housing
and
safer
neighborhoods,
I'm
councillor,
denise,
quinkel,
the
executive
member.
So
moving
on
to
agenda
item
number
one.
I
have
no
declarations
of
interest
agenda.
Item
number
two:
the
minutes
of
the
previous
meeting,
which
took
place
on
the
15th
of
september
2020,
I'm
happy
to
agree
those
as
a
correct
record
and
those
will
be
signed
in
due
course.

I'd
like
to
recognize
the
legal
requirement
that
the
council
has
to
have
a
sound
evidence
basis
to
taking
any
action
under
the
public
space
protection
act,
which
is
what
the
petition
was
sort
of
originally
geared
towards.

on
that
basis,
I'd
like
to
support
the
recommendation.
That's
in
this
report
to
engage
with
b
paths
and
to
enable
clinic
users
to
report
their
experiences
in
a
secure
and
anonymous
way
and
to
monitor
protest
activity
to
support
future
enforcement
action.
I'd
also
like
to
support
the
proposals
in
here
to
use
cpns
in
future,
where
individuals
have
persistently
disturbed
or
distressed
local
residents
and
a
further
pspo.

protest
vigil

british
pregnancy
advisory
service
clinic
one
lock,
terrace
york
and
I
think
we
have
jane
moet-
is
going
to
present
this
paper
good.

Organizers
stated
that
40
days
for
life
was
a
peaceful,
socially
distanced
prayer
campaign,
the
they
did
drop
some
leaflets
in
residential
areas
surrounding
the
clinic,
as
a
result
of
which
the
council
has
received
a
petition
signed
by
over
two
thousand
residents
calling
for
the
city
to
look
at
a
safe
zone
around
the
clinic
to
prevent
future
protests
of
this
type
taking
place.

No
anti-social,
behavior
associated
and
due
to
the
closure
of
the
clinic,
the
impact
on
staff
and
and
potential
users
was
was
removed
by
the
fact
that
the
clinic
was
wasn't
open
for
business.
So
there
was
no
activity
there
at
all.
Having
said
that,
it
would
have
been
a
very
different
scenario.

As
councillor
musson
mentioned,
that
there
are
community
protection
notices
available
to
my
team,
which
we
can
use
very
quick
time
so
should
any
incidents
occur.
We
are
in
a
position
to
liaise
very
closely
with
the
police
to
get
that
information
as
quickly
as
possible,
and
we
can
issue
a
warning.
Verbal
in
the
first
instance
followed
by
a
written
warning
and
then
the
issuing
of
a
community
protection
notice
which
carries
with
it
the
power
of
arrest
by
the
police
and
or
a
significant
fine.

That
would
provide
us
with
an
immediate
response
should
anything
occur
and
then
long
term.
We
can
also
still
look
at
public
space
protection
order
if
we
feel
it
necessary
and
the
evidence
is
there
to
proceed
with
that.
The
recommendations
made
in
the
report
suggests
are
asking
that
we
city
of
york
council
commit
to
engaging
closely
with
the
british
pregnancy
advisory
service
to
support
their
service
delivery
in
york,
and
I
think
that's
really
important.

It's
great
that
we've
already
developed
that
relationship
and
we've
got
the
contacts
there
and
I
think
the
confidence
is
there
from
them
to
have
those
conversations
early
on
with
both
ourselves
and
and
the
police.
They've
also
got
the
local
area
commanders
contact
details
also
through
engaging
with
the
british
pregnancy
advisory
service.
They
are
able
to
offer
confidential
reporting
so
that,
if
anything
does
occur,
users
of
the
clinic
or
staff
can
use
the
british
pregnancy
advisory
service,
owned
reporting
system
to
report
anything
anonymously
again
protecting
victims
of
any
harassment
and
also
the
staff
of
the
clinic.

Also,
we
can
look
at
continuing
to
work
closely
with
the
police,
as
we
have
done
in
relation
to
anything
that
does
occur
and,
as
I've
already
mentioned,
potentially
using
community
protection
notice
as
a
fast
way
of
dealing
immediately
with
any
incidents
and
then
using
that
as
an
evidential
base
going
forward.
If
we
felt
that
further
protests
are
likely
to
take
place,
and
we
may
wish
to
pursue
a
public
space
protection
order.

don't
really,
I
think,
have
any
further
questions.
I
think
that
that
that
has
explained
the
situation
and
then
we
have
the
recommendations
in
the
paper.
I
would
just
make
a
few
comments.
A
I
I'd
really
like
to
acknowledge
the
concerns
of
the
more
than
2
000
people
who
have
signed
the
petition
and
the
the
the
points
raised
by
councillor
musson.
Obviously,
this
is
a
very
difficult
and
emotive
issue,
but
I
do
think
you
know-
and
everyone
is
of
course
entitled
to
their
own
views
on
on
the
wider
issue,
but
I
think
this
is
about
the
rights
of
people
in
need
of
legally
provided
abortion
treatment
to
access
services
without
fear
of
intimidation
or
harassment.
A
So
I
do
very
much
sympathize
with
the
call
in
the
petition
for
a
buffer
zone
around
the
clinic
to
to
prevent
protests
in
that
particular
area.
However,
as
as
you've
explained,
the
legal
tools
at
our
disposal
are
quite
challenging
to
do
this
in
a
prevent
in
a
preemptive
way
and
where
this
has
been
done.

It's
followed
a
long
period
of
time
and
the
gathering
of
a
lot
of
evidence,
and-
and
we
certainly
don't
want
to
do
anything-
to
undermine
the
current
legal
situation,
and
I
have
spoken
to
the
british
pregnancy
advisory
service
about
this.
So
I'm
glad
that
councilman
understands
that
that
is
the
situation
and
I
think
our
recommendations
will
enable
us
to
to
to
gather
evidence
and
and
very
much
welcome
the
building,
the
relationship
with
the
british
pregnancy
advisory
service.

I
think
this
is
our
best
option
going
forwards.
I
would
like
to
just
add
a
further
action
point
to
points
e
on
the
recommendations.
It's
fairly
straightforward
one.
I
I
it's
my
understanding
that
the
demonstrations
abortion
clinics
bill
is
going
to
second
reading,
actually
on
the
15th
of
january,
and
this
is
a
private
member's
bill
that
has
sponsorship
from
all
political
parties
more
or
less
and
is
calling
for
national
legislation
to
establish
buffer
zones
around
abortion
clinics
to
prevent
protests
in
that
particular
vicinity.

So
I
would
be
happy
to
write
to
the
government
in
support
of
that
bill.
So
I
think
we
could
just
minute
that
the
executive
member
to
write
the
appropriate
government
minister
in
support
of
the
demonstrations
abortion
clinics
bill,
because
that
that
will
bring
in
if
that
is
successful,
it
will
bring
in
national
legislation,
which
will
mean
we
don't
have
to
tackle
this
at
a
local
level.

is
that

the

was
that

absolutely
fine.

very

support
the
recommendations
and
approve
the
decision.

struggling
here
without
the
printed
