plan,

agenda,

them
in
order,
but
I'm
going

bring
after
we've
finished

as
some
people
have
to

we'd
like
to
express
our
thanks
to
the
mile
castle,
Gateway
team,
so
Helen
gray
and
Phil
Bixby
in
particular,
as
well
as
the
councillors
officers
for
the
wholehearted
way
in
which
they've
embraced
this
open-ended
form
of
engagement
about
such
a
significant
and
exciting
change
for
our
city.
We've
encouraged
the
council
to
adopt
this
format
of
engaging
consultation
on
all
future
large
proposals.
The
castle
gateway
proposal
offers
the
potential
for
significant
improvements
to
the
cycle
infrastructure
in
the
city.

This
includes
some
disability,
bikes
and
also
cargo
bikes,
which
they
exactly
one
way
to
consider
how
important
they'll
become
for
the
city
once
that
the
anti-terrorism
measures
are
implemented
and
deliveries
may
be
pumpk
impossible
by
cargo
bike
in
the
foot
story
area.
We
ask
the
exact
consider
seriously
these
plans
any
plans
or
modifications
that
are
put
forward
on
this
key
piece
of
infrastructure
as
part
of
the
implementation
of
the
my
castle
gate
wear
scheme
and
secondly,
within
the
Kamiya
Castle
Gateway
area,
there
are
a
number
of
crucial
cycling
routes
which
pass
along
one-way
streets.

Our
streets
that
may
in
the
future
become
one-way
Fosgate.
One
gate
and
merchants
get
all
fall
into
this
category
and
are
this
most
streets
may
do
so
in
the
future.
In
particular,
aware
that
the
is
a
proposal
that
copper
gate
may
become
one
way
for
buses,
copper
gate
is
an
essential,
east-west
connection
for
cyclists
and
proposals
for
making
this
route
one-way
bus
corridor
threaten
this
route.
We
understand
that
under
2011
legal
amendment,
the
council
has
the
powers
to
introduce
simple
signage
modification,
so
cyclists
can
contraflow
on
such
streets
without
the
need
for
significant
physical
infrastructure.

We
ask,
therefore,
that
the
council
ensured
cycling,
contraflow
has
be
put
in
and
any
such
streets
and
around
the
castle
gate,
where
area
on
three
small
minor
points
and
the
reducing
the
width
of
the
word
roads
and
widening
permits,
as
opposed
in
kapa
gate,
nesco
and
Piccadilly
are
welcomed,
where
we
ask
the
exact
to
carefully
consider
changes
so
as
not
to
expose
cyclists
to
increase
risk
for
motor
vehicle
vehicles.
We
also
ask
the
junction
proposals,
such
as
the
scale
to
get
didn't
bridge.

Interchange
should
carefully
consider
safe
cycle
integration,
including
advance,
stop
areas,
advance,
start
lights
and
wear
suitable
segregated

turn
cyclists
to
bypass
junctions

with,
I
would
like
to
thank

officers

worked

hard
to
produce
this
initial
master
plan
proposals,
but,
as
the
advisory
group
has
pointed
out
at
this
stage,
this
is
far
from
the
final
plan
and
naturally,
over
time.
Much
more
detail
will
need
to
be
resolved.
I
would
also
draw
attention
to
the
tireless
involvement
of
Phil
victory
and
Helen
Graham
in
their
my
castle
gateway
public
consultation
program
well
done
to
them,
as
public
consultation
will
continue,
as
detailed
planning
applications
are
being
prepared
for
the
various
work
packages.

I
want
to
concentrate
on
work
package
of
one.
The
developments
of
the
central
Gorge
is
field
carpark
and
its
impact
on
the
highly
significant
historic
new
walk.
I
have
already
put
forward
proposals
to
officers
for
the
regeneration
of
telega,
incorporating
the
restoration
of
this
section
of
the
walk
and
then
working
on
similar
proposals
for
the
section
Philip
Georgia's
field
to
link
up
with
the
walk
as
far
as
the
Millennium
Bridge
well
reluctantly
having
to
accept
that
there
is
an
overall
logic
in
citing
the
carpark
here,
I'm
worried
that
it
love
it.

If
that,
if
the
indicative
structure
is
built,
as
shown
in
the
report,
it
would
have
a
severely
adverse
effect
on
the
walk
not
only
on
the
enjoyment
of
users
generally
but
on
the
unfolding
views
of
the
York
castle.
Complex
and
Clifford's
Tower
when
approached
from
from
the
south
I
believe
that
by
slightly
repositioning
the
building
and
using
a
steps
section
without
the
problematic
top
deck
visitor
center,
it
should
be
possible
to
mitigate
its
visual
impact.

This
problem
is
also
reflected
in
the
fact
that
any
upgrade
to
Tower
Gardens,
which
would
include
the
new
walk
elements,
is
put
back
to
work
package
for
when
it
should
be
given
much
higher
priority
at
second
as
part
of
a
comprehensive
strategy
for
the
restoration
of
new
walk
to
its
former
glory.
In
short,
public
realm
assets
should
not
be
treated
as
of
secondary
importance
when
it
comes
to
considering
this
initial
master
plan
in
more
detail.
Can
I
urge
members
novices
to
consider
these
alternative
suggestions
before
any
detailed
planning
applications
become
set
in
stone.

So,
with
those
objectives
achieved
within
broader
scheme,
we
really
think
that
the
castle
museum
will
be
a
critical
part
of
the
master
plan
and
will
draw
increased
numbers
of
visitors
to
the
area
and
our
vision
completely
chimes
with
the
ambition
set
out
in
the
castle
gateway
master
plan.
The
public
realm
in
work
package
to
will
be
critical
for
success,
and
it
needs
to
attract
residents
and
visitors
alike
through
the
caliber
of
its
design
and
public
art.

when
there
are
not
events
happening
there
and
I
feel
that
very
strongly,
as
probably
the
the
representing
the
buildings
were
right
on
the
edge
of
that
public
realm.
I
also
want
to
really
thank
council
officers
for
the
way
in
which
they
have
worked
with

ensure
that
our
aspirations
for
the
castle,
museum
buildings
and
lands
are
reflected
in
the
preferred
master
plan.

sets
out
an
ambitious
master
plan
that
I
think
responds
well
to
the
challenging
site
constraints
and
the
community
brief.
That's
been
developed
through
the
my
castle,
gateway
process
and
I
think
it
will
deliver
an
appropriate
setting
for
both
the
historic
assets
in
that
area,
but
an
improved
setting
also
for
our
cultural
assets
and
institutions,
which
I
think
as
you've
heard
from
from
the
words
of
Ray
on
that
will
actually
support
the
the
growth
of
those
institutions
on
the
provide
ballast
to
the
economic
impact
of
those
institutions
on
the
city.

It
will
introduce
new
cycle
and
pedestrian
routes
to
create
the
porosity
through
the
sites
and
Link
the
city
together
in
slightly
different
ways,
and
it
will
improve
parking
provision
and
off
the
back
of
the
commercial
development,
the
site.
It
will
also
deliver
217
residential
units
and
four
and
a
half
thousand
square
metres
of
commercial
space,
and
that's
quite
a
big
delivery.
But
it's
in
no
way
simple
to
deliver.
So
we
have
broken
it
down
into
bite-sized
chunks,
and
the
phased
approach
doesn't
dictate
a
timescale
of
phase.
It's
more.

of

abling
blocks
that
you've
got
to
move
one
to
be
able
to
move
the
others.
So
the
the
work
Pro
package
approach
will
unlock
the
huge
potential
of
the
site
and
bring
to
an
end
decades
of
stagnation
and
failure
to
bring
forward
schemes
and
I
think
this
one
will
truly
deliver
something
for
the
city
to
be
proud
of,
and
that
has
actually
got
the
buy-in
and
commitment
and
ownership
from
residents.

The
report
outlines
that
master
plan
and
it
also
got
proposes
a
delivery
strategy,

it
really
is
the
process
where
the
public
have
been
at

heart
of
in
shaping
the
proposal
before
you.

proposals
have
been
designed
by
bdp
they've,
been
our
master
planning,
consultants
and
I'd
like
to
press
them
for
the
work.
They've
done,
they've
really
committed
to
doing
this
in
a
different
way
and
there's
an
incredible
scale
of
work
that
sits
behind
the
plans
in
the
scope
in
three
stage
reports
which
say
as
a
next
to
this
report
and
that
set
out
there
heritage
significance
of
the
area,
the
technical
constraints,
the
history,
the
planning
policy,
all
those
elements
have
gone
into
feeding
into
this
process.

think,
as
B
has
been
mentioned
several
times
tonight
already,
my
castle
gateway
approach
has
been
crucial
to
how
we've
developed
this
master
plan.
It's
been
a
partnership
with
my
future
York
who
Helen
Graham
and
Phil
Bigsby,
and
it's
basically
taken
the
form
of
an
open
conversation
with
the
people
of
York,
asking
them
what
what
the
area
means
to
them
and
what
they
would
like
to
see
there
in
future,
and
that
has
actually
provided
the
development
brief
on
which
these
proposals
are
best.

We've
had
walks
talks,
events
and
social
media
to
really
engage
the
public
in
a
more
detailed
conversation,
but
also
a
wider
reach
of
a
broader
demographic
of
people,
and
since
the
my
castle
get
where
projects
began,
our
tweets
have
been
seen
almost
half
a
million
times,
as
resulted
in
other
9000
interactions
with
those
tweets.
Facebook
posts
have
been
seen
hundred
and
sixty
thousand
times
and
have
been
engaged
with
8,000
times.

So
just
to
move
on
to
the
master
plan
and
here's
a
shared
vision
for
the
area.
It
respects
a
heritage
of
important
parts
of
the
city.
It
also
balances
the
public
desire
to
see
new
public
spaces
and
with
modest
commercial
development
that
helps
us
to
pay
for
that
castle.
Carpark
will
remove
vehicles
from
the
hugely
important
Castle
nav
arc
area,
creating
a
big
new
public
space
for
the
city.
The
lost
car
parking
will
be
replacing
a
multi-story
car
park
at
st.
George's
Field.
G
We've
also
become
a
new
arrival
point
for
the
city
with
a
potential
visitor
center
and
coach
parking.
The
neglected,
Faust
Basin
will
be
opened
up
to
water-based
leisure
activities,
new
apartments
and
bridges
over
Castle
Mills
Locke,
while
a
pedestrian
super
crossing
over
the
gyratory
will
create
walking
cycling
routes
from
the
south,
which
will
continue
into
the
back
of
a
potential
new
public
park
in
the
grounds
of
the
castle.
Museum
part
of
that
public
park
would
connect
to
a
bridge
which
would
link
up
Piccadilly
with
the
castle
area.

Creating
a
new
Pradesh
cycle,
lateral
route
across
the
city
and
Piccadilly
will
become
a
new
city,
live
in
neighborhood,
with
apartments
above
small
spaces,
for
independent
traders
throughout
the
area
to
be
improvements
for
the
highways
and
foot
streets,
making
them
more
friendly
for
pedestrians
and
cyclists
and
opportunities
to
improve
tower
gardens,
including
providing
a
lease
to
the
Arts
barge.
So
they
can
implement
their
planning
permission
for
a
mooring.

There's
been
a
huge
amount
of
financial
prayers.
All
worked
on
alongside
that
and
that's
being
carried
out
by
delight
as
our
commercial
advisors.
There
are
some
headline
figures,
the
public
realm
and
the
multi-story
car
park.
Costs
would
cost
in
the
region
of
30
million
pounds
and
there
is
potential
development
income
from
the
commercial
development
proposed
in
the
area
of
a
region
of
22
and
a
half
million
pounds,
and
we've
also
identified
external
funding
which
could
potentially
bridge
that
gap,
particularly
West
Yorkshire
transport
funding.

So
puts
an
eye
into
a
delivery
strategy
and
obviously
it's
a
long-term
project.
One
of
the
challenge
with
long
term
projects
is
estimating
what
future
costs
are
and
market
trends.
So
we
sought
to
break
it
down
into
four
work
packages
which
allows
the
executive
to
take
decisions
at
different
points
in
the
process.
Once
they've
got
more
detail,
costing
advice
and
more
detailed
business
cases
for
each
work
package,
those
work
packages
are
set
out
in
Figure
10
of
the
report,
and
the
first
work
package
would
be
the
multi-story
car
park
on
st.

George's
field
and,
as
that
is
the
critical
path
for
the
project
effectively.
The
heart
of
the
master
plan
is
obviously
clause
in
Castle
carpark,
and
we
can't
do
that
until
we've
reproduction
provision
first,
so
in
delivering
the
master
plan,
the
receives
the
recommendations
that
set
out
in
the
report.

Those
recommendations
are
to
approve
the
master
plan
to
prepare
and
submit
planning
applications
for
work
package
one
and
for
work
package,
two
which
encompasses
our
castle
and
the
ivy
oak
area
in
the
heart
of
the
master
plan,
and
also
procure
new
contractors
and
carrying
out
the
detailed
design
of
the
multi-story
car
park,
which
is
in
work
alongside
that
planning
process.
That
would
allow
us
to
start
on
site
as
soon
as
possible
and
really
allowed
the
project
to
proceed
at
pace.

We
would
submit
a
bit
to
the
west
shore
transport
fund
for
key
infrastructure
funding,
to
deliver
the
project
and
to
deliver
all
those
strands
of
work
which
will
take
place
over
the
next
two
years.
We
ask
you
to
recommend
full
council
a
budget
of
2.4
million
pounds
to
forward
all
those
elements
of
the
planning
applications,
funding,
bid,
procurement
and
delivery,
those
timescales
that
will
be
achieved
as
set
out
in
figure
12
of
the
repor.

backing

plans

decisions

backing

development
was

mooted

down

example

a
place

debate

take
place
where
there

be
an
exchange
of
views
without
the
attrition
that
had
happened
in
previous
attempts.

It's
about
bringing
people
with
us
and
developers
and
as
well
as
the
public,
so
I
think
that
there's
a
very
strong
case
force
for
mapping
out
a
long
term
vision.
There
will
be
further
consultation
and
people
will
give
their
views
and
I
think
it's
important
to
have
a
this
scheme
that
works
with
water,
that
we
we
are
a
city
that
recognizes
that
the
rivers
do
come
up
at
times,
but
it
is
about
making
the
best
of
it
and
I
think
that
the
elements
at
the
back
relating
to
the
one
planet.

Your
analysis
of
this
has
been-
has
captured
a
lot
of
the
benefits
of
the
scheme
that
were
missing
in
previous
iterations.

that,
as

I
think
this
has
set
the
tenor
for
future
consultations
on
large
schemes
and
I.

it's
a
very
open
and
productive
environment
for
those
discussions
to
take

big

acknowledge

painlessly,
determining

win-win
solution
for
the
car
parking
situation.

know
if
you
go
back
a
year
or
so
back
we
were
looking
at

have
an
underground
car
park
or
losing
the
development
potential
of
Castle
mill
site.

come
up
with
a
third
option
which
actually
helps
enhance
this
whole
public
area
around
the
castle.
The
cars
won't
be
underneath
or
on
top
of
the
area
there
will
be
in
a
separate
area,
but
that
that
need
is
being
met
by
this
design
and

further
development
and
discussion
on
the
approach
that's
been
referred
to
will
actually
help
to
resolve
a
lot
of
the
issues
without
it
being
a
big
confrontation
and
controversy
just
on
one
or
two
more
detailed
points.

plans

publications
didn't
come

all
be
sitting

York
develop

the
whole
of
my
life

seeing

having

me
to

excellent

if
it's

kind

things

we've
picked
up
on

which
we
perhaps
won't

answers

things

think
about,

one
is
around
the
future
proofing
of
the
car
parking.

parking
I
gather
from
conversations
that
one
of
the
factors
being
taken
into
account
for
york.
Central
development
is
by
design
future
proofing
the
car
parking,
such
that
in
20
30
50
years
when
we
have
for
thomas
vehicles
and
none
of
us
keep
personal
cars
anymore
and
they
could
be
converted.
You
know,
and
that
involves
increasing
the
height
of
the
levels
and
what-have-you
I
hope.
The
same
is
kind
of
being
designed
in
here.

had
some
thoughts
about
the
open
space
and
the
extent
to
which
it
will
remain,
if
not
permanently
open,
then
certainly
majority
the
time
open
to
the
public
I'ii,
not
secluded
and
kind
of
closed
off
the
private
events,

I'm
sure
that
won't
be
the
case.
But
you
know
some
of
the
precedently
things
like
that.
The
london
garden
bridge
do
raise

it
would

debris
would
catch
underneath
it
and
it
impacts
on
florets
that
come
down

fast,
because
it's
such
a
slow
flowing
river
that
would
exacerbate
flood
risk
problems
upstream.
So
the
super
cross
in
that
would
go
over
the
gyrator
trees
is
a
practical
solution
that
resolves
that
effectively
and.

just
coming
back
to
some
of
the
other
questions
that
were
asked
there
I
think
the
model
of
consultation
we've
already
shown
that
we're
applying
this
to
York
Central
and
we
are
looking
at
how
we
develop
the
the
methodology
the
skill
set.
So
we
can
actually
kind
of
make
it
industry
standard
for
the
council
there's
quite
a
challenge
and
it
is
very
resource
hungry
and
the
number
of
windy
morning
spent
on
the
castle's.

be
a
testament
to
that,
but

think
you
end
up
in
a
better
place
as
a
result
of
it,
and
therefore
word
really,
as
an
organisation
need
to
think
through
how
we
can
flow
that
through
much
more
of
what
we
do,

things

the
question
of
the
housing
provision,
particularly,
you
picked
out
the
force
base
in
Britta
plies
to
the
housing
provision
on
Castle
Mills
as

financial
analysis
has
been
done
on
the
base
of
it
meeting,
affordable
housing
targets
within
the
planning
permission.
So
we
are,
we
are
policy
compliant
in
our
financial
planning
would
intend
to
develop
as
such,
and
then
councillor
Aspen's
points
about
the
need
to
to
integrate
into
this
into
a
review
of
parking
strategy
for
the
city
is
a
conversation.
We've
just
come
straight
out
of
with
the
director
and
my
fellow
assistant
director,
particularly
where
it
relates
to
other
work
on
foot
streets
in
the
city
in
response
to
security
issues
and
impact
on
disabled
parking.

that
is

potential

use

Piccadilly
carpark
to
look
at
the
next
iteration

we
might
move

our

parks

successful
in
its

residents

very

move

program

the

accommodation
was
outdated.

knew
that
it
didn't
come

this

program

recommendation

the
closure
goes
ahead
because
officers

not
supposed

do

recommendation

futures

the

unlikely

wouldn't

way

better

bit
more
kind

honest
with
people

perhaps

the
plan
is
very
much
to
close

want

look

future

good

one
small
area

consultation

we

bit
more
honest
with
them
with
families

answer
both

the
issues
that
were
raised,
I
think
they're,
both
extremely
pertinent
points
in
terms
of
developing
some
of
the
provision
we're
going
for
a
very
much
a
mixed
approach.
We
are
developing
with
some
supporters
room,
the
independent
and
private
sector,
some
residential
provision
and
we're
we're
doing
that.
What
we
are
looking
at
is
having
some
degree
of
balance
around
a
block
contract
or
an
arrangement
where
they
provide
a
certain
amount
of
their
accommodation
at
a
reasonable
fee
which
fits
with
our
affordable
care
fee,
whatever
that
is
at
that
particular
juncture.

We're
balancing
that
in
that
we
don't
necessarily
recognize
that
we
we
wouldn't
want
to
have
all
of
the
placements-
that
we
don't
want
to
lock
ourselves
in,
because
our
ambition
actually
would
be
to
try
and
drive
for
even
less
people
to
be
in
residential
care,
because
the
other
key
part
of
this
program
is
to
develop
other
alternative
accommodation,
particularly
in
extra
care
where
I
would
say.

was
a
little
bit
behind.

people

something

think
we've
done
a
lot
of
work
to
build
a
partnership
model
with
the
providers
that,
where
they've
come
in
and
they're
very
clear,
they've
got
skin
in
the
game
because
they're
in
it
for

long
term
and
they
are
needing
to
have
their
reputation,
will
be
pretty
critical
to
them
in
terms
of
attracting
people
in
the
future,
and
we
will
continue
to
monitor
those
things
with
them
through
the
next
period.

terms
of
a
second
elements
of
that
and
I
think
it's
the
helpful
intervention
from
councillor
Waller.

also
be
using
this
as
a
mechanism
to
look
at
and
they
are
using
it
in
other
sites
how
we
will
develop,
affordable
housing
and,

we
all
know,
that's

key
challenge

be
looking
to
bring

housing
development
company
and
how
we
implant
and
envisage
to
take
that
forward.
So
it's
kind
of
watch
this
space
that
that's

the
schedule

on
forward
plan

terms
of
being
more
open
and
direct

the

doesn't
do

choices

people

expect

radically
different
outcome

what
has
occurred.

to

not

plan

you
know
that's
just

extra
comment,
if

is
that
there's
a
lot
of
dialogue
going
on
with
care
providers
across
the
city
and
also
with
the
independent
care
group
who
represent
quite
a
number
of
residential
care
establishments
and
in
fact
that
dialogue
continues
tomorrow.

are
meeting
representatives,
the
independent
care
group-
and
it
will
go
on
in
that
way,
because
we
need
to
make
sure
that
the
affordability
of
what
what
they
need
and
we
can
pay
matches
up
so
that
we
can
continue
to
provide
the
beds
that
are
required.

encourage
members

the
public
to
prevent
the
generation
of
waste
in
the
first
place,

recycle

participate

our
recycling
schemes.

energy

organic

recovered

waste
stream
and
then
the

kind
of
back

extremely
environmentally
friendly,
efficient
incineration
process,
the
energy
from
waste
part
which
generates
24
megawatts
an
hour.

fact,
in
a

operation,
it
has
demonstrated
a
better
performance
than
that,
but
contractually

megawatts

of
electricity.

what
that
means
for
North,
Yorkshire,
County
Council,
and
how
the
technicalities
of
something
like
the
payment
mechanism
plays
out
the
spirit
of
that
being
around
minimising
bureaucracy
between
the
two
reducing
duplication
of
effort,
improving
decision,
makings,
resilient
making
resilience,
sharing
resources
and
assets
and
improving
sort
of
capable
capability
to
advantage
create
opportunities
in
strengthening
team
team
skills.

delay
in

of

anaerobic
digester,
which
is
a
very
complicated
process
of
mixing
bacteria
with
things
and
it's
basically,
the
big
stomach
that
emits
gas
and
then
creates
energy.

those
around

a
very,
very
interesting
visit
last
week.

we

palace
and
waste
recovery
apartment,
I
must
say:
I
was
mighty
impressed
not
only
with
the
efficiency
of
the
operation,
but
with
the
knowledge
ability
of
the
staff,
who
were
only
too
pleased
to
tell
us
what
everything
was
doing
in
as
far
as
we
could
hang
on
to
it
all
and
the
and
the
cleanliness
of
what
was
going
on
there
dealing
with
some
very
difficult
wastes.

is
astonishing
what
people
throw
away
we
won't
go
into
that
perhaps,
but
they
do
it
with
great
efficiency
and
great
effectiveness,
and
the
fact
it's
turned
into
heat
is
what
is
so
very
pleasing.
I
remember
from
some
years
ago,
proposals
for
district
heating
schemes,
which
you
may
well
know
about,
and
they
certainly
exist,
I
think
it
was
we're
in
Helsinki
lost
someone.
They
have
district
heating
schemes.
This
gets
near
that
and
I
think
that's
exactly
what
we
should
be
doing.

I
also
were
very
much
integrated,
found
great
interest
in
the
seeing
the
operation
of
the
the
plant
and
also
was
quite
heartened
to
hear
some
of
the
commitments
that
were
made
to
looking
to
see
in
the
future.
You
know

there

actually
make
use
of
some
of
the
waste
heat
if
it
might
be
used
on
the
site,

things
like
that
certainly
very
welcome.

has
major
implications
in
terms
of
calorific
value
of
what's
going
into
that
incinerator,
they're
talking
about
the
plastic
trays
and
so
on,
and
and
how
that's
going
to
be
addressed.

what
happens

and

was
very
interested

wildlife

was

photograph
treated

your
rescue
boat
about
how
they

out
onto

use
to
help

goose

entangled

we're
very
aware
of
earlier
in

there

been
the
examination
of
a
whole
range
of
different
types
of
technology

involved
training
councillors
in
what
pyrolysis
and
a
whole
raft
anaerobic
digester,

all
of
that.
What
did
that
actually
mean?
And
we
went
down
to
the
there's
very
exciting.
Obviously,
the
Deputy
Prime
Minister
decided
that
we
would
look
at
all
different
types
of
technology
and
we
might
get
PFI,
then
we
might
not,
and
then
we
might
so
to
maintain.

Progress
has
been
a
testimony
to
the
commitment
of
officers
and
councillors
of
different
administration's
that
we
are
now
here
at
a
stage
where
you
can
go
and
look
at
it
rather
than
just
being
the
pages
of
the
report,
but
it
was
very
heartening
to
see
the
requirements
that
I
put
in
at
the
beginning
of
our
Nairobi
digestion
to
have
that
physically
represented
several
meters
high
in
front
of
you
think
wrong.
Yes,
that's
what
it
looks
like,
but
I
think
to
see
this
as
it
is.
This
is
the
replacement
to
landfill.

it's
recognizing
that
in
landfill
there
is
a
lot
of
methane
release,
that
is
a
very
potent
climate
change
gas
and,
whilst
as
much
of
it
as
possible,
is
used
to
generate
electricity
on
a
landfill

efficient

and
and
keeping
it
in
the
vessel
that
can
be
contained.

There's
no
statutory
requirement
for
an
authority
to
have
an
animal
welfare
licensing
policy.
However,
we
do
consider
it
best
practice
to
do
so.
It
helps
everybody
in
the
decision
making
process,
applicants
and
officers
in
2000
at
the
end
of
2017,
while
we
were
actually
out
for
consultation
on
our
policy.

Defra
consulted
on
some
new
regulations
with
regards
to
animal
welfare
and
the
licensing
of
those
particular
activities,
and
we
receive
confirmation
today
that
the
new
regulations
will
come
in
from
the
1st
of
October
this
year
and
I
was
pleased
that
a
part
of
the
regulations
that
we'd
already
preempted
some
of
the
things
that
may
be
within
those
regulations.
When
we
drafted
our
policy
and
we've
already
got
in
place.
Some
of
the
standard
conditions
within
the
new
draft
policy
that
the
new
regulations
will
also
will
look
at
introducing
regarding
animal
boarding,
dog
breeding
and
pet
shops.

time
when

came

gambling
and
licensing
regulatory
committee,
I
was
the
chair
of
it.
So
I
just
like
to
comment
that
I
do
welcome
this
again,
despite
the
fact
that
it
isn't
mandatory

it
gives
guidance
for
the
conditions
of
keep
animals
in
and
also
for
breeding
of
animals.

think
that
the
area
that
worries
me
most
is
the
is
the
increase
in
puppy
farms,
illegal
puppy
farms.

breeding

noted
on

188,

paragraph
22.2
says
that
person
is
presumed
to
be
carrying
on
a
business
of
breeding
dogs
for
sale

breed

litters

12-month
period
and
then
on
page
172.
It
says
that
we've
licensed
one
dog
breeding
institution,
individual
organization,
so
just
wasn't
sure

mean

Would
hazard
a
guess
at

far

person

dog
has
more
than
two
litters
in

year
within
the
authority
badly.

that
to
say
that
does
one
person

come
forward

they

want

licensed

there
are
perhaps
dozens

hundreds

others

are
perfectly
legally
entitled

do

it

that

kind

missing
loads
of
illegal
readers

wasn't
quite
sure.

regulations
Defra,
has
looked
at
that
very
very
closely
because
it's
a
cause
of
concern,
especially
how
people
then
sell
on
the
dogs.
Some
people
do
it
by
a
Facebook,
those
those
type
of
activities
and

soon
as
we
receive
information
where
we
believe
that
there
is
a
dog
breeder,
we've
actually
just
licensed
now,
a
second
that
was
done.
But
while
this
this

published,
when
we
received
that
type
of
information,
we
work
very
closely
with
the
RSPCA
with
the
police.

we
need

that

and

our
best

try

be
one

those
things,
that's
very
difficult
to
try
and
prove,

somebody

best

try

monitor
social
