A
Thank
you,
everybody
for
coming
to
this
public
meeting
of
the
executive
member,
adult
social
care
and
health
in
consultation
with
the
executive
member
for
children,
young
people,
their
decision
session
about
signal
house.
If
we
could
just
start
these
any
decorations
of
interests
that
aren't
already
registered.
B
A
A
Anybody
registered
speak
truth.
Thank
you
meeting
is
being
webcast
and
will
be
on
the
website,
after
is
for
people
to
see
if
they
wish
to
do
so.
So
we
had
come,
we've
come
to
look
at
the
decisions
about
sycamore
house
and
I'd
like
to
start
with
the
adults
aspect
of
it
and
I.
Don't
know
if
Martin
is
going
to
introduce
Gary.
If
you
could
talk
about
that
first,
for
me,
yeah.
C
C
We
call
e
one
of
the
issues
and
it's
it's
a
little
disappointing
that
it's
taken,
maybe
a
bit
longer
than
we
had
planned
to
be
here
and
some
of
us,
because
we
also
currently
house
the
adults
Social
Work
team
for
the
hospital.
So
there
has
been
an
issue
about
finding
appropriate
placement
for
them,
but.
C
Forward,
even
without
that,
but
it
is
better
to
be
able
to
move
the
whole
forward.
But
in
terms
of
some
of
the
detail,
one
of
the
issues
and
the
reason
really.
Why
particularly
keen
to
bring
it
here,
because
we
have
had
previous
executive
approval
to
try
and
move
towards
the
type
of
service
model.
We're
talking
about.
And
colleagues.
A
D
Talked
grants
that
we've
secured
a
thousand
a
stool
all
wrapped
in
the
works
to
the
building
to
some
sort
of,
say
there,
but
also
ensuring
that
people
are
safe
when
utilize
and
access
in
the
building.
Just
on
my
two
dimensional
boundary
second
supplies
and
proposes
additional
investment,
community
multi-sector
zone
by
80,000
pounds
with
funding
little
girls
but
remind
us
of.
D
D
Mentioned
in
the
report,
officers
team
outside
garden,
intrusive
guard
in
the
pc,
you've
all
met
and
there's
a
third
of
eating
plan
for
the
16th
name,
its
extensive
december,
two
I
think
we've
taken
by
other
concerns
and
them's
expressions
as
well.
The
two
areas
coming
together
so
far,
areas
that
we
looked
up
today
to
go
through
very
quickly
but
being
raised.
Proximity
of
our
clients
to
sikkim
on
the
video
is
that
the
ratio
to
now
twice
and
current
about
the
cities
provide
the
air
sentence.
A
D
I
expected
a
problem
with
the
green
arrow
that
sign
from
God
airports
are
boring,
opens
into
the
city
of
an
exception
view
model
will
meet
with
our
clients
and
the
history
of
offices
and
say
hi
to
people
just
to
go
through
what
or
say
just
going
to
contacts
and
everything
because
well
sorted
with
your
not
so
clear.
No.
B
D
D
D
A
D
Them
or
whether
it's
on
progress
now
look
on
scaling
the
16
when
we'll
look
at
that
the
intent
of
one
or
risk
assessments.
So
that's
an
ongoing
McGinnis
reassurance
and
we
look
to
the
potential
for
your
people
is
going
to
contact
the
balance
and
vice
versa
as
well.
I
think
we're
going
to
satisfy
ourselves
so
that
can
be
mitigated
an
American
and
the
reassurance
is
there
and
again
what
the
process
and
services
and
from
a
variety
and
so
the.
D
D
E
That's
a
good
summary
I
think.
Essentially,
what
we're
doing
is
looking
at
what
we
can
be
doing
it,
an
ability,
structure,
design
in
safeguarding
and
then
operationally,
and
how
we
use
ability
to
ensure
that
actually
we're
using
in
a
weibull
to
say
all
the
different
time:
users,
users
that
are
in
there
and
so.
C
E
D
A
F
Don't
think
so
other
than
just
to
reiterate,
Martin
said
at
the
beginning
about
the
overall
principles
that
we
would
rerun
of
our
parade
sick
of
our
house
under,
and
you
know
the
preventive
approach
than
just
the
you
know.
You
will
recall
the
executive
paper
on
the
14th
ensure
language
about
local
area
teams,
and
this
was
a
part
of
that.
So
this
is
the
next
stage
of
that
that
particular
development
I
mean.
B
B
We've
got
facility
with
the
safe
here,
but
which
is
something
that's
missing
in
New
York
and
the
bidders
brought
in
money,
and
it
is
something
that
is
well
over
during
my
mind
and
will
be
an
added
benefit
to
the
people
of
York,
so
so
the
actual
overall
process.
It
is
absolutely
great
you're
giving
me
some
reassurances,
amount,
safeguarding
I
have
to
say
on
the
record,
I'm
very
key
to
drill
down
further
on
that
as
time
develop.
B
And
whilst
this
is
an
update
report
and
maybe
not
appropriate
to
go
into
great
detail
tonight,
I
would
appreciate
some
kind
of
ongoing
narrative
on
that,
so
that
I'll
get
a
continuing
comfort
and
my
real
concerns
will
be
the
crossover
periods
I
think
so.
Originally,
we
were
talking
about
the
Children's
Services,
with
something
like
to
till
early
evening,
and
the
adult
services
were
early
morning
until
something
like
four
o'clock
in
the
afternoon.
We
had
these
two
hour
to
manage
well
with
the
safe
haven.
D
Silence
a
thing
is
concerned,
and
it
is
that
for
sure,
on
your
sensitivities
and
Russell
isn't
kilometer
where
the
ropes
maple
top
of
each
other
I,
don't
think
I
sit
here
said
there
won't
be
a
time
when
a
child
missing
out
on
vice
versa.
It's
about
ensuring
that
by
the
right
processes,
mitigations
and
in
place
ever
since
quite
about
kill
each
ocean
work
forms
of
violence.
No,
this
actually
going
all-in
going.
I
wasn't
a
lot
of
work.
You
don't
have
been
particularly
the
initial
me.
D
B
I'm
very
keen
to
see
the
design
lab,
building
its
go
along
and
have
some
involvement
into
that
and
I
have
to
say
that
the
the
bringing
together
with
the
services-
I
think,
as
john
mentioned
at
the
beginning,
this
Oh
Martha
mentioned
at
the
beginning.
That
crossover
actually
does
that
benefit
to
both
adults,
and
it
shows
is
going
to
make
it
more.
They
a
real-life
environment,
and
that
crossover,
I
think,
is
not
a
bad
thing
as
long
as
we
manage
it
from
the
safeguarding
point
of
view,
those
would
be
my
concerns.
Okay,
thank.
A
You
I
think
my
colleagues
I've
always
been
concerned
with
the
services
that
were
at
castle
gate
about
young
people
that
didn't
fall
into
the
country
of
really
being
a
child
are
really
being
and
and
that
that
transition
has
always
been
a
tricky.
One
and
I
know
that
the
as
chair
of
the
health
well-being
board
priorities
can
be
mental
health
and
early
intervention,
and
this
absolutely
contributes
to
that
delivered
in
in
a
locality.
That's
exactly
what
we
want
to
happen.
We
don't
want
leave
any
mental
health
issues
until
they
get
really
serious.
We
need
to.
A
We
need
to
get
them
early
and
if
the
developments
at
Sycamore
has
helped
us
to
do
that,
then
I
for
one
will
be
extremely
pleased.
So
we
need
to
take
some
decisions
together.
We
know
the
revised
model
and
the
development
of
safe
haven
we're
talking
with
that
sure.
We
agree
to
accept
the
capital
grant
to
develop
a
safe
haven
grid.
