A
B
Requirements
like
schools
and
Fe
colleges
were
unexpected
into
the
content.
Special
framework
and
governor's
is
a
key
area
that
many
local
authorities
often
struggle
with
sufficient
in
satisfactory
arrangement.
So
this
is
all
part
about
just
to
remind
the
executive
member
that
the
final
phase
of
the
1617
port
went
to
scrutiny
committee
and
outside
Norfolk
just
last
week,
and
this
does
leave
the
stock
to
the
next
level.
B
There's
not
too
many
things
that
I
want
to
highlight
short
of
a
couple
of
things
in
plan
around
increasing
in
funding,
which
are
to
get
opportunity
to
explain
a
little
bit
later
and
then
perhaps
seven
things
around
context
that
were
robbed
brain
supports
won't
stand
still,
that
the
climate
for
fe
60
to
90
and
90
plus
provision
is
continually
changing.
I
think
it
would
be
fair
to
say
it's
not
a
stable
policy.
B
But
also
think
it's
worth
saying
that
any
external
core
funding
that
we've
attracted
and
why
we
have
grounds
for,
and
the
skills
funding
agency,
19
educational
skills,
both
an
agency
of
probably
not
really
increased
in
any
real
terms
for
five
or
six
years.
So
they
are
effectively
cash,
limited
grass.
Any
programs
that
we
do
to
maximize
those
funding
in
quite
difficult
for
the
circumstances.
C
B
That's
the
main
body
of
the
report,
then.
Obviously
the
performance
targets
in
the
report
are
fairly
on
time
in
this
stage,
and
some
of
them
are
subject
to
will
be
subjected
to
change
depending
on
our
item
before
the
16th
certainty
was
still
waiting
on
some
final
exam
results
and
some
final
numbers
coming
through.
Obviously
what
what
this
will
do
is
this
will
then
form
the
basis
of
a
more
detailed
score.
A
B
B
Quite
successfully
in
increasing
our
numbers
and
I
have
to
say
very
surprised
me
to
me.
A
number
of
people
are
willing
to
take
out
quite
substantial
internal
and
3
level
for
our
our
counseling
program
at
level.
4,
which
is
a
full
route
to
counseling
practitioner,
is
four
and
a
half
thousand
pounds.
That's.
A
B
A
B
I
mean
the
the
downturn
is
a
percentage
downturn.
We
suffer
from
the
fact
that
we
don't
have
a
huge
number
of
apprenticeship,
so
I
think
in
terms
of
people
last
about
72
foods.
Obviously
in
percentage
terms,
and
that's
the
way
to
get
your
done,
pepto
some
actual
numbers
will
get.
Your
percentage
is
every
single
time,
a
person
that
doesn't
achieve
it
right.
A
A
B
Very
few,
so
that's
the
first
thing
we
are.
We
do
suffer
from
low
numbers,
but
we
also
operate
in
two
sectors
that
are
reasonably
follow,
targeted
to
staff
turnover
or
and
in
terms
of
staff
ulcers.
So
a
lot
more
apprenticeships,
not
so
much
for
young
people,
but
adult
friendships
are
in
child
care,
settings
early
lives
and
child
care
settings
where
there
is
a
significant
turnover
of
staff
and
in
health
or
social
care,
where
there
is
neither
greater
signal,
good
turnover
of
staff
and
often
when
staff
leave
the
post
that
they
often
then
good.
B
C
B
Is
the
fact
that
apprenticeships
are
very
portable
when
you
move
between
reminders?
So
that's
the
reason.
We're
getting
significant
are
seeing
significant
downturn
and
we
are
put
things
in
place
not
time
to
put
these
in
quest,
make
a
more
robust
beliefs
to
the
poor
and
the
third
aspect.
So
there's
a
there's.
A
B
B
Looking
at
my
level,
3
job
chief
without
achieving
a
qualification
in
English
of
maths
and
then
I
can
say,
actually
got
bothered
with
the
English
maths
right.
I
could
still
get
the
qualification
I,
don't
get
the
apprenticeship
where
they
tear
the
qualification.
It
needs
absolutely
qualification
of
people.
So.
B
B
Started
with
North,
primarily
starting
on
risk
assessment
basis,
because
we
all
have
single
points
of
failure,
particularly
in
our
management
information
service,
we
often
have
an
individual
is
responsible
for
off
learning
returns
for
all
our
management.
Information
X
is
quite
complex
because
we
are
fasting,
your
single
points
of
failure,
so
we
started
some
a
calamity.
B
A
A
Over
the
years
with
money,
I
can
remember
when
some
of
the
outcry,
when
we
had
to
reduce
the
council
funding
and
but
we
seem
to
have
come
full
circle,
as
we
so
often
do,
and
now
having
a
good
result,
and
particularly
I'm
particularly
pleased
to
see
that
the
job
fairs
that
we
we
deliver.
Her
are
so
popular
and
well
attended,
which
presumably
means
they.
Actually
people
get
jobs
through
them.
B
C
In
february/march
making
my
work
with
reversely
intense
Explorer,
she
once
was
a
huge
interest.
Company
chapter
and
group
chose
to
explore
the
challenge
and
that's
I,
see
22
days
chose
subject
to
decision
needs
to
curl
special
executive
who
would
approve
release.
The
organisation
saw
many
people
photo
slightly
different
patients
to
the
point
accident
to
release
your,
whereas
the
students
before
they
reach
the
point
in
question,
easily
response
in
the.
C
C
C
A
A
I
suppose
the
only
thing
I
want
to
check
is
obviously
talk
on
the
low
field,
school
development
of
allotments
being
developed
there
I
know
no
decision
could
be
made
now
because
we
don't
know
quite
what's
happening
and
when,
but
if,
if
and
when
that
happens,
would
that
group
be
able
to
with
those
records
be
able
to
become
part
of
the
of
this
organization?
If
both
sides
wanted
it.
C
A
I
mean
it
might
be
that
the
Morlocks
are
developed
in
forthcoming
years
or
their
notes.
It's
quite
a
slow
present
haven't
very
often
and
quite
a
slow
process.
When
it
does
so
yeah
I
mean
it
might
be
that
that
happens
them.
They
want
to
be
self-managed,
but
it
might
be
that
they
would
want
the
supportive
with
another
organization,
sir
right,
okay,
but
I,
don't
think
you
have
any
other
questions.
So
what
I
would
say
is
that
under
pages
paragraph
26
D
the
memoranda
understanding,
rather
than
that?
A
A
So
if
the
report
could
come
back
to
the
executive
member
after
18
months
after
the
after
first
AGM
and
then
perhaps
biannually
after
that,
and
then
if
there
are
any
problems,
because
it
doesn't
need
as
much
it
doesn't
need
to
go
to
scrutiny
because
it's
not
a
service
level
agreement,
we're
not
actually
giving
them
any
money.
But
I
do
think
it's
one
of
those
things
that
were
very
interest
cuz
it.
The
land,
will
still
be
owned
by
the
council.
C
A
Think
the
very
fact
that
have
been
so
few
no
objections
and
so
few
comments
shows
that
in
general,
I
think
I,
don't
think
it's
because
you
haven't
consulted
people
I,
think
you've
consulted
people
and
they've
been
quite
content,
so
I've
no
problem
with
that
extra
bit
about
the
reporting
I'm
happy
to
approve
the
recommendation
for
the
rustic
now
seven
years.
No,
that's
the
other
bit.
Isn't
it
to
option
a
to
agree
to
the
future
management
of
your
allotments
being
provided
by
the
your
current
CIO?
