A
Okay,
I
will
call
to
order
the
workshop
agenda
review
of
meeting
of
September
25th
2018
welcome
to
the
citizens
of
Clay
County
I
want
to
take
this
opportunity
to
thank
you
for
taking
time
out
of
your
busy
schedule
to
attend
today
school
board.
Meeting
this
meeting
is
our
opportunity,
as
your
elected
representatives,
to
collaborate
openly
and
make
decisions
that
will
decide
the
future
direction
of
our
public
schools
and
the
education
of
our
children.
A
Here
in
Clay
County
this
one
there
will
be
an
opportunity
for
the
public
to
ask
questions
at
the
end
of
the
workshop
presentation.
Your
participation
is
welcomed
and
appreciated,
and
I
would
like
the
record
to
reflect
that.
Mrs.
sedative
was
not
able
to
be
with
us
this
morning.
She's
had
a
very
important
meeting
with
her
spouse,
so
we
miss
her
but
I'm
sure
that
she
has
reviewed
the
president
with
mr.
Davis
and
we've
prepared
for
our
meeting.
A
B
Ma'am,
thank
you.
Man.
All
right,
so
welcome
everybody!
Think
of
Binnorie
rock
and
roll
for
October's
meeting
October
4th.
So
we
have
a
recognition
with
tools
for
schools
event
from
the
Clay
County
Education
Foundation,
then
we'll
transition
to
presenters.
We
have
seed.
That
would
talk
about
the
great
things
we're
doing
with
energy
certifications.
With
our
students
we
will
transition
to
I.
Think
that's
the
National
Builders
Association
we'll
talk
about
the
national
careers
in
a
construction
month,
and
then
we
have
an
update
presentation
from
the
Clay
County
Brooklyn
developmentally
District
staff.
B
C
C
You
know
it's
great
to
have
the
there
Awards,
of
course,
and
recognitions
and
a
presentation,
but
three
presentations
is
a
lot
and
then
a
school
showcase.
That's
supposed
to
be
five
minutes,
that's
more
like
fifteen,
so
we
need
to
I.
Think
we
need
to
look
at.
Maybe
limiting
you
know
still
has
some
of
it,
but
not
quite
as
much
I
will.
B
E
F
B
Right
see
see
one
minutes,
for
this
is
our
minutes
for
board
workshop
of
an
August,
27th
and
regular
school
board
meeting
on
August
6
C
2
is
the
personnel
consent
agenda?
The
only
thing
that's
on
this
that
I
want
bring
it
to
your
attention
would
be
a
position
that
we
are
asking
to
revise
a
job
description
from
Director
of
Operations
to
director
of
operations,
the
safety
security.
B
As
of
now,
we
know
that
we
have
one
individual,
that's
taking
on
so
much
work
related
to
vandalism,
but
our
utility
energy
shelters,
custodial
services,
pest
control
rather
than
you
know,
small
engine
shop,
but
now
we've
also
added
security
and
a
number
of
individuals
under
this
under
this
personnel.
So
this
would
be
moving
from
a
director
3
to
a
director
one
with
taken
on
at
a
you
know,
30
plus
more
individuals,
underneath
that
are
underneath
this
individual
scope
of
work.
B
See
three
as
the
school
affiliation
agreement
with
the
penny
retirement
community.
This
is
all
about
our
CTE
health
science
students
at
Clay
high
school.
This
is
where
they
go
and
they
have
clinical
hours
at
their
high
school
in
order
to
to
enhance
their
knowledge
and
their
skillset
prepared
for
their.
You
know
a
C
in
a
certification.
B
Trying
to
get
them
in
it
alone,
c4
is
the
parent
liaisons
services
agreement
for
it's.
A
two-year
agreement
is
required
by
I
da
every
every
year,
and
this
is
we
will
be
continuing
our
partnership
in
two-year
agreement
with
Gil
making
that
necklace
he's
been
with
us
for
I
think
around
six
years,
and
this
is
a
two-year
agreement.
She
does
a
great
job
with
provided
and
supports
and
liaison
with
our
parents
to
make
sure
they
match
up
services
and
supports,
and
this
individuals
been
with
us
continue
to
do.
Good
work
is
funded
out
ideas.
B
Well,
c5
is
first
coast
mobile,
audiology
services
agreement.
This
is
a
one-year
agreement.
This
is
the
cinema.
This
is
First.
Coast
Mobile
has
been
with
us
since
2006
about
audio
services
for
kids,
it's
OS
screening
for
EFC
students,
especially
in
the
elementary
model.
This
is
where
this
is
a
required
by
statue
as
well,
that
we
have
this
under
our
ID
a
funding.
This
is
where
we
look
to
find
assistance
with
hearing
aids
with
any
FM
systems,
and
then
they
look
to
see
if
we
can
really
have
any
audio.
B
C6
is
another
requirement
by
ID
a
just
make
certain.
We
have
interpreter
services
for
our
secular
agreement,
for
our
students
as
well.
This
is
a
one-year
agreement.
We
are
going
with
Alonso's
sign
language
interpreting
there,
so
they've
been
with
us
since
2011.
This
is
where
they
continue
to
make
certain
that
we
provide
the
services
for
students
based
on
their
their
needs.
Many
students.
B
See
seven:
this
is
a
this
is
an
agreement
with
Keystone
behavior
pediatric
independent
contractor
services.
This
is
where
we
have
one
or
two
students
annually
that
may
need
additional
educational
experience
that
have
screeners
in
supports
and
interventions
for
our
students.
This
is
where
they
have
will
have
better.
You
know
behavior
management
skills
to
help
them
with
compliance
self
self-help
skills
and
also
making
certain
that
they
or
being
a
successful
every
single
day
that
we
may
not
have
the
one-on-one
experiences
and
skill
sets
to
do.
This
is
once
again
paid
to
ID
a.
D
B
B
B
County
travel
for
k-12
academics.
You
see,
we
have
filled
the
plate
with
a
number
of
activities.
We
just
want
to
get
it
on
video
on
the
books.
Earlier
as
we
can,
this
is
you'll
see
in
JROTC.
You
see
that
an
assistant
classes,
FFA
you'll,
see
wrestling
you'll,
see
softball
volleyball
BAM
cover
garter
golf.
It's
a
lot
and
a
lot
of
kids
go
on
to
compete
out
outside
in
the
in
the
state
and
we're
excited
for
them
to
be
able
to
do
so.
B
So
it's
pretty
heavy,
but
we
want
to
be
up
front
as
often
as
we
can
see.
9
c9
is
a
large
part,
local
partner
agreement.
Every
year.
They
continues
to
support
a
number
of
initiatives
within
our
school
district.
This
year
it's
a
twenty
six
thousand
dollar
donation
to
a
large
school
district
which
helps
a
number
of
activities
within
our
organization.
This
will
go
and
fund
math
fill
day.
This
will
go
on
fund.
You
know
the
rotary
science
and
engineer
fair.
B
B
C
B
We're
fortunate
for
the
partnerships,
because
it
really
grows
legs
are
so
many
different
events
and
activities
for
kids.
See
10
is
approval
for
advertisement
revisions
to
the
school
board
policy
for
medication
for
students.
One
of
the
biggest
change
is
the
minute
administration
of
minute
of
medical
marijuana
in
this
in
this
I
believe.
Is
it
2017?
We
were
asked
to
revise
our
policy.
We
are
getting
to
a
part
of
where
we
have
been
working.
Mr.
B
daga
has
worked
with
a
number
and
staff
as
well,
with
a
number
of
you
know,
school
districts
throughout
the
state
to
make
certain
that
we
have
a
clean
procedure
policy
that
addresses
us.
You
know
any
professional,
careful
manner
for
us,
we're
really
going
to
make
certain
that
we
have
to
permit
the
usage
of
matter
of
medical
marijuana.
However,
we
will
we
will
not
maintain,
we
will
not
store.
We
were
not
administered,
American
marijuana.
B
At
any
point
times,
we
will
make
sure
the
schools
identify
a
safe
location
and
that-
and
it
must
be
administered
by
the
individual
that
has
a
registered
card,
that
they
have
to
provide
for
validation
and
they
can
actually
administer
it,
and
they
have
to
add
this.
A
registration
that
the
caregiver
or
the
parent
will
have
to
go
to
the
state
in
order
to
obtain
and
our
job
to
school
level
is
to
make
sure
that
we
identify
a
safe
place.
B
A
time
in
in
the
manner
in
which
this
administer
in
no
way
shape
or
form
is
this.
It
can.
It
means
it
has
to
be
a
non
smokeable
product
in
the
sense
that
it
may
be
an
oil.
It
may
be
a
patch
or
maybe
an
edible
product,
so
we're
just
cleaning
up
our
policy
that
make
certain
that
that
we
are
prepared
for
for
this
movement.
B
B
H
Sir
just
leave
whatever
you
want
to
get
so
the
statutory
shell
blue
shell
has
been
there
since
2017,
but
all
districts
had
waited
rulemaking
and
rules
to
be
made
by
both
do
each
and
BOE,
and
we
were
devised
not
so
long
ago.
Not
to
expect
this.
So
that's
where
school
board
attorneys
have
now
begun.
The
conversations.
B
C11
has
proposed
allocation
changes.
If
you
see
the
first
five,
the
first
five
are
all
based
on
adding
based
on
school's
staff
allocation
model.
They
hit
certain
threshold
for
the
number
of
students
since
we're
adding
teachers.
You
had
counselors
a
threshold
leave
and
the
one
school
picked
up
an
administrator
base
of
the
model,
I'd
love
to
say:
hey,
I'd,
love
to
save
money,
but
the
model
is
a
model.
We
will
make
sure
that
we
protect
it
and
we
follow
it.
The
REA,
the
remaining
of
the
general
funding.
C
Still
have
an
issue
with
that.
We,
when
we
hired
mr.
daga
that
and
we
within
a
secretary,
we
were
very
clear
as
a
board
that
it
was
to
be
an
administrative
secretary
and
not
an
executive
secretary
at
that
price,
and
so
I
haven't
leash.
You
like
this
one
I'm,
probably
the
only
one
in
the
room
that
does
but
I
do
have
an
issue
with
this.
So
I
mean.
If
we
want
to
go
all
the
way
and
hire
a
paralegal,
then
we
should
be
hiring
a
paralegal
that
has
the
qualifications
to
do
this
mess.
B
Take
it
for
the
will,
you
know
or
be
unjust
directly
in
this
work.
I'll
keep
going
and
stop.
Maybe
you
need
to.
We
have
a
reduction
of
an
ESC
get
to
teacher.
We
have
you
see.
We
are
making
adjustment
from
accountant
assistance
to
a
program,
a
capital
program,
accountant
to
help
and
dr.
better
Kemp
shop.
You
see
we
will.
We
will
be
adding
some
some
lab
assistants
at
Orange,
Park,
junior
high
school,
to
admit
with
si
I
funding,
and
then
we
have
some
federal
funding.
B
A
F
A
B
It
is
I
mean
so
we
walk
up
I'm,
not
sure
who
was
with
me,
I
think
Wesley.
Would
they
have
been
with
me.
We
could
arrest
you
and
the
food
folks
there,
the
bell
just
rings
and
they
are
sprinting
to
the
van
or
on
the
truck
I
mean
they're
like
we're
like.
What's
going
on,
goodness
we
get
there
and
they
just
get
hammered.
I
mean
what
an
attractive
it
you
know.
Unless
he
asked
me
and
Madison
do
it
anymore.
I
said:
yes,
we
do
need
more,
but
honey.
B
B
A
A
B
B
F
I
E
B
G
F
C
G
C
B
Secret
sauce
c12
is
a
bid
to
be
awarded.
This
is
for
our
laser
printers,
our
toners,
our
maintenance
on
all
these
products,
and
originally
we
were
with
some
print.
We
were
going
to
transition
to
go
with
toner
tight.
Now
after
a
half
you
know,
after
you
know,
we
had
some
some
challenges
in
this
in
and
in
this
movement.
B
But,
however,
we
had
great
representation
to
help
us
at
the
table
to
really
find
a
better
settlement
for
us
to
now
we'll
be
moving
forward
with
some
print
and
toner
type,
adding
a
better
price
to
our
to
our
school
district.
That's
after
everyone
sit
at
the
same
table
to
define
our
needs
so
we'll
be
moving
forward
with
a
joint
agreement,
which
is
a
three
year
agreement
for
our
printers
in
our
toner.
We.
F
B
All
right
c-13
is
a
bid
renewal
as
well.
It's
a
one-year
renewal
for
a
covered
walkway
for
our
school
district.
This
has
been
journeyed
out
and
it
will
be,
has
been
awarded
to
F
and
G
construction
to
a
$250,000,
silly
and
so
we'll
continue
to
identify.
This
is
just
identifying.
We
actually
have
needs
and
being
able
to
move
forward
and
make
sure
we
have
to
walk
aways
for
kids.
B
C
E
This
opportunity
here
that
arise
the
that
it
would
be
a
good
time
now
to
continue
keeping
the
print
center
of
operating
as
well
as
bringing
in
the
color
printer
option,
but
hoping
that
by
bringing
that
in
the
schools
will
be
able
to
save.
You
know
additional
dollars
versus
going
out
to
the
studio
host
max.
F
E
Schools
are
so
used
to
getting
things
so
quickly,
regardless
of
price,
so,
depending
on
you
know
the
the
marketing
that
we
do
outside
sending
to
the
schools,
the
information.
Let
them
know
that
I'm
card
is
available.
We
have
availability
to
to
make
their
demands.
At
that
point,
we
might
be
a
request
for
mr.
Davis
to
bring
that's
a
great
idea.
D
E
B
Sometimes
do
so
and
then
vice
chair,
so
once
we
you
know,
my
big
thing
is:
is
that
I
we
had
to
continue
to
go
out
front
understand
why
we
don't
have
a
color
printer.
That's
the
first
thing.
We
should
fees
if
escaped
to
have
it
so
well
as
we
open
this
up
and
we
get
movement
or
determine
our
actual
needs
for
employees.
B
If
we,
whether
it's
a
shift
in
employees
from
the
organization
or
it's
an
ad,
if
we
actually
need
it
so
we'll
it
would
do
a
continuous
volume
review
every
month
to
determine
where
we
are.
But
this
to
help
us
to
school
is
a
graduation
Flyers,
presentation,
eduation
and
certificates,
those
many
things
we
can
do
with
it.
Mister.
I
Yes,
also
it's
a
great
time
to
upgrade
for
that
department
anyway,
as
we
work
towards
moving
the
Print
Center
from
where
it
is
on
the
raised
floor,
which
we've
had
to
repair
so
really
the
process
now
of
getting
the
new
prints
that
are
ready.
So
it
was
a
great
time
to
upgrade
and
kind
of
get
rid
of
the
old
donkey
in
a
rope.
You
know
that
we
can
work
volvo
little
Eugene
together.
Looking
the
right
way,
it's
a
great
joint
effort
with
business
affairs
to
get
back
and.
E
B
D
B
B
C19
it
just
grant,
you
know
right
away,
easement
to
play
electric,
so
they
can
really
have
access
to
to
our
parcel.
We
need
to
have
there's
two
portables
to
the
Middleborough
transportation.
Then
we
need
to
work
through,
so
they
can
put
a
I
believe
this
one
give
power,
pull
up
the
same
access
to
make
sure
that
they
are
having
the
services
to
those
overhead
to
services
and
access
to
a
transformer
for
that
they
can
be
functional.
Sso
leads
police.
B
F
F
H
H
One
of
the
things
that
we
were
trying
to
do
we
were
chair
and
I
were
to
push
forward
again
on
our
policy,
development
and
and
workshops.
I
just
want
to
remind
you,
you
left
off
in
section
1
I'm,
pretty
sure
we
can
finish
the
balance
of
section
1,
probably
in
one
or
maybe
two
sessions,
and
the
plan
was
to
hopefully
skip
to
the
HR
disciplinary
and
administrative
hearing
section
and
then
to
consider
the
risk
management
policies.
H
I
had
given
the
board
about
model
policies
of
risk
management
committee
of
the
establishment,
how
it
works
and
so
on
and
so
forth.
That
I
urged
the
board
members
to
take
a
look
at
that
and
I'm
thinking
that
the
board
chair,
you
know,
may
be
reaching
out,
perhaps
at
the
next
meeting,
looking
at
calendars
and
seeing
if
we
can't
schedule
something
in
the
coming
weeks.
B
Yo
man
I'm
good,
to
go
just
in
in
eliminate
classrooms
and
kind
of
make,
certainly
have
rigorous
activities
in
every
single
classroom
and
have
a
greater
support
for
schools.
Doing
a
number
of
calibration
walks
to
do
better
support.
So
you
know
things
are
going
wrong.
Last
night
was
the
first
meeting
we
had
for
the
superintendent
Student
Advisory
Council.
B
D
B
B
F
B
That
was
just
honestly
due
to
the
number
of
applicants.
You
know
I,
guess
they
missed
the
deadline
or
whatever,
and
then
you
the
junior
high
school
is.
Is
you
have
a
split
so
you
we
have
one
school
that
has
like
Gasparri
junior
high
school,
he
has
two
or
three.
Finally,
they
did
a
really
good
job
and
I
couldn't
don't
know.
So
we
try
to
make
sure
that
we
had
representation.
We
got
a
lot
of
areas
covered.
B
Components
for
one
calendar
year
so
they
got
ten
months
of
the
meeting
and
we
will
name
a
chair
and
vice
chair.
So
if
the
chair
will
be
a
senior
so
there's
five
seniors,
so
they
have
to
present
an
entire
group
and
they
will
anonymously
select.
And
then
we
have
two
juniors
on
the
committee
and
they
will
have
to
present
as
well
to
the
vice
chair.
So
we
only
give
that
further
because
they
have
so
many
experiences
to
go
through
and.
A
A
F
A
G
D
G
F
D
I
just
wanted
to
reiterate
that
we
I
would
prefer
that
we
do
a
workshop
at
some
point
to
evaluate
his
salary,
since
that's
part
of
our
policy,
I
requested
it
at
the
end
of
the
meeting
and
I'll
just
keep
saying
it
until
we
have
a
workshop.
So
when
we
set
up
our
dates
for
the
workshops
with
the
policy
I
just.
A
The
school
board
and
administration
going
forward
is
going
to
have
to
take
a
different
approach
to
transportation,
to
extracurricular
activities
than
the
one
we
have,
which
is
basically
we're
ostriches.
Our
hips
are
in
the
sand
about
this,
and
and
I
don't
want
there
to
be
a
tragedy
that
caused
our
school
district
to
change,
because
it
wasn't
it
too
long
ago.
I
think
we've
had
a
problem
for
at
least
three
years,
and
it
wasn't
too
long
ago
that
I
remember
the
policy.
Wasn't
it.
A
Policy
that
students
couldn't
transport
even
themselves
to
an
extracurricular
activity,
school
sanctioned
much
less
a
its
transport
other
students
and
where
we
are
today,
is
if
they
can't
get
a
bus
for
whatever
reason
the
students
are
told,
get
yourself
to
the
game
and
I
have
watched.
I
I
received
a
JV
baseball
schedule
last
year.
That
said,
there's
no
buses
for
any
game.
Kids
have
to
find
their
own
way.
A
There
and
I
have
watched
five
teenagers
pile
in
an
SUV
with
a
16
year
old
driver
and
they're
14
15
16
year
olds
and
I
transported
as
many
kids
as
I
could,
but
we
even
have
teachers
who
can't
leave
the
elementary
schools
until
what
333
or
go
out
at
the
time,
Aradia
o'clock
or
whatever.
So
even
their
kids
are
trying
to
find
a
way
there.
A
B
Ma'am
and
I
appreciate
I
think
that
came
up
last
year
that
I
was
hearing
about
activity,
so
what
we
did
differently
than
I
think
this
has
been
years
and
years
of
a
problem
that
had
been
addressed
and
so
coming
inherit
in
it.
It
was
a
part
where
we
offered
our
internal
when
an
internal
couldn't
didn't
have
a
capacity
to
do
it.
What
we
did
is
we
identified
a
number
of
vendors
that
they
get,
that
every
school
has
the
option
to
call,
so
they
have
multiple
vendors,
they
call
it.
B
The
issue
is
that
they're
not
calling,
because
the
cost
is
greater
than
what
we
can
do
internally.
So
when
you
know,
coaches
have
to
do
a
better
job
and
athletic
directors
actually
making
certain
we
can
make
certain
they
do.
It
is
take
one
of
the
number
of
options
we
gave
them
and
and
and
if
it's
a,
if
I
think
it's
like
a
$10
$15,
maybe
$25
increase,
they
need
to
take
that
increase
and
make
sure
it's
safe.
So
we
will
revisit
that.
I
can
give
what
mr.
Connor
to
do
this
so
along
with
dr.
B
F
H
A
Around
and
there's
one
person
in
it
right,
you
know
and
okay,
but
those
half
of
those
are
here
and
they
have
to
drive
to
come
and
check
it
out
and
take
it.
I,
don't
know
that
we've
made
that
as
accessible
but
I
think
even
if
they
advertised
it,
parents
would
pay
ten
dollars
more
a
season
or
whatever
to
have
their
kids
safe.
Don't.
B
I
You
know
after
high
school
releases
for
junior
high
and
then
nature,
so
a
lot
of
districts
have
flipped
that
so,
therefore,
all
the
buses
are
available
and
high
school
gets
out
and
when
high
school
gets
out,
all
the
buses
are
available.
So
therefore,
it
kind
of
eliminates
the
extra
curricular
demand
now
that's
a
conversation
for
the
superintendent
and
the
board
for
you
guys
to
have,
but
I
think
it
I
think
we're
at
the
point.
I
With
the
desperate
shortage
of
drivers
and
the
certification
issues
with
drivers
and
the
legal
issues,
we
could
be
facing
to
really
start
possibly
looking
at
that
for
logistics.
It
would
solve
all
the
double
back
issues
that
we
have
to
have
when
we're
short
drivers.
They
would
also
solve
a
particular
problems.
A
C
Know
it's
not.
You
know
you
saw
I
was
it
was
field
trips
where
some
of
the
elementary
schools,
the
buses
weren't
available
for
them,
because
we
don't
have
drivers
and
about
the
the
rentals
for
a
future
for
outrageous
well
now,
you're
in
if
the
child's
parents
are
paying
ten
or
fifteen.
Well,
when
you
factor
in
the
additional
now
it's
up
to
thirty.
