A
Session
and
alien
Carly
to
the
council
and
executive
member
for
housing
and
safer
neighborhoods,
the
data
is
something
of
October
2016.
Are
there
any
declarations
of
interest
around
the
table?
No,
the
millions
are
I
will
sign
the
minutes.
I
guess
these
are
approved
else.
On
a
minutes.
After
the
end
of
this
meeting
of
the
decision
session
held
on
18th
of
July
2016,
there
are
no.
C
B
B
A
D
B
The
legislation
and
are
you
making
sure
that
you
comply
with
our
legislation.
We
followed
this
up
and
then
we
managed
to
get
that
down
to
9
and
then
we
then
did
their
third
piece
of
work,
we're
aware
offices.
Actually
this
is
tiered
offices
and
we
managed
to
ensure
that
all
of
them
said
that
they
were
compliant
to
legislation
it's
into.
Then.
We've
only
really
had
a
couple
of
complaints
on
the
public
and
we've
investigated
those
and
we
found
them
to
be
fully
compliant.
B
So
what
we
thought
we'd
do
a
year
on
it
actually
do
a
random
sample
and
see
how
they
harbour
letting
agents
were
they
still
complying
with
the
legislation.
We
did
a
sample
of
six
and
forward
found
to
be
fully
compliant,
but
to
actually
said,
we
actually
found
you
weren't
advertising
their
fees
at
all
in
their
offices.
So
we
started
the
process
of
using
the
actual
process
that
we
was
read
last
year,
observing
the
interim
penalty
notices
and
see
if
there's
any
representations
and
objections
and.
B
And
in
the
end,
we
actually
serve
some
fixed
penalty
notices
and
we
ensure
that
they
were
fully
compliant.
That
may
just
think
those
the
fact
that
they're,
you
know
her
number
of
other
agents
working
out
in
the
cities
and
since
writing
this
report
we've
actually
visited
the
other
47
agents
operating
in
the
city
and
including
the
sticks
that
were
in
that
initial
kind
of
development
sample.
We
actually
found
that
we
found
most.
B
Imply
it
hasn't
two-thirds,
but
we
actually
found
a
third
of
the
agents
working
in
the
city
to
be
non-compliant,
as
in
15
agents
were
actually
found
not
to
be
advertising
their
fees.
We've
started
the
process
of
actually
serving
interim
notices,
telling
them
that
they
are
not
compliant.
We've
received
so
far,
five
representations
from
the
agent
saying
why
they
feel
like
they.
Why.
B
B
A
B
North
Yorkshire,
Fire
and
Rescue
with
that
piece
of
legislation
because
it
affected
all
the
private
rented
sector
and
we
did
a
number
of
kind
of
giveaway
sessions
and
then
we
actually
managed
to
give
away
260
fire
alarms
to
be
installed
in
the
city
again.
We're
hopeful
that
that's
made
an
impact,
but
we
are
a
little
bit
concerned.
Even
the
fact.
We've
got
about
13,000
to
14,000
private
rented
homes
out
there.
They
were
already
actually
gave
away
that
amount
of
smoke
and
carbon
monoxide
detectors.
A
B
A
B
B
And
arms
legislation
there
there
is
some
concern,
I
would
say
by
the
private
rented
sector
by
love
all
agencies.
Yet
another
piece
of
legislation
affects
them
after
saying
that,
when
I
recently
been
to
a
meeting
which
had
national
representation
from
national
animal,
dissociations
they'll
actually
welcomed
this
piece
of
law,
because
it's
for
the
first
time
being
directed
at
the
worst
end
of
the
sector,
Rosen
that
the
the
whole
sector,
so
in
particular
it's
about
introducing
banning
orders
for
the
worst
levels,
agents
there's
a
lot
of
work,
though
that
has
to
go
behind
some
of
this.
B
This
legislation
and
some
of
it
will
be
introduced
next
October.
That's
the
kind
of
time
scale
would
be
given
some
of
it
make
them
in
a
little
bit
earlier
in
April
in
particular,
to
do
with
the
extension
of
the
civil
penalties.
I've
been
talking
about
that
we've
been
using
to
improve
the
letting
agents-
and
some
of
it
may
just
be
this
year
to
do
with
sharing
of
information
onto
the
tenancy
deposit
protection
scheme.
But
most
of
it
I
would
say,
is
next
year,
because
it
will
need
secondary
legislation
and
secondary
guidance.
Yeah,
okay,.
A
No,
that's
fine
thanks
very
much
truth.
Hey
I
do
accept
the
recommendation.
The
record
is
a
good
update
of
where
we
are
from
last
year
and
I
also
anticipate
next
bait.
You
know
this
set
of
new
regulations
coming
down
the
line
from
the
housing
and
planning
act
that
was
passed
earlier
this
year.
So
thank
you
to
that
report
and
I
exert
a
recommendation.
Thank
you.
The.
A
D
I've
also
brought
them
bombur's
is
housing
registrations
manager
he's
heavily
involved
in
the
original
service
with
you
in
case
she
needs
to
add
some
extra
bits
to
it.
I
mean
basically,
this
is
a
part
of
the
housing
registration
service
review
which
started
about
18
months
ago
to
look
at
and
the
systems
and
the
processes
with
that.
We
currently
use
and
identified
a
large
amount
of
waste.
B
D
A
D
That
is,
staff,
time
and
customer
and
expectations
through
the
processing
system,
and
the
original
part
of
the
review
was
to
look
at
quick,
wins
and
maybe
change
the
way
that
we
worked.
That
would
benefit
customers
and
target
the
service,
and
we
did
that
predominantly
by
not
removing
but
moving
away
from
an
online
housing
application.
People
can
still
do
that,
but
the
intention
is-
and
it's
been
working
well
now
for
about
12
months.
Yes,
yes,.
B
B
D
Actually
have
individual
conversations
with
everybody
who
is
registering
on
the
waiting
list
in
York
in
order
to
give
them
targeted
housing
advice
and
ensure
that
they
understand
and
are
aware
of,
the
supply-demand
limitations
and
how
it
works
and
from
feedback
from
that.
Customers
are
much
happier.
A
D
Be
told
up
front
what
the
situation
is
and
work
in
that
way,
we've
developed
a
couple
of
other
little
things
that
help
people
they
show
the
true
voiceover.
Well
the
void
properties
and
the
movement
of
properties
over
the
last
five
years,
so
that,
for
example,
somebody
who
wants
to
live
in
a
certain
area
of
York
in
a
particular
size
property
we
can
say,
but
we've
not
got
any
properties
in
that
area
or
we
haven't
had
any
vacancies
for
the
last
five
years.
You
need
to
think
about
other
areas
or
understand
the
implications.
D
A
A
A
D
Got
a
number
of
considerations,
stroke
negotiations
we
wish
to
talk
to
them
about
which
includes
some
things
that
are
going
along
anyway
in
the
housing
department
changes
to
the
IT
system,
which
is
a
previous
report.
That's
current
work,
ending
online
applications
so
that
people
don't
spend
and
waste
a
lot
of
time
filling
in
an
online
application
that
may
be,
but
to
do
it
through
the
personal
view,
but
without
the
application.
That
does
not
mean
that
there
won't
be
an
electronic
waiting
list
system,
but
it
means
that
customers
don't
necessarily
have
to
fill
in
a.
D
Paperwork
that
is
completely
unnecessary
and
an
IT
system,
hopefully
that
well
we'll
do
that-
allows
customers
to
view
their
application,
but
not
necessarily
to
change
information,
because
in
changing
that
information
it
causes
a
whole
heap
of
back
office
work
and
you
still
need
to
talk
to
the
customer
about
it.
So
we
propose
just
talking
to
the
customer
in
the
first
place
and
we
are
proposing
that
we
consider
moving
away
from
a
choice
based
letting
scheme,
which
is
whereby
customers
would
bid
for
properties
and
adopt
an
out
an
officer
allocation
system
based
on
customer
preference.
D
D
D
D
Changes
hands
yes,
you're
quite
right.
There
are
also
some
changes
that
we
need
to
look
at
in
the
future
of
changes
to
the
allocation
policy.
Although
that
is
a
separate
piece
of
work
and
as
it
says
in
the
report,
any
changes
to
the
allocation
policy
would
need
full
consultation
and
come
back
with
for
an
exact
member
approval.
A
B
D
C
D
D
It's
a
small
number,
but
the
other
issue
varies
that
if
we
got
them,
if
you're
having
an
individual
conversation
with
people,
then
there
will
always
be
exceptions,
and
it
might
be
that
those
are.
The
cases
are
two
exceptions,
but
that
is
a
definite,
a
different
piece
of
work
that
would
need
to
come
back.
A
A
D
It
might
we
wish
to
go
with
a
small
number
of
local
authorities,
for
example
Selby
Riedel,
but
we
haven't
had
those
detailed
conversations
and
rather
than,
for
example,
with
Craven
and
Richmond
shoe,
which
have
very
little
impact
and
cross
boundary
between
york
and
craving,
for
example,
it's
not
somewhere
that
there's
much
migration,
and
so
it's
that
it's
the
second
stage,
but
this
is
the
starting
process
of
that
second
stage.
Okay,.
A
Can
ask
a
few
questions
you're
talking
about
having
the
delegated
authority
to
come
out
of
the
sub-regional
lettings
policy?
Basically,
what
happens
if
the
allocations
of
nettings
policy,
which
is
the
subject
of
a
further
report,
suggests
that
that
initial
or
that
original
policy
was
there?
I
won.
After
all,
the.
D
Guidance
and
legislation
and
things
it
is
the
other
local
authorities
that
are
aware
of
that
and
agree
that
some
areas
need
to
change.
There
are
some
areas
that
York
would
like
to
change
that
will
need
to
be
discussed
and
considered
by
other
local
authorities,
because,
what's
oops,
York
doesn't
necessarily
suit
to
the
local
authorities.
D
D
Need
is
two
bedroom
need
for
family
housing.
We've
got
a
very
short
supply
of
family
needs,
so,
and
one
of
the
things
we
would
like
to
do
is
reduce
the
age
of
you.
Have
children
sharing
a
bedroom?
Currently,
the
policy
says
that
to
children
of
the
same
sex
can
share
a
bedroom
until
21,
so
you
could
have
two
girls.
A
D
D
D
Demand
is
two
bedroom
and
we
can
let
two
three
bedrooms
quite
often
not
Silverland,
whereas
we
can't
let
them.
We've
got
lots
and
lots
of
people
in
gold
band
who
need
a
two-bedroom,
so
there
might
be
that
we
can
have
a
policy
through
consultation,
then
have
that
flexibility,
but
we
need
to
be
able
to
have
those
discussions
and
work
out
how
we're
going
to
have
it.
That's
how
it
continues
a
sub
regional
partnership
arrangement
that
has
slightly
different
policies
for
different
places.
A
B
A
D
A
A
D
A
C
Be
bringing
something
back
to
say
today
with
us
as
a
League
member.
This
is
this
is
why
this
is
what
we
need
to
do
and
why
rights
of
Beth
benefits
the
BS
York
yes,
and
it's
not
that
we're
not
wanting
to
work
in
cooperation
with
other
local
authorities,
but
it
just
you
know
you
gave
a
really
good
example
of
it
doesn't
help
us
to
maximize
use
of
our
housing,
stock
and
I.
C
A
I
think
in
simple
terms,
I'm
giving
you
full
authority
to
go,
negotiate
I'd
like
to
know
what
the
result
of
that
negotiation
is
before
any
further
action
is
taken
so
where
you
say
to
do
to
delegate
officers
to
withdraw
from
NYX
deep
negotiations
are
not
successful.
I.
Just
like
another
step
in
there
for
you
to
bring
that
back
to
to
me,
we
can
discuss
it
and
then
I'm
sure
I'll
support
your
recommendation
at
the.
C
A
D
B
A
A
A
A
A
D
Twenty
nine
percent
of
the
applications
that
aren't
going
anywhere
think
a
lot
of
time.
That
doesn't
mean
we
wouldn't
have
the
conversations
with
people.
We
wouldn't
look
and
explore
other
things,
and
hopefully
it
would
free
up
the
opportunity
to
help
those
individuals
or
families
access
alternative
accommodation.
So
it
could
be
the
new
starter
home
type
schemes
or
home
by
or
whatever
it.
C
A
C
D
A
A
D
A
There's
one
final
point:
I
want
to
take
with
you:
take
up
with
you
Beckett
in
paragraph
seven
user
by
the
community
and
environment
Bosnia
scrutiny
committee
reviewing
the
service
and
then
you
go
on
to
say
three
or
four
lines
later
finally
constituted
the
proposed
changes
to
the
house
registration
service.
It
doesn't
say
what
the
conclusion
was
well.
