agree
with
are
general
principles
in
commenting

to

get
the
flows
through
the
site
right
to
make
this
very
much
part
of
York
good
foot
access,
good
cycle
access,
things
that
avoid
this
being
a
shut
off
in
clave.

there's
one
particular
thing
which
it
is
detailed,
but
at
this
stage
the
decision
like
is
I,
think
being
made
which
pins
that
detail
down
it's
the
access
to
and
from
some
Peters
quarter.
So
this
is
newish
housing
where
people
have
chosen
to
live
fairly
close
to
the
center
of
York,
knowing
they
can
walk
into
town,
lovely
idea.
At
the
moment
they
come
out.
They
turn
right.
They
go
through
Marble,
Arch,
they're,
very
close
to
where
they
want
to
get
to.

If
Lehman
Road
is
diverted,
as
proposed
with
the
museum
crossing
that
space,
some
Peters
quarter,
people
come
out,
they
turn
left.
They
try
and
find
a
route
through.
The
main
paper
doesn't
discuss
this
at
all.
Hunting
around
I
found
a
map
and
I
thought.
Oh
I
think
I
can
see
a
foot
way,
but
it
would,
it
would
take
longer
to
walk
it,
would
take
longer
to
cycle
or
push
a
buggy
or
go
in
the
wheelchair.
It
would
take
longer
to
go
by
a
car
and
people
that
are
living
there.

Now
are
saying
we
want
to
go
on
doing
what
we
do
now.
Well,
they
would
wouldn't
they
and
in
the
bigger
picture,
thousands
and
thousands
of
people
will
benefit
over
the
years
from
the
changes
in
the
master
plan.

that,

people
that
live
there
now
are
losing
what
they
can
do
now
that
we're
causing
a
deterioration
and

Think
councils
need
to
be
aware
of
that
as
you
as
you
take
this
decision
not
to
ignore
those
people,

ideal
solution
for
them.

the
way
the
museum
does
its
design,
there's
some
sort
of
lift
and
up

over

down
the
other
side
which
could
be
used
even
out
of
hours
and
no
in
the
daytime.
People
are
meant
to
just
walk
through

museum,

out
of
hours.
It's
about
a
safe
food
but
from
the
city
centre
out
of
hours
and
I
couldn't
see
in
the
paper
that
had
yet
been
solved,

you

add
that
to
your
thinking
and
the
other

very
helpful.

way

partnership

improve
things

The
second

repeat
the
things
we
agree
with,

cycle
campaign
aims
to

cycling
accessible

convenient
for
everyone,

we
feel
that
there's
some
aspects
of
this
of
the
plan,
which
are
falling
short
of
the
objectives
that
are
in
the
local
plan
and
we'd
like
to
see
those
remedies
and

particularly
if
Marble
Arch.

It's
dispersed
speakers
already
look
about
in
length,
but
I
would
highlight
that
the
current
proposed
diversion
has
a

good
research
that
shows
that
proposed
length
of
diversion
disproportionately
affects
children,
disabled
people
and
women.
All
of

cyclists
in
New
York,
so
there
are
potential
Equality,
Act
solutions
and
I
think
it's
really
disappointing
that
there
hasn't
been
more
imaginative
solutions,

at
by
the
council
and

planning

that
people
can
get
24/7
access.
Better
museum
development
is
not
going
to
be
impeded.

This
development
is
most
certainly
a
once-in-a-lifetime
opportunity,
an
opportunity
to
raise
the
bar
and
the
quality
of
new
developments,
an
opportunity
to
show
that
high
quality,
low-energy
horns
are
possible
and
an
opportunity
to
follow
in
the
footsteps
of
many
other
progressive,
European,
centers,
creating
large
car-free
areas,
reducing
pollution
and
invigorating
city
centre
life.
Sadly,
this
development
would
not
be
remembered
for
any
of
that.
This
will
just
be
another
large-scale
development
comprising
poor
quality
housing
that
will
add
to
significant
levels
of
congestion,
pollution
and
noise.

will
create
a
mere
400
Fordham
homes,
but,
most
importantly
of
all,
it
will
show
a
complete
disregard
to
many
of
the
thousands
of
residents
who
have
committed
during
the
consultation
exercises
where
less
cars
better
forms,
and
then
what
Pleasant
community
was
the
overwhelming
message.
It
offers
no
commitments
to
local
ownership,
never
mind
a
car
free
zone.
It
offers
no
commitments
to
high
quality,
low
energy,
affordable
homes,
and
it
offers
no
commitment
to
providing
any
sort
of
integrated
public
transport.

Indeed,
it
offers
very
little
if
any
positive
commitments
at
all,
it
does
offer
provision
for
almost
2,500
parking
spaces,
despite
not
adding
under
the
2005.
In
the
cars
being
almost
the
biggest
concern
raised
during
the
consultation
exercise,
indeed,
the
reports
opening
statement
talks
about
mitigating
the
impacts.
This
is
a
clear
indication
that
this
is
nothing
short
of
a
developer's
Chara
preparing
the
rules,
the
law
quality
homes
not
only
failing
to
address
York's
traffic
problems,
but
actually
adding
to
them.

Your
deserve
banner.
The
people
of
Europe
deserve
a
safe,
Pleasant
and
affordable
homes.
This
development
will
not
deliver
on
any
of
these.
You
should
demand
better
and
make
sure
this
development
delivers
on
what
so
many
local
people
put
Astral
and
insist
that
housing
meets
the
high
standards
of
energy.
Efficient,
is
sustainably
constructed
and,
importantly,
that
it
does
not
add
more
cars
to
York's
already
congested
roads.

These
basic
standards
should
be
embedded
within
this
plan
and
not
just
whimsical
statements
that
giving
developers
free
rein
to
completely
ignore
them,
and
the
future
Better
Homes,
sustainable,
living
and
fewer
cars
are
what
the
people
of
Europe
overwhelmingly
said
they
want
from
this
development.
It
is
your
duty
to
deliver
on
this.
This
plan
fails
to
do
that
and
should
be
rejected.

welcomes
the
improved
concentration
in
communication.
That's
the
starting
point
and
our
fundamental
desire
is
that
this
development
should
benefit
the
whole
of
your
candid
citizens.
We've
got
some
specific
suggestions
and
recommendations
regarding
immediate
action
of
the
transport
aspects
of
the
design
process.
For
example,
the
design
team
provides
a
sequence
of
words,
showing
how
many
words
from
a
site
or
access
prior
to
the
access
bridge
being
finished.
A
study
of
possible
environmental
improvements,
the
Salisbury
Terrace
area,
once
the
through
traffic
has
been
removed.

Overall.
This
is
a
great
opportunity
for
you
all
to
live
up
to
his
heritage
in
the
city,
we've
got
internationally
acclaimed
housing
schemes
and
we
feel
there
should
be
good
provision
for
social
housing
here
planning
restrictions.
Curtains
should
be
used
to
ensure
the
ongoing
life
of
the
area
by,
for
example,
integrating
the
various
activities
on
the
site
or
ensuring
that
residential
areas
will
always
remain
available
for
local
people.

London
is
not
cast
in
stone
or
concrete,
for
example,
keeping
some
commercial
industrial
space
for
startups.
Health
well-being
should
be
promoted
through
the
planning
process
by,
for
example,
making
active
travel
a
priority.
Community
facilities
need
to
be
factored
in
from
the
start
and
not
at
a
later.
A
priority
must
be
to
integrate
and
share
facilities
with
existing
areas,
if
proposed
in
the
early
stages
of
the
project.
This
might
encourage
positivity.

Station
is
one
of
York's
crown
jewels,
it's
great
for
the
city
that
a
serious
attempt
is
being
made
to
develop
the
key
site
around
the
station
hook
and
to
consult
residents
on
it,
but
the
York
economy
is
losing
office.
Space
mid
and
high
range
jobs
at
an
alarming
rate,
making
it
one
of
the
10
most
unequal
cities
in
Britain,
including
southeastern
London
York
economic
strategy,
states
that
if
York
central
does
not
deliver
economic
growth
for
the
city,
the
whole
strategy
will
fail.

Instead,
York
central
partnership
has
opted
for
a
master
plan
in
which
homes
are
to
be
crammed
onto
the
site
and
these
homes
could
be
provided
elsewhere.
Nowhere
else
in
the
city
has
the
locational
advantage,
which
can
drive
the
commercial
part
of
this
site,
and
it
cannot
be
replicated
once
developed
for
housing.
The
over
dense
housing
solution
will
not
give
your
presidents
the
right
type,
density
or
price
of
sustainable
homes
that
are
needed.

My
proposition
to
the
city
and
to
the
partnership
is
that
the
balance
between
housing
and
economic
uses
in
the
master
plan
is
wrong
and
needs
to
be
fundamentally
rethought,
based
on
a
properly
researched
and
tested
economic
strategy
for
the
city,
with
housing
playing
an
important
but
subsidiary
relic.

Likewise,
I'd
like
to
follow
up
on
a
report
that
we
had
to
scrutiny
committee
recently
from
the
Theatre
Royal
about
their
desperate
need
for
purpose-built,
Theatre,
Workshop
and
development
space,
which
is
something
that
I
also
know.
Pilot
theater
would
like
to
have
as
well,
but
the
main
reason
why
I
wanted
to
speak
to
you
this
evening
was
about
the
issue
of
balance
between
commercial
and
residential
development
on
this
site.
H
Now,
I
recognize
that
there's
a
certain
amount
of
flexibility
at
this
stage
of
the
process,
but
I'd
like
to
challenge
whether
the
master
plan
is
actually
flexible
enough.
Further
I'm
concerned
that,
without
sufficient
priority
being
given
to
the
commercial
side
of
the
development,
short-term
financial
expediency
will
dictate
that
the
residential
development
will
dominate
the
site
and
yet,
as
I'm
sure
we're
all
aware.
This
is
an
absolutely
prime
piece
of
land
in
terms
of
both
its
physical
and
digital
connectivity.

In
fact,
I
would
contend
that
this
location
is
and
surpassed
anywhere
in
the
country
for
its
economic
potential.
So
if
we
get
this
right,
it
could
give
an
enormous
boost
to
York's
economy
for
generations
to
come,
that's
not
to
say
that
housing
isn't
desperately
needed,
but
it's
a
question
of
appropriate
proportion
and
priority.

The
report
talks
about
delivering
20%,
affordable
housing,
but
what
that
really
means
is
delivering
20%
of
the
housing
at
80
percent
of
the
market
value
and
the
problem
there
is,
if
the
market
value
later
Shanghai,
then
it
doesn't
matter
whether
it's
80%
70%
50%
of
the
market
value
in
York.
At
the
moment,
if
you
were
in
an
average
salary,
you
need
about
10
times
that
salary
to
be
able
to
afford
an
average
price
house.

So
we
really
need
to
do
something
desperate
to
address
that
I
would
contend
that
a
better
way
to
make
homes
more
affordable
in
the
city
is
to
drive
up
wages
in
York
by
bringing
decent
quality
jobs
in
a
sufficient
number
on
to
this
site.
This
site
is
a
prime
location
for
that.
So
at
this
stage
my
task
to
you
is
to
widen
the
flexibility
of
the
report.

to
change

speech
slightly
because
a
lot

the
points
have
been
made
already
and
I
agree
with
a
lot
of
what's
been
said,
but
briefly
on
their
NRM
Lehmann
Road
situation.
I
just
want
to
sort
of
focus
on
their
role
as
a
partner
in
the
ycp
I.
Think
out
the
many
pinch
points
in
this
development.
I
This
particular
issue
has
been
the
one
that
hasn't
been
given
enough
attention
both
by
the
media,
both
by
arguably
us
as
councillors,
and
especially
by
the
partnership
itself,
our
presentation
they
gave
in
April
Jo
and
the
consultation.
They
said
that
Lee
Mirman
road
splits
the
anagram
into.
Firstly,
that's
not
troops
have
got
an
underpass
written
beneath
both
buildings.
Secondly,
Lehman
Road
was
there
before
the
railway
museum
was
even
a
figment
of
anyone's
imagination.
I
Thirdly,
the
community
was
there
before
the
railway
museum
set
up,
so
it
did
help
that's
just
not
reflecting
their
sort
of
position
and
the
way
they
see
themselves
as
the
so-called
cultural
heart
of
York,
Central
and
I.
Guess
what
I'm
going
to
say
to
you
guys
is
as
the
executive,
it's
in
your
gift,
with
having
control
and
Lehman
Road
to
encourage
the
nrm
to
go
back
to
the
drawing
board
of
these
proposals.
I
I
do
not
think
that
it's
mutually
exclusive
for
them
to
have
a
new
gallery
linking
their
buildings
and
also
for
people
to
be
able
to
get
through
that
road
at
any
time
of
the
day
or
night
in
a
safe.
Well,
it's
an
accessible
manner.
Those
two
things
can
go
together
and
I
do
not
believe
for
a
second
that
it's
not
possible
to
make
those
two
things
meet.
Now,
that's
one
request.
Secondly,
I'll
move
on
to
the
partnership
agreement
itself
and,
unfortunately,
I
don't
think
it
is
much
of
a
partnership
agreement.
I
We've
been
waiting
a
long
time
for
this
agreement
has
come
for
as
I'm
sure
you
guys
have,
but
all
of
a
sudden
we
now
have
a
new
collaboration
agreement
which
has
never
been
talked
about
before
and
I
think
as
a
collective.
These
two
papers
threaten
two
writers
out
of
the
key
part
of
this
development.
Yes,
cyc
is
the
local
planning
authority
and
the
agreement
does
reflect
that,
but
it
does
not
reflect
the
fact
that
cyc
idea-
and
we
get
my
words
right.
It
did
not
reflect
that.
I
We
are
a
landowner
on
the
site.
It
does
not
reflect
that.
We
have
invested
in
the
site
and
taken
on
of
risk
and
and
and
if
we're
taking
on
that
risk
and
if
we
are
putting
that
investment
in
and
if
we
are
a
landowner,
we
need
to
see
more
benefits
than
what's
currently
on
the
table.
What
we
see
at
the
moment
in
this
proposal
in
this
master
plan
that
will
benefit
your
people,
is
the
bare
minimum
default
offering
from
any
sort
of
standard
approach
or
development
in
this.
In
this
sense,

the
local
body,
which
is
accountable
to
the
people
of
the
city,
we
should
be
a
bit
more
bolshy
and
a
bit
more
aggressive,
even
if
it's
just
behind

scenes
in
adjusting

about
overage
agreements,
let's
talk
about
just
in
the
affordable
homes
figure
so
that
we're
not
just
relying
on
our
bare
minimum
20
percent,
affordable
policy.
We
can
do
better
than
that.

that
really
highlighted
something
that

didn't
expect,

is
that
there
are
so
many
voices
and

residents,

Lehman
Road
is
a
community
that
will
not
be
seen
in
these
offices.

my
life,

a

York
Central
came
up
and
people
in
my
community
firstly
feel
like
they
feel
like
it's
pointless,
because
no
one's
going
to
listen
to
them
anyway,
they
feel
like
they
have
a
voice.
But
no
one
cares
because
they're
not
starting
this
room
and
I-
think
that's
something.
That's
really
important.
That
we
don't
forget
is
that
just
because
they're,
not
raising
objections
here,
doesn't
mean
they're,
raising
they're,
not
raising
objections,
but
also
that
they
feel,
like
their
objections,
are
pointless
because
no
one
will
listen
to
them.

But
what
I
actually
wanted
to
talk
about
when
what
I
said
I
would
come
and
speak
was,
and
it's
been
covered
really
well
by
other
people,
but
the
issue
of
the
Lehman
Road
and
the
railroad
museum
and
that
access
move
and,
from
my
perspective
and
I,
think
many
other
people's
perspectives.
Particularly
people
like
me,
I
go
out
and
I
come
home
late
at
night
and
I.

Don't
walk
up
the
Riverside
by
myself,
because
I
don't
feel
safe
and
I
walk
around
Lehman
Road,
but
even
then
I'm
so
pleased
that
those
warehouses
will
be
taken
down
and
the
housing
will
be
put
up
and
that
is
going
to
become
a
really
safe
route
home
and
what
these
proposals
do.
Is
they
rewrote
my
route
home
through
a
park?
So
I
can
walk
through
a
park
or
I
can
walk
through
a
park?

And,
yes,
you
can
promise
it's
going
to
be
well
lit,
but
at
the
end
of
the
day,
I
think
we
all
know
like
you
avoid
parks
at
night
if
you're
on
your
own,
especially
if
you're
a
girl
so
I
don't
feel
like
I'm
being
given
any
options
and
I
don't
feel
like
it's
even
being
taken
seriously.
I've
seen
the
railroad
museums
propose
us
about
it
new
times
and
they
say
it's
going
to
add
three
minutes
on
to
the
walk.
That's
like
a
half-baked
mathematical
calculation
based
on
absolutely
nothing.

doesn't
take
into
account
people
that
walk
slowly
or
people
that
have
buggies
or
people
who
are
elderly,
shows
and
also
for
in
terms
of
museums.
There's
a
whole
agenda
called
museums,
change
lives
and
that
museum
is
not
interested
in
changing
a
single
life
on
Lima
Road
other
than
to
make
our
lives
harder.
And
you,
as
the
council,
are
the
only
people
in
this
entire
development
who
are
going
to
speak
for
us
and
we
are
not
going
to
come
and
make
that
easy.
But
it
needs
to
happen.

would
like
to
see
that
raised
and
just
to
sort
of
highlight
that
on
page
98
of
the
brochure
he
says
that
24%
will
be
3
plus
bedrooms,
so
taking
into
account
of
family
birth,
family
house
I
would
assume
would
not
be
a
two-bedroom.
So
if
there
is
an
assumption
in
there,
I
will
admit
that.
But
20%
of
the
20
of
the
total
then
comes
out
at
a
hundred
houses
so
based
on
the
total
in
the
outline
of
2078,
a
hundred
houses
isn't
really
enough
to
satisfy
the
demand.
That's
there.

see
more,

opposed

of
sum

sets
out
the
enormous
progress
that's
been
made
towards
the
delivery
of
york
central
and
presents
decisions
to
the
executive
to
mark
huge
milestones
for
the
development
of
our
city.
The
report
asks
members
to
support
the
york
central
partnership
master
plan
and
endorsed
that
parameter
plans
and
development
schedules.
That
will
be
the
basis
of
an
outline
planning
application
which
will
be
submitted
in
august
and
asked
members
who
agree
a
Memorandum
of
Understanding
to
start
to
formalize
the
orc
central
partnership.

The
master
hat
plan
has
been
strongly
influenced
by
the
constructive
public
debate
and
sets
out
the
outlying
parameters
for
a
scheme
that
will
deliver
between
2,000
and
2,500
homes,
of
which
20%
will
be
affordable
and
that's
a
significant
policy
commitment
in
very
challenging
viability
conditions
because
of
the
nature
of
the
site.
Within
the
master
plan,
there
are
sixty
seven
thousand
two
hundred
thousand
square
meters
of
commercial
space
which
significant
a
significant
contribution
to
the
space
requirements.

Fourths
support
our
economy,
set
out
in
the
local
plan,
has
a
great
park
of
3.5
hectares
and
a
further
three
point:
three
five
hectares
of
additional
public
open
space
and
community
space.
It
creates
a
new
western
entrance
to
the
station
and
a
new
gateway
to
the
city
and
integrates
into
improvements
to
the
front
of
the
station.

So,
in
the
master
plan,
the
potential
contour
of
space
are
expressed,
as
ranges
to
allow
for
the
flexibility
to
respond
to
changes
during
the
potential
15
year
build-out
and
they
all
need
to
flex
in
relation
to
each
other
within
the
overall
constraints
of
the
site.
A
midpoint
of
those
ranges
is
shown
spatially
in
the
papers
as
an
indicative
master
plan
to
enable
visualization
of
what
this
scheme
could
look
like.

we're
now
clearly
on
a
critical
path
to
ensure
that
we
finally
realized
the
huge
opportunity
of
portunities
at
York,
Central
Presents
of
the
city,
leading
to
the
submission
of
planning
in
August
detailed
applications
for
the
road
in
September.
Determination
of
those
planning
applications
in
January
and
February
2019
with
us
start
on
site
commencing
immediately
after
that
in
April
May
2019,
with
a
completion
of
the
infrastructure
by
2021
discrete.

the
purpose
of
the
master
plan,
because
I
think
some
of
the
speakers
actually
have
maybe
different
views
on
the
master
plan
in
terms
of
what
the
master
plan
is

designed

next
steps
are,
because
it's
in
no
way
definitive
at
this
stage.

design

sets
out
some
of
the
fixed
points

we
can
understand
how
it
integrates
into
the
rest
of
the
city.

then,
the
scale
of
activity
that
could
inspire
on
the
site,
but
it
doesn't
make
those
final
decisions
about
what
happens
on
every
plot,
what
the
buildings
will
look
like
when
they
might
get
delivered
out.

gives

authority

framework
within
which
it
can
make
its
future
determinations
about
the
detail.

positive

that
in
our
own

ensuring

links
to
all
parts

the
summer
speakers
referred
to
aspects
about
housing
and
employment
and
I
think
it's
about
making
sure
that
those
integrate
there
is
there's
a
lot
of
work.

build-out

the
benefit
of
the

Central
consultation

people
feel

of

district

spaces

falling

stools,

low

attractive
for
people
who
want

car

terms

parking
provision

the

plan

talking

reducing

vehicles

maximum

coming
and
going,
which
could
be
parked
at
the
park-and-ride
site

that

being
put

the
overall
strategy,
and
that
would
of
course
make
it
far
more
feasible
to

displacement
traffic
that
is
going
to
be
caused
if
the
accesses
is
restricted
to
prioritize
public
transport,
walking
and
cycling
it
in
the
area.
So
again,
if
you
can
address
how
those
are
going
to
be
looked
out
before
we

planning

energy
strategy

local
plan
policy
that
the
plan
is
to
produce

sustainability
statement

opportunity
for
a
combined
heat
and
power
plant

side
has
not
been
discounted,
but
there
is
work
being
done
again.
This
is
a
development
over
20
years
versus
greening
of
the
grid,
and
you
know
future
decarbonisation
of
the
National
Grid
and
local
storage
provisions
as
we
get
new
technologies
on
board
and
that
will
be
dealt
with
in
the
sustainability
statement.

the
car
parking
in
the
in
the
Alexes
that
a
detailed
breakdown,
the
numbers,
as
you
described,
an
existing
situation
of
2000
car
parking
space
on
the
site,
the
team
view
very
much
the
upper
limit
of
it
up

2400

a
maxima
and
again,
this
is
over
the
life
span
of
development.
They
are
looking
very
much
at
opportunities
to
reduce
that
building
any
car
parking
flexibly
in
multi-story
box
that
could
be
converted
to
other
uses

Rail
have

clear
requirement
for

car
parking

to
lower

residents

complexities
and

appreciate

commercial
advice

Savile's
in
terms
of
the
ratios
of
commercial
parking,
availability
and
residential.

guess
you
know
it's

an
obvious
point
that

we're
not
part
the
solution.

we
are
very
much
part.
The
problem
and
I
think
to
not
have
ambitions
to
at
least
maintain
current
traffic
levels
to

from
that
site
is
really
letting
communities
down
so
I
mean
that
the
Labour
Party
is
absolutely
committed
to
the
fact.

would
not
see
traffic
numbers
increase
on
to
and
from
the
site
unaffordable
housing
counselor
crow
shows
it
made
the
point
already
about
as
low
as
potentially
100,
affordable,
family
houses
being
delivered
on
the
site
and
that's
over
about
15
years

Guess
it's
not
hugely
ambitious,
and
it's
not
going
to
make
a
great
impact
in
terms
of
meeting
the
demand
for
affordable
housing.
So
I
would
far
sooner
see
is
prioritize
on
this
site.

Commercial
development,
because,
let's
face
it,
the
attributes
of
the
site
lend
themselves
far
more
and
they
are
the
crown
jewels
in
that
respect.
So
to
lose
any
of
that
potential
commercial
benefit
in
return
for
a
very,
very
low
number
of
affordable
homes,
affordable
family
homes
would
seem,
are
wasteful
and
then,
finally,
on
sustainability.
Again
I
would
like
to
see
far
more
detail
on
a
really
aspirational
vision.
So
not
just
you
know,
waste
collection
plans
and
water
harvesting.

of

good,
but

think
we
could

more

as
you

retrofit
is
so
much
harder.

with
almost
a

canvas
as
we

ambition

beyond
delivering
more
of
the
same

get
into
the
city

out
of
the
city

people

live

west
side

road

displaced
onto

not
designed
to
accept

amount

increased
traffic

resolve

answer
is,
but
I
think
these
questions
are
certainly
there

regarding
the
affordability
side
of
it
and
they
have
to
be
answered
and

think
also
the

access
on

the
site

site
will
be
agreed
already
the
access
route
to
go
up
to
London,
Lane
or
water
named,
and
so
it
is
moving
forward.
So
I
think
listening
to
the
speaker's
tonight,
I

everybody

reasonable
point

don't
think
we'll
be
able
to
succumb
to
everybody's
wishes.

people's

residents

the
sim

quarter

Road

all
those
will
be
taken
into
consideration,
including

road
as
we
move
on
from
the
master
plan
into
more
definitive
proposals.

view
of
the
recommendations
on
page
26
and
27,
are
we
happy
to
accept

it's
a
real
good
news
story,
an
opportunity
to
celebrate
success
that
we've
had
in
the
city
as
the
overall
performance
has
been
extremely
positive,
and
we've
seen
some
real
improvements
around
how
we've
managed
homelessness
over
the
last
five
years,
you'll
see
in
the
plan
that
a
significant
proportion
of
the
previous
actions
have
been
completed
and
those
that
haven't
are
rolling
over
into
the
next
year
five-year
plan.
I
think
one
of
the
key
things
which
I
know
you're
aware
of
but
I
think
it's
again,
something
which
there
is
often
confusion
about.

Homelessness
homelessness
includes
things
like
rough
sleeping,
but
it
is
much
broader
and
the
larger
part
of
homelessness
I've
got
to
say
that
the
public
and
press
and
so
on.
Wouldn't
it
not
generally
be
aware
of
so
the
numbers
of
families
that
we
divert
a
number
of
individuals
that
we
divert
away
from
rough
sleeping
and
support
them
into
more
pones.
Accommodation
are
extremely
significance
on
the
back
of
that.
In
the
back
end
of
2016,
we
were
the
third
local
authority
in
the
country
to
be
awarded
gold
standard
for
homelessness,
services
and
I.

Think
it's
something
rightly
that
York
should
both
want
to
maintain,
but
should
be
proud
of.
The
strategy
in
the
action
planners
are
said,
builds
on
the
existing
good
practice,
but
it
also
incorporates
the
homelessness
reduction
act
for
many
local
authorities,
the
homeless
reduction,
as
is
designed
to
ensure
that
you
get
involved
with
people
much
earlier
to
prevent
homelessness
and
for
many
it's
quite
a
challenge
because
they
provide
a
more
minimal
service.

If
you
look
at
section
18,
it
highlights
the
strategic
aims
of
what
we're
seeking
today
we
are
looking
at,
and
we
do
recognize.
Rough
sleeping
is
a
challenge
in
York.
As
you
know,
we
attract
or
asleeping
friend
number
of
issues,
a
number
of
reasons,
but
we
are
looking
to
reduce
left
sleeping
by
2020
by
50%,
we're
also
looking
to
prevent
and
improve
the
information
that
we
provide
to
reduce
to
increase
the
prevention,
as
I
said,
we're
already
relatively
successful
in
that
endeavor.

looking
at
increasing,
and
that
builds
on
literally
what
we
are
looking
to
do
in
the
next
period.
So
in
2019
we
will
be
hopefully
opening

house,

we
will

more
accommodation

we're
working

partners

the
number
of
beds
that
are

in

we

count,

it's
a
national
day
that
set
is
around
about
18

rough
sleepers.

last
year
the
figure
went
up
to
29.
On
that
particular
day.
It
was
quite
a
mild
period
during
the
more
inclement
weather.

have
got
a
number
of
people
who
are,
if
you
like,
regularly
here
in
York,
but
we
also
see
a
turnover
in
people
who
come
and
move
on
from
York.
In
the
more
recent
times
we
have
seen
that
figure
was
more
around
13,
so
it
kind
of
suggests
that
the
figure
will
fluctuate
up
and
down.
We
are
working
with
the
police
and
with
the
bid
and
others
looking
at
how
we
provide
support
to
people.
But
one
of
the
issues
that
gets
linked
to
it
is
the
support
around
people
with
substance
misuse
issues.

People
still
misuse
issues,
so
we've
got
a
relatively
new
strategy
for
a
accommodation
for
mental
health,
which
is
something
the
city's
needed
for
some
time
and
which
close
are
working
with
tube
part
of
the
additional
funding
that
I
referred
to
before
will
be
specifically
to
fund
a
mental
health
worker
to
work
with
people
who
are
rough
sleepers,
because
I
think
that
historically,
the
mental
health
provision
to
them
has
been
quite
poor.
So
we
are
looking
at
putting
particular
funding
into
mental
health,
which
is
probably
the
main
thing
in
terms
of
the
cost
to
the
system.

quite
a
difficult
one.
To
really
be
able
to
work
out,
we
did
do
a
case
study
on
and
I
think
it
was
called
Dave
yesterday,
and
that
was
quite
a
considerable
amount
of
money
when
you
looked
at
somebody
who'd
come
through
if
you
like,
a
career
in
care
and
gone
through
the
system
and
been
in
and
out
of
prison
and
just
using
that
one
individual,
but
that's
not
necessarily
going
to
be
the
same
for
everybody.

our

borrowing
books,
it's
still
about
providing
reading
and
studying
space,

about
providing
access
to
computers.
But
people
started
to
embrace
the
soft
new
way
that
were
working
as
well.

They
provide
learning
spaces,
but
people
also
wanted
us
to
make
the
best
use
of
buildings
and
not
have
a
kind
of
stand-alone
facilities
that
don't
offer
the
services
that
residents
want
and
that's
why
we're
beginning
to
move
away
from
those
standalone
buildings
and
looking
at
ways
that
we
can
make
the
best
of
the
assets
that
we
have
the
proposal
we
have
starts
to
build
up
a
new
system.
The
way
we
look
at
it.

I'm
also
including
the
increasing
the
opportunities
for
reading
cafes,
which
involves
taking
spaces
that
haven't
previously
been
libraries
and
making
sure
those
facilities
are
in
there
and
I.
Think
really
important
was
as
well
was
to
maintain
the
fabric
of
the
building.
I,
think
the
tool
on
our
library
services
have
been
left
be
left
to
run
down.
That's
why
we're
left
with
expensive
new
builds.
So
under
this
proposal,
one
hundred

hundred

fifty
thousand
pounds
a
year
were
put
into
a
fund
to
maintain
those
okay.

also
put
in
terms
of
that,
with
an
executive
put
forward
an
extra
five
hundred
thousand
pounds
towards
Haxby.
There
are
issues
around
how
we
deliver
that,
but
that
maintains
our
commitments
and
our
vision
to
improving
library
services.

couldn't
go
on
without
mentioning
the
new
explore
Center
in
here.
If
I
was
there
today,
it's
the
first,
it
actually
opens
on
Saturday,
but
it
was
open
to
neighbors
to
come
and
visit
today,
an
absolutely
outstanding
facility
and
a
really
exciting
place
to
be
a
great
hub
of
different
community
groups
that
are
working
within
there.

think
that
I
say
it's
our
vision
that
continues
to
support
the
libraries
in
their
existing
form,
but
encourages
them
to
be
more
sustainable
and
more
able
to
generate
income
and
I.
Think
the
explore
centering
healeth
just
really
emphasize
that
proposal
of
looking
at
ways
that
libraries
can
be
helped
to
generate
income
alongside
the
core
work.
They
do
other
than
that
happy
with
recommendations
and
just
flag
to
executive
paragraph

where
we
look
at
the
terms
of
how
we
weigh
the
criteria.

that
obviously
discussed

money

cheapest

value
for
money
and

the

recommendation

owned

buildings
and
have

liabilities

those
buildings,

know
what
happens

services

are
out
sourced,
as
this
is
effectively
living.

from
situation

in-house
sort

arrangement
to
minimize
the
costs
and
maintain
the
services
to
now
being
put
out
to
any
operator
who
choose
to
move
into
Center
City.
Potentially

taking
over

libraries
reducing

terms
of
conditions
of
staff,
which
is
another
issue
of
concern.

the
commitment
that
we
have
in
our
economic
strategy
to
improve
increasing
wages
and
removing
the
social
differential,

this
contract
potentially
could
be
increasing
yet
again,
but
divided
between
the
new
workforce
and
an
existing
workforce

our
commitment
to
paying
staff
a
living
wage
have
a
lot
of
concerns
about
it.

reassurances
on

this

Essentially,
the
this
contract
very
much
follows
the
previous
contract,
so
it
isn't
in
any
sense,
a
u-turn
or
a
significant
change
of
policy.
It
is,
as
simply
a
repro
kurma
tassel

anticipated
at
the
end
of
the
previous
contract
period.
So
it's
very
much
continuity.
The
budget
is
the
same.
The
requirements
are
the
same,
or
at
least
the
same.

there's
absolutely
no
reason
to
believe
that
you
would
be
subject
to
an
operator
who
is
in
any
sense,
going
to
cut
standards
and
indeed
the
contract
process
itself
the
procurement
process.
The
evaluation
process
simply
won't
allow
that
it.
There
will
be
a
clear
evaluation,
and
you
know
in
terms
of
staffing
levels
and
looking
for
an
operator
who
is
still
committed
to
to
the
living
wage
and
so
on.

things
will
be
in
the
documentation.

fact,
the
contract
will
be
more
sophisticated
and
never
to
believe
them.

intense
rainfall-
and

in
the
past
week
I've
reported
three
three
blocked
drains
unfulfilled
on
that
road,
a
main
road
and
which
lead
to
a
dirty,
great
puddle
in
front
of

barracks,

drains
it
uphill
of
that
are
all
blocked
up
and
yet
you're
saying
here,
we've
got
loads
of
money
which
me
not
spending.
There's
nothing
in
here,
so
identify
how
we
can
address
that
sort
of
problem.

There
has
been
increased
amounts
of
funding
to
deal
with
surface
water
issues
and
capital
put
in
the
system
in
order
to
respond
to
more
substantial
issues
and
working
with
partners,
particularly
Yorkshire
Water,

there
are
some
deep-seated
issues,
but
it
is,
they
didn't
know.

It
is
an
issue
that
we
have
increased
the
amount
of
girlie
cleaning
and
I
being
on
a
bicycle
report,
a
lot
of
block
gullies,
which
are
responded
to
very
quickly
and

kept
up
to
date
with
areas
where
ongoing
work
is
needed
because
there's
more
fundamental
issue.
But
I'd
welcome
this
paper
for
responding
to
many
of
the
issues
that
residents
raised
with
us.

sure
that
I'm
not
unique
in
having
people
complain
about
potholes,
particularly
with
the
the
duration
of
the
cold
period.

The
freeze-thaw
action
repeatedly
over
many
months
certainly
took
its
toll
and
the
potholes
were
substantially
bigger,
particularly
from
the
point
of
view
of
a
cyclist.
So
I
think
that
this
enables
a
good
response
to
that
and
to
really
get
an
additional
team
working
on
it
in
terms
of
the
street
cleaning
litter.

course,
I'd
welcome
that
I've
been
pushing
for
this
issue
for
time
we
did.

inherit
er
a
million
pound
reduction
in
my
budget,
when
that
was
that
decision
was
taken
in
December
2014
and
without
a
a
blueprint
as
to
how
that
would
be
delivered.
So
I
think
that
this
responds
to
those
issues.

important
to
have
these
particular
things
flashed
out
on
the
themes
and
the
landscape
that
people
would
like
to
resonate,
which
responds
to
Ward's
Dafina
or
the
Ward.

teams
have
all
got
ideas
that
that
would
tap
into
the
Forgotten
corners
a
very
elegant
phrase
rather
than
using
hotspots,
but
we
all
know
we
all
have
those
those
areas
in
our
wards
that
for
a
bit
of
injection
of
of
cash,
it
makes
such
a
dramatic
difference
to
the
feel
of
where
you
live,
and
that
should
be
true
throughout
from
the
city
centre
to
the
suburbs
to
the
villages.

underspend

due

staff
vacancies
or
non
recruitment
of
posts,

the
time

we've
got
a
50%
increase
in
stress-related
absence
among
council
staff
in

months

a
stubbornly
persistent
high
level
of
other
sickness
at
eleven
point
five
days
per
year,
we
should
hold
back
a
bit.
At
the
same
time,
waste
recycling
or
composting
rates
are
falling,
delayed
discharges
remain
high,
housing,
completions
are
down
death
in
treatment
for
substance,
abuse
is
up
and
accessibility
deaths
is
up.

you
know
there
are
some
real
priorities
of
the
city.
It's
good
to
see
the
hundred
thousand
invested
in
addressing
the
attainment
gaps,
something
that
we've
put
in
as
a
recurring
revenue,
increased
budgets
in
our
past
two
budget
amendments.

a
shame.
It's
a
one-off
fund
and
won't
be
there
to
build
and
plan
around
for
years
to
come
and
it's
a
shame
really
to
see
when
there
are
so
many
pressing
priorities
that
we're
giving
money
to
things
which
are
nice
to
haves,
but
frankly,
and
not
addressing
some
of
the
real
dire
problems
in
York.

a
question.
It's
around
paragraph

grant
pot
to
be
used
supporting
organizations
around
the
city,
and
the
same
applies
to
some
of
the
others
who
is
going
to
be
the
arbiter
of
this
fund?
Will
it
be
divided
equally
between
wards,
or
will
it
be
a
campaign
fund
for
administration
to
use
in
target?
What's
going
into
the
election.

respond
to
that
last
point:
since
my

welcome
agent
elected,
it
was
my
idea
that
was
a
fun
reporting
in
terms
of
how
he
helped
to
deal
with
parks
and
rather
than
splitting

money
equally
was

support
volunteers

the
city

deliver
