its impact in supporting tenants and claimants through this challenging process, I believe this motion will have a very real benefit to vulnerable to residents and this York and hope you will do the right thing and support it to.

Thank you Lord that I'm sure that members generally will share the concerns that are expressed in this motion, but it's important that some of the assumptions and duplications in it are corrected. That's why we're proposing this amendment after the Select Committee's investigation work. Every local authority in which full Universal Credit is being implemented, will be aware of its likely impact on council, tenants arrears and it's difficult to evaluate this before a certain level of take-up of the Universal Credit has been implemented. But the motion, however, assumes that it can be done immediately.

Furthermore, several actions that the motion proposes in the bullet points are already in place, so this amendment proposes to deal with costs and definite actions at a later point and to remove the occasions, we agree that a Directorate assessment should be provided covering practical issues and the mitigation of universal credits effects, but the options for providing additional financial or weather assistance should include other partners and shouldn't be restricted to restoring CA wise for days central and by sessions.

The truth is welfare reforms always caused problems, and the motion rightly points to the issues experienced in some of the pilot areas regarding rent arrears.

As council will no housing benefit is paid to the recipient rather than that of directly to the landlord under universal credit and in arrears we could talk until the cows come home about whether this is a good idea or not.

My focus and the housing teams focus is on mitigating these challenges, and a lot of work is already being done, as has been outlined, I'm pleased to report that the housing team has already purchased a profiling system that extracts information from various sources, including Experian data, so we can identify 10, tenants that are potentially in financial distress and will act as an early warning system has mentioned in the amendment.

The motion notes concerns about funding to Citizens Advice York I'd, also reiterate the point that residents can get advice from a number of different avenues, including the council's benefits team. We've also recently entered into partnership with a South Yorkshire Credit Union, who can offer free tailored advice on how to budget and avoid deaths. Additionally, their low interest rate loan service can help prepare for any shortfalls of income in the transition period.

If you wanted professional advice on a whole range of welfare benefits because they had the experts who kept themselves supremely up to date, the advantage of Citizens Advice is that everybody knows it, and everybody knows where it is: it's a bit like a anine, if you don't know quite who to go to or where to go to, you go to A&E because they're there and they will be open.

If you don't know the extent of your problem and I think this is not a problem, it isn't just restricted to Universal Credit. All of us have the room downstairs and West offices and seen the queues sitting outside the Citizens Advice waiting for an interview, and these interviews will range from all sorts of issues and I think the urgency is now. Our motion is only Corden for a 12-month hold the line to give Citizens Advice time to to explore some of those other partnership.

So it is a very complicated picture and I think for us to sit here tonight and try and work out the best way. For that to be done. Is it's simply not the case, so I think the amendment right to take time and actually look at the best way to make a sustainable advice. Service and sustainable sitting is advice service for York. Well, look at all those options and present something that will not be a 12-month fix, because I don't think anybody sitting on those benches really wants to just keep it going for 12 months.

You Lord may seem to be some quite confusing comments coming forward. Just now, I would like to speak against the amendment. I think it's very disappointing. If councilor saying the motion says the same as the amendment, why is he amending? It is group amending it anyway. I think. However, I would say that with existing arrears in that in the area of 700,000 pounds, the system isn't that intuitive and isn't that effective at this time and that's before the impact of universal credit, my understanding is 5% of those are long-term debts, so clearly we're not as an authority able to manage and seek out those tenants with any sort of degree of certainty CA. Why are they do they recently identified?

A large and substantial debt of an existing tenant at have managed to resolve that problem in an effective way that we weren't able to it is the venue of choice for many of the vulnerable people of this city. It isn't as threatening as approaching your own landlord, which is a very difficult thing if you are in arrears or have difficulties financially. Therefore, I do not support the amendment.

Universal Credit I absolutely recognize the work that's going on through the Financial Inclusion steering group and it's it's good work, its innovative. It's trying to intervene early, but nearly all of it is limited either by geography by category of advice available by age or some other status, employment status. Being an example. What it creates is a patchwork, blanket service across the city.

Some areas will do very well, others not so well, and we lose that Universal offer and all the benefits we get from CA Y that they in turn get from the national organization to which they are obviously affiliated, and the figures speak for themselves in terms of cost benefit. 1.75 million of income gain for York citizens. Last year, 1.25 million of debts written off. Let's take a 20 grand. You guys are willing to roll the dice and say we can probably come up with a better scheme, and you know we'll come up with some interventions.

Despite the regretable amendment, I will still rise to support the motion as amended, because it makes some modest measures which will make improvement during the course of the recent election campaign and through Street surgeries and through other meetings. I have encountered an alarming number of people who are genuinely in fear about the implementation of universal credit. They are in fear about their ability to put food on the table. They are in fear about their ability to keep a roof over their heads in York in the 21st century. That is simply unacceptable.

This motion proposes some modest measures to try and help tackle some of that via the York financial assistance scheme, provides fantastic support for people in crisis in financial mode and I'm, very proud of the very minor role that I played in helping to create that it does great work but isn't as well-known as it should be. The motion proposes publicizing it to make it more widely aware and raise awareness so that people can take it up more.

The motion also proposes to try and protect and further the work of citizens of both York and the combination of the financial assistance team and the of crucial advice. That's given by the Citizens Advice is incredibly important to protecting the most vulnerable in our society, and surely that is what all of us are sent here to do. Thank you for that question and from memory a report on a whole variety of funding initiatives went to the council executive covering a whole range of highways and public realm projects and you're right that one of the smaller schemes and amongst millions of pounds of funding was to set up a pot to support the development of secondary shopping areas in the city and to obviously you've mentioned their principal ones.

Haxby an acre and a piece of work is going to be commissioned and that will look at what improvements can be made, including public realm improvements and local consultation in those area is that will then come back to a decision session to see how we can work with those communities to improve those secondary shopping areas.
