service
we've
run
is
the
heart
of
what
we
do:
an
essential
service
making
life-changing
differences
for
many
who
use
it,
because
it's
delivered
mainly
by
volunteers.
It's
outstanding
value
for
money,
the
equivalent
to
play
three
full-time
paid
staff
working
with
the
equivalent
of
six
full
time
volunteers
from
April
this
year,
we've
had
to
cut
the
service
for
four
days
a
week.

Nice
covers
welfare
benefits,
debt,
housing,
it's
free,
impartial,
confidential
and
independent
of
those
we
help
have
a
disability
or
long-term
health
issue.
Many
have
difficult
personal
circumstances,
many
have
serious
difficulties
and
urgent
issues.
They
may
not
have
enough
money
to
pay
the
rent
and
feed
their
families,
maybe
under
the
threat
of
eviction
they
may
need
money
that
day
for
food
or
help
to
find
somewhere
to
sleep.
That
night
they're
often
worried
totally
baffled
alone
by
the
benefit
system.

The
drop-in
service
was
reduced
to
two
days
a
week
in
April
because
we
didn't
have
sufficient
income
even
after
the
substantial
savings
we
made
at
that
time,
we've
significantly
improved
the
services
efficiency,
but
in
two
days
a
week
we
can't
meet
the
demand,
particularly
with
the
increase
due
to
the
introduction
of
universal
credit.
We
often
turn
away
more
than
ten
people
a
day,
sometimes
10
or
20,
or
even
more
causing
them
serious
frustration
and
distress.

As
you
know,
the
cost
of
restoring
the
two
days
drop-in
until
March
next
year
is
12,000
pounds
and
I
would
like
to
think
that
you
will
see
the
benefits
doing
this
and,
as
outlined
by
the
another
report.
Further
the
fee
of
one
hundred
and
twenty
two
thousand
pounds
doesn't
cover.
The
cost
of
the
current
to
daily
service.
This
year
were
unable
to
raise
the
difference
elsewhere
and
have
to
fund
it
with
twenty
thousand
pounds
from
scarce
reserves.

like

to
seriously
consider
increasing
the
funding
of
this,
and
the
important
thing

think
is
that
we
do
that
either
now
or
as
part
of
the
SLA
discussions,
which
we
would
like
to
be
expedited
so
that
we
can
start
them

them

soon
as
we
can

a
continuity
service

clearly
important
and

earlier

decisions
are
made,

better
we're
going
to
be
able
to
do

residents,
is
available
on
the
website,
and
residents
have
been
involved
in
and
designing
the
scheme
as
as
well.
So
again,
members
are
asked
to

work

ensure
that
our
partners
are
fully
informed

their

needs
were,

services
that
they

the

financial
details
around
their
request,

some

accounts

respondents

considered

part
of
response
to
the
demotion
was
a
review
of
the
council
funding
given
to
Citizens
Advice
York
and
any
of
the
support
and
and
that's
summarized
in
in
paragraphs
20

21,
so
that
talks
about
the
hundred
and
twenty
two
thousand
five
hundred
pounds
provided
on
an
annual
basis
to
support
the
drop-in
sessions
and
there
and
the
general
advice
service.
There
is
further
funding
that
CA.

Why
have
been
successful
in
accessing
through
our
financial
inclusion
initiatives,
but
is
critically
the
scheme
run
this
year
called
improving
finances,
improving
lives
and
they
were
successful
in
securing
a
further
100,000
pounds
through
that.
That
includes
specialists
that
don't
work,
advise
support
for
housing,
continuation
of
the
GP
surgeries,
advise
project
and
the
information
and
budgeting
cafes
that
are
proving
to
be
hugely
successful.
I
may
add:
they've
already
started
in
a
couple
of
wards
in
the
city,
and
indeed
I
know
that
award
committees,
other
WOD
committees
are
keen
to
talk
to
see.

Additional
support
we
give
citizens
out
of
a
short,
receive
accommodation
and
related
related
service
charges
at
less
than
the
council's
commercial
charge,
recognizing
their
available
budget
for
such
purposes,
but
also
recognition
that
it
was
for
both
of
our
advantages
as
counsel
under
cry4,
for
us
to
co-locate
and
work
together
within
the
building
and
the
benefit.
There
is
around
sixty
thousand
pounds,
I've
mentioned
already
that
Ward
committees,
and
indeed
parish
councils,
are
working
the
ca1,
but
there
will
be
very
small
pots
of
money
for
for
those
initiatives.

So
we're
talking
about
something
like
four
and
a
half
thousand
pound
contribution.
Four
hundred
years
cafe
budgeting

within
a
community
so
that
they're,
not
a
significant
sums
of
money
and
I've
already
talked
about
the
hundred
thousand
pounds.
We've
ordered
to
see
a
why
under
our
financial
inclusion
scheme
this
year,
but
it

the
only
recipients
to
that.
So
we

did
award
around
180,000
pounds
this
year.
We've
got
some
more
money
for
next
year
for
further
scheme.

the

the

sessions,
and
that
is

than

figures

activities,

already

funding
in

inclusion

you
could

consider,

demand

the
drop-in
sessions
wouldn't
be
met
and
the
benefits
that
CA,

I've
talked
about,
wouldn't

addressed.
So
in
paragraph

I

an
option
to
fund
the
twelve
thousand
powers
to
restore
the
to
drop-in
sessions.

all

the
conclusions
that
I've
talked
about
already,
however,
the
impact
of
that
would
be
to
reduce
the
sixty
nine
thousand
pounds
by
twelve
thousand
pounds
and
reduce
the
availability
of
that
funding
to
other
advice
agencies

that
be
the
purpose
that
financial
inclusion
steering
group
determine
that
they
should

spent
on

option
three
agreed

fund
a
greater
amount?

considered

were
minded
to
make
a
contribution
greater

the
twelve
thousand
in
2017

also

an
ongoing
basis
for
their
learning.

we

the
performance
of
the
service

sure

for
our
residents
that
reflects
our
input
to
financial
aid

that
and
we
are
getting
the
benefits
in

terms

reduction
in
drop-in

have
been

initial
discussions

been
involved
as
