yes,
under
the
quality
up
to
2007,
we
required
to
publish
equality
objectives
once
every
four
years,
and-
and
this
is
what
this
paper
is
suggesting.
So
following
that
were
a
peer
assessment
carried
out
by
the
LGA
local
Association
in
2015,
it
concluded
the
city,
your
council
satisfied.
The
criteria
for
the
excellent
level
within
the
framework,
so
I
think
gives
us
some
assurance
that
we
are
doing
well
in
terms
of
our
equality
objectives.
Nevertheless,
that
comment
isn't
intended
to
be
a
complacent.

the
sequence
of
reports
come
into
scrutiny.
It's
the
executive
memories
that
the
scrutiny
committee
effectively
signed
off
the
service
plan,
stroke
development
plan
and
then
looked
at
some
of
the
early
recommendations
from
the
South
sessemann
report.
If
they
didn't
actually
make
any
comment,
I,
don't
think
that's
because
there
there
weren't
some
comments
to
be
made.
It's
just
that
we'd
had
a
fairly
hefty
agenda
at
that
stage
and
members
didn't
necessarily
get
the
opportunity
to
do
that.
So
this
forms
the
first
part
of
our
quality
improvement
process.

What
you've
actually
got
is
the
is
effectively
the
leadership
that
management
summary
report,
which
is
drawn
from
a
number
of
other
reports,
because
we
do
them
at
curriculum
level,
so
that
we
a
report
for
English
and
maths,
one
for
ICT
etc,
and
this
is
the
as
I
said,
they're
kind
of
high
level
judgments,
though,
for
the
the
the
major
part
of
that
report.
It
won't
actually
look
like
this
in
terms
of
format,
because
we
do
it
on
big
a3.
So
we
can
see
all
the
judgments,
but
I
just
thought.

was
a
much
easier
way
and
we'll
call
scaling
or
a
lot
less
hassle
again
different
if
it
was
no
big
sheets
very
same
book,
but
it
is,
it
is
so

format
does
allow
for
it
to
be
easily
viewed

the
team
and
then,
following
that,
what
we
then
do
is
we
then
produce
our
quality
improvement
plan
and

quality
improvement
plan

scrutiny
haven't
necessarily
done
that
in
the
past,
partly
because
it's
such
a
big
document,
but
one

my
colleagues

really
keen
on
getting
into
a
format
that
we
will

able

track
the
actions
rather
than
it
be
in
lots
of
individual
documents.

if
we
can
manage
that
on
a
first
screen,
can
you
tell
with
a
report
that
terms
of
progress
and
following
on
from
the
judgments
that
then
all
of
the
data
that
we
produce
now

realize
that
this
isn't
enhanced

readable
form?

there
aren't
aren't
familiar
with
it,
it's
difficult
to
read
the
reason
we
do
it
like.
This
is
because
this
is
the
way
Ofsted
look
at
it,
and
we've
had
issues
before
where
we've
produced
the
data
differently
to

way
the
Ofsted
looked.
It
then
they've
come
in
and
started
talking
to
us
about
data
we've
not
really
understood
what
they
were
saying.
So,
whilst
this
is
a
bit
clumsy
it
does,
it
bind
what
we
call
SSA
subject:
sector
areas,
it
doesn't
really
tell
you
what
the
programs
are.

the
last
thing
to
say
is
that
report,
which
is
trusting
which

document
that
sets
out
very
clearly

we're
supposed
to
get

to
drill
down
to
some
of
the
detail,
but

what
we
do

otherwise,
you've
got
another
six
teams
of
detailed

think
there's
two
issues
here.
We
were
increasingly
seeing
more
occupational
areas
that
require
a
qualification
at
level
two
and
often
GCSE.
So
this
represents
that
the
figures
in
here
represents
monthly,
at
mostly
adults,
most
of
the
people
that
will
have
taken
that
qualification
will
be
twenty-two
twenty-three
plus
and
a
fair
bit
older.
So
that's
the
first
group
of
people
and
then
the
Adu,
the
requirements
around
apprenticeships
are
are
of
increased.

again,
we've
seen
a
significant
increase
in
the
number
of
people
needing
English
and
maths
and
that
that's
why
the
numbers
increases
and
then
I
think
the
third
bit
is
that
there
are
increasingly
adults
who
want
to
go
to
university
and
England.
If
there
are
English
and
maths,
they
simply
don't
reach
the
entry
requirements.
So
we
always
see
a
steady
half
a
dozen
who
are
doing
this
because
they're
planning
to
apply
to
university,
the
following
the
following
earners
are
mature
students
but
yeah
that
has
been
a
growth
and

over
two

in
our
16
to
18
year
old
program
and
some
of
our
high
need
support
and
the
reason

really

we

This

reasons
for
that.
When
you
start
looking
at
where
you
make
the
quality
improvement,
you
often
find
that
you
don't
have
this
number
of
quality
improvements,
because
the
actions
you
take
address
a
number
of
them.
It's

that
they're
identified
under
particular
head
and
so
would
reasonably
often
some
of
them.
Some
of
them
will
be
more
important
than
others,
but
yeah
in
the
past,
we've
been
reasonably
confident
about
being
able
to
address
those
issues
and
we
we
use
around
the
green
system
and
sometimes
at
the
end.

Controls
answer
an
effective
till
the
reduced
number
of
trainers
coordinates
people's
homes,

currently
216
zones
in
the
city
covering
over
a
thousand
houses,
and
these
were
implemented
between
2007
to
2014

statutory
duty
on

council
to
introduce
zones
and
as
a
result
of
service
pressures
back
in
2015
through
the
budget
setting
process
where
the
decision
was
taken
not
to
introduce
any
more,
but
it
does
continue
to
be
demand
for
zones
and
the
existing
zones
really
need
to
be
reviewed.
Now.
The
earliest
zones
of
ten
years
olds,
I've
already
alluded
to,
and
it's
slightly
that
many
of
the
residents.

Even
though
zones
aren't
the
people
who've
signed
up
in
the
first
place,
and
because
the
success
of
the
zones
relies
on
people
being
ready,
willing
and
able
to
turn
people
away,
we
really
do
need
to
ensure
that
that
is
what's
happening.
That's
what's
happening
and
people
know
what
to
do
with
them
in
the
zones
and
additionally,
because
coal
coin
in
itself
is
literally
or
we
don't
even
put
them,
where
it's
proportionate
to
do
so.
Ie,
where,
where
the
residents,
one
of
them.

Fifty
percent
of
residents
need
to
expressly
agree
to
the
to
introduction
and
no
residents
should
oppose

zone
as
a
saying.
This
is
because
the
success
depends
on
the
residents

rule

there

resident

opposes
the
zone,
a
zone
could
not
be
introduced

intensive
to
set

assistance

volunteers

in
the
community

elsewhere,
we
could
reduce
that

time

could
be
passed
on
in
terms
of
the
cost
of
the
new
zones.

top
of
that,
there's
nothing
to
stop
us
looking
to
continue
to
find
other
funding
streams
in
order
to
carry
this
pakodas
project
on
and
so
that
that's
in
a
nutshell,
this
is
a
report
is
about
and
I
should
also
add.
A
review
of
existing
zones
will
need
to
take
place,
looking
at
assistance
again
from
volunteers
within
the
zones.
If
it's
not
forthcoming
or
there's
no
report
for
the
zones,
then
we'll
be
looking
to
remove
this.
As
that
are
we
are
in
place
already.

aren't
going
to
abide
by
the
