B
Father
God,
thank
you
so
much
for
the
beautiful
weather
that
you've
given
us
over
these
last
few
days
to
enjoy.
Thank
you
for
this
opportunity
to
have
a
slower
pace
of
life
enjoy
time
together
with
our
families
and
then
I'm,
just
really
soaked
in
the
world
around
us.
I
pray
father
for
those
who
are
struggling
today
with
health
problems,
with
financial
issues
due
to
everything
that's
going
on
in
the
world
right
now,
father
just
be
with
them
and
give
them
your
peace
that
surpasses
all
understanding
of
our
healthcare
workers
who
are
on
the
front
line.
B
So
you
can
care
for
those
vulnerable
father
be
with
them,
strengthen
them,
encourage
them,
as
only
you
can
Lord
I
pray,
father
that
you'd
be
with
us
as
we
take
care
of
the
business
of
our
school
district
this
morning.
That
you'd
give
us
your
wisdom
and
that
we
would
be
faithful
to
carry
out
your
will.
That's
in
your
name,
we
pray,
amen,
amen.
A
The
Clay
County
school
board
workshop
meeting
April
28
2020,
will
come
to
order
I'd
like
to
welcome
the
citizens
of
Clay
County
I
want
to
take
this
opportunity
to
thank
you
for
taking
the
time
out
of
your
busy
schedule
to
attend
today's
telephonically
conference
school
board
meeting
from
your
socially
safe
location.
We
wish
you
all
good
health
as
we
proceed
through
this
challenge
together.
A
This
meeting
is
our
opportunity,
as
your
elected
representatives,
to
collaborate
openly
and
make
decisions
that
will
decide
the
future
direction
of
our
public
schools
and
the
education
of
our
children
here
in
Clay
County.
If
you
utilized
our
website
comment
link
your
questions
or
comments
will
be
included
in
this
meeting
if
received
prior
to
4:00
p.m.
on
April
27
2020.
Your
virtual
participation
is
welcomed
and
appreciated
at
this
time
review
draft
agenda
for
the
regular
school
board
meeting
on
May
the
2nd
2020
this
rawski.
The
floor
is
yours.
C
Thank
you
good
morning,
ladies
hope,
everybody's
doing
well,
I,
hope,
everybody's
healthy
and
that
your
families
remain
healthy
during
this
timeframe.
Well,
good
we'll
get
right
into
it.
We'll
start
off
with
the
minutes
from
the
special
meeting
on
March
12th
March
17th
at
April,
2nd
those
meetings.
The
minutes
are
listed
there
for
your
review.
C
The
second
item
is
one:
that's
that's
covin
related.
It's
a
changing
graduation
date
we're
making
the
recommendation
that
that
graduation
be
moved
to
Friday,
July
17th,
because
this
item
is
on
the
traditional
calendar.
We've
submitted.
Another
calendar
with
that
date
for
that
we
felt
like
was
important
to
have
a
traditional
graduation
for
students
and
that's
why
we
hadn't
backed
moved
that
date
and.
C
D
Had
spoken
about
it
and,
of
course
fine
with
the
D
I'm
just
wondering-
and
this
might
be
a
mr.
victor
question-
should
we
be
more
vague
in
the
date
in
case
mr.
bras?
Comes
it
needing
to
be
changed
again?
Should
we
leave
it?
You
know
maybe
an
open
date
as
sometime
in
July
or
mr.
Vickers
are
a
better
way
of
wording
that
so
that
this
would
not
have
to
come
back
for
a
vote
a
second
or
third,
so.
C
D
E
C
Ma'am
as
it
gifts
as
it
gets
closer
we'll
go
ahead
and
tribute
that
information,
of
course
we're
waiting
to
see
what
rules
will
be
in
place
both
in
the
form
of
CDC
guidelines,
as
well
as
any
federal
or
state
mandates
as
far
as
that's
concerned,
so
that
could
alter
the
ceremony
slightly
and
will
provide
information
to
board
members
as
we
get
closer
to
that
date.
Okay,.
C
So
with
no
further
questions
or
comments,
we're
moving
on
to
personnel
consent
agenda,
there's
many
items
within
here,
but
I'm
going
to
call
your
attention
to
three
of
them.
There
are
three
job
descriptions
that
are
in
here
and
I'll.
Give
you
an
overview
explanation
of
why
they're
in
there
the
first
one
is
a
director
of
climate
and
culture.
C
You
know
one
of
the
things
we
want
to
do
is
we
want
to
look
and
examine
how
to
make
ourselves
more
effective
and
efficient
when
it
comes
to
climate
and
culture.
I.
Think
many
of
you
would
agree
that
mr.
McCauley
was
given
a
wide
variety
of
stuff
that
was
under
his
jurisdiction.
He
had
ESC
under
him.
He
also
had
what
we
formally
called
support
services
and
then
he
also
had
IT
under
him.
C
So
the
recommendation
is:
is
that
we're
going
to
move
ESC
under
curriculum
and
instruction
where
it
belongs
and
then
move
that
from
an
assistant
superintendent
to
a
director
level?
So
that's
why
that
job
description
is
there
and
the
corresponding
allocation?
Is
there
that's
why
the
job
hasn't
been
filled
to
this
point,
because
we're
looking
to
to
make
that
more
effective
and
efficient
and
also
save
money?
To
be
honest,
the
same
with
the
supervisor
of
operations,
school
safety
and
security
that
now
would
be
a
supervisor
they
would
be
under
Kenny
Wagner
within
the
police
department.
C
We
think
that
having
safety
and
security
under
our
Police
Department
is
the
most
effective
and
efficient
way
in
which
to
to
operate.
The
third
Job
Description
is
a
new
one.
As
a
coordinator
of
district,
athletics
and
development,
or
you'll
notice,
within
the
allocation
document,
we
have
removed
other
positions
in
order
to
pay
for
this
one.
This
is
one
that
other
districts
have.
We
believe
that
it
will
actually
generate
funding
for
athletics
through
their
internal
accounts,
by
using
smart,
social
media
and
other
means
relative
to
athletics
and
development.
F
D
So
sorry,
the
four
supervisor
of
operation,
school
safety
and
security,
the
job
description
is-
has
all
three
of
them
in
there.
But
on
your
proposed
allocation
changes
for
the
2020
2021
school
humor,
you
have
it
as
supervisor
of
safety
and
security
and
then
a
second
position
as
supervisor
of
operations.
Yes,.
D
D
C
That
would
be
essentially
one
of
the
same
jobs,
a
few
items
they
now
be
under
chief
Wagner
within
the
police
department.
We
did
notice,
that
was,
there
was
some
overlap
and
some
communication
that
needed
to
exist
between
the
police
department
and
the
director
of
safety
and
security.
We
believe
that,
having
that
person
reporting
directly
to
the
Chief
of
Police
will
make
that
more
effective
and
efficient
and
also
save
the
money,
that's
involved
there,
and
so
he
would
supervise
an
older
law
at
that
position.
All.
D
C
Those
will
be
added.
There
is
one
within
a
couple
pages
back
from
part
of
that
you
completing
your
supervisor
of
operation,
safety
and
security.
Job
description
is
here
inside
inside
there.
All
of
them
are
the
other
one
that
you
mentioned.
The
one
in
maintenance
is
already
on
the
books.
That's
existing
jobs,
colonel
okay,.
D
So
you
have
a
supervisor
three
that
is
going
to
be
operations,
safety
and
security,
a
supervisor,
three
writing
and
job
description
and
you've
not
brought
an
allocation
yet,
but
a
post
allocation
changes
for
the
2020
2021
school
year.
You
have
these
two
other
positions,
which
are
also
supervisor
three.
It
seems
like
you've
got
a
lot
of
overlap
and
I'm
just
wondering.
Are
there
sure.
C
I
mean
I'll
skip
forward
to
that
on
the
location
document.
You
could
see
what
we've
done
through
the
area
of
operations.
Is
we've
reduced
the
director
role
too
frequent,
also
added
the
supervisor
of
maintenance
in
there.
So
one
of
the
things
that
you'll
notice
is
there's
other
positions
that
have
been
removed
in
order
to
make
that
cost
neutral.
We
have
no
button
that
really
is
in
charge
of
our
custodial
staff,
and
certainly
maintenance
has
long
been
underserved,
and
so
the
reduction
of
the
director
went
to
two
different
positions.
D
C
Ma'am,
we
don't
realize
that
I
spoke
to
the
board
chair
about
that.
One
of
the
reasons
why
we
brought
them
all
at
once
is
because
we've
been
off
the
assistant
superintendent,
climate
and
culture
was
weaponized
with
how
the
the
director
and
safety
and
security
know.
We
would
like
to
post
those
positions
under
the
new
cost
savings
of
forty
four
thousand
dollars,
but
we
needed
board
approval
to
do
that,
which
is
why
we're
bringing
it
to
you
like
this
now,
given
the
situation
that
were
under
contro,
but.
D
C
C
D
C
D
B
C
B
C
Okay,
on
the
number
number
for
the
renewal
of
a
list
of
physicians
and
medical
facilities,
you
know
each
year
we
send
out
letters
to
various
medical
facilities
asking
them
if
they
would
like
to
do
physicals
physicals
only
for
employees
and
we
had
five
different
facilities
agreed
to
do
that
and
they're
listed
there.
I
did.
C
D
E
D
C
Welcome
so
number
number
five
is
the
achieved
3,000
contract,
you
know,
chief
3000
is
a
prescriptive
reading
program
that
we
use
and
this
contract
is
currently
being
reviewed
by
mr.
Bittner,
so
the
contract
will
be
attached
in
the
near
future,
but
this
is
this
is
a
contract
for
this
program.
That
is
really
really
coming
helpful,
especially
during
the
current
situation
in
which,
were
you
know,
trying
to
produce
learning
online
through
distance
learning,
so
that
contract
will
in
fact
be
attached.
C
Number
six
is
the
approval
of
the
school
affiliation
agreement
between
our
district
and
Orange
Park
Medical
Center.
As
you
know,
students
get
their
CNA
certifications
by
doing
some
rotations
at
Orange
Park
Medical
Center,
and
this
is
that
affiliation
agreement
relative
to
Orange,
Park,
Medical,
Center
I.
E
Just
have
one
comment:
there:
I
would
like
Kelly
Moseley,
maybe
to
look
into
or
to
Alice
Park
to
local
tea
again
somebody
a
hospital
that
is
closer
to
the
ten,
because
we
do
offer
HOSA
at
Tom
the
high
school
as
well
in
Keystone,
and
it
would
be
nice
if
fun
I
know
they're
getting
ready
to
close
the
Stork
facility
of
Shands,
but
maybe
somewhere
into
the
Middleburg
area,
the
st.
Vincent's
or
somewhere
else.
E
C
Yes,
yes,
ma'am!
Thank
you!
You
got
it.
The
next
item
is
a
contract
for
public
Consulting,
Group
PCG
to
do
medical
reimbursement
for
Medicaid
you're.
Currently
we
use
a
program
called
Excel
fi,
and
this
is
changing
the
program
to
one
that
we
believe
is
more
user-friendly
and
therefore
will
produce
less
time
for
people
to
enter
the
information
and
to
receive
Medicaid
billing.
So
we
we
actually
believe,
as
this
will
increase
our
Medicaid
billing
and
reimbursement.
C
C
The
next
item
is
an
item
for
gift
of
endorsement
and
for
ASD,
as
well
as
gifted
endorsement
for
teachers.
There's
no
cost
involved.
There
are
certification
changes
that
occur
both
of
those
require
special
certification
for
both
of
those
programs.
This
is
a
program
through
Fiddler's,
which
is
the
Florida
diagnostic
and
learning
resource
system
that
provides
that
training
to
teachers
free
of
cost,
and
that
is
the
agreement
that
does
that.
C
The
next
one
is
the
proposed
allocation
change
for
1920,
which
is
this
year,
and
you
can
see
the
reduction
from
assistant
superintendent
to
director
and
from
director
to
supervisor
again
will
change
the
titles
to
make
sure
all
the
titles
match
the
the
the
job
description,
but
clearly
were
meaning
the
same
thing
on
that
documents
of
total
cost
savings.
There
is
seventy
four
thousand
dollars
in
that
in
that
move
there.
C
The
next
one
is
the
2021
year
again
we'll
make
sure
that
the
the
title
it
matches
the
job
description
for
those,
but
you
could
see
that
there's
an
e
SE
secretary,
going
from
eleven
to
twelve
months,
with
the
difference
being
paid
out
of
safe
schools,
money,
that's
Bannerman,
Learning
Center,
the
other
one
is
the
guidance.
Counselor
is
the
only
high
school
without
a
12-month
counselor
there,
which
is
why
that
change
was
made,
and
you
can
see
that
that
is
paid
for
out
of
mental
health
funds
that
difference
there.
C
Three,
which
is
a
maintenance,
will
make
sure
that
the
title
on
this
document
matches
the
job,
description,
etc,
and
the
only
other
one
that
I
would
call
your
attention
to
is
a
big
one,
especially
now.
It
relates
to
the
curriculum
specialist,
twelve
months
from
eleven
months
to
twelve
months
because
of
online
learning.
You
know,
one
of
the
items
will
be
that
during
the
summer
and
we'll
have
to
bring
an
item
to
you.
Relative
to
summer
school
and
making
summer
school
virtual,
you
approved
a
document
last
month
for
summer
school.
C
We
will
bring
that
item
back
with
an
adjusted
calendar
for
virtual
summer
school
this
summer,
and
so
that
item
will
also
also
be
added.
But
that
is
a
person
that
would
be
integral
to
that
whole
process,
and
so
that
is
the
proposed
changes
for
2021
again
we'll
make
those
changes
to
the
actual
document
relative
to
job
title.
C
The
next
item
is
the
monthly
financial
reports
nothing
new
to
report
there,
the
budget
of
men,
the
budget
amendments,
nothing
nothing
to
report
there
item
14
is
the
ascension
st.
vincent's
near
site,
clinic
agreement.
This
is
paid
for
through
wellness
funding
through
our
existing
contracts.
Okay,
this
this
is
the
nearside
agreement
for
st.
Vincent's.
C
C
C
The
next
item
is
Lake
Asbury
junior
high
hurricane
retrofit.
This
is
paid
for
through
a
grant
with
with
the
with
the
county.
This
is
because
Lake
Asbury
is
a
special
needs.
Shelter.
There
needs
to
be
some
redundancy
as
to
the
generators
in
order
to
to
certify
that
and
the
county
is
paying
for
that
through
a
grant.
C
C
C
The
next
item
is
doctors,
Inlet
change
order,
number
2,
which
has
to
do
with
their
expansion
of
the
cafeteria,
which
should
be
completely
ready
at
the
start
of
next
school
year.
It's
currently
underway
next
is
the
substantial
and
completion
of
Keystone
Heights
high
school,
their
site
improvement
for
that
sanitary
line
issue.
C
C
Next
is
the
interlocal
agreement
for
coordinating
planning
public
educational
facilities.
This
is
the
item
that
will
bring
be
brought
forward.
Mr.
Bittner
is
currently
working
on
the
item.
It's
reducing
it
plans
to
reduce
the
capacity
from
1
110
percent
to
100
percent.
Once
this
item,
if
approved
by
the
board,
it
would
then
go
to
all
of
our
inner
locals.
C
The
next
item
is
the
school
concurrency
proportionate,
share
mitigation.
This
has
to
do
with
a
project
in
the
oak
leaf
area
and
we
would
have
students
number
of
students
over
capacity
and
would
bring
the
district
roughly
sixty
nine
thousand
dollars
in
additional
funding.
As
a
result,
the
next
is
very
similar,
but
it's
to
a
program
to
a
proposed
preview
trail
development,
which
is
in
Lake
Asbury
area.
C
This
would
potentially
bring
in
over
six
million
dollars
because
we
are
over
capacity
in
that
area
and
the
plans
that
were
presented
by
264
students,
and
so
that's
what
that
particular
item
is
and
then
in
discussion
the
not
going
to
discuss
it
now
with
the
human
resource.
One
is
a
routine,
a
routine
event
for
your
reading
in
human
resources
and
that
would
include
the
entire
agenda,
so
I'll
bring
it
back
to
you.
Miss
stuttered,
okay,.
A
E
G
A
Then
I
wish
like
if
they
safe
and
no
joke
Oh
board
attorney,
wasn't
even
on
my
agenda.
But
yes,
mr.
Bittner,
don't
save
the
world
honey
I.
F
I
have
three
things
actually
I
I'm
going
to
ask
the
board
to
set
a
workshop
between,
probably
not
next
week,
but
the
week
after
next,
if
possible,
it
will
need
I,
don't
know
how
many
hours,
but
several
to
cover
two
things.
One
is
if
you
looked
at
C
17
when
it
says,
approve
advertisement
for
revisions
to
5
0
2
board
policy
with
regard
to
purchasing
those
revisions
are
very
minor
to
the
policy
itself,
because
they're
just
covering
an
audit
finding
that
occurred
in
2019.
However,
I
have
met
with
mr.
F
Bronski
briefly
and
also
with
Chris
legato
and
with
mistake
E,
and
we
need
to
rewrite
the
first
section
of
the
purchasing
policy
5.02
if
we
can
to
make
it
so
that
it
makes
some
sense
and
it's
got
a
require
board
input
as
it
stands
right
now,
it's
completely
unclear
as
to
whether
or
not
there
are
any
limits
on
spinning
by
anyone
in
the
district.
There
is
no.
F
There
are
no
parameters
as
to
what
should
and
should
not
go
to
the
school
board
attorney
for
contracts,
review,
there's
nothing
about
other
purchasing,
using
federal
funds
or
federal
regulations
or
bids
for
those
things,
and
so
it
needs
to
be
rewritten
the
stay
possessed
that
we
rewrite
it
and
she
doesn't
want
to
be
responsible
solely
or
putting
that
into
practice.
Nor
do
I
and
I
think
the
board
needs
to
be
aware
and
I
think
that
the
superintendent
needs
to
be
inputting
as
well.
So
that's
one
part
of
the
workshop
okay
to
rewrite
5.02.
F
The
second
thing
that
has
come
up
recently
is
having
to
do
with
the
police
department
and
the
safe
school
officers
that
we
provide
to
our
own
schools
Senate
bill,
7,
zero.
Four
zero
would
have
extended
the
authority
and
the
jurisdiction
of
our
school
officers
to
cover
charter
schools
as
well
that
bill
failed,
and
so
their
limitations
are
still
in
place.
They
only
have
jurisdiction
for
district
owned
school
property,
both
st.
John's
classical
and
last
week,
a
week
before
last
now
played
Charter.
F
Academy
have
asked
for
our
officers
to
cover
their
schools
in
order
to
get
to
that
question.
I'm
asking
that
we
have
a
board
workshop
in
addition
to
the
workshop
on
purchasing,
so
that
we
can
consider
and
give
me
direction
as
to
what
you
want
to
do
and
how
you
want
me
to
proceed
and
the
superintendent
and
also
chief
Wagner,
because
we
need
to
do
several
things
if
we're
going
to
go
forward
with
this
number.
The
first
and
foremost
is
we
need
to
arrive
at
an
agreement
with
the
sheriff.
F
F
We
also
need
to
look
at
adding
police
officers,
whether
it's
three
or
four,
because
we
will
have
to
add
to
certainly
because
there's
not
enough
to
cover
it,
but
we'll
need
somebody
that
can
cover
in
the
event
that
there's
an
outage
and
then
we
need
to
determine
to
what
degree
this
charter
schools
want
to
use
these
officers,
because,
if
they're
used
off-duty,
then
that's
going
to
be
one
more
expenses.
They're
gonna
need
to
pay.
F
All
of
those
questions
need
to
be
answered
and
worked
out
before
I
can
create
any
of
those
documents
or
contracts
and
before
we
can
have
a
board
item
that
covers
that.
So
that's.
My
first
issue
is
getting
a
workshop
meeting
where
we
can
deal
with
those
two
things
so
that
we
can
move
forward
on
both
of
them.
F
A
E
E
F
I
have
spoken
with
chief
Wagner
about
it.
What
came
was
an
email.
One
thing
that
came
was
an
email
from
Clay
Charter
Academy
that
they
have
one
of
our
police
officers.
The
other
is
an
issue
that
has
existed
now
for
almost
10
months
with
regard
to
st.
John's
classical
where
they
had
asked,
and
we
had
basically
put
that
on
hold
through
the
end
of
the
year,
see
what
happened
with
Senate
bill,
70
40,
which
failed,
because
that
would
have
been
dispositive
to
at
least
part
of
the
issues
as
to
the
jurisdiction.
F
D
A
question:
yes,
okay,
mr.
Victor
I,
don't
understand
why
we're
even
addressing
or
considering
having
a
workshop
when
Senate
bill
failed
and
it's
a
mute
point
as
far
as
I'm
concerned.
I
feel
like
we
did
ten
months
ago
and
ten
months
ago,
I
think
it
was
mrs.
Bullock,
mrs.
stuttered
in
my
stuff
that
all
felt
like
we
voted
to
not
address
this
miss
Gila
house
and
assuming
you're
bringing
this
back.
D
This
is
from
you
because
it's
your
mother's
charter,
school
but
I,
don't
see
any
reason
for
us
to
be
expending
any
of
the
dollars
that
belong
to
the
Clay
County
School
District
I
feel
if,
if
70/40
failed
and
the
charter
schools
want
a
police
officer,
they
should
be
contracting
directly
with
the
sheriff's
office
and
not
incurring
any
cost
to
clay
County's
schools,
district
run
schools.
So
I'm
really
I'm
apprehensive
about
even
having
a
workshop
to
discuss
this
well.
F
Whether
we
do
or
don't
have
a
workshop
is
entirely
up
to
the
to
the
board.
Of
course,
life
quandary
at
the
point
is
I
have
two
charter
schools
that
are
asking
for
answers.
One
is
st.
John's
classical
and
the
other
is
clay.
Charter,
Academy
and
I
I.
Don't
have
the
authority
to
address
those
issues
myself
and
so
ultimately,
I
need
the
board's
guidance
on
what
to
do
and
where
to
go
and
how
to
proceed.
F
Okay,
we're
going
to
proceed
with
anything
other
than,
and
since
this
is
not
a
an
action
item
for
this
particular
meeting,
I
think
at
some
point
it
needs
to
be
addressed
at
the
next
board
meeting
or,
if
we're
going
to
do
something
more
creative
than
the
address
to
the
workshop.
So
I
have
better
guidance
on
how
to
proceed
and.
A
Mr.
Bergner
out
I
think
that
you're
asking
for
a
workshop
is
appropriate.
We
need
to
get
the
purchasing
policy
cleaned
up
after
we
talked
about.
This
I'd
had
failed
to
realize
that
we,
basically
everything
that
we
had
in
policy,
had
been
taken
away
a
few
years
ago,
but
miss
bola
and
Miss
Gil
house
and
I'd.
Like
your
feelings
on
having
a
workshop.
G
Miss
stop
this
cutter.
Yes,
we're
having
a
workshop,
but
for
the
financial
part
of
it
is
miss
care
cos.
You
don't
want
to
discuss
this
at
all.
There's
you
don't
believe
that
there's
any
further
discussion
and
we
can't
make
a
decision
right
now,
because
this
is
not
an
action
item,
as
you
said,
I
think
maybe,
with
a
workshop
we'd
be
able
to
discuss
whether
we
want.
B
Well,
just
to
be
clear,
this
item
did
not
come
from
the
you
miss
carapace
I.
Think
mr.
Bittner
made
it
very
clear
that
it
was
a
request
made
by
the
two
charter:
schools
I'm,
not
bringing
this
to
you.
I,
do
think
it's
appropriate
for
us
to
have
a
conversation
about
it.
I've
expressed
my
feelings
on
it
haven't
changed,
but
I
do
think
that
it's
worth
a
conversation,
even
if
you're
opposed
to
it,
I
think
that
those
schools,
though
they
are
not
run
by
our
school
district.
B
A
B
E
A
Okay,
well,
it
sounds
like
the
three.
The
consensus
of
the
board
is
to
conduct
the
workshop.
For
one
thing,
my
feelings
about
it
is,
as
mr.
Bittner
stated,
the
SROs
and
charter
schools
as
kind
of
didn't
hang
in
there
this
whole
year
and
I
think
that
we
need
to
have
an
open
opportunity
to
have
open
discussion
about
this.
Mr.
Bittner
indicated
to
me
yesterday
that
he
needs
time
to
help
with
individuals
from
the
two
charter.
Schools.
Look
at
the
law,
confirmed
mr.
Bronski
mr.
Wagner,
and
have
more
time
to
develop
what
we
need.
A
You
know
agreements
with
the
Sheriff's
Office
agreements
with
the
charter,
schools
and
plus
there's
also
the
issue
of
we
get
the
money
for
Safe,
Schools
I
think
it
was
I
was
Co,
36
and
42
for
the
two
schools,
but
we
would
also
need
to
discuss
you
know
payment
of
above
and
beyond
that
and
who
would
properly
pay
for
it?
Mr.
A
Bergner
is
looking
at
the
legalities
on
that,
but
I
think
that
the
very
least
that
we
should
do
is
to
have
a
workshop,
get
all
of
the
facts
and
figures
out
on
the
table,
and
then
mr.
Bittner
is
able
to
proceed
and
we
will
have
this
solved
rather
than
letting
it
hang
on
month
after
month
after
month.
Now
the
policy
on
purchasing
definitely
needs
to
get
cleaned
up.
So
I
think
that
it
is
appropriate
for
us
to
have
a
workshop.
I
need
some
input
from
mr.
Bronski
and
mr.
Bittner
mr.
A
F
Madam
sure,
this
Bruce
bickner
next
week
would
be
most
difficult
because
we
do
have
a
schedule
school
board
meeting
next
week
right,
so
the
less
time
would
be
the
week
of
the
11
12
13,
14
and
15,
which
is
week
after
next.
If
that's
possible,
that
would
give
me
time
to
get
things
done.
It
would
give
time
for
me
and
me
further
with
mr.
or
with
chief
Wagner
and
get
everything
together
and
I
think
still
give
us
time
to
meet
any
deadlines
for
a
Jew
board.
Lee,
okay,.
A
A
B
Sorry,
that's
gonna
be
one
for
me.
My
husband's
deployed
Amanda
and
there's
potentially
an
opportunity
for
us
to
visit
with
him.
So
if
we
could
do
it
either
Wednesday
the
13th
or
Thursday
the
14th.
That's.
A
D
A
Wednesday
morning
at
9
o'clock,
that's
a
13th
mm-hmm,
yes,
okay,
okay,
well,
we'll
plan
on
that
and
then
that'll
give
mr.
Bittner
ample
time
to
get
all
the
information
together
and
I
appreciate
the
cooperation.
It's
some
easiest
time,
the
easiest
time
that
we
have
ever
had
setting
home
workshop
because
nobody
has
anything
on
their
schedule.
Yes,
excuse
me
this.
D
A
I
think
that's
a
good
idea.
We
need
to
we'll
plant
it
virtually
mr.
Bronski.
If
it
looks
like
everything
is
a
go
with
the
legal
proper
natus
we
could
have
it
live,
but
that
that
will
cover
us
by
planning
for
it
to
be
a
virtual
me
and
we'll
just
play
it
by
ear.
Just
like
we
are
with
everything
else.
It's
just
a
day
today,
wait
and
see
so
I
think
that'll
work
and
then,
if
we
do
need
to
change
it
to
a
live
meeting,
mr.
A
F
Another
thing
that
I
needed
to
bring
up
to
the
board
we
have,
as
everyone
knows,
a
sales
tax.
It
is
on
the
ballot
for
November
that
has
to
be
published
in
the
newspaper
September,
the
28th
that
October
the
20th
with
big
ballot,
language,
Senate
bills
or
achievement
House
bill,
seven,
zero,
nine
zero
was
signed
by
the
governor
last
week
and
what
that
bill
does
is
it
says
that
every
application
for
a
sales
surtax
by
the
school
board
has
to
have
a
resolution
which
includes
charter
schools
and
a
pro-rata
Shue?
F
It
also
says
that,
and
so
we
had
our
resolution
signed
in
October
so,
but
it
also
has
a
part
of
that
Senate
bill
or
House
bill.
That
says
that
any
approval
of
any
half
cent
sales
surtax,
that's
approved
after
July
1st
2020
by
the
electorate,
which
means
any
vote
that
comes
up
by
the
voters
it
passes.
It
has
to
include
language
for
inclusion
of
charter
schools
when
I
talked
to
Department
of
Finance
in
Tallahassee.
F
When
they
talked
to
me,
it
sounds
to
me
as
though
what
I'm
going
to
need
to
do
is
to
rewrite
our
resolution,
modifying
it
slightly
to
include
charter
schools
number
one
and
those
things
in
charter.
Schools
can
finance
which
are
primarily
their
lease
payments
for
the
other
buildings.
There
are
a
couple
of
other
minor
things,
but
not
in
turn.
I'm
going
to
have
to
or
we're
gonna
have
to
bring
it
back
to
the
board.
F
F
Ballot,
language
and
so
I
just
want
everybody
on
notice.
It
then
I'm
going
to
have
to
bring
all
that
back
in
June.
It's
not
because
I've
made
a
mistake
or
anyone
else
has
made
a
mistake.
It's
simply
because
the
legislature
is
now
deemed
that
we
have
to
include,
and
if
we
have
to
include
that
means
we
have
to
put
it
in
ballot
language
and
resolution
language
before
it
can
be
passed
otherwise
to
attack
after
its
passed.
If
this
bag
now.
A
F
A
D
That
you
can't
rewrite
or
write
retroactive
laws
in
this
country
and
since
our
resolution
is
already
on
the
ballot,
why
is
this
affecting
us,
your
Europe,
ultimately
you're,
rewriting
something
that
we've
already
done?
So
why?
Wouldn't
we
go
forward
with
it?
Because
it's
already
on
the
ballot?
It's
already
been
approved
board,
it's
already
been
approved
by
the
County
Commission
and
if
it
gets
challenged
afterwards,
let
it
be
challenged,
and
then
we
address,
if
we
have
to
but
I
feel
like
retroactively,
is
to
go
back
and
rewrite
this
for
a
retroactive
law.
D
Like
to
hear
our
legal
opinion
from
mr.
Victor,
miss
Gil
house
and
I
think
you
know
I'm
sure
you're
thrilled
with
its
because
charter
schools
are
getting
this.
We
should
have
put
this
on
last
November
like
we
said,
and
we
should
have
gone
forward
and
fought
and
appealed.
But
since
we
didn't
now
we're
at
the
question,
but
we
already
have
loosen
that's
been
approved
by
there,
where
why
we
are
rewriting
this,
when
it
is,
it's
gonna,
be
retroactive,
Lea,
proving
something
that's
already
been
approved.
Well,.
F
It's
it's
not
retroactive
in,
in
that
it's
not
retroactive
Lea,
proving
that
Troy
schools
received
money
out
of
something
that's
already
been
passed
by
the
elected.
The
statute
itself
requires
us
to
rework
the
resolution,
but
the
proactive
part
of
the
statute
takes
effect
July,
the
1st
2020,
in
which
it
says
that
any
election
that
occurs
after
that
date
that
approves
a
half
cent
sales
surtax,
must
include
a
must
equally
give
a
pro
rata
distribution
to
charter
schools,
so
that
part
of
it
is
proactive.
F
It
does
appear
to
be
retroactive
because
we
have
to
go
back
and
redo
something
we've
already
done,
but
there
are
many
charter.
Schools
are
many
excuse
me
many
districts
who
are
proceeding
right
now
to
place
this
on
the
ballot
and
they
have
not
already
done
their
resolution.
So
all
this
really
requires
is
paperwork
shuffle
in
order
for
us
to
become
to
fulfill
our
obligation.
Whatever
comes
to
the
to
the
voters
in
November,
so
it
is
it's
not
retroactive
in
the
sense
of
who
gets
the
money.
D
F
The
legislature
passes
laws
every
year
that
changed
things
we've
already
gun.
That's
that's
sort
of
the
reality
of
what
legislators
do
and
that's
the
progress
of
that,
but
the
the
ballot
itself
and
the
action
that
we're
looking
to
take
has
not
been
affected
in
the
sense
that
it
still
comes.
It
can
come
up
for
election.
It
still
can
come
up
for
approval
or
disapproval
by
the
voters
and
they
are
not
retro
actively
changing
something
that
has
been
approved
by
the
voters
or
by
us,
and
because
that's
what
I.
F
That
standpoint,
that
that
it
seems
like
they're
looking
backwards
and
and
I
agree
with
you,
the
Volt
Alec
feels
but
for
the
sense
that
what
they're
asking
or
what
they've
mandated
is
things
that
come
after
July
1
and
most
legislation
takes
place
or
becomes
active
either
upon
signing
by
the
governor
or
July
1
or
January
1
of
the
following
year.
So
from
that
standpoint,
it's
a
proactive
statute
and
not
a
retroactive.

F
We
can't
you
can't
distribute
money
beyond
beyond
what
is
in
the
ballot
language
and
the
ballot
language
is
dictated
by
our
resolution,
which
is
then
incorporated
as
part
of
the
county
commissions
resolution.
The
money
it
ultimately
would
come
from
a
sales
tax
is
dictated
where
it
goes
and
how
it's
spent
is
dictated
by
that
list
of
things
that
we
had
to
put
on
the
back
of
our
resolution.
