city

intention

would

for
the
caretaker
they

the

We
appreciate
that
that's
unlikely
to
be
allowed.

concerned
that

the
figures
in

report
aren't
correct
and
have
been
perhaps
over

underestimated
one
way
or

There
are
figures
in
it
saying
it

cost
150,000
pounds
to
set
up

how
that
figures
been
arrived
at

would
hope

cost

behind

urgently

and

linked

freight
transit,

where
those
could
help
to
remove
larger
delivery
vehicles
from
narrow
historic
streets,
anti-idling

be
urgently

behalf

Green
Party
councillor
Denis,
Craig
Hill,
who
put
this
motion
to
Council
following
the
sudden
death
last
year
of
a
long
term
rough
sleeper
on
our
streets.
This
motion
was
in
response
to
calls
from
rough
sleepers,
homeless,
people
and
York
residents
for
more
action
to
be
taken.
Now,
on
the
very
day,
statistics
are
in
the
news
that
rough
sleeper
numbers
in
England
have
risen
again
for
the
seventh
year
running.

We
welcome
the
fact
that
your
paper
offers
a
number
of
tangible
actions
that
will
hopefully
bring
some
real
improvements
for
the
homeless,
all
those
on
the
edge
of
homelessness
in
York.
Whilst
these
are
certain
steps
in
the
right
direction,
we
have
to
wonder
whether
the
proposed
levels
of
investment
offered
will
only
skim
the
surface
of
the
depth
of
need.
That
is
out
there,
which
is
likely
to
get
worse
without
further
action.

The
additional
investment
in
much-needed
1-bedroom
council
homes
is
very
welcome
if
the
executive
is
indeed
willing
to
commit
to
it
rather
than
leave
offices
to
advocate
for
it.
As
the
paper
says,
a
paragraph
57,
additional
temporary
accommodation
and
a
new
officer
to
assist
people
to
get
into
the
private
rented
sector
are
both
welcome.

Yes,
your
paper
sets
out
in
paragraph
34
to
37
the
repeated
losses
of
funding
and
support
workers
that
have
taken
place
over
the
years,
including
the
rather
embarrassing
admission
that
there's
no
specialist
long
term
accommodation
for
people
with
complex
mental
health
needs
in
York.
It's
also
points
to
the
growing
pressures
from
welfare
reforms
and
other
statutory
changes.
An
extra
35,000
pounds
a
year
will
help,
but
it
is
very
unlikely
to
be
enough.
The
council
motion
refers
to
the
potential
for
expanding
the
use
of
the
Scandinavian
housing
first
model
in
York,
and
it's
welcome
that
right.

At
the
very
end,
the
paper
indicates
that
a
one-off
thumb
is
to
be
made
available
to
expand
housing
first.
The
key
thing
about
the
housing
first
model
is
that
abstinence
from
drugs
and
alcohol
is
not
required
as
a
first
step.
Getting
people
off
the
streets
into
housing
comes
first,
followed
by
intensive
support
to
change
their
lives.
We
understand
this
approach
is
resource
intensive
and
that
the
behavior
of
some
individuals
makes
them
difficult
to
help,
but
surely
it
is
in
everyone's
interest
to
get
people
off
the
streets
of
our
city
and
into
their
own
homes.

in
a
similar
way
to
government
funded
initiatives
are
already
underway
in
some
of
the
devolved
authorities
such
as
Liverpool
Manchester
and
the
West
Midlands
of
which
sums
like
that.
We
could
do
a
lot
more
here.

asking
Street
sleepers
and
the
homeless
people
themselves,
what
they
think
and
make
sure
their
views
are
acted
upon
meaningfully.

commerce
and
start
by
saying
we're
clearly
disappointed
with
the
outcome
of
a
Tuesday's,
Local,
Plan,
Working
Group
and
the
very
what
we
consider
unambitious
direction
of
the
local
plan,
which
begs
the
question
of
who
this
plan
is
actually
for.
Is
it
for
what
Theresa
May
described
as
the
just
about
managing
the
people
on
low
incomes,
people
who
can't
afford
to
get
in
the
housing
ladder.
People
have
difficulty
renting
housing
because
of
the
high
cost
of
renting
in
the
city.

Well,
it's
clearly
not
for
them,
because
if
it
was
you'd,
be
adopting
a
figure
of
at
least
1070
dwellings
a
year,
which
is
the
government
methodology
figure,
because
in
built
in
that
government
methodology
is
an
allowance
for
disparity
between
average
incomes
and
average
house
prices,
and
because
this
city
has
one
of
the
greatest
disparities
between
average
incomes
and
average
house
prices.
That's
how
the
government
methodology
arrives
at
the
figure
of
1070
1200
on't
an
evidence-based
plan.

If
you
go
forward
with
this
plan,
you
will
create
uncertainty,
business
hate
uncertainty,
business
finds
it
difficult
to
make
investment
decisions
and
the
Lai's
investment
decisions
when
faced
facing
with
on

uncertainty.
Why
will
there
be
uncertainty?
Because
we
don't
believe
that
any
inspector
will
find
this
plan
sound
quite
extraordinary?

governing
body

discussed

issue.
Yesterday,
we
were
disappointed
to
learn
of
the
outcome
from
the
local
plan.
Working
group
York
is
a
world-class
University.
It
has
a
strong
brand
reputation
and
contributes
not
only
to
those
for
the
city
but
also
to
the
wider
economy
through
activity
on
campus.
We
learn,
we
teach
research,
but
we
also
create
knowledge
and
spin
that
knowledge
out
into
industry
working
closely
to
create
economic
growth.
We
disagree
with
the
proposal.

That's
come
back
from
the
city
around
a
21
hectare,
smaller
site,
that's
been
proposed
for
the
extension
to
campus
east
members
will
recall
that
campus
East
was
secured
in
planning
consent
through
an
inquiry
where
the
inspector
felt
the
structure
of
State
felt
that
116
hectares
should
be
consented,
because,
even
though
there
was
harm
to
the
Greenbelt
that
benefits
that
the
university
would
gain
from
its
growth
from
that
development
outweighed
that
harm.
We
think
the
argument
is
the
same.
Here.
We
have
used
a
path
of
the
campus
East
land
in
only
ten
years.

We
believe
the
26
hectare
site
that
we're
proposing
is
essential
to
allow
us
to
grow
and
to
compete
in
international
marketplace.
Without
it,
we
believe.
Within
the
plan
period,
we
will
run
out
of
space.
The
counter
proposal
for
the
21
hectare
site
is
suboptimal
and
requires
over
half
of
the
land
to
be
used
as
a
buffer.
This
leaves
an
11
hectares
that
would
be
developable.
We
have
grave
concerns
that
this
scale
of
development
will
not
support
the
infrastructure
necessary
to
make
that
happen.
We
also
believe
that
11
hectares
will
be
used
up
too
quickly.

and
you
might
remember
me,
as
the
director
of
teas
Valley,
the
Housing
Association,
which
took
on
the
challenge
of
redeveloping
the
Disqus
bungalows,
creating
200,
much-needed
new
homes
for
people
of
all
ages
and
all
budgets
here
in
York.
I
would
like
to
emphasize
tonight
how
we
have
listened
to
the
issues
of
York's
residents
and
I
want
to
dispel
some
of
the
misunderstandings
regarding
this
opportunity.
We
have
been
promoting
this
site
to
the
northeast
of
York
for
over
six
years,
and
by
listening
we
have
made
several
important
improvements
to
the
scheme.

We
are
not
late.
Comers
to
the
table.
Your
residents
are
worried
about
traffic.
We
have
recited
our
scheme
away
from
the
existing
villages,
so
it
is
an
entirely
independent,
standalone
village,
not
an
urban
extension,
and
it
can
be
accessed
from
the
a64
on
the
Ring
Road.
Our
plan
is
to
embrace
the
need
to
build
a
mixed
community
and
I'm
and
I
can
commit
night
to
provide
over
to
provide
30%,
affordable
homes.
At
a
time
when
we
know
other
developers
cannot
commit
to
this.

Our
proposal
is
that,
rather
than
selling
the
500
affordable
homes
to
a
housing
association,
we
will
offer
them
to
you,
the
council.
This
could
enhance
the
prospects
of
the
council's
new
development
company
or
increase
the
number
of
existing
council
homes.
The
council
will
be
able
to
benefit
from
the
long
term
income
streams
that
these
homes
will
create
we're
also
offering
to
speed
up
the
process,
so
the
council
can
own
all
the
homes
say
within
five
years
fast
tracked
to
council
designs,
council
specification
and
quality
standards.

the
local
plan
working
group
in
your
lot,
we're
working
for
our
local
group.
Your
offices
suggested
that
our
scheme
could
be
a
viable
addition
to
the
plan.
The
working
group,
however,
decided
not
to
increase

numbers,

tonight
I
request
that
you
do
consider
increasing
the
numbers
slightly
to
take
advantage
of
this
excellent
opportunity
before
you.

end

the
local
plan
working
group
meeting
on
Tuesday,
the
committee
voted
an
unsound
plan
by
ignoring
the
advice
of
your
planning
consultants
offices
in
the
DC
LG.
You
are
currently
looking
down
the
barrels
of
central
government
determining
our
plan.
York's
local
plan
I've
been
involved
in
the
property
world
in
York's
in
the
since
the
late
1970s
and
we've
never
been
closer
to
achieving
an
agreed
local
plan,
but
as
I
see
it,
politics
is
being
given
a
higher
priority
than
common
sense
and,
more
importantly,
the
future
growth
of
our
great
city
of
York.

As
the
plan
stands
at
the
moment,
the
language
site,
st
15,
is
not
viable,
deliverable
or
sustainable
because
of
third
party
issues
and
especially
environmental
concerns.
Consequently,
this
means
around
20%
of
the
total
housing
in
the
local
plan.
That's
over
three
thousand
houses
cannot
be
delivered,
making
the
plan
unsound.

Over
the
last
18
months,
we've
worked
with
council
officers,
historic
England,
Natural
England,
the
Civic
trust
and
Wildlife
Trust,
to
name
a
few
to
deliver
a
viable
and
deliverable
scheme.
You
have
a
plan
in
front
of
you
showing
the
st
15
and
language
boundaries.
The
language
scheme
is
capable
of
delivering
two
primary
schools,
essential
local
services
and
a
much-needed
secondary
school.
Alongside
a
500
acre
nature
reserve,
which
means
it
will
be
a
community
rather
than
a
large
housing
estate.

By
agreeing
to
our
scheme,
the
brownfield
land
take
is
significantly
increased
in
comparison
to
the
current
s,
the
15
alternative,
so
there
will
be
actually
less
tarmac
when
Lange
with
us
built
than
there.
Is
there
today
a
feature
that
everybody
was
at
pains
to
point
out
as
a
priority
on
Tuesday?
It
has
also
been
stated
that
it
could
be
an
increased
risk
of
the
plan
being
challenged
or
delayed
by
agreeing
to
an
increase
in
the
housing
numbers
of
the
table
to
sites

categorically
state.

soundness

plan,
I
want
to
focus
on
the
viability
of
the
two
sites
we
promote

Oswald,
wick
and

14,
a
Clifton
gate.
Our
only
issue
of
concern
is
with
the
proposed
redline
site
boundaries.
The
current
proposed
boundaries
simply
do
not
work.

The
boundaries
on
both
sites
do
not
provide
the
housing
numbers
you've
allocated
and
leave
sufficient
space
to
deliver
new
primary
schools,
health
facilities,
local
centers
and
areas
of
public
open
space.
The
housing
density
levels
required
also
would
not
allow
for
the
delivery
of
the
council's
garden
village
aspirations.

We
would
also
point
out
that,
with
regards
to
Clifton
gate,
the
larger
red
line
plan
before
you
is
that
which
you,
the
council,
have
already
submitted
in
your
housing
infrastructure
fund
bed
to
the
government.
If
this
bid
is
successful,
it
will
accelerate
the
delivery
of
new
homes
from
the
site.
Therefore,
it's
important
the
plans
submitted
in
the
bid
mirror
those
submitted
in
the
plan.
We
want
to
ensure
delivery
of
sustainable
garden
villages.
We
want
to
achieve
the
objectives
of
officers
and
members
alike.

approve
the
recommendations
from
Tuesday's
local
plan
working
group
and
find
you
have
to
undeliverable
sites
and
therefore
an
unsound
plan,
or
you
approve
your
office's
recommended
increase
in
the
red
lines
by
including
Table

thereby
ensuring
a
sounder
local
plan
which
surely
the
City
of
York
deserves.

assisted
greatly

protecting
York

residents
from
the
mess

local
planners
in

requested
numerous
times
for
well
over
a
decade,
commissioned
an
environment
capacity
study
to
ascertain
how
much
development
York
could
accommodate
without
compromising
its
special
character.
Even
if
the
housing
figures
approved
on
Tuesday
the
scalable,
the
development
will
seriously

character,

all
forms

infrastructure.

of
course,
should
the
local
plan
progress
with
these
housing
figures
lower
than
government
ones,
it
will,
without
a
shadow

doubt,

know
this
will
happen.

rest

the

time
to
stop
trying
to
square
the
circle.

development

subject

parcel
games
and
most

would
give
a
clear
path
of
responsibility

who
seek
to
destroy

setting

this
small
historic
city

quality
of
life
of
residents.
Make
no
mistake,
councils
are
very
little
say,
say
in
the
scale
of
their
development
plans.
It's
set
by
a
government.
The
scale
sets
in
response
to
a
mythical
housing
crisis.

however,
a
population
crisis
brought

by
the
current
government's
failure
to
bring
immigration
levels
down
from
the
politically
motivated
levels
of
the
blair
administration?
Hence
65%
of
housing
and
job
growth
proposed
in
new
york
development
plan

entirely
attributable
to
international
inward
migration.
That's
not
my
interpretation.
If
they're,
not
my
figures,
they're
the
facts
that
your
own
offices
are
working
with,
so
stop
squabbling
at
local
plan
working
group
over
housing
figures
that
you
can
influence
any
way
hand
the
process
over
to
government
at
least.

advice
in
relation

the
representations
and
seeks
member
approval
for

next
steps

progress

submission

draft
plan
for
examination.

timetable
and
details
are
contained
in
the
report.

because
they

that

million
pounds

of
the

about

on

your

York

a

amount
of
build,
but
it
seems
to
me

is
putting
at
risk

nature
of
the
site.
They
call
it
the
amount
of
affordable
housing
we
might
be
able
to
get
out
of
that
site,
whereas
some
of
the
other
sites
and
we've
heard
from
speakers
tonight
and
at
LP
WG
were
able
to
offer
a
significant
amount
of
affordable
housing
and
I
think
all
parties
have
agreed
that
York
does
need
more
affordable
housing.

you
define
it
so
I
think
that's
a
risk
that
this
current
plan
that's
before
executive
tonight
is
suffering
that
there
will
be
a
real
difficulty
in
achieving
what
we
would
like
to
see
in
the
way
of
affordable
housing.

already
seen
the
absolutely
scandalous
and
I
think
I
get
the
public
on
this.

absolute
scandalous
way
in
which
British
the
British
sugar
site
has
dealt
with
at
the
question
of
affordability
by
coming
to
a
understanding
that

percent
is
OK,
which
gives
us

possibly

homes,

but
is
really
insignificant
in
the
nature.

sustainable

that

the
issue
of
homelessness.

think
we
specifically
look
to
try
and
highlight
two
elements
of
the
work
that
we
do
around
homelessness.
One
is
the
work
that
we
do
to
try
and
accommodate
and
support
people
who
present
as
statutory
homeless
and
then
the
the
other
element
to
that
is
the
work
that
we
do
to
support
people
who
are
single
vulnerable
people
that
potentially
are
rough
sleepers
and
they
go
through
a
resettlement
process.

that
have
already

progress
and

recommendation

some
additional
measures
that
we
are
bringing

of

the

was

putting

lot

effort

help

highlight

board

looking

mental
health
strategy

talking

issue
of
people
who

homeless,
often
having
a
mental
health
problem

we're
going
to
look
at
the
housing
for

people

mental
health
problems.
At
our
next
meeting,
the
the
complexity
of
people
who
are
homeless
their
situations
are
never
it's,
never
a
single
issue.
It's
often
a
mental
health
issue
and
perhaps
a
financial
issue,
and
perhaps
a
relationship
breakdown
issue.

are
all
sorts
of
complex
issues,
but
the
health
and
well-being
board
is
well
aware
that
housing
is
absolutely
critical
to
try
and
ground
people
to
help
people
to
settle
down
and
I
just
want
to
assure
the
executive.
That's

carefully,
not
just
by
the
council,
but
all
the
agencies
that
are
on
the
health
and
wellbeing
board,

police,
including
the
voluntary
sector,

poor
reflection

management
performance
management
system
that
puts
us
in
the
very
top
local
authorities

managing

complex

addiction

mental

addressing
those
to

best

can,

terms
of
increased
facilities

period,
more
work

be
done
to
resettle
and
move
on

these
vulnerable
people

to
independent
living
and
the
new

scheduled

commencement

the

of

our

our

New
York
there's
been
significant
stakeholder
engagements
with
parents,
children,
people,
schools,
frontline
practice,
local
residents,
partner
agencies
all
have
been
incredibly
supportive
and,
it's
fair
to
say,
there's
a
level
of
excitement
that
we
could
actually
deliver.

an
emotive
and
groundbreaking
initiative
like
this
within
the
report,
you'll
see
the
business
case
which
has
been
scrutinized,
incorporates
a
balanced
budget,
the
ability
to
realize
future
savings
and
develop
income
generating
potential

and
they're
part
of
a
wider
risk
plan
where
the
costs
and
mitigation
have
been
put

shared

will

same
children
and
families
who
are
accessing
hob

schools
will
be
accessing
this
new
provision.

considerable
obvious
benefits
to
that.

to

business
case

us

progress
that
the
next
stage
of
planning
and
development
and
I
recommend
to
council
for
the
capital
expenditure

only
green
fields,

space
left,

proposal

sympathy
with
recognizing

with
the
local
environment

playing
field
in
lieu
of
that
the
small
amount
that
will
be
lost.
This
decision
if
it's
agreed
tonight,
will
bring
clarity
on
the
future
of
Lincoln
Court
and
the
investment
that
is
much
needed
there
to
bring
that
up
to
standard.

been
window
replacement
needed
for
many
years

would
be
a
very
positive
sign
for
the
residents
who
live

clearly
locally
a

interest

we

anxiety

was
from
people

long
distance
stuff
and

buses
up
front
because
of
costs
or
anybody
else.
So
we
had
to
go
back
for
a
second
round
of
negotiations,
but
it
nevertheless
it

an
ambition
and
it
should
stay
ambition

and

manufacture

to

been
done
and
the
Arts
Council
is
enthusiastic,

this
work
needs
to

resourced.

some
specialists
input
to
inform
it
and
bring
it
together
at
a
modest
cost.
As
for
secretarial
support,
this
is
something
that
the
council
would
once
that
provided
itself,
but
we
don't
now
have
appropriate
stuff
to
draw
on.

one
of
the
most
interesting
groups.
I
I
have
ever
been
involved
with
and
I've
sat
on
a
number
of
scrutiny
and
scrutiny
task
groups
and
the
engagement
from
the
outside
from
the
partners
who
we
invited
was
immense.
There
was
tremendous
I
mean
you
just
have
to
look.
If
you
work
your
way
through
some
of
the
annexes.

The
number
of
people
that
queued
up
to
to
speak
to
us
to
engage
with
us
was
phenomenal
and
they
were
all
very
excited
at
the
direction
we
were
going.
I
always
introduced
each
meeting
with
the
statement
that
this
was
looking
at
the
economic
benefits
to
the
city
of
the
cultural
and
arts
strategy,
because
it
seems
to
me
that
this
council
has
very
for
very
long
time
sort
of
held
it.

But
what
they
did
say
was
that
they
did
feel
it
was
important
that
the
council
still
held
a
strategic
view
over
how
it
wanted
to
see
the
arts
and
cultural
strategy
go
forward.
One
of
the
instances
that
came
up
very
closely
quickly
when
we
have
one
of
our
very
first
meetings,
was
a
comment
being
made.
That
does
Yorke
have
too
many
festivals.

And
you
look
at
the
recent
contribution
made
by
the
Aesthetica
short
film
festival
which
is
based
in
this
city
and
which
has
won
national
international
acclaim
and
brings
people
to
the
city
for
quite
a
long
period
of
time.
The
National
Center
for
early
music
also
produces
it's
the
center,
the
national
center
for
early
music
festival,
which
gets
national
broadcasting
coverage.
So
we
do
have
some
very
significant
festivals,
but
it
was
felt
that
one
of
the
things
that
should
be
looked
at
by
this
strategic
overview
was
how
we
managed
frequency
with
quality.

I
I
sometimes
feel
our
food
festival,
which
I've
been
a
great
fan
of,
doesn't
ever
quite
hit
the
headlines
in
the
way
that
it
might,
and
is
this
because
we
don't,
we
don't
perhaps
as
a
council
look
at
the
way
in
which
it
might
up
its
game,
shall
I
say
so.
We
didn't
want
to
put
in
a
lot
of.
We
could
have
reinstated
grants
going
in
all
directions.
We
could
have
put
in
bids
for
huge
amounts
of
money.
We
kept.

There
is
very
modest,
but
we
did
feel
that
the
council
should
reclaim
that
overall
strategic
view
and
I
was
interested
because
it
came
to
a
scrutiny
meeting.
We
had
last
night
that
in
looking
at
the
new
service
level
agreement
with
make
it
York,
one
of
the
things
we
are
going
to
be
looking
at
is
how
much
how
we
perhaps
rebalance
some
of
this
between
what
make
it
York
does
and
what
the
City
Council
takes
as
an
overview.

Think
it's
it
if
you
just
almost
you
just
have
to
have
visited
how
this
last
year
to
see
that
culture
and
the
arts
can
produce
an
enormous
economic
benefit
to
a
city
who
truly
embrace
it.
And
yes,
York
may
not
get
itself
labeled
a
culture
Capital,
but
we've
got
an
awful
lot
to
offer
and
I
think
we
could
be
doing
even
more
with
what
we've
got
with
just
that
little
bit
of
extra
encouragement
and
I'm
not
going
to
let
it
go
without
saying:
can
we
please
do
something
about
Parliament
Street?

It
is
really
becoming
actually
completely
impossible
for
some
of
our
street
events
to
operate
there
because
of
the
unevenness
of
the
paving
stones.
The
fact
that
they
have
to
spend
an
awful
lot
of
time
and
effort
making
it
safe
for
people
and
if
we're
going
mint
Street,
is
our
real
key,
open
air
place
and
I
think
we
I
have
said
it
before.
I
really
think
we
should
consider
putting
a
little
bit
of
money,
no
putting
a
lot
of
money
into
getting
Parliament
Street
sorted
once
and
for
all,
but
that
isn't
an
actual
recommendation.

that's
a
shame
and
one
of
the
big
successes
we
had
when
we
look
at
ambition
and
a
few
years
ago,
if
you
remember,
was
we
put
up
masterpieces
paintings
around
the
city
in
all
sorts
of
areas
and
had
a
and
not
only
did
that,
make
people
look
at
various.
You
know
other
ways,
sniffle
ways
whatever
you
want
to
call
them
and
and
also
identified
the
pit.
The
pictures
I
think
it
brought
an
awful
lot
of
people
to
York.

So
why
should
they
give
us
their
scarce
resources?
We
actually
don't
know
quite
what
we
want
to
do
with
them.
I
think
as
well.
The
reference
to
how
is
is
is
timely,
because
I
think
we
do
have
a
tendency
to
rest
on
our
laurels.
A
bit
of
York
you've
got
a
wonderful
city.
We
think
everybody
should
come
and
look
at
it.
You
know,
but
we
do
have
to
up
our
game

I'm
a
council
of
Gilley's
points,
but
it's
not
so
much
that
these
groups,
always
working
in
silos,
is
that
generally
they're
very
small
groups
of
people
with
very
limited
amount
of
times.
You
do
it
largely
on
a
voluntary
basis
and
in
the
past
I'd
try
to
encourage
more
and
more
groups
to
chip
in
to
have
promotional
activities
through
one
organizer.

So
you
can
actually
get
more
for
your
money
because
it
is
important
for
many
of
the
cultural
events
to
get
them
into
the
diary
early,
because
the
coverage
in
tourist
magazines,
the
copy
day,
is
so
far
in
advance
that
you
really
do
need
to
have
that,
so
that
the
more
discerning
tourists
can
plan
ahead
and
say
yes.
I
would
very
much
like
to
come
to
York,
because
this
this-
and
this
is
on
I-
think
it
chimes
with
the
comments
about
improving
the
quality.

course
you
say:
I
totally
agree,
and-
and
sometimes
you
know,
when
it's
sort
of
small
groups
together,
sometimes
it's
worth
when
they're
having
an
event
for
if
somebody
took
or
doesn't
hate.
If
you
understand
me-
and
this
gets
back
to
the
report
to
coordinate
so
that
over
a
weekend
there
might
be
maybe
three
different
groups
that
that
complement
each
other.
That
may
well
have
an
event
in
the
city
that
could
share
the
cost
of
hiring
holes
or
whatever
it
might
be,
and
I
think
you're
absolutely
right,
but
they
don't
always
have
to
be.
