councillor,

item
one
is
declarations
of
interest.

don't
have
any
prejudicial
interests,
but
I'd
like
to
put
on
record
in
respect
to
item
five,
which
is
the
farrow
street
item,
but
that
is
in
fishergate
ward,
which
is
my
ward
and
I've
had
email
exchanges
with
the
lead
petitioners,
giving
them
advice
on
the
process
for
residence
park
and
parking
and
conversations
item.
Two
is
minutes
of
the
meeting
on
november.
The
third
I'm
happy
to
approve
these
as
a
correct
record
and
in
relation
to
the
green
dykes.

Lane
item,
which
was
award-funded
crossing,
would
particularly
like
to
thank
officers
for
the
impressive
implementation
within
a
matter
of
a
week,
so
the
decision
being
made.
So
that
is
in
place.
As
we
speak
item
three,
I
don't
have
any
public
speakers
I
believe
nobody's
registered
to
speak.

The
item
so
I'll
move
on
to
item
five,
which
is
the
traffic
signal,
refurbishment,
clifton,
moore
and
harrogate
hurricane
way,
which
is
page
7-38,
and
this
has
been
subject
to
significant
discussion,
as
reflected
in
the
report,
including
some
comments
from
myself
in
response
to
views
of
local
residents.

the

an
update
or
to
to
to
briefly
outline
the
the
options
and
the
issues
that
we've
got
before
us
today.

I'm
accompanied
with
james
williams
here
as

So
hopefully
you
can
answer
any
questions
you
might
have
on
this
item.
But
fundamentally
this
is
another
czar
scheme.
I
believe
it's,
the
36th
czar
scheme
that
we're
hoping
to
deliver,
which
has
the
the
same
fundamental
purpose
of
replacing
life,
expired
traffic
signals
such
that
we
can
continue
to
operate
them
and
maintain
them
effectively.

This
one
is
at
the
junction
of
clifton,
moorgate
and
hurricane
way
and
you're
being
presented
with
two
options
today.
The
first
is
basically
a
like
for,
like
replacement
with
no
changes
to
the
fundamental
operation
of
junction.
However,
we'll
be
replacing
all
equipment
with
new,
which
will
have
some
minor
benefits
for
pedestrians
and
capacity
just
to
the
to
the
newer
technology
and
the
ability
to
link
it
back
to
the
control
center
at
west
offices.

The
the
second
option
was
born
from
a
consultation
event
that
occurred
as
part
of
the
outer
ring
road
works
where
users
engaged
with
that
team
and
expressed
an
interest
to
introduce
a
right
turn
out
of
the
side,
road
out
of
hurricane
way
onto
clifton
moorgate.
And
we
believe
that's
something
that
the
residents
very
much
support
as
well.
Of
the
two
options.
We're
recommending
the
first
option.
One
and
james.

I
can
do
yes,
so,
as
christians
mentioned,
there
essentially
option
one
just
refurbishes
the
junction
to
the
current
layout,
that's
supported
by
our
road
safety
audit
team
and
due
to
there
being
a
good
safety
record
at
the
junction
over
in
recent
years,
option
two
by
introducing
the
right
turn
option
out
of
hurricane
war.

In
addition
to
that,
as
part
of
option,
two,
you
would
actually
have
to
and
combine
the
entire
junction
as
one
so
the
the
present
day
and
the
southbound
signal
control
movements
on
clifton
mirage
are
actually
a
separate
stream.
So
essentially
we
can
control
that
traffic
flow
separately
from
vehicles
wanting
to
turn
into
an
out
of
hurricane
way.

So,
in
order
to
do
that,
we
actually
have
to
pull
back
the
stop
line
to
about
50
meters,
further
back
where
from
where
it
currently
is,
which
causes
other
issues
for
queuing
back
to
the
outer
ring
road.

There
are
also
changes
that
need
to
be
made
in
terms
of
pedestrian
island
spacing
and
and
creating
a
through
fare
for
vehicles
to
turn
right,
which
obviously
adds
a
lot
of
civils
work
to
the
programme
and
additionally,
because
of
that
removal
of
islands
and
the
additional
new
kerb
lines,
we
would
need
to
undertake.

Quite
a
large
piece
of
highways
resurfacing
work
as
well,
which
is
what
really
adds
to
the
the
cost
of
the
scheme.
Overall.

So,
just
to
just
to
finish
off
on
this
one
counselor
to
go
on
we're
basically
saying
that
option
two
would
cost
an
extra
two
hundred
thousand
pounds
to
implement,
which
we
don't
believe
is
a
good
value
for
money.
Considering
the
number
of
vehicles
that
wish
to
make
this
turn
based
on
surveys
and
data
is
approximately
90
vehicles
per
hour
or
a
third
of
the
vehicles
trying
to
exit
hurricane
way,
which
at
present
can
of
course,
just
go
to
the
ring
road
and
turn
back
around
for
a
very
minor
detour.

and
as
you
say,
the
original
feedback
from
on
this
came
in
connection
with
the
consultation,
an
earlier
consultation
about
the
outer
ring
road
about
a
year
ago.
Right
in
thinking
aren't
it
yes,.

That's
right
as
part
of
the
auto
ring
road
scheme.
Several
drop-in
sessions
were
held
and
I
believe
the
attendance
was
many
hundreds
of
people.
We
do
believe
we've.
There
were
several
residents
that
attended
those
sessions
and
it
was
from
those
sessions
that
that
right
turn
option
was.

You
say
that
the
difference
between
the
two
two
options
in
terms
of
cost
is
quite
significant,
and
presumably
that,
because
that
wasn't,
your
original
proposal
was
that
included
in
the
this
sort
of
budget
plan
survey
for
the
year
is
that
that
wouldn't
have
been
included
as
as
assumed
cost.
If
we
didn't
have
that
in
to
start
with
as
an
option.

I
said
earlier,
I
I
have
had
a
written
representation
from
councillor
smalley,
which
is
this
is
on
behalf
of
all
councillors
for
royal,
cliff
and
clifton,
without
thanks
the
officers
for
the
work
and
having
spoken
with
residents,
there's
a
great
deal
of
interest
in
in
this
particular
item,
but
he
says
that
there
hasn't
been
opportunity
for
residents
that
live
very
close
to
the
site
and
local
businesses
to
contribute
to
this
decision
and
that
the
consultation
on
the
outer
ring
road
was
was
sort
of
a
much
wider
one
which
sort
of
coincidentally
touched
on
this,
because
obviously
it's
close
to
the
outer
ring
road.

So
he
says
that
now
that
the
detailed
design
works
being
completed,
there's
an
opportunity
for
local
residents
in
the
area,
or
he
feels
that
there's
an
opportunity
for
local
residents
in
the
area
to
have
their
say
on
this
subject.
So
I
mean
appreciate
that
we've
got
a
program
of
work.
We
want
to
try
and
move
on
with,
but
I'm
sort
of
cautious
about
moving
ahead
with
this.

If
there's
a
general
feeling
in
the
area
as
reflected
by
the
war
councillors,
so
residents
and
businesses
haven't
had
the
opportunity
to
input
to
this
decision.

So
what
I
am
thinking
of
suggesting
is
if
we
could
actually
delay
the
decision,
except
obviously
your
recommendations
are
as
they
are,
but
if,
if
we
want
to
consider
any
additional
representations
before
a
final
decisions
made
that
it
could
be
deferred
for
a
month
until
the
january
meeting
of
the
of
the
of
my
decision
sessions,
I
don't
know
if
officers
got
any
strong
views
on
that
as
to
whether
we
could
do
that.

within
your
gift
to
do
that.
There
will
be
impacts
which
I'll,
let
james
and
christian
talk
about,
but
it's
within
your
gift
to
defer
a
decision
and
we
could
work
with
the
ward
councillors
to
advertise
that
you've
deferred
the
decision
allowing
them
to
input
into
the
next
decision
session
if
they
have
strong
views
one
way
or
the
other.

made
some
input
to
it

In
the
past,
look
trying
to
look
at
options
that
would
minimize
the
costs
and
impacts,
but
the
report
is
quite
comprehensive,
a
lot
of
information
there,
but
I
am
concerned
if
there
is
a
a
feeling
in
in
the
local
area
that
hasn't
been
sufficient
opportunity
to
comment
before
that
decision
is
made.

if,
if
you
think
that
we
can
manage
to
delay
it
for
that
period
of
time,
just
to
allow
residents
and
businesses
in
the
area
to
input
before
the
decisions
made,
I
mean.
Obviously,
as
you
say,
the
report
is
as
it
stands,
but
if
there's
any
new
information
which
we've
not
taken
into
account,
I'd
like
to
have
that
included
within
the
report
before
the
final
decisions
made.
So
that's

obviously
appreciate
we've

people
that

us

not
getting

those
are
most
directly
affected
in
the
area
have
the
opportunity

input

that
decision.

basis,

defer
a
decision
and
ask
that
any
feedback
through
the
world
councillors

direct
to
the
department
could
be
reflected
in
that
report.
I'm
conscious,
obviously
also
that
that
christmas
is
in
in
between
now
and
and
january.

there
are
people
out
there
who
want
to
input,
I
would
urge
that
that's
done
straight
away,
because
obviously
the
reports
that
I
have
well,
I
think,
we'll
have
to
be
signed
off
like
the
first
day
back
after
new
year
for
that

meeting

january.

lane
crossing,

very
impressive

done
it
during
a
lockdown
period,
obviously
has
meant
that
it's
disruptive
traffic
a
lot
less
than
we
might
have
done
at
some
other
time
when
there's
more
traffic
on
the
roads.

actually,
the
the
crossing
on
york
road
in
hackspee
is
just
about
complete
as
well.

crossings.
Two
crossings
in
a
month
is
very
impressive.

Yes,
we
undertook
the
first
consultation
in
march,
but
the
very
next
day
we
went
down
into
the
national
lockdown
and
so
because
of
the
restrictions
in
place
of
people
leaving
the
houses
or
traveling
and
it
the
percentage
returns,
was
quite
low,
with
only
17
which
is
25.

Yeah
I
mean
this
this,
so
I
I've
got
the
figures
they
are
in
the
in
the
report.
Anyhow,
aren't
they
those
68
households,
but
only
21,
returned
and
16
of
the
21,
were
in
favor
with
five
five
against,
so
there
were
some
against.

But,
generally
speaking
with
these
these
items,
the
difficulty
we
have
is
that
the
people
who
feel
strongly
one
way
or
the
other
reply
and
the
majority
in
the
middle
who
are
not
really
that
either
not
bothered
or
it
doesn't
you
know,
particularly
with
student
households.
It
may
well
be
that
either
they
weren't
haven't
moved
in
in
september,
or
else
they
are
not
likely
to
be
affected.
Given
the
time
scales
involved
in
implementing
it,
maybe
they'd
only
be
hit.

You
know
in
that
that's
accommodation
for
one
term,
from
the
actual
response,
so
I
mean
the
the
recommendation
I've
got
from
the
offices
is
that
we
don't
approve
that,
and
that
is
on
the
basis
of
our
current
approach,
whereby
we
we
have
a
sort
of
a
guideline
that
we
should
have
a
response
from
at
least
half
of
the
households
which
is
a
bit
of
a
challenge
in
a
an
area
with
sort
of
fairly
transient
population,
whether
they're,
students
or
other
people
who
are
renting
rather
than
owner
occupiers.

So
it's
difficult
to
know
what
the
best
way
forward.
This
I'm
just
wondering
whether
I
mean
not
not
for
this,
this
particular
item,
but
I
do
think
it
highlights
the
problem
we
have
where
the
the
as
I
know
for
a
fact,
the
the
lead
petitioners
first
presented
a
position
petitioned
about
two
years
ago,
where
they
got.
They
got
signatures
from
half
of
the
street,
but
by
the
time
the
process
is
moved
forward
and
and
the
actual
service
take
taking
place.
A
They've
got
a
lower
response
rate
from
from
households,
so
I'm
I'm
sort
of
torn
with
with
this
one.
Obviously
I'd
very
much
like
to
support
the
residents
who
who
want
to
be
able
to
park
outside
their
own
house
and
address
the
problem
about
people
who
are
basically
using
it
for
free
parking
when
they
don't
live
in
the
area.

But
on
the
other
hand,
we
do
want
to
try
and
make
sure
that
everyone
who
is
impacted
by
it
has
a
say
and
I'm
conscious
that
the
cost
of
of
permits
is,
generally
speaking,
the
main
it's
the
cost
and
the
hassle
of
the
main
things
that
people
say:
there's
a
reason
why
they
don't
want
to
have
a
scheme.
But
it
is
the
only
mechanism
we
have
at
the
moment
to
ensure
that
residents
have
somewhere
some
way
of
protecting
park
on
a
resident
parking
on
a
residential
street
for
their
own
use.

So
I'm
I'm
sort
of
wondering
in
in
terms
of
encouraging
more
use
of
the
park
and
ride
and
city
center
park
car
parks,
whether
we
should
be
considering
as
a
as
a
council,
either
moving
straight
to
the
advertising
or
having
a
different
policy
in
relation
to
areas
that
have
been
identified
within
our
arctic
four
process
and
we
do
have
a
system
within
york
that
areas
with
a
high
hmo
proportion
and
do
have
to
go
through
a
planning
application
process.

If
they're
going
to
be
converted
from
a
family
house
to
hmo,
and
so
it
may
be,
that
we
can
look
at
some
different
criteria
that
we
apply
to
areas
with
a
high
student
population
in
terms
of
the
numbers
that
are
needed
to
get
a
residence
parking
area.
Or
it
may
be
that
we,
we
would
look
to
a
wider
roll
out
of
residence
parking.

You
know
as
a
policy
change
for
the
council,
but
under
the
current
policy
process.
Unfortunately,
I
can't
approve
this
going
forward
for
residents
parking,
I'm
very
sorry
for
the
residents.
Who've
put
the
effort
in
in
trying
to
get
support.
A
I
have
got
on
on
the
list
actually,
as
it
happens,
I'm
sort
of
directly
aware
of
this,
because
some
of
the
residents
are
in
in
the
street
that
I
live
in
the
same
position.
You
know
that
they're
wanting
to
have
a
residence
parking
scheme,
so
I
have
been
encouraging
them
to
respond
to
that
and
it
will
be
another
executive
member
who
makes
that
decision
when
that
comes
forward.

But
it
is
a
an
issue
which
is
a
is
a
challenge
for
us
to
try
and
accommodate
the
needs
of
of
residents
and
focus
our
parking
in
formal
car
parks
or
encourage
people
to
use
the
park
and
ride
rather
than
parking
outside
people's
houses
and
causing
difficulties
when
they
come
back
from
taking
the
children
to
school,
finding
there's
nowhere
to
park.
A
So
on
that,
on
that
basis,
I
will
approve
the
officer's
recommendation
to
take
no
further
action
on
this
particular
item.
But
I
would
ask
that,
if
there's
any
sort
of
policy
change
that
we
can
actually
have
a
look
at
the
experience
from
farrow
street
and
I'm
conscious
of
some
other
streets
off
hasslington
road
in
my
world
have
also
asked
for
years,
have
been
asking
about
residence
parking.

So
that's
that
okay,
so
I'll
basically
approve
the
officer's
recommendation
up
to
take
no
further
action
at
this
time
in
farrow
street,
but
obviously
the
residents
there
can
talk
to
me
as
their
world
counsellor
and
we'll
try
and
see
what
we
can
do
in
the
going
forward
in
the
future.

that
takes
me
to
agenda

six
urgent
business.
I
don't
have
any
urgent
business
unless
anybody
else
has
no
okay.
On
that
case,
I
will
call
this
meeting
