on

8th

May
last
year,

last
executive
meeting
to
discuss
the
guild
hall,
we
warned
you
about
the
folly
of
following
officer's
advice
and
wasting
millions
of
hours
of
taxpayers
money
on
this
vanity
scheme.
At
the
time
you
took
on
board
our
concerns
and
asked
for
officers
to
return
with
the
robust
business
case
with
evidence
of
demand.
Nine
months
later
and
costs
have
now
increased
by
another
three
million
pounds.
Have
officers
followed
your
clear
instructions?
Well,
we
all
know
the
answer.

here
we
are
again
another
150,000
pounds
of
public
money
wasted
with
our
grade
one
iconic,
building
rotting
away
in
the
unsafe
hands
of
our
council.
What
a
mess
and
now
you
want
to
proceed
headlong
into
the
iceberg.
Again,
it
wouldn't
be
so
bad
if
there
was
actual
evidence
of
demand
for
business
space,
but
as
we
can
see,
all
over
the
city
offices
are
being
converted
to
flats
and
despite
Freedom
of
Information
requests,
no
evidence
exists
for
such
a
demand.
Officers
know
this,
otherwise
they
would
have
provided
the
evidence.

Common
sense
shouts
out
that
this
is
a
very
risky
project.
Indeed-
and
it
is
not
the
council's
core
business
and
if
demand
is
so
good,
as
claimed
in
the
business
case,
then
why
not
just
leave
it
to
the
private
sector?
Would
you
trust
anyone
who
tells
you
in
2011
that
the
cost
would
be
a
million
pounds,
and
then
this
grows
to
20
million
pounds
in
eight
years,
it's
worse
than
hs2.

Wouldn't
you
ask
to
proof
that
there
is
real
demand
and
white
got
the
York
taxpayers
through
yet
another
Omni
shambles
vanity
project,
and
why
is
there
no
option
three
dispose
of
the
buildings
with
safeguards
to

private
sector

don't
let
officers
gamble
with
the
bottomless
pit
of
taxpayers
money,
leave
this
sort
of
risky
project
to
the
private
sector
and
get
on
with
running
the
council's
core
services?

brainer,

councilors

questions:
where
is
the
proof
of
demand?

deal
is

don't

positive
collaborations,

just
like

draw
attention
to

say
we
very
much
welcome
the
350k.
There
has
been
foot
forward
towards

wayfinding
scheme
which
matches

350k
that
the
your
bid
has
committed
to
as
well.
This
has
been
a
great
example
of
partner
working
in
the
city
with
the
City
Council's
Civic
trust
involved
other
than
other
partners
through
consultation.
It's
a
very
important
project
to
the
city.
It's
been
a
major
priority
for
businesses
as
part
of
their
five-year
plan.

current
wayfinding
isn't
and
also
learning
from
elsewhere
shows
that
physical
signing
is
still
very
important
even

the
age
of
digital
technology,
in
terms
of
getting
people
to
an
area
of
the
city,

then
use
digital
technology

they're
going
to
eat,
drink
or
stay
on
car
parking
improvements
again
we're
very
much
welcome,

at

diversify

our
city

we
all
know
that
you

retail
floor
space
is
changing
and
that
we
need

we'd
better
use
that
space
for
in
other
industries.

now
straight

demolition,

offices

original
office

leaving
aside
the
office
to
residential
conversions,

over
the
city.

is
enough
evidence
right
under
your
noses
that
should
allow
you
to
see
what
the
commercial
property
sector
is
telling
you
about
office
demanding
New
York.

course
the
gil-dong
leads
a
sensitive
renovation
and
redevelopment

current
stair
is
an
absolute
disgrace
that
reflects
appallingly
on
two
administrations
now,
so,
let's
be
clear,
you've
had
for
years
presiding
over
a
deteriorating
building
with
costs
going
up
eleven
million
pound
from
the
2014
latest
game.

reading

figures
that
currently

percent
of
all
taxes
paid
by
the
public
in
Europe
go
to
service
the
council's
borrowing,
debt
and

your
borrowing
splurge
by
2022.

figure

percent

in
every
five.

about
that
before
adding
another
vast
sum
to
the
debt

seems
the
residents
have
not
been
able
to
come
up
with
an
alternative
use
for
the
flat
which

gain
as
much
financial
benefits

holiday,

social
benefit
of
a
holiday.

sadly
zero

a
shame
that
financial
pressures
have
forced
us
into
this
position.
However,
we
do
recognize
that
the
money
raised
can,

ring-fence
for
the

provides
considerable
benefit
for
many.

concerned,
however,
that

money
may
find
its
way
into
alternative
uses
for
more
pressing
concern
and
less
sufferance
around
trade
earmark
definite
projects
from
the
beginning
and

wonder
how

actually
this
process
will
happen.

disappointed
that
the
whole
thing
was
handled
with
lack
of
transparency.
This
has
now
led
to
a
lack
of
trust
between
the
residents
and
the
council,
which
is
hugely
detrimental
to
future
workings.
There
still
remains
concern
that
in
future
the
council
could
choose
to
sell
the
building,
though
they
say
there
is
no
intention
to
do
that.

is
concern
that
the
costing
is
may
be
inaccurate
or
aspirational
to
use
a
favorite
word
of
the
council,
in
particular
the
figure
of
25,000
allowed
for
the
fit
out
for
a
holiday
LED
to
achieve
figures
of
two
thousand
pounds
plus
per
week.
The
specification
would
have
to
be
very
high,
so
this
amount
does
not
seem
to
be
enough,
although
it
is
unclear
whether
fitted
kitchen
and
bathrooms,
for
instance,
would
be
included
the
build
cost
or
in
the
twenty
five
thousand,
in
which
case
it
may
be
adequate.

We
are
sure
that
the
council
have
taken
advice
about
occupancy
levels,
but
with
the
b-word
hovering
how
certain
can
be
we
can
we
beat
of
these
the
break-even
appoint.
The
break-even
point
appears
to
be
around
fifty
percent
occupancy
below
that
it
will
be
losing
money.
What
is
the
contingency
in
this

difficult
to
say
that
I'm
representative
of
the
friends,
because
there's
so
many
wide-ranging
ideas
and
views
about

development,
so
the
park
in
the
buildings
within
it
were
very
much
beloved
by
the
local
people
who
feel
very
protective
about
them.
So
when
this
sort
of
development
comes
up,
it's
difficult
to
imagine
what
the
Roundtree's
would
have
preferred
if
they
were
still
around
today,
but
it
is
likely
they
would
want
local
people
to
be
properly
consulted
about
developments.
I
So
the
major
issue
I'd
like
to
bring
up
is
a
lack
of
public
information,
so
the
friends
were
consulted
at
various
points
during
the
development
of
the
plans.
So
thus
we
could
keep
our
membership
informed
to
a
degree
by
our
newsletters.
However,
when
it
came
to
the
planning
and
section

application
December,
we
felt
the
council
did
not
make
enough
detailed
information
available
to
the
general
public.

Local
people
also
felt
that
it
was
unclear
how
the
flap
would
be
managed.
What
about
access?
What
about
parking?
How
are
the
gates
be
kept
locked
at
night?
What
would
stop
the
flap
from
being
used
for
her
pain
or
stag
parties?
What
would
stop
the
users
partying
in
the
park?
After
dark

would
it
affect
business
at
the
cafe,

obviously
have
some
inside
knowledge,

fuss

council
would

effort

outline

plans

public

perhaps
with
an
open
meeting
or
displaying
the
cafe-
and
this
should
be
a
lesson
learned
when
a
plan
affects
a
council
property
with
such
a
lot
of
emotional
attachment.

need

asked

objected
to

idea

borrowing
twenty

hundred

represents
five
percent
interest.

the
council
actually
marking
this
up
from
the
two

two-and-a-half
percent?

normally
assume.

plan

critically,

there
are

series
of
risks
and
concerns
about
the
validity
of
that
plan.

process
is
proceeding
towards
its
conclusion

so-called
consultation
that
budget
Council
last
year.
The
leader
agreed
to
the
consultation
was
not
fit
for
purpose,
yet
we
have
exactly
the
same
process
this
year
as
every
year,
so
after
the
farce
of
the
so-called
consultation
and
will
move
on
to
the
publication
of
the
draft
budget.
Hundreds
of
pages,
as
initiated
by
the
ouster,
our
state
labor
administration,
published
on
the
last
a
legal
day
possible,
giving
citizens
and
the
opposition
just
five
working
days
to
absorb
and
no
way
to
ask
the
officers
anything.

then
we
come
to
the
cups
euphemistically
called
savings,
which
amount
to
two
paragraphs
in
the
main
report
and
a
very
generalized
non
referenced
appendix
these
are
4.2
million
pounds
worth
of
cuts
to
service
and
to
staff,
not
one
service,
specifically
qualities
or
communities.
Impact
assessment
wasn't
provided
or
could
be
found
anywhere.
The
council's
own
papers
dictate
that
an
assessment
should
be
done
every
time
ahead
of
any
policy
or
service
change
and
before
any
decision
is
made,
the
council
is
required
to
meet
its
public
sector
equality's
duty,
particularly
section
149
of
the
equalities
Act
2010.

Without
these
assessments,
we
have
no
sense
of
what
these
cuts
are
or
how
they
will
have
an
impact
on
citizens

for
services.
We
need
to
look
no
further
than
North
Yorkshire
County
Council's,
extensive
service
level,
equalities
impact
assessments
to
see
how
it
should
be
done,
but
not
in
York.
It
seems
the
statutory
officers
consider
perfunctorily
one
and
a
half

of

sufficient
for
York
to
fulfill
its
a
statutory
duty.

look

the
draft
budgets
or
be
consulted

following

extensive
process
of
engagement,
which
aimed
to
elicit
the
widest
range
views
and
input
from
across
the
city,
with
its
vision
that
York
should
be
internationally
recognized
for
its
unique
interface
between
exceptional
heritage
and
a
cutting-edge
contemporary
approach
to
creativity.
This
cultural
strategy
aims
to
play
a
pivotal
role
in
the
city's
wider
ambitions
and
especially
supporting
the
economic
development
strategy,
with
its
to
do
to
make
a
fresh
flower
statement
of
cultural
and
visual
identity.

paper
distills
seven
key
ideas
which
the
executive

asked

approve
on
behalf

for
quite
some

this
is
about
making
sure
we're
actually
taking
a
strategic
approach
to
what
we
want
to
do
in
terms
of
culture
in
the
city
and
not
sort
of
being
victim
to
whims
and
changes
of.

What's
going
on
around
us,
it's
clear
as
people
know,
York
is
renowned
for
its
heritage
and
cultural
offer,
but
I
think
sometimes
we
can
be
in
danger
of
sitting
back
and
resting
on
our
laurels
and
being
a
little
bit
complacent.
It's
about
making
sure
continuing
to
push
that
forward
and
that's
what
this
strategy
will
do.
It's
about
making
sure
the
city
doesn't
just
work
for
tourists.

also
works
for
residents
and
the
vast
majority
of
the
culture
that
we
have
in
the
city
is
enjoyed
by
residents
and
it's
about
improving
that
offer
for
residents,
as
well
as
for
tourists
and
I.
Think
it's
about
bringing
people
together,
I
think
for
too
often
it's
been
seen
as
certain
small
cultural
institutions
being
the
ones
that
drive
caught
you
in
the
city.

the
key
tenants
of
this
is
about
having
a
cultural
group
that
actually
sits
across
all
of
the

press
activities
on
Friday
and
it

raining

there

water
dripping
on

a
building
that
can
afford
to
remain
without
further
investment
for
very
much
longer.
The
council
moved
out
of
the
guild
hall
in
2013,
at
which
point
work
began
to
secure
a
sustainable
future
use
of
the
guild
hall,
ensuring
ongoing
public
access
and
to
remain
at
the
heart
of
both
civic
and
democratic
life
in
the
city,
focusing
the
Guildhall
on
the
needs
of
the
people
of
York.

A
range
of
alternatives
have
been
considered
during
that
period
and
in
2016
executive
agreed
to
proceed
into
design
and
planning,
with
a
mixed-use
scheme,
delivering
high
quality
business
space,
an
enhanced
guild
hall
and
supporting
commercial
development,
with
a
mix
of
both
restoration
and
new.
That
scheme
secured
planning
a
listed
building
consent
in
2017
and
also
secured
grant
funding
of
2.3
for
seven
million
from
laity
to
region.
Local
enterprise
partnership
to
reflect
the
important
economic
growth
impact
of
the
scheme
that
has
been
proposed.

contractor
involvement
has
crystallized
some
of
those
significant
structural
issues
on
the
site
and
helps
us
quantify

cost
of
the
complex
Riverside
logistics,
which
will
be
required

access

construct
on
such
a
constrained

extent
of
those

not
known
when
what

the
beginning

food

we
had
significant
issues
with
the
roof

chamber
and

water,
ingress
and

vacated

accommodation
on-site

the
business

arrive

site.

the

major
pressures
facing

of
children's
care
and
also
in
adult
services

and
certainly
in
many

than
the

we've

to

far
to
find

spends

figures
and
millions

pressure
set

in
paragraph
seven

One
just
to
highlight
the
position
in
terms
of
in
particular,
adults
and
children
does
assume
a
certain
level
of
mitigation
and
actions.
If
those
aren't
achieved
the
position
in
those
areas
could
potentially
be
worse,
so
against
I
do
expect
improvement.

all
of
the
other

in

end

faster
year,
and
so
I
still
remain
confident

the
budget
will
be
brought
overall
balanced

come

new
financial
strategy

we
know
they

have
reflected
those
in
next
year's
budget,
most
notably
in
terms
of
the
pressures
and
adults
services
and
also
on
children's

are

an
incredibly
small

totality

strands
are
looking
at
probably

four

five
million
pounds
in
total
in
terms
of
actually
gross
expenditure.

million
pounds,
you're
looking

lots

income,

so
the
report
looks

whole

the

intent

it

are

issues

track

is

those
savings
have
previously

continuation

four-year
savings

in

vestment

Street
cleanse
and
significant
investment
into
the
library
service.

when
most
councils
actually
couldn't
bear
library
service
provision.

in

report

that
set
from
powers

in
terms

the
feedback
on
the
consultation,
and
you
can
see
in

budget

measures
which
clearly
reflect
what
the
messages

to

level
of
council

businesses
is

high

assessments

our
proposals

I
said

many
of
the
sales
proposals
already
being
seen
are
actually
just
a
continuation
of
previous
decisions.

plan

impact

local

so
predicting

next
four
years

incredibly
difficult.

we
have
highlighted
is
there
are
certainly
at
least
two
very
significant
pressures.

need
to
be
aware
of
Warner's
in
terms
of
the
growth
in
terms
of
how
adult
services,
but-
and
that
will
continue
over
the
next
few
years
and
also
come
on
to
in
the
capital
clay.

the

revenue
budget
and
future
capital
budgets.
Although
I
know
that's
that
the
next
report
along
and
I,
think
it
is
important
to
know
the
significant
reductions
in
funding

local
government
here
in
York
and
indeed
nationally,
are
bearing
the
brunt
of,
and
we
can
see
other
examples
across.
The
country
of
councils
particular
counts
councils
at
the
moment
really
struggling
to
make
ends
meet
and,
of
course,
that
is
exacerbated
in
in
York.

The
budget
in
front
of
this
in
front
of
us
continues
the
administration's
investment
in
vital
frontline
services,
but
also
provides
additional
resources
to
support
some
of
the
most
vulnerable
in
our
city.
Those
frontline
services
have
remained
a
priority
and,
throughout
this
administration
and
clearly
will
be
maintained
in
the
90
in
2019
2020
budget,
the
traditional
investment
in
roads,
car
parks,
the
waste
service
and
street
cleaning,
and
just
just
to
highlight
a
few
areas.

That
is
an
incredibly
positive
story
for
us
to
tell
a
further
11
million
investment
into
the
city's
roads
and
nearly
6
million
investment
to
repair
and
upgrade
a
variety
of
school
buildings
and
across
the
city.
And
there
are
many
more
positive,
so
I
think.
A
couple
of
colleagues
will
mention
a
few
that
relate
to
their
portfolios
and
in
terms
of
council
tax.

Think
what
is
really
important
is
that
we
need
to
balance
the
investment
that
we
need
to
make
against
how
it
impacts,
on
those
absolutely
least
able
to
pay.

think
we
all
know
that
council
taxes
is
an
unfair
tax
that
doesn't
take
account
of
your
ability
to
actually
pay
it
and
therefore
impacts
on
some
communities
that
particularly
struggle
with
it,
and
therefore
this
is
an
attempt
to
recognize
the
challenges
where
we
need
to
make
in
investment,
but
not
to
unfairly
pass
that
on
and
when
we
can
avoid
doing
so.

investments

services

people

welcome
the
fact
that
we
can
invest
almost
four
million
pounds
in
a
lot
Social
Care
Services,
because
that's

vulnerable
group
of
people,
which
is
growing
all
the
time.

also

invest

fifty
thousand
in
children.

considerable
pressure

have

talking

people

work

priorities,

is
mental
health,

we
will
be
putting
five
hundred
thousand
into
mental
health
champions
program
to
support
young
people's
mental
health,
which
is
absolutely
vital
in
this
day
and
age.

city
they're
going
to
have
trouble
paying
more
council
tax
and
we
have
to
bear
those
in
mind,
but
nevertheless
we

maintain

city

actually
go
forward
and
be
ambitious
for
the
city
and
I
think
this
budget
does
both.
It
would
have
been
so
easy
to
have
actually
spent
more
money
and
spent
and
not
retained
it
for
potential
hurdles
as
would
go
forward,
particularly
in
adult
social
care
and
I.

Now
that
hasn't
been
done
without
a
lot
of
heartache,
and
it's
not
it's
easy
for
us
to
sit
here
and
look
at
just
figures
on
pieces
of
paper,
but
we
also
have
to
realize
the
impact
that
it
has
out
in

city
and
the
impact
it
has
on
individuals
that
rely
on
us
for
various
services,
whether
it
be
bus
subsidies
or
of
anything
else.
So
would
we
like
to
do
and
I
think
I
think
I
can
vouch
for
all
my
colleagues
would
move
away
to
do
more.

unfortunately
we
can't

I
believe
that
this
at
one
point,
seven
five
percent
and
which
is
the
actual
council
tax
rise
is,
is
a
reasonable
way
of
going
forward
and
I'm
happy

recommendations.

recommendation
and
the
reason
is
to
ensure
a
legally
balanced
budget
is
set
and
send
it
forward
to
the
full

report
for
you

year
and
I
know
you,
like
your
finance
reports,
so
much
that
we've
added
a
new
one
into
this,
and
we
have
to
do
this
as
a
requirement
in
terms

revised
potential
code

governor
guidance
in
terms
of
this,
and
this
is
just
to
set
out
what
our
approaches
to
capital
finance.

reflects
many
of
the
things

we've
done

long
time

reflected

driver

this
feeling

you

explained

that
it
does
in
part,
reflects
the
very
significant
commercial
property
investments

councils
have
made
where
they
have
invested
hundreds

millions

pounds,

that

recognized

both
government
and
sit
there
as
significant
risk
clay.
We
haven't
learning
that,
but
that
is
one
of
the
driving
factors
behind
them
seeking
to
identify
this.
So
you
just
set
your
rules
and
procedures
out
within
this
strategy
in
this
forms.

of
the
proposals
go
unfilled
to
full
council.

is
sets
out
the
proposal
in
terms
of
the
cattle
budget.
Some
of
the
highlights
with
minutes
you
will
see
it
represents
a
very
major
investment
over
the
next
five
years.
So
in
this
report
you
actually
add
in
some
186
million
pounds
to
the
existing
capital
program
and
that
is
described
cleanly
important
to
them
to
be
individual
schemes
going
forward
just
to
draw
attention
to
some
of
the
major
areas
investment.

investment
in
house
and
delivery,
which
totals
over
a
hundred
million
pounds
in
transport
as
investment
of
thirty
five
million
pounds,

highways
increased
investment

thirteen

also
investments

of
libraries
in
terms
of
the
buildings
of
just
over
four
million
pounds.
That
will
take
your
total
capital
budget

years
to
five
hundred
and
eighty
million
pounds

is
the
highest
the
program
has
ever
been.

funding

that
in

of
the
impact

the
first
thing
to
hire
is
the
vast
majority
of
that
spend
an
awful
lot
of
it
around
80
percent,
or
so
that
is
actually
coming
from
external
sources,
so
government
funding
the
sale
of
homes
being
the
main
sort
of
investment
coming
through.

there
is
an
impact
in
terms
of
councils,
foreign
and
it's
highlighted
in
the
final
report
in
terms
of
treasury
management,
in
terms
of
the
impact
of
it
has
on
our
total
Bowen
in
our
finance
and
I.
Think
it
is
worth
just
highlighting
to
you,
because
clear
I
have
to
highlight
what
that
impact
is
internal
increased
and
revenue
consequences.
There
is
a
headline
table.

scheme
which
are
actually
paying
for

own

through
that,

that
would
reduce
that
violence
figure
down

other

is
that
that
figure
without

tax

the
key
to
financial
sustainability
for
any
council

so
important
that
you
actually
do
invest
to
see
those
returns
so
clearly
report
just
set
out
the
very
major
investment
that
is
going
to
take
place
and
again
have
it
any
questions
chair.

environment

pleased

cleaners

aspects

factored
into
this

energy
efficiency

invest

West
Yorkshire
combined
Authority
agreed
a
year
plan
which
included
the
ambition
of
enabling
clean
growth
and
I
think
that's
important
to
put
into
context
the
work
that
we
are
doing
as
an
authority
to
encourage
jobs
in
renewable
power
to
respond
to
the
defense
pressures.

a
regional
and
I'd
very
much
included
in
the
local
work
and
to
help
the
regional
ambition
to
deliver
zero
carbon
for
the
situation
by
2036.
So
it
fits
in
with
this.
There
is
an
officer
created
through
the
capital
program
to
maximize
that
sustainable
element
and
I
think
it.
It
is
demonstrating
our
response
to
a
national
and
global
concern
about
the
climate
change
and
the
steps
in
changes
that
we
will
need
to
implement
as
an
organization
to
demonstrate
our
commitment
to
to
the
global
response.

see

a
proposed
investment
in
energy
efficiency
in
projects
such
as
York,
Central
and
guilt

250,000
per
year
on
the
same
page
that
we're
proposing
more
than

times
that
investment

Road

million
pounds
next

less
than

of
the
money

into
energy
efficiency
