A
Afternoon,
welcome
to
the
decision
specialization
member
for
housing
and
safer
neighborhoods.
It
is
Monday
of
19th
June,
few
bits
of
housekeeping
and
declarations
of
interests
of
no
further
declaration
of
interest.
Public
participation,
no
other
members
of
public
wish
to
speak
minutes
of
the
previous
meeting
happier
than
its
bill.
Well
sign,
then,
after
the
meeting,
so
moving
on
to
the
main
part
of
the
agenda
got
a
report
on
the
amendments
to
private
sector
assistance
policy.
Ruth
though
I'm
Sonia
plenty,
yeah.
B
Bringing
this
report
today,
because
we
receive
an
increase
of
funding
from
through
the
Medicare
fund
from
the
government
last
year,
we've
had
the
same
amount
of
funding
this
year
that
actually
still
it's
like
increased
on
that
as
well.
Another
82,000-
and
this
gave
us
an
opportunity
to
achieve
milkers
outlet
administering
a
particularly
in
part
of
our
private
sector
assistance
policy,
the
disabled
facilities
ground,
because
what
the
aims
of
the
better
care
plans
are
is
to
prevent,
reduce
until
a
need
for
NHS
and
social
care
services.
B
So
we
were
keen
to
make
sure
that
our
policy
was
in
line.
The
birth
pains
and
Alan
really
helped
us
to
have
a
streamlined
adaptation
process.
The
decision
facilities
around
integrand
that
we
have
legally.
We
have
to
give
and
we've
been
administering
it
for
a
number
of
years
and
to
grab
as
a
maximum
value
of
30,000
pounds.
B
A
B
Meant
that
they
were
put
off
by
the
percent
tilt
is
ground
and
also
there
was
some
not
dedicated
staff
that
were
involved
in
this
process
as
well.
Can
that
mend
the
fact
that
they
have
competing
demands
and
can
always
focus
in
on
as
effective
silted
ground,
so
to
come
up
with
an
action
plan
and,
as
I
said,
one
component
of
action
plan,
which
is
to
streamline
the
private
sector
assistance
policy,
which
provides
the
framework
for
us
to
actually
offer
the
grant
in
the
first
place,
and
what
we
were
proposing
in
particular
in
this
policy?
B
Is
that
we're
looking
to
introduce
a
new
time
graph
for
lower
volume
work
and
what
this
gland
will
do
is
if
it's
approved
is
we
will
be
able
to
offer
grants
for
work
that
cost
less
than
5,000
pounds
if
it
cost
more
than
5,000
pounds,
those
will
be.
Residents
will
still
be
able
to
access
the
percent
facilities
grab,
so
that
was
through
leave
during
the
normal
process.
The
Monday
2df
potential
teas
ground.
So
those
people
who
have
lower
volume
work
will
be
able
to
access
the
discretion
in
adaptation
graphical
proposing
which
will
be
means
tested.
B
It
will
mean
that
it
will
be
speeded
up
because
and
they
will
filling
more
complex
forms
and
then
we'll
have
to
provide
proof
of
work,
but
in
particular,
when
the
occupational
therapist
actually
goes
to
their
home.
They
will
already
know
that
it
will
either
be
a
discretionary
adaptation
grant
or
be
a
determination
in
the
same
facilities,
and
there
are
men
being
to
start
paying
to
the
customer.
We
won't
have
take
you
through
a
different
process.
You
will
be
streamlined
through
this
particular
fast-track
disabled
facilities.
B
A
B
Have
half
of
this
wave
so,
for
example,
here
I
said
about
undertaking
electrical
repair
work.
We
already
used
something
explore
repair
work
to
enable
some
other
applications
to
actually
being
stalled
in
somebody's
home,
but
we
were
conscious
that
we
didn't
actually
have
it
in
our
policy
I'm.
Just
wanting
to
make
sure
that
it's
clear
in
our
policy
where
we
were
doing
some
work,
that
we're
doing
it
in
planned
in
the
policy
and
that's
the
reason
why
we're
doing
the
adaptively
part
the
other
bit
we
have
done.
B
They've
also
introduced
a
new
element
for
cash
reward
hazards,
such
as
excess
cold.
Again
we
introduced
that
element
because
some
research
that
we
undertook
only
a
couple
years
ago
called
Building,
Research
Establishment
found
that
excess
cold,
which
is
an
issue
within
the
city,
and
we
wanted
to
be
able
to
offer
grant
where
somebody
would
be
vulnerable
because
of
that
out
there.
They
have
poor
mobility
that
we
could
actually
help
them
with
the
defense
facilities
ground
forward,
as
its
discretionary
I
have
tation
planned.
B
So
we
have
consulted
with
data
leader
this
internal
design,
facilities,
grant
review
done
six
months
and
was
to
do
complete
and
we
also
looked
kind
of
best
practices
as
well
when
were
out
of
coming
together.
Looking
at
developing
missing
new
policy
and
in
particular,
we
looked
at
a
guide
that
was
produced
by
and
by
the
government
at
the
same
time
as
wondering
they
released
the
end.
The
new
increased
funding
there
as
well,
so
our
option
that
we
will
supposedly
need
to
ask
the
adopt
this
new
policy
or
the
continuing
with
our
existing
policy
exists.
B
That
we
think
is
now
is
a
good
time
and
was
introduced
this
new
discretionary
application
grant.
We
said
very
clearly
in
the
policy
that,
if
the
funding
isn't
sufficient
they're,
always
the
mandatory
element
more,
that
we
have
a
duty
to
act
to
provide
rules
conferred
and
basically
we
would
turn
off
the
task
through
the
discretionary
assistance.
B
A
Brief,
the
first
ones
to
thank
you
and
from
the
team
as
well.
That
was
a
very
comprehensive
description
of
the
policy.
Clearly
does
this
vertically
grants
are
incredibly
important
in
helping
our
residents
are
in
private
sector
accommodation
stay
in
their
own
homes.
We
know
people
live
longer
and
happier.
Holmes
is
obviously
a
very
beneficial
and,
as
you
say,
it
fits
in
perfectly
with
that
agenda
of
intervention
prevention,
which
is
something
that
we're
looking
to
build
into
all
of
our
services
right
across
the
council.
A
A
It
mentioned
that
the
this
change
so
taking
away
the
means
test
for
grants
up
to
or
below
5,000
pounds
will
greatly
speed
up
that
process
for
those
and
I
just
wondered
how
long
or
if
you
could
give
me
an
indication
of
how
long
it
might
take
for
someone
to
get
through
that
process
as
it
stands
for
grant
under
5,000
and
roughly
sort
of
how
much
quickly
they've
been
looking
at
this.
Is
this
okay.
B
At
the
moment,
on
average,
it
takes
about
272
days
and
that's
what
we
calculated
start
about
the
empty
room
either.
On
average,
we
have
summer
taking
shorter
periods
of
the
mother
taking
much
longer,
and
that
is
from
when
they
first
contact
the
council.
So
they
have
really
OG
assessment.
So
that's
one
right
in
the
beginning,
through
to
the
end,
whenever
undergrad
gets
paid-
and
there
is
a
number
of
stages
that
a
customer
has
to
go
in
the
stirrups,
the
review
not
just
looked
at
the
policy,
and
this
is
all
about
that.
B
The
action
plan
that
we've
come
up
with
that
this
will
help
to
reduce
that
to
sensitive
days
delayed.
So,
for
example,
if
I
can
give
an
example
of
an
affair
list
going
into
being
installed
in
their
customers
property
at
the
moment
on
averages
straits
down
and
costs
about
back
twelve
hundred
pounds
for
some
slightly
higher
slightly
lower,
but
on
average
about
1,300
pounds
to
the
NHS
to
social
care.
B
If
somebody
had
an
enactment
in
their
home
that
will
go
into
the
accident
hospital
data,
broken
hip,
etc,
and
that's
where
a
lot
of
Falls
happening
on
the
staircases
of
the
elderly
coming
to
access
the
service
floor
bedrooms,
then
that
runs
into
the
thousands.
So
basically,
what
this
means
is
by
increasing
the
number
we
were
actually
publish
and
having
increasing
than
the
botys
to
actually
do
this
chemical
in
europe,
but
also
what
we're
looking
at
in
particular,
is
we're
looking
at
ensuring
that
one
year
to
use
actually
in
the
property.
B
They
then
notice
handed
over
the
tools,
Tacitus
a
traditional
assessment,
kind
of
stage
of
their
scientists.
They
know
straightaway,
when
they're
saying
to
their
customer.
We
have
access
to
muscle,
fiber
need
to
have
a
scaling,
but
we
can
say
straight
away
that
you
will
be
offered
a
stair,
lift
and
we'll
go
through
this
process,
and
that
will
mean
the
fact
that
it
won't
have
to
go
through
my
team
and
do
all
that
kind
of
provisional
assessment,
the
proof
to
demonstrate
whether
they
they
can
access
the
graph.
A
But
you
know
potentially
very
high
impacts
changes
in
the
private
sector
here
so
on
that
I'm
very
happy
to
approve
watching
one
in
the
interests
of
helping
some
of
many
number
of
people
as
possible,
stay
in
their
own
homes
and
the
joy
their
lives
as
best
possible.
Thank
you.
Thank
you.
I
call
the
meeting
to
a
close.
