This
is
my
decision
session
dated
13th
of
every
2017.
First
I
funkagenda
declarations
of
interest,
I
don't
have
any.
The
second
is
on
the
agenda.
Is
the

I'll

after
the
meeting

Take
that
it's
taking
that
they
are
approved
yet,

So

paper
in
front
of
you
already
outlined
and
is
in
relation
to
the
HR
advisory
services
to
scrolls,
and
we
just
give
it
a
background
in
context
schooled
in
your
country
of
that
and
have
always
been
able
to
choose
where

buy
their
HL
advisory
services.
Fraud
and
the
City
of
York
Council
has
offered
a
trading
service
to
schools
and
and
for
a
long
time,
in
providing
HR
services
to
the
majority
of
schools
in
the
city
and
I
should
be
aware
of
the
lack
of
years.

In
my
opinion,
it's
challenged
us
to
rethink
how
we
provide
our
HR
advisory
service,
business
goals
and
we'd
always
provided
those
services
from
within
and
a
whole
HR
team,
and
moving
into
this
current
financial
year,
we've
made
a
decision
that
we
probably
needed
to
have
a
dedicated
team
of
staff
that
could
focus
purely
on
schools
and
partly
because
of
daily
the
training
model
that
we
needed
having
life.
But
partly
because
we
felt
that
would
be
the
best
way
of
providing
schools
with
a
quality
service,
then
moving
into
that
new
team.

In
the
creation
of
that
new
team
and
the
changes
and
weren't
able
to
to
make
appointments
to
all
of
the
posts,
it
would
have
been
a
215,
2.6,
full-time,
equivalent
staff.
We
were
only
able
to
secure
employment

and
we
have
been
having
conversations
we've,
not
the
ocean
county
council
for
a
long
time
about
joining
observatories
and
looking
for
opportunities
to
work
together
so
moving
into
the
current
academic
year,
and
we
agreed
to
not
be
option
as
a
short-term
solution
to
the
gaps
that
we
had
enmity.

arrangements

ultimately,
the
council
is
the
employer
of

that'll
work
with
impunity.

like
a

some
community
school.

we
have
to
make
sure
that
whatever
Arrangements
we
put
in
place
with
allow
us
to
continue,
have
a
statutory
responsibility
and
I
think
the
second
really
important
and
then
is
that
the
council
doesn't
have
a
strategic
role
in
terms
of
school
improvement
and
ability
to
work
across
the
middle
council
services.

Currently,
we
didn't
feel
that
would
be
a
lot
and
solution
to
the
tissue
and
the
second
option
that
one
in
the
paper
is
is
about.
Religious

about
making

service
and

sure

we
have
a
service.
We
felt
that
we
need
to
invest
a
little
bit

capacity

recommending

is
that
we
do
enter
into
this
partnership
arrangement
with
North
Yorkshire
and
that
not
the
actual
effectively
provide
services
to
schools
in
the
city
who
want
to
buy
them
from
not
the
option
school.
The

and

that
we
would
recommend,
looks
to
schools
that
as
the
research
partnership
in
rankings
in
place
with
multi
auction
and
then
that
part
should
have
broader
benefits
to
both
us
and

them
because

have
the
partnership
arrangement
because
of
the
strategic
relationship
of
the
main
time
with
me.
We
just
are
not
a

recommending
and

we
proceed
with
that,
there
are
some
implications
to
work,
clearing
terms
of
making
sure
that
got
in
place.
