to
the
council
leader,
deputy
leader
and

chief
executive
a
month
ago,
when
the
latest
scandal
surrounded
the
Joseph
Rowntree
Charitable
Trusts
was
publicized
in
the
national
media.
I
wrote
requesting
a
clear
public
condemnation
of
this
awful
organization
by
the
City
of
York
Council,
largely
because
all
national
media
reports
refer
to
them
as
the
york-based
charity.
It's
an
organization
giving
York
a
bad
name,
one
with
which
this
council
needs
to
publicly
cut.

All
ties
with
I
wrote
similarly
in
2020
15,
when
the
trust
were
exposed
as
funding
cage,
an
organization
described
by
Labour
MP
John
speller
as
apologist
for
terrorism,
and
this
council
declined
to
act
now
in
2018.
This
york-based
trust
is
further
expert
in
national
media
was
funding
to
nodnol
and
groups
with,
according
to
media
reports,
close
links
to
paramilitary
groups.
In
addition,
the
continual
large-scale
funding
of
the
just
Yorkshire
Muslim
group
is
also
rightly
in
the
public
eye.

This
Muslim
pressure
group
is
the
one
that
recently
publicly
accused
the
excellent
and
fearless
Labour
MP
Sarah
champion
of
industrial
scale,
racism
for
exposing
the
rather
Amjad
abuse
Campbell
following
publication
of
gist
yatras
report.
In
March
and
the
critical
comments
directed
at
the
rather
MMP,
the
national
media
reported
that
Sarah
champion
had
received
death
threats
and
now
has
been
advised
to
accept
added
police
protection.
Our
executive
members,
indeed,
is
all
the
council
happy
to
have
the
name
of
this
city
associated
with
the
Joseph
Rowntree
Charitable
Trusts
everytime.

This
appalling
organization
is
exposed
nationally
for
its
dubious,
to
say
the
least,
Funland
decisions,
the
Charity
Commission,
are
once
again
involved
with
the
trust
seeking
clarification
of
some
of
these
donations
Sonia.
Once
again,
it's
washed
the
leadership
of
this
council
publicly,
because
you
have
declined
to
answer
written
correspondence
on
this
issue
to
issue
a
statement
regarding
the
City
of
York
Council's
relationship
with
his
trust.
Any
statement
should
condemn
the
funding
choices.

its
current
funding
objectives.

today
on
behalf
of
the
oak
central
partnership,
which
comprises
Holmes,
England,
Network,
Rail,
National,
Railway,
Museum
and
City
of
York
Council.
The
partnership
has
made
significant
progress
on
the
orc
central
project,
achieving
the
momentous
milestone
of
the
submission
of
the
outline
application
for
the
site
on
the
10th
of
August
executives
decision
today
to
agree
the
route
of
the
access
road
bridge
and
spying
Road,
and
for
the
City
of
York
Council
to
submit
a
detailed
planning
application
for
this
is
another
important
milestone
and
one.
The
partnership
greatly
welcomes
and
fully
supports.

We
believe
York
central
is
a
once-in-a-lifetime
opportunity
to
transform
this
part
of
York
and
contribute
significantly
to
housing
and
economic
growth
for
the
city.
York
Central
has
the
potential
to
create
six
and
a
half
thousand
jobs
at
20%
to
the
local
economy,
as
well
as
creating
two
and
a
half
thousand
much-needed
new
homes.
This
application
will
get
us
another
step
closer
to
delivering.
That
engagement,
as
committed
to
in
our
engagement
framework,
has
informed
the
contents
of
this
application.
The
proposed
route
to
the
access
road
has
been
crafted
through
Co
design
with
the
Millennium
green
trust.

proposals
have
been
optimised
to
ensure
that
the
Millennium
green
is
enhanced
and
the
long-term
sustainability
of
the
trust
can
be
supported
to
maintain
this
important
community
asset.
We
strongly
recommend
the
detail
of
this.
We
strongly
welcome
the
detail
of
this
application,
which
responds
directly
to
our
outlined
planning
application
for
the
site.
The
submission
of
this
application
is
critical
for
the
delivery
of
York
central,
so
we
can
meet
our
timescales
to
deliver
against
the
public
funding
which
we
have
allocated
to
this
project.

course,
the
decision
to
submit
the
application
is
just
that
and
the
application
itself
will
still
be
considered
formally
as
part
of
the
planning
process,
and
statutory
consultation
will
be
undertaken
on
this
in
the
appropriate
way.
Partnership
also
welcomes
the
commitment
of
further
resources
for
the
project.
All
partners
have
committed
resources
to
this
project,
including
through
land
assembly
clearance,
master
planning,
as
well
as
resourcing
the
project
team,
some
of
which
is
backed
by
assets
and
indeed,
some
of
it,
which
is
at
risk.

Meanwhile,
we'd
like
to
ask
that
in
further
developing
the
cycle
infrastructure
proposals
for
this
junction
in
preparation
for
the
planning
application
in
the
autumn
that
you
instruct
officers
to
work
closely
with
us
and
other
interested
parties,
we
feel
this
is
important
if
its
junction
is
to
adhere
to
the
York
central
design
guide,
as
agreed
recently
by
the
leader
and
deputy
leader
of
the
council.
We
do,
for
example,
have
concerns
about
the
practicality
of
a
dedicated
cycle
way.

Terminating
into
shared
space
areas,
as
suggested
by
the
detailed
plan
for
the
junction,
as
you
will
appreciate,
it
is
markedly
cheaper
to
make
changes
at
the
beginning
build,
rather
than
at
its
end
and
again
underlining
the
importance
of
your
officers.
Ensuring
the
eventual
proposals
put
forward
reflect
the
views
of
current
and
prospective
users,
including
cyclists,
by
working
with
representative
groups
such
as
the
orchid
cycle
campaign.

we're
not
commenting
at
this
stage
on
the
outline
proposals
for
the
wind
up,
Millennium,
green
and
rail
over
bridge.
We
do,
however,
note
that
the
estimated
cost
of
this
access
bridge
and
approach
roads
is
now
currently
risen
from
the
worst-case
scenario
at
58
to
68
million
quoted
in
the
executive
report
of
November
17
278,
288
million
now
are
the
costs
of
land
clearance,
remediation
and
construction
of
the
remaining
section
of
the
span
road.

Meanwhile,
we
feel
that
the
alignment
of
the
main
length
of
the
span
road
should
be
reconsidered.
As
it
stands,
the
road
will
cut
off
the
main
housing
areas
from
the
proposal
in
near
park,
which
has
been
marketed
as
a
recreational,
educational
and
the
to
logical
asset
benefiting
all
the
local
residents.
It
also
brings
the
road,
through
the
center
of
the
commercial
development,
where
a
vehicle
traffic
is
expected
to
share
the
space
with
pedestrians
and
cyclists,
with
the
attendant
air
quality
problems
and
the
risk
of
vehicle
cycle
accidents.

We
cannot
understand
how
these
aspects
of
the
draft
master
plan
have
not
been
seriously
challenged
by
others
during
the
consultation
period.
We
suggest
that
the
road
be
realigned
to
run
parallel
to
the
proposed
nrm
link
to
the
main
line
as
part
of
a
landscaped
movement
corridor
and
routed
around
the
edge
of
the
commercial
development
rather
than
through
its
center.
These
suggestions
bring
obvious
major
social
and
environmental
benefits.

Concerns
over
the
proposed
alignments
were
expressed
some
time
ago
and
putting
a
put
to
the
partnership
but
were
disregarded.
We
hold.
This
issue
has
been
of
fundamental
importance
to
the
success
of
the
project
and
request
that
the
implications
of
our
proposals
should
be
fully
explored
before
a
thought
planning
application
is
submitted.
We
hope
that
York
Central
will
be
an
exemplar
of
how
redundant
industrial
sites
can
be
regenerated.
The
current
proposals
do
not
measure
up
to
our
expectations.

still
time
to
think
again.

close
on
the
heels
of
the
submission
of
the
out
compelling
application
for
the
whole
of
the
orc
central
site,
which
is
the
product
of
substantial
community
and
stakeholder
engagement
and
represents
a
huge
milestone
in
the
delivery
of
this
project.
The
formal
consultation
period
commenced
yesterday
and
the
local
planning
authority
now
will
collect
and
consider
form
comments
and
representations
alongside
its
consideration
of
that
planning
application
for
the
outline.
This
will
be
considered
in
the
round
by
the
Planning
Committee
at
the
end
of
the
year.

particular
report
continues
to
move
forward
and
details
both
the
alignment
of
the
proposed
access
road
and
the
agreement
reached
with
the
Millennium
green
trust
to
enable
this
route
to
be
delivered.
The
report
then
makes
a
request
for
the
release
of
further
funding
to
maintain
the
momentum
of
the
project
and
undertake
the
detailed
infrastructure
design,
which
will
enable
construction
to
commence
soon
after
planning
permission
is
determined.

compatible

the

the
tunnel

been

in
the
outliner

the
detail.
Application
will
seek
consent
for
works.
That
would
facilitate
this
at
a
later
stage.
The
works
could
not
be
implemented
without
further
specific
traffic
and
highway
orders.

report
sets
out
the
terms
of
an
agreement
reached
with
men
in
green
trust
and
seeks
executive
agreement
to
provide
replacement
land
and
find
that
a
financial
settlement
to
provide
for
the
future
upkeep
of
the
Millennium
green.

finally,
this
report
requests
the
release
of
2.39
million
funding
from
the
council's
10
million
pound
CIF
commitment
to
the
project
to
undertake
the
detail
bridge
design
and
ensure
that
we
were
able
to
commence
on-site
construction
in
early
2019
for
the
ground.

is
being
sought
for
this
work,
and
if
this
is
secured,
then
the
ëif
funding
will
be
available
for
future
capital
costs
of
the
skin.
But
the
intensive
work
over
the
autumn
to
finalize
funding
for
the
scheme,
with
a
significant
grant
application
being
submitted
for
housing
infrastructure
funding
to
MHC
LG
in
september,
and
the
detailed
business
case
for
the
West
Yorkshire
Transport
phone
grants
being
considered
by
the
West
Yorkshire
combined
authority
when
these
are
determined
to
further
report.

Lot
of
the
funding
has
to
be
spent
by
the
end
of
March
2021,
with
housing
infrastructure
funding
needing
to
be
spent
by
the
end
of
March
2022.
So
the
need
for
us
to
maintain
the
momentum
and
the
pace
of
our
decision-making
and
our
delivery
is
very
acute.
It
is
going
to
take
some
time
to
build
these
large
elements
of
him
structure
and
there
isn't
much
room
for
delay
without
some
of
those
funding
windows
being
severely
jeopardized.

phenoms

provided
to
the
Millenium
green
trust.

used
to
be
a
trustee
I'm,
not
anymore,
which
is
why
I'm
able
to
comment
on
this
and
I
appreciate
that,
in
order
to
maintain
that
piece
of
land,
there
is
an
expense
of
ongoing
running
costs
and
very
little
income
coming
in.

The
payment
alone
in
green
trust
is
made
in
two
parts.
So
if
the
decision
is
made
today
to
release
that
funding,
then
they
get
an
initial
payment
of
seventy-five
thousand
and
they
have
already
had
legal
advice
and
been
given
advice
as
to
how
they
would
then
seek
to
invest
or
to
secure
their
future
through
the
further
payment
which
is
conditional
on
planning.
So
I
think
the
points
you
made
are
absolutely
right
and
that
dialogue
is
already
taking
place.
We
take
quite
a
hands-off
approach.

procure
quite
properly
an
independent
legal
adviser,
I
believe
they've
been
very
well
advised,
and
these
issues
have
already
been
raised
and
I
think
the
trustees
see.
This
is
exactly
the
opportunity
to
secure
their
future
long
term
so
that
they're
no
longer
hand-to-mouth.
They
can
make
this
a
really
valuable
public
and
community
resource
for
the
long
term.

relation

cycling,

issue
close
to
my

heart
in
two
of
what
we're
agreeing
today,
as
previously
mentioned
this

is
the
top
level
high
level
approach
to
there
will
be
a
bridge

have
been
raised
about
mixing
cyclists
and
pedestrians

the
junction.

the

thinking
in
making
sure
that
this

Bank
on
Shipton
Road
to
anchor
Housing
Trust
for
a
much-needed
independent
living
scheme
for
all
the
people.
The
disposal
process
has
been
somewhat
protracted
as
we
sought
to
maximize
the
value
of
the
site
by
obtaining
planning
permission
and
securing
an
option
agreement
with
the
adjoining
landowner,
whose
anchor
to
give
access
to
the
rear
of
the
site
to
facilitate
the
redevelopment
and
maximize
the
value
of
the
site.

marketing
exercise
was
undertaken
in
2017
and
the
highest
bidder
was
anchor
on
the
basis
of
a
false
story
scheme.
However,
they
have
not
been
able
to
secure
planning
permission
for
their
intended
scheme
and,

offer
in
order
to

significant
complex
has

been
to
overcome
loads,

taken
regrettably,

time

particularly
looking
at
where
an
anchor
has
there
sheltered
accommodation,

next

two

together

very
really
enhanced
opportunity

we
