taking

that
one.
So,
starting
with
the
agenda,
any
declarations
interest
I
have
none.

the

of
october.
I'm
happy
to
agree
those

we'll

I
have
not
had
any
notification
of
any
members
of
the
public
registering
to
speak,
so
we'll
go
straight
to
that
agenda
item
for
the
extension
of
the
hardship
fund,
support
and
I'll
hand
over
to
pauline
stutchfield.

update
on
the
current
fund
position
is
contained
at
paragraph
7
on
agenda
page
10.,
as
at
today
the
fund
is
of
almost
957
000.
Pounds
has
been
spent
with
around
with
funding
for
about
six
claimants.
Left
funding
has
supported
around
6100
people
so
far.
This
is
a
moving
feast,
as
people
move
in
and
out
of
council
tax
support.
So
it's
not
an
exact
figure.

The
council
could
consider
using
an
element
of
its
own
additional
kobit
19
emergency
welfare
fund
to
sustain
the
payments
until
the
end
of
the
financial
year.
This
would
treat
all
council
tax
support
claimants
fairly
across
the
current
financial
year
and
provide
some
breathing
space
before
the
2122
council.

bills
are
issued.

The
position
of
spend
against
the
current
financial
year
budget
is
shown
at
table
one
and
and
the
budget
itself
at
table
two.

So
you
can
see
that
there's
773
000
pounds
left,
although
you
are
aware
that
the
council
used
this
fund
to
pay
for
the
free
school
meals
for
half
time
to
support
families
and
children
in
hardship
at
a
cost
of
43
000
pounds.
Last
week,
the
community
support
provided
in
the
first
four
lines
of
table,
one
which
includes
the
prepaid
cards,
food
parcels,
mobile
phones
and
data
internet
and
discretionary
one-off,
free
school
meals
during
various
holidays
has
been
very
effective
in
supporting
residents
throughout
the
pandemic.

to
turn
into
the
recommendations
on
the
first
page
executive
members
are
there
for
asked
to
note.
The
financial
support
provided
to
residents
today
approve
the
extending
extension
of
the
hardship
scheme
with
council
funding
to
the
31st
of
march
2021
and
approve
the
continuation
of
the
community-based
welfare
support
are
set
out
in
the
first
four
lines
of
table
one.

just

few
comments.
Really.
I
very
much
welcome
the
proposals
in
this
paper.
I'm
really
glad
we've
been
able
to
identify
these
funds
to
extend
the
the
150
pound
financial
help
through
to
the
end
of
march.

I
think
I
think
this
is
a
particularly
useful
way
of
getting
a
payment
is
particularly
useful
way
of
helping
people
as
it
is
paid
directly,
and
it
doesn't
need
people
to
apply
separately,
which
I
think
can
be
a
barrier
to
reaching
those
most
in
need.
So
I
think
it's
very
helpful
that
we
can
extend
that.

As
as
pauline
mentioned,
we
did
step
in
and
use
some
funding
to,
fund
the
free
free
school
meals
during
school
holidays
for
those
who
are
actually
eligible
for
free
school
meals,
when
the
government
failed
to
do
that.
But
I
think
extending
this
discretionary
funding
is
also
really
valuable
for
families
who
don't
meet
those
criteria,
but
are
just
about
managing
and
really
need
that
support.
So
children
can
get
a
decent
meal
each
day
of
the
school
holidays
just.

Finally,
I
think
there
is
a
concern
that
we
can't
be
sure
we
won't
run
out
of
this
funding
before
the
31st
of
march
next
year
because
of
the
current
situation
and
the
pressures
that
that
are
facing
this
over
the
winter,
and
this
is
possible
that
the
need
for
support
is
certainly
going
to
grow
over
the
winter,
and
I
just
think
this
underlines
the
need
for
the
government
to
step
up
and
provide
some
more
consistent,
consistent
and
comprehensive
funding
to
support
residents.
But
I
certainly
welcome
the
proposals
here
today.

councillor,
craig
hill,
that
segues
nicely
into
what
I
was
going
to
talk
about
was
the
first
word
that
was
government,
and
I
think
one
of
the
things
we've
noticed
in
this
particular
area
is
funding.
We
get
from
the
government
tends
to
come
at
the
last
minute
without
the
clarity
that
we
really
need
in
order
to
put
put
schemes
in
place.
I
think
we've
also
found
as
this
this
paper
shows
quite
clearly,
it's
generally
insufficient.

So
I
think
that
has
been
something
of
a
challenge,
but
I
think
it
really
vindicates
the
the
moves
we
made
very
early
on
during
this
pandemic
to
set
aside
the
additional
1.2
million
pounds
worth
of
support
for
local
residents,
alongside
the
the
additional
million
pounds
that
we
put
into
businesses-
and
I
think
when
you
look
at
table
one
and
table
two-
it
just
kind
of
show
what
a
difficult
situation
we've
been
in.
Have
we
not
identified
our
own
resources
to
help
support
this?

it's
absolutely
right.
Is
the
paper
identifies
that
we
we
are
able
to
extend
this.
It
would
be
anomalous
for
those
that
applied
early
on
the
scheme
to
get
that
and
those
that
had
in
the
last
sort
of
two
to
three
months
were
not
eligible
for
the
same
sort
of
payment,
and
I
think
I
fully
share
your
concerns,
counselor
craig
hill,
that
this
this
does
only
feed
through
until
march.

Obviously
we
made
that
step
through
with
the
free
school
meals
as
well,
which
covers
us
for
this,
this
half
term
period,
but
we
have
christmas
holidays
coming
and
there
will
be
further
draws
on
these
on
these
resources
that
we've
made
available
and
we
need
to
do
all.
We
can
really
to
make
sure
that
government
are
giving
us
the
level
of
financial
support.
On
top
of
what
they've
already
done
to
enable
us
to
offer.
The
support
base
has
been
absolutely
vital.

won't
take
that
personally
at
all,
so
this
report
sets
out
the
impact
of
kovitch
upon
the
council's
commercial
portfolio.
We
have
over
1100
different
commercial
agreements
for
for
spaces
for
a
wide
variety
of
different
sectors,
and
the
commercial
portfolio
generates
an
annual
income
revenue
income
of
just
a
circus
six
million
pounds.
So
it's
a
very
important
part
of
the
council's
overall
funding
part
to
to
fund
important
services
for
residents.
D
Kovid
has
had
a
very
differential
impact
on
on
those
tenants
with
some
sectors,
faring
better
than
others,
and
some
sectors
having
the
ongoing
impact
of
not
just
the
lockdown
but
of
the
tier
two
impact
on
hospitality
and
leisure
and,
to
some
extent,
retail
in
the
reduction
of
the
numbers
of
people
in
our
particularly
in
our
city
center.

In
response
to
these
challenges,
the
report
sets
out
how
the
the
council
has
landlord
has
approached
that
that
differential
impact
and
how
it
has
worked
with
tenants
to
assist
them
to
deal
with
the
significant
financial
challenges
that
that
covet
has
brought
with
it.
So
we
made
a
very
early
decision
to
defer
rents
for
the
for
the
immediate
period
during
lockdown,
and
that
was
subsequently
then
extended
for
a
further
three
months,
so
we
have
a
total
of
six
months
of
deferred
rents.

We
have
had
individual
discussions
with
all
of
our
tenants
and
arranged
payment
plans,
which
vary
differently
depending
on
the
sector
that
they
are
in,
but
I
think
that
individual
approaches
has
been
quite
important
to
reflect
that
these.
You
know
some
some
traders
trading
pretty
well
and
wanting
to
stay
on
top
of
their
rents.
Others
having
much
more
of
a
struggle
with
the
immediate
impact
on
on
revenues.

However,
the
council
council
of
the
state
has
fared
pretty
well
during
that
period.
The
the
the
city
center
estate
is
now
fully
let
or
under
agreement
and
our
other
office
space
at
the
eco
center.
We
have
63
units
there
and
61
of
those
are
currently
let
and
of
our
existing
tenants.

of
those
have
fully
paid
up
the
the
rent
due
to
date,
21
of
those
have
agreed
a
further
payment
plan.
So
there
are
some
who
are
still
struggling
to
understand
how
they're
going
to
deal
with
the
long-term
impact
of
that,
but
that
we
continue
to
work
very
proactively
with
them
to
to
help
them
through
through
the
the
challenges.

So
there
aren't
really
any
further
decisions
on
that
element
of
the
commercial
portfolio,
but
there
is
one
arrangement
that
was
midway
through
being
confirmed
when
kovitt
hit,
so
the
spark
york
lease
had
been
agreed
at
one
of
your
previous
decision
sessions,
with
a
series
of
criteria
that
spark
had
to
meet
before
that
lease
was
was
extended
and
that
new
lease
was
due
to
come
into
place,
but
was
impacted
both
by
the
time
scales
of
the
planning
decisions
being
made
and
their
their
works
to
actually
implement
some
of
the
conditions
on
that,
particularly
the
cladding
on
the
outside
of
the
scheme.

So,
to
maintain
the
kind
of
legality
of
their
occupation,
we
offered
them
a
temporary
tendency
at
will
to
take
us
through
that
summer
period,
whilst
they
discharged
the
conditionality
that
had
been
previously
agreed.
However,
kobe
has
had
quite
an
impact
on
on
the
hospitality
sector,
in
particular,
with
lockdown
spark
weren't
able
to
trade
that
reduced
their
balances,
and
they
have
been
impacted
by.
D
Firstly,
the
10
o'clock
closed
down
and
then
the
further
restrictions
brought
in
under
tier
two,
and
they
have
approached
us
with
a
request
for
further
mitigation
on
some
of
the
clauses
on
the
lease
to
help
them
meet
the
financial
challenges.
D
So
the
continuing
presence
of
spark
in
our
city
has
been
a
real
positive
during
the
summer,
the
need
for
further
outdoor
space
and
to
create
activity
on
the
street
and
to
encourage
football.
I
think
sport
spark
have
played
a
really
important
part
in
that
of
the
summer,
and
the
continuation
of
their
lease
has
already
agreed
is
something
that
we
want
to
support.

But
they
have
requested
slight
amendments
to
some
of
the
financial
terms,
in
that
they
have
requested
that
the
unique
deposit
that
we
asked
from
from
them
ahead
of
the
lease
extension
and
the
requirement
to
have
a
personal
guarantor
tour
on
the
lease
are
conditions
that
they
have
asked
us
to.
Consider.

Removing
that
would,
if
to
agree
to
those
two
things
would
actually
put
them
on
a
par
with
all
of
our
other
tendencies
within
the
city
center,
for
whom
we
don't
ask
for
deposits
or
guarantors
and
we'll
definitely
aid
with
the
support
of
those
small
business
units
that
run
from
spark
and
make
it
a
a
level
playing
field
with
other
businesses
in
the
city.
So
that
is
a
request
which
that
officers.
We
would
wish
you
to
consider,
and
that's
the
one
decision
on
this
report.

other

So
I'll
just
go
ahead
straight
into
the
comments.
I
think
I
was
quite
surprised.
A
This
covered
period
in
terms
of
doing
everything
we
can
to
make
sure
we're
supporting
businesses
and
taking
those
steps
necessary
to
help
them
through,
what's
been
a
particularly
challenging
period,
but
as
we
discussed
on
the
previous
item.
At
the
same
time,
the
council
has
its
own
pressures
in
terms
of
how
it's
helping
vulnerable
residents,
and
that
has
been
a
key
income
stream
and
losing
lots
of
that
key
income
stream
would
have
meant
that
we
weren't
able
to
do
a
lot
of
the
other
things
that
we've
been
doing
to
support
residents.

I
think
again
testament,
as
you
highlighted
at
paragraph
14,
that
we
haven't
yet
seen
considerable
rises
in
vacancies,
and
I
think
there's
been
a
lot
of
confusing
stories
in
the
press
lately
about
city
center
vacancies
and
number
of
statistics
about
the
number
of
losses
of
chain
stores.
The
reality
is
that
our
city
center
property,
as
you
said,
is
fully
let
all
under
agreement
and
we're
not
seeing
the
same
level
of
high
level
of
city
center
vacancies
as
other
areas
in
the
country.

Throughout
this
period,
it's
been
absolutely
essential
that
we
maintain
that
vibrant
city
centre
as
much
as
we
can.
As
we
came
out
of
lockdown
as
we
came
out
of
recovery
actually
having
a
thriving
area.
I
think
one
of
my
big
disappointments
spark
was
during
the
eat
out,
help
out
on
a
monday,
tuesday,
wednesday,
that
didn't
open
on
a
monday,
which
is
considered
an
interesting
way
of
approaching
things,
and
I
think
we
have
worked
with
them.
We've
offered
support
where
we
can.
A
I
think
we
we
do
have
to
note
the
steps
that
they
made
in
terms
of
complying
with
the
planning
regulations
and
going
through
that
planning
process.
It
was
difficult
for
them
unfortunate
that
that
they
weren't
able
to
get
that
through
pre-locked
down,
so
that
has
led
to
this
fact
that
we
still
have
the
lease
going
forward.
But
I
think,
for
all
reasons
I
said
above,
I
think
it's
very
important
to
have
the
certainty
and
I
think,
as
you
said,
it
brings
them
in
line.

There's
no
suggestion
that
they're
being
treated
anyway
differently
to
any
other
organization
or
any
other
of
our
tenants.
We've
offered
support
to
everybody
and
it's
it's
a
very
similar
line
that
we're
taking
with
with
spark
here.
So
with
that,
I'm
happy
to
agree
that
the
two
recommendations
I
believe
at
the
top
of
page
15.
