fees

charges
increase
to
sign

Only
yesterday,
the
audit
and
Governance
Committee
was
presented
with
a
very
poor
audit
on
fees
and
charges
to
say
that
the
audit
was
a
reasonable
assurance
was
very
generous.
Indeed,
one
fee
was
so
concerning
that
the
entire
audit
was
redacted.
I
am
disappointed.
Therefore,
as
you
are
the
executive
that
these
major
issues
are
not
on
your
agenda
tonight,
it
seems
even
the
lawfulness
of
some
of
those
charges
may
be
in
question
next.

It
seems
also
some
major
merger
between
council,
owned
company
very
tail
under
related
business
has
fallen
through
at
the
last
minute,
at
least
two
or
three
years
effort
has
fallen
through
at
the
final
hurdle.
This
no
doubt
will
have
cost
a
lot
of
money
and
item
on
your
forward
plan
was
withdrawn
at
the
last
minute,
with
precious
little
explanation,
and
none
here
this
matter
exposes
a
significant
flaw
in
our
transparency
arrangements.
May
I,
therefore
ask
going
forward
on
each
committee
forward
plan.

following
is
provided
a
new
section
on
all
withdrawn
items,
with
full
explanation

why
they
are
withdrawn.
This
will
give
councillors
and
citizens
opportunities
to
raise
concerns
regarding
the
collapse
of
the
proposed
merger

committee
has
oversight
of
the
reasons,
costs
and
repercussions
for
York.

Finally,
the
fast
following
the
audit
and
Governance
Committee
last
February

transparency,
citizens

been

mishandling

this
business

start
to
finish
brings
shame
upon
this
administration,

proved

thing:
the
Constitution

members
have
been
fighting
to
overhaul

itself

to
be
wanting.

disciplinary
processes,
but,
unlike
many
authorities,
we
do
not
have
a
standing
investigations
on
disciplinary
committee
to
address
statutory
officer
and
chief
officer
disciplinary
matters.

proposals

led
development
of
housing

deliver

increased
volume

housing
across
a
range
of
10
years
and
to
accelerate
that
delivery
to
meet
the
needs
of
the
people
of
York,
whilst
generating
financial
returns,
the
council
to
support
ongoing
service
delivery.
So
today
we
placed
before
you
the
proposals
have
been
developed
for
the
establishment
of
a
wholly
owned
housing
development
company
to
initially
utilize
council
owned
land
assets
to
deliver
new
homes
in
the
city.

with

resources

the

utilization

Lunda

The
report
before
you
sets
out
10
housing
opportunities
in
the
city.
Each
site
would
be
assessed
through
a
site
development,
business
case
approach,
and
this
is
outlined
as
five
appraisal
stages.

Reports
covering
the
first
three
stages,
namely
feasibility,
planning
and
pre-construction,
would
be
brought
before
members
for
decision
before
any
sites
are
transferred
into
the
company
or
before
any
construction
work
commences
with
each
appraisal
stage
more
detail
and
costing
and
costing
work
will
be
added
to
the
proposals
and
the
social
and
financial
considerations
fully
explored.
This
appraisal
process
ensures
members
retain
control
over
how
and
when
sites
are
developed.

shared
ownership,
to
help
those
in
the
most
acute

opportunities

necessary

diligence

number

local
authorities

have
such
a
housing

companies

marked
change
in
their
hand,

housing
market,

proposed
that
we
explore
opportunities
to
deliver
the
housing
program
with
one

more
partner
organizations.
This
will
result
is
investment,
costs
and
risk

be
shared

utilize
the
commercial
expertise
of
a
partner
organization.

pounds

already
been
allocated
to
the
project
through
the
Homes
and
Communities
Agency
and
one
public
estate,
and
we
are
proposing
that
this
is
supplemented
through
the
reallocation
of
a
hundred
thousand
pounds

HRA
stock
transfer
work
and
one
hundred
ninety
thousand
pounds
from
the
venture
fund.

will
enable
the
next
key
stages
to
be
undertaken
which
are
progressing:
the
establishment
of
a
development
company,
creating

five-year
business
plan
for
that
company
and
creating
a
framework
for
a
partnership
arrangement.

their
hard
work
going
forward
in
this
project.
Obviously
it's
one
that
has
a
very
significant
scope
and
obviously
one
has
a
potential
to
have

significant
impact
for

residents
of
York
over
the
coming
years
as
well.
So
a
lot
of
hard
workers
got
in
and
wanted
to.
Thank

Of
course,
this
is
an
incredibly
exciting
opportunity.

spoke
about
this
full

We're
now
thinking
about
them
in
a
slightly
more
commercial
manner
where
we
could
ultimately
receive
a
higher
level
of
receipt,
but
also
have
that
ownership
of
control
of
what
is
actually
delivered
on
that
site.
So
we're
not
just
talking
about
the
types
of
housing
that
the
different
ten
years
as
well,
but
also
the
layouts,
the
open
space
etc.
So,
there's
a
wide
variety
of
different
reasons.

Why,
having
that
ownership
and
control
of
these
sites
would
be
very
beneficial
and,
as
Michael
also
said,
there's
so
not
maturity
for
the
council
to
generate
a
revenue
stream
within
that
through
a
private
rented
portfolio,
but
in
developing
that
private
rented
portfolio.
We
are
also
able
to
achieve
some
of
our
goals
through
that.
As
well
so
we
can
target
the
the
people
who
end
up
actually
living
in
those
homes
at
certain
key
sectors
within
our
economy
that
are
very,
very
important
to
us.

and
certainly
a
welcome
development,
although
I'm
sure,
as
we
have
a
lot
of
things,
the
devil
is
in
the
detail.
I
wanted
to
just
make
a
couple
of
comments.
One
was
in
relation
to
the
proposed
the
chart
on
paragraph
35
and
welcomed
the
fact
that
the
number
of
stages
will
be
approved
by
the
executive
before
progressing
given
what
has
been
said
about
looking
at
all
council
assets
and
as
listed
on
page
hundred
and
seventy-six
of
potential
assets,
which
would
obviously
include
the
low
field
site
which
is
coming
on
to
discuss
later
I.
I
Just
wonder
whether
there
shouldn't
be
some
commitment
in
here
from
the
outset
for
quite
close
consultation
with
ward
counselors
because
recognize
that,
although
it's
the
executives
responsibility
for
these
sites,
if
there
are
proposals
that
are
being
worked
up,
which
will
have
significant
impact
on
particular
wards,
it's
important
that
all
counselors
are
kept
abreast
of
those
in
early
stage
so
that
they
understand
the
way
in
which
things
have
been
being
developed.
I'm
sure
look,
I
might
want
to
add
to
that.
I
The
ever
comment
I
was
going
to
make
was
in
relation
to
the
shareholder
committee,
which
I
understand
you
know
with
with
this
proposal
here
further
responsibilities
going
to
that
committee,
and
yet
it
seems
the
last
time
it
met
was
in
March.
If
you
look
at
the
minutes
of
that
meeting,
it
says
that
intends
to
meet
twice
a
year
once
around
about
March
when
the
budgets
been
set
and
once
in
the
autumn,
well
we're
rapidly
running
out
of
autumn
and
to
my
knowledge,
it
hasn't
had
any
subsequent
meetings.
I
So
I,
just
like
some
reassurance
on
that,
and
also
I
note
that,
in
terms
of
accountability,
obviously
there
will
be
some
discussions
of
that
committee,
which
are
commercially
sensitive,
but
if
they
are
holding
those
organizations
and
these
managing
directors
and
people
like
that
on
well
paid
salaries
through
account,
there
needs
to
be
some
clear
accountability
back
to
the
full
council,
whether
it's
through
the
executive
of
whatever
means
that
might
take
life.

hopefully

comment

this
one
because,
as
you
say,
it
is,
it
is
a
very
significant
step
forward
for
the
council
in
taking
a
proactive
view
and
a
proactive
activity
to
to
look
at
seeing
how
we
can
help
and
support
york's
housing
difficulties.
We
have
earned
these
over
and
over
again,
both
an
executive
and
a
full
council,
and
we
all
know
and
I
think
this
report
recognizes
that
there
are
significant
shortages
housing
in
in
the
city
and
that
there
are
different
sectors
which
are
in
under
particular
pressure.

Formation
of
the
new
company,
but
I
am
slightly
concerned
that
we
are
being
rather
perhaps
it's
inevitable,
rather
conservative
in
our
aspiration
for
certainly
looking
at
the
more
social
rented
end
of
the
sector.
I
I
have
got
it
in
my
heart
and
I
cannot
remove
the
comment
that
I
read
in
the
press
just
a
day
or
two
ago
about
the
number
of
children
who
are
going
to
be
spending
Christmas
in
Bed
and
Breakfast
accommodation
and
I.
Don't
think
this
particular
model
is
going
to
rescue
those
willing,
obviously
isn't
going
to
rescue
those
children.

We
have
lost
7,000
ho
houses
since
right
to
buy
came
in
7,000,
socially
rented
council
houses
have
vanished
into
all
sorts
of
ethers
and
it's
going
to
take
an
awful
long
time
to
put
them
back,
but
the
demand
is
still
there
for
that
type
of
accommodation
and
I'm,
hoping
that
we
can,
over
time
and
through
this
sort
of
development,
start
to
remedy
that
that
terrible
loss
that
we've
we've
had
so
yes,
I,
welcome
it.
But
I
have
some
reservations
that
it
perhaps
is
not
as
aspirational
as
I
would
have
hoped
to
see.

of
the
comments
that
councillor

makes
it's
happy.
It's
pleasing
to
hear
that
this,
the
principle
of
developing
the
company
has
cross-party
support

longevity
of
the
program
of
works
that
we're
hoping
to
create.
So
that's
obviously
very
positive
with
regards
to
social
housing.

our
note
councillor
lookers
comments,
but
obviously
this
needs
to
be
read
in
the
context
of
the
report
that
we
received
two
executive
last
month
regarding
the
housing
revenue
account
business
plan
and
the
additional
20
million
pounds
worth
of
investment
that
will
be
going
into
new
council
house
building.
So,
broadly
speaking,
and
if
you
look
at
the
wider
picture,
the
ambitions
set
out
in
this
paper,
in
addition
to
the
very
significant
investment
being
made
in
new
council
housing
stock,
as
well
as
maintaining
and
investing
in
modernization
of
our
existing
stock,
is
obviously
very
good
news.

a
significant
area
of
risk
for
the
council
and
I
think
it's
important
that
there
is
as
much
transparency
as
possible.
I
think
that,
because
this
is
bent,
this
is
utilizing
public
funding
and
there
does
have
to
be
the
opportunity

demonstrating
that
it
has
being
used
appropriately
and
I
recognize
that,
because
this
is
a
joint
administration,
the
issues
relating
to
appointments
are
being
taken
on
both
sides
of
this
administration.

space

the
executive
member

I'm
sure
that
we

discussing
this

sure

day-to-day
operations

department

to
ensure

modernization
and
repairs
and
maintenance
does
not
miss
out

of
this
shiny
new
company.

report
deals

the
principles
here
of
establishing
a
housing
development
company
and
the
appointment
of
certain
key
staff
to
to
run
it.

overriding
priorities
here,
too,
are
to
accelerate
delivery,
retain
control
over
the
form
of
development
eventually
realized
and
to
give
the
council
a
long-term
stake
in
the
future
of
these
projects
and
with
that,
of
course,
is
the
need,
perhaps,
as
pointed
out
by
Council,
to
go
on
and
responded
to
about
council
Gillis
the
need
perhaps
to
beef
up
oversight,
but
I
think
in
the
light
of
that,
our
members
happy
to
accept
the
recommendation
set
out
on
page
1,

on

the
report
establishing
the
development
company,
this
report
represents
the
first
phase
of
that
housing
delivery
program
and
the
first
sight
against
which
we
are
applying
the
business
case.
Development
methodology
outlined
in
the
previous
report,
but
on
this
site,
work
has
already
been
ongoing
since
December
16,
when
executive
agreed
a
spatial
plan
for
the
site
and
instructed
officers
to
submit
a
planning
application
and
identify
a
preferred
delivery
mechanism
to
bring
the
site
forward.
The
planning
applications
duly
been
submitted
and
it's
due
to
be
considered
in
January,
so
the
delivery
medals.

The
delivery
model
set
out
in
the
previous
report
will
be
applied
to
the
development
this
site
and
the
high-level
business
plan
is
set
out
in
this
report.
The
next
phase
will
run
in
tandem
with
the
establishment
of
the
development
company
and
its
proposed
that
the
low
field
scheme
will
be
delivered
by
the
development
company,
but
given
that
the
design
and
planning
work
is
already
well
developed,
it
is
proposed.

So
we
don't
deliver
this
in
a
joint
venture
with
a
developer
partner,
but
instead
procure
a
construction
partner
to
deliver
the
design
scheme
so
subject
to
obtaining
planning
permission
and
following
the
procurement
of
a
construction
partner,
we
will
bring
back
to
you
the
final
business
case
with
a
detailed
financial
analysis,
cash
flow
and
an
investment
decision.
This
is
likely
to
be
in
july
or
august
2018,
so
Michaels
going
to
outline
some
of
the
key
elements
of
the
scheme
and
the
both
social
and
financial
benefits
that
we
will
seek
to
deliver
from
scheme.

But
it's
also,
as
as
councillor
Waller,
has
pointed
out,
it's
important
to
consider
the
risks
involved
in
this
program.
This
will
require
the
council
to
lend
significant
levels
of
capital
to
the
development
company
in
order
to
undertake
the
development
activity
and
there
will
be
a
gap
of
between
1
and
2
years
before
that
investment
starts
to
yield.

very
much
so
the
proposal
for
low
field
of
council
led
housing
delivery
through
a
development
company
brings
with
it
a
number
of
benefits
which
may
not
be
realized
if
the
site
is
simply
sold
on
the
open
market.
From
a
social
perspective,
the
plans
have
been
developed
to
create
a
mixed
tenure.
Multi-Generational
community
houses,
apartments
and
bungalows
have
been
designed
to
appeal
to
people
over
the
age
of
55,
as
well
as
first-time
buyers
and
young
families.

The
scheme
is
designed
to
address
a
protein
housing
need
in
the
city
providing
a
suitable
home
for
people
in
a
range
of
financial
situations.
It
is
proposed
that
we
deliver
a
no
put
above
planning
policy
level
of
affordable
housing
with
a
mix
of
social
rent
and
shared
ownership
housing
on
this
site.

In
addition
to
this,
the
plan
also
includes
six
pots
of
land
for
people
out
of
aspirations
to
build
their
own
home.
In
addition,
we
are
proposing
a
community
build
project
of
up
to
19
new
houses,
supporting
an
innovative
housing
solution
in
the
city.
The
housing
proposals
also
help
to
share
the
infrastructure
costs
associated
with
the
delivery
of
the
care
home,
which
is
an
important
part
of
the
older
persons
accommodation
program.
In
addition
to
the
housing
officer,
offer
the
plans
for
low
field
proposed
over
6000
square
metres
of
public
open
space.

This
is
1/3
more
than
what
is
required
by
local
panic
policy.
The
proposals
will
allow
for
a
wide
range
of
uses
through
formal
play,
equipment.
Community
growing
areas
kick
around
space
and
walking
routes,
whilst
increasing
accessibility
to
the
site
from
the
surrounding
areas.
In
order
to
deliver
a
scheme
of
this
scale,
significant
investment
is
required
primarily
through
entering
into
a
construction
contract.

We
can't
yesterday
that
the
estimated
peak
boeing-boeing
requirement
is
likely
to
be
over
8
million
pounds
at
the
end
of
the
construction
process.
The
company
would
pay
for
the
land
at
its
full
market
value
and
return
any
development
profits
to
the
council
as
a
dividend
council
that
housing
development
can
accelerate
the
delivery
of
their
site.
The
whole
scheme,
including
the
care
home
self
and
community,
builds
health
and
public
service
building
can
be
completed
within
30
months
of
the
construction
commencing.

The
next
steps
are
to
secure
planning
permission
and
to
undertake
the
procurement
process
to
obtain
construction
cost
from
building
contractors.
As
Tracy
outlined
once
tender
returns
are
known,
a
detailed
business
case
will
be
brought
back
to
executive
for
approval,
and
this
will
be
before
the
one
transfers
into
the
company
or
before
any
construction
contract
is
signed.
This
is
anticipated
that
the
detailed
business
case
we
brought
back
to
executive
in
the
summer
of
2018,
and
we
hope
that
construction
will
commence
before
the
end
of
the
year.

homes

there
being
a
long
record
of
planning
regulations
being
floated,
they
built
the
houses
in
the
wrong
places
and

to

back

were
ordered
and
then
cancelled

reordered.

have
acted
like
the
stray
system
which
benefits
other
parts
of
the
city

green
open
space

the

maintaining
our
balance

know
that
the
the
responses

the
low
field
action
group
tapes
were
circulated
not
that
long

relocation

dealing

could

that

impacts

proposed

to

site
is

and
the
capital
receipt

the

accommodation
program

some
time
and
also

aware

is
absolutely
no
criticism
of
the
care
given

persons
homes,

I'd

to
put
my
on
record
my
thanks
to
staff
for
what
they
do
in
our
older
people's
homes,
because
they
really
do
a
magnificent
job.

aware
of

people's
homes,

we've
had
for
some
time
do
not
meet
the
standards
required
by
the
Care
Quality
Commission
and
those
standards
include
things
like
social
spaces.
They
include
accessible
wheelchair
friendly
corridors,
they
include
ensuite
facilities
and
so
on,
and
what
we
don't
want
to
happen
is
that
the
Care
Quality
Commission
comes
and
says
that
we
must
do
something
about
it
and
we've
got
to
do
it
tomorrow,
which
is
what
happened.
It
blew
them.

I
do
recommend
to
the
executive
of
the
closure
of
Windsor
house
with
the
provider
that
the
moving
home
safely
protocol
is
used
very
carefully
as
it
has
been
before,
and
that
all
residents
and
their
relatives
of
those
residents

listen

very
carefully
when
alternatives
are
offered
to
them.

is
interesting
to
note
that,
as
we
are
closing
homes,
because
they
are
out
of
date,
a
lot
more
up
to
date,
accommodation
is
being
offered
all
around
the
city,
some
of
its
already
there.

bid

PFI

know

those

have

is
at
a
very
preliminary

the
site
sold
for
housing
