to
the
decision
session
of
the
executive
member
for
cultural
election
communities.
It's
wednesday,
the
14th
of
october
2020..
This
is
one
of
one
of
the
many
remote
meetings
we're
having
at
the
moment.
The
first
item
of
business
on
the
agenda
is
declarations
of
interest.
I
don't
have
any
that
aren't
on
my
register
of
interests.
So
that
concludes
item.

One
item
two
is
approving
of
the
minutes,
so
you
can't
sign
them
properly,
but
as
soon
as
we're
next
able
to,
I
will
do
we're
happy
to
approve
the
minutes
of
the
decision
sessions
both
held
on
the
11th
of
august
2020
and
the
22nd
of
september
2020.

is
public
participation
and
we
have
no
registered
speakers
for
this
decision
session
and
nor
have
we
had
any
written
correspondence
in
advance.

So
that
concludes
item
three
as
well,
so,
incredibly
quickly
on
to
item
four,
which
is
community
hubs
post
covered
recovery-

happy

so
obviously,
you've
read
the
paper.
It's
an
update
on
the
paper
that
originally
came
to
you
in
november
of
last
year,
where
you'd
approved
us
moving
forward
with
a
plan
to
have
a
network
of
community
hubs
across
the
city.

Obviously,
since
then
things
have
changed
significantly
and
we've
moved
into
a
different
model
of
using
hubs
which
have
been
hubs
that
have
been
closed
to
the
public
but
have
been
delivering
food
and
medication
and
acting
as
a
place
for
volunteers
to
come
and
pick
pick
things
up
and
take
them
out
to
the
community.
So
this
is
a
paper
really
just
to
talk
about
how
we
see
those
hubs
moving
forward
and
sort
of
transitioning
into
a
more
recovery
mode
and
then
moving
forward
to
the
model
of
hubs
that
we
talked
about
in
the
november
paper.

I
think
that's
the
outline
of
it
and
we're
we're
in
that
set
place
at
the
moment
where
we're
we're
transitioning
our
way,
we're
sort
of
in
recovery,
but
also
still
providing
all
of
the
resources
that
we
have
been
doing
all
the
way
through
the
pandemic.
So
it's
about
reaching
out
now
to
to
other
people
and
trying
to
connect
all
those
networks
that
are
happening
across
the
city
and
move
forward.

Thank

know
this
isn't
quite
where
we
sort
of
thought
we'd
be,
and
I
know
we've
always
envisaged
coming
back
to
this
a
decision
session,
but
I
think
yeah.

The
paper,
that's
I
guess
before
is,
is
fantastic
and
really
responds
well
to
I
guess
what
we're
experiencing
at
the
moment-
and
I
guess
comes
just
in
the
nick
of
time
in
terms
of
both
what
we're,
what
we're
continuing
to
do,
and
what
everyone's
continuing
to
do
in
terms
of
the
emergency
help
offer,
but
then
also
looking
at
how,
especially
in
the
coming
months
with
the
with
the
economic
forecast,
what
it
is
making
sure
that
all
residents
of
york
have
that
safety
net
and
that
partners
in
the
council
are
working
working
best
together,
in
particular
the
the
area-based
approach.

Unless
anyone
else
has
anything
they
want
to,
they
want
to
dive
in
and
add,
I'm
very,
very
happy
to
to
approve
the
recommendations
of
paragraph
two
to
approve
the
community
action
focus
model
set
out
in
paragraph
seven
and
the
resource
allocations
that
are
set
out
in
paragraph
21
and
and
exactly
for
the
reason
stated
to
continue
to
move
forward
with
the
development
and
the
delivery
of
the
network
of
community
hubs.

So
I'm
happy
to
to
record
that
I've
approved
the
recommendations
set
out
in
the
report,
which
concludes
the
only
substantive
item
of
business
on
the
agenda
today
item.
I
think
it's
five
is
that
urgent
business-
I
don't
have
any
urgent
business
for
today,
unless
anybody
else
wants
to
just
to
surprise
surprises.
So
