Description
York Housing Conference
7 November 2014, George Hudson Room, West Offices, York
A
A
It
does
make
me
think,
have
we
actually
got
a
right
good?
What
are
we
trying
to
achieve?
We
do
have
a
pathway
system
for
young
people
who
are
members
to
get
that
kid
en
cleaning
to
independent
accommodation
to
be
able
to
live
successfully
in
the
community
when
I
started.
Really,
I
mean
has
the
options
which
you
can
buy
side
of
things,
supportive
housing,
which
is
how
we'll
start
off
road
Southland.
That
sounds
very
stubborn
project
and
/.
A
Ground,
so
it
could
be
growing
bird
and
live
it
could
be
any
other
combination.
Now
we're
actually
doing
that.
I
asked
some
of
the
agencies,
who
are
now
really
we're
giving
people
what
they
think
they're
supposed
to
be
doing,
because
you
don't
really
get
it
right.
You
don't
know
what
I'm
doing
I
think
there
are
certain
failure,
honest
they
think
they're
trying
to
provide
really
people
for
their
happy
module,
so
they
can
make
an
informed
choice.
It's
a
lot
really.
C
A
A
Sustained
supportive
accommodation
and
environment
for
young
people
to
grow
in
to
develop
to
move
on
to
the
Ganges
live
in
the
community
in
the
future.
They'll
also
help
them
work
through
some
of
their
emotional
mental
health
issues,
build
self-esteem,
build
confidence
to
build
coping
strategies
to
work
with
you
to
live
in
the
future
in
society,
to
have
them
into
jobs,
to
employment
and
nicely
to
off
the
new
experiences
opportunities
to
broaden
their
horizon.
Feeling
people
then
to
the
community
participating
in
everything
a
fairly
big
mask.
C
A
C
C
A
Can
then
go
and
do
what
we
love
in
Septimus
I
was
going
to
say:
does
this
system
work
I
think
actually
we'll
probably
see
the
DV
v
DP
and
that
will
probably
answer
it.
Good,
a
duel,
so
I
think
we
need
to
think
about
some
of
the
things
that
we
think.
Oh
you
know.
Does
this
work
thing
up
right?
We
are.
A
A
A
For
a
multi
party
on
Thursday
night,
we
also
obviously
have
a
lot
of
people
that
have
got
more
issues
than
maybe
some
of
the
teenagers
with
you.
We
need
to
go
a
little
bit
further
to
get
ready
for
independent
living,
so
we
think
we're
getting
message
right,
which
is
probably
one
or
two
tweets-
that
we
could
improve
and
I'm
sure
where
everybody
in
this
week
would
say
that
DVD
is
human
people's
opinions.
Are
they
getting
it
back?
What
works
for
them
and
we
will
see.
Thank
you
from
the
same
message
now.
E
Thanks
are
you
sleeping
I'm
a
director
invisible
lamp,
the
cooking
besides
traditional
there's,
a
project
managed
to
arrange
schools,
letting
your
peoples
experiences,
but
we
also
think
we
use
our
background
in
doubt
of
work
to
help
them
to
tell
their
stories.
What
we
were
right
to
derive
a
key
was
to
go
and
work
through
how
they
were
initially
to
work
with
young
people
and
staffer
to
reflect
their
experience
to
get
a
contemporary
snapshot
of
what
is
happening
on
the
ground
and
how
young
people
the
wording
work
with
them
are
experiencing
homelessness
on
a
day-to-day
basis.
B
E
Me
to
represent
questions
there's
also.
One
of
the
little
people
in
Elders
met
film
with
us.
Today.
She
might
be
able
to
add
someone
more
depth
to
what
we've
done.
The
film
itself
us
about
20
minutes
it's
in
three
tranches.
We
look
first
of
all,
that
young
people
and
their
relationship
with
the
workers
in
how
do,
and
also
scarcroft
and
salaries,
correct
Albert.
E
Then
it
moves
on
to
look
at
the
experience
of
care
leaders
who
may
govern
the
care
system
and
now
find
themselves
into
misty
r,
greater
than
home,
and
then
the
third
and
final
part
from
your
ad
to
see
and
address
it
a
little
bit
of
people's
perceptions
on
the
street
and
also
how
young
people
V
that
and
held
out
there
Montoneros,
obviously
why
they
intend
to
go
so
to
which
will
be
all
done,
it's
about
20
minutes
and
how
we
enjoy.
In
the
end,
you
talk
to
myself,
environment.
H
C
D
I
G
I
G
G
H
H
H
H
H
Tend
to
stroll
past
me,
mate
I,
don't
know
it's
like
you.
Just
don't
get
involved
really,
because
it
wanna
know
the
staff,
and
you
know
the
stuff
all
right
all
right
enough
as
it
is
really
exciting.
It's
the
Oscars.
You
have
to
sound
a
tenancy
agreement,
link,
there's
movement
and
you
shouldn't
sound
like.
H
H
F
I
C
H
F
H
G
We
call
ourselves
cables
because
we've
bounced
around
so
much,
they
should
try
it.
You
should
try
it.
You
might
get
an
idea
than
of
why
we
can't
keep
up
the
smell.
Also
I
try
you've
got
to
but
I
a
comedian
or
a
narrow
stairs,
so
always
bear
x
for
x.
Even
the
menia
who
act,
hairballs
who've
just
fell
out
with
her
mom
and
dad,
and
not
one
minute
and
smiling
the
next
screaming
at
someone
hits
like
twilight
cha-cha-cha.
They
know
a
know
where
blood
fur
and
chairs
flying
I
know.
G
Why
do
I
do
mother
most
of
the
folks
with
degrees
who
certainly
was
side
of
the
table
or
the
desk
when
blah
blah
blah
at
you?
It's
obvious
in
it
were
scared.
There
are
scared,
even
though
Martha
copy
ones,
who
are
engaging
anything
in
any
of
the
sessions.
What
I've,
yeah
they're
the
worst,
the
scariest
a
mean,
the
loved
ones
it
shipped
in
the
teenager
when
you've
got
people
who
love
you
think
how
much
worse
it
be
well
and
far
week.
She
says
this
town
for
weeks
and
the
tester
flat,
and
this
could
be
it.
G
My
final
step
I
was
talking
to
salmon
about
it,
told
him
that
I'm
not
sure
I
want
it
to
work.
No
hang
on
I,
don't
mean
that
I
do
I
wish
I
could
make
it
work,
but
I
don't
know.
If
I
can,
you
know
I
mean
I,
know
myself
no
I'm
like
due
for
weeks
on
my
own
without
anybody
in
with
me.
What
happened
I
do
I
know
I'm,
like
I'll,
have
my
mates
in
as
soon
as
they've
gone.
G
C
G
It's
weird
that
in
it
big
and
lonely
have
been
in
my
own
most
of
my
life
well
for
the
past
eight
years
anyway,
since
it
mad
but
I,
don't
like
it
when
I'm
actually
physically
on
my
own,
what
I
mean
is
I've
known
for
years.
That
was
only
be
looking
out
for
me.
You
know-
and
that
makes
me
alone
like
in
here
in
my
heart
ahaha,
but
in
all
that
time
in
and
out
of
homes
and
foster
placements
and
that
I
don't
think
I've
ever
really
been
alone.
G
Physically,
you
know,
without
other
people
being
next
room,
I
kind
of
depend
on
it.
Chelsea
moving
opportunity
won't
help
either
I
mean
it
hurts,
because
it's
good
for
her
like
to
go
out
there
and
start
getting
it
back
together
and
that
now
she's
a
college
again
but
I
feel
like
it's
put
the
camera
on
me
ma
cuz
I'm
the
longest
in
here
no,
I
said
sup
two
salmon,
he
said
I
made
it
sound
like
I
was
inside
in
jail,
like
you
know,
saying
I'm
the
longest
in
here
and
I'm
like
I,
can't
get
parole.
G
Ro
I
don't
mean
it
like
that,
though,
that
it's
like
a
prison
in
it's
the
opposite:
I
miss
it
mr.
workers,
god
I've,
given
some
people
shout
in
my
time.
People
who
know
have
a
job
to
help
me
I'm
ashamed
of
some
of
the
things
I've
said
to
him.
I
am
but
I
hope
them
arriving.
Hi,
it's
cuz,
I
didn't
have
got
anybody
else
in
my
life
to
show
up,
who'd,
listen
and
still
with
that,
even
though
it's
only
because
their
pits
ticket
dr.
Meyer
I
reckon
that's
half
him
he'd.
G
Do
it
anyways
cuz,
they
were
running
kids.
Even
those
of
us
who
are
anymore
I
said
that
in
session,
once
one
of
the
early
sessions
I've
ever
been
in
that
swarm,
wasn't
asking
around
in
I
said
that
you've
gone
into
care.
Part
of
you
always
remains
that
edge.
You
know
the
age
you
were
when
you
went
in
I
got
a
psychiatrist
oral
I've
watched
enough
kids
and
young
adults
now
to
be
pretty
sure
that
you
stop
at
the
edge.
It's
like
your
fries
inside
the
moment.
You
realize
you're
not
wanted
or
cap
be
kept
whatever.
G
At
that
moment,
the
child
locks
itself
up
to
protect
itself
and
you
steer
that
edge
until
you
feel
safe
again
and
love
the
game
up
again.
It's
great
moving
through
the
system
and
I'm
going
out
the
other
side
in
a
flat.
But
what
if
the
thing
you
really
need
to
stay
alive
is
not
real,
but
it's
a
hug,
a
real
one.
Why
you'd
feel
safe
I'd
sleep
in
the
streets
up
on
alone.
J
So
if
I
told
somebody
there
was
in
college
and
that
they're
actually
studying
politics
and
possibly
go
to
university,
no
confusion,
that's
what's
true
and
our
manager,
one
out
of
our
money.
There
are
20
that
a
lot
of
them
involve
our
knowledge.
When
do
one
of
them,
one
of
them's,
in
what
look
like
wire
and
the
other
one
is
a
lot
of
them
in
college,
I
mean
what
would
you?
What
would
you
do?
You
think
you
could
be
able
to
tell
what
you
saw
you
saw
anything
on.
However,
that's
better
prob!
No!
No!
J
K
K
K
J
Doing
for
me
it
was
it
again
like
I,
said
five.
A
second
chance
you
know,
I
been
kicked
out
of
home.
I
was
living
with
a
friend,
you
know
tossing
on
his
sofa
for
a
month.
That
was
no
life.
For
me,
you
know,
I
wanted
to
go
to
college
coming.
Here
was
a
way
for
me
to
have
that
support.
That
I
was
not
only
getting
to
get
through
it
and
you
know
it.
It
almost
gave
me
that
step
up.
It
gave
me
that
confidence
again
because
I've
been
kicked
out.
I
was
like
right.
J
This
is
it.
What
am
I
going
to
go
from
here
and
I
knew
that
coming
here
there
were
people
here
that
wanted
to
help
me
that
wanted
to
support
me,
and
there
were
loads
of
other
people
in
similar
positions.
You
know
all
have
their
own
stories,
but
it
just
it
felt
like
a
family,
and
you
could
say
what
you
want
to
do.
You
wanted,
yes,
like
I,
said
before
the
rules,
but
once
you
follow
them
actually
helps.
J
J
I
cuz
my
before
moved
out
the
natural
perception
of
me
homeless.
People
was,
you
know,
bearded
men,
wrapped
in
blankets,
with
a
dog
that
was
my
stereotypical
view
of
it.
So
I
was
like
oh
I'm
gonna,
be
like
that.
I,
never
realized
that
you
could
be
homeless
and
come
and
be
here
and
I
thought
just
because
I
was
homeless.
I'm,
never
gonna
get
a
job.
What
if
people
know
for
the
rest
of
my
life,
you
know
am
I
going
to
be
able
to
go
to
college
I.
J
Don't
have
to
look
at
everything
for
myself
and
you
know,
I
was
like
I
can't
go
to
uni
from
homeless.
What
am
I
gonna
do
and
I
literally
had
such
a
low
point,
because
nobody
seemed
to
quite
understand
the
severity
of
what
being
homeless
actually
meant
to
me
and
probably
does
too
many
people,
because
they
just
soooo
we've
got
somewhere
to
live.
Was
it
I,
don't
I'm
living
somewhere
where
it's
just
a
bed?
It's
temporary
I'm
not
going
to
be
here
forever
and
it
was
you
know
it
was
quite.
J
It
was
sad
because
my
friends
didn't
care.
They
didn't.
They
just
assumed
I.
Just
moved
out
into
a
flat
or
something
so
you
know
it,
it's
a
big,
life-changing
step,
and
especially
its
16
when
I
just
do
my
gcse's
I
was
quite.
It
was
quite
hard
to
deal
with
all
at
once.
Absolutely
you
can
be
here
for
a
month.
You
can
be
here
for
a
year
depending
on
your
behavior
and
how
much
you
want.
It
is
whether
your
progress
fast
enough
and.
J
You
you
have
to
be
an
educational
working
or
going
into
the
military,
something
you
have
to
have
a
goal,
or
you
know,
and
everybody
here
has
something
they
want
to
do,
and
it's
just
in
their
own
time
in
which,
with
the
support
that
it
gets
done,
there
are
people
in
here
that
are
at
college.
You
know
you
will
notice
them
if
you
saw
him
around
college
they're
in
college
they're
doing
well.
You
know
people,
maybe
wanna,
study
pot
of
politics.
E
Only
regarding
aggression
from
the
through
people
as
to
what
I
wanted
to
say
to
me,
I'm,
liable
to
say
it.
I
think
I
said
earlier
on
today
and
one
of
these
I
parent
going
in
is
the
artist
kind
of
like
me
to
wear
these
are
people
and
is
you
know
you
go
in,
and
I
also
have
a
perception
of
what
would
fund
the
run
into
then
I
kind
of
realized.
Your
people
are
in
there
the
age
of
the
heart.
They
are
not
living
to
see,
take
more
lifestyles
in
turn
into
this
way.
E
E
Normal
people
ice
boating
was
how
many
of
them
see
as
a
stepping
stone
and
want
to
use
this
as
a
ridge
to
put
their
lives
back
together.
Each
of
them
has
had
mission
in
their
life,
which
surely
for
me
and
my
faculty
beyond
challenging.
So
your
mouth
comes
off
to
other
people.
We
work
with
in
her
brain.
They
are
determined
but
they're
young
people
and
the
fact
that
some
of
the
ring
that
I
can
remember
you
know.
I
was
18
19
myself
bags,
I'm
going
to
being
awake,
University
in
halls
and
in
actual
fact
captivity.
E
C
A
E
A
D
E
E
It's
a
great
stories
of
that
play
to
go
up
volume
which
the
most
be
done
today
twice
with
drama
in
the
process
with
young
people,
a
lot
of
able
to
access
driven
drama
where
we
use
their
experience,
and
then
we
try
to
capture
that
noted
stuff,
so
they
can
show
up
anyways
like
I
know,
one
of
the
things
that
Becky
was
the
slightly
worried
about
was,
and
was
our
Becky's
portrayal
of
a
working
relationship.
But
hopefully
what
comes
across
from
down
in
the
film
is
that
is
better,
showing
that's
the
young
people.
E
A
A
A
lot
of
the
support
services
will
carry
on
to
provide
support
groups
two
years
later
and
Beyond.
If
necessary,
we
do
differently.
All
these
different
things
from
people
only
need
comes
with
others
to
get
some
gas
electric
setup
and
settled
in
on
their
way
around
the
other.
People
might
be
too
awkward
to
say
we
don't
rattle
and.
E
The
words
happened
with
their
bases,
and
there
are
certain
criteria
to
meet
in
terms
of
that
development
of
effective
learning
about
new
management
and
then
understanding
either
wipe
open
this
valve
get
them
for
work.
I
know
16
little
girl.
Suddenly
I
was
looking
up
to
the
united
center
one,
where
parents
who
were
acting
experiment
or
lesion
people,
some
of
them
down
a
bit
sort
of
relationship
with
workers,
honest.
B
A
A
Service
provider-
well,
I
mean
it's
made.
What
is
maintained
in
the
service?
Now
we
used
to
have,
unfortunately,
specialist
services
to
Jekyll,
and
we
are
fighting
to
get
our
backers
will
not
just
a
little
bit
vigilant.
They
can
access
the
cloud
services
assistant,
remove
the
starter,
making
out
working
people
possessing
people
every
day,
and
so
that
one
important
thing
we
we
were
having
an
ongoing
debate
about
and
some
more
complex
with
people's
to
whether
or
not
how
do
the
best
facebook.
This
is
balancing
the
cost,
savings
and
efficiencies
of
scale.
A
A
L
And
we've
all
seen
in
recent
news
about
girls
being
subject
all
sorts
of
abuse
by
men,
especially
in
there
and
awful
risk
how
and
obviously
being
able
to
be
out
late
at
night
unsupervised.
Nobody
actually
installing
increases
our
breath.
How
do
you,
what
kind
of
nature
is
our
objectives
almost
over?
In
the
end,
they
are
very
much
basically
if
they
are
out
of
place
unsupervised.
A
A
To
say
is
anybody
else's
of
teenagers?
You
know
why
do
you?
Let
people
go
out
way
to
let
people
go
to
town
on
their
own.
You
want
to
know
where
people
are.
We
ask
where
people
are
now
they
don't
like.
We
will
find
out
if
they
really
provide
written
place
at
the
end.
Today,
people
can
ask
permission
to
go
out,
so
we
never
said
their
contacts
will
go
obviously
grabbed
up
as
they
have
for
supper
tonight.
He
asked
people
to
tell
us
the
anthem.
Do
we
do.
A
C
C
A
A
From
very
difficult
conversations,
organ
answers
as
well.
Can
we
work
with
you
because
that
person's
behavior
is
no
different
when
they
moved
into
a
hostile
than
it
was
when
they
were
own?
That
was
one
of
the
reasons
that
they
got
some
sleep.
So
again,
it's
very
difficult,
but
no,
we
will
travel
with
everybody
today.
We
will
then
you
to
the
hospital
and
don't.
