intolerable

been
made.

were
letters
that,
on
the
occasions
before
there's
going
to
be
a
live
music
event,
but
clearly
the
attempts
to
to
communicate
with
the
neighbors
have
not
been
great
enough.

think
that
needs
to
be
developed
further.

understand
the
nature
of
gated
communities,
so
sometimes
it's
hard
to
get
in
there
to
deliver
letters,
but
nevertheless
it's
paramount
that
the
concerns
of
neighbors
are
considered
and
that
the
communication
is
a
lot
better.

examples,
for
example,
are
our
teenagers
families
with
their
teenagers,
who
are
trying
to
study
who
have
been
disturbed.
Their
sleep
patterns
have
been
disturbed,
others,
elderly
residents,
in
some
cases
who
just
find
it

difficult
to
cope

residents
have
expressed

frustration
at
the
lack
of
consultation
in
communication

times
from
a
spark.

residents
have
said
that
when
they
contact
spark,
their
interactions
are
positive.

complained
that
very
often
they
aren't
informed
events
before
they
happen.
This

and

contacts

these,

be

residents
prior
to
the

ended

June
2020
because
of
severe
noise
issues.

containers
with

tent
canopy

hardly
suitable
as
a
venue
for
events
with
music,
whether
performed
live,
are
piped.

council
itself
recommends
that
licensed
premises
should
consider
measures
to
address
disturbance
and
nuisance,
which
include
closing
windows
and
tours
the
installation
of
soundproofing,
etc,
etc.
To
keep
the
noise
in
well,
there
is
no
soundproofing
and
there
are
no
doors
or
windows
at
spark
which
could
be
shot.
However,
when
I
close

windows
and
tours
to
keep
out

noise
from
spark,

effect,

when

live

concerned

spark
was
beginning
to
happen
in

shipping
containers

put
down
and

from
the
start,

made
myself
known
and
spoke
to

still

only
ever
been

have

complete
disregard
for
noise
restrictions,
making
the
council
look
weak
and
ineffective.

back
at
my
March
2017
planning
objections,
it
explained
how
spark
could
impact
my
residential
amenity.
It
referred
to
the
inadequacies
of
the
commission
noise
impact
report,
unidentified
risks
of
loud
music
sparks
week,
noise
management
plan
bin
area
noise,
which
is
sited
directly
below
my
bedroom
window
and
privacy
issues.
Unfortunately,
these
concerns
and
more
have
come
to
fruition.
The
bedroom
is
badly
affected
by
noise
all
year
round
and
in
summertime.
The
balcony
is
impossible
to
use
as
its
overlooked
by
drinkers,
leaning
over
sparks
upper
level.

problem

brought

the
directors
attention
over
a
year
ago.
How
is
it
reasonable
for
you
to
expect
me
to
enjoy
my
residential
amenity

feel
less
valued
than
a
vanguard,

complicit
in
this.
They
have
never
held
the
SPARC
directors
to
account
about
noise,
complaints
or
other
planning
breaches.

have
been
no
penalties,
no
prosecution,
and
now
the
SPARC
directors
asked
to

rewarded
with
another
two
years
of
subsidized
rent.

is
your
evidence
of
the
stated
benefits?

directors
have
had

of
chances

2017
to

compliant
