Decision
session
for
economic
development
and
community
engagement,
first
item
declarations
of
interest:
I,
don't
I,
don't
have
any
to
declare
and
second
item
minutes
on
pages
1
2
of
the
last
meeting
and
I
wasn't
here,
council
Runciman,
attended
in
my
place
and
made
that
decision,
but
I
mean
it's
look
like
an
accurate
reflection
meeting,
so
I'm
happy
to
sign
those
and
I
can
three
public
participation.
I
cannot
see
anybody,
so
no
no
participation
and
writing
for
and
their
the
item
to
discuss
is
the
economic
strategy
review.
So
thank
you
very.
B
B
Well,
how
far
we've
got
is
thinking
what
the
process
might
be
for
starting
to
refresh
that
strategy,
but
I
think
the
starting
point
really
was
a
review
of
where
we
are
against
the
headline
targets
which
about
growing
wages
in
Europe
to
above
the
national
average
by
2025
meeting
in
full
requirements
for
business
space
in
housing,
growing
priority
high-value
sectors,
at
least
20%
faster
than
was
being
forecast
and
maintaining
our
comparative
advantages.
Employment
skills
and
connectivity
I
think
wanted
to
start
with
those
headline
targets.
B
Think
wow
are
those
still
relevant
or
is
the
really
really
case
of
actually
starting
again
we
can
make
strategy
and
I
think
really
I
think
we
would,
although
quite
a
lot,
has
changed
in
the
policy
environment.
I
think
the
economy
hasn't
dramatically
changed
in
the
last
three
or
four
years
and
I
think
the
basic
assessment
is
that
those
are
well.
We
might
want
to
refine
some
of
those
headline
targets.
They
are
kind
of
looking
at
the
right
things.
How
affordable
is
you
to
live
in?
How
well-off
are
our
residents?
Where
can
they
live?
B
B
Targets
there
are
the
AP
essential
to
do
that.
We
covered
in
the
structure.
You
know
those
in
some
level
in
this
report
swell
some
of
those
we
are
doing
very
well
on
and
some
of
them
we
need
to
do
a
bit
more
work
on
in
the
short
term,
but
I,
say
I.
Think.
The
basic
analysis
is
that
the
strategy,
the.
A
B
B
A
new
administration
of
sorts
after
that
make
sure
that
we
do
work
now,
which
everyone
come
agree
with
I
think
we
can
set
out
what
the
challenges
the
strengths
of
our
economy
are
getting
a
shared
common
view
around.
That
I
think
I'd
be
very
helpful
in
terms
of
politicians
putting
together
their
manifestos
and
thoughts
about
where
we
might
take
all
of
that,
and
then,
in
a
year's
time.
A
B
A
You
very
much
and
cover
quick
questions.
So
more
than
happy
with
this
sort
of
timeline,
this
you
know
laid
out
on
page
11
and
I.
Think,
as
you
say,
weekly
the
the
election.
At
that
point,
it
makes
sense
anyway,
in
obviously
would
tie
in
with
the
time
frame
of
the
current
economic
and
strategy.
It's
a
bit
varied
as
to
whether
the
what's
called
here
economic
strategy
conference
is
going
to
be
doing
business
week
or
in
October,
yet
to
bring
people
together.
Is
that
because
of
work
to
be
done
well
alongside
and
because
I
mean
I've,.
B
Got
an
outline
date
for
it
I'm
waiting
to
hear
whether
somebody
who
would
be
a
very
good
headline
speaker
is
available
on
that
particular
day.
But
we
are
looking
at
trying
to
link
in
with
your
business
week
in
November
and
in
particular,
your
business
week
runs
from
I
think
the
13th
to
the
18th
of
November.
B
That's
a
Tuesday
through
to
a
Sunday
we're
looking
at
the
the
Monday
of
the
following
week,
so
where
we
could
perhaps
the
flat
top
some
other
things
sort
of
happened
here
in
York,
Business
Week
and
that
consent
and
some
other
things
for
the
for
that
conference.
And
in
the
meantime,
as
I
say,
we
can
do
a
bit
of
a
refresh
of
the
evidence
base
as
well.
I've
got
some
capacity
coming
into
the
team
very
shortly
to
help
with
all
of
this.
B
A
B
A
B
So
we
want
to
do
some
work
with
them
around.
What
do
they
think
of
business
from
the
council?
Would
look
like
and
to
engage
them
in
the
process
for
developing
the
new
economic
strategy
and
through
that
communication,
each
other?
We
will
be
in
the
position
to
put
up
more
information
about
what
we
see
is
challenges
around
brexit.
How
many
of
those
challenges
are
not
unique
to
your
by
any
means
alike?
Many
of
these
things
it's
about
working.
B
Really
understanding
where
we
are
so,
but
in
particular,
with
the
things
in
your
that
may
be
different
from
the
places,
are
the
importance
of
our
international
tourism
business
among
the
tourism
trade
and
what
intelligence
are
we're
having
around
that?
There
are
some
people
at
the
beginning
now
to
think
never
mind
what
the
long-term
impacts
might
be.
What
might
happen
in
the
first
week
in
April
next
year,
for
instance,
we
don't
have
if
we
go
out
with
No
Deal.
A
B
A
lot
of
that
work
is
happening
with
businesses
already,
it's
not
something
that
we're
doing
a
big
council
portion
of
a
moment,
but
I
know
we
are
reviewing
more
general
terms.
What
our
policy
responses
to
to
potentially
pass
alternate
us
breaks
and
the
the
improved
communication
channels
to
business
will
be
really
important
with
that
in
terms.
A
And
someone
particles
and
like
they'd,
like
Mikey,
your
call
quite
interested
I,
think
others
were
worried
that
they
didn't
want
it
to
become
your
classic
month.
Yeah.
That
would
take
up
your
time
that
we
could
be
spent
doing
things
I'm
getting
accreditation,
correct,
but
I
see
it
as
being
a
way
to
bring
people
together
to
have
a
conversation
around
some
things
which
and
that
being
more
important
and
sort
of
nessus
the
outcome.
Yet
in
a
sense
whether
those
things
can
be
part
of
those
conversations
between
now
and
autumn,
because
obviously
we
do.
A
We
do
have
specific
city
center
challenges
around
retail
behavior
around
tortillas
yeah,
but
but
equally
there
are
economic
issues
there
as
well.
You
know,
I,
just
think
that
type
of
partnership
could
bring
people
around
the
table
to
talk
about
those
things
and
how
we're
going
to
work
together
to
towards
achieving
them
and
which
I
think
is
just
something
we
need
to
keep
our
eye
on
I
absolutely.
B
B
I'm
sure
that
will
be
one
of
the
things
that
we
look
at
in
the
conference
and
there
is
some
work
which
will
be
commissioned
by
then
looking
at
broader
challenges
of
joyful
changes
in
retail
and
what
that
means
specifically
for
our
city
that
hopefully
we'll
be
able
to
feed
into
to
this
conversation
as
well,
I'm,
already
working
more
closely
with
the
bed
and
make
it
York
the
retail
forum.
Then
my
counterparts
up
in
the
past,
because
it's
a
very
live
issue.
I
know
I
thought
this
was
it
Ian
and
how
important
is
for
economy.
B
You
know
he's
often
talked
about
as
a
place
that
doesn't
have
a
lot
of
export,
but
if
you
look
at
broader
definition
of
export
of
international
money
coming
into
your
city,
actually
our
tourism
trade
is
the
way
that
you're
really
exports
in
terms
of
getting
money
from
elsewhere.
And
it's
really
important
that
we
understand
that
and
understand
what
its
importance
is
and
make
sure
that
we
don't
compromise
the
attractiveness
of
our
city
to
everyone
that
wants
to
use
it
by
focusing
on
the
wrong
issue.
B
So
yeah
I
think
put
off
like
principles
whether
you
go
down
the
road
paying
for
a
for
other
people
to
come
and
tell
you
what
they
think
of
your
city
or
whether
you
just
did
the
legwork
to
actually
get
everyone
together,
as
it
is
really
important,
and
some
of
that
can
be
explained
through
the
strategy.
But
even
if
we
weren't
doing
a
new
version
of
you
can
most
trusted
be
definitely
will
be
the
key
thing
for
us
to
look
out
over
the
coming
months.
And
we
will
be
thank.
A
You
very
much
so
that
takes
me
to
the
recommendation
on
page
four,
which
is
that
the
process
for
reviewing
and
reversing
our
economic
strategy
is
agreed
which
I'm
happy
to
do,
and
then
I
think
it
is
just
urgent
business
which,
as
far
as
on
where
there
is
none.
So
that
is
the
decision
session
over.
Thank
you.
