We

two
meetings
back

back

first
one

our
reorganization
meeting,
where
the
school
board
will
elect
their
chair
by
experience
at

time
and
date
of
their
meetings
for
the
next
year.
So
I'll
call
this
meeting
to

and
open
the
floor
to
the
school
board.

take
this
opportunity

thank
you

taking
time
out
of
your
busy
schedules
to
attend
tonight's
school
board.
Meeting

meeting

this
meeting
is
our
opportunity,
as
your
elected
representatives,
to
collaborate
openly
and
make
decisions
that
will
decide
the
future
direction
of
our
public
schools
and
the
education
of
our
children
here
in
Clay
County.

the
employee
calendar
of

school
days,
180
of
those
days,
our
student
contact
days,
no
matter
how
you
arrange
the
days,
there
will
not
be
adequate
time
to
complete
the
increased
load
of
work
required
by
teachers
we're
at
impasse.
With
the
County
this
week,
teachers
were
asked
to
work
to
the
rule
of
their
contract.
They
were
asked
to
work
only
they're
paid
7.5
hours.
This
experience
had
two
objectives.

The
first
was
for
teachers
to
honestly
admit
to
themselves
how
much
how
many
hours
they
work
for
free
in
order
to
provide
quality
educational
experiences
for
their
students.
The
second
was
a
hope
that
administrators
would
gain
a
clearer
picture
of
what
their
schools
might
look
like
if
teachers
really
did
only
that
which
they
their
paid
time
allowed
them
to
do.
Administrators
would
see
the
parking
lot
empty
after
7.5
hours
after
school
clubs,
conferences,
lesson,
planning,
curriculum,
prep
data
entry,
portfolio,
updating
remediation
prep
paper,
grading,
responding
to
emails,
parent
communication,
best
practice,
research
and
professional
development.

Would
all
cease
at
the
contracted
time?
Here's
what
really
happened
at
my
school
elementary
teachers
came
to
me
in
great
distress.
They
expressed
how
impossible
it
was
to
get
all
that
is
required
completed.
They
tried
to
prioritize
the
responsibilities
and
discover
that
so
much
of
what
they
do
is
essential
and
what
is
not
essential
is
still
expected.
They
stayed
past
start
preceding
the
week
of
working
to
the
rule.
They
took
things
home
so
that
they
would
be
ready
and
to
be
fully
prepared
and
engaged
with
their
students
during
their
instructional
time.

Their
faces
showed
exhaustion,
but
still
their
words
were
I'm.
Trying
to
work
to
the
rule.
I
have
this
meeting

Have
this
club
I
have
to
tutor
these
low
kids
I?
Have
this
parent
conference
I'm
prepping
for
my
family
Thanksgiving
dinner
at
school
Elementary,
and
so
it
goes,
they
were.
The
work
is
long
and
the
paid
hours
are
few
and
the
teacher
dedication
in
Clay
County
is
without
parallel.
Have
administrators
noticed
a
change
I
doubt
it.
For
the
last
two
days,
I've
made
myself
leave
very
close
to
the
contract
time.

The
parking
lot
would
still
have
full
of
teacher
cars.
Some
would
say:
teachers
are
their
own
worst.
Enemies
will
never
be
valuable
if
we
constantly
work
for
free.
The
reality
is
teachers
and
Clay.
County
work
like
dogs
and
they're
seriously
underpaid,
but
what's
most
difficult
to
swallow
is
that
our
efforts
are
not
appreciated.
The
budget
of
this
county
has
clearly
let
teachers
know
administrators
are
the
only
ones
that
are
valued
in
Clay
County.

one

our
many
outstanding
business
partners,

we've
got

Vincent's
Healthcare
and
before
we
introduce
two
very
special
people
who
have
worked
diligently
to
help
our
district
and
a
couple
areas
that
I'll
tell
you
about
in
just
a
second
I'd
like
to
read
a
short
narrative
about
st.
Vincent's,
st.
Vincent's
health
care
is
dedicated
to
serving
our
community
with
special
attention
to
those
who
are
struggling.
The
most.
In
fact,
st.
Vincent's
has
invested
in
Clay
County.
Since
long
before,
st.
K
Vincent's
Clay
County
opened
its
doors.
Its
mobile
health
outreach
ministry
has
been
providing
health
care
services
to
the
county
for
decades.
When
st.
Vincent's
Clay
County
opened
two
years
ago,
more
than
400
jobs
were
created
in
Clay
County,
which
no
doubt
encouraged.
Even
more
businesses
to
build
up
around
the
hospital.
St.
Vincent's
has
invested
a
hundred
million
dollars
into
our
community
through
st.
Vincent's
Clay
County
alone,
and
when
the
current
expansion
is
complete,
the
Health
System
will
have
created
more
than
500
jobs
in
Clay
County,
that's
fantastic.
The
st.
K
Vincent's
isn't
just
an
investing
in
our
community
through
health
care.
They
are
now
part
of
the
community
coming
up
with
innovative
ideas
like
the
Clay
County
Cup,
which
gives
local
high
school
football
teams
the
chance
to
compete
for
a
coveted,
trophy
and
the
chance
to
fly
their
school
flag
outside
of
the
hospital
next
week.
They'll
also
be
preparing
dozens
of
hot
Thanksgiving
meals
for
families
in
need
in
a
few
weeks
that
will
host
a
Christmas
party
for
senior
citizens.
Thanks
to
events
like
these
throughout
the
year,
the
Associates
of
st.
K
Vincent's
Clay
County
connect
with
our
community
on
a
human
level,
and
let's
not
forget
that
many
of
them
live
right
here
in
Clay
County,
as
well,
so
they're,
quite
literally
our
neighbor
neighbors
at
work
and
at
home.
We
recognize
the
wonderful
work
already
done
with
our
community
by
st.
Vincent's
Clay
County,
and
we
know
that
the
best
is
yet
to
come.

taking
this
moment
to
recognize
a
new
partnership
that
will
provide
to
Clay
County
athletic
trainers,
medical
supplies
and
health
education
to
all
of
our
local
public,
middle
and
high
schools
in
Clay
County.
We
are
confident
that
this
partnership
between
the
school
board,
st.
vincent's,
Clay
County,
preferred
physical
therapy
and
South
East
orthopedic
specialists
will
make
our
students
safer,
more
educated
and
more
prepared
for
any
their
sport
or
life
throws
at
them.

two
people
right
now

but
before

and
call
them

that
disagreement
that
st.
Vincent's
has
partnered

us

worth

over
$200,000

the
district

a
yearly

two
people
who
have

greatly
responsible

this

knowing
both
these
people,

will
undoubtedly
think
a
lot
of
other
folks,

to
recognize
them
at
this

first,
the
president
of
acute
care
for
st.
Vincent's
Healthcare,
probably
one
most
energetic
people
I
have
ever
met
and
if
you
know
Blaine,
you
know
what
I'm
talking
about.

of
appreciation,
we're

to
ask
Blaine
to
say
a
few

Blaine
can't

much
this
means
to
our
secondary
schools,

athletic
programs,
we're

going

use
an
abused
you
over
the
next
couple
years
to
get
ready
and
everything.

I
came
here

talked

the
st.
Vincent's
Cup
that
we
were
creating,
and
this
really
germinated
out
of
that
sitting
down
with
with
Mike
here

Tracy

saying.

what
can
we
do?
What
can
we
do
for
the
county
and
how
do
we
make
sure
our
kids
are
supported,
and
from
that
you
know
we
heard
from
Mike
that
Preferred
had
done
it's
just
an
amazing
job.
Allan's
back
over
there
in
the
corner
got
a
wave
at
us.

He
didn't
want
to
come
up
so,
but
they
had
done
an
amazing
job,
supporting
the
athletic
programs,
the
supporting
football,
but
we
wanted
to
go
bigger
and
in
sitting
down
over
the
course
of
the
year
with
them
and
with
Mike,
we've
really
designed
a
program
that
focuses
on
prevention,
focus
on
keeping
our
kids
healthy
and
I.
Think,
coupled
with
the
momentum
program
that
we
do
for
after-school
at
some
of
the
at-risk
schools
is
actually
focusing
in
on
keeping
people
healthy
and
keeping
them
out
of
the
hospital.

to
step

just

Tracy
Williams

bit
about
the
program.

for
a
half

We
haven't
started
the
3-minute

yet
so

I'm
going

little
bit
about
what
the
program
is
and
what
it
really
does
and
I
think
you're
going
to
be
blown
away
when
you
find
out
what
we
have
in
store
and
what
type
of
significant
achievement
this
slave's
for
our
County
Tracy.

I'm,
I'm,
very
excited
about
this
program,
I'm,
actually,
a
certified
athletic
trainer
and
physical
therapist
I
started
my
career
covering
high
school
sports
here
in
Northeast
Florida.
So
this
is
a
project
very
near
and
dear
to
my
heart,
although
I'm
not
out
there
on
the
sidelines
anymore.
M
We
want
to
make
sure
that
they're
safe
this
year,
we
were
able
to
provide
ambulance
service
to
every
football
game
here
in
County
for
our
middle
school
level,
which
was
very
exciting.
We've
had
some
really
good
feedback
from
the
parents
and
the
athletic
trainers
there.
We're
also
working
with
the
schools
on
supplies
so
that
each
school
is
able
to
start
with
the
same
level
of
supplies.

So
it
doesn't
matter
the
size,
but
every
sport
can
really
can
really
start
out
with
what
they
need
and
we're
working
with
preferred
in
the
athletic
trainers
in
the
athletic
directors
and
what
their
needs
are.
We'll
also
be
working
with
those
athletic
directors
in
terms
of
Education
and
seminars
that
we
can
help
provide
first
aid
other
other
pieces
of
Education.
That
will
assist
our
coaches
as
well
as
the
parents
and
the
student
athletes.

Several
of
the
things
that
we're
really
working
with
southeast
orthopaedics
as
the
medical
director
and
and
preferred
with
the
athletic
trainers,
is
to
standardize
some
of
the
testing.
That's
done
in
terms
of
our
concussion
testing
prior
to
the
start
of
sports,
ensuring
that
we
have
all
the
right
sports,
physicals
done,
and
one
of
the
big
pieces
that
we're
working
on
is
actually
towards
a
national
certification
of
a
safe
sport.
School
designation
through
the
National
Athletic
Trainers
Association.

Our
goal
is
that
we
would
certify
every
school
in
the
county
and
be
the
first
county
in
the
United
States
that
would
have
all
schools
certified
as
a
safe,
Sports
designation.
So
it's
something
very
exciting
and
we
look
forward
to
working
with
each
of
you
all
of
our
coaches,
athletic
directors,
the
athletic
trainers
and
the
physicians
to
make
that
a
reality.

attended
varsity
football
games,
we
do
really
good
to
pave
to
get
an
ambulance
to
sit
at
the
varsity
football
game
and
stay
with
us
the
whole
time,

high
level
and

those
athletic
trainers
circulating
not
just
in
football
season,
but
all
through
the
years
during
practices.
Dealing
with
these
injuries
is
absolutely
phenomenal
and
you're
exactly

just
so
appreciative
of
it
and
I'd

just

has
partnered
with
the

offset
the
cost
of
a
YMCA
membership
to
one

their
two
gyms
in
Clay,
County,
the
barco,
Newton
Y
or
the
die
clay.

just
briefly
how
this
works?
If
you
would
like

join
the,
why
miss
can
and

Wellness
Committee
will
put
ten
dollars
towards

will
reduce
their
membership
amount
by

CCA
is
again
voicing
its
concern
about
the
amount
of
testing
that
the
state
of
Florida
has
imposed
on
our
students.
We
are
asking
that
the
instructional
depart
Department
indicate
for
the
board
and
the
teachers,
parents

the
students
of
Clay
County,
which
of
the
tests
on
the
calendar,
is
required
by
the
state
and
what
tests
on
the
calendar
is
required
by
the
district.

is
not
one
educator
that
will
tell
you
that
this
is
a
healthy
environment
for
our
students
and
our
teachers.
The
only
one
that
is
winning
is
the
testing
companies.
No
one
doubts
about
that.
We
again
ask
the
school
board
to
repeat
the
resolution
that
they
did
last
year
and
again
hold
our
students
and
teachers
harmless.

CCA
will
be
joining

rest
of
the
state
on
January
14
2016
for
the
enough

enough
rally
and
tally.

hope
that
this
school
board
and
our
parents
come
to
Tallahassee
and
join
us
in
a
combined
quest
to
get
the
legislators
to
understand
that
this
toxic
climate
of
testing
is
detrimental
to
children.

state
assessment
and
accountability
system,

a

tonight,
the
assessment
calendar
is
on
the
board
agenda
for
your
approval.
I
thought
it
would
be
an
opportune
moment
to
provide
some
information
on
assessment
in
Clay,
County
I'm,
hoping
that
clarify
three
things:
one
the
time
we
spend
on
assessments
and
how
it
compares
to
state
guidelines
how
we
use
assessments
to
drive
our
instruction
and
how
we
communicate
progress
on
local
assessments
to
parents.
U
U
Our
local
assessment
system
is
comprised
of
formative
assessments
that
are
given
throughout
the
year
to
check
in
on
student
learning.
They
identify
and
evaluate
the
effectiveness
of
instructional
practices.
These
local
assessments
are
used
as
a
tool
to
give
teachers
information
on
student
learning
to
drive
instruction.
They
give
us
guidance
on
student
mastery
and
inform
us
of
where
we
need
to
remediate
reteach
and
incorporate
challenging
previous
content
into
future
instruction.

House
bill
70
69,
passed
in
the
2015
legislature,
has
15
sections
that
address
a
myriad
of
subjects,
but
the
main
crux
of
the
bill
is
on
education,
accountability.
The
bill
provides
guidance
for
progress,
monitoring
of
all
students
to
determine
progression
from
one
grade
level
to
another,
I
would
like
to
highlight
two
guidelines
from
the
bill.
The
first
is
that
districts
may
administer
tests
that
focus
on
specific
course
content
in
an
effort
to
monitor
student
learning.
U
The
second
is
that
districts
may
not
schedule
more
than
five
percent
of
a
student's
total
school
hours
to
administer
statewide
and
district
required
local
assessments.
Five
percent
of
the
900
student
hours
are,
would
equate
to
forty
five
hours
that
would
be
allowed
for
state
and
local
assessments.
Section
seven
of
the
bill
further
defines
what
is
included
in
this
five
percent.
U
The
5%
includes
the
actual
testing
time
a
student
would
be
sitting
and
taking
an
assessment.
It
does
not
include
those
assessments
for
AP,
IB,
ace
or
industry
certifications.
It
also
doesn't
include
students
who
receive
the
accommodation
of
extra
time,
nor
does
it
include
teacher
created,
classroom
tests
and
quizzes.

The
chart
on
this
slide
shows
first
grade
and
the
total
number
of
hours
students
spend
taking
local
assessments,
which
is
approximately
seven
hours
for
the
year,
which
is
less
than
one
percent.
This
is
the
grade
level
with
the
least
amount
of
testing.
Now
you
might
be
wondering
why
it
isn't
kindergarten
and
the
reason
would
be
that
the
state
requires
kindergarten
to
take
an
assessment
called
the
flickers
or
the
Florida
kindergarten
readiness
stakes
screener
in
the
first
30
days
of
school,
which
adds
an
additional
60
minutes
to
their
number
of
hours,
tested.

This
chart
shows
seventh
grade,
which
is
the
grade
level,
with
the
highest
number
of
hours,
which
is
approximately
23.
Every
other
grade
level
varies
between
the
two
that
you've
just
seen,
so
even
with
the
highest
number
of
hours
tested
being
23,
the
percent
of
time
tested
is
still
well
under
the
5%
maximum.

We
know
that
assessments
must
accurately
measure
mastery
of
the
more
challenging
standards
that
will
be
taught
to
our
students.
They
also
must
provide
timely
and
meaningful
performance
information
and
must
be
cost
effective.
Currently,
we
use
performance
matters
as
our
assessment
platform.
This
company
provides
virtual
and
on-site
support,
as
well
as
professional
development
regarding
how
to
use
the
assessments
to
further
instruction
and
provides
a
multitude
of
reports
for
teachers
to
use
for
individual
remediation
and
acceleration.

Once
the
local
performance
matters
assessments
have
been
given
my
department,
analyzes,
the
strengths,
weaknesses,

options

build

and
the

keep

guiding
principles
in
mind.

first
one
is
that
assessments
are
developed
to
measure
student
progress
towards
meeting
the
standards.
In
other
words,
assessment
should

lead
the
movement
to
improve
our
schools,
as
we
continue
to
find
ways
to
improve
it's
important
for
us
to
start
with
goal
setting
and
end
with
assessment.
Only
then
can
we
build
and
use
new
tests
that
accurately
measure
our
progress
towards
meeting
those
standards.

that
the
state
provides
us
that
typically
go
out
through
school
newsletters.

know
that
we
do
in
terms
of
the
local
assessments,
because
that's
kind

what
I'm
speaking

is
we
allow
people

them

paper-based
or
in
computer-based
and
that
way,
sometimes
a
paper-based
test
believe
that
is
faster
to
give
takes
longer
to
score.
It
takes
it's
a
scanning
piece,
whereas
if
you
do
it
by
computer
base,
the
scores
are
immediate.
So
there's
a
lag
time.

bit,
I
mean

hours

but
there
is
some
lag
time,
but
I
do
know
that
we
are
working.
We've
had
conversations
around
scheduling,
trying
to
be
more
strategic
and
how
we
schedule
I'm
classes
to
take
assessment

that
we
impact
teachers
on
a
less
of
a
time,
and
so
that's
kind
of
the
conversations
that
are
starting
when
these
assessments
are
coming
up
in
terms
of
the
retakes
and
the
spring
testing.

a
conversation
that
we've
started
that
does
anybody
else
want
to
add
into
that

year
before
the
FSA's

taken,
I
have
to
certify
that
we're
prepared

accordance

not
all-inclusive
guidelines.

year

kind
of
articulate
the
concerns
that
we
had
that
surround
the
concerns

just
mentioned

availability
infrastructure,
all
those

think
I

only

state

Florida
that
did
that
on
behalf
of
their
district

frustration

me
as
we've
gone
out
in
wall-to-wall
academies.

the
first
year
ever
Clay
County
went
down
in
the
amount
of
industry
certifications
not
by
many
but
a
few
this
year,
because
we
were
having
to
move
kids
out
of
computer
labs
that
were
purchased
with
CTE
and
Perkins
grant
money
in
order
to
give
the
state
tests
that
we
had
already
given
appropriate
feedback
to
divert
the
impending
issues
that
we
had.

of
factoids
and

the

We
do
work
diligently
to
try
to
be
good
stewards
of
all
the
resources
we
have
I
appreciate
the
board
support
with
approving
this
year's
budget,
which
was
nearly
350
million
dollars.
We've
gone
paperless
and
payroll
we've
tried
to
cut
costs
there,
we've
cut
outside
contracts,
we've
innovated
processes
and
procedures
to
lower
operational
cost
everywhere
that
it
made
sense
to
do
so.

Clay
County
ranks
second
in
the
state
of
Florida
in
the
percent
of
our
budget
that
has
spent
in
the
classroom.
Our
administrative
salary
has
not
changed
in
the
past
three
years.
In
the
time
I've
been
superintendent.
This
administrative
salary
is
still
exactly
the
same
as
it
was
when
I
took
office
in
2012.

This
spring
I
proposed
a
classrooms
first
plan
that
reduced
nearly
a
million
dollars
of
salary
cost
in
the
district
office
about
a
20
percent
savings
of
district
office.
I'm,
not
aware
of
any
of
my
predecessors
reducing
their
own
cost
by
20%,
but
we
did
that
this
year
again,
looking
for
cost
savings
just
as
a
basis
of
comparisons
that
you
know
how
you
shake
out
between
the
the
largest
school
district
next
door,
our
average
teacher
salary
in
Clay
County
is
forty-five
thousand
eight
hundred
and
thirty
dollars.

average
teacher
salary
in
Duval
County
is
forty,
four
thousand
eight
hundred
and
fifty
three
dollars.
Our
administrative
staff
at
the
district
office
is
also
lien
by
comparison
to
our
largest
neighbor
to
the
north,
one
example
of
that
in
Clay
County
we
have
one
administrator
for
every
12
support
employees
in
Duval,
County,
there's
one
administrator
for
every
five
support
employees.
So
those
are
just
some
general
facts
just
to
throw
out
there
for
what
they're
worth
is.

where
we
stack
up
and
I've
heard
a
lot
about
raises,
or
salary
increases
and
I
just
want
to
put
everybody
on
the
same
page.
If
people
take
a
new
position,
they
are
paid
at
the
position
they
currently
hold,
in
accordance
with
the
board
approved
salary
schedule
for
that
position,
whether
it's
support,
instructional
or
administrative.
So,
for
instance,
if
we
take
a
first-year
ESC
assistant,
which
we
have
people
now
that
literally
they
graduate
from
college,
they
have
a
degree
in
education
and
everybody
wants
to
work
in
Clay
County.

are
then
paid
at
the
new
position.

put
put
these
up
here
because
we've
had
both
happened:
we've
had
bus
monitors
and
ESC
assistants,
which
are
on
the
same
band
and
pay
grade
if
they
become
a
teacher
or
a
classroom
assistant
now
going
into
a
longer
contracted
period
at
a
different
band
in
grade
they're
then
paid
at
that
band
in
grade.
So
this
happens
several
times.
Each
year
we
have
a
classroom
assistant
that
makes
$10
an
hour
a
little
less
than
$13,000
a
year.

secure
a
teaching
position,
BAM
they're,
making
$38,000
a
year
as
a
new
teacher,
so
that
happens
and
when
that
happens,
they
are
indeed
authorized
and
make
more
salary,
something
that
I
never
hear.
People
will
say,
but
it's
really
a
truth
here
in
Clay
County,
if
you've
taught
in
Clay
County
for
about
25
years,
and
you
secure
a
position
as
an
11-month
assistant
principal
which
we
have
a
lot
of
our
elementary
schools,
have
an
11-month
assistant
principals.

All
of
our
secondary
schools
have
at
least
one
11-month
assistant
principal
you
actually
go
down
in
salary
to
start
out
as
an
administrator.
Even
when
you're
you
have
25
years
experience
as
a
teacher
that
lower
example
is
at
the
rate
of
a
25
year
teacher
and
a
brand-new
administrator,
which
it
doesn't
really
matter
now
for
a
brand
new
administrator
or
they've,
been
an
administrator
for
six
or
seven
years.
They
haven't
gone
anywhere
at
the
salary
schedule.

son

the

Hall
and
the
other
coaches
spend
countless
hours

November,
creating
a
football
program.

think
most
years,
Fleming
Island
has
had
a
winning
season
under
coach
Charles
leadership.

But
the
truth
is
that
I
don't
care
about
that.
What
I
care
about
is
the
kind
of
young
man.
My
son
is
becoming.
We
moved
here
three
years
ago
from
California.
At
that
time
our
kids
went
to
a
Catholic
school
I
was
very
nervous
to
send
my
kids
to
a
public
school,
but
we
heard
wonderful
things
about
Fleming
Island
and
decided
to
give
it
a
try.
We
went
to
our
first
football
meeting
and
I
was
very
impressed.
Coach
Hall
said
all
the
right
things.

He
told
parents
that
if
your
son
needs
cleats
or
equipment
or
a
tutor,
we
will
make
sure
that
he
gets
what
he
needs
and
three
years
later,
I
find
that
to
be
true,
we
are
very
blessed
that
my
son
has
not
needed
anything
but
I
do
know
other
players
that
have
gotten
what
they
needed
when
they
needed
it.

discipline
when
it
was
called
for.
If

parent

a
football

realize
the
countless
hours
the
coaching
staff
spends
on
football.

boys
start
having
conditioning
training

three

four
days
a
week,
all
summer
long,
sometimes
twice
a
day,
then
practice
starts
again
and
it's
five
days
a
week.
Being
a
football
coach
is
a
labor
of
love.
It's
like
having
another
full-time
job.
You
really
have
to
love
the
kids
in
the
game.
To
do
this,
my
son
is
a
better
man
for
having
known
coach
Hall
and
the
entire
coaching
staff.

Isn't
that
what
parents
want
from
a
football
program,
let's
face
it
by
and
large,
our
kids
are
not
going
to
play
professional
football
I
want
my
son
growing
up
having
known
good
men
and
I.
Believe
that's
what
he's
gotten
to
experience
with
coach
Hall.
It
seems
to
me,
there's
far
too
much
controversy
surrounding
what
appears
to
be
an
oversight
rather
than
criminal
behavior.

It's
just
wrong
for
coach
Hall
to
lose
his
job
because
of
mistake,
and
all
indications,
including
the
Sheriff's
Office,
including
from
the
Sheriff's
Office,
are
that
this
was
a
mistake
and
not
a
crime.
The
fact
that
it's
even
being
discussed
here
will
have
negative
consequences
for
him.
That's
enough
punishment.
Indications
are
that
the
parents
disappearance,
who
disliked
the
coach
coach
halls
coaching
style
or
the
kids
playing
time
are
at
the
heart
of
this.

get
the
facts
and
do
the
right
thing.

board
upheld
that
termination.

that
time
he
made

appeal

was
made
and
heard
by
the
chairwoman,

again
upheld

the
results
were
that
mr.
Ford
was
then
turned
over
to
professional
practices
in
Tallahassee.
That
case
was
heard
by
a
judicial
body,
a
judge,
a
judge
who
is
trained
on
seeing
through
all
of
these
things
and
getting
to
the
truth.

provided

two

internship

Knoxville

credit
for

seen

papers
and
he's

upset
about
it,

please

livelihood

character

academic
teacher
as
well

coach

they

for

football
boosters
for
eight
years
now,
even
though

son
graduated
four
years
ago,
because

still
have
a
child
here
at

school
and
I
learn
from
my
son
being
here.
It
takes
a
village
to
raise
a
child,

all
of
us,
and
sometimes
the
parents
can't
get
through
to
the
kids
and
the
teachers
and
the
coaches,
and
all
of
that
do
and
mostly
I,
want
you
to
consider
the
timing
and
the
motive
of
the
people
or
persons
that
have
brought
these
charges.

his
football

months
out
of

year
it's
hard
to
see

wife

he

when
this
first
started

needed
someone

on
my
professional
experience

asked
if
I'd
be
willing
to
do
this
and
I
had
no
idea
the
challenges
that
all
of
you
that
work
in
the
district
with
terms
have
to
deal
with
on
a
daily
basis,
and
mr.

Hendrick
told
me
that
when
he
was
hiring
or
interviewing
for
certain
positions
that
he
would
run
across
new
college
graduates,
who
would
say,
oh
yes,
I've
heard
of
that
system,
but
I've
never
actually
seen
it
and
they
don't
actually
teach
the
the
platform.
That
terms
is
that
our
terms
is
based
on
anymore,
and
my
understanding
for
mr.
weeks
is
that
terms
doesn't
even
support
the
terms
we
have
anymore.
So
we
I
didn't
really
realize
how
much
in
need
we
were,
and
then
the
real
concern
came
about
when
I
found
out.

terms
is
how
everyone
gets
paid,
and
so
it
certainly
would
be
a
travesty.
If
terms
went
down-
and
we
saw
that
this
summer
with
not
being
able
to
run
an
additional
payroll
and
things
like
that,
so
all
that
said
this
committee
was
so
committed
to
this
process.
They
gave
hours
and
hours
and
hours
of
reading
huge
binders
worth
of
information.

I
think
that
that,
and
and
one
of
the
things
that
impressed
me,
the
most
I'll
just
take
the
time
to
stay
is
that
mr.
Van
Zandt
tells
us
a
lot
about
those.
We
have
were
coming
up
on
retirement
in
our
district,
and
these
professionals
asked
such
great
questions.
They
didn't
ask
just
how
can
this
make
my
job
better?

asked
questions
from
the
point
of
view
of
if
someone
hasn't
had
my
job
for
all
the
years
or
if
someone
is
looking
at
my
job
differently
or
if
someone
walks
in
from
the
outside,
they
were
just
very
thoughtful,
very,
very
professional,
about

way
they
approached
it
and
I
just
wanted
to
publicly
thank
all
of
those
people
that
spent
hours
and
hours
and
hours
of
extra
time.

at

would
like

also
echo
miss
Condon
sentiments
about

As
she
stated
back

beginning
of
the
year,
I
originally
was
going
to
sit
on
this
committee
because
the
work
that
I
do
we
deal

ERP
systems
every
day
and
I
can't
tell
you
how
critical
it
is
to
an
operation
this
size
to
have
a
good,
updated,
ERP
system
and
so,
however,
because
of
the
the
time
requirements
on
that
committee,
I
was
not
able
to
do
it,
and
so
I
asked
miss
Condon
to
take
my
place.

But
you
know:
I
have
looked
through
the
presentation
here
and
I
think
this
committee
has
done
a
fantastic
job
and
I
just

like

miss

think
that
the
school
board
fully
understood
that
the
CCS
is
ready
and
willing
to
work
with
them
in
support
of
a
fund
of
finding
a
funding
source.
Let
me
be
clear
about
this.

The
CCA
is
ready
and
willing
to
work
with
the
superintendent
with
the
school
board
and
any
other
interested
stakeholders
to
find
revenue
that
will
enable
this
district
to
get
out
of
the
crisis.
That's
in
the
definition
of
insanity,
of
course,
everybody
knows
it
is
doing
the
same
thing
over
and
over
again
and
expecting
a
different
result.
The
first
page
of
the
packet
that
I
gave
you
is
from
your
own
budget
review
workshop
that
mrs.
Leggett
go
gave
to
you.
As
you
can
see,
from
1995
to
2009.

We
had
a
quarter
mil
supplementary
discretionary
levy
in
2009
we
changed
that
levy
to
a
quarter.
Mil
critical
operation
needs
levy.

have
this
until
2013,

when
it
stopped,
and
the
school
board
has
not
asked
for
any
levy.

why
not?
We
are
in
a
financial
crisis,

yet
we
have
not
explored

alternatives.

teachers
and
our

and

collaborative
relationships.
As
many
of
you
are
aware,
st.
Johns
County
is
bursting
at
the
seams
with
new
developments
springing
up
everywhere.
You
look,
I
am
sure
you
are
also
quite
aware
that
Tallahassee
is
not
allowing
an
appropriate
amount
of
capital
outlay
money
to
build
our
much
needed
schools,
improved
technology
and
maintain
safety
upgrades.

With
that
in
mind,
the
st.
Johns
County
School
Board
decided
to
hold
a
special
election,
this
past
November
3rd,
to
raise
the
sales
tax
by
a
half
cent.
Our
union
s
JEA,
and
our
support
staff
union
suggests
pas,
which
stands
for
st.
John's
educational
support
professionals,
Association
endorsed
the
referendum
for
the
sales
tax.
Both
unions
worked
collaboratively
collaboratively.
Excuse
me,
with
our
school
board,
in
a
local
PAC
to
advocate
for
the
half
cent
sales
tax.

Our
union
members,
along
with
the
support
of
our
state
organization,
the
Florida
Education
Association,
jumped
on
board
because
we
knew
this
was
the
right
thing
to
do.
We
joined
the
district
in
their
efforts
to
get
out
the
vote.
For
example,
the
deputy
superintendent
of
operations
and
I
spoke
to
local
business
groups
about
the
importance
of
the
sales
tax
referendum.
We
knocked
on
doors
we
wave
signs
on
street
corners.
We
distributed
flyers
that
our
state
union
created.
We
made
phone
calls
and
we
got
our
members
to
the
polls.

work
was
done
collaboratively
the
union
and
administration
working
together
for
a
common
goal.
Collaborative
relationships
between
the
Union
and
district
are
possible.
I
am
proof
of
that
and
in
fact,
these
relationships
benefit
everyone,
employees,
students

community.

build
a
relationship

earmarked
for

and
construction
and

of
that
nature.

had

ago,
when

sat

school
board
meetings

was
up
here.

guys
always
referred
to
the
two
mill,
the
two
mill
money,

two

plus
you
had
the
quarter
mill
there
too.
So
you
know
it
was
a
lot
more
coming
in
than
what
we
have
now
and
basically
we're
thinking
we're
not
even
treading
water
anymore.
We're
sinking
so
I'd
like

board

consider

fail

comfort

energy
specialists
that

hire

may
even
be
a

well.

if

time.

stood
right

I

and
received
a
proclamation
from
the
school
board,
announcing
that
the
Wednesday
before
the
Thanksgiving
break
would
be
known
in
Clay
County,
as
education
support
professionals
appreciation
day,
I'm
saddened
that
I
haven't
heard
a
thing
about
it.

deviate
a
little
bit
from
what
you've
been
hearing.
Several
months
ago,
a
school
bus
driver
spoke
to
you
about

effects
of
the
rising
cost
of
health
insurance
and
the
fact
that
the
support
employees
of
this
school
district
have
not
received
a
salary
increase
in
several
years.
Among
other
things,
she
told
how
her
latest
paycheck
after
deductions
totaled
about
$71.
This
was
all
she
had
to
buy,
groceries
and
pay
bills.
At
that
time.

to

help

employees

help,
because
so
many
of
our
support
employees
pay
us
so
low
that
there

of
these
employees
in

started
a
GoFundMe
account

personnel

employees
can
be
helped
like
I
was,
but
tonight

like
to
recognize
the
person
who
unknowingly
helped
me
because
she
was
willing

step
up

shine
a
light
on
the
needs
of

support
employees
in
this

district

a
terrible
problem

think

lot

clarity

area

the

gotten

insulted

board

superintendent
saying
that

disrespect
them

level
wages,

they
go
on
to
denigrate
the
director
of
Transportation
for
doing
his
job
as
effectively
and
efficiently
as
possible.

think
it's
time
for
a
little
bit
of
truth
in
advertising.

in
accordance
with
assessment
contract,
bus
drivers
are
only
guaranteed
six
hours
of
work
per
day
for
the
normal
school
year.
Nothing
more
nothing
less.
Bus
drivers
are
paid
that
abandoned
grade
of
b21,
that's
the
same
band
and
grade
as
a
district
MediaTek
ESD
secretary
in
a
lead
custodian,
just
to
mention
a
few.
So
we
haven't
carved
out
a
special
band
in
grade
to
keep
our
bus
drivers
in
a
poverty.

What
we
do
have
for
bus
drivers
is
a
six
hour
per
day,
job
for
186
days,
which
equates
to
1116
hours.
By
contrast,
a
full-time
employee
for
the
district
works
seven
and
a
half
hours
a
day
for
260
days.
That's
one
thousand
nine
hundred
and
fifty
hours.
So
if
we
do
the
math
a
bus
driver
works,
essentially,
fifty-seven
percent
of
what
a
full-time
employee
works,
I
think
any
reasonable
and
rational
person
would
realize
that
being
a
bus
driver
is
a
part-time
job.

Now
someone
wants
to
try
and
support
their
family
on
a
part-time
job.
That's
that's
their
choice,
however.
I
don't
believe
anyone
hid
what
the
hours
were
or
what
the
pay
rate
was
when
they
sign
their
contract
to
become
a
bus
driver
by
all
means
they
should
lobby
and
present
their
case
for
increased
hours
and
increased
pay.
But
this
should
be
truthful
and
upfront
about
it
and
when
they
say
the
school
board
pays
poverty,
wages
realize
it's
for
a
part-time
job
that
works
just
a
little
over
fifty
percent
of
what
an
a
full-time
employee
works.

Which
brings
me
to
my
second
point.
Robert
Warren
Berg
is
one
of
the
most
conscientious
in
innovative
Directors
in
the
district.
He
and
his
team
are
constantly
looking
for
ways
to
optimize
routes,
improve
efficiency
and
save
money
which
apparently
doesn't
sit
well
with
some
folks
when
he's
able
to
efficiently
handle
a
route
with
a
double
back
instead
of
putting
another
bus
on
the
road,
and
although
that
driver
gets
additional
hours
which
equates
to
ditional
pays,
he
gets
criticized
for
not
allowing
enough
bathroom
breaks.

I
have
the
utmost
respect
for
what
they
do
on
a
day
to
day
basis,
but
they're
adults
and
I,
don't
believe
anyone
twisted
their
arm
to
sign
a
contract
night
or
I
know
Robert
didn't
promise
them
anything
except
what
was
in
the
contract?
I
fully
expect
them
to
continue
to
present
their
case,
but
just
keep
in
mind
it's
an
important
job,
but
it's
a
part-time
job.

talented

creative
people
and

find
innovative
ways

save

cost

replacement
computer
in
this
district
has
been
reduced
to
25%
what
we
were
paying
twenty
five
four
or
five
years
ago.

prefer
to
promote
from
within
including
hiring
the
graduates
of
our
CTE
and
our
IT
academies
within
our
district,
but
we
also
like
to
promote
from
within
in
terms
of
our
support
staff,
and
we
think
those
people
should
be
rewarded
by
learning
and
earning
promotions
on
to
a
couple.
Other
items
I'd
like
to
thank
the
board
tonight
for
supporting
the
negotiation
and
procurement
of
a
new
ERP
system.
Hopefully
it
will
make
us
much
more
efficient
and
effective.
Last
month,
also,
the
board
approved
our
digital
classroom
plan.

money

available
through

for
technology
infrastructure
upgrades
eight
hundred

dollars

to
come
from
local

it

the
alarming

teachers
leaving

when
the
teacher
leaves

district

employee
leaves

exit
interview.

a
question
you're,
asking
them
why
they
left.

Last
year,
we
had
190
teachers
that
left
district
salary
was
answered
as
an
answer
and
keep
in
mind.
They
can
pick
multiple
boxes
seven
times
by
those
hundred
and
ninety
employees
that
left
the
district
number
one
answer
was
relocation.

so
so
I
hear
about
teachers
continually
leaving
the
district.
We
don't
see,
then
what
teachers
provide
us
as
far
as
information.

heard
that
our
performance

dropping
at
an
alarming
rate.

like

clarify
that
statement,
because
it

not

true
statement
now
I
will
say
it
is
true
that
we
lost
our
a
in
2012
when
almost
every
district
in
the
state
dropped
due
to
an
increase
in
the
cut
scores.
In
writing
that
loss
was
due
to
writing
performance
only
and
almost
every
district
in
the
state
suffered
that
same
fate.

All
we
have
right
now
are
mean
scores,
but
we
do
have
by
either
AOC
or
the
FSA,
our
percent
of
students
that
fell
into
each
quartile
and
they
equate
those
students
performing
into
the
bottom
quartile

on
the
previous
FCAT
score.
So
if
we
take
those
students
that
scored
in
the
lower
percentile
and
we
rank
them
across
the
state,

ranked
in
the

well
on

believe

for
compliance

as
the

the

Florida

Education

two

just

our
initial
run
by
the
state

our

that
we're
in

compliance
for
this
school

2003,

Clay
County
went
out

cent

supported

it

raucous

compared

what
we've
had
the
last
couple
of
years,
but
one
really
bad
one
and
I
think
that
was
the
largest
contributing
factor
to
that
now.

on

times

defense
of
our
great
nation
and
each

every
person
here
has
the
right
to
speak
their
mind
to
speak
at
this
podium

protest
on
the
sidewalk
to
protest

fully
support
that

only

some
of
the
parents
that
I've
talked
to
thought
that
meant
that
they
wouldn't
hold
those
scores
against
our
students
that
they
wouldn't
hold
our
students
back
from
any
kind
of
promotion
based
on
those
scores.
That's
not
what
they
meant.
They
meant
they
would
not
use
those
scores
until
which
time
that
they
had
that
outside
organization,
certify
those
scores
and
that
happened
in
September.
So
therefore,
now
students
can
be
held
accountable
to
those.
Why
am
I
saying
this?
W
Because
our
third
graders
were
not
affected?
Our
district
really
did
a
great
job
of
reaching
out
they
identified
who
those
third
graders
were.
They
went
to
summer
reading
camps
and
things
like
that,
but
if
you're,
the
parent
of
a
10th
grader
I,
would
just
ask
you
to
pay
attention
now.
I
do
believe
our
district
is
doing
everything
they
can
to
make
sure
our
10th
graders
are
ok,
but
here's
the
thing
in
the
past.
If
you
didn't
pass
your
10th
grade
FCAT,
you
knew
in
June.
Your
parents
knew
in
June
your
teachers
knew
in
June.

There
could
be
remedial
activities
done
through
this
summer.
You
could
immediately
sign
up
for
the
SAT
or
ace
a
CT
to
have
every
single
chance
to
pass
that
either
your
f
cap,
which
is
now
the
FSA
or
your
one
of
the
a
CT
or
the
SAT.
This
year
we
lost
Oh
months
without
knowing
those
scores,
so
the
students
who
did
not
have
that
passing
score
didn't
know
in
June.
They
didn't
know
in
July,
they
didn't
know
in
August,
they
didn't
know
in
September.

They
found
out
in
October,
and
some
parents
may
be
their
student
didn't
bring
their
little
report
home
and
on
in
paper
form
because
I've
heard
some
parents
say
that
or
maybe
their
student
I
had
one
I'm.
One
of
my
children
didn't
get
a
report
and
so
I
didn't
know
all
I
knew
was
my
child
got
pulled
out
to
retake
the
test.
Well
turned
out.
There
doesn't
seem
to
be
a
score
that
exists
for
him,
even
though
he
took
it
last
spring,
so
he
had
to
retake
it.

This
fall,
that's
probably
more
information
than
I
should
share
with
the
public,
but
that's
why
I
became
passionate
about
this,
because
my
kid
who
scored
a
level
four
last
year
on
his
reading,
FCAT,
came
to
me
and
said
mom
and
my
dumb
mom
am
I
not
going
to
graduate
mom
I
have
enough
credits.
What's
going
on
here,
so
I
started
asking
more
questions.
That's
when
I
learned
that,
when
our
Commissioner
of
Education
says
hold
harmless,
she
believes
it's
hold
harmless,
because
your
children
have
the
alternative
of
taking
the
AC
T
or
the
SAT.
W
It
doesn't
mean
that
that
test
that
was
not
field
tested
had
no
baseline
data
to
associate
it
with
is
not
going
to
be
held
against
them.
So
I'm
only
saying
this
to
say,
if
you're,
the
parent
of
a
tenth
grader,
communicate
with
your
guidance,
Department
communicate
with
the
district
staff,
because
they
are
willing
to
help
these
students.
They
are
trying
to
help
everyone.
They
can
I've
talked
to
a
number
of
people
within
the
district
staff
that
are
reaching
out
they're
doing
everything
they
can
I
believe
here
in
Clay
County.

But
it
is
our
responsibility
of
parents
to
make
sure
that
our
kids
have
what
they
need.
So
if
your
kid
took
that
FSA
test
last
spring-
and
you
didn't
get
a
score
sheet
last
month
or
if
you
have
questions
about
it,
ask
please,
because
what
we
don't
want
is
for
these
kids,
who
are
now
11th
graders
to
get
to
the
end
of
next
year
and
not
be
able
to
graduate
because
they
don't
have
a
passing
score
on
this
test
and
they
lost
a
few
months
to
sign
up
for
the
test.

Merrill

to
mislead
echos
team
of
miss
Racine
and
mr.
weeks
and
the
rest
of
the
people
on
her
committee
for
looking
at
ways
of
saving
the
district
money
and

really
making
things
more
effective,

Hendricks
even
was
not
in
when
they
were
talking
about
this,
that
it
hopefully
will
help
streamline
his
department
also,
and
we
won't
find
ourselves
having
these
difficulties
with
the
paychecks,
and
you
know
the
websites
and
whatever
you
know.

manager
of
the
restaurant
told
me
that
she
was
one
of
our
teachers
and
that
the
was
her
second
job
and
I
said.
Oh,
my
god,
and
here
we
are
sitting
here
just
going
on
and
on
and
she
had
to
be
at
school
really
the
next
morning
and
so
that
really
hit
home
to
me
that
what
I
read
in
75%
of
those
letters
that
said
I
have
a
second
job.
As
you
all
read
is
the
truth,
and
so
I
just
want
to.

my

employees

recognize
all
our

employees

get

we

innovation

I'm
seeing

district
staff

looking
for
ways
that

save

read
those
letters

that
really
really
stood
out
to

that

heart

take
lightly.
What
our
teachers
and
support
employees
do,
and
so

want

thank
you
for
what
you
guys
do
and
to
recognize
you

service

our

of

things
that
really
hit
me
the
hardest
about
a
lot
of
the
letters
that
I
read
is
many
of
them
were
anonymous.

had
conversations
with
miss

about
people
who
fear
retaliation
and
that
to
me
that
that's
just
something
that
I
take
personal
issue
with

don't
think
any
employees
should
have
to
fear
retaliation
so

just
you
know,
I
can't

hard
to
read
those
letters
that
are
anonymous
because
you
don't
know
who
to
respond
to
so
I
just
want
to.

know
make
it
known
that
my
ears
are
open

anybody
who
wants
