Our
first
item
for
today
is
declarations
of
interest.
I
don't
don't
believe
to
have

personal,
prejudicial

disclosable
pecuniary
interests,
so
move
on
to

two,
which
is
to
approve
and
sign
the
minutes
of
the
decision
session
held
on
the
28th
of
august
2020.,
I'm
very
happy
to
to
approve
and
virtually
sign
the
minutes
of
the
decision
session
in
august
and
this
at
the
next
available
opportunity.

autumn

the

this
afternoon
to
present
to
you
a
proposed
tourism
and
marketing
strategy
for
the
autumn.
Obviously,
this
morning's
decision
session
of
the
council
of
walla
in
respect
to
the
economic
portfolio,
we
highlighted
the
risks
to
the
economy
in
york
that
have
been
posed
by
the
kobe
pandemic
and
the
challenges
that
that
poses
to
our
hospitality
and
tourism
sector.

However,
in
the
light
of
the
last
24-hour
changes
to
government
alert
levels
and
advice,
what
we
propose
to
do
is
amend
the
recommendation,
one
if
I
may,
to
effectively
reflect
the
decision
that
was
taken
by
executive
on
the
25th
of
june
this
year,
in
which,
when
the
government
alert
levels
changes
the
council's
activity
changes
as
well.
So
we
just
do
it
to
make
sure
that
that
happens.
What
we
would
propose
is
that
recommendation
one
that
we
had
that
endorse
it.

would
add
and
say
you
endorse
the
proposed
approach
to
supporting
the
city's
tourism
economy,
to
ensure
that
the
strategy
implementation
follows
the
executive's
agreed
approach
to
the
government
alert
levels
and
that
allows
this
strategy
to
respond
to
the
alert
level
change
that
was
made
yesterday
and
any
subsequent
change
that
happens
throughout
the
autumn
right.

to

the
report.

background

We've
developed
this
program
very
much
together
and
she'll
pick
up
on
some
pieces
and

So
we've
come
today
to
ask
you
to
approve
the
approach
to
delivering
the
autumn
schedule,
as
well
as
to
outline
some
of
that
event.
Program
itself.

also
like
to
give
you
some
background
as
to
the
marketing
activity
that's
taking
place
so
far
on
the
23rd
of
july,
when
the
recovery
and
renewal
strategy
was
approved,
you
also
approved
annex
for
the
tourism
marketing
strategy
as
part
of
the
executive
meeting,
then
that
set
out
our
ambition
to
attract
repeat
visitors
into
the
city,
starting
first
with
residents
and
neighbours
and
moving
across
the
region
and
nationally,
as
we
moved
through
the
course
of
the
year.

Obviously
not
at
that
point
aware
that
we
were
going
to
be
in
government
level
four,
so
quickly.
We've
developed
the
plan
in
consultation
with
a
number
of
partners.
We
have
the
bid
here
today
to
talk
on
behalf
of
the
sector
and
we
had
a
commitment
at
the
time
for
the
food
festival
that
is
taking
place.

This
weekend,
we've
already
undertaken
several
different
marketing
activities,
which
helen
will
walk
you
through
to
talk
about
some
of
the
events
and
some
of
the
activities
that
have
taken
place
in
the
august
and
beginning
of
september
period
and
I'll
hand
over
to
helen
now
to
pick
up
on
the
detail,
thanks
helen.

Thanks
very

so
we
we
created
a
feel
at
home
in
york
hub
on
the
visit
york
website
and
that
was
to
complement
the
what's
open
in
york
page
and
it
also
had
very
clear
safety
messaging
around
what
was
open
in
the
city.
What
was
safe
to
do
and
to
talk
about
social
distancing
and
to
share
information
from
the
council's.

Let's
be
york
campaign
as
well,
and
pleased
to
say
that
the
what's
opening
your
page
has
had
over
28
000
page
views
since
it
went,
live
and
footfall
was
around
70
to
75
percent
this
time
last
year,
then
we
followed
this
by
launching
a
key
worker
celebration
in
the
first
week
of
august,
which
coincided
with
yorkshire
day
on
the
1st
of
august
itself,
and
this
was
really
to
thank
the
city's
key
workers
and
35
businesses
came
together
to
provide
unique
offers
for
key
workers
and
with
three
different
attractions
providing
unique
experiences.

As
part
of
this,
the
hashtag
we
ran
throughout
the
key
worker
celebration
reached
165
000
people
and
the
dedicated
web
page
that
we'd
set
up
for
this
had
7
000
views
and
on
launch
day
we
saw
that
football
was
up
by
13.9
of
the
previous
week,
so
reflecting
a
kind
of
safe,
gradual
increase,
which
is
what
we
would
hope
for,
and
we
then
followed
that
by
launching
a
new
film
to
promote
best
of
york,
which
shares
information
about
well-known
attractions,
also
lesser-known
parts
of
the
study
and
so
really
tries
to
show
the
best
of
everything
that
york
has
to
offer.

Many
york
visit
businesses
and
york
residents
also
commenting
on
this
positively
and
feeling
a
real
sense
of
pride
in
the
film
and
what
it's
sharing
about
the
city
as
well,
and
so
those
are
some
of
the
key
activities
that
we've
done
so
far
around
marketing
and
advertising,
and
we've
also
currently
got
an
advertising
campaign
with
classic
fm
north
and
we've
been
publishing
information
with
york,
mumbler
little
vikings
and
we're
looking
at
other
digital
marketing
activity
to
take
us
through
the
rest
of
the
period
and
talking
with
journalists
about
future
media
trips,
and
we
also
this
week
launched
a
what's
on
guide
with
york
mix,
which
provides
information
on
cultural
and
event
activities
to
our
resident
audience.

that
summarizes
the
current
activity
that
we've
done.

a
bit
about
the
future
events
that
we're
planning
on
claire.

for
the
events
program,
for
what
we're
planning
we've
we've
got
the
taste
of
york
and
is
our
current
theme
that
we're
running
at

moment

we've
got
the
york
food
festival
weekend

25th
to
27th
of
september
as
part
of
our
future
activity.

bid
are
very
kindly
putting
on
york
restaurant
week
from
the
12th
to
18th
of
october,
and
these
form
the
main
activities
for
our
taste
of
york
theme.
Then
we're
moving
later
in
the
autumn
onto
a
light
and
dark
theme
for
the
city,
and
this
is
about
exploring
our
heritage
lighting
up
the
shadows
and
really
looking
back
on
the
year.
That's
been
so
far
so
for
this
light
and
dark
theme
we're
currently
looking
into
what
light
installations
are
feasible.

Looking
at
trails
for
how
we
can
move
people
around
the
city
and
so
safely
encourage
people
to
come
in
to
york
and
then
kind
of
reduce,
dwell
time
and
keep
them
moving
through
the
city.
So
they
can
see
the
different
visual
spectacles
we
have
on
to
support
the
evening
economy
as
part
of
a
complete
marketing
offer.

As
part
of
the
light
and
dark
activity,
we've
also
been
speaking
within
new
york
and
they're
doing
a
magical
and
medieval
trail,
which
would
be
over
the
half
term
weekend,
where
they're
proposing
to
work
with
a
broad
range
of
local
businesses
to
really
support
the
local
economy
and
the
local
offer,
and
this
will
have
halloween
elements
and
be
going
on
in
different
parts
of
the
city
again
to
encourage
residents
and
others
to
visit
areas.
They
might
not
necessarily
and
to
really
raise
awareness
of
and
champion
local
businesses.

So
those
are
the
main
things
that
we're
proposing
for
the
light
and
dark
offer,
and
we
do
also
have
some
money
in
the
events
budget
to
do
a
specific
christmas
initiative
as
well.
So
at
the
moment,
we're
looking
at
what
trails
would
be
possible
to
complement
any
broader
christmas
offer
that
we
go
forward
with.

had

great
deal
of
success
to
date
from
our
approach
in
the
city
centre
and
we've
seen
new
york,
the
footfall
on
york
city
centre
streets
bouncing
back
up
to
somewhere,
like
80
to
90
percent
of
the
average
for
this
time
of
year,
with
some
fairly
buoyant,
spend
levels
across
the
city
and
the
support
for
our
retail,
visitor
and
hospitality
sectors
is
a
fundamental
plank
of
our
economic
recovery
plan
which
neil
referred
to
earlier
and
that
set
out
how
we
need
to
be
responsive
to
those
changing
government
alert
levels
and
maintain
that
clear
balance
between
staying,
safe
and
continuing
to
support
our
economy.

So
the
program
that
claire
and
helen
have
set
out
there
sets
out
proposals
for
a
series
of
events
to
safely
welcome
those
who
are
minded
to
visit
york
and
support
city
center
retailers,
hospitality
and
visitor
attractions.
But
we
do
need
to
be
able
to
continue
to
respond
when
necessary
to
the
changing
government
advice
and
alert
levels
to
continue
to
achieve
that.
Careful
balance.

we

always
alert
to
to
the
fact
that
the
alerts
might
change
and
we
might
be
facing
different
guidance,

guess
with
the
report
and
I'm
very
happy
with
the
the
wording

suggested
at
the

vast

thrust

paper
still
stands.

obviously

the

businesses

perhaps

bid

thousand
businesses

we
represent
about

percent
of
those
hospitality
in
retail.
So
so
yes,
it's

we're
talking
about
today,
in
terms
of
you,
know,
support
for
them
going
forward
and
I
think,
just
reflecting
on
the
past
few
months.
I
would
well
like
to
kind
of
congratulate
the
partnerships
that
we
have
in
the
city
in
terms
of
what
we've
done
together,
because
I
mean
I
chair
a
a
a
group
of
northern
bids,
including
the
big
cities
across
the
north
manchester
league
sunderland,
newcastle
et
cetera,
I
think,
as
a
city
we've
done
very
well.

If
I
compare
to
some
of
my
colleagues-
and
you
know,
in
terms
of
you
know
how
we've
worked
together
as
a
partnership,
you
know
we've
had
lots
of
regular
meetings,
which
I
think
have
has
definitely
helped,
but
I
think
the
way
that
we've
co-funded
projects
very
quickly,
so
I
mean
obviously
the
one
that
we're
involved
in
with
the
council
helping
was
was
the
college
green
project
to
create
open
space
for
businesses
there,
which
has
gone
down
very
well
with
public
and
businesses
alike?

So
I
think
another
good
sign,
and
I
think
you
know
if
you
yes,
if
you
put
all
those
things
together
with
a
variety
other
things
that
being
done,
you
know,
for
example,
the
cafe
licenses
have
been
granted
again
good
partnership
working
between
the
bid
and
cyc
there.
Yes,
we
certainly
feedback
we're
getting
from
businesses.
Is
that
whilst
yes,
your
footfall,
isn't
it
is
down,
go
back
to
what
tracy
was
saying,
the
fact
that
it's
yeah,
maybe
around
about
20,
more
more
recent
figures
compared
to
normal?

You
compare
that
to
a
lot
of
other
cities,
that's
35,
40
percent
in
other
parts
of
the
country,
so
I
think
we
should
be
very
pleased
with
what
we've
done
to
attract
people
in
both
visitors
and
locals,
and
I
think
a
lot
of
that
has
also
been
down
to
the
fact
that
we've
got
the
messaging
right.
You
know
people
have
found
york
to
be
safe.
As
you
know,
we
have
street
ranges
around.

We've
had
very
few
reports
of
any
issues
on
the
streets,
because
obviously,
there's
worries
about
when
hospitality
opened
up
about
where
we're
going
to
see
binge
drinking,
whether
hindu
is
going
to
come
back,
etc.

You
know
none
of
that's
happened
and
the
atmosphere
in
town
I
think
has
has
been
very
good
and
I
think,
that's
again
a
credit
to
the
partnerships,
but
also
you
know.
We
must
thank
the
visitors.
Who've
come
into
the
city,
so
obviously
I'm
reflecting
a
little
bit
on
what's
happened,
but
the
reason
why
I
think
that's.

Useful
for
context
is
we
mustn't,
take
our
foot
off
the
gas
because
obviously
york
traditionally
caters
to
a
visitor
market.
We've
had
a
good
summer.
Obviously
there
was
a
bit
of
pent
up
demand
for
you
know
people
to
come,
but
we
know
that
now
that
we
move
into
the
winter
months,
you
know
even
in
normal
times,
you
know
that
the
patterns
change-
and
you
know
the
nights-
draw
in
it's
more
difficult
to
encourage
people
to
come
in
when
the
weather's
not
great,
and
obviously
there
will
be
fears
over.

the
health
situation,
and
you
know
I've
said
for
a
while
that
you
know
I
think
the
anxieties
around
when
normal
coughs
and
colds
are
going
around.
That
is
going
to
add
to
that
anxiety
alongside
covert.
So
I
suppose
what
I'm
saying
is
in
a
nutshell.
Yes,
this
this
leisure
and
tourism
strategy
is
very
welcome
to
to
continue
to
try
and
you
know,
support
you
know
the
retail
and
hospitality
which
you
know
with
today's
news.

That
changes
things
again
and
I'm
very
aware
that
it's
going
to
be
a
very
difficult
balance
to
get.
You
know
the
messaging
right
on
health
versus
you
know,
come
visit,
our
city
and
you
know,
there's
going
to
be
lots
and
twists
and
turns
on
that,
but
I
think
the
fact
that
we
hopefully
will
have
a
budget
to
to
try
and
do
the
right
things
in
the
coming
months,
because
I
think
you
know
if
we
can
make
the
most
of
you
know
the
food
and
drink
offer
which
is
coming
up.

Then,
hopefully
you
know
light
and
dark
bring
some
light
into
the
city.
If
that
can
bring
us
through
to
christmas
and
then
if
we
can
have
some
type
of
christmas
offer,
I
think
you
know,
hopefully
that
will
keep
that
momentum

people
coming

the
city
and
you

really
help
the
retailers
and
hospitality
to
get
through
to
the
back
end
of
this
year
going
into
next
year.

I
think,
there'll
be
pretty
dark
months
to
come
in

january
to

think
I
agree

pretty

lag

think
york
has
felt
as
well
as
feeling
very
safe
has
certainly
felt
very
busy.

struck
the
other
day
by
just
how
many
people
were
about,
and
you
get
you
know
again,
everybody
behaving
very
well
and
responsibly,
etc.
I've
talked
to
somebody
today
who
mentioned
that
one
of
the
sort
of
significant
restaurants
in
the
city
had
said
yesterday
that
their
their
takings
were
down.
I
think
eight
percent
on
this
time
last
year.

Now,
that's
pretty
incredible.
I
think,
given
the
circumstances
and
a
that,
a
lot
is
being
done
right
and
I
think
you
know.
Fundamentally,
we
go
back
to
the
sort
of
starting
point.
You
know
the
offer
in
york
and
york
as
a
city
is
genuinely
extraordinary.

It
is
a
fantastic
place
to
to
visit
and,
as
daryl
said
and
andrew
said,
there
is
no
doubt
that
the
key
players
have
done
a
fantastic
job.
In
coming
together
and
getting
a
single
message
out
and
pulling
together
a
a
in
a
sense,
a
rescue,
stroke,
recovery
package
as
quickly
as
possible,
so
I
mean
I
think
it
is
a
very
positive
we're
in
a
very
positive
place
relatively.

looks

positive
and
we
just
need
to
make
sure
that,
as
we
move
through
the
the
coming
three
to
six
months,
we
we
continue
to

says,
keep
our
foot
on
the
gas
but

retain

agility

circumstances

sure

we're
able
to

balance

between
safety

economic

a

terms

isn't
sort

paper

something
that's
been
in
development,
pretty
much
since,
since
we
have
that
first
announcement
and
knowing
that
as
a
city,
we
needed
to
come
together
and
be
prepared
and
support,
support
the
industry-
and
I
think
you
know,
ironically,
especially
with
with
the
amount
of
effort
and
resource-
that's
gone
into
really
thinking
about
whether
it's
city
spaces
that
to
be
created
or
or
events
or
themes,
to
actually
see
the
city
through
a
different
lens.

I
think
sort
of
ironically,
there's
never
been
a
better
year
to
visit
york
or
to
wander
around
york.
It
is
a
shame,
obviously
occasionally
after
done
a
face
mask,
but
actually
you
know,
there's
a
wide
mix
of
events
and
things
to
see
is
really
quite
incredible.

Given
given
the
harsh
circumstances-
and
I
think
I
guess
whatever
happens
in
the
next
few
months
and
obviously
we'll
continue
to
be
alert
to
changing
guidance,
this
plan
and
the
resource
behind
it
can
continue
to
shape
and
evolve
and
and
be
there
to
support
to
support
the
sector
in
any
way
in
any
way
possible.

finally,
I
think,
obviously,
this
plan
is
full
of
great
initiatives,
some
of
which
have
sprung
up
over
the
matter
of
the
last
few
weeks
in
terms
of
people
coming
forward.

With
ideas
of
you
know,
thinking
you
know,
hang
on
low
thoughtful
might
be
an
opportunity
to
do
something
differently
here,
but
also
some
things
that
I
know
have
been
on
the
back
burner
for
for
years
really
and
I'd
have
to
say
looking
through
the
what's
on,
guide
hosted
by
york
mix
is
absolutely
fantastic
and
I
think,
when
I
was
first
came
into
this
portfolio
yeah.

That's
gone
into
into
this
plan,
and
then,
finally,
I
know
on
the
on
the
brochure
that's
been
produced
to
to
explain
this
plan
to
the
sector
on
the
very
very
last
page,
there's
a
sort
of
any
ideas
come
forward
a
bit,
and
I
think
what
we've
seen,
especially
over
the
last
few
months
and
and
just
before
the
summer,
is
that,
whether
it's
college,
green
or
or
any
of
the
other
themes
or
trails,
you
know
it's
not
just
actually
someone
at
the
council
with
a
bryce
idea.

It's
it's
almost
always
they
have
a
business
on
the
ground
or
a
resident
walking
through
the
streets
or
someone
who's
come
to
visit
with
who
thinks
we
could
have
done
something
differently,
and
I
think
I'd
just
like
to
to
really
ask
anyone,
especially
whether
you're
watching
the
webcast
or
you
know,
or
reading
the
plan
at
your
leisure
when
it
when
it
goes
through
through
your
door.

yeah.

any
ideas,

you
think
that
there

something
during
winter

during
the
spring,
that
actually
you

we

do

could
support
then
really
just

recommendations
so
recommendation

is
to
endorse
the
proposed
approach
and
supporting
the
city's
tourism
economy,

wording
that
neil
added
at
the
start
of
the
meeting,
which
I'm
I'm
happy
to
approve
recommendation
to
approving
the
outline
event
and
experience
program
and
recommendation
three
to
approve
the
use
of
the
remaining
thirty
four
thousand
pound
budget
from
the
lead
city
region,
business
rate
pilot
and
which
I'm
happy
to
do
so.

With
that,
I'm
happy
to
move
all
three
recommendations
with
the
amendment
and
I
hope
I
hope
that
satisfies
our
democratic
services
requirements
and-
and
that
is
the
final-
is
one
and
only
item
of
business
on
today's
agenda.
So
I'd
like
to

claire,
tracy,
neil

our
array
of
of
people
