A
B
Thank
you,
councillor
wallet
and
yes,
this
is
the
this
is
our
quarterly
updates
on
the
five-year
plan
and,
as
she
say,
we'll
move
on
to
have
been
a
useful
Environment
Agency.
After
this,
at
the
last
meeting,
you
asked
for
an
update
on
two
additional
pieces
of
work,
one
of
which
was
the
the
Misha
planning
assistant
role
that
we
identified
to
be
funded
as
one
of
the
actions
from
the
independent
food
inquiry,
and
we
can
talk
about
subsequently
and
but
the.
C
B
B
A
B
Did
yes,
we
did
thank
you
for
the
correction,
yes,
and
we
set
the
aims
of
the
the
wider
review
are
ultimately
to
move
towards
a
product
cleanse
broccolis
and
to
create
a
risk-based
program
with
our
wide
range
needs
and
service
water
flood
risk
factors.
They
were
the
two
strategic
aims
that
we
agreed
on
the
17th
or
the
4th
of
December
2017.
B
C
A
B
B
B
But
also
flag
up
any
any
issues,
so
over
the
course
of
the
program
will
be
initiated
at
the
end
of
this.
This
financial
year
on
current
projected
target
will
have
address
all
of
those
forty
thousand
assets
and
using
that
53
percent
locket
rebounds,
as
I've
said
in
paragraph
14,
rule
of
we
will
have
cleansed
and
freed
up
twenty
three
thousand
goods
that
were
previously
suited
up.
B
A
fit
and
usable
standard
into
the
future
that
would
be
a
multi-year
maintenance
program
and
being
in
September
now
are
the
council's
capital.
Funding
bill
process
is
now
open
and
that's
something
that
I'll
be
talking
to
people
in
my
team
about
how
we
could
put
a
funded
million
to
address
those
in
the.
B
B
C
A
B
B
Rainfall
of
that
nature
will
always
test
any
drainage
system.
I
think
as
we've
discussed
in
this
forum,
previously
highway,
drainage
and
sewage
infrastructure
is,
is
normally
designed
at
somewhere
around
the
1
in
13
year
return
period,
storm
I've
not
got
return
period
figures
for
this
yet
of
us
woman
to
be
calculated,
but
a
rainfall
rates
such
as
that
will
undoubtedly
be
in
excess
of
design
studies
and
it
led
to
a
range
of
locations
across
the
city
where
we
have
significant
standing
water
with
initiate.
B
B
B
B
B
A
B
B
A
B
No
no
I
when
I've
concluded
these
investigations
in
the
past.
Sometimes
you
are
awaiting
for
information.
Modeling
gap
for
certain
from
from
partner
organizations
or
internally
from
from
whichever
organization
is
leaving.
The
investigation.
I
believe
that
there
are
things
that
you
can
do
in
advance
of
class,
but
clearly
we
need
the
information
back
to
the
residents
so
over
the
next
month,
maybe
six
weeks,
you
know
we'll
be
in
a
position
where
we'll
be
able
to
start
to
draw
the
conclusions.
Would
you.
A
A
A
A
B
I've
already
identified
that
they
will
be
some
of
the
key
messages
and
communications
that
will
come
out
of
the
recommendations
for
this
I
think
something
does
we.
We
don't
have
additional
rain
gauge
information
or
access
to
there
are
some
providers
out
there
that
provide
enhanced
radar
rainfall
rates.
Information
to
local
authorities
I
think
one
of
the
recommendations
that
we
will
look
at
as
well
as
whether
or
not
now
is
the
time
for
we
as
a
city
to
look
to
to.
D
B
E
B
B
As
we've
said
several
times
the
the
speed
of
the
onset
of
the
rainfall,
how
much
can
use
that
to
trigger
operational
response?
We
need
to
think
about
that
very
carefully,
but
what
it
will
help.
Where
is
the
further
education
that
review
you
know
and
the
ongoing
improvements
based
on
there
are
such
computers.
C
B
B
B
So
he's
been
working
closely
with
myself
and
members
of
my
team
and
the
development
of
the
five
year
flood
plan
with
the
Environment
Agency
and
his
Benes
range
of
communication
and
dropping
sessions.
We
my
romantic
colleagues
and
is
involved
in
the
development
of
flood
resilience
about
what
you'll
be
held
on
Saturday
29
September.
Now
his
part,
which
I
think
Ben
will
probably
mention
in
his
updates,
he's,
also
been
looking
into
a
review
of
our
flood
response
procedures
in
our
duty
highways
officers
manual.
B
So
that's
an
internal
manual
that
we
use
for
our
emergency
officers,
who
are
on
call
to
initiate
response
to
flood
risk
and
is
also
looking
at
range
of
community
emergency
plans
alongside
most
planning
colleagues
and
in
paragraph
24.
It
shows
the
plans
up
in
developments
the
plans
that
are
under
review
and
the
plans
that
are
to
be
exercised
to
to
further
improve
them,
and
then
under
paragraphs
25
and
26,
it
details
a
range
of
further
training
of
the
ready
for
anything
volunteers,
but
also
a
speed.
Training
event
is
planned
for
later
this
month.
B
A
B
A
A
A
A
B
E
E
Reiterate
we'll
talk
about
a
previous
meetings
that
we're
looking
to
use
as
well
as
our
well
as
the
planning
permission,
we
can't
use
a
permitted
developer
rights
that
we
have
on
some
locations
around
the
city
and
again,
as
as
we've
read
previously,
we
will
make
sure
that
it's
clear
all
engagement
and
that
people
have
plenty
of
opportunities
to
another
early
engagement,
all
the
way
through
the
process,
to
comment
on
what
we're
doing
and
understand.
Why
would
take
its.
E
Activities
and
again
this
is
referred
to
in
the
updates
or
individual
cells,
but
across
the
domain
for
across
the
city,
I
hope
we
get
a
steady
influx
of
people,
the
hope
asking
more
detailed
questions
and
the
particular
patient's
and
it's
a
great
opportunity
to
keep
real
quality
feedback
to
the
loss
or
want
more
basis.
So
that
is
still
well.
E
E
E
E
E
D
F
E
E
Cross
across
River
to
coming
forth
and
South
Bank
and
one
of
the
feast
of
people
who
have
had
is
that
coming
thought
doesn't
cover
the
whole
foot
self.
Let's
just
stop
and
talk,
don't
spit
it
into
himself
I'm.
Coming
for
myself
back
to
cover
the
whole
cell
over
the
Clement
thought,
we've
got
a
traditional
design
along.
They
are
working
to
build
walls
raised
walls,
connect.
F
E
C
E
E
E
A
E
So,
move
over
to
Page
scholar,
who's
bridge
witch's,
post
office,
building
down
to
the
popular
tell
that
design
is
they're
all
that
the
the
options
of
developers.
E
Progress,
we
have
had
some
issues
around
the
uncertainty
within
the
model
and
what
we're
looking
to
do
is
we
tend
to
the
increase
the
free
board,
which
is
the
element
of
uncertainty
on
the
top
of
the
defense,
so
just
increase
the
level
of
defense
slightly
a
lot.
A
lot
of
this
stretch
and
potentially
a
lot
of
business
registered
well
around
uncertainties.
So
he
covers
potential
areas
of
the
model
because,
obviously
any
any
computer
modeling
isn't.
This
isn't
precise
and
now
we're
looking
later
on
this
month
to
smith
planning
in
for
this.
E
E
C
E
E
D
E
E
E
E
E
The
chances
are
we'll
be
looking
at
property.
Flood
resilience
of
popular
Brazilians
fall
for
that
for
that
village
already
many
most
of
the
properties
if
the
Holbach
deserve
a
risk
already
have
that
of
those
measures
in
place.
But
again
it's
warned
probably
the
spring
or
the
spring
next
year,
we'll
go
out
to
talk
to
the
community
in
more
detail
and
around
any
measures
that
we
can
offer
in
addition
to
what
they
already
have
as
because.
C
E
Page
Fulford
the
ground
investigation
complete
awkward
and
given
the
number
of
properties
of
risk
from
the
river
and
before
that,
it's
ending
quite
limited
city,
if
you're
the
state's
plan
to
do
quite
a
lot
of
worms
and
on
the
road
none
of
the
locations.
So
what
we've
talked
to
you
about
now
is:
can
we
identify
on
a
project
and
just
go
onto
site,
wants
to
do
all
the
work?
Well,
then,
managers
to
several
projects
again
reduce
impact
on
community.
D
B
A
number
properties
or
opieop
as
ben
says
a
small
number
of
properties
in
the
estate.
What
we
don't
know
are
the
minute
is
you
know
how
you
know
how
feasible
that
is
to
deliver
in
it
and
the
costs
around
it
so
I'm
meeting
with
the
agency
next
week,
I
think
it
is
to
kind
of
kick-start
some
early
thoughts
and
that
and
the
consultants
would
be
looking
at
some
early
outputs
for
us
as
well.
So
I
think
a
lot
more
on
that
before.
But
we're
really
keep
a
list.
A
E
Moving
moving
on
to
the
bishop
thought
of
putting
a
solution
to
the
bishop
bishop
Shaw
issue,
we
are
still
waiting
for
smooth
formation,
but
from
Yorkshire
water.
We
hope
to
receive
so
we
had
a
meeting
three
weeks
ago
with
with
your
water
around
the
your
project
as
hold
they
committed
at
the
meeting.
Whilst
they
couldn't
provide
the
information
directly
to
us
or
we
could
do,
is
we
provided
the
location
to
them?
They
could
and
the
options
are
we
looking
at
they?
It
was
comment
on
any
impact
on
their
on
their
system
or
on
their
assets.
E
E
E
A
E
Looking
the
faucet
self
so
looking
at
basically
groves
downtown
to
the
the
Ring
Road
has
four
dimensions.
Last
time
we've
got
option
seems
logical
to
storage
area,
a
few
muscle
strength.
So
that's
looking
very
positive
environment.
The
landowners
have
agreed
initial
alignment,
storage
area,
obviously
early
days.
D
E
B
B
E
Well,
the
benefit
is
wider
than
that
as
well,
because
benefit
goes
further
down
into
York.
So,
whilst
I
remember
cells
benefit
from
the
point
of
cost
barrier,
there
were
also
benefit
from
this
cheap
storage
as
well
and
along
with
the
South
Bank,
which
talked
about
there,
you
are
because
water
levels
would
be
kept
below.
The
Foss
needs
a
order,
south
Beck,
so.
C
E
E
E
E
D
E
E
Are
speaking
to
people
about
at
the
moment,
including
our
supply
chain,
around
potential
options
or
using
boats
to
get
including
by
the
river
they're
all
coming
in
through
schools
or
around
playing
fields,
but
the
could
be
an
impact
every
the
school
potentially
they're
playing
fields
for
a
period
of
time.
Whilst
we
develop
that
downstream
Alberta
scholar
bridge
to
Linda
bridge
again,
we've
got
a
a
solution
to
that.
We
working
with
the
museums,
got
on
trust
and
English
heritage
around
that
the
main
bit
will
be
within
the
museum.
God
will
be
raising
the
embankment.
E
E
E
Kings
Dave
again,
wasn't
no
detail
work
being
done
on
that
moment,
the
initial
work
has
pointed
toward
property-
probably
popular
Brazilians,
along
that
from
what
your
funding
due
to
be
liberal
properties
at
risk.
Now
again,
this
is
one
that
would
like
to
have
a
more
close
would
like
to
work
more
closely.
This
is
your
council
on
and
all
their
other
measures
that
we
can
do
other
contributions
that
we
look
at
and
because
one
of
the
key
things
I'll
keep
to
these
businesses
open
rather
than
treating
the
dog,
wouldn't
leave
the
Brazilians
on.
E
You
know,
measures
on
so
all
their
policies.
We
can
do
maybe
a
small
or
further
out,
though,
give
them
a
yearly
annual
protection.
But
what
mister
don't
big
events,
big
events
and
fishing
we've
got-
would
be
funding
that,
because
there
are
properties
of
this
flooding,
but
it
might
be
where
there
may
be
other
funders,
potentially
that
we
can
look
at
an
inclination
to
try
and
to
get
a
solution
and.
B
B
B
C
E
E
A
E
E
D
E
That's
progressing
well,
we
have
so
it's
looking
at
the
pumping
station.
You
bet,
along
with
increasing
the
height
of
embankment
at
longer,
obviously
it's
quite
a
complicated
situation
with
peter
trickell,
SI
reservoir
and
a
lot
of
interested
parties.
So
we
have
essentially
outlined
designs
that
we
want
to
engage
with.
A
E
A
A
E
E
E
C
D
D
E
D
D
A
E
E
B
Just
in
addition
to
that,
we
had
a
meeting
just
over
a
week
ago,
at
the
hope,
with
with
representatives
from
from
the
bomb
field-of-view
roundtable
working
group
developed
to
talk
about
property
for
brazilian
TV
is
now
two
level
resilience
as
it
was
then,
and
that
you
need
to
look
further
opportunities.
Just
continue,
some
of
the
showcasing.
What
they've
predominant
in
in
cumbria
a
lot
of
Maradona.
A
C
B
A
A
A
F
Thank
you.
So
you
received
a
report.
The
second
of
July
in
resolution
two
was
to
bring
it
further.
We
pour
updating
on
personal
protective
equipment
and
the
consistency
of
that
in
highways.
So
before
you've
got
a
report
which
gives
an
update
on
the
review
and
the
decisions
that
have
been
made
made
so
far
as
as
you
know,
but
personal
protective
equipment
protects
people
when
they're
at
work
from
the
risks
they
may
face.
F
So
that
could
be
things
like
gloves:
safety,
boots,
etc
and,
as
I
say,
we've
we've
been
in
doing
a
review
of
that
and
we've
made
some
management
decisions,
and
this
is
to
update
you
on
that.
Historically,
what's
happened
as
regards
personal
protective
equipment
in
highways
has
been
that
the
PPE
has
been
used
when
it
was
specific
to
the
task,
so
they've
worn
a
hardhat
if
there
was
a
specific
risk
because
as
a
JCB
on
site
or
something
like
that-
and
that's
partly
due
to
the
wide
range
of
tasks
that
the
service
they
storica
lead
on.
F
So
they
do
quite
a
wide
range
of
tasks,
as
you
can
imagine
in
terms
of
all
the
tasks
that
requires
doing
the
highway
what's
become
apparent.
Is
that
some
commercial
contractors
contractors?
So
we
have
a
very
different
approach
on
Monday
the
minimum
level
of
PPE
for
all
tasks,
and
the
advantage
of
that
approach
is
it
sets
a
culture
and
it
makes
management
easier
in
terms
of
managing
health
and
safety.
I
think
also,
this
review
is
timely,
given
the
increasing
scale
of
the
work,
the
Highways
team,
we're
doing
with
works
on
the
Outer,
Ring,
Road,
etc.
F
F
The
next
step
is
for
us
to
work
with
both
staff
and
the
trade
unions
to
implement
that,
but
that
would
see
changes
so
that
we
do
have,
for
instance,
hard
hats
on
sight
at
all
times.
It
would
I
don't
want
to
prejudge
the
consultation,
but
our
intention
is
that
it
would
do
that.
It
would
remove
things
like
shorts
from
being
acceptable
as
work
attire,
so
it
would
it's
a
direction
of
travel,
then.
C
F
There's
two
things
there
is
no,
so
one
of
which
is
actually
do.
We
need
to
look
at
the
word
patents
to
take
them
out
of
the
hottest
part
of
the
day,
which
is
exactly
what
Gerald's
just
mentioned.
The
second
bit
for
me
is
actually
can
we
provide
them
with
the
lightest
possible
trousers
mm
if
we
say
no
shorts
to
minimize
the
discomfort
that
there
may
be?
Ultimately
it's
about
about
that.
So
the
last
line
of
defense,
we've
also
deployed
some
started
to
roll
out
some
specific
toolbox
talks,
specifically
on
things
like
it's
hot.
F
C
To
be
compliant
to
work
on
the
highway
and
they're
in,
but
it's
a
class
two
standard,
so
you
have
to
have
the
long
trousers
on
with
the
double
band
around
the
legs.
You
have
the
double
band
around
the
body
and
the
double
band
around
the
arm
so
going
to
a
standard
set
of
APA
operatives
will
be
able
to
work
on
any
speed
of
Rod.
So
if
somebody
was
called
to
cover
the
codes
of
work.
F
Well,
this
is
two
aspects,
so
one
of
which
is,
if
they
are
working
for
us
on
the
highway
is
doing
our
works.
That
way
say
this
will
be
a
minimum
standard
that
will
apply
to
anyone
who
works
with
us
on
our
sites.
So,
for
instance,
we
will
be
working
at
whether
it
be
Road
weather
primary
contacts,
but
we
do
begin
some
contacts,
development,
some
work
and
all
we
say
this
is
that
the
standard
we
expect
everyone
on
those
sites
to
fulfill.
C
F
Whenever
da
works
on
the
highway
generally,
our
street
works
team
I
mean
that
I
wouldn't
want
to
be
the
impression
they
inspect
every
site,
but
they
do
spot
checks
sites
to
check
for
safe
working
practices.
Now
their
primary
purpose
is
to
make
sure
that
the
public
is
safe,
but
if
they
see
things
that
concern-
and
they
will
talk
to
a
utility
company
or
that
contractor
about
those
on.
A
F
As
I
say,
I
mean
this
is
an
early
stage
to
this
station.
I,
don't
want
anyone
to
get
an
impression
that
they
can
go
out
tomorrow
and
expect
to
see
this
with
some
consultation
to
go
through,
but
we've
taught
as
a
management
team
already
about
how
we
make
sure
this
is
implemented
as
visibly
as
possible.
