where
they
members

public
registered

speak,
which
moves
us
on
to
a
substantive
item:
item
for
garden
assistance
scheme,
procurements,
Dennis,

Thank
you,
okay,
so
come
along
today,
hopefully
to
receive
a
decision
on
the
proposal
to
reduce
the
budget
spent
on
the
garden
assistance
scheme
to
be
achieved
by
combining
that,
with
the
handy
person
scheme
to
be
procured.
The
the
reason
for
this
is
that
the
housing
revenue
account
needs
to
realize
1.5
million
pounds
worth
of
savings
of
the
period
up
to
1990
1920.

This
scheme
was
identified
as
potential
saving
in
full.
However,
we
were
asked
to
to
look
at
an
alternative
to
removing
the
scheme,
which
is
what
we've
been
looking
at
over
the
past
18
months.
The
scheme
the
current
contract
for
the
scheme
has
ended.
Now
we
have
looked
at
trying
to
provide
some
community-based
provision
to
replace
the
scheme.

So
in
effect
we
would
look
to
volunteering
activity
to
help
out
with
getting
gardens
in
an
inner
state
where
we
can
cut
them,
cut
the
grass
and
hedges
on
earth
on
a
regular
basis
that
should
deliver
savings
of
forty
six
thousand
pounds
on
an
overall
budget
of
96
thousand
pounds
and
we're
in
the
process
of
looking
for
further
savings
from
other,
which
is
to
areas
as
well,
just
to
reiterate
that
the
focus
will
still
be
on
older
and
disabled
customers.
But
there
will
be
a
means-testing
element
in
that,
so
some
customers
will
lose
lose
out.

Those
customers
can
purchase
the
services
at
a
rate
to
be
set
by
the
the
contractor
that
wins
the
the
contract,
or
indeed
on
the
private
private
market
they're.
On
doing
in
addition
to
that,
we
have
introduced
an
element
of
discretionary
provision,
so
there
is
a
small
amount
within
the
overall
budget
to
for
us
to
be
able
to
help
out
exceptional
cases
and
in
the
report,
I
have
highlighted
some
of
the
some
of
the
people
and
some
of
the
reasons
that
they
may
they
may
qualify
for
that
exceptional
thing.

Obviously,
this
predates
me
somewhat
so
obviously
very
pleased
that
we've
been
able
to
get
this
onto
the
table.
As
you
say,
this
was
allocated
for
a
full
saving
in
the
year.

Think
actually,
we've
managed
to
find
a
compromise
position
where
were
able
to
achieve
significant
saving
within
that
budget
and
retain
the
vast
majority
of
that
service,
as
well
as
he
say,
for
older
residents
and
also
disabled
residents
as
well,
which
is
incredibly
important.

think
the
vital
part
here
is
that
the
adult
social
care,
how
many
person
contract
was
coming
in
for
return,
bringing
just
the
right
time,
so
that's
obviously
incredibly
advantageous
and,
as
you
alluded
to
I,
was
going
to
ask
about
the
residents
who
might
be
able
to
purchase
those
facility
in
if
that's
what
they
wanted
to
do.
So
thank
you
for
that
clarification
and
I
horse
I
was
very
pleased
to
see
on
page
7,
that's
additional
element
of
discretionary.

payments
that
we
are.

will
build
in
that
flexibility
in
there
if
there
are
exceptional
circumstances
that
we
do
would
many
people,

who
find
it
very
beneficial
to
be

vez.
So,
with
that
being
said,
and
obviously
taking
on
board
the
comments
that
you
may
condense
regarding
volunteering,
which
obviously
is
very
support,
I'm
happy
to
approve
option
B,
which
is
outlined
in
page
5,
to
procure
a
grass
and
hedge
cutting
service
fasten
service
throughout
all
social
care.
