Report
outlines
duties
regarding
HMOs
and
proposed
amendments
to
the
existing
HMO
implementation
policy
and
changes
to
the
fee
structure.
The
new
duties
relate
to
extending
the
licensing
to
smaller
HMOs
and
there
are
two
new
conditions
which
include
having
minimum
room
size
for
bedrooms
and
the
introduction
of
new
rules
around
waste
storage.
The
enforcement
comes
in
to
force
in
October
this
year.
The
expectation
is
that
700
new
properties
will
be
identified
as
a
consequence
of
this
change
in
me,
they're
just
statutory
duties,
obviously
having
any
questions.

of
those
homes,
obviously
bill.
They
have
to
fill
in
an
application
form
in
debt,
provide
details
within
that
application
form.
If
that
application
form
demonstrates,
there
may
be
some
issues
we
need
to
investigate

those
review
properties
that
we
wore
first,
because
it,
however,
obviously.

That
was
based
on
it.
Honor
systems.
Thinking
approach
that
we
undertook
a
couple
of
years
ago
now-
and
this
is
the
fruition
based
on
various
papers
through
scrutiny
committee
ending
up
with
with
this
one.
There
was
a
wide-ranging
consultation
with
residents
of
York
and
we
other
partner
organizations
across
York
as
well
and
including
staff
and
the
filings
that
attach
to
the
paper
as
an
annex.

As
of
today,
we
have
just
shot
at
1,500
people
on
the
register,
we've
a
much
reduced
bronze
band.
Those
genuinely
are
people
who
are
adequately
housed
and
would
have
no
chance
of
receiving
an
allocation
for
property
in
York,
given
the
the
supply
of
housing
coming
nowhere
near
the
demand
for
social
housing
in
York.

we
want
to
do
is
focus
on
developing
options
for
those
people
across
the
housing
market
sector,
because
realistically
they
don't
have
a
chance
of
getting
a
council
accommodation,
as
I've
suggested,
and
some
of
the
pros
and
cons
of
leaving
the
north.
Your
own
choice,
partnership,
highlighted
in
the
report
with
there's
a
section
on
the
on
the
migration
between
areas
of
the
partnership.

biggest
area
of
migration
was
to
the
Selby
area,
but
again
the
numbers
are
relatively
small:
it's
not
added
to
it
and
there
is
provision
for
cross
migration
within
policies
for
those
people
with
who
have
a
local
connection
to
the
respective
policies
as
well.
So
it
doesn't
entirely
prevent
that
mutual
exchanges
can
be
done
nationwide
as
well,
so
that
that's
option
for
people
wanting
to
move
across
across
the
region
and
that's
customer
led
and
doesn't
incur
any
costs
to
the
council
through
Boyd
properties.

there
is
a
national
initiative
where
people
move
in
to
take
up
employment
and
that's
built
into
the
North
Yorks,
your
own
choice
policy?
There
are
mutual
exchanges
that
can
be
done.
They
happen
regularly
a
check
today
so
far
this
year
via
our
free
software
that
helps
people
find
other
people
that
want
to
swap
twenty-five
people
within
the
arc
area
have
found
swaps
and
that
obviously
doesn't
include
the
people
who've
just
done
it
themselves
with
a
card
in
a
shop
window
or
through
talking
to
other
people
or
social
media
as
well.

thing
that

might
be
helping
to
highlight
that
in
the
report,
post
changes
to
the
policy
will
not
come
into
force
until
the
replacement
of
the
new
IT
system,
new
IT
system,
which
is
expected
to

something
in

region

two
years.

before
that
comes
into
place.
The
reason
to
making
these
changes
now
is
that
that
will
help
inform
the
procurement
exercise
of
the
new
IT.

that
we
are
more
than
aware
of
the
forces
government
covenant
and
we
are
mindful
of
that.

we're
developing
policies
and
them
I
think
you
will
see
that
there
is
clearly
set
out
emphasis
on
making
sure
that
we
honor
the
forces
government
within
within
the
policy
it's
built
on,
that
that
was
set
out
in
the
North
Yorks
long
shot,
but
choice
policy
and
we've
incorporated
into
this
the
the
requests
or
recommendations
that
have
come
via
the
British
Legion
I.
Think.
For
the
most
part
we
can
cover
them
within
the
suggested
policy.

would
point
out
that,
with
regard
to
reserve
forces
that
is
included
in
the
definition
of
armed
forces,
but
with
the
covering
caveats
around
illness,
injury
and
disability
and
really
any
extension
to
cover
all
reservists
and
divorced
and
separated
service,
spouses
would
need
further
consideration
and
some
analysis
really
before
we
could.
Just
put
that
into
the
policy
given
that
that
widens
the
net
quite
considerably.

mindful
of
the
2012
DS

GLC
guidance
and
an
obviously
when
we're
assessing
housing
need.
We
were
we
do
that
holistically.
So
we
look
at
all
all
needs
that
would
include
the
our
commitments
under
the
come
today
and
forces
covenant
as
well.

be
covered
from

staff

there
will
be
specific
questions
when
we
develop
the
application
form,
which
will
no
doubt
be
online,
but
there
will
be
assistance
for
people
who
are
unable
to
do
it
online
as
well,

obviously,
at
that
point,
we'll
pick
up
on
any
Armed
Forces
connection,
whether
it
be
regular
or
Reserve
and
apply
the
policy
accordingly
and
be
very
mindful
of
that
and
make
sure
that
it's
actually
carried
out
in
practice
as
well.
So
hopefully
that
addresses
certainly
most
of
the
requests
within
the
the
Legion
Royal
British
Legion.

Hopefully,
what
wants
residents
see
the
the
policy
as
it
is?
They
will
see
that
it,
it
captures
the
best
elements
of
the
North
Yorkshire
Hong
job
choice
policy
and
eliminates
some
of
the
waste
from
from
that
policy.
Certainly,
the
overall
decision
was
taken
on
a
number
of
basis,
we're
mindful
of
the
consultation
and
the
the
attitudes
towards
remaining
or
staying,
and
certainly
the
the
ability
to
be
masters
of
our
own
destiny
in
that
respect
was
one
of
the
major
ones.

is
not
good
enough,
so
I
was
able
to
do
that,
whereas
the
North
Yorkshire
on
choice
partnership
indicated
that
there
weren't
mindful
to
incorporate
those
changes
into
the
North
Yorkshire
home
choice
policy.
Now
it's
just
one
example
of
a
number
that
that
city
of
your
council
wanted
to
introduce
to
me
it's
wider
commitments
to
the
residents
of
York
and
we
weren't
able
to
do
that.
So
on
balance,
there
is
a
you're
being
a
major
partner.
We
chair
the
meetings.
We
we
manage
the
north,
your
choice
coordinator,
that
takes
of
staff,
time
and
resources.

play
a
major
part
in
in
having
oversight
of
the
whole
North
Yorkshire
Homechoice
partnership,
to
make
sure
that
partners
are
applying
the
policy
consistently
across
the
service
as
well.
That
takes
up
quite
a
lot
of
time:
resources
across
the
the
sub-region
and
we'd
like
to
focus
those
resources
on
serving
the
people
of
York
more
effectively.
I
think.

It's
fair
to
say
that,
obviously
the
majority
did
say
they'd
like
to
stay
within
the
north
of
your
home
choice,
but
the
margin.
The
margin
is
certainly
8%
and
I.
Think
the
consultation
in
terms
of
being
able
to
tease
out
people's
through
previews
if
they
knew
the
detail
around
the
the
fact
that
the
IT
system
is
very
ineffective
and
the
disparities
that
it
exists
across
the
region.

think
maybe
the
the
element
that
anecdotally
I
find
appealed.
Most
people
was
the
choice
based
lettings
element
and
we've
decided
to
retain
that.
We
could
have
gone
the
hallway
down
the
directly
route,
and
so
we
just
allocated
the
next
property
thinner
to
the
next
person
and,
with
you
know,
be
some
sort
of
simple
every
choice
based
on
on
large
areas
of
the
city.

haven't
done
that
we
wanted
to
retain
the
choice
element
of
it,
while
tightening
up
on
the
sanctions
around
people
sitting
on
the
list
and
not
bidding
when
they're
there
in
priority
need
or
turning
down
offer
after
offer
within
within
within
the
bidding
process
as
well,
so
hopefully
trying
to
make
sure
that
the
limited
resource
we
have
within
the
housing
stock
goes
to.
People
goes
to
people
quickly
and
efficiently,
but
it's
based
on
that
their
choices
wherever
possible.

submission
around

good
tenant
choice
again,
you
know
it
comes
back
to
balancing
the
needs
of
individuals
and
desires
across
a
very
limited
stock
that
we
have
and
meeting
our
wider
commitments

the

of
people
have
moved
via
mutual
exchanges.

does
happen.

on
a
regular
basis.

mutual
exchange,
people
can
do
that
immediately.

to
wade
through
years
to
qualify
for
that,
which
is
which
was
the
case
with
good
tenants
and
repeated
visits
from
officers

they're
keeping
up
with
that
good
Tennessee,
so
property
inspections
etc
and
check
in
rent
accounts,
which
happens
on
a
routine
basis
anywhere,
but
it
doesn't
carry
extra
costs
and
they
we
do
again.

can
confirm.

So
is
it
consequences
the
the
change
in
our
approach
in
the
more
transparent
way
in
which
we
tap
deal
with
our
customers
by
talking
to
them
before
us
and
fill
in
the
form?
That
does
mean
that
we've
had
that
honest
conversation
with
them
about
what
likelihood
of
getting
in
a
house
is
and
then
allowed
them
to
make
their
decision
as
to
whether
they
still
want
to
go
on
wait
waiting
this
knowing
that
the
bronze
band,
they
are
unlikely
to
receive
a
property.
Obviously,
the
new
policy
is
not
doing
away
with
bronze
ban.
