plan
brings
a
wealth
of
benefits

vital
part

local

with
a
hundred

visitors

coming
from

local

we're
a
major
employer

employees
and

employed.
So
at
275
volunteers,
our
redevelopment
or
directly
boost
the
local
economy
by
1.5
million
pounds
per
year
through
job
creation,
but
also
supply
chain
growth
will
add
up
to
7
1/2
million
to
the
local
york
economy.

plans
include
opening
up
the
accessibility
and
permeability
of
our
outdoor
spaces

benefit
both
our
visitors,

The
redevelopment

the
museum

catalyst

take-up

Central,
significantly
reducing

commercial

the
major
landowner
within
the
york
central
development
we'd
be
working
alongside
the
city
of
york,
council,
National,
Railway,
Museum
and
Homes,
and
Communities
and
they're
committed
to
bringing
forward
this
strategically
important
site
network
well
is
primarily
primarily
accountable
for
the
operation,
maintenance
and
renewal
of
the
National
rail
infrastructure.
However,
we
are
also
committed
to
assist
the
government
delivered
our
ambitious
housing
targets,
we're
also
active
in
supporting
local
authorities
on
a
number
of
economic
regeneration
projects
to
help
create
and
improve
local
communities.

way
of
doing
this
is
by
working
is
by
regeneration
projects

jobs
and
local

passenger

freight
operators
to

brownfield
development

Central

allowing

site

move
forward
and
deliver
much-needed
residential

Network
Rail
has
already
invested
significant
sums

money

and
resources
into
the
process
of
making
the
land
available
and
providing
vacant
possession
of
the
majority
of
the
site.
Our
business
has
also
developed
the
first
building
on
the
site,
invested
in
the
high
quality
training
and
operating
center,
removing
the
turn
in
triangle
and
constructing
the
third
table
to
facilitate
the
turning
of
trains.

bridge
access
will
also
assist
in
the
development
of
the
station
and
the
National
Railway
Museum
we're
developing
plans
to
create
a
new,
accessible
Western
entrance
to
the
station
with
improve
parking
for
passengers
traveling
from
the
West.
There
is

ambitious
plans
working
alongside
virgin
to
upgrade
the
station,
which
will
be
critical
to
attracting
new
occupiers
to
the
commercial
and
residential
sites
created
within
the
development.

with
our
consulting
team

support
their
recommendation
of
creating
a
Western
access
into
the
site.
This
access
will
benefit
the
development
along
with
adjoining
communities.
The
certainty
of
the
access
location
is
critic

a

decision

will
enable
the
work
to
be
accelerated
on
strategic
infrastructure
to
enable
the
development
the
York
Central
partners
have
challenged
this
work
and
are
also
listening
to
local
stakeholders
through
the
consultation
act
as
overt

work

the
planning
application

site

live

house

don't
need
to
look

noise

assuming
you
take

recommendation
for
the
the
Western
approach.
There'll
be
a
funnel
coming
up,
Poppleton
vote

outside
poppet
in
road
school.
It's
a
hill!
It's
narrow,
you've
got
terraced
houses
on
both
sides
of
the
road
where
the
houses,
the
front
room,
is
just
a
few
feet
back
from
where
the
traffic
is.
There's
really
not
a
lot
of
space
to
do
things
like
getting
your
your
cycles
coming
up
for
standing
traffic
trying
to
get
to
the
right
turn.

So
so
there
are
issues
about
that
Junction
that
that's
not
a
reason
not
to
go
ahead,
and
it's
not
a
reason
to
argue
against
the
Western
approach
and
it's
not
a
reason
for
delaying
the
decision.
I
think
that's
the
best
decision
you
can
take
on
the
information
you've
got,
but
it's
about
handling
the
way
forward
in
a
way
which
is
sensitive
to
what
local
residents
feel.
So
the
information
on
the
traffic
plans
with
this
paper,
which
I
was
really
glad
to
see
and
I,
really
really
wanted
that
out
in
the
consultation.

But
there
was
nothing
there,
but
we've
looked
at
it
now.
It
lists
out
14
junctions,
which
it
thinks
they
would
be
impact
on
extra
delay
across
York,
and
it
then
goes
down
every
one
of
them
and
says
that
extra
congestion
is
not
enough
to
require
any
mitigation
that
that
really
scares
me
I
think
there's
need
a
lot
more
sensitivity,
testing
and
the
assumptions
what
happens
if
it's
worse
than
that,
what
happens
when
you've
got
an
ambulance
double-parked
in
the
street
dealing
with
somebody
in
the
house,
which
was
the
case
outside
my
house
yesterday?
F
What
happens
when
somebody
breaks
down
and
then
think
what
what
begins
to
happen?
People
develop
new
rap
runs
to
avoid
what
they
see
as
problems
the
pedestrians
and
cyclists
who
are
trying
to
get
through
this.
What
are
their
safe
routes
going
to
be?
I?
Think
all
of
that
just
needs
another
look
at
a
much
more
micro
level
and,
as
you
develop
the
climbing
application
to
be
a
bit
more
sensitive
to
say
and
what
mitigations
might
need
to
be
built
in
that
some
of
the
Junction's.

the
only
ones
who
understand
about
elections
and
dealing
face
to
face
with
residents
and
knowing
the
sort
of
things
that
bother
them
the
sort
of
things
that
are
scaring
them
now
that
weren't
actually
happened
for
four
or
five
years,
but
they
scare
them
now
so
I
think
the
more
you
can
build
in
mythic
land
mitigations
for
some
of
these
traffic
effects,
safe
routes
for
pedestrians
and
cyclists.
That
will
really
help
build
goodwill
for
this.

action
campaign
group,
firstly
we'd
like
to
thank
the
partnership
and
the
executive
for
sharing
the
data
last
week
and
for
indicating
a
willingness
to
engage
with
the
public
more
fully
in
the
future.
However,
we'd
like
to
raise
two
main
concerns
over
the
access
decision
today,
one
regarding
the
lack
of
scrutiny
of
the
data
and
two
regarding
a
potential
lack
of
democracy.

Regarding
the
proposed
hybrid
Western
route,
we
feel
that
the
details
are
sparse
and
the
data
is
inconsistent
and
questionable
how
much
of
millennion
green
will
be
lost
to
the
access
route.
How
high
will
the
embankments
be?
How
much
will
local
housing
be
overlooked
and
impacted
upon
those
aren't
questions
that
we
really
want
answers
to
and
moving
on
to,
our
second
main
concern,
given
that
the
City
of
York
Council
is
part
of
the
partnership
and
stands
to
profit
from
the
development,
we
feel
it's
compromised
in
its
ability
to
provide
independent
scrutiny.

You'll
be
investing
significant
amount
of
public
purse
in
this
project
and
the
financial
imperative
to
get
a
return
on
this
public
investment
jeopardizes
the
Independence
of
the
executive.
We
feel
that
this
makes
full
and
open
scrutiny
with
genuine
public
engagement,
more
akin
to
the
castle,
Gateway
consultation
and
even
more
essential
part
of
the
development
process.

And
fairness
in
the
city
today
we
ask
that
you
postpone
a
final
decision
and
simply
establish
a
favoured
access
route
which
will
approve
or
reject
at
a
later
date,
subject
to
more
detailed
understanding,
and
it's
an
ongoing
concern
that,
due
to
the
lack
of
detail,
the
partnership
may
return
with
plans
necessitating
a
second
access
route.
If
the
executive
makes
a
final
decision
on
the
access
route
today,
then
we'd
look
for
a
firm
commitment
that
will
be
no.

First
of
all,
thank
you
for
the
consultation
you're
a
nice
endure
any
obligation
to
do
this
and
it
was
time-consuming
and
costly.
It
has
given
the
community
a
voice
in
this
planning
process
and
a
greater
insights
into
the
considerations
involved.
So
this
is
greatly
appreciated
by
the
committee
members
of
the
Friends
of
hulk'
community
garden.
I
would
now
like
to
question
the
introduction
of
aesthetics
as
a
key
concern
in
the
access
routes
decision.
I
However,
the
access
recommendation
focuses
on
this
as
a
key
challenge.
It
appears
now
that
creating
a
road
that
is
and
I
quote,
aesthetically
appealing,
is
a
key
objective
to
do
this.
The
partnership
estimates
so
we'd
need
a
large
portion
of
Millennium
green,
which
will
be
difficult
to
obtain
due
to
the
trust
land
being
bound
by
its
charitable
status.
This
does
not
make
any
sense
if
all
three
options
were
deliverable,
as
the
partnership
claimed
at
the
start
of
the
consultation.
Why
is
the
partnership
now?

The
local
community
have
made
it
clear
in
the
115
comments
made
in
the
consultation
that
they
do
not
want
a
Western
zero
to
roads,
its
carve
up,
Millennium
green.
Neither
do
the
public
want
a
road
through
the
southern
option.
This
was
made
clear
by
the
336
comments
against
this
option
and
less
than
five
percent
of
respondents
been
for
this
option.
In
the
consultation
earlier
this
week,
a
petition
was
delivered
to
the
members
of
this
executive,
mature
urged
New
York
City
Council
to
protect
and
preserve
halgate
community
garden.
I
1242
people
have
signed
this
petition
and
this
number
continues
to
rise,
as
you
will
be
aware
of
the
garden
which
is
managed
entirely
by
the
local
community,
bring
circles
together
for
regular
gardening,
sporting
arts
and
cultural
events
such
as
music
concerts
and
basketball
tournaments.
It
is
also
used
as
a
sporting
facility
and
in
forest
school
by
st.
Paul's
primary.
I
St.
Paul's
as
a
school
club,
this
kind
of
activity
is
entirely
the
kind
of
laudable
public
action
that
you
as
councillor
is
ought
to
support.
The
petition
underlines
the
negative
impact
that
the
road
would
have
in
the
area
destroying
the
numerous
health,
social,
environmental
benefits
of
the
garden
bestows
on
the
community.
Please
take
this
into
account
and
take
the
details
and
passionate
comments
on
the
petition
seriously.
Your
decision
has
the
potential
to
have
a
huge
impacts
on
people's
lives,
particularly
on
their
health.

Holgate

garden,
an
essential
green
space
where

local
and
wider
community
of
York
come
together.
As
we
know,
the
Garden
Park
is
within
a
neighborhood
that
would
be
devastated.
Should
the
southern
option
be
pursued
by
the
York
central
partnership
as
an
access
road
into
this
York
Central
development.

The
results
of
the
access
road
consultation
have
highlighted
overwhelming
public
opposition
to
the
sudden
option
due
to
its
destruction
of
in
Central's
green
space
and
the
direct
negative
impact
on
residents
of
Alton
rise
and
Cleveland
Street,
including
an
increase
in
air
pollution.
This
opposition
was
shared
by
the
political
political
parties
in
New
York,
with
York
conservatives,
greens
and
labour
openly,
seeking
to
distance
themselves
from
the
sudden
option
on
social
media.

The
first
recommendation
would
in
tonight's
executive
report
is
that
the
southern
option
will
not
be
put
forward
as
the
chosen
access
route
due
to
this
negative
impact.
Throughout
our
campaign,
we've
tried
to
ensure
that
in
protecting
our
community
cart
and
green
space
that
this
wouldn't
see
other
communities
and
green
space
impacted.
As
a
group,
we
welcome
the
rejection
of
a
sudden
option,
but
we're
mindful
that
proposed,
hybrid
of
Westham,
1
and
2
could
threaten
millennium
green
and
essential
green
space
in
Holgate.

During
the
consultation
process,
we
join
together
with
friends
of
Lehmann,
Park
and
millennium
green
trust,
to
demonstrate
our
unity
and
will
continue
to
share
our
support
to
help
protect
this
page
this
space.
It
is
with
scepticism
that
I
see
that
the
second
recommendation
is
to
safeguard
land
for
the
southern
option
should
any
circumstances
prevent
the
successful
delivery
of
a
Western
option.
We
were
told
during
a
consultation
that
all
the
options
were
viable
and
deliverable,
but
we
now
see
new
parameters
in
the
report
that
cast
doubt
upon
this
claim.

If
all
the
options
weren't
truly
deliverable,
then
the
consultation
was
neither
ready,
not
balanced.
This
second
recommendation
is
in
fact
not
putting
one
route
forward,
but
all
three
and
we're
no
further
ahead
than
when
the
consultation
began.
This
recommendation
needs
clarity.
Is
this
safeguarding
land
for
the
sudden
option
in
its
current
form?

That
was
rejected
during
the
consultation
or
for
a
sudden
option,
as
in
a
new
one
due
to
the
land
constraints,
here,
there's
little
room
for
a
new
option
here,
which
will
be
anything
but
negatively
impacting
as
a
group,
we
urge
the
executive
to
reject
the
certain
option
outright
and
refuse
his
recommendation.
Maybe
a
new
sudden
option
hinted
at
here
seeks
to
revisit
previously
viable
options
through
Holgate
Business
Park,
something
that
was
also
raised
by
around
50
respondents
of
the
recent
consultation.

Clearly,
the
rash
now
presented
for
discounting
these
options
is
not
satisfied
the
public
and
will
continue
to
question
this,
especially
as
this
location
offered
far
less
disruptive
routes
to
existing
communities
of
York.
Our
group
has
two
aims.
The
first
is
to
safeguard
the
part
for
future
generations
and
the
second
to
pro
it's
used
by
holding
events
in
the
space
for
the
benefit
of
all
an
amazing,
thriving
community
comes
together
here,

community
states
agency
is
the
government's
national
housing
delivery
agency
working
with
local
places
to
live
a
housing
and
economic
growth.
There
is
a
need
to
increase
housing
supply
across
the
country
across
all
ten
years,

government
has

aspiration
to
see
the
delivery
of
250,000
homes
every
year.
The
HCA's
remit
is
to
accelerate
the
delivery
of
new
homes
and
places
that
want
to
grow
using
our
public
sector,
land
role,
our
investments
and
our
skills
and
expertise.

have
been
working
with
the
other
public
sector
partners,
our
York
central
for
the
last
three
years,
York
Central
has
been
identified
as
an
opportunity
to
deliver
significant
housing
and
employment,
great
of
the
city,
a
brownfield
site
which
includes
the
National
Railway
Museum,
located
next
to
the
railway
station
on
the
edge
of
the
city
center.
This
provides
the
fantastic
opportunity
to
plan
and
deliver
a
new
and
sustainable
expansion
to
the
city
and
to
provide
improved
links
to
and
from
surrounding
communities.

has
a
significant
need
for
the
a
significant
need
for
more
of
the
right
homes
in
the
right
location,
and
we
believe
York
Central
is
a
sustainable
and
appropriate
location
for
this.
The
HCA
is
strongly
committed
to
York
Central
and
for
us
this
is
a
nationally
significant
project.
We
have
through
the
Housing
Zone
designation,
brought
capacity
funding
into
the
city,
which
hasn't
contributed
to
the
development
of
the
detailed
work
that
sits
behind
the
emerging
master
plan
proposals
and
supported
the
creation
of
the
project
team.

We've
led
the
land
assembly
investing
over
18
million
pounds
to
ensure
that
all
the
land
within
the
initial
development
areas
in
public
sector
ownership,
which
allows
the
partners
to
shape
the
future
to
proposals
that
are
right
for
York
and
groups,
greater
certainty
on
what
will
be
delivered.
We've
also
supported
with
our
skills
and
knowledge,
which
include
transport
and
planning
advice.

already
made
significant
investments
into
York
Central,
our
involvement
is
long-term,
we're
not
looking
for
quick
returns,
but
are
looking
to
ensure
that
the
public
investment
we
bring,
whether
that
be
for
master
planning,
land
assembly
or
infrastructure,
delivers
the
very
best
quality
of
place
for
York,
its
residents,
businesses
and
visitors.
Following
a
significant
work,
consultation
and
careful
consideration,
the
HDH
completely
supports
the
decision.
The
Western
option
being
taken
forward
as
the
york
central
partnerships
preferred
option
for
the
development
of
the
master
plan
and
the
future
planning
application
for

site.

club
plays
a

significant

in
ensuring
their
social
inclusion.

this
site

1998
and
have
been

in
the

of
York
since
1945.

strongly
opposed
to
the
southern
access
route
for
many
of
the
reasons
outlined

the
agenda
paper
papers,
the
threat,
the
threat
of
the
siting
of
the
access
road
has
been
hanging
over
the
club
for
a
number
of
years
and
has
threatened
the
future
viability
of
the
charity.
We
are
therefore
pleased
to
see
the
recommendation
has
come
forward
to
this
meeting.

find

it

any
reference
to
a
motion
that
came
forward

the
council's
response

homelessness,
where

urgent
report
looking
at
the
issue
and
what
could
be
done
by
the
time.

need
for

work

York
Central
within
those
proposals,

Central

a
key
part

When

look
at
the
issues

Transport
and
sustained
of

the
modeling,
that's
done.
We
look
at
York
Central
within
the
context
of
the
whole
city,
and
there
is
a
very
marginal
impact
in
respect
of
the
city's
transport
in
the
context
of
the
growth
that
the
city's
anticipating
over
the
planned
period.

that
into
context
of
the
whole
city
growth
that
you're
planning
in
the
local
plan.
However,
in
respect
of
the
specifics
of
this
of
the
report
in

you
that
that
work
has
been
done
on

comparative

at
the
level
of
detail
that
you
will
expect
at
the
next
stage
of
the
process

terms

planning
and
highway

undertaken
that
work
on

three

the

road

detailing

a
very
much
needed
and
a
long-awaited
development
which
will
bring
into
the
city
somewhere
up
to
two
and
a
half
thousand
homes
and
the
economic
growth
space
to
support
an
additional
six
and
a
half
thousand
jobs
in
the
city,
with
an
expanded,
National,
Railway,
Museum
and
modern
sought-after
commercial
spaces.
It's
something
the
city
has
been
aspiring
to
for
a
long
time,
and
this
is
a
really
important
report
to
take
us
along
the
road
to
get
there.

So
the
report
sets
out
the
progress
that's
been
made
on
land
master
planning
and
the
delivery
and
funding.
But
the
most
important
focus
of
the
report
is
obviously
on
the
selection
of
the
access
route,
which
is
essential
to
enable
York
central
partnership
to
go
on
to
do
the
detail,
work
to
formulate
the
master
plan
and
undertake
all
of
that
detailed
analysis
and
the
mitigation
of
some
of
the
impacts,
which
are
perhaps
hinted
at
in
this
report.

The
downside
of
the
second
option
was
its
impact
on
Millennium
green,
as
it
routed
directly
through
the
middle
of
the
Millennium
green.
Your
central
partnership
explored
alternative
alignments
to
this
mitigation,
following
conversations
that
were
had
during
that
consultation
and
although
a
detailed
route
is
still
needs
further
work
before
finalization
early
work
would
suggest
that
there
is
a
potential
for
a
number
of
routes
to
be
considered
to
which
mitigate
against
those
impacts,
and
that
is
the
impact
comment
upon
the
Millennium
green.

The
lease
on
Millennium
green
doesn't
include
a
proportion
of
land
which
is
already
set
aside
for
an
access
road,
so
that
establishes
the
precedent.
When
that
lease
was
was
named.
There
was
an
expectation
that
an
access
road
may
possibly
come
through
that
area
and
it
is
possible
to
construct
a
road
purely
on
that
land,
but
I
think
it's
this.

We
need
further
time
to
explore
whether
that
presents
the
best
solution
for
more
the
Millennium
green
or
for
the
site,
and
your
central
partnership
want
to
look
in
more
detail
at
that,
with
both
legal
work
and
and
design
work
to
see
what
the
best
solution
might
be
that
to
resolve
this
problem,
so
I
think
Steve
might
as
well
raise
questions
about
the
the
Millennium
green
release.
Officers
of
the
council
and
York
Central
Partnership
have
looked
in
detail
that
all
of
that
documentation
and
they've
explored
that
with
legal
advisors
and
I.

Steve's
synopsis
is
quite
right.
It
is
quite
complicated.
It
is
not
an
easy
fix
and
your
central
partnership
would
like
to
propose
that
they
provide
some
support
to
the
Millennium
green
trusts,
who
engage
legal
advisors
to
enable
that
enable
those
trustees
to
engage
in
those
discussions
as
a
trust
whilst
protecting
their
own
personal
positions,
because
there
are
liabilities
to
them
within
the
trust
deeds.

start
looking

planning

the

shaping
of
what
we

a
city

like
there
to
be
on

Clearly,
opening
up
the
site
will
have
an
impact
on
the
surrounding
communities,
whichever
location
the
bridge
is
located.

just
wanted
to
touch
on
the
Millennium
green
trust.
I
was
one
of
the
founding
members
of
that,
but
I
can
confirm.
I'm
not
currently
a
member
had
I
not
terminated
that
that
membership,
then,
as
the
only
York
Central
councillor
on
the
executive,
it
would
have
left
a
a
hole
in
terms
of
comments
that
I'd
be
able
to
make
on
the
whole
issue.

The
proposals
to
have
the
bridge
coming
off
the
Holgate
road
at
Chancery
rise
was
agreed
in
December
2013
and
it
didn't.
The
paperwork
didn't
contain
any
air
quality
or
transport
impact
data.
There
was
actually
very
little
response
at
the
time.
It's
very
surprising,
given
the
way
in
which,
in
the
intervening
years,
there's
there's
been
a
strong
voice
from
local
community,
particularly
in
the
whole
gate
garden
area
that
we
have.

There
are.
There
is
work
that
still
needs
to
be
done
and
I'm
keen
that
that
information,
the
consequences
of
those
decisions
are
shared
with
the
public
so
that
we
are
able
to
see
how
that's
progressing
I
think
there's
a
huge
opportunity
for
the
York
central
site
to
be
an
exemplar
for
sustainable
development,
passive,
how
sustainable
urban
drainage
renewable
power
district
heating
schemes
and,
in
particular,
showing
how
a
landlocked
site
like
that
can
have
good
cyclin
pedestrian
links.

Anything
that
improves
the
way
of
getting
a
bicycle
from
Wilton
rise
onto
the
site
without
having
to
drag
a
huge
weight
of
will
be
welcomed
by
all
I'm
sure.
So
I
think
it
is
important,
and
some
of
the
speakers
did
mention
the
need
to
ensure
that
sustainable
transport
is
built
in
so
that
it
becomes
the
default
for
those
who
can
use
that.
So
I
think
that
there
are
examples
of
other
cities
that
have
ensured
a
display.

They've
had
a
large
display,
and
similarly
with
our
police
in
Munster,
so
I
think
it's
important
to
see
the
site
as
a
catalyst
that,
as
I
mentioned,
that
there
will
be
an
impact
on
communities
not
which
will
require
some
mitigation.
But
there
is
the
opportunity
for
this
to
trigger
improvements
in
the
rest
of
the
city
to
really
be
driving
positive
change
as
part
of
it
and
I'm,
particularly
keen
to
see
how
the
Millennium
green
forms
the
beginning
of
the
new
park,
which
is
proposed.
For
this
site,
so
that's
the
the
issues
that
I've
raised.

have
table
some
amendments
and
I
hope
that
my
comments
do
explain
why
I've
proposed
the
particular
amendments
and
I
do
thank
the
York
Central
Action
Group,
for
the
meetings
that
we've
had
I
think
that
there
is
a
growing
sense
of
we
want
to
move
forward.
There
are
some
very
positive
things
to
come
out
of
this.

are
some
lessons
to
be
learnt
about
the
way
in
which
consultation
happened
and
I
think
it
eats.
There's
an
interesting
contrast
with
the
castle
gateway.
Where,
because
they've
happened
around
about
the
same
time,
there's
been
a
a
comparison
of
well
actually,
the
castle
gateway
has
been
a
much
more
inclusive
process
and
I
hope
that
that
feeds
into
this
that
there's
an
iterator
openness.

ambitions
to
make
it

it
is
the
best
railway
museum
in

world,
but
to
make
it
an
even
better
railway
museum
in
the

maintain
that
place
and

Welcome
that,
and
so
there's
nothing
wrong
with
that
with
that
ambition.

all
that
ambition
depends
on
one
thing,
and
that
is
access,
and
this
is
what
we're
faced
with
today,
because
it
is
real
lot

we
need
to
find
a
way
in
the
whole
site
has
been
designated
as

empty
enterprise
zone
which
has
financial
implications.
But
the
clock
is
ticking
on
that.

need

get

administration

significant
strides
forward
in
terms
of
York
Central,

when

have
discussions

the
city

fed
up

people

is
a

step
in
making

certain

trepidation.

has

preference,
which
was
knocked

actually
have
an
access
that

come
down

Ring
Road
at
behind
the
sugar
beet
and

road

last

that

people

understand
their

point
by

helping
them

financial

they

the
best
advice

terms

their

we've
taken
it
away
from
whole
gate,

whole

we
acknowledge
that
this
is
the
best
access
route
and
I
think
all
round,

I
said
before,
we're
not
going
to
please
everybody,

on
the
basis
of
we
have
to
make
a
decision,

have
to
move
forward
and
then

be
supporting
this
Western
access

route

that
money

time-sensitive.

covered
a
lot

ground

take
it
we'll
lose
it

be
detrimental

shadow
transport
portfolio

into
a
position

cost
and

think
it
is
an
absolute
credit
to
local
residents
and
local
campaign
organizations

apology
for

changing

gone
back

had

look

delighted

main
recommendation

Western

large

attractive
for
sustainable

public
transport
priority
is
included
as
part
of
that,
because
that
will
have
a
big
impact
on
the
level
of
traffic.

site

air
quality

that
has

everyone

the
development,
not
just
looking

impact
on
the
wider
network,
I'm

cycling,

hopefully

next

route
across
Scarborough
bridge
that
will
bring
all
those
additional
cyclists
who
we
were
attracted
to
that
route
down
to
Marble

city

the
wider
region

it
is

big
development
in
the
long
term

everybody,

local
residents
are
going
to
feel

impact

the
region
feels
the
benefits
and
we've
got
to
be
aware
of
that
and
I
think
we've
got
to
try
and
mitigate
things
for
them
as
much
as
we
can
along
the
process
and
and
looks
to
offer
them
some
wins.

possibly
can
in
in
that
period.

timely

why
council
has
moved
some
of
these
additional
recommendations.

spoke
about
effective
scrutiny.

would
expect
residents
to
be
challenging
us

scrutinizing
the
council
all
the
way,
but
they
can
only
do
that
if
they
have
all
the
information,
it
is
important
that
we
develop
this
site,
there's
an
exemplar
for
sustainable
development.
We
can't
expect
others
to
other
developers
to
deliver
those
aims
if
we
can't
do
it
ourselves
and
we
must
lead
by
example
on
this
site.

is
too
important
to
do
anything
else
and,
yes,
I
think
I
will
be
supporting
the
officer
recommendation
for
the
Western
options.

young
people
from

and
the
one
that
was
the
most
interested
was
actually
a
young
man
from
Apple
field,
and
he
wanted
to
know
about
archaeology
and
I
was
assured
when
I
went
to
visit
the
site

they
didn't
think
there
was
a
theater
under
it.
But
I
was
talking
to
him
about
the
idea.
That's
come
about
built
archaeology
about
the
heritage.
That
is
there.
That
is
a
significant
part
of
the
railway
industry,
which
is
very
important
to
York,
and
he
was
extremely
interested
in
that.

providing
bungalows
and

a
number

through
more

if

particular
issues
you

raise
on

they're,
not
massive
schemes

themselves,
but
they
are
part
of
our
overall
plan.

been

clear

schemes

forward

deemed

inappropriate,

council
will
listen
and
will

bungalows
are
now
proposed

Newbury.
Avenue
will
meet
a
very
specific
and
significant
need
on
our
housing
waiting
list,
and
the
report
outlines
that
quite
clearly,
we've
got
70
people
who
are
requiring
one-bedroom
bungalows
and
whilst
this
obviously
will
not
meet
that
entire
need
it,
they
are
obviously
very
welcome
and
they
will
also
be
designed
to
wheelchair
accessibility
standards.

has
two
parts
as
well
as
it
deals
with
Shawna's
Road.
Unfortunately,
the
contractor
withdrew
from
the
development
for
the
proposed
six
apartments
and
two
houses
in
June
2016
and
that's
something
which
can't
be
helped.
We
took
this
opportunity
to
review
the
scheme
as
well
as
the
specific
housing
needs
and,
as
such,
we've
redesigned
it
to
accommodate
six
two-bed
semi-detached
houses.
Again,
this
is
meeting
a
specific
need
outlined
on
our
housing
waiting
list
and
probably
more
in
keeping
with
some
of
the
other
housing
in
that
area.

interests

York

we
maintain

an
investment
plan
over
the
next
period
to
improve
both
the
quality
of
our
existing
accommodation,

think

this

It's
generated
so
much
interest
and
that's
a
fantastic
thing
as
Martin
has
said.
Obviously,
the
the
key
headline
figure
is
a
new
20
million
pound
investment
fund
for
the
development
of
new
council
homes
over
the
next
five
years,
and
obviously
this
is
incredibly
good
news
and
demonstrates
this
administration's
commitment
to
investing
in
new
social
housing.

addition
to
that,
20
million
pound
fund
for
new
housing
there's
also
a
commitment
to
spend
80
million
pounds
over
the
next
five
years
in
a
repairs
and
modernization
and
maintenance
program
in
our
existing
stock.
That
there's
some
obviously
some
headline
stats
in
there
I
think
they
were
on
page
57
will
be
modernizing
eleven
hundred
homes,
replacing
three
thousand
heating
systems
with
more
energy-efficient
ones,
as
well
as
investing
in
things
like
adapting
properties
to
allow
elderly
and
disabled
residents
to
continue
living
independently
in
their
own
homes.

Rent
we've
had
an
announcement
of
a
social
housing
green
paper
and
in
addition
to
that,
it
Conservative
Party
conference
to
reason
may
announce
a
new
two
billion
pounds
worth
of
funding
for
affordable
housing,
so
a
real
shift
in
terms
of
emphasis
and
direction
there,
but
I
think
it's
also
worth
highlighting
the
impact
that
this
will
have
on
York.
If
you
look
back,
there
was
a
five-year
plan
that
began
in
2013,
and
this
all
came
about
from
a
change
in
policy
from
the
then
coalition
government
on
how
HRAs
are
managed.

It
moved
to
a
self
financing
arrangement
and
that
really
allowed
local
councils
to
actually
start
building
council
housing
again.
Obviously,
in
discussions
with
offices,
I
understand
that
in
the
previous
20
years
before
2013
there
was
very
limited
council
house
building.
So
this
is
actually
a
very
good
thing
and
something
which
we
very
excited
about.
There
is
also
monies
that
we've
allocated
in
that
last
tranche
of
the
effectively
pipeline
projects
that
will
come
online
in
these
next
five
years
and
just
to
name
a
few.

We've
got
the
extension
at
Margery
weight
court,
a
paper
which
has
gone
forward
here
for
33
new
extra
care
flats.
We've
also
got
the
65
shared
ownership
properties
for
which
we
receive
joint
funding
from
the
Homes
and
Communities
agency.
We've
got
James
house
which
will
replace
our
temporary
emergency
homeless
accommodation,
which
is
currently
not
fit
for
purpose
and,
of
course,
the
paper
we've
just
talked
about
Newbury
Avenue
and
Charles
Road,
and
also
Glen
Lodge,
which
I
was
very
pleased
to
visit
alongside
counselor
Runciman.

we've
got
25
new
extra
care
apartments
and
two
new
bungalows
and
it
was
fantastic
to
see
the
first
resident
going
in
and
many
of
the
families
of
people
whose
family
members
will
also
be
taking
up
residence
there.
So
that's

fantastic

ultimately
this
is
good
news.

has
never
ever
been
an
appetite
in

city
for
divesting
ourselves
of
our

invested

it
so
I'm
particularly
pleased
that
we

proceeding

forget

a
nice
shiny,
new
boiler,
you're,
probably
very
pleased,
but
if,
if
you've
got
a
more
mundane
problem
that
needs
repair,
we
must
assure
that
we
keep
that
repair
service
up
to
scratch
as
well
and
that
people
people
get
their
help.

to
be
very
mindful
of
the
biblical
advice
which
says
there
is
more
joy
in
heaven
over
one
sinner
that
repenteth
than
over
the

that
went
forward
and
was
saved,
because
it
seems
to
me
the
shift
in
tone

Conservative
government
has
suddenly
woken
up
to
the
fact
that
the
condition
of
I'll
leave
it

affordable
at
the
moment.

I

come
back

Affordable
housing
in
this
country
is
not
adequate
and
is
actually
selling
to
many
families.

noticed
there's
a
lot
of
figures
scattered
through
here,
the
one
that
I
was
looking
at,
particularly
at
paragraph
25,
which
is
why
I
perhaps
was
a
little
bit
caustic
in
my
comments
on
five
bungalows
says
that
the
strategic
housing
market
assessment
estimated
that
we
needed
573,
affordable
homes
annually,
which
seems
to
me
we're
going
to
be
in
York,
challenged
very
significantly
to
even
start
getting
to
half
of
that
I
hope
we
do.
I
really
hope
we
have
very
high
aspirations
compared.
It
says
to
an
average
over
the
past
five
years
of
103.

So,
as
you
can
see,
we
have
an
awful
long
way
to
go
and
I
think
it's
if
there
is
it.
Also
in
the
reporters
comment
that
some
of
the
problems
that
arise
around
this
is
the
fact
that
the
amount
of
land,
certainly
within
the
city
is
short.
We
don't
have
a
lot
of
certainty.
We
don't
have
a
lot
of
vacant
council
owned
land
anymore.

to
have
some,
but
we
haven't
now
and
therefore
it
is
going
to
be
a
challenge
as
to
how
we
go
down
this

One
of
the
things
I
want

see
in
perhaps
the
officers
can
assist

seem

we
also
talked
about
social
rent
housing
as
I,
understand
it
and,
as
I
think
the
HCA
understand

housing
is
housing
for
rent
at
about
80
percent
of
market

to

the
best
value
for
money,
is
being
achieved

having
jobs

that

about

that
tenants

we're
not
sending
someone
to
repair
something
and
the
house
is

think
it's
about
how
we
review

flow

ensure

large
sums

efficiently

transfer

of

fair

organizations

forming
those
links
on

long

circular

maintained

our

properties,

rent

the
region

percent

more
recently,
suggested
that
if
they
put
funding
into
a
scheme,
they
would
look
for
us
to
charge
an
affordable
rent,
which
the
strict
definition
is

percent
of
market
rent.

that
we

investment

making

pound

schemes

which
will
probably
add

that
figure

upward

never
overspent

administration

take
any
credit
for
it.
It's
something
that
all

administrations
