A
I'd
like
to
welcome
everyone
to
a
decision
session,
basic
demand
for
economy
and
strategic
planning
with
us
joining,
and
just
to
note
that
this
is
in
effect,
a
deferred
premier
meeting
that
would
have
taken
place
on
December,
the
9th.
But
due
to
the
proximity
to
the
general
election,
it
was
deemed
necessary
to
postpone
it.
But
then
the
Christmas
period.
We
did
try
our
best
to
other
times
of
business,
taking
place
on
the
Feast
of
the
Epiphany.
A
A
A
A
B
B
Emergency
and
I
think
you
ought
to
pass
this
on
T
or
climate
change
putin
committee
and
give
them
some
resources
to
look
at
some
of
the
things.
I'm
gonna
on
terms
engender
a
fair
remaining
carbon
budget
is
a
term
coined
by
Professor
Tim
Jackson.
It
represents
the
amount
of
greenhouse
gases
that
can
be
emitted
before
climbing
up
becomes
very
dangerous,
as
it
has
really
become
be
estimated
from
the
IPCC
special
report
like
five
degrees
and
is
about
50
tons
per
person
we're
on
top
of
the?
U
k--.
B
The
go
up
to
terms
standard
on
which
this
document
is
responding
to
says
the
UK
assessing
law
are
talking
to
bring
all
these
gas
emissions
Internet's
over
2050
one
of
the
most
ambitious
targets
in
the
world,
but
this
does
not
count.
Emissions
created
by
other
imports,
eg
steel
from
China,
similar
from
Indian
cars
from
Germany
and
beef
from
Brazil,
more
counting
from
death
row
by
the
University
of
Leeds
shows.
With
me,
average
GPA
systems
of
citizen
will
have
emitted
three
to
four
times
this
50-ish
ton
of
personal,
fair,
remaining
carbon
body.
B
The
future
home
standard
also
says
nothing
about
greenhouse
gas
emissions
trading
by
building
the
house
and
that's
about
70
to
100
tons,
possibly
more
almost
double
the
remaining
carbon
body
and
another
consideration,
lifes
types
of
people
that
will
be
in
the
new
houses.
For
example,
if
someone
buys
an
SUV,
however,
it
is
15
year
lifetime,
ofcourse
emissions
in
the
in
the
in
the
region
of
7,200
tonnes,
again
twice
a
person
of
grant
project
I
look
forward
to
the
climate
change
that
what
he
called
kites.
Ecsc
reporting
more
detail
on
these.
So
please.
A
A
C
The
reporting
point
of
view
is,
with
regard
to
changes,
to
panels
the
building
regulations
and
cut
it
outlines
the
government
versus
what
the
government
considers
the
first
steps
in
achieving
the
future
harm
standard.
It
also
outlines
what
they
will
require
in
new
build
homes
and
what
they
consider
to
be
future
proof
with
low-carbon
heating
and
will
do
energy
efficiency.
The
consultation
is
the
first
part
of
a
two-part
consultation
about
the
proposed
changes
to
building
regulations.
C
The
contours-
it's
worth
not
lining
that
the
consultation
only
gives
two
options
in
terms
of
the
response
there
outlined
on
paragraph
are
in
terms
of
either
option
one
20%
reduction
in
carbon
emissions
compared
to
the
current
standard
for
an
average
firm,
and
it
goes
on
to
how
it
can
be
delivered
option
to
31%
reduction
in
carbon
emissions
compared
to
the
current
standards.
Again,
it
goes
into
that
back.
C
D
C
A
At
my
request,
because
I
realized
that
there
is
very
much
awareness
of
obligations
to
meet
the
delivery
of
agenda
for
a
client
and
emergency,
not
just
setting
objectives
and,
as
the
speaker
has
mentioned,
always
being
imagined,
there's
an
imperative
to
recognize
carbon
implications
in
in
all
that.
Do.
A
When
we
go
through
the
because
I
think
ensuring
that
we
have
a
workforce
that
is
skilled
to
deliver
the
improved
building
materials
and
they
are
the
house.
Energy
efficiency
standards
is
important,
also
response
to
the
need
for
a
just
transition
to
ensure
that
there
are
employment
created,
there's
been
a
move
towards
energy
as
a
ventrac
to
terrible
quality,
the
building
fabric
and
the
embedded
carbon.
In
that
analysis,
discussion
in
that
and
also
we've
had
some.
A
A
A
A
A
E
E
Okay,
absolutely
every
time
take
your
expertise
into
that.
What
I
have
got
is
a
fair
about
common
sense,
an
awful
lot
of
comments
sent
in
to
me
by
lots
of
different
people,
three
main
people
that
have
had
a
vigorous
debate
with
me:
Phil
Bixby,
McConnell
and
John
Reeves,
all
from
the
building
site,
okay.
So
the
first
point
of
all
three
of
them
have
made
quite
vociferous
Lee.
Is
that
this
consultation,
when
it's
option.
D
E
A
D
F
There
are
four
parts
to
the
part
L
suite
documents
at
the
moment.
One
deals
with
new
dwellings,
home
deals
with
alterations
to
residency
and
then
you've
got
the
same
way
that
anything
else
that
commercially
got
one
that
deals
with
new
commercial
on
that
deals
with
any
works
to
existing
commercial
and
I.
Think
is
the
government's
view
that
they're
going
to
look
at
each
of
those
sort
of
documents
in
turn
the
next
one
being
the
upgrading
of
existing.
So
those
domestic
building.
F
Yes,
yeah
and
they
are
carrying
out
those
improvements
in
steps
because
of
the
very
the
construction
industry
and
the
way
it's
okay,
curves,
with
adapting
to
change,
which
is
notoriously
so.
The
options
do
increase,
who
values
people.
Some
people
say
that
the
you
values
have
gone
as
far
as
they
recently
cut
for
mass
building
as
such
and
they're.
Looking
at
making
new
measures
as
well,
the
active
measures
to
reduce
carbon
emissions,
whether
it
be
by
ventilation
or
generation
of
electricity
to
ban
photovoltaics,
but.
E
F
Can
I
have
to
look
at
where
we
at
with,
where
you
put
it,
because
this
is
quite
a
controlling
document,
I
agree
yeah,
that's
my
I'm,
not
surprised
it
got
their
own
agenda,
yes
such
and
you
have
to
go
down
that
road
or
that
road.
According
to
to
this
document,
there's
nothing
to
say
at
the
end
of
the
consultation
paper.
I
think,
there's
essentially
can
add
additional
comments.
E
G
G
G
E
It's
really
what
what
we
would
love
to
see
is
that
the
buildings
island
had
a
1932
semi
and
we
had
to
eat
all
sorts
of
different
things
to
it,
to
get
it
to
the
right
spec.
What
I
would
really
objective
is
if
I
bought
a
brand
new
house
in
twenty
years
time,
I,
actually
all
sorts
of
different
things
permeable
to
the
new
stay.
So
that's:
what's
in
my
head,
as
I
said,
come
true,
it's
pure
common
sense,
I,
don't
know
built-in
regulations.
What
I
do
know
is.
E
G
E
We
just
focus
on
today's,
which
is
the
new
build.
Do
we
agree
that
we
would
like
both
or
we
have
to
put
some
form
of
words
together
if
we
have
to
have
an
option?
Fine,
but
I
really
would
like
those
look
to
have
the
infrastructure
of
the
house
fabulous
and
the
option
to
pull
renewables
on,
and
it
makes
it
too
expensive.
It
was
it
possible,
I,
think
angry
and
discussed
it
earlier
is.
E
D
E
F
E
Okay,
so
that
was
my
first
question.
Thank
you
ever
so
much
for
bearing
with
me.
Second
one
was
about
having
a
national
efficiency
standard,
not
a
local
one,
because
there's
an
awful
lot
of
discussion
within
the
document
and
around
the
document
about
different
councils
in
different
parts
of
England
and
Wales
of
the
case
having
different
standards
and
could
we
take
the
national
standard?
E
F
A
F
This
is
this
is
if
it's
yes,
yeah,
the
governments
are
quite
keen
to
take
away
of
that.
Those
provisions
of
the
Planning
Act,
not
a
skirt
title,
because
I
don't
think
they
see
any
merit
in
it
and
I
suggest
it
hasn't
been
a
great
book
take
on
it
and
they'll,
also,
even
if
they
keep
it
in.
There
is
a
bar,
basically
to
say:
okay
I've
got
this
out,
but
he
can't
require
a
higher
standard
than
his
regard
by
building
regulations.
E
F
G
F
G
G
A
C
E
So
any
way
of
strengthening
Mac,
so
we
want
to
set
our
own.
We
think
actually,
the
national
standard
should
be
wearing
offices,
so
that
everybody
right
so
that
we
can
use
our
influence
right
away
across
the
country
to
say:
do
you
know
what
you
you
don't
find
that
deal
and
want
of
a
better
phrase
and
you
well
whatever
you
need
central
this
if.
E
D
A
That,
as
long
as
the
comments
from
today
referenced
the
response
that
there
should
be
covering
lateral
tropics
sign
in
relation
to
the
need
for
a
broader
strategy
that
embraces
whatever,
let's
haven't
their
resources
for
a
citywide
regional
response
to
the
need
to
retrofit
buildings,
for
which
building
regulation
consultation
happens
about
in
the
future.
But
it's
better
to
have
a
broader
approach
in
terms
of
putting
the
frameworks
in
place,
as
I
minded
remember,
with
the
energy
efficiency.
E
G
G
E
E
F
H
D
H
D
C
H
G
This
point
out,
he
was
appear
to
me
to
be
potentially
a
few
to
tension
between
appliances
and
building
control
system
in
terms
of
regulation
of
mice
and
guidance,
I.
Think
of
as
Becky
said,
we've
pointed
out
that
we
think
there
should
be
more
flexibility
in
there,
because
what
I
think
otherwise
we
may
find
is
that
we
will
issue
a
policy
in
which
we
feel
is
appropriate
from
look
at
our
point
of
view
to
impose
on
development
which
may
be
serious
or
challenging
the
building
regulations
that
they
were
finally
furnishing.
G
G
E
E
D
E
A
A
D
E
A
G
D
C
A
G
E
G
A
E
E
F
F
D
F
G
I
suggest
the
wording
absent
change
out
what
we've
got,
there's
a
something
on
the
lines
of
react,
except.
This
is
an
interim
measure.
While
Scullin
works
with
the
development
industry
skill,
you
know
education
or
tiff
eccentric
to
towards
move
on
moving
towards
them
beyond
twenty
twenty
four
twenty
five
to
two.
A
Question
14
the
youth
for
reflection,
evasion
of
reflecting
horizontal
position.
A
D
F
G
A
A
F
D
F
A
F
D
D
F
Say
started
is
five
hundred
house
site
and
therefore
can
build
or
five
hundred
houses
to
be
current
standard.
The
new
transitional
provisions
will
be
able
to
say
a
minute
is
taking
three
years
to
build
these.
The
standards
are
changing
in
ninth
time,
whatever
you
don't
have
to
do
dwelling
summer
actually
hire
sounded
so.
F
E
The
gas
boilers
and
things,
and
after
this
is
read
when
you're,
not
the
leader.
It
was
an
article
in
The
Times
few
days
ago
talking
about
a
fact
that
all
new
boilers,
oil
is
replaced
every
year
and
all
new
boilers
and
I'm
gonna
have
to
be
put
it
in
in
such
a
way
that
they
can
take
hydrogen
so
that
by
2030
2035
I
cannot
remember
the
name,
but
you
then
get
somebody
turns
up
and
within
an
hour
your
boiler
can
do.
E
H
E
A
G
E
C
So
we'll
amend
the
question
offices
we've
just
agreed
to
come
through.
That's
fine
and
then
we'll
add
an
extra
paragraph
to
say
what
you
just
said
about
taking
about
the
fabric
of
building
to
be
brought
forward
and
setting
look
well,
I
think
we've
said
about
local
efficiency
standards,
so
you
want
a
bit
more
Bolton
a
parameter
to.
