extinction,
rebellion
and
I'd
like
to
thank
the
council
once
again
for
voting
in
a
zero-carbon
York
policy
in
March
earlier
this
year,
as
fabulous
to
know
that
York
wants
to
go
zero
carbon
by
2030
and
I.
Don't
know
whether
those
people
that
voted
for
it,
which
is
all
the
counselors
there
are
one
actually
know
how
difficult
that's
going
to
be.
This
is
absolutely
huge.
This
is
such
a
difficult
thing.
You've
got
to
do
an
extinction
rebellion
because
we
look
at
the
science.

We
know
that
this
is
going
to
be
absolute,
the
almost
impossible,
but
we're
willing
you
to
do
it.
One
of
the
ways
that
extinction
rebellion
would
like
a
government
such
as
yourselves
to
to
do.
This
is
to
set
up
citizens
assemblies,
which
is
a
bit
like
a
jury
where
a
number
of
local
people
chosen
at
random
but
representative
of
the
community
in
terms
of
gender
and
sex
and
race
and
age
and
income,
are
put
together
in
a
room.
They
get
information
from
experts.

then
come
up
with
some
solutions
and
they
tell
you
what
to
do
and
you
do
it
now.
This
is
a
really
really
good
way
to
do
things,
because
some
of
the
things
that
you'll
be
needing
to
do

get
a
zero
carbon
york
are

to
be
unpopular
amongst
ordinary
people
and
you'll
be
able
to
say
the
citizens
assembly
told
us
what
to
do.
We
know
they've
taken
the
information,
so
it's
actually
the
citizens
are
told
us
what
to
do.

of

views

fantastically
facilitated
evening
with
over
400
people
taking
part

produced
on
the

little
bit

is

declaration
of
poll
results
and
the
discrepancy
between
the
ballot
papers
issued
and

votes

required

were
recorded,

spoken

services

were
10
spoilt
papers
and
2
ballot
papers.

of

report
in

the

plan
referendum,

it
asks
members
to
formally
make

adopt

neighborhood
plan
and
bring
it
into
force
as
part
of

development
plan

York.
The
paper
was
considered
by
members
of
the
local
time
working
group
on
the
20th
of
June,
matures
who
I've
stated
the
plan
does
meet
the
basic
conditions.

referendum
was
held
on
the
2nd
of
May
and
the
results
of
the
poll
as
a
federal
annex
a
to
this
report,
there
was
a
fifty
point,
four
percent
turnout
and
the
results
on
whether
to
accept
the
neighborhood
plan
were
ninety
four
point:
two
percent
yes
and
five
point:
eight
percent.
No,
so
the
positive
majority
at
the
referendum
means
that
the
council
is
now
obliged
to
make
the
plan
and
bring
it
into
the
full
legal
force
as
part
of
the
development
plan
for
York.

are
significant
pressures
on
the
Authority
budgets
and
those
national
issues
to
reflect
on
ours,
particularly
in
the
areas
of
Children
Services
and
in
adult
services,
where
there
is
recognition
of
significant
increased
cost
pressures,
with
both
the
costs
of
placements
increasing
significantly
in
the
numbers
of
clients.
Also
increasing
so
you'll
see
those
pressures
say.

presenting
somebody

it

not
my
portfolio
for
the
12

There's
particularly
covered
by
this,

obviously
I

take
credit

councillor

Clearly,
there
are
significant
pressures
in
adult
social
care.
I
think
this
is
a
a
national
issue
in
successive
governments,
have
not
taken
stance
on
dealing
with
the
the
pressures
and
issues
around
social
care,
with
many
many
green
papers
coming
and
going
and
that
that
concerts
can
have
failure
to
act
at
a
national
level.
Content
continues
to
put
pressure
on
local
governments
and
pass
that
on
to
the
residents.

think
we're
continuing
to
see
that
but
I
think
as
a
local
authority
would
be
managing
it
well
for
the
past
few
years
and
we
continue
and
we
continue
to
look
at
our
budgets
to
increase
investment
in
those
areas
and
look
at
how
we
can
cons.
You
continue
to
support
that.
Obviously,
the
second
half
of
the
report,
which
we
often
don't
get
around
to
mentioning,
is
around
performance.
I
think
again,
we
will
be
taking
credit
for
all
the
excellent
performance,
as
the
council
has
done
an
entirely
blaming
the
other
half
of
the
previous
administration.

absolutely
must
do
better
and
I'm
looking
to
the
new
administration
to
just
to
start
changing
tack
on
this
I'd
say
regarding
performance
on
paragraph
59.
It
is
disappointing
to
see
the
extent
to
which
people
from
different
backgrounds
get
on
well
together
in
the
city
and
noteworthy,
given
the
wide
gap
between
York's
score
and
the
national
score,
and
also
I'd
mentioned
the
Armed
Forces
covenant
for
many
years.

Finally,
I'll
just
make
a
comment
on
the
levels
of
sickness
in
the
amongst
councils
staff,
which
is
really
concerning
for
us.
We
said
at
the
time
I
think
nine
months
ago
that
when
the
previous
administration
decided
on
an
outside
company
coming
in,
to
encourage
people
back
to
work
that
it
had
failed
to
address
the
root
causes
and
we
needed
a
speedy
response,
and
that
was
one
of
the
reasons
for
going
outside
that
was
given
at
the
time.
But
we
are
nine
months
later,
sickness
levels
reported
or
even
higher
and
no
contracts
being
awarded.

That
obviously
makes
reference
to
any
underspending
contingency
forming
part
of
a
new
set
of
budget
proposals
that
will
come
to
the
first
full
council
meeting,
which
obviously
will
be
then
be
an
opportunity
for
the
the
administration
to
set
out
the
start
of
some
new
priorities
going
forward.
Obviously,
particularly
looking
at
things
like
clean
growth,
tackling
graffiti
and
another
areas,
including
housing
and
and
many
more.
But
we'll
talk
a
lot
more
about
that
at
that
July,
full
council
meeting
I'm
sure
most
of
us
agree
with
in
a
sense
the
base
of
what
what
council
misers
outlined.

So
significant
achievements
made
over
that
financial
year
a
lot
of
detail
in
the
report
in
terms
of
the
range
of
schemes
that
have
been
achieved
just
to
draw
your
attention,
in
particular
to
some
of
the
recommendations
with
regard
to
the
community
stadium,
you'll,
see,
there's
a
recommendation
to
extend
the
support
for
the
Knights
in
terms
of
the
arrangements
that
are
in
place
already
would
just
take
that
further
forward
on
the
stadium.
You
will
also
note
that
in
the
report
it
talks
about
the
build
completion
being
September.
I
Since
the
report
was
written
in
the
last
week,
we
have
received
further
information
from
the
building
contractor,
which
unfortunately
does
indicate
that
completion
will
not
be
achieved
in
September
in
terms
of
hand,
order
of
the
build-
and
we
are
worth
with
partners
to
fully
understand
the
precise
nature
and
extent
of
the
delay
and
reasons
for
this
delay.
Once
we
have
done
this
work,
we
will
provide
a
full
statement
with
more
information
terms
of
some
of
the
other
recommendations.

You'll
see,
there's
a
significant
change
and
a
low
field
sites
and
just
draw
your
attention
to
that,
and
also
in
terms
of
the
capital
contingency.
We
are
seeking
a
withdrawal
from
that
to
fund
additional
costs
relating
to
vary
placement
creators
as
well,
obviously
at
we
would
take
any
questions.
