monday,
the

and
I
have
a
number
of
officers
who
will
be
supporting
me
and
making
the
decisions
today.
First
item
on
the
agenda
is
declarations
of
interest.
I
have
no
prejudice

public
participation
and
we
have
six
registered
speakers.
Although
councillor
rowley
has
been
unable
to
be
with
us,
so
unfortunately
appears
we
won't
be
able
to
hear
from
councillor
rowley
watching
to
speak
on
the
intake
lane
item,
but
do
I
have
councillor
smally
as
the
second
speaker
on
my
list?

it
will
be
more

I'd
like
to
start
by
thanking
officers
for
their
time
in
the
development
of
the
paper
for
item
four
and
for
the
proposal
of
investing
in
this
junction
and
just
in
particular,
I'd
like
to
thank
christian
wood
for
all
his
help
for
parish,
council
meetings
and
the
public
awards
committee.
It
was
a
it's
a
great
help
to
have
him
there
and
be
able
to
tell
us
about
it.
I
live
for

A
couple
of
100
meters
from
this
junction
and
the
traffic
lights
and
the
little
bottle
lit
bollards
do
all
fail
fairly
often,
and
so
new
equipment
are
very
much
needed,
regardless
of
the
option
chosen
today,
and
we
held
a
public
award
committee
meeting
on
the
13th
of
january
last
week
to
give
local
residents
the
opportunity
to
ask
questions
and
give
their
thoughts
on
the
proposal
and
the
options
before
you
today.
Numerous
concerns
were
raised
by
the
about
the
junction
in
its
current
layout,
and
my
colleague,
sam
wadby,
will
outline
some
of
these
later.

Some
of
the
concern
sentences
are
at
centers
around
the
impact
of
the
neutral
carriageway,
the
new
clifton
moorgate
state
and
its
link,
road
and
finally,
pedestrian
and
cyclists
flow
locally.
It's
easy
to
look
at
this
junction
on
the
map
and
think
it's
only
surrounded
by
retail
estates,
and
whilst
it
is
a
key
junction
for
shoppers,
it's
also
a
key
commuting
and
leisure
route
for
local
residents
too.

There
were
some
additional
points,
though,
raised
which
I
hope
officers
could
explore
in
the
delivery
of
either
option
one
or
two
and
for
starters,
could
a
hatched
area
be
implemented
to
stop
traffic
leaving
towards
the
ring
road
blocking
people
leaving
hurricane
way?
That's
been
successfully
implemented
on
water
lane,
for
example?

Could
the
council's
anti-island
campaign
come
to
this
junction
and
put
the
signage
up
to
tackle
idling
and
improve
local
air
quality
for
residents,
and
my
final
point
share.
The
list
of
external
stakeholders
that
are
consulted
in
tsar
schemes
is
impressive
and
covers
a
wide
range
of
city
organizations.

It
doesn't,
however,
cover
parish
councils
which,
in
other
processes
are
considered
statutory
consultees.
Could
the
tsar
program
in
future
consult
with
all
parish
councils
for
where
those
schemes
are
located
and
ideally
consult
with
local
residents
too
by
instinct?
Thank

For
years
now,
residents
have
been
complaining
of
stationary
traffic
and
delays
at
this
junction,
and
many
have
also
been
asking
for
a
right
turn
for
as
long
as
there
has
been
shops
there.
The
new
proposed
clifton
moorgate
estate
that
will
be
built
north
west
of
this
ring
road
will
add
to
the
already
heavy
traffic
using
the
junction
and
the
ring
road
roundabouts.

I
feel
that
the
option
two
is
the
best
option
for
the
area,
as
at
the
moment,
traffic
coming
from
the
hurricane
way
has
to
go
around
the
ring
road
roundabouts
in
a
u-10,
but
with
extra
traffic
and
higher
speeds
that
julian
will
bring.
This
would
be
a
much
more
dangerous
route
for
people
to
regularly
use,
even
though
in
the
report
it
has
been
suggested
that
option
two
would
add
to
the
delay
for
traffic.
I
believe
there
could
be
more
work
done
to
investigate
the
real
impact
on
motorists,
especially
after
dueling
has
been
completed.

So,
thank
you
for
having
me
here
today.
On
tuesday,
the
12th
of
january
york
iwgb
delivered
its
proposal
regarding
city
center
access
for
gig
economic
couriers
to
the
council.
As
such,
some
preemptive
clarification
is
necessary.
This
address
is
specifically
requesting
identifiable
gig
economy.
Courier
cyclists
be
given
urgent
access
to
pit
street
lentil
and
corny
street
for
lodging
and
unloading.

A
temporary
identifiable
and
specific
permit
alongside
a
feedback
system
for
public
concerns,
is
deemed
an
accountable
anchor
for
this,
however
difficult
that
may
be
there's
four
lines
of
reasoning
for
this
measure.
Firstly,
york's
footfall
is
significantly
reduced.
Yes,
safety
is
still
a
paramount
concern,
but
we
cite
shared
pedal
cycle,
pedestrianized
zones
in
oxford,
peterborough
and
chichester,
where
the
government's
own
department
for
transport
drew
the
following
conclusion
quote
observation
revealed
no
real
factors
to
justify
excluding
cyclists
from
pedestrianized
areas,
suggesting
that
cycling
could
be
more
widely
permitted
without
detriment
to
pedestrianized
pedestrians,
unquote.

Second,
the
algorithms
that
managers
and
terminators
for
untimely
delivery
unquote
do
not
care
about
local
law
and
restrictions,
including
york's
pedestrianizer.
They
take
no
excuses.
They
do
not
care.
It
is
a
real
everyday
choice
between
a
fixed
penalty,
notice
and
destitution
for
all
pedal
cycle
couriers.
If
we
are
lit
continuously,
that's
it
third,
in
regular
times,
our
work
contributed
to
about
one
third
of
a
restaurant's
revenue.
Now,
when
it's
not
safe
for
customers
in
europe
to
travel
in
lockdown,
we
contribute
significantly
more
york's.
Restaurants
are
relying
on
us.

The
revenue
generated
literally
off
of
our
backs
and
bicycles
contributes
significantly
to
their
ability
to
pay
wages,
rent
and
keep
going.
We
are
vital
to
york
and
we
are
here
to
stay.
The
economy
is
not
going
to
go
anywhere,
and
this
will
keep
happening.
We
will
keep
doing
what
we
have
had
to
do
so
far,
because
we
do
not
have
the
choice.
Fourth
and
finally,
we
are
just
trying
to
survive
the
pandemic
like
everybody
else,
but
there
is
altruistic
value
in
our
work.

are
key
workers,
we
deliver
medicines,
essential
groceries
and
hot
food
to
the
vulnerable
and
shielding,
as
well
as
all
the
families
who
are
already
struggling.
We
understand
that
this
measure
proposed
is
scary,
difficult
and
contentious.
I
personally
understand
why
nobody
has
ever
tried
to
do
this.
For
cycle
careers,
but
together
I
believe
we
can
do
it.
We
plead
with
the
council
to
take
this
opportunity
and
we
are
willing
to
sit
down
for
as
long
as
it's
necessary
to
devise
a
tenable
solution,
but
key
workers
cannot
continue
to
be
unnecessarily
penalized.

Definitely,
thank

I'm
speaking
on
behalf
of
york
cycle
campaign,
primarily
I'm
here
to
talk
about
iceland,
10
the
active
travel
fund
programme,
taking
the
recommendations
in
turn
one
and
two.
We
welcome
the
desire
to
make
rapid
progress
on
the
active
travel
schemes
and
we
support
the
recommendation
to
release
six
hundred
thousand
pounds
matching
funding
from
the
council
to
ensure
that
all
the
schemes
are
realized.

Three.
We
think
that
public
consultation
is
very
important
but
believe
the
proposed
consultation
plans
could
be
enhanced.
In
particular,
we'd
like
to
see
consultation
capture
the
propensity
to
walk
and
cycle,
we
believe
it
would
be
beneficial
to
involve
independent
experts
such
as
commonplace
to
design
and
implement
the
consultation,
and
we
suggest
the
option
of
involving
independent
experts
is
explored
at
this
stage
and
believe
that
this
would
be
money
well
spent.

Although
we
understand
the
office's
desire
to
implement
this
program
in
an
efficient
manner,
we
do
believe
there
is
strong
merit,
an
exec
member
for
transport,
retaining
an
overview
of
how
the
program
is
resourced
and
implemented.
Some
of
this
program
will
have
political
implications
and
it
is
important
that
the
decisions
tie
into
the
wider
transport
strategy
for
york.
We
also
think
that
would
be
beneficial
to
incorporate
other
expert
views
and
suggest
the
civic
trust
transport
action
group
could
act
as
a
advisory
group.

Five.
We
recommend
the
development
of
a
pipeline
of
future
walking
and
cycling
schemes.
Sorry,
we
welcome
this
and
the
recommendation
to
work
with
stakeholder
groups
to
develop
an
lcwip
local
cycling
and
walking
infrastructure
plan.
However,
we
know
that
york
is
already
a
long
way
behind
in
producing
such
a
plan
and
then,
if
the
city
cannot
demonstrate
that
it
has
one
very
soon,
it
will
endanger
its
chances
of
being
awarded
government
funding
in
the
future.
We
recommend
that
a
clear
time
frame
is
set
out
to
ensure
that
ltwip
suffers
no
further
delays.

The
draft
plan
is
a
good
start
and
the
cycle
campaign
are
keen
to
help
shape
this
document
further.
In
particular,
we
believe
that
the
objectives
need
to
be
more
tightly
defined
and
the
report
needs
to
be
set
in
the
wider
context
of
the
development
of
the
city,
including
its
commitment
to
net
reach,
reach
net
zero
carbon
by
2030
to
have
a
car
free
city
centre
by
2023
to
meet
air
quality
targets,
to
raise
standards
of
equality
and
to
improve
road
safety.

We'd
also
like
to
see
a
wider
set
of
data
informing
the
report,
including
the
data
gathered
during
the
commonplace
survey
and
the
civic
trust
transport
forum
and,
as
mentioned
above
we'd
like
to
see
enhanced
methods
of
stakeholder
consultation
being
applied.
We
also
believe
the
spreadsheet
priority
schemes
is
now
significantly
out
of
date.
It
needs
to
be
linked
to
ltn,
1,
stroke
20
and
include
new
criteria
such
as
connectivity
and
propensity
to
cycle.
In
addition,
the
schemes
within
it
need
to
be
informed
by
stakeholder
consultation.

suggest
the
spreadsheet
is
reviewed
and
we'd
be
more
than
willing
to
offer
assistance
with
this.
Finally,
we're
sure
that
it's
just
an
oversight
that
we
know
that
the
item
is
listed
as
having
no
equalities
implications.
Obviously,
equality
impact
assessments
will
need
to
be
carried
out
for
any
new
transport
schemes,
and
we
hope
that
one
of
them
aims
of
the
proposed
schemes
is
to
have
a
positive
impact
on
equality.

absolutely
the
equality's
impact
assessments
will
be
undertaken
on
the
individual
schemes.
The
fact
that
the
actual
decision
that's
been
made
today
by
you
in
itself
doesn't
have
those
impacts,
but
clearly,
when
the
actual
implementation
and
the
designs
come
that
those
those
impacts
would
need
to
be
undertaken.

hope,
you'll
continue
to
work
with
tier
to
review
and
adapt
these
guten
ebike
schemes
to
make
sure
the
trial
is,
is
a
success
not
only
for
tier
but
to
provide
a
good
service
that
residents
want
and
need.
For
example,
the
current
proposed
geo-fencing
kind
of
outer
perimeter
for
the
e-bikes
is
the
outer
rig
mode.
So
this
means,
although
the
bikes
can
be
ridden
further
out
than
that
they
can't
be
released
or
returned,
so
they
can't
be
used
for
journeys
that
start
or
end
at
home.

So
I
just
hope
that
these
sorts
of
things
will
be
thought
about,
while
the
trial
is
still
ongoing
to
make
it
as
successful
as
possible,
and
then
agenda
item
10
active
travel
fund.
I
just
wanted
to
thank
officers
for
the
updates
on
these
schemes.
I'm
glad
that
we
finally
know
what
funding
the
council
has
the
chance
to
of
this
fund.
After
quite
a
few
government
delays,
however,
the
government
didn't
award
the
full
funding
applied,
for
which
unfortunately
puts
even
more
pressure
on
the
budget.

Applications
to
know
whether
the
dft,
in
their
opinion,
the
full
funding
requested,
wasn't
needed
to
pay
for
schemes
and
they
could
be
done
for
cheaper
or
they
wanted
the
council
to
put
more
funding
towards
it
or
whether
there
was
too
much
competition
for
the
funding,
so
they
decided
to
partially
fund
more
projects
instead
of
something
fewer
or
some
other
reasons.
So
I
hope
you'll
speak
to
the
dft
and
colleagues
and
other
local
authorities
to
speak
that
feedback.
If
you
haven't
already.

Thank
you
in
the
meantime
now
that
we've
finally
had
news
back
about
the
funding
from
the
government.
I
hope
these
schemes
will
progress
quickly.
I
know
the
government
has
removed
the
word
emergency
from
the
program
and
extended
the
deadline
by
which
they
need
to
be
implemented.
But
when
you
applied
to
these
funding
schemes
it
was
because
they
were
considered
urgent.
So
I
hope
you
will
still
consider
them
that
way
and
not
let
them
slip.
Aiken
road,
for
example.
It's
in
my
ward
and
it's
part
of
the
tranche
ii
plans.

The
plan
is
to
provide
better
cycle
provision
and
I
fully
support
that
and
the
road
was
resurfaced
in
the
summer
and
has
been
left
with
no
road
markings
for
months
and
months.
Waiting
for
this
scheme,
it's
the
main
route
between
york
and
aiken,
and
a
key
route
for
kids
to
get
to
aiken
primary
school
and
the
teachers
and
pupils
at
open
primaries
doing.

To
promote
active
travel,
but
they
they
need
this
cycle
scheme
asap.
The
proposed
consultation
plan
explicitly
includes
ward
councillors.
Please
approve
this
and
and
stick
to
it
and
when
putting
together
the
funding,
application,
ward
councillors,
weren't
consulted
or
included
in
the
process
at
all,
so
it's
important
that
they
are
at
this
stage,
along
with
comprehensive
consultation
with
other
stakeholders
in
residence,
and
that's
it
from
me
thanks
very
much.

I
can
answer
that.
I
think
there
are
two
reasons
why
we
didn't
get
the
full
amount
that
we
bid
for.
The
first
was
that
we
actually
bid
for
about
170
000
pounds
more
than
our
nominal
allocation,
so
it
was
an
optimistic
bid.
We
got
in
any
event,
we
got
95
of
the
money
which
had
been
allocated
to
us
now.
Obviously
that
was
a
little
bit
disappointed.

did
follow
that
up
with
the
dft
and
they
suggested
that
the
reason
our
funding
allocation
had
been
slightly
less
than
the
full
allocation
was
because
we
had
some
stretches
of
advisory
side
lanes
in
our
proposal,
whereas
they
were
looking
for
entirely
mandatory
cycle
lanes.
That's
that
that's
something
we
need
to
reflect
on
as
we
deliver.

I've

a
couple
of
questions
myself
as
well,
which

may
may
be
sort
of
covered

some

the
responses,
but
certainly
one
of
the
key
issues
seemed
to
me
was
about

sort

level
of
demand
and
we've
heard
residents
say
that
there
was
significant
numbers
of
drivers
want
to
make
that
right.

movement
and

notice
on
page
six,
there's
a
reverse
statement
that
says
low
numbers
of
vehicles
making
this
maneuver,
but
then,
on
page
nine
on
paragraph
35,
there's
a
statement
that
a
third
of
all
vehicles
are
doing
this,
which

vehicles
an
hour
which
seems
to
be
a
very
large
number.
So
I
don't
know
if
that
there's
any
comments
you
could
make
on
that
particular.

two
options
here:
option
number
one
is
basically
a
light
for,
like
replacement
with
minimal
changes.
It
brings
the
technology
up
to
date,
introduces
puffin
crossings
slightly,
but
not
significantly
improves
capacity

back
to
the
utc
in
station,
so
it
can
be
managed
from
the
control
center.

recommendation

simply
because
the
benefits
that
we
see
from
option
two
do
not
justify
the

increase

evaluated
as
well
and
discounted,
and
not
in
front
of
you

decision.

the
introduction

outer
ring

the

turn

the
consultation
and
earlier
consultation
about
a
year
ago
on
the
outer
ring
road.
So
that
was
why
sort
of
the
that
option
was
looked
at
by
yourselves,
because
I
raised
it
over
a
year
ago.

think.

evaluation
did
not
support
that
option
either.
Another
discounted
option
that
has
been
assessed
was
put
forward
by
the
york,
civic
trust
that
was
to
actually
ban
the
the
right
turn
in.
There
are
a
number
of
reasons
why
that
was
not
supported.
One
of
the
primary
reasons
is
that
the
right
turn
in
is
used
by
a
significant
number
of
hgvs
to
access
the
retail
park.

The
alternative
route
they
would
have
to
take
would
go
down
to
the
sterling
roundabout
by
tesco
and
turn
back
on
themselves
and
the
design
team.
Don't
believe
that
that
roundabout
is
suitable
to
be
putting
hgv
traffic
around
so
that,
as
as
last
session,
is
a
brief
overview
of
the
scheme
and
I'll
pull
out
a
few
more
points
as
we
go
through
the
individual
representations:

has
said
that
residents
support
the
right
turn
option.

for
the
introduction
of
a

junction

a

assistance

is

design

promise

we'll

continue
to
do

Indeed,
the
actual
introduction
of
a
right
turn
as
an
option
came
from
our
our
conversations
with
that
team,
but
no
problem
there.
We
will
continue
to
do
that.

smalley
also
asked
for
better
signage,
and,
if
I
remember
correctly
from
the
discussions
I
had
at
the
the
local
ward
committee
meeting,
there
are
two
different
requests
for
signage
here.
One
is
for
improved
signage
on
the
approach
to
sterling
roundabout
so
that
motorists
can
get
into
the
correct
lane
a
bit
earlier
again.
No
problem
investigating
that
in
the
detailed
design
stage,
assuming
there's
a
viable
option,
that
would
be
another
easy
win
that
we'd
be
happy
to
implement.

other
signage
council
smalling
has
asked
for
relates
to
idling
signage
on
idling,
again
we'll
investigate
that.
I
think
that
may
be
slightly
more
difficult
around
what
types
of
signage
we
can
implement
there.
But
again,
I
can
promise
to
investigate
that
in
the
detailed
design
stage
and
engage
with
council
small,
as
we
do
so
at
the
final
point
I
picked
up
on
council
smalley
was
a
request
for
futures
our
schemes
to
consult
with
parish
councils
during
the
consultation
phase,
which
is
not
something
that
we
currently
do.

officers
often
there's
quite

ambitious
program
from
yourself

member
for
transport
on
officers
time.

what
absolutely
in
terms
of
notifying
parish
councils
of
schemes
within
their?
I
can't
see
any
significant
additional
resources.

think
that's.
The
key
thing
is
that
it's
flagged
up
to
them
that
you
know
within
the
next
three
months
or,
however,
there's
going
to
be
some
work
here,
because
if
they
have
particular
issues
in
when
it
could
be
about
drainage
or
safety
or
any
other
things
that
they
want
to
be
addressed
at
the
same
time
as
we're
looking.

So,
in
brief,
this
this
development
is
very
early
on
in
the
process.
There
are
no
confirmed
plans
that
have
been
submitted,
and
indeed,
with
regards
to
local
plan,
there
are
still
challenges
to
overcome
there.
What
this
leads
us
to
think
is
that
any
development
in
this
location
is
likely
to
be
several
years
away
and
if
there
are
implications
on
the
local
transport
network,
because
of
that
development,
the
developers
would
be
obliged
to
to
to
pay
for
for
the
impact
to
a
certain
degree.

it's
fairly
complex,
but
if
we
were
to
start
making
changes
to
the

for
providing
the
right
turn

in
terms
of
thinking
about
which
option
to
go
for,

it's

but
officers
are
recommending
option,
one
which
does
take
account
of
pedestrian
cycles
and
makes
improvements
for
pedestrian
cycle
movements.

replacement

the

concerns

representations
concerns
about
the
sort
of
potentially
urbanizing
the
area,

requirement
to
make
it
enforceable.

of
a
compromise
putting
in
this

signage
in
a
rural
area,

with

put

in

an

lcd
whip
is

relatively
recent
process
that
the
department
of
transport
has
announced,
there's
a
way
that
local
authorities
can
identify
pipelines
of
cycling
and
perhaps

schemes

cattle
program.
Obviously
we
are
developing
the
local
transport
plan,
so
we
knew
that
we
would
have
to
develop
an
lc
whip
before
very
long.

opportunity
came
up
during
the
first
lockdown
when
some
members
of
sustrans
staff,
who
would
normally
be
working
on
the
travel
school
program,
became
available
to
to
do
some
work
on
the
lc
whip.
So
we
we
asked
them
to

this,
and
the
the
result
of
this
was
the
scoping
document
which
the
brief
for
which
was
to
set
out
what
we
would
need
to
do
to
develop
an
lc
whip.

think
it
does
that
very
well.

schemes

funding
in

contribution
of
six
hundred
thousand

alongside

hundred
thousand
pounds

awarded

long
list

demonstrate
really
that
we're

walking
pro
infrastructure
plan.

have
been
working
on
this
for
for
some
time
it
needs
to

refreshed
and
engagement
and
consultation
with
the
local
residents
and
the

other
stakeholders
is
part
of
that
process.

the
theme
that
we
have.

strategy
to

to

integrated
in
that,

we

look
closely

items
that

mentioned

connectivity
and
the
impact
of
the
new
guidance
ltn.

Partly
the
really
reason
for
the
emerging
removal
of
emergency
was
to
reflect
the
need
to
engage
with
local
communities,
because
these
pinch
points
are
very,
very
contentious
within
the
community
at
large,
because
obviously
it
is
a
trade-off
that
then
ultimately
comes
back
to
a
democratically
elected
executive
member,
such
as
yourself
to
make
those
decisions
on
the
balance
of
priorities.
At
a
particular
point,
it's
very
easy
to
talk
about
priorities
within
broad
planning
documents
and
policies
when
it
comes
to
the
practicalities
of
a
specific
street
or
a
specific
junction.
I
That's
when
it
becomes
a
much
more
contentious
matter
for
the
community
at
large.
So
I
think
partly
what
we
want
to
make
sure
in
terms
of
the
development
of
the
lc
whip
and
the
scope,
as
julian
said
he's.
A
very
good
scope
is
that
we
make
sure
that
we
make
the
links
to
things
such
as
our
carbon
management
strategy
for
the
city
to
get
back
to
the
2030
net
zero,
but
also
that
we
pick
up
on
those
broader
aspirations
for
the
city's
economy.

What
the
purpose
of
the
city
centre
is
our
economic
recovery
and
making
sure
that
there's
equality
in
whatever
we
do
in
terms
of
bringing
forward
these
interventions
so
there's
a
very
challenging
document.
That's
got
to
fulfill
multiple
outcomes
and
it's
clearly
not
going
to
please
everybody
when
we
come
down
to
those
specific
interventions,
but
it
needs
to
highlight
them
as
we
as
we
develop.

getting

broader
understanding

the
strategic
value

particular
projects

car
to

walking

when

distances
are
less
and
than
in
a
more
rural
setting.

we've
got
a

measures
listed

the
point
that
one

made
was
about
trying
to
get
that
balance.

balance
between
doing
it
right
and
doing

been
clear

that
public
consultation

delivery

acceptance

community

support
for

that
the

of
community
support
for
schemes,

we've

that

eager

didn't

schemes

actually
deliverable

make
a
difference

cyclists

area
of
the

forward

terms
of
