A
I'll
make
it
1/2,
plus
5,
so
make
a
start,
ladies
and
gentlemen.
I
don't
think
I
need
to
go
through
the
rules
and
regulations
as
with
no
members
of
the
public
here
so
I'll
make
a
start.
I
have
apologies
from
councillor
Shepherd
and
councillor.
Pavlovic
is
subbing
councillor
air
and
counts
of
fent
in
this
subbing
councillor
boyce
and
councillor
Flinders,
a
subbing
councillor,
car
and
council
Kovac,
and
neither
of
those
have
substitutes
I'm
with
seem
to
be
missing
councillor
looker,
no
right!
B
A
A
A
We
both
start
quite
yet
that's
right.
Well,
we've
still:
we've
gone
to
the
plans
list.
I
wanted.
There
are
souls
you're
in
the
room,
you're
all
right,
so
we
only
have
one
application
today
and
that's
Clifton
Alliance
Cricket
Club,
Shipton,
Road
Clifton,
to
which
councillor
Galvin
and
I
made
a
site
visit
when
we
found
it
and
plan
slip
off,
but
some
went
and
have
a
look
as
well.
But
if
you
didn't
know
where
you're
going,
it
was
difficult
to
find.
A
B
Check
so
this
is
a
planning
application
for
a
new
building
at
Clifton
Alliance
Cricket
Club
behind
us
is
the
me
I
should
say:
is
the
site
plan
showing
the
location
of
a
new
storage
building,
which
also
has
accommodation
for
umpires
changing
and
a
Skouras
box?
And
members
will
note
the
red
dotted
lines
around
buildings
which
proposed
to
be
removed
as
part
of
the
scheme?
This
is
the
Cricket
Club
Clubhouse.
B
B
B
So
members
will
be
aware.
There's
subtle,
greenbelts
paragraph
989
of
the
NP
PF
allows
for
the
construction
of
appropriate
facilities
for
outdoor
sports
and
recreation
within
the
Greenbelt,
but
this
is
only
where
a
new
building
would
preserve
the
openness
of
the
Greenbelt
and
not
conflict
with
the
purposes
of
including
land
within
the
Greenbelt.
In
this
case,
because
of
the
scale
and
siting
of
the
building,
we
can't
say
that
it
meets
that
criteria.
B
So
it's
considered
to
be
inappropriate
development
and,
as
such
members
will
be
aware
of
the
need
for
very
special
circumstances
to
be
to
be
established.

the
agenda,
paragraph

0.16,
you
have
an
outline
of
the
very
special
circumstances
that
have
been
put
forward
in
support
of
the
application
and
officers.
Consider
that
these
will
clearly
outweigh
the
harm
to
the
Greenbelt
by
reason
of
inappropriate,
inappropriate,
Ness
and
any
other
harm
resulting
from
the
developments
on
the
table
in
front
of
you.
There
are
some
additional
conditions:
conditions
two-three-four
relate
to
drainage
condition.
A
C
Yes,
we
went
on
site
yesterday,
I
personally,
think
that
it's
something
to
be
welcomed.
We
have
to
I
use
the
word
Sports
Complex
for
two
cricket
clubs
adjacent
to
each
other,
both
in
I
understand
them.
I
don't
profess
to
know
about
it,
but
we're
in
the
first
first
league
doing
extremely
well,
and
this
one
is
attracting
a
large
number
of
youngsters
and
so
chair,
I'm
gonna
move
permission
be
granted
as
per
the
officers
recommendation,
including
the
additional
and
amended
conditions
has
laid
on
the
table.
A
D
Site
visit
was
required.
I
walked
that
site
with
my
dog
in
New
Roman
times
until
the
last
few
years.
So
I
know
it
very
well.
It's
a
lovely
area.
I
can
see
no
problems
with
this
building
at
all.
It's
a
very,
very,
very
popular
cricket
club,
popular
cricket
venue.
We
should
be
encouraging
this
sort
of
activity.
I
would
be
very
delighted
to
second
council.
The
Galvan's
proposal.
E
This
is
one
of
those
kind
of
operational
things
that
you
probably
don't
anticipate
when
you
make
the
original
planning
education,
if
indeed
one
was
ever
made,
but
I
feel
that
the
scale
of
the
changed
development
here
is
relatively
insignificant
compared
to
the
massing
of
the
existing
house,
which
I
actually
thought
forms
the
pavilion
and
the
building,
alongside
of
it,
which
is
actually
the
prevalence.
So
I
would
be
perfectly
content
with
this.
I
wouldn't
say
that
that
was
a
general
thing
for
any
Greenbelt
development.
In
this
case,
I
think
we
can
make.
A
I
just
say:
I
think
the
one
place
where
it
will
be
more
obvious
is
if
you're
walking
along
the
top
of
the
fund
that
goes
behind
the
pavilion,
but
actually
once
you're
up
there.
You
might
have
the
roof
of
the
proposed
building
but
you're.
Looking
then
across
one
cricket
pitch
in
various
buildings
towards
the
Rugby
Club,
with
all
sorts
of
buildings
and
outbuildings
and
pavilions
for
other
bits,
so
once
you're
looking,
that
way
actually
becomes
quite
a
busy
area.
A
The
resident
of
that
house
have
made
some
quite
strong
objections
outlined
in
the
paper,
but
in
fact,
on
site
she
was
she's
had
now
had
an
opportunity
to
talk
to
the
papac
club
about
their
proposals,
and
she
was.
She
was
happier
with
with
what
there
was
but
I
think
one
of
the
problems
was
they
hadn't
actually
spoken
to
her.
A
It's
been
moved
and
seconded
that
we
approve
this,
including
the
proposed
addition
additional
conditions.
Everybody
happy
that
all
in
favor,
please
sure
are
there
any
against.
That
is
unanimous.
Thank
you
very
much.
We
move
on
to
the
other
item
on
the
agenda,
which
is
the
appeals
performance
on
page
25.
